Help for families struggling to create Thanksgiving meal Families having a difficult time putting the Thanksgiving meal on the table on Nov. 28 will be getting help from churches and civic and other organizations this weekend. On Nov. 23, Saint Philip AME Church will provide Thanksgiving boxes loaded with a frozen turkey and all the trimmings to 260 families. Anna Sutton, who chairs the annual Thanksgiving Basket Giveaway for the church’s Nettie Lewis Moore Missionary Society, said they began planning for the event in August. “It feels good to serve this many people in need,” she said. The boxes include fresh white potatoes,

Church members who are sick and shut-in also will get Thanksgiving boxes. Cathy Celey said it took less than a day to assign most of the boxes to families who pre-registered with the church. They will pick up their boxes at the church’s food pantry from 9 a.m. to 1 p.m. A few are still available while supplies last. DeKalb rolls out landscaping, road maintenance plan By Jennifer Ffrench Parker
By March 2014, South DeKalb residents will be coming home to landscaped entrance and exit ramps at some of the county’s main interchanges. The new gateways – with stone monuments and extensive plantings of shrubbery and flowers – will be erected at seven major intersections – I-20 at Turner Hill Road and at Candler Road; I-285 at Memorial Drive, Bouldercrest Road and LaVista Road; I-85 and North Druid Hills Road; and U.S. 78 and Mountain Industrial Boulevard. The gateways at interchanges on I-20 and I-285 will go in first. The Wesley Chapel ramp at I-20 is not among them because RaceTrac has committed to landscape and maintain portions of that ramp for two years. The county enhancements are part of the $2.6 million Operation Freshstart 2.0, rolled out by interim CEO Lee May on Thursday. At a news briefing on Nov. 18, May said it’s time to beautify the county’s streets, corridors and interchanges and make the county more inviting. “If we want to be a competitive county, we have to be a clean county, a county that is visually aesthetic and that invites people in,” he said. “We want people to desire to move into our county, and they desire to move into a county that is clean and maintained.” The initiative, which will be managed by the nonprofit Keep DeKalb Beautiful Inc., aims to achieve a litter-free DeKalb County, inspire children and youth to care for the environment, develop an effective volunteer-based organization, impart the importance of preserving and beautifying neighborhoods onto residents, and promote good environmental stewardship. Its three-point plan is to support existing

community beautification efforts, beautify streets and corridors and create gateways, and improve code compliance, including making the county’s “sign of signs” program permanent by removing illegal signs on a weekly basis. May said that public safety, beautification and economic development go hand in hand and must be addressed. “Yes, it will cost more money but will yield a return for us that will make us more competitive and ultimately give people a better perspective on our county,” he said. “Adopting interchanges, adopting additional state roads, increasing our mowing and our litter pickups show that we are serious about this and result in a cleaner DeKalb County.” May said he is committing the money and manpower in the 2014 budget to create the gateways and to institute monthly mowing along 35 main corridors, removing built-up
gook from the county’s curbs, applying herbicide to control weeds, and removing signs and debris along some of the county’s main public rights of way. The county also has contracted with a company to do street sweeping and will be mowing 427 other roads quarterly and 65 roads every six weeks. To facilitate the implementation of the program, the county is signing agreements with the Georgia Department of Transportation to adopt seven interchanges so that it can maintain them on a monthly basis instead of three to four times a year. May said the interstate exit and entrance ramps are gateways into local communities and that when they are not maintained regularly by the state, people point fingers at the county. “Whether you are a visitor or you live in DeKalb County, when you are sitting at that
red light, whether you are getting on or getting off the interstate, you sit there looking at yard signs, and grass is up to here,” he said. May said he got the idea for the robust landscaping and monumental signs from what RaceTrac has committed to do at Wesley Chapel Road’s I-20 interchange. As part of its rezoning application for a new store at the intersection of Wesley Chapel and Snapfinger Woods Drive in Decatur, RaceTrac agreed to extensively landscape the north side of the I-20-Wesley Chapel interchange and maintain it for two years. Two guilty of racketeering in school scandal By Ken Watts
Former DeKalb Schools Chief Operating Officer Pat Reid and her ex-husband, Tony Pope, were both found guilty of racketeering in the high-profile corruption trial that had transfixed the county for three weeks. Reid, who was accused of sending $1 million in school business to Pope while they were married, also was found guilty of theft by taking. Both were found not guilty of theft by taking by a government employee. A DeKalb County jury handed down the verdict on Nov. 20 after Reid’s attorney Tony Axam filed a motion for a mistrial. Former School Superintendent Crawford Lewis, who was indicted along with the two in 2010, turned state’s evidence and testified against them. Reid and Pope will be sentenced in two to four weeks. They were taken from the courtroom in handcuffs. Reid faces 35 years behind bars and Pope faces 20 years. Superior Court Judge Cynthia Becker denied Axam’s mistrial motion. In the motion, Axam said that the jury foreperson sent a note to Becker saying juror No. 78 “was aware of one of the unindicted

co-conspirators in the case and his relationship with the bank where she had once worked.” The motion said the foreperson’s note implied that this knowledge would negatively affect the jury in its deliberations. Axam said juror 78 had expressed her concern during jury selection but neither
the defense nor the prosecution asked that she be removed. Over Axam’s objection, Becker removed the juror and replaced her with an alternate. Axam said the court is not authorized to remove a juror who may have harbored reasonable doubt.

he said. Edmond Richardson, May’s chief of staff, said they’re pushing to get shrubs installed over the winter so their roots can get established before summer temperatures return. He said RaceTrac already has submitted its plans to the state for approval and will maintain the plantings for two years after installation. The county has to adopt the interchange from the GDOT so that RaceTrac can do the work. “The state doesn’t enter into agreements with companies,” he said. “The county has to do that.” When he was elected to the Board of Commissioners in 2006, May said the county had seven code enforcement officers. Today it
has 25. He said it should have twice as many and he plans to include funds in the 2014 budget for more officers. May said that adopting interchanges and other state roads and increasing mowing and litter pickups show they are serious about having a cleaner DeKalb. “When I go to my public meetings, I talk about public safety,” he said. “I talk about beautification and I talk about economic development, and I talk about them in that order because you have to deal with public safety, you have to deal with beautification before you can be a competitive county in terms of economic development. “This is not rocket science. We know what it takes, but we have to invest in those areas that we believe will ultimately give us returns for the good of our county.”

South DeKalb groups explore formation of ‘East Metro CID’ By Jennifer Ffrench Parker
Instead of three separate Community Improvement Districts, South DeKalb groups are now looking to form a single CID that would have the resources to transform the area. The proposed unified “East Metro CID� would cover 39 square miles and merge the efforts by Candler Road, Stonecrest and Wesley Chapel commercial corridors. Organizers say it has 1,250 commercial properties and would generate projected annual revenues of $2.4 million. For the CID to fly, organizers need 636 of the property owners to sign on. By contrast, a Candler Road CID would have yielded projected revenues of $297,798; the Stonecrest CID, $654,844; and the Wesley Chapel CID, just over $1 million. Michael Hightower, managing partner of the Collaborative Firm, which has been hired to shepherd the formation of the CID through the county approval process, said the formation of one large CID would be a new beginning for South Michael Hightower DeKalb. “A CID is critical to sustainability and future growth,� he told about 25 members of the Wesley Chapel Community Overlay Coalition at a Nov. 19 meeting. “It’s our time in South DeKalb.� In Community Improvement Districts, commercial property owners tax themselves an extra 2 to 5 mills annually to create a fund to finance roads, bridges, sidewalks, beautification projects, security and other improvements for the designated area. those funds, a CID can leverage up to 10 times more in funding from the federal government. If approved, the South DeKalb CID would join 17 CIDs across metro Atlanta. Hightower said the majority of them are located Midtown and north. “CIDs have not been as prevalent south of I-20,� he said. Organizers are seeking to have the new CID approved by the DeKalb Board of Commissioners by May 2014 and be operational by July 2014. They incorporated the nonprofit South DeKalb Improvement Association in Oc-
tober to spearhead the unified effort. Its board is made up of Lithonia Chamber of Commerce President Doreen Carter as chair; community activist Vivian Moore; and businessmen Joseph Marshall, Van Jakes and Bobbie Sanford Arthur Queen. Hightower said the WCCOC and DeKalb Commissioner Kathy Gannon also will name a member each to that board. Bobbie Sanford, president of the WCCOC, said Golden Glide Skating Rink owner
Greg Alexander will represent them. Hightower said the CID’s formation budget is about $386,500. Sanford said the WCCOC board is in consensus to pass on the $62,000 grant it got in December 2010 from the DeKalb Development Authority to launch its own CID. Hightower said the Stonecrest group also is passing its $60,000 to the new effort and that the unified CID will raise the remaining $264,500. For now, he said they are calling the effort the East Metro CID but that there will be a formal naming of the group with input from residents. Gerald McDowell, executive director of the Lilburn CID and a consultant with the Collaborative Firm, said the larger CID would send a strong message to the marketplace. “They will see that Gerald McDowell we have come together to get in the game and to be able to participate in the game,� said McDowell, who lives in the Hidden Hills subdivision. “Candler Road by itself cannot participate, Stonecrest by itself can’t participate.� McDowell said the larger CID would be in a better position to generate the 20 percent match that would be needed for big projects. Efforts to start a Wesley Chapel CID date back to November 2010 but were put on hold when the economic recession struck. David George, president of the South DeKalb Improvement Association who attended the meeting, commended the unified effort. “This is a win-win situation,� he said.

Adrian Spellen But for a second time, a DeKalb jury was unable to reach verdicts on the remaining two counts after deliberating for five days. The jury deadlocked on a count of child molestation and a count of aggravated child molestation. Judge Clarence Seeliger de-
clared a mistrial on the remaining counts and Spellen is a free man. Spellen, who owns Powerkicks Martial Arts on Miller Road, was taken into custody on June 25, 2011, accused of molesting a 9-year-old girl in his studio. Earlier in the trial, the girl told jurors that Spellen molested her twice at the studio in May and June of 2011. Her family members were stunned by the verdict. “We’re shocked and disappointed,” said the girl’s mother. “We thought there was more than enough strong, truthful testimony to get a conviction in
the case. The worst part was going back home and telling my daughter the outcome after what she had been through.” This was Spellen’s second trial. The first, in November 2012, also ended in a mistrial. Spellen’s family embraced him for several minutes in the courtroom after the verdict. Outside the courthouse, an angry Spellen insisted he had not molested anyone. “I am not a child molester. I’m not a child rapist. I am not a child abuser. I am a child of God,” Spellen said. “My name has been tarnished. I have lost a lot.” His attorney John Turner said the case was extremely weak. “It was a classic ‘He say, she say,’” he said.

Officer investigated for shooting teen By Ken Watts
DeKalb Police are investigating the shooting of a 16-year-old boy on Nov. 20 by an officer at the Citgo gas station on Columbia Drive in Decatur. Spokeswoman Mekka Parish said the police officer responded to a suspicious person call from the gas station near the I-20 ramp at noon. On arrival at the scene, she said the officer detained two people and called for backup. “As backup arrived, the officer was search-
ing one of the detainees who began to struggle with her,” Parish said. “She drew her Taser and fired but missed. The suspect tried to grab the officer’s Taser and struggled with her before the officer shot him once in the leg.” The second detainee was not involved in the struggle, police said. Parish said the wounded teen was transported to the hospital. There was no word on his condition or possible charges. The officer was not injured and her name was not released. She will remain on routine administrative leave until the investigation is completed.
Shakur is an ex-Black Panther and escaped prisoner living under political asylum in Cuba. She was charged in several crimes including the shooting death of a New Jersey state trooper in the 1970s. Abiodun, a former Black Liberation Army member, was active in the New African Independence Movement in the United States in the 1970s. She also lives in Cuba. DeKalb Recorders Court has a new look, no case backlog By Jennifer Ffrench Parker
When Chief Judge Nellie Withers was appointed to the DeKalb Recorders Court four years ago, there were three courtrooms and a backlog of 100,000 cases. Some of those cases dated back to the mid-1980s. Today, the court that tries traffic, property and code violations has five courtrooms and no case backlog. Most importantly, Withers says that traffic violators can now expect their cases to be resolved in 45 days. “Today, we are very pretty efficient,” she said. “We are trying people with tickets that were issued this year.” In 2010, she said the court was trying tickets that were 3 and 4 years old. Today, they have 500 to 1,000 cases to be scheduled for trial, compared with 30,000 waiting for arraignment in 2010. The Court, at 3630 Camp Circle in Decatur, handles misdemeanor traffic, shoplifting, possession of alcohol by minor , and possession of marijuana and all ordinance violations in the county’s unincorcorporated areas.. With five courtrooms in operation, Withers said the court is now trying 1,000 cases a day and the goal is to try all cases within 45 days of tickets being issued. “We don’t reset cases,” she said. “People are required to pay.” On Nov. 21, Withers and Interim CEO Lee May hosted a ribbon-cutting ceremony to signal the culmination of a $4 million transformation that took place under her leadership. Withers said the funds, approved in 2010 by the DeKalb Board of Commissioners, paid to reconfigure the space inside the building to create the extra courtrooms, move back the cashiers windows to create the lobby, and relocate the court’s warrant section next door to the DeKalb Police Bobby Burgess Building. Withers, who was impatient with the slow pace of government, created the first new courtroom in 2011 out of the storage room that once housed boxes and boxes of backlogged tickets. Members of her staff cleared the room of the boxes and shelves, painted, and salvaged furnishings from the Juvenile Court to create the courtroom that helped her to run an additional 500 cases a week. Between 2010 and Nov. 20, 2013, Recorders Court closed 664,701 cases and collected $113.6 million in fines. In the three years

before her arrival, it closed 409,186 cases and collected $64.7 million in fines. The county is now installing a new $1.9 million case management system that Withers says will render the court paperless. She said the Police Department is already electronically filing 40 percent of the tickets it writes, and the goal is to get to 100 percent. “Electronic filing eliminates opportunities for date entry errors that could reflect negatively on defendants,” she said. The court also has streamlined its operations. Withers says Code Enforcement cases are tried on Tuesday, and on Wednesday they have HDPI Court, a Homes Diversion Pilot Initiative for repeat offenders who are primarily homeless veterans and people with mental health and substance abuse issues. She said they are offered treatment options and other resources to help them get back on their feet.

With changes made by the Board of Commissioners for handling civil code, Recorders Court no longer has to dismiss code violation cases. If violators don’t show up in court, Withers said the court puts liens on their property, “They are responding to a lien on their property,” she said. Looking back to where the court has come from, Withers said it’s quite amazing. “It’s mind boggling how much work we have done,” she said. “Everybody here got behind it, and everybody worked very hard.” The completion of the installation of the case management system is a year away, but Withers’ four-year terms ends on Dec. 31. To serve another term, she must be reappointed by the Board of Commissioners. She said Tuesday that she doesn’t know if she will get a second term. “I am not worried about it,” she said. “But I would like to finish what I started.”

Heat oil with garlic over mediumhigh heat in a large skillet or pot. Add cabbage and sauté until it starts to wilt. Add salt, pepper and paprika and stir well. Stir in honey to coat and serve.
Chimichurri Potato Salad
Rosemary Garlic Black-eyed Peas ½ cup olive oil 2 sprigs fresh rosemary 2 garlic cloves, mashed 1 bag frozen, cooked blackeyed peas In a medium-sized pan, slowly heat oil, rosemary and garlic over medium-low heat until garlic begins to sizzle and starts to brown. Turn up the heat and carefully add the black-eyed peas. Continue cooking until peas are tender. Season with salt and pepper to taste.
For the salad 1 pound Yukon Gold potatoes 1 pound baby red potatoes 1 tablespoon olive oil Salt and pepper Chimichurri (recipe to follow)
For the chimichurri 1 cup fresh Italian parsley (packed) ½ cup fresh cilantro (packed) 2 tablespoons fresh oregano 2 large garlic cloves
Sweet Potato Soup 2 tablespoons (¼ stick) butter or olive oil 1 cup chopped onion 2 small celery stalks, chopped 1 large garlic clove, chopped 1½ pounds sweet potatoes (yams), peeled, cut into 1-inch pieces (about 5 cups) 4 cups chicken stock (or vegetable broth) 1 cinnamon stick ¼ teaspoon ground nutmeg 1½ cups half-and-half (or milk substitute) 2 tablespoons maple syrup
½ cup olive oil 1/3 cup red wine vinegar ½ teaspoon crushed red chile flakes ¼ teaspoon ground cumin
Melt the butter in a large, heavy-bottomed pot over medium-high heat. Add the chopped onion and sauté for about 5 minutes. Add chopped celery stalks and sauté about 5 minutes. Add garlic and sauté 2 minutes. Add sweet potatoes, chicken stock, cinnamon stick, and nutmeg; bring to boil. Reduce heat and simmer uncovered until potatoes are tender, about 20 minutes. Remove cinnamon stick and discard. Working in batches, puree soup in blender until smooth. Return to pot. Add half-and-half and maple syrup and stir over medium-low heat to heat through. Season soup to taste with salt and pepper. (Can be prepared a day ahead.)
Prepare the chimichurri sauce by combining chimichurri ingredients in a blender. Blend until smooth. Cover and set aside. Bring a large pot of salted water to a boil. Wash the potatoes, and cut them into 1½-inch chunks. Cook for about 6-8 minutes, or until just fork tender, then drain completely and set aside to cool completely. Combine the potatoes and about 1/3 cup of chimichurri sauce and fold together gently. Garnish with extra chimichurri and herbs, and serve as an entree or side.

Salem Middle students show love to family hit by tragedy By Ken Watts
When Yolanda Jones and her children Stephon and LaToya were honored last week by eighth-grade students at Salem Middle School in Lithonia, there were very few dry eyes in the room. Jones and her children were on the receiving end of a lot of love from the students because the family lost 5-year-old Autumn Saniya Mack in a tragic accident on Halloween night while they Autumn Mack were trick-or-treating. Autumn slipped away from her mother and was struck by a minivan on Pepperdine Drive in Decatur. She died a short time later at the hospital. The accident happened just a block away from Chapel Hill Elementary where Autumn was a student. The driver was not charged. Moved by the tragedy, classmates of Autumn’s brother and sister created handcrafted sympathy cards for them and collected cash, which they stuffed into a mug for the family. Their kindness brought the grieving mom to tears. “We appreciate everything that everybody’s been doing,” she said during the presentation ceremony in the school’s Yolanda Jones media center. “We know we have a little angel watching over us.”

Jones said parents, children and siblings should share their love every day before they leave home. She said the loss has hit the family hard but they’re coping. “Please watch out for these two,” she said, motioning to Stephon and LaToya, who attend 8th and 6th grade at Salem Middle. Afterward, the students showered her with hugs.
Jones, who is a medical assistant, said she and her children moved to Ellenwood in April from Augusta. “We don’t know a lot of people here so it means a lot to us that the community has reached out to us,” she said. Tuqwan Taylor, the school’s assistant principal, said he believes the experience, though emotionally challenging, was a teachable moment that will help the stu-
dents grow. “This helps them think beyond themselves for a minute,” he said. Jones said she did not have life insurance on Autumn and the family still faces huge expenses from the funeral, burial and hospital. A memorial fund has been set up at Wells Fargo Bank in the name Autumn Saniya Mack. Contributions can be made at any Wells Fargo branch.
Student, adults injured in crash involving DeKalb school bus By Ken Watts
The front of a DeKalb County school bus was heavily damaged in a Nov. 20 collision with a vehicle on Clifton Church Road. A Cedar Grove High student and the drivers were hurt.
A Cedar Grove High School student and two adults were rushed to the hospital after a DeKalb Schools bus and a Chevy Impala collided on Nov. 20 on Clifton Church Road. Students who were on board the bus say it could have been a lot worse if it hadn’t been for the skill of driver Tiffany Whitfield who kept the bus from flipping over. Most of the 17 students were not hurt, but a parent took one girl to the hospital with a foot injury. Whitfield and the Impala’s driver, Lisa Grier of Atlanta, were transported by ambulance. “Their injuries were not believed to be life-threatening,” said DeKalb Fire Capt. Eric Jackson. The crash at Clifton Church Road and Sugar Creek Cove crumpled the car so badly that emergency crews had to free Grier from the wreckage. The left front of the bus was heavily damaged. Police cited Grier for failure to maintain a lane. Students say she slammed into the bus after swerving to miss another vehicle. Whitfield was able to steer the bus off the road and into the woods after the impact, narrowly missing a telephone pole.

Wells Fargo’s donations have exceeded $1 million since the giving program started five years ago. Saint Philip is holding its popular free shredding event from 9 a.m. to 1 p.m. on Nov. 30 in the parking lot facing Candler Road.
Wells Fargo funds DeKalb groups Camp Sunshine and the Women’s Resource Center were among 23 DeKalb nonprofits that received $1,000 from Wells Fargo Bank during its recent annual Days of Giving. Camp Sunshine enriches the lives of children with cancer and their families through recreational, educational and support programs. The Women’s Resource Center to End Domestic Violence provides emergency shelter and services to battered women and their children and works to change attitudes through education and advocacy. The DeKalb organizations were among 12 DeKalb groups that received $1,000 checks on Oct. 29 at Wells Fargo’s community breakfast at the Evergreen Marriott Resort in Stone Mountain Park. Metrowide, the bank donated to 240 groups. The other DeKalb recipients include Beverly Cunningham Outreach Program, Center for Pan Asian Community Services, DeKalb Initiative for Children and Fami-

Civil rights icon Rev. C.T. Vivian received the nation’s highest civilian award from President Barack Obama on Wednesday. Vivian, 89, was honored in the East Room of the White House with 15 other luminaries, including former President Bill Clinton, media mogul Oprah Winfrey and baseball legend Ernie Banks. The White House citation read before Obama draped the red, white and blue medal around his neck called Vivian “a stalwart activist on the march toward racial equality.” “Whether at a lunch counter, on a Freedom Ride, or behind the bars of a prison cell, he was unafraid to take bold action in the face of fierce resistance,” it said. Obama said that in America’s quest for civil rights in the 1940s through the 1960s, “time and again Reverend Vivian was among the first to go in. And now, at the age of 89, he is still in the action, pushing us closer to our national goals.” Vivian said he has collected “stacks” of awards over the years, but he hopes this one will help draw attention to the causes to which he has devoted his life.

“People will listen that wouldn’t otherwise listen and that’s what’s important,” he said. “If it doesn’t help you help somebody, then it might as well not be there.” After the White House ceremony, he added: “It’s like the laying on of hands, when the nation says that you have served well.” Vivian, who was born in Howard, Mo.,
While studying for the ministry at Nashville’s American Baptist College in 1959, Vivian worked closely with the Rev. James Lawson, a Methodist minister who trained him and others to resist people who opposed their desegregation efforts. Their work eventually led to the removal of “colored” and “white” signs above public drinking fountains in Nashville. In 1960, Vivian became part of Dr. Martin Luther King Jr.’s executive staff at the Southern Christian Leadership Conference in Atlanta – a group he now leads as interim president. By 1961, Vivian was a pastor and editor for a Baptist Sunday school publication. That year he became one of the first Freedom Riders to travel by bus from Nashville to Jackson, Miss., where he was arrested and beaten. The incident that brought him international news coverage came in 1965 during a confrontation in front of a Selma, Ala., courthouse when Sheriff Jim Clark blocked civil rights activists’ attempts to register to vote. Vivian, who was struck and bloodied, did not back down, telling Clark: “If we’re wrong, why don’t you arrest us?”
