Civil rights summit to discuss race, police and grand juries Civil rights leaders on Dec. 4 called for a march and summit on racial justice in Washington later this month after a New York grand jury decided on Dec. 3 not to indict Daniel Pantaleo, a white police officer, in the apparent chokehold death of Eric Garner, an unarmed black man. Daniel Pantaleo Garner is the second African-American male to die recently at the hands of white police officers who have walked free of indictment. The decision in the Garner case comes

nine days after a St. Louis County grand jury’s Nov. 24 decision not to indict white Officer Darren Wilson in the Aug. 9 shooting death of unarmed 18-year-old black teenager Michael Brown in Ferguson, Mo. The Garner and Brown cases have stirred a national conversation about race, police training and the grand jury process. DeKalb SCLC President Nathan Knight said the Constitution is supposed to cover life and liberty for all of the people. “Instead, we’re seeing police murders in minor arrests,” he said. “Trayvon Martin, Michael Brown and now Eric Garner.”

Reid, Pope released from prison, await new trial Judge questions testimony in corruption case By Ken Watts

Patricia Reid and her ex-husband, architect Tony Pope, left prison on Dec. 3 to await retrial in the DeKalb Schools corruption case that has captured the attention of the county for more than four years. The co-defendants had served nearly a year in prison for racketeering in the DeKalb School System’s construction program. Reid, the district’s former chief operating officer; Pope, owner of A. Vincent Pope Construction and a school district contractor; and former DeKalb Superintendent Crawford Lewis, who turned state witness and testified against his co-defendants, were sentenced on Dec. 9, 2013. Residents can submit county work projects DeKalb residents can submit county maintenance projects to DeKalb’s Fall & Winter Work Program. Projects may include abandoned cemeteries; curb bumping; dead tree limb removal; illegal dumping (tires, furniture, etc.); litter pickup requests; mowing requests; tree trimming; and other projects, subject to staffing and connection to KDB’s mission of beautification. During fall and winter when mowing requirements are minimal due to slower

growth, the Mowing and Herbicide group of Keep DeKalb Beautiful and the DeKalb Roads and Drainage Department will provide maintenance services for county rights of way. Residents can suggest projects in their neighborhood that need attention. The Fall & Winter Work Program operates October and March annually. Magistrate Court division moving The Criminal Division of DeKalb County Magistrate Court is relocating temporarily to the DeKalb Courthouse in downtown Decatur starting Dec. 8. It will be housed on the fourth floor of the Judicial Tower at 556 N. McDonough St. while its Camp Circle location undergoes renovations that are expected to last six

months. The division will continue to operate seven days per week, but its hours of operations will change slightly. The court will close at 11 p.m. daily instead of midnight. For more information, call 404-2942150.

Tourney benefits Meals on Wheels Senior Connections’ fifth annual Swing Fore! Seniors Golf and Tennis Tournament raised $42,680 to fund programs and services designed to help seniors “age in place” in their own homes. The event, which took place on Oct. 27 at Dunwoody Country Club, helps fund Meals on Wheels, which provides hot food to seniors. Debra Furtado, Senior Connections CEO, said more than 8,500 meals will be provided to seniors who otherwise might go to bed hungry.

Between golf and tennis competitions, more than 128 Senior Connections’ friends and donors supported the 41-year-old nonprofit that provides meals, in-home care, home repair, and health and wellness programming to seniors throughout Greater Atlanta and Middle Georgia. David Gaynes of Gaynes Financial Services, a sponsor of the event, said the 8,500 meals will help more local seniors but there is more work to be done. Blankets needed for homeless With the cold winter months in sight, two groups – the nonprofit Single Moms Incorporating Love Encouragement & Support and the DeKalb Department of Recreation, Parks & Cultural Affairs – are collecting blankets for the homeless.

Sweaters also collected S.M.I.L.E.S. has partnered with community activist Bobby Frazier, Phi Beta Sigma Fraternity and the DeKalb Sheriff ’s Office for the annual blanket and sweater drive for the homeless through Dec. 19. It is hoping to get at least 100 blankets, which can be dropped off at Midway Recreation Center, 181 Midway Road in Decatur. It also is collecting cash through PayPal at smiles.singlemoms@gmail.com. Blankets and sweaters will be donated to Hearts to Nourishment Hope Shelter on Dec. 20. The collection drive is in its fourth year.

Recreation Department drive The DeKalb Department of Recreation, Parks & Cultural Affairs is accepting new or gently used blankets for the homeless through Dec. 31. Nancy Jester wins DeKalb District 1 seat By Ken Watts

Dunwoody Republican Nancy Jester is DeKalb’s new District 1 commissioner. Jester won the seat with 75 percent of the vote in a Dec. 2 runoff election. She will finish the three years left on the term of Elaine Boyer who resigned in August and pleaded guilty to defraudNancy Jester ing taxpayers of more than $93,000. Jester, a former DeKalb School Board member, defeated Holmes Pyles, 86, a retired

state government employee who ran as an independent. Only 5,213, or 7 percent, of the district’s voters returned to the polls for the runoff. In the Nov. 4 special election held alongside the general election, 48 percent of the district’s voters cast ballots. Jester said Thursday that she was hoping the Georgia Secretary of State’s Office would certify the election on Dec. 5 so that she can be sworn in on Dec. 8 and take her seat on the Board of Commissioners. District 1 covers an affluent swath of north and central DeKalb that includes nearly 150,000 residents in Brookhaven, Chamblee, Doraville, Dunwoody, Tucker and surrounding neighborhoods.

About 20 national civil rights leaders met behind closed doors Thursday at the Rev. Al Sharpton’s National Action Network headquarters in Harlem. Sharpton said afterward that the march will be held on Dec. 13 followed by the summit that will include education and boycotts. National Urban League President Marc Morial said the lack of an indictment was “a travesty of justice.” Activists are calling for 2015 to be “a year for justice and jobs.” Garner, 43, died after a scuffle with New York City police officers on July 17 as they tried to arrest him for selling single cigarettes on the street. The last moments of his life were caught on video. It showed Pantaleo holding Garner in an apparent chokehold as he gasped 11 times, “I can’t breathe.” The medical examiner ruled that the

chokehold contributed to the death. Protests erupted in New York and across the nation over the decision not to bring charges against Pantaleo. Thousands of black and white demonstrators poured into New York streets for a mostly peaceful protest. Police said 83 were arrested, mostly on disorderly conduct charges. Garner’s mother, Gwen Carr, expressed outrage at the grand jury decision. “I don’t know what video they were looking at, not the same one as the rest of the world,” she said at a news conference. “How could we put our trust in the justice system when they fail us like this?” U.S. Attorney General Eric Holder said federal prosecutors will conduct their own investigation. Garner’s widow, Esaw Garner, said she had no faith in local prosecutors. She said there was “no sincerity from Day One.”

Reid and Pope are prohibited from leaving the state without the permission of the court. They also are prohibited from having contact with any co-defendant, victim or witness in the case and are not allowed to possess firearms or change their address without the court’s approval. Reid said she was grateful for the support she received. “I am very appreciative and thankful for everyone that helped make this possible, especially my family,” she said. Pope, too, said he was happy to be free. “I am breathing fresh air,” he said with a big smile. “I can’t wait to get home.” Reid said she is innocent. “It has already been proven more than once and I look forward to doing it again,” she said. Pope said he was not guilty of the charges

and is glad for the opportunity to fight again. Becker overturned Reid and Pope’s convictions on Oct. 27 and ordered a new trial for them and their release from state prison. She said Lewis did not hold up his end of the deal by testifying “truthfully.” Her order came after the Georgia Court of Appeals ruled that she had to honor a plea deal between DeKalb District Attorney Robert James and Lewis for probation and no prison time. Lewis says he stands by “the truthfulness of my testimony.” At the December 2013 sentencing, Becker said that Lewis deserved to be jailed and sentenced him to a year in prison for his part in signing off on a scheme in which Reid allegedly funneled school district work to Pope totaling more than $2.3 million. Erik Burton, the DA’s spokesman, said they have appealed Becker’s ruling granting a new trial to Reid and Pope.

Carlos Hellenic Community Center that also recognizes community leaders. The Black Tie Holiday Scholarship Ball is presented by the We Need 2 Read Foundation. Fantasia, an R&B/soul singer and Broadway and TV actress, rose to fame in 2004 when she won the third season of “American Idol.” DeKalb interim CEO Lee May is hosting the 6-to-9:30 p.m. event that will provide scholarships to DeKalb high school seniors. Ryan Cameron of V-103 and Cynné Simpson of Fox 5 will be master and mistress of ceremony. The ball begins with a VIP reception followed by dinner and the CEO’s Vanguard Award ceremony that will honor professionals and companies from a cross section of industries for their positive impact on strengthening local communities and improving the quality of life for residents. Environmental Justice grants deadline extended The deadline for eligible nonprofits and tribal communities to apply for the 2015 Environmental Justice Small Grants Program has been extended to Jan. 9, 2015. The U.S. Environmental Protection Agency program is offering grants of to $30,000 for a two-year project period. It plans to award a total of $1.2 million for projects that help communities understand and address exposure to multiple environmental harms and risks at the local level. The application deadline was extended from Dec. 15. MARTA’s revenues, ridership up DeKalb Chamber hosting legislators MARTA says a string of successes during the first quarter of its 2015 fiscal year reflects its ongoing efforts to become more effective, cost-efficient and customer-focused. The successes include increases in ridership and passenger revenues and declines in fare evasion and crime reports, and a year after its launch, MARTA says its Ride With Respect campaign has been a tremendous tool in making the overall customer experience more pleasant and peaceful. Keith T. Parker, its general manager and CEO, said the transit system’s financial performance and operational improvements are a clear Keith Parker indication of the positive direction the agency is headed in. “These key wins help motivate us to keep doing all we can to get better every single day,” he said in a Dec. 3 statement. MARTA experienced a steady uptick in ridership, which increased 8 percent over the prior year, with early numbers showing the trend is likely to continue, the authority said. The first quarter gain in ridership – which was up during 14 of the last 18 months, excluding the early 2014 winter storms – can be attributed to high-profile events and

the advent of more frequent bus and rail service in May. The recently opened Buckhead station pedestrian bridge also attracted a significant number of new customers. Since the bridge opened in June, the Buckhead station has seen a 27.3 percent increase in customer entries. Revenues are up over projected expenses with the authority closing the first quarter at a net profit of $9.5 million. MARTA also points to its fare evasion program as a success story. The program, launched this summer, requires bus operators to be physically present when customers board. The change in operations is projected to increase revenues by $2.25 million. Surveys show customers and bus operators overwhelmingly approve of this approach to making sure all customers pay their fare. The transit agency’s overall crime rate is down 5 percent year-to-date. With increased transit service frequency, MARTA has added officers to patrol trains and buses. It also has invested in cutting-edge behavioral recognition software and is installing cameras on all trains and rail stations. The bus fleet already has been equipped with video surveillance.

Summit tackles opportunity gaps for students DeKalb youth advocates will discuss ways to eliminate opportunity gaps for kids and teens, particularly black males, at a “Local Action Summit” on Dec. 11 at the Lou Walker Senior Center in Lithonia. The meeting, hosted by DeKalb interim CEO Lee May, begins at 6:30 p.m. It will address priorities in President Barack Obama’s “My Brother’s Keeper” Challenge issued in September to encourage communities to address persistent opportunity gaps faced by boys and young men of color and ensure that all young people can reach their full potential. DeKalb joins more than 100 mayors, county officials, and tribal nations that have accepted the challenge.

Wadsworth Blue Ribbon celebrated with ice cream party Students at Wadsworth Magnet School for High Achievers got all the Blue Bell ice cream they could eat on Dec. 4. The sweet treat celebrated their school for being named a 2014 National Blue Ribbon School.
