Church seeking to revitalize surrounding area on Covington Highway By Jennifer Ffrench Parker

After sitting vacant for two years, the old Target building on Covington Highway is once again home to a congregation. Peace Baptist Church, which bought the 20-acre property on May 29, 2014, began holding Sunday services there on Feb. 8. This week, church staff was packing boxes to relocate the business offices to their new home at 4000 Covington Highway in Decatur. Peace Baptist, which has been located at 1399 Austin Drive in Decatur for 13 years, is the second church to call the sprawling 161,097-square-foot building home. Total Grace Christian Church transformed the former big-box store into a worship center in 2001 after purchasing the property for $2.2 million from Target Corp. on Dec. 15, 2000. The national retailer closed the store in 1999. Total Grace, founded by Bishop Johnathan and Toni Alvarado, worshipped there

until the Alvarados filed Chapter 7 bankruptcy in November 2012. The property went into foreclosure and was sold on March 5, 2013, for $6.9 million on the DeKalb County Courthouse steps to Evangelical Christian Credit Union. Fourteen months later on May 29, 2014, Peace Baptist bought it for $400,000. The property is now appraised for $6.5 million, and the Rev. Tyrone E. Barnette, the church’s founder and senior pastor, said the “sweet price” they got the property for is God’s way of blessing them. Tyrone Barnette “It’s a tremendous blessing,” he said Wednesday. “God has showed us great favor. It’s like the bank [Evangelical Christian Credit Union] is investing in us.” Peace Baptist had been trying to find a new home for a while. In April 2006, it purchased 40 acres of land near the intersection

of Miller and Snapfinger roads in Lithonia to build a new larger home. Barnette said the economic recession changed their plans. It will pursue selling that property and its old Austin Drive building. Now the church is looking to improve the depressed condition of the area around its new site. “I have been in and around the Covington Highway area for more than 20 years, and I want to see it come back,” he said. “It is the gateway to Decatur and Avondale Estates, I-285. The area has deteriorated over the years, but it needs to come back and we are going to do everything we can to help it.” Barnette said they are already working to help revitalize the old Cub Foods grocery store building next door to the church in the Covington Place Shopping Center. “We want to not just bring the light of the Gospel to the area,” he said. “We want to bring the light of economic development, jobs, housing, and all of that. Our church is about community transformation. It’s not enough just for our church to thrive. The

whole community must thrive.” He said he is talking with two grocery chains that are very interested in opening supermarkets in the building vacated by Cub Foods in 2001. Barnette and his wife, Tabitha, started Peace Baptist in their home on Feb. 7, 1993, with 14 adult members. Today it has 3,550 members, averTabitha Barnette age attendance at Sunday services is 1,250, and its annual budget is $2 million. His wife is the ministry development director. Barnette said the larger facility, which has a 1,300-seat sanctuary, will allow the church to expand its outreach, youth and discipleship ministries. Memorial fund set for teen accidentally shot by his mother By Ken Watts

Family and friends of Southwest DeKalb High School ninth-grader Pierre Tilson, who was accidentally shot to death by his mother, are helping to raise funds to bury him. Witnesses say Pierre, a member of the school’s Pierre Tilson Marching Panthers band, was shot in the head on April 4 when his mother, Latoya Tilson, fired into a crowd outside her Godby Road apartment in College Park to break up a fight. He died on April 6 at Grady Memorial Hospital. Pierre lived with his father, Wayne Jones, in Decatur but was spending the Easter holiday break with his mother. His father is trying to raise $5,000 to help cover funeral expenses. He has set up the Pierre Tilson Memorial Fund at Peach State

Federal Credit Union in Decatur and the Wayne Jones/Pierre Tilson Memorial Fund at Wells Fargo Bank. Jones said Thursday that Gregory B. Levett & Sons Funeral Home on Flat Shoals will handle funeral arrangements. “I am pushing to have the funeral on April 18,” he said. Jones said it will likely be at the Ray of Hope Church in Decatur. He said the wake will take place at 5 p.m. on April 17 at the funeral home, 4347 Flat Shoals Parkway in Decatur. “I want his friends from school to be able to talk about him,” Jones said. James Seda, the school’s band director, said Pierre, who had been playing since the seventh grade at Chapel Hill Middle School, was a drummer who really loved to play percussion and cadences. He said the teen’s death is “a sad, horrible ordeal.” “It’s definitely a tragedy in every sense of the word,” Seda said. “Pierre was fun-loving,

humorous and very charismatic.” Witnesses said the 15-year-old was in a crowd of people trying to break up a fight between adults and teenagers when a bullet – fired by his mother – struck him in Latoya Tilson the head. The shots also wounded a 17-year-old boy who was treated and released from hospital. Police arrested Tilson, 33, at her apartment the same day and booked her into the Fulton County Jail on aggravated assault, cruelty to children, possession of a firearm during the commission of a crime, and carrying a concealed weapon, all felonies, plus misdemeanor reckless conduct and unlawful possession of a firearm. At press time Thursday, Fulton County District Attorney Paul Howard’s office had

Jones said Thursday that he has been touched by the outpouring of support from the community. He said SWD band members, teachers, vice principals, and even two teachers from Rainbow Elementary where Pierre also went to school came to the hospital to stand vigil. Pierre is the younger of Jones’ two sons. May floats straw poll idea to fill Commission District 5 seat By Ken Watts

DeKalb’s Interim CEO Lee May would like to see a straw poll to pick an interim commissioner for District 5, and some commissioner said they would like to hear more about the idea. The district’s 140,000 residents have been without representation since July 2013 when Gov. Nathan Deal appointed May, the elected District 5 Lee May commissioner, to fill in for suspended CEO Burrell Ellis who is fighting criminal corruption charges. May and the Board of Commissioners

have been at an impasse about who fill his seat. On April 7 at forum in Lithonia’s City Hall, May told about 80 residents that the straw poll idea could be a way around the impasse over which of five candidates nominated and interviewed by the BOC in March should fill the post. The candidates are Markus Butts, Gina Smith Mangham, Dr. Kathryn Rice, Kenneth Saunders III and George Turner. The BOC has failed since August 2014 to approve any of the five. May said the straw poll is an idea now that is worthy of consideration. “I would love to see you all chime in on who you’d like to see represent District 5 during this interim period,” he said. “We could

do it at all the libraries in the district. I would love to be able to set up the voting machines so the integrity of the process could be established and have an independent group monitor it.” May said the candidates could send their people to observe and the commission could say ‘whoever is the top vote getter is the one we support. He said the county’s legal department has some issues about the idea that have to be resolved. He promised not to move forward without the support of the BOC. District 4 Commissioner Sharon BarnesSutton said May called her about the straw poll on April 8 to get her input. “I’m happy that he is still trying to find a way to get the district 5 seat filled,” she said

Thursday. “If he could present me with a plan that can be fairly implemented, I could say that I support it.” District 6 Commissioner Kathie Gannon said the board discussed the possibility of a straw poll at a BOC meeting in early March but deferred to their May 5 meeting. She wants to get a definitive opinion on the legality of a straw poll from the County Attorney Overtis Brantley. Gannon also questionsed the cost and whether the state legislature would be involved. “It would be better to have an official election but in lieu of that, the people of the 5th district should have input in the process.” Commissioner Jeff Rader, District 2, said May hasn’t approached him. “I couldn’t form an opinion until I know more.” he said.

Former state Rep. Tyrone Brooks pleads guilty to fraud, tax charges Former state Rep. Tyrone Brooks Sr. has pleaded guilty to charges that he misappropriated almost $1 million in charitable funds from Universal Humanities, a charity he founded in 1990, and from the Georgia Association of Black Elected Officials. The acting U.S. attorney said Brooks, 68, of Atlanta pleaded nolo contendere to five counts of mail and wire fraud Tyrone Brooks Sr. and fully admitted his guilt to one count of tax fraud on April 9 in U.S. Judge Amy Tottenburg’s courtroom. The case outlined by the government at Thursday’s plea hearing says that between 1995 and 2012, Brooks raised $800,000 in

contributions from corporate, civic, labor, religious and individuals for Universal Humanities to combat illiteracy, crime and voter disenfranchisement and $300,000 for GABEO but used the money to pay personal expenses for himself and his family. Donors included the Coca-Cola Co., Georgia Pacific, and Northside Hospital. The government said Brooks’ solicitations claimed Universal Humanities had established literacy programs, conducted workshops, tutored and mentored students and had a board of directors, but individuals listed on the solicitations and incorporation documents were unaware that Brooks had identified them as board members, and most had never even heard of the organization. After the plea hearing, acting U.S. Attorney John Horn said Brooks has done much

good for the community but that his actions deprived poor and rural communities of receiving the literacy training and other aid. “No one’s good works give them the license to steal,” Horn said. Brooks, who served in the Georgia House for 35 years, resigned on April 8. FBI and IRS investigators said he deposited solicited donations into a bank account that he set up in the name of Universal Humanities, then almost immediately transferred funds to a personal account from which he paid personal expenses.

Separate GABEO account In 1993, Brooks was elected president of GABEO. Investigators said the group already had an official bank account administered by a treasurer that required two signatures by

GABEO board members for disbursements. They said that unbeknownst to GABEO, Brooks secretly opened a second GABEO bank account at a different bank in 1997, set himself up as the sole signatory, and diverted the statements to his address. Brooks pleaded guilty to tax fraud, admitting that he substantially under-reported his income to the IRS for the 2011 tax year. He sent an advisory Thursday about an April 10 news conference he was hosting in Monroe at the Moore’s Ford Bridge Lynching Marker but did not mention his plea. “After 35 enjoyable and successful years in the Georgia House of Representatives, I have decided to shift my priorities and transition back to full-time civil human rights work,” he said. “I have decided to make the Moore’s Ford Bridge lynchings my No. 1 priority.”

It would include everything south of U.S. 78. In an April 7 email to supporters, Rice said it’s time to begin an information campaign to protect their interests. “We need your support and

your assistance in letting other people know about Greenhaven and the potentially disproportionate tax burden that will fall on residents of South DeKalb,” she wrote. “We are not going away. We continue on. We ask that you invite us to your homeowner association, fraternity and sorority, nonprofit organization, church meetings and so forth.” The bills to create cities of LaVista Hills and Tucker passed and affected residents will vote yes or no to those cities in referendums on Nov. 3. In an April 3 CrossRoadsNews interview, Rice worried about what could happen if LaVista Hills and Tucker residents vote yes to cityhood. “The two cities in the south have not passed and therefore the burden of the [county employees] pension plan is going to fall on the southern half of DeKalb,” she said. Stephenson said she too is worried about the prospect of South

DeKalb being left holding the pension bag , but she said the Stonecrest and Greenhaven bills are still alive and will carry over to the 2016 General Pam Stephenson Assembly. “We have this huge unincorporated area where most of the people are, where if we don’t [incorporate] we will not only have the pension liability, but we’ll have to make up for the tax revenue that will leave with the new cities if voters approve LaVista Hills and Tucker,” she said after speaking about the cityhood effort at Commissioner Stan Watson’s April 4 Community Cabinet meeting at Southwest DeKalb High School. Williams of the Citizens Against Cityhood said new cities should not be created for the purpose of avoiding prior pension and bond obligations.

“I strongly believe that taxes should be equitably applied to all residents in both incorporated and unincorporated DeKalb,” he said. “I do not believe that a city will create jobs – that is the mission of the chamber of commerce and private citizens. I do not want to trade our suburban communities for an urban jungle, and I do not want more crime, corruption and government. I want better leadership and collaboration all over DeKalb – north, central and south.” Rice said Greenhaven backers will plan their next move in the coming weeks. “We’ll have a debriefing with all the lawmakers who sponsored our bill and make a decision on how to move forward,” she said. Lary said he and Stonecrest organizers are grateful to Ramsey and look forward to working with him again in the next session. “Without his help, the bill would never have gotten as far as it did,” he said.

450-seat sanctuary was bursting at the seams, the church held services at local schools and churches. Mary Taylor, who joined the Mary Taylor church in 1996, said Peace Baptist kept moving because it would quickly fill up wherever it went. For more than three years, it held two of its three Sunday services at Towers High. “We did the 8:15 a.m. service at Austin and the 9:15 and 11:15 a.m. at Towers High,” said Taylor, the church receptionist. “We did that for more than three years.” With its new larger facility, the church is down to two Sunday services at 8 and 11 a.m. Taylor predicts that the two services won’t last for long. “On Easter Sunday, we had nearly 2,000 people,” she said. Barnette attributes the church’s growth to its biblical teachings, its outreach ministries, its relaxed form of worship, and its practice of planting new churches by sending some of its members with the new ministers. “None of the new churches we helped ever had to start from scratch,” he said. “We send members to them.” Barnette, who hails from Roxboro, N.C., said that they have done this around the world for all 22 years of ministry. “We have been faithful,” he said, explaining that the Covington Highway location is the Lord’s way of blessing them. Locally, he said Peace Baptist

has planted six congregations in Lithonia, Covington, Norcross, Snellville, Ellenwood and Stone Mountain. “And they all have their own facilities,” Barnette said. “We have also planted churches in Brazil and South Africa.” He said he is thankful for the improvements that Total Grace made to the old Target building. “Everyone is standing on the shoulders of someone else, and we honor the legacy of the ministry that was there before us,” he said. “I did not know them, but I wish them well where they are now.” Since purchasing the building, Barnette said Peace Baptist has done about $1 million in renova-

tions and has room to grow at the new location. He said the church is occupying 62,000 square feet, and there is 90,000 square feet of unfinished space that it can renovate as they need it. The property also has a separate smaller building. Within the next three years, Barnette said Peace Baptist will install ball fields and transitional housing for children and teens and for adults in recovery on either side of the main building. The church is already working with children and has a five-year, $1.3 million 21st Century grant from the Georgia Department of Education to provide after-school tutoring annually to 150 elemen-

tary, middle and high school students. It got its first three-year grant in 2012. “We are already seeing kids go up a whole grade,” he said, “and at Towers High where we work with students, graduation rate has gone up from 47 [percent] to 70 percent. We work very closely with the principal to offer help to the students who need it most.” Peace Baptist also partners with the Atlanta Community Food Bank and other groups to distribute 410,000 pounds of food a year. Barnette said that 300 to 400 families a week receive food at the church, including fresh and frozen meats. “With the larger space, we will be able to double this,” he said.

Deal to sign cannabis oil bill Former Clarkston Police Officer Corey Lowe Williams and daughter Victoria will be among proponents present on April 16 when Gov. Nathan Deal signs legislation to allow use of cannabis oil in Georgia for eight medical conditions. The signing is scheduled for 11 a.m. at the State Capitol. Patients with cancer, amyotrophic lateral sclerosis, seizure disorder, multiple sclerosis, Crohn’s disease, mitochondrial disease, Parkinson’s, and sickle cell will be eligible for medical cannabis oil. Deal signed an executive order on March 27 directing agencies to begin preparations for enactment. He said he would sign the bill after the General Assembly session ended to ensure no conflicts arose with other legislation. Williams, who now lives in Canton, took time off to care for Victoria, 13, who has mitochondrial disease that causes multiple seizures daily. She plans to return to law enforcement “now that the bill is on the way to the governor’s desk.” They spent part of the summer in Colorado so that Victoria could receive treatment with cannabis oil. “Since then, it’s been an ongoing battle keeping Victoria healthy and out of the hospital. She’s been hospitalized twice due to the doctors’ inability to gain seizure control,” Williams said. “However, while we were in Colorado and on cannabis oil, Victoria was able to have more seizure-free days than ever before as well as begin speaking for the first time. toria back on medical marijuana and seeing her begin to develop again. “Thankfully, once Governor Deal signs the bill, we can begin the registration process and expedite getting the medical refugees back home to Georgia.” Deal called the executive order “the first step in bringing home families who’ve sought relief elsewhere and for providing new medical solutions for Georgians suffering from debilitating conditions.” Under the bill, the Georgia Composite Medical Board will draft a patient waiver and physician certification form. Upon completion, forms will be available to patients meeting the specified criteria through the Department of Public Health. Once certified, patients will be provided with documentation to allow possession of low-THC cannabis oil. Deal and Williams commended state Rep. Allen Peake (R-Macon), who has spearheaded efforts to legalize medical marijuana. Williams said she was “ecstatic” that Peake and his colleagues included so many diagnoses and hopes to see more added. “When this battle began 15 months ago, we started off fighting for sick and helpless children without a voice … we have been able to help others as well. I personally have met adults with seizures, which has given me a new perspective of what Victoria must be facing as she continues to have seizures daily.”

Ovarian cancer screening called into question A bimanual exam doesn’t accurately screen for ovarian cancer, UGA researchers have found. The most commonly performed ovarian cancer screening test is unlikely to benefit healthy women, according to a study led by researchers at the University of Georgia. Dr. Mark Ebell, a family physician and professor of epidemiology in UGA’s College of Public Health, and other researchers published a study recently in the American Journal Mark Ebell of Preventive Medicine on how well the physical exam can detect ovarian cancer in otherwise healthy patients. Specifically, the study examined the accuracy of the bimanual pelvic exam to determine if it’s accurate enough to identify ovarian cancer. It allows doctors to potentially detect abnormalities in the cervix. “We found that it only detected about half of the cancers that were there,” Ebell said April 1. “And when the bimanual exam was abnormal, only about 2 percent of the time was a cancer detected in these women.” For most healthy women, their time can be better spent discussing other health issues rather than spending time doing an annual bimanual exam looking for ovarian cancer, based on the findings, he said. Ebell said that this type of exam is still important as part of a physical exam when women are having specific symptoms that could point to possible ovarian cancer. However, in healthy patients who have no symptoms and are in for a routine checkup, it doesn’t seem to be helpful. “The bimanual exam is less accurate than blood tests or ultrasounds for detecting ovarian cancer, and even those tests have not been shown to prevent death due to ovarian cancer when used as a screening test.” The study is available at www. sciencedirect.com/science/article/pii/ S0749379714005923.

Cleage, Alliance rediscover ‘Blues for an Alabama Sky’ Atlanta author and playwright Pearl Cleage and the Alliance Theatre revisit “Blues for an Alabama Sky” with a 20th anniversary celebration of the production’s world premiere at the Alliance in 1995. Pearl Cleage “Blues,” a timeless look at hopeful dreams in the hopeless days of the waning Harlem Renaissance, runs on the Alliance Stage from April 15 to May 10 and is directed by Alliance Theatre Jennings Hertz Artistic Director Susan V. Booth. Opening night is April 22 at 7:30 p.m. Cleage marvels at the rediscovery. “When Susan Booth told me she wanted to direct a 20th anniversary production of ‘Blues for an Alabama Sky,’ my first reaction was surprise at how quickly 20 years passes,” Cleage said. “When the play premiered in 1995, my wish was simply for a successful first production. I’m happy to say that in the 20 years since ‘Blues’ was commis-

sioned, not a single year has passed when the play was not produced on multiple stages across the country.” She said her involvement ended after the first production, and having a chance to rediscover the Crystal Fox play in collaboration with Booth was a good way to celebrate. The cast features Crystal Fox as Angel. Her TV and film credits include Tyler Perry’s “The Haves and the Have Nots,” “In the Heat of the Night,” and “Driving Miss Daisy.” Fox, who was hand-selected by Phylicia Rashad to understudy the role of Angel during the 1996 production, will now play the role for the first time. Deadline looms for 4th District art competition Fourth District high school students can vie for scholarships worth $20,000 in the annual Congressional Art Competition with U.S. Rep. Hank Johnson as host. All art entries must be received on April 20-21 in his district office at 5700 Hillandale Drive, Suite 120, in Lithonia. Winners will be eligible for $10,000, $5,000 and $2,500 college scholarships from the Art Institute of Atlanta or $1,500 per year at the Savannah College of Art and Design.

Eligible high school students throughout the district, which includes parts of DeKalb, Gwinnett, Rockdale and Newton counties, can apply. Entries must be designed according to specifications in the guidelines available at hankjohnson.house.gov/serving-you/ art-competition. County, schools kick off Free day of fun, fitness at Get Girls Sporty event recycling partnership “DeKalb Makes Recycling Simple” on April 15 kicks off a county government and school system partnership to increase recycling efforts. The DeKalb Sanitation Division, in collaboration with the School District, hosts the 11 a.m.-to-noon event at the district board room, 1701 Mountain Industrial Blvd. in Stone Mountain. It will highlight the Intergovernmental Agreement approved by the Board of Commissioners on Jan. 13 for the provision of solid waste collection and disposal services to the district’s facilities and schools. The agreement also facilitates an increase in recycling and recycling education in schools and facilities to reduce the amount of waste being sent to the county-owned Seminole Road Landfill. The initial term began on March 1, 2014, and ended on Dec. 31. Subsequently, the agreement will renew automatically for 24 additional one-year terms, with each term beginning on Jan. 1 and ending on Dec. 31 of the same calendar year.
