CEO hosting meetings to get voter input on governance By Ken Watts
After years of talk about changing DeKalb’s CEO form of government, the county is holding meetings to get input from residents. The series of meetings, hosted by interim CEO Lee May, kicks off Nov. 21 at Dunwoody High. Meetings also will be held Dec. 2 at the Porter Sanford III Performing Arts Center in Decatur and at Rehoboth Lee May Baptist Church in Tucker on Dec. 3. May said the meetings will be facilitated by Dr. Kimberly Nelson, a University of
North Carolina at Chapel Hill associate professor of public administration and government. Nelson will make a presentation on various forms of government used by counties nationwide before the meetings break into small groups. The “bottom-up” community meetings come in the wake of recommendations from a DeKalb special purpose grand jury to dissolve the office of CEO and make all current County Commission seats full-time positions. In the report released June 18, the grand jury said that the current system of an elected chief executive officer and seven part-time district commissioners does not provide adequate representation.
“The current system, with its overreliance on county staff and departments who ultimately report to an elected official, provides too many opportunities for fraudulent influences and fosters a culture that is overly politicized and which inappropriate business relationships are created,” the grand jurors said. They also recommended the indictment of current CEO Burrell Ellis on 15 counts including theft by extortion and theft for alleged attempts to coerce county contractors to contribute to his re-election campaign. The grand jurors also urged and requested that the DeKalb Delegation to the General Assembly, per Section 23 of the county’s Organizational Act, “take immediate steps to initiate a process to revise the
Organizational Act.” May, who favors a county manager form of government with an elected commission and chairman, said it’s not his desire to convince the voters what is the most appropriate step. “However, I do believe that we ought to have an open dialogue about it,” he said during a Nov. 8 news briefing. May, who was appointed to the office of CEO on July 16 after Ellis’ indictment, said he wants the county to take a balanced approach in deciding its future. “We ought to sit down and have a conversation about what governance looks like in DeKalb County,” he said. “I think that’s Please see GOVERNANCE, page 2

With more than 10,237 foreclosed homes on the DeKalb County Foreclosure Registry, many South DeKalb residents are getting tired of looking at boarded houses in their communities. Residents complain that the vacant houses, which are boarded up with plywood as dictated by current county code, leave their neighborhoods looking blighted and uninviting. To fix that problem, the county launched a pilot program on Nov. 4 with SecureView, a company that has developed an alternative system of securing homes with a clear polycarbonate material that fits over windows and doors. After watching the installation of the material, made completely from recycled materials, on a vacant ranch in Emerald Estates in Decatur, DeKalb interim CEO Lee May pronounced the covering as “much more aesthetically pleasing than plywood.” “Houses that are vacant and abandoned don’t look that way,” he said. “It aids law enforcement as a crime deterrent, and it helps preserve the quality of neighborhoods by keeping houses secure.” Howard Wedren, SecureView’s president who came to DeKalb for the installation, says his product secures empty, foreclosed and abandoned properties without making them appear vacant. “Most importantly, the product is virtually unbreakable, which means that intruders cannot enter in the first place.” May and District 7 Commissioner Stan Watson tested the strength of the material by whacking the covering with aluminium bats. it. “The window behind it shattered but it didn’t break,” he said. “It looks like Plexiglas but is stronger.” Watson, whose Super District 7 accounts for more than 4,000 of the houses on the county’s Foreclosure Registry, said the material makes the neighborhood look good. “You can’t tell that the house is vacant, and it helps the police as well. If there is a problem, Code Enforcement and police can see into the house.”
Wedren said the product, developed three years ago by his company, is being used to fight blight in cities like Detroit and Chicago and in Ohio, New York, Maryland, California and Florida. He said the installation in DeKalb County is a first for Georgia, a market he is looking to expand into. “Our goal is to make plywood go away,” he said. He said the SecureView window covers and door system run $800 to $1,200 per home.
While it is more expensive than plywood, Wedren says it lasts longer and doesn’t have to be replaced like plywood, plus it looks better. During the pilot program, DeKalb County is evaluating the performance and could consider changes to county code upon a favorable review. Columbia High seeks donations to feed homeless at holiday By Vince Bailey Jr.
Students at Columbia High School in Decatur have been hosting the Thanksgiving dinner for the homeless and disadvantaged families for seven years.
Columbia High students will be making Thanksgiving meals for more than 500 homeless and disadvantaged people again this year, but to prepare the turkey with all the trimmings, they need donations. The men, women and children from various metro area shelters also will get toiletry items, free cell phones, personal care packages, and wellness health care. The students, who have been hosting the annual turkey dinner for seven years, need turkeys, hams, and No. 10 cans of string beans and yams. They also need items for personal care packages – blankets, school supplies, and toiletry items that are 15 fluid ounces or larger. The meals take place at the Decatur school on Nov. 23 from 11 a.m. to 2 p.m. Ca-Trina L. Scott, an alumni parent volunteer, said the students understand the necessity of community involvement. “We have an opportunity to make a double impact by being committed to helping our community while feeding the low to moderate food insecure individuals, families, senior citizens and the homeless during National Hunger and Homelessness Awareness Week and National Family Volunteer Day,” she said. He was reminded during the briefing that DeKalb made a change in government structure in the early 1980s when Commissioner Manuel Maloof was elected chairman in 1980. During Maloof ’s first term, the county switched to a system headed by a chief executive officer and Maloof defeated Liane Levetan to become DeKalb’s first CEO in 1984. Community New push for CID for Wesley Chapel Efforts to launch a Wesley Chapel CID are getting off the ground again. The group working on the effort will meet on Nov. 19 at Sanford Realty Co. in Decatur at 8:30 a.m. Members of the Wesley Chapel Community Overlay Coalition began meeting in November 2010 to launch the Community Improvement District, but efforts stalled after a study was done, the economic recession set in, and the group received a $62,000 grant from the DeKalb Development Authority. To create a CID, property owners holding at least 75 percent of the assessed property value of the area must agree to support it. She said one of those changes will be to look for alternatives to plywood. Watson said the county may remove the use of plywood from the ordinance. “We could make a resolution to require the use of this new technology,� he said, but added that first they have to figure out
how to pay for it. For weeks Christine Lowe had been driving by the new Walmart Neighborhood Market in the Covington Square Shopping Center in Lithonia checking to see if it was open yet. On Nov. 13, she was among the first shoppers pushing their way through the doors after the 7:30 a.m. ribbon-cutting ceremony. “I am so glad that it is open,” said Lowe, who lives five minutes away off Wellborn Road. “It’s closer to me and I don’t have to deal with all the traffic to get to the Fairington Road store.” Once she got inside, Lowe loved the store’s smaller format – 42,362 square feet, or one-third the size of a Walmart Super Center. “I can get in and get out,” she said. “It’s very convenient.” The Covington Square 24-hour Neighborhood Market is the first to open in southeast DeKalb and DeKalb County’s second. A Neighborhood Market opened in June at 3201 Norcross Road in Tucker. The Arkansas-based retail giant rolled out the Neighborhood Market concept, which is primarily a grocery store with a pharmacy and financial center, in 1998. Today it has more than 300 Neighborhood Markets nationally. The Covington Square market is the third Walmart store to open in south DeKalb this year. It joins the Stonecrest Super Walmart that opened Oct. 2 in Lithonia and the new Stone Mountain Walmart that opened in June at the intersection of Memorial Drive and South Hairston Road. There are also Super Walmarts on Fairington Road in Lithonia, Columbia Drive in Decatur, Gresham Road in Atlanta, and on U.S. 78 in Stone Mountain. The Covington Square store was built on land that once housed a Big Lots store. That building was demolished to make way for the new Neighborhood Market. Store manager Nick Ostafin said the store brought a lot of improvements to the shopping center. Walmart repaved the shopping center’s entire parking lot and painted the center’s building. It also hired 90 full- and part-

The store carries a full line of groceries and fresh produce, including organically grown vegetables, prepared food options for lunch and dinner, fresh-baked breads, a selfNick Ostafin serve deli, fresh produce and meat, beer and wine, a bakery, and a pharmacy. “We hope you will find the store a pleasant shopping experience,” he said. Kenneth Saunders, who lives in Hidden Hills, loved the layout. “It has an upscale feel to it,” he said. Based on what he saw Wednesday, Saunders, who is vice president of the Hidden Hills Civic Association, said the market has raised the bar for competitors in the area. “Kroger, particularly the one down the street, will have to step up its game,” he said. Arinthia and Cleo Rackley, who also live in Hidden Hills, were loading up their shopping cart with fresh fruit and vegetables in the produce section. “Everything is so fresh,” said Arinthia Rackley.
Big crowd espected for Neighborhood Summit Hundreds of residents will descend on the Courtyard by Marriott in Decatur for the Nov. 16 DeKalb Neighborhood Summit. The 8:30 a.m.-to-1 p.m. event includes workshops, a county services expo, and information about green initiatives. The services expo will include information on the Affordable Care Act marketplace, low-flow toilets, the Neighborhood Ambassador
program, traffic calming submission guidelines, floodplain status, property information and the DeKalb Workforce Development “Jobs Bus.” One neighborhood will win the $1,000 DeKalb Great Neighborhood Award. “I just hope they keep it up.” Her husband said he hopes the freshness was not just for opening day. “Let the first day be every day,” Cleo Rackley said, bagging a pineapple his wife handed him. “We want it to be like this every day.” Even though Yvonne Smith lives on South Deshon Road in Stone Mountain, she was shopping for vegetables in the new Walmart store half an hour after it opened for business. “This part here is really what’s important to our community,” she said, waving at the fruits and vegetables. “With the high rate of diabetes and high blood pressure, h av i n g f re s h fruits and vegetables is real important.” Smith said Yvonne Smith the new store is on her regular travel route. She says she takes her daughter weekdays to Berean Christian School, and after dropping her off, Smith goes to the nearby LA Fitness facility to exercise. “I will definitely continue to
shop here if they keep the store well-staffed and the checkout lines are not too long,” she said. “We will see how they do with the big Thanksgiving shopping next week.” As part of the store’s grand opening, the Walmart Foundation donated $8,000 to eight community groups and organizations. Miller Grove High School, Berean Christian Church Community Outreach, the city of Lithonia Police Department, the Mainstreet Community Scholarship Program, the Lithonia High School ROTC, the DeKalb 100 Black Women, the DeKalb County Police East Precinct, and Fire and Rescue Station 14 each got $1,000. On Nov. 16, the store is hosting “A Big Family Welcome” from 10 a.m. to 2 p.m. Ostafin said there will be face painting, cupcake decorating and inflatables, and families can come by to meet him and his Neighborhood Market staff. Board rejects Druid Hills plan for cluster of charter schools By Ken Watts
In a close Nov. 11 vote, the DeKalb School Board denied attempts by parents and other stakeholders of its Druid Hills cluster of schools to establish a private charter cluster of feeder, middle and high schools. The board voted 5-4 to reject a petition to create a seven-school Druid Hills charter cluster. The rejection was supported by board members Dr. Melvin Johnson, District 6; David Campbell, District 5; Karen Carter, District 8; Michael Erwin, District 3; and Dr. Joyce Morley, District 7. Dissenting members were Jim McMahan, District 4; Marshall Orson, District 2; John Coleman, District 1; and Thad Mayfield, District 9. The board’s decision is final and cannot be appealed. The parents were seeking to take five elementary schools, a middle school and one high school in Central DeKalb out of county control and put them under a private board of directors. The plan was developed under Georgia law HB881, which created the Georgia Charter Schools Commission, an authorizing body, in 2008. A Fulton County judge upheld the constitutionality of the law and commission in 2010, but the Georgia Supreme Court declared the law and commission unconstitutional in 2011. Voters approved a constitutional amendment upholding the law in 2012. The Druid Hills petition would have created the first “conversion” cluster, turning traditional schools into charter. So far, the law has only been used for “startup” charter schools. The petitioners said their plan would have given teachers and parents more direct

input into improving the quality of education at Druid Hills High, Druid Hills Middle and feeder elementary schools Avondale Estates, Briar Vista, Fernbank, Laurel Ridge and McLendon. The parents say the high school has respected International Baccalaureate and Advance Placement programs, but they complain that central school district control over the general curriculum is hindering the rest of the students. Superintendent Michael Thurmond, who recommended that the board reject the petition after his staff found deficiencies in the plan, said the Druid Hills schools are already some of the highest-performing in the district.

“The Druid Hills cluster is not failing under the current system, but there are some students there who are not performing as they should,” he said. “At some point, we’re going to have to work together to improve the system, not just in words but in deed.” Mike Bell, the district’s chief finance officer, said petitioners wanted $40 million for their operations, which the school system can’t afford. “The district is still in fiscal distress” even though it avoided a projected deficit in this year’s budget, he said. Morcease Beasley, the district’s executive director of curriculum and instruction, said rules call for charter schools to show innovation and not duplicate what the school district offers and that the charter petitioners failed to fulfill that requirement. Former District 5 board member Jesse “Jay” Cunningham said the district already has $50 million tied up in charter schools. “To have $40 million taken out of our budget at this time would not be in the best interest of all the students in DeKalb County,” Cunningham said after the vote. Druid Hills parents criticized Thurmond for his opposition to the plan and said the district missed an opportunity to extend
quality education to more students. Cheryl Crawford, who has three daughters in Druid Hills High’s AP and baccalaureate program, said that she was “shocked, disappointed and sad.” “A lot of kids who are not doing well would have had a new avenue to learn how to succeed,” she said. “This was a way to bridge the gap.” Lead petitioner Matt Lewis declined comment after the meeting but in a written statement on Nov. 12 said the board’s decision is “a chilling demonstration of the tyrannical insistence on mediocrity that plagues the DeKalb County public education system leading to under-performing schools that block progress in the vulnerable parts of our communities.” “In one vote, the DeKalb Board has disenfranchised the very parental leadership it claims to champion and committed the education and success of nearly 5,000 students and 400 school personnel to the ash heap of the status quo,” he said. But DeKalb NAACP President John Evans said he doesn’t trust the petitioners’ longrange motives toward the school system. “You allow one and they’ll be all over the place. The district will be in shambles.”

Premature birth 1,390 Georgians select a Marketplace plan Even though 28,642 Georgians have rates improving completed applications, fewer than 2,000 Georgia’s premature birth rates continue to improve, state public health officials say. The state earned a grade of “C” in the 2013 Premature Birth Report Card released Nov. 1 by the March of Dimes. The report card, which relied upon preliminary data collected through 2012, shows a preterm birth rate of 12.7 percent, nearly 2 percent better than in 2012. Public Health Commissioner Brenda Fitzgerald Brenda Fitzgerald said ongoing efforts are yielding significant results. “I’m so proud of our partnership with the March of Dimes,” she said. “Together, our work is touching every corner of the state as we work to ensure that more and more Georgia babies are born with a healthier start in life.” Babies born prior to 37 weeks of completed pregnancy are considered preterm. Babies born between 37 and 39 weeks are late preterm. The DPH and its partners, including the Georgia Hospital Association and the Georgia OBGyn Society, are working to reduce early elective deliveries. Preterm birth is a significant public health issue, contributing to increased hospitalization and health problems, and is a major factor contributing to newborn death. Georgia Medicaid no longer pays for early elective deliveries.

Tucker’s Lady Tigers make school’s basketball history By Ken Watts
A rally of about 100 family members and students cheered a trio of Lady Tigers star athletes in the Tucker High Auditorium as they set a new record on Nov. 13. Seniors Erykah Davenport and twin sisters Nuba and Naima Jackson are the first three female players in the school’s history to sign full-ride basketball scholarships simultaneously with major colleges. The three inked offer documents while sitting with their parents at adjoining tables on the auditorium stage. The signing ceremony took place just days before the start of their final season at Tucker. The trio helped the Lady Tigers make an Elite 8 appearance with a record of 25-5 last season, and they’re returning to try to take Tucker even further this season. Erykah, a 6-foot-2 center, is looking forward to attending the University of Miami in 2014 where she most likely will play small forward for the Hurricanes. “I’m overwhelmed, ecstatic and extremely blessed to have the support of our coach and my family,” she said after the signing. Erykah, who has scored 1,105 points in her high school career, said she is eager to play at the college level but realizes it may take time to make the starting lineup. “I understand that you have to earn what you want,” she said. “I just appreciate that they believe in me enough to invite me there to help the team.” Erykah averages 13.8 points per game and collected 645 rebounds (8.5 per game), according to DeKalb Schools statistician Mark Brock. Her big brother Eric Davenport, home on leave from the Air Force, praised all three players at the rally.

“You have to dedicate your mind to any worthwhile thing that you do and that’s what these ladies have done,” he said. The Jackson twins signed to play with Winthrop University in Rock Hill, S.C., next season. Naima, a 5-8 guard, is coming off an injury-shortened season where she only played in 15 games but was averaging almost 10 points per game. She has 524 points, 91 steals and 84 assists in three years of play. “It’s an amazing feeling,” she said. “I’ve dreamed about this day since we were small.” Naima remembers taking up basketball with her sister at age 9 under their father’s training. “It’s a dream come true to see all the hard work pay off,” she said. Nuba, also a 5-8 guard, stepped up her play in her sister’s absence last season, av-
eraging 9.3 points and 4.6 rebounds to help Tucker make the quarterfinals of the Class AAAAA state tournament. She has 525 career points, 308 rebounds, 172 steals and 88 assists in her three seasons. “We’re very excited for the chance to play at Winthrop,” Nuba said. “It’s a great school and we’ll have a good support system there.” “Of course we’re thrilled about the scholarship opportunity and very happy that they’ll have a chance to experience this next chapter in life together at the same school,” said their mother, Nia Jackson. “Winthrop seems to be a great fit for them. The faculty and coaching staff we met on our campus visit seem to care for them not only as athletes but as people.” The three athletes are also stellar students. Nuba has a 4.026 GPA and wants to become a chemical engineer. Naima with a 3.9 plans
to major in biology and possibly work in genetic engineering. Erykah has a 3.5 GPA and plans to major in business management or finance. Her mother, Quovadis Davenport, said she was very determined all through childhood. “Erykah had to be really good at time management because of classes, practices and games during the week,” she said. “Lots of times she’d get back late after a game and remember she had a big test coming and stay up until 1 or 2 a.m. studying. I told her the hard work would pay off, but I never dreamed it would pay off this big for her.” Tucker coach Robin Potter said Erykah makes the grade on character as well. “As good as she is, she realizes that she can still get significantly better and is willing to work to get there,” he said. “You don’t find that all the time in top players.”

Nancy Jester launches campaign to be state school superintendent By Ken Watts
Former DeKalb School Board member Nancy Jester wants to be Georgia’s next school superintendent. Jester was elected to the District 1 seat representing North DeKalb in 2010 and resigned in Nancy Jester February. She announced on Nov. 11 that she will seek the statewide office in 2014. Incumbent State Superintendent John Barge is running for governor.
Jester will run as a Republican in the GOP primary on May 20. State Rep. Alisha Thomas Morgan, a Democrat from Austell, announced her candidacy on Nov. 12. The state qualifying period is April 28May 2, 2014. Jester, who calls herself a “mom with a calculator,” said education in Georgia should “provide an on-ramp into a solid, middle-class life,” but that for many it’s not happening. “With only 67 percent as our graduation rate, too many children aren’t making it to that road because that on-ramp is broken.” Jester said she and voters can refocus the
state’s educational spending and priorities. “Together we can teach our children about freedom and make sure they inherit it through a solid and meaningful education. Today, together we can start to put the classroom first.” Jester was one of six DeKalb board members suspended by Gov. Nathan Deal in February after the district’s accrediting agency put it on probation for governance issues and financial concerns. Jester resigned and did not seek reinstatement with her former colleagues, who were all denied. She said she’s proud of her record in DeKalb and isn’t worried the controversy will have a negative impact on her candidacy.
“You can ask anybody here with me – I uncovered the financial malfeasance in DeKalb,” she said. She has picked up the endorsement of state Sen. Josh McKoon, a Columbus Republican, who joined her at her announcement event and praised her service on the board. “Nancy asked the tough questions that revealed the gross mismanagement which even now is resulting in positive change for children in DeKalb County,” McKoon said. Jester joins three other Republicans in the race for the nomination – Bartow County School Board member Matt Schultz, former teacher Richard Woods, and businessman Fritz Johnson.
