Georgia law 20-2-73, enacted in 2011, gives the state board the authority in such cases to call a hearing and possibly recommend to the governor that a local board be suspended with pay. An overflow crowd at Thursday’s hearing at the state board’s downtown Atlanta office and others listening online heard lawyers for the two sides argue their points as if in a trial. Jennifer Hackmeyer, attorney for the Georgia DOE, said she there is good reason to consider removing the school board. “I believe that evidence will show that good cause exists for the state Board of Education to move forward with a

Flu outbreak is worst in a decade Reported cases 4 times more than last season By Ken Watts

After a week with a sore throat, fever, body aches and fatigue, Chris Philips showed up in the emergency room at DeKalb Medical at Hillandale on Jan. 12, worried that his symptoms might be the flu. “I didn’t get a flu shot.” said the 27-yearold audio engineer, who lives in Lithonia. “I’m nervous about needles.” In Georgia, there have been 20,000 reported cases since the flu season started in October. This season’s reported cases are nearly four times more than last flu season. Dr. Patrick O’Neal, director of the state Division of Health Protection, said we may not have seen the worst yet. “We are still at epidemic level and the flu is unpredictable,” O’Neal said. The Atlanta-based Centers for Disease Control and Prevention says this is the worst flu season in a decade, and that 47 states including Georgia reported widespread influenza activity for the week ending Jan. 5. “Widespread” means more than 50 percent of geographic regions in a state – counties for example – are reporting flu activity. At DeKalb Medical, ER doctors and nurses have been much busier than usual treating a wide range of ailments. Hospital spokeswoman Cheryl Iverson said there’s annecdotal evidence that the flu is a factor in the upswing in emergency cases. “Of the 23 people tested by just one of our doctors here last week, 10 were positive,” said Iverson, the hospital’s vice opresident of business development and marketing. Kaiser Permanente, which has three Medical Centers in DeKalb County, says it has been busy at their centers even though 75,000 members received flu vaccines in

metro Atlanta this year. Dr. Peggy Harris, Kaiser’s director of urgent care, said from the last two weeks of December through the first two weeks of January they saw three to four flu patients a day at Kaiser’s Panola Road center. “It’s the busiest we’ve seen in the last five years,” she said. The flu is so dangerous because it can lead to life-threatening complications such

as pneumonia and congestive heart failure. Children and the elderly are especially at risk. Flu statistics aren’t broken down by county, but in the eight-county metro Atlanta area, 56 people have been hospitalized with flu symptoms, much higher than normal according to the Georgia Department of Public Health. “And we haven’t even hit peak season yet,”

said Nancy Nydam, spokeswoman for the the Georgia Department of Public Health. In Georgia, the season usually peaks at the end of January and carries over into February and March. Engineering supervisor sentenced to two years in kickback scheme Former DeKalb County engineering supervisor Neacacha Joyner is going to prison for two years and three months for extorting $9,500 from a private construction contractor. Her prison sentence will be followed by three years of supervised release. Joyner, 40, was an engineering supervisor in the DeKalb Department of Public Works until she was caught in an FBI sting operation in May 2011. Her Dec. 19 sentencing capped an investigation dating back to March 6, 2012, when a federal grand jury indicted her on bribery and extortion charges. Joyner pleaded guilty

on May 17. U.S. Attorney Sally Quillian Yates said Joyner was sent to prison for violating the law and the public’s trust. “Ms. Joyner abused her position as a DeKalb County Public Works employee by shaking down a local contractor for payoffs,” she said. The charges and other information presented in court show that Joyner exploited her position by imposing a “pay to play” scheme in September 2010. Her target was a private construction company that was building sidewalks for the county near South Hairston and Wesley Chapel roads under a

School Board chairman Dr. Eugene Walker, who was the first witness called, said the board understand, the seriousness and gravity of the situation. Eugene Walker “We are wholeheartedly committed to taking the appropriate steps necessary to address each of the issues raised by SACS with plans and progress before this board reconvenes,” he said.

Walker repeated a promise to get the county schools off probation. “This is a sincere, conscious and collective decision the board made to accept and work successfully to satisfy the actions required by SACS,” he said. Each board member spoke and state officials peppered them with questions about how the district got into this situation. District 4 board member Dr. Pamela Speaks said she was disappointed, angry and embarrassed at the board’s plight. “I’m disappointed that my number one goal of ensuring a quality education to all of DeKalb County students has taken a back seat to adult problems.” The State will review the county’s efforts to improve at the Feb. 21 meeting.

federally funded contract. The total bid was more than $1.4 million. Joyner was assigned to be the DeKalb County construction inspector on the project. In early April 2011, the contractor’s employees told him that Joyner wouldn’t allow them to continue working on the project. He then went to the site where she demanded to be paid off in order for construction to continue. The contractor notified law enforcement of the demand, then acting at the direction of the FBI, the contractor met with Joyner in Decatur and gave her a $2,500 bribe payment.

On May 20 and May 31, 2011, the contractor met with Joyner again in Decatur and paid her two separate $2,000 bribe payments. On June 8, 2011, Joyner asked the contractor for another $3,000. She instructed him to submit a fraudulent bill to DeKalb for the removal and relocation of four fire hydrants that would not actually be removed or relocated. Joyner then told the contractor to give her the money from the fraudulent billing scheme. Acting on Joyner’s instructions, the contractor billed the county for the bogus project and gave Joyner the $3,000 on June 16, 2011.

Water rates going up for 2nd year By Ken Watts

For the second year in a row, DeKalb residents will have to pay more for water service. The county’s water rates jumped 11 percent on Jan. 1, part of a three-year rate hike approved by county commissioners in 2010. Customers saw the first hike in January 2012. Customers who use 5,000 gallons of water monthly and paid $64.92 last year will pay $72.06 beginning this month. County spokesman Burke Brennan said DeKalb’s water rates are still competitive, ranking in the middle range for the metro area. “For a long time we were charging rock-bottom rates, but we had to make upgrades to the system to keep it viable for our children and grandchildren,” Brennan said. The higher rates are to fund improve-

ments to the county’s aging water and sewer system. Under a consent decree with the U.S. Environmental Protection Agency, the county is making $1.35 billion in infrastructure improvements. Much of the county’s 52,000 miles of water and sewer lines are 40 to 50 years old. Joe Basista, director of DeKalb’s Watershed Management, said the county spent about $20 million on the first phase of water system improvements in 2012. “Those projects generated more than 100 jobs and are still active,” Basista said. They include repairs to the county’s combined water and sewer works, replacing and repairing water mains, and improvements to a water-sewer pump station. CEO Burrell Ellis has said the capital improvement plan could generate more than 4,000 jobs over the eight- to nine-year life of the program. DeKalb’s water and sewer system serves 730,000 people and 20,000 businesses.

In a stunning twist to a tragic story, Rockdale County investigators now believe the 6-year-old survivor set the fire that killed his older sister and three brothers and seriously injured his mother earlier this month. Law enforcement officials made the announcement at an evening news conference Jan. 11. Investigators believe the boy was playing with a lighter before the fire. Rockdale County Fire Chief Dan Morgan said he will not be prosecuted because of his age, but will be referred for counseling. “This is a tragic event and we have to make sure this 6-year-old gets the help he needs,” Morgan said. He said that they have had preliminary discussions with the Rockdale County district attorney. “It’s his belief that this 6-yearold, and any 6-year-old, cannot form the criminal intent to be prosecuted in Juvenile Court,” Morgan said. The fire chief said the boy is

believed to be with relatives in the Conyers area. “We’re limited in what we can say because the child is a juvenile,” he said. Morgan said investigators’ case notes will be turned over to the Department of Family and Children Services for possible counseling and treatment. The mother, Reeba Glass, is still hospitalized with severe burns over 40 percent of her body, including

her forehead, stomach, arms, back and legs. Flames erupted late Jan. 8 on the second floor of the family’s duplex at 1149 Pinedale Circle in Conyers. Glass managed to toss the 6-year-old out a window to safety, but suffered severe burns while trying to reach her four other children – Ah’Dariya Glass, 9; Dar;Shawn Glass, 7; Armoni Roberts, 3; and 8-month-old Deon Glass. They

were sleeping in an upstairs bedroom and all perished in the fire. Reeba Glass’ mother, Rosetta Mitchell, who was sleeping downstairs, escaped unharmed. Morgan said investigators interviewed “several family members numerous times this week, including the three survivors. The interviews support the findings of the investigation. Lab results show no accelerants were found in the samples submitted and all accidental causes have been eliminated.” Earlier, the chief said the home’s only smoke detector wasn’t working because it didn’t have a battery. The family lost everything in the fire. Its church, Macedonia Baptist in Conyers, is collecting emergency clothing, shoes and household goods for the family, and a Glass Family Fund has been established at Wells Fargo bank. Marchers to mark King birthday Marchers can honor the legacy of Dr. Martin Luther King Jr. in two separate marches in Decatur and Atlanta on Jan. 21, the national King Holiday. At 12:30 p.m., the DeKalb NAACP’s 11th annual parade will go down Snapfinger Road, which was designated Martin Luther King Jr. Parkway by the Georgia General Assembly in honor of the late civil rights leader. Almost simultaneously, at 1 p.m., the National Martin Luther King Day March and Rally will proceed down Auburn Avenue in Atlanta. In Decatur, a number of school marching bands, churches, community associations and elected officials will participate in the NAACP parade, which has a new route this year. The civil rights organization relocated the parade from Stone Mountain to Snapfinger, which was designated in King’s honor this year.

Park Superintendent Judy Forte said the panel discussion is part of a year-long series of events commemorating the 50th anniversary of King’s “I Have a Dream” speech and the March on Washington. “This year the park has created a dynamic, powerful and relevant program for our visitors,” she said. On the King holiday on Jan. 21, the park is hosting an open house at King’s Birth Home on Auburn Avenue with extended visitation hours until 6 p.m. Both events are free and open to the public. Volunteers fan out to remember King with ‘a day on, not a day off ’ By Jessica Smith

More than 3,000 volunteers of all ages will be putting work into the national Martin Luther King Jr. Day by giving of their time cleaning up and beautifying schools, community centers and theaters, and doing projects for seniors and shut-ins on Jan. 21. This year’s Martin Luther King Jr. Day of Service also marks the 50th anniversary year of Dr. King’s “I Have a Dream” speech. Hands On Atlanta, in partnership with the Martin Luther King Jr. Center for Nonviolent Social Change, has organized over 100 volunteer projects to celebrate King’s legacy of service. In Decatur, volunteers will build picnic tables, plant flowers, paint, and clean the grounds of Snapfinger Elementary School and Clifton Springs Mental Health Center. They will also clean Chapel Hill Park and construct a small wooden kiosk for the grounds. A dynamic and inspiring preacher and Christian saxophonist will headline the 27th annual Martin Luther King Jr. Commemorative Service at historic Ebenezer Baptist Church on Jan. 21. The Rev. Samuel Rodriguez, the senior pastor at New Season Christian Worship Center in Sacramento, Calif., will be the featured speaker, and acclaimed recording artist Angella Christie the Samuel Rodriguez featured performer at the service celebrating the late civil rights leader. This year’s service will be at 8 a.m. King was assassinated in 1968 in Memphis, Tenn., at age 39, while in that city to support striking garbage workers seeking better pay and working conditions. This year’s King Day observances coincide with the 50th anniversary of his “I Have a Dream” speech on the National Mall in Washington D.C., on Aug. 28, 1963. Rodriguez, who is president of the National Hispanic Christian Leadership Conference, will be the first Hispanic to address the gathering. He joins the likes of President Bill Clinton, Harvard Professor Cornel West, and “The Purpose Driven Life” author and senior pastor of California’s Saddleback Church, Rick Warren, who have addressed the nation’s premier King service. Christie, a Christian saxophonist, is a 2009 Stellar Award winner who has ministered before both civic and religious leaders. Her published CDs include “Hymn & I,” which reached 24th on the Billboard Top Gospel Albums in 1998. The Anointed Pace Sisters, Lydia and Latrice, will sing their popular gospel ballad “Somebody.” The Commemorative Service, which is normally held at 10 a.m., starts two hours early this year because of the inauguration of President Barack Obama in Washington, D.C., around 11:30 a.m. After the service, worshippers can attend an Inauguration Viewing Party in the Ebenezer Horizon Church Sanctuary, across the street. The Ebenezer Horizon Sanctuary is at 407 Auburn Ave. N.E. in Atlanta.

Georgia Perimeter College students and faculty will volunteer from 9 a.m. to 1 p.m. The service day is one of four held annually by GPC.

East Lake Highrise, part of the Atlanta Housing Authority, helpers will perform landscaping and paint a mural of the community. Tucker volunteers will get creative with arts and crafts and small construction projects, and cleaning and painting at Tucker High School. In Dunwoody, outdoor lovers will build a new trail at the Dunwoody Nature Center and line the sides of the trail with downed tree branches, spread mulch and remove invasive plants.

In Lithonia, volunteers will clean and organize the retreat house at Davidson-Arabia Mountain Nature Preserve and mulch walking trails at Wilburn Farm. They will also create an outdoor recreation area for clients of the East DeKalb Health Center, and landscape and paint staff offices. At Kittredge and LaVista parks, volunteers will pick up trash, landscape, plant bulbs and spread mulch. At each location, hospitality workers will give their fellow volunteers a warm reception

and support their efforts. They will assist with registration, hand out refreshments, take pictures and collect feedback surveys. At Georgia Perimeter College campuses, hundreds of students and faculty will volunteer from 9 a.m. to 1 p.m. cleaning up the Clarkston Community Center, and will also create herb gardens for the elderly, work on projects at the Arabia Mountain Nature Preserve, and help with the Newton Community Garden with Hands On Newton. A charter bus will serve volunteer sites at the Arabia Mountain Nature Preserve, Lyons Farm, the AWARE nature center and the Flat Rock Archive, but volunteers are encouraged to drive directly to their volunteer sites. The service day, one of four held by GPC annually, is sponsored by the college’s EDGE initiative. Volunteers looking for projects can help paint and spruce up the Porter Sanford III Performing Arts and Community Center in Decatur. Girl Scouts hitting the streets for annual cookie sale season A summer trip to Disney World in Orlando, Fla., is on the minds of members of Girl Scout Troop 4105 in Ellenwood. To get there, the 55 girls in the troop must each sell 500 boxes of Girl Scout Cookies. Pam Johnson, whose daughter Aliyah Johnson is a senior Girl Scout in the troop, said the girls are very motivated to sell. Troop 4105 and Scouts across North Georgia are taking cookie orders through Feb. 8. Cookie lovers can place orders for Thin Mints, Samoas, Tagalongs, Trefoils, Do-Si-Dos and Savannah Smiles. Cookies are $3.50 per box. Troops have been taking orders since Jan. 4; they get 62 cents for each box of cookies they sell. Johnson said proceeds will help cover the motor coach to Orlando and Disney ticket expenses. Parents will pay hotel costs for the girls. Last year Troop 4105, which meets at the Fairview Recreational Center, sold 11,280 boxes or 940 cases of cookies. With the $6,993.60 the troop made, the girls went to Wildness Lodge Water Park Resort in Tennessee. To help boost orders, some South DeKalb Girl Scouts in the 12-troop Henriettes Service Unit will attend a cookie rally on Jan. 19 at Bethel Fellowship Hall in Stockbridge. During

Expo puts focus on fitness, food and early detection People who stay active and eat healthy portions know how good they feel all the time. Their bodies work better, they have less pain, and they sleep better. At the 2013 CrossRoadsNews Health & Wellness Expo on Jan. 26 at the Mall at Stonecrest, adults and children will find nearly two dozen exhibitors, lots of good information, fitness demonstrations, free health screenings, and performances that will energize them to keep their New Year’s health resolutions. Jennifer Parker, CrossRoadsNews editor and publisher, said the goal of the expo is to show residents just how easy it can be to get started on a fitness regimen or maintain the one you are already on. “Staying active and eating food that is good for you has to be a lifestyle change,” Parker said. “Every year, this expo reminds us that it’s a no-brainer to integrate some form of exercise in our lives, and select healthy foods to eat.”

The noon-5 p.m. expo will be on the lower level of the Lithonia mall between Dillard’s and Kohl’s. Exhibitors include hospitals, health centers, physicians, chiropractors, other health care professionals, health insurers, and government agencies. Expo-goers will have their pick of free screenings including diabetes, hypertension and HIV/AIDS. The 2013 Health & Wellness Expo is being staged in partnership with title sponsors Children’s Healthcare of Atlanta at Hughes Spalding, DeKalb Medical, and 100 Black Women Decatur-DeKalb Chapter. It is one of four annual community expos that CrossRoadsNews has sponsored at the Mall at Stonecrest since 2006. The others are the Summer Camp Expo in March, The Family & Back to School Expo in August, and this year, The Senior/Baby Boomer Expo in September. The Senior Expo replaces the Small Business Expo that was held in April. Among the highlights of this year’s

Health & Wellness Expo are the popular Fitness FaceOff at 1 p.m.; Life Chef Asata Reid’s demonstration of Food That Heals at 3:30 p.m., and the high-stepping, hip-swagging Beulah Boys at 4:15 p.m. For the FaceOff Competition, eight fitness instructors and personal trainers have created fun, three-minute exercise routines to show how they motivate their clients to burn calories and tone their bodies. Vince “the Voice” Bailey will emcee the Expo, and there will be giveaways, door prizes, and the chance to win a $250 Mall at Stonecrest Shopping Spree. The judges for the 2013 Fitness FaceOff are familiar faces. DeKalb Commissioner Larry Johnson, author and fitness buff Larry “the Outstanding Man” Bobo, and 2012 Fitness FaceOff Champion Tamisha Cosby will be offering thumbs-up and -down on the popular competition in which personal trainers and fitness instructors showcase the routines they use to motivate their clients to be active and healthy. Johnson and Bobo have been judges in the competition before. Johnson helped judge the inaugural

When childhood basketball star JoAnna Ward was growing up, she never experienced the esteem horrors of baby weight. At Crim High in Atlanta, her athletic skills quickly earned her a basketball scholarship to South Carolina State University. Being an athlete, she had no idea what a weight issue was until she graduated, became inactive, and packed on weight on her 5-foot-10inch frame. She went to the gym in 1996 and weighed in at 192 pounds – 30 pounds over her ideal weight. “At that point,” she said, “I declared I would be 200-nothing. Period.” She was at a low point. Her son, Dontre, was about to turn 3, her marriage was falling apart, and she had no money. Ward, who grew up in a strong Christian home, knew where to look. “I was drifting, lost, going nowhere,” she said. “After a really trying season in my life, I turned my faith back to God and sought his plan for my life. Fitness was only one of the many positive turns that came next.” She signed up and unsuccessfully attempted an aerobics class, losing only 4 pounds after four months of stationary equipment workouts. After consulting with other women, Ward concluded that her diet and exercise routine would change. She went back to aerobics, stayed until she got the hang of it, and dropped more than 30 pounds in six weeks. She realized that her metabolism had been working but her diet was canceling it out. By 1998, Ward had gone back to college, finished her master’s in edu-

cation, and got a job as a guidance counselor in Orangeburg, S.C. She taught fitness classes at her school, where some teachers were fans of “Survivor.” They submitted her tapes to CBS, and in 2002 she was chosen to compete on “Survivor: Amazon.” People began asking her to be their personal trainer. Ward, who lives in Lithonia, launched Hallelujah Productions dba JoAnna Ward Fitness in 2003. She teaches at Berean Christian Church’s Kerwin B. Lee Family Life Center. She combines strength training, cardio and nutrition counseling

for more than 300 clients. Ward will be among eight fitness instructors and personal trainers competing in the 2013 Fitness FaceOff at the Mall at Stonecrest on Jan. 26 during CrossRoadsNews’ annual Health & Wellness Expo. Michelle Barnard was born to move. At age 3, she took up ballet and plied, tapped and waltzed her way through her childhood. But in 2001 when she began teaching dance at the age of 22, she found out that she wasn’t as agile as she thought. “I realized I wasn’t as young as the young folks,” Barnard said this week with a laugh. Two years later, she became a certified personal trainer and fitness instructor through the Aerobics & Fitness Association of America. At her peak she taught 20 classes per week, including yoga, kickboxing, Pilates, weight training and water aerobics. In 2009 she started Michelle Barnard Fitness, a mobile fitness company that travels to clients. She also teaches yoga classes at the East Lake YMCA and the Center for the Visually Impaired in Atlanta. She created Tone & Tuff Small Group Training Camp that offers personal training to seven clients at a time. But of all the training she offers, her favorite is yoga. “Yoga is close to my heart,” said Barnard, who lives in Grant Park. “It

Reed said his goal is to help people achieve their health goals. “It’s about helping people become more conscious and aware of what they’re putting in their bodies and what they’re doing with their bodies,” he said. Reed, who lives in Sandy Springs, says taking care of your body means changing your lifestyle. Kids Taking Over, a group of children led by 21-year-old Ivern Morgan, trains students to translate popular dance moves into fitness moves. Morgan, whose stage name is Lil’ Uno, was a hip-hop fanatic and aspiring lyricist when his mother laid down the law. “I told him if he wanted to do this, he needed to do something positive,” she said. “Mr. CardioTone” Dwight Calhoun will bring his line-dancing fitness routine to the Jan. 26 competition.

In his urban line-dance fitness classes, instructor and personal trainer Dwight Calhoun is all about sharing the good vibes. Calhoun, 46, who started line dancing in 2008, says he fell into it by accident when a cousin and a few friends wanted to lose some weight. “Seeing my friends on top of the epidemic of childhood diabetes and obesity in our community really put me into action,” said Calhoun, who is known as the “line dance king” and “Mr. Cardio-Tone.” Dancing for Calhoun was nothing new. He began at age 4, aspiring to move like Michael Jackson and James Brown. It was in 1991, however, when he suffered a disabling stroke as an adult that dance took on new meaning. His short- and long-term memory was

damaged. Doctors told him he would develop dementia. After 20 years of on-andoff recovery, the left side of his body is still weaker than the right. Despite his cognitive impairment, Cal-

Wellness Expo ‘Change is uncomfortable’ By Jessica Smith

Thirteen years ago, 5-foot-11-inch Wesley Franklin tipped the scales at 350 pounds. Franklin, then 19, said he struggled with being overweight his whole life. “I didn’t know what it felt like not to be fat,” he said. But in 1999 during his sophomore year at Morehouse College, Franklin went to Bally’s Total Fitness and started walking on a treadmill. After a few weeks, he enrolled in a step aerobics class and started seriously shedding pounds. Today, the Smyrna resident weighs in at 210. His initial transformation was so dramatic that his instructor persuaded him to become a trainer. When he got down to 280 pounds, he taught his first step aerobics class. Franklin, who is now a personal trainer and fitness instructor, teaches about 45 students in 15 classes per week. His specialties include step aerobics, kickboxing, yoga, Pilates, cycle and dance. Franklin says a person’s health is not determined by their size, but that if they are willing, they can move their size. “So many people look at fitness as a chore. They want something quick, that they don’t have to put that much effort into.” He knows there are no quick fixes. “When they don’t see immediate results, they think, ‘It’s not a good return on their investment,’” he said. “But they’re investing incorrectly.” On Jan. 26, he will demonstrate correct investing with a step aerobics routine in the 2013 Fitness FaceOff at the Mall at Stonecrest. He is one of eight trainers and instructors competing in the annual CrossRoads­News Health and Wellness Expo.

Lucinda Gaddis knows the importance of preserving her heritage. For the past 15 years, the DeKalb School System Spanish teacher has been moonlighting as a West African dancer. In 2009, she became a sponsor of a dance team at Miller Grove Middle School in Lithonia, where she is a Spanish teacher and Connections Department chair. She named it Sankofa, which in the Ghana Akan language means “go back and fetch it.” For Gaddis, that means learning from the past. “It’s about going back to get the knowledge that our ancestors have put into place. For us, that knowledge is dance, song, rhythms and music in general,” she said. She learned to dance under the tutelage of Abdoulaye Camara of the National Ballet of Senegal and has been imparting what she knows to students.

Her Miller Grove team of three dancers will demonstrate how dancing can help keep people fit. The sixth- to eighth-graders meet for biweekly rehearsals and learn steps that are connected to daily life in ancient Ghana. Gaddis said that the simple task of leaning over and planting a seed becomes elevated when it is repeated in a performance setting. The rhythms and movements have been passed down through the generations, Gaddis said. She said studying tradition is very important, especially in a predominantly African-American community. “We learn these things as an expression of our pride and culture,” Gaddis said.
