THE LUXEMBOURG RED CROSS IN ACTION IN LUXEMBOURG The mission of the Luxembourg Red Cross is to offer assistance to vulnerable people. Its signature "MĂŤnschen hĂŤllefen" (Helping people) reflects its purpose. The Luxembourg Red Cross is part of the International Red Cross and Red Crescent Movement and adheres to its seven fundamental principles which guide its day-to-day work: Humanity, Impartiality, Neutrality, Independence, Voluntary service, Unity, and Universality.

Migrants and Refugees

LISKO

In 2016, Hall 6 of Luxexpo hosted 3,100 people applying for international protection who had arrived in Luxembourg. Eleven facilities have provided shelter for them in the longer term. The Dudelange centre opened on March 1, 2016 with a capacity of 93 beds. Unaccompanied minors are taken care of at the Lily Unden home or the Villa Nia Domo, which was inaugurated in October 2016.

Since it opened in April 2016, LISKO, the centre for integration and social cohesion has helped 1,262 refugees to integrate into Luxembourg society. This new department works in close collaboration with local authorities or the bodies dealing with housing, employment, training or education.

Perspectives

MENTORING AND GUIDING YOUTH IN SOCIAL DISTRESS

86 young people wishing to escape from psycho-social difficulties have benefited from integrated housing in one of nine facilities, two of which have opened in 2016 in Wiltz and Beaufort. These young people only leave these facilities when they are judged fit by the educators to manage their life on their own. 38 new residents found shelter within the department and 18 have left. 25 young mothers with children have benefited from the mentoring provided by this service.

"For 30 years I have been giving blood. It’s important to come and help to ensure that there is always enough blood for the sick. If one day I find myself needing blood I know that I will be grateful that a transfusion is possible."

The Blood Transfusion Centre collected 20,823 blood donations, 2,107 plasma donations and 562 platelet donations from 13,415 volunteer donors. These critical blood products were then distributed to healthcare institutions across the Grand Duchy.

First Aid Training

LEARNING SKILLS THAT SAVE LIVES

These important training courses provide people with the necessary skills to properly administer first aid. The Luxembourg Red Cross provided 139 training courses in 2016, and was able to teach lifesaving skills to 2,476 people. Courses are offered free of charge to people in various municipalities and companies.

Norbert Ensch Centre

A CARING AND SAFE ENVIRONMENT FOR CHILDREN FACING DIFFICULTIES

A haven of peace or a stepping stone to a new beginning, the Norbert Ensch Centre specialises in offering a home children and teenagers who are suffering from difficult personal and family situations. Placed in one of five groups organised according to the age of the participants and their needs, young people are prepared for a return to their family situation. They stay in touch with their parents who are invited to participate in activities. 53 young people aged 4 to 18 and seven mothers who are minors along with their children lived there in 2016, while three young people were able to return home.

MEANS OF CREATIVE EXPRESSION FOR YOUTH FROM ALL SOCIAL ENVIRONMENTS

Creativity has played a strong role in Bonnevoie since 2015 in the form of this project which helps young people integrate into society and learn tolerance through artistic expression. The list of creative workshops continued to grow in 2016. One activity allowed youth to decorate the exterior of the building with a graffiti border of a beach. The HARIKO project is financed until September 30, 2018 thanks to the support of Œuvre Nationale de Secours Grande-Duchesse Charlotte.

"Having a place where people can meet and be creative allows young people from all walks of life to be introduced to the world of art. A WARM ENVIRONMENT FOR THE HOMELESS Opened in partnership with the City of Luxembourg on July 22, 2016, the unit has welcomed 56 homeless people to its “Am Haff" centre in the upper town. These people were able to find comfort, warmth, recognition and help in their social and administrative procedures. The department also carries out extensive street work in the form of evening or morning tours (61 in 5 months) to meet homeless people who spend the night outside.

THE LUXEMBOURG RED CROSS IN ACTION AROUND THE WORLD At the international level, the Luxembourg Red Cross is specialised in setting up emergency shelters and rehabilitating housing for the victims of natural disasters or conflicts. In 2016, it intervened in Burundi, Ecuador, Greece, Haiti, Mali, Nepal, Niger, the Philippines and Ukraine to help rescue people who longer had a roof over their head. This work was carried out in collaboration with the Shelter Research Unit (SRU) of the International Federation of the Red Cross and Red Crescent Societies (IFRC), a unit based in Bertrange that carries out research and development on emergency shelters.

The Luxembourg Red Cross helps to rehabilitate or rebuild damaged or destroyed infrastructure. In order to assist displaced families returning to their region of origin in Timbuktu, 260 clay houses were (re)erected and 580 transitional shelter kits and 45 emergency shelter kits were distributed in 2016.

The Luxembourg Red Cross has set up 4,000 emergency shelters in the region of Diffa, an area of extreme insecurity. This project falls under the coordination of the International Committee of the Red Cross and Red Crescent.

REBUILDING COMMUNITY INFRASTRUCTURE

Following the violent earthquakes of 2015, the Luxembourg Red Cross began the building of three schools and four community clinics in Katunje, Dhading District, central Nepal. It also built 6 water irrigation systems that can serve 259 households.

COMMITTED VOLUNTEERS From donating blood (13,415 donors in 2016) to fund-raising, from visiting the homes of isolated people to welcoming migrants and refugees, to giving their time by working at social grocery stores, volunteers are absolutely essential to the functioning of many of the departments of the Luxembourg Red Cross. At the heart of the organisation, these men and women can be involved in local chapters or in in operational services, support functions or might be members of the Red Cross Youth. Some activities such as the Canine Search and Rescue Unit or the Weesen elteren service operate exclusively on a voluntary basis.

In addition to their vital participation in Donation Month which is held annually in April, local volunteers participate in events or fundraising activities such as the Bazaar or the Red Cross Ball, as well as helping with Christmas meals, concerts or at markets. Thanks to the commitment of the volunteers, the sum of 962,014 euros was collected during the 2016 edition of Donation Month.

Visiting isolated people is a way of volunteering essential to maintain social ties.

Young people are eager to giving their time and energy to others. Red Cross Youth is engaged in many different self-help projects in addition to its training activities for instructors of leisure activities. "Projects for young people by young people" is the slogan of the Move in & Move it project, launched in 2016, which aims to help young refugees integrate through various activities. The Kanner hëllefen Kanner project consists of first-aid courses delivered by young people to young people. The Red Cross Christmas Tree action makes it possible for Christmas gifts to be bought and distributed to destitute children. The Young Leaders project aims to encourage young people to start their own projects and to manage them. All together and in their own way, volunteers show that age is no barrier to doing good unto others.

SUPPORTING THE RED CROSS THROUGH A DONATION The Luxembourg Red Cross needs your donations to function on a day to day and long-term basis. Donations support the numerous activities and ensure their sustainability. They also help us to develop new activities or to deploy emergency aid when current events demand immediate action. Thanks to the generosity of its donors, the Luxembourg Red Cross was able to raise 3,699,156 euros in 2016. Almost two-thirds of this amount (2,477,919 euros) was allocated by donors to specific causes. 962,014 euros were collected during Donation Month, a record amount since the creation of this fundraising drive in 1945 and an increase of 17% when compared to 2015. Legacies are another important source of revenue. They increased by 47% in 2016 over the year before with a total of 4,276,830 euros received. These donations will be used to launch major projects, to create a reserve for emergency actions or crisis situations, and to host social or health activities in the case of a legacy involving real estate. The Luxembourg Red Cross can also count on the support of organisations, associations and companies such as the Oeuvre National Secours Grande-Duchesse Charlotte (operator of the National Lottery), which has stood alongside and supported the Luxembourg Red Cross for years. In 2016, RBC Investor Services, the European Investment Bank, the Union of Luxembourg Journalists and FraĂŤn a Mammen (Women and Mothers) were among the organisations that stood out, raising funds for the Luxembourg Red Cross.

GIVE WITH CONFIDENCE The Luxembourg Red Cross is recognised as a charity by the law of August 16, 1923 and is authorised to receive donations in cash from donors as special expenses within the limits laid down in Art. 109, paragraph 1 No. 3 of the L.I.R. If the money raised exceeds the project's requirements or operational constraints do not allow it to continue, the Red Cross will use the funds for programs of the same nature in accordance with its statutory purpose.

FAMILY PLACEMENT

Acting as an intermediary between children in need of adoption and prospective parents in Luxembourg and abroad, the department provides support during the adoption process and afterwards.

This department ensures the smooth running of placements of children into foster families. Its activities range from the selection and preparation of host families to the follow-up on the placed child. The department also acts as an intermediary between the biological and host families as well as the professionals involved in the placement.

NORBERT ENSCH RECEPTION CENTRE

PSY-JEUNES

The centre offers a temporary home to children and adolescents who are experiencing serious family situations. Here young people can find a level of equilibrium that helps in their personal development.

Young people in distress and their families can find psychological and psychotherapeutic assistance through weekly consultations. The duration of the therapies varies.

THERAPEUTIC CENTER KANNERHAUS JEAN

This department offers holiday camps for young people aged 4 to 17 years, regardless of their family and economic situation or a possible handicap.

ADOPTION

This department helps children in emotional and social distress through therapeutic and educational support, based on diversified methods which includes family and teachers. FAMILIES FIRST LUXEMBOURG Avoiding the placement of children and helping families in crisis to regain stability are the missions of this department which can act urgently depending on the situation. FAMILLJENHĂ‹LLEF This department provides psychological, social or educational assistance to families in difficulty with a frequency of one or two consultations per week. HARIKO Creativity is the heart of this project that helps to integrate young Luxembourgers and applicants for international protection through artistic expression. HOUSE OF ADOPTION This adoption resource centre offers support, parental coaching and therapeutic support for people who want to adopt. YOUTH HOMES Young people aged 12 to 26 are welcome in these 8 centres which, in addition to offering sports and cultural activities, are available to listen and help in order to stimulate personal development. CHILD CARE CENTRES AND NURSERIES These 15 facilities, managed on behalf of municipalities, accommodate children under the age of 12 during the day. PERPECTIVES "Perspectives" supports young adults who wish to get out of psycho-social difficulties and are ready to be guided by the advice of educators in order to integrate socially and professionally.

HUMANITARIAN AID INTERNATIONAL HUMANITARIAN AID The Luxembourg Red Cross is specialised in setting up emergency shelters and post-emergency housing solutions thanks to its close collaboration with the IFRC's (The International Federation of Red Cross and Red Crescent Societies) Shelter Research Unit. It also responds to humanitarian emergencies through partnerships with its sister companies. SHELTER RESEARCH UNIT The SRU is a Luxembourg-based entity of the International Federation of Red Cross and Red Crescent Societies focussing on research and development on emergency shelters.

SOCIAL DROPIN Sex workers can come to this dispensary to find someone who will listen, to find support, and medical, social, psychological and material follow-up. The department helps to tackle the social exclusion beneficiaries may often suffer. SOCIAL SCHEMES 8 Red Cross Butteks (social groceries) offer people with financial difficulties access to fresh food and products at one third of market price. SOLIDARITY FUND Established in 2013, this fund provides assistance to vulnerable people through the provision of financial assistance. SOCIAL HELPLINE This department acts as a relay between the people who call the hotline or e-mail for help or information and social work professionals who can help.

The Lëtzebuerger Integratiouns- a Sozialkohäsiounszenter, (centre of integration and social cohesion), has been helping beneficiaries of international protection since 2016 to integrate into Luxembourg society.

Volunteers train and visit the elderly, sick and isolated at home in order to improve their quality of life.

MIGRANTS AND REFUGEES This department takes care of migrants and applicants for international protection as soon as they arrive in Luxembourg in order to guarantee them dignified and safe living conditions. Currently, 13 reception facilities are under its management. SOCIAL OFFICES This department provides social assistance to persons on behalf of municipal authorities in over half of the country. RIICHT ERAUS Perpetrators of domestic violence can follow psychological consultations and find resources to help them change their behaviour.

FIRST AID TRAINING These courses provide the skills needed to successfully administer first aid. The courses are organised in municipalities, for companies or at the training centre of the Luxembourg Red Cross. HIV COUNSELLING Prevention, screening, and psychosocial support for people with AIDS or hepatitis C are the main activities of this department. INTERCULTURAL INTERPRETATION This department trains translators and interpreters so they can be available to administrations and institutions offering social, health or financial assistance to people who do not know any of the main languages of the country.

FREE SECOND HAND CLOTHES

MEALS ON WHEELS

This department collects clothes and redistributes them to people who need them such as refugees and the homeless in three dedicated locations. A national sorting centre has been opened to facilitate this activity.

Meals are delivered daily to the vulnerable citizens of over 30 partnering municipalities.

WANTERAKTIOUN From December 1 to March 31, the homeless are offered hot meals, activities or primary health care from 12 to 5 pm a day.

HEALTH DOMESTIC HEALTH CARE

EMERGENCY SERVICES - AMBULANCES Thanks to volunteer rescuers and professionals, this unit ensures the national and international transport of patients and blood products as well as emergency services during sporting and cultural events. CANINE SEARCH AND RESCUE UNIT In Luxembourg or abroad, 25 volunteers and their dogs search for missing persons. WEESEN-ELTEREN

As a key player in the HELP network, this department provides care and support at home, allowing patients to maintain their autonomy and quality of life.

Grieving parents help other parents who have lost a child through meetings, activities and a helpline.

BLOOD TRANSFUSION CENTER

This establishment’s mission is to provide patients in Luxembourg healthcare institutions who are in need with critical blood products, mobilising volunteer blood donors.

CHÂTEAU DE COLPACH This rehabilitation centre helps people in remission of serious illnesses or who have undergone serious treatments to recover physically and psychologically. CIPA GRANDE-DUCHESSE JOSÉPHINE-CHARLOTTE Located in Junglinster, this integrated centre for the elderly supports 100 residents regardless of their state of health and offers them care and social and wellness activities.
