Johnson, Turner hit campaign trail in District 5 runoff By Ken Watts

District 5 voters will return to the polls on July 14 to pick a commissioner from the top two vote-getters in Tuesday’s special election. Decatur attorney Mereda Davis Johnson and Lithonia community advocate George Turner led the field of 10 candidates. Johnson, the wife of U.S. Rep. Hank Johnson, got 1,239 or 27.21 percent of the votes. Turner came in second with 726 votes or 15.94 percent. Early voting for the runoff election begins on June 29 at the DeKalb Registration and Elections Office in Decatur. Even though she got nearly twice as many

votes as Turner, Johnson said she is not resting on her laurels. “I began campaigning again this morning,” she said on June 17. “I am out here right now putting signs out.” Johnson said she is “very humbled” by the Mereda Johnson confidence her supporters showed in her. “I’m going to do my best to earn the votes of those who supported my opponents,” she said. Turner, a retired MARTA rail supervisor, said he is excited to be in the runoff. “This is what we had hoped for and we’re

mobilizing our voters for the next step in hopes that we can pull this out,” he said. Turner said he began reaching out on election night for the support of the other eight candidates in the race. George Turner “I have three of them who are solidly behind me,” he said. “I’m still trying to catch up with the other five.” Turner said former opponents Jerome Edmondson, Harmel Codi and Kenneth Saunders III pledged their support. He said Gregory Adams, Kathryn Rice, Gina Mangham, Vaughn Irons and Gwen

Russell Green had yet to respond. Commission District 5, which has 140,000 residents and 95,000 registered voters, has been without full representation for nearly two years. Former Commissioner Lee May was appointed interim CEO on July 13 by Gov. Nathan Deal to replace suspended CEO Burrell Ellis. Ellis is in the midst of a second trial on corruption charges. Over the past two years, Doris Henson, Michael Smith and Joe Hill made so many calls to DeKalb County Code Enforcement about three abandoned properties in their Decatur neighborhood that they should be hoarse. “I must have called them a million times,” said Henson, who lives next door to a house at 4129 Rainbow Drive whose roof is barely visible above overgrown vegetation. Henson said she just wants somebody to cut the giant weeds. “There are snakes and all kinds of critters coming from over there,” she said. “You name it – rats, opossum – it’s over there.” A mile away on the other side of her South DeKalb neighborhood, Smith and Hill also put in their fair share of calls about an abandoned house at 3910 Boring Road that borders their properties. The once beautiful two-story stone-and-

brick facade house, built in 2006, has been left vacant for at least three years. Its yard also is overgrown with vegetation and all of its windows are broken. An interior door is pushed through the window of the bonus room over the garage. The back yard of Hill’s Cocklebur home borders the property. He said he has lost count of the number of times he has called both code enforcement and 911 about the home. “Somebody needs to do something about it quick,” he said. “It’s bad over there. Something definitely needs to be done about it.” Half a mile away on busy Wesley Chapel Road, another brick-and-stone house sits vacant with a hole in its front door, plywood for windows, and unlocked side and rear doors. The three Decatur neighbors said they are baffled about the county’s inability to resolve the issues with the abandoned homes. Countywide, DeKalb has 204,822 single-

family homes. In South DeKalb, 11, 821 of those homes are listed in the county’s Foreclosure Registry that went into effect on Oct. 27, 2010. The properties in the resgistry has yielded $1,804,150 in fees for the county that is used to cover the cost of managing and operating the registry. At its launch, the registry required owners of foreclosed properties to pay a $175 fee to register the property with the county. That fee was lowered to $100 by a new state law that passed in 2012. Violators were orginally fined $1,000 per day per property, capped at $100,000 per calendar year. The state law capped the fine for failing to register or to update registration information at $500 monthly. The DeKalb Board of Commissioners established the registry at the height of the county’s foreclosure crisis to help the county protect residential neighborhoods from blight caused by inadequate maintenance of thousands of vacant properties.

In September 2010, the month before the registry went into effect, DeKalb had 15,337 foreclosed properties, and for most of them, county officials were unaware of who owned them or were unable to locate the owners. The highest number of properties in the registry came in 2011, when 4,793 properties were registered. Through June 2 this year, 373 new registrations were made. The county was unable to produce a ZIP code breakdown of the properties in the registry this week. recession. Under the DeKalb ordinance, creditors are required to register the property within 60 to 90 days after foreclosure and within 90 to 120 days after a transfer of the foreclosed property to a related person or entity.

‘It’s just terrible over there’ Henson, who has lived in her Rainbow Drive home since 1989, said Code Enforcement officers have been out to the property next door several times. “They came and took pictures about three weeks ago. But nothing happens.” She said her son has taken to cutting weeds near the sidewalk to protect pedestrians and to prevent weeds from blocking their view of the street. She said the decline of the house began in 2012 with the death of the elderly neighbor who had lived there with his wife. Months later, his wife became ill. “The son came and got the mother and left everything in the house,” Henson said. Before long, vandals took over. “They were in there stripping the copper. They stole everything out of there,” she said. “The water was on and they left the pipe running in there. Over time, the upstairs collapsed into the downstairs. Then people started dumping stuff over there. It’s just terrible over there.” Henson said that in three years, no one has ever cut or cleaned the yard. “I thought the county would come and cut the grass and charge the owners for it,” she said. “Why can’t they make somebody clean that place up?” The neighbors around the Boring Road property said the once “nice house” has been vacant for as long as they can remember.

“It must have been a foreclosure,” said Smith, who moved next door on Boring Road last August. He said the property was in full decline when he got there. “Whoever owns it don’t care nothing about it,” Smith said. “They should either sell it or tear it down.” Hill, who lives on Cocklebur Road and shares a backyard boundary with the Boring Road property, said he has seen young boys going in and out of the vacant house that is open to the elements and has a door going through one of its upstairs windows. “They busted every window,” Hill said. “The back door is busted. They stripped all the electrical wires and copper. They stole all the cabinets and fixtures. I have heard shots coming from over there. I wouldn’t be surprised if they find a body over there.” Hill said he sees Code Enforcement trucks going by the property all the time. “They don’t do anything about it,” he said. “When I call the police, they come to my address instead of going over there, so I

Clark said warning notices were written for damaged roof/gutters, overgrown vegetation, high weeds and grass, damaged windows and no address on the property. “Officer Scott was able to touch base with the property preservation company with whom we happen to have a good relationship,” Clark said. “Due to the extent of disrepair, they were given 30 days to bring the property into compliance.” Clark said they have five code enforcement officers to inspect properties and adjudicate cases. She said they have spent many hours and resources on the three properties but that the county cannot fix the problems. “Historically, code enforcement has not had the funding or legal authority to enter onto a property to board up, cut grass or correct any other violations,” she said. DeKalb property tax records show John Monogue as the owner of the 4129 Rainbow Drive house. Records show his address is the same as the property, and that there is $3,351.96 in property taxes owed for 2012 and 2013. The tax records list Bank of America as owner of 3910 Boring Road and show that all property taxes on the property are paid on the 2,270-square-foot house. The owner of 3053 Wesley Chapel Road is listed as Barbara Odom who lives on River Cliff Court in Decatur. All the taxes on the 1,702-square-foot house are fully paid. Thurmond send-off celebrates leadership Outgoing DeKalb Schools Superintendent Michael Thurmond will be celebrated on June 25 for his contributions to the district. The district says the 6-to-8 p.m. celebration at its Stone Mountain headquarters is open to the public. Thurmond, who took over the district in February 2013, is credited with stabilizing the School District in the midst of budget deficits, a governance crisis that resulted in the removal of several board members, and a threat to the district’s accreditation. Michael Thurmond Under his leadership, the district’s accreditation was restored, budget deficits transformed into surpluses, and the district’s board and administration have shifted from crisis mode to a focus on improving educational outcomes for the district’s 100,000 students. “On June 25, the public is invited to salute Mr. Thurmond for his leadership in helping to place the DeKalb County School System on a solid footing,” the June 17 statement said. Lithonia millage rate hearings Residents can weigh in on the city of Lithonia’s proposed 2.98 percent property tax increase at three public hearings. The first two hearings take place on June 23 at 10 a.m. and 6:30 p.m. at City Hall. The third meeting takes place on July 6 at 6:30 p.m. The proposed rate will increase the city’s property tax rate by 0.492 mills to 17 mills. With the increase, a home valued at $36,000 would pay $24 more annually. The Lithonia City Council will vote on the new millage rate on July 6 following the third hearing. Leadership class forming Grass-roots community leaders can apply for the DeKalb Neighborhood Leadership Institute program kicking off on July 18. The three-month program that ends in September helps develop leaders who can assist their neighborhoods in understanding their government and in dealing effectively with community problems. the county needs to clean up and beautify the district and all of South DeKalb to help attract economic development. “We need to pave our potholes, cut our grass and we need to remove the litter from our streets,” Johnson said. “Once you look good you feel good, positive energy comes from that and potential business investors will notice.” If elected, Johnson said she will talk with DeKalb Sheriff Jeffrey Mann about using jail inmate labor to maintain and beautify medians along major corridors. Turner said he’s eager to settle the race and get to work for a district that has had no voice in vital issues for two years. “We need to have a vote [on the Board of Commissioners],” he said. “That’s the first thing. We need to get to the table and let our voices be heard and our vote on the board counted. I think people are very concerned about code enforcement and public safety.” The voter turnout for Tuesday’s special election was 5.51 percent. Only 4,556 of the district’s 95,000 voters cast ballots. The remaining eight candidates got 2.53 percent to 10.76 percent of the votes.

Week of free HIV screenings DeKalb and Fulton counties have launched “Test Atlanta” with a week of free metro HIV testing on June 21-27. The launch coincides with the annual observance of National HIV Testing Day on June 27. The goal of the campaign is to coordinate varied metro testing efforts, make HIV screening a routine part of all medical care, and raise awareness and inform the public about testing and care. Test Atlanta is adding 15 new medical/ dental health care sites actively performing routine opt-out HIV testing and recruiting and retaining 50 new non-clinical sites where HIV testing is routinely offered; creating a coalition of testing partners that will share their testing calendars and reviewing the testing to determine any gaps in coverage by geography or testing site type (ED, family practice, ob/gyn, dental, faith-based, government, business or other non-clinical); and holding a week of free HIV testing events to encourage everyone to know his or her HIV status. Finding out whether you are infected with HIV is the first step to getting connected to lifesaving care. Almost 40 percent

of people with HIV are not diagnosed until they have developed AIDS. That can be up to 10 years after they first became infected. Early diagnosis is also critical in the fight to stop the spread of the disease. The national Centers for Disease Control and Prevention recommends everyone between 13 and 64 be tested.
