$900,000 COPS grant to field 10 more officers DeKalb County Police Department will be able to hire 10 more police officers because of a $920,000 grant from the US Department of Justice’s Community Oriented Policing Services office. The grant, announced by 4th District U.S. Rep. Hank Johnson on Oct. 4, is part of $125 million awarded to 263 cities and counties to create 937 law enforcement positions. Nearly $45 million of the amount will fund 356 new school resource officer positions. Johnson, who has voted to protect the COPS program against budget cuts and provided a letter of support for the DeKalb COPS grant, said the DeKalb funds will help

protect our children while they’re at school. “There isn’t anything we do that is more important than supporting local law enforcement and giving them the tools needed to keep our communities safe,” he said in a statement. U.S. Attorney General Eric Holder said that in the wake of past school Hank Johnson tragedies, it’s clear that America must be willing to take all possible steps to ensure that kids are safe when they go to school, especially in a time of increased

challenges and limited budgets. “These critical investments represent the Justice Department’s latest effort to strengthen key law enforcement capabilities and to provide communities with the resources they need to protect our young people,” he said. “Our top priority must always be the safety and well-being of our children.” DeKalb Police Chief Cedric Alexander said the COPS funding would go a long way in boosting the county’s law enforcement efforts. “The continued support from our federal partners strengthens the efforts of this department to protect the community, and

additional officers on the street is a crucial component to combating crime,” he said. Since 1995, the COPS program has invested more than $180 million in Georgia law enforcement agencies. The funds were used to hire more than 2,500 officers and provide more than $25 million in technology upgrades. Since 2007, Johnson, whose district includes much of South DeKalb as well as portions of Rockdale, Newton and Gwinnett counties, has helped his district receive nearly $5 million in COPS grants used to hire more than 30 officers. In 2012, he helped Newton get a $900,000 grant for seven officers.

Protestors to Congress, ‘shut down the shutdown’ Protesters at CDC urge GOP to end fight over funding By Ken Watts

A coalition of civil right activists, union members and federal employees protested the weeklong government shutdown that is crippling the country outside the Centers for Disease Control and Prevention on Oct. 8. The group of 30 people carried placards and chanted “Shut down the shutdown.” State Sen. Gail Davenport, one of the protesters, said enough is enough. “We’re calling on all Georgians and all citizens of the United States to have a long memory come 2014,” said Davenport, whose District 44 includes South DeKalb. “We don’t Gail Davenport want you to forget all of the people who are playing games with our lives and with our babies’ lives.” The protest, which was the first in DeKalb County against the federal government’s funding battle that closed down federal government offices on Oct. 1, was staged by the Rev. Jesse Jackson’s Rainbow PUSH coalition. Republicans and Democrats, who couldn’t agree on a spending plan for the fiscal year, forced the shutdown. More than 800,000 federal workers, including 97,000 non-military federal employees in Georgia, are furloughed. Demonstrations took place simultaneously in New York, Washington, Chicago and Miami. The DeKalb picketers, who demonstrated for 30 minutes at the corner of Clifton Road and CDC Parkway, included Rainbow PUSH supporters, members of the American Federation of Government Employees, and a handful of CDC employees. Cedric Andrews, a 37-year CDC employee, was among those furloughed by the political stalemate.

“This is all about the Republicans wanting to kill Obamacare,” he said while on the picket line. “It’s all because there are a few people up on Capitol Hill who want to hold the rest of us hostage.” Davenport called on the GOP leadership in the House of Representatives to stand up to the Tea Party by funding the government without the Republican amendment that would defund the health care law. Rainbow PUSH Atlanta’s executive direc-

tor, Janice Mathis; state Rep. Tyrone Brooks; and AFGE National Vice President Everett Kelly also blamed House Republicans for the shutdown. Kelly said the Affordable Care Act, which passed in 2010, is the law of the land. “They should fund that law,” he said. “I’m certainly upset and everybody I represent is upset, and we’re gonna try and make a difference come election time.” Mathis said protesters are hoping to en-

courage public pressure on Congress to fund the government. “Sometimes you have to talk directly to the American people above the heads of the elected officials,” Mathis said. “Sometimes elected officials don’t understand.” She said Washington elected officials have been “inside the Beltway” for so long they’re isolated from the concerns of ordinary people and they forget. “So we’re here to remind them.”

Board extends contract; Thurmond now superintendent By Ken Watts

After eight months on the job, Michael Thurmond can ditch the word “interim” and is now the district’s third superintendent in three years. The DeKalb School Board voted unanimously at its Oct. 7 meeting to extend his contract to June 30, 2015. Dr. Melvin Johnson, the board’s chairman who pushed the vote to make Thurmond the superintendent, was happy with the results. “Mr. Superintendent, congratulations,” he said to loud applause from the audience. “You are no longer ‘interim.’ You’re a superintendent.” Thurmond said he is pleased to stay in DeKalb. “I want to express my appreciation to the board for its trust in me and, more importantly, trust in the men and women I work with every day.” he said. “I have been thrilled and delighted to be surrounded by some of the hardest-working educators anywhere in the state or the nation.” Thurmond’s interim contract was set to expire on Feb. 8, 2014. Though he had committed to serving for one year, Thurmond, a lawyer, former state representative, former state Labor Commissioner, former head of the state Division of Family and Children Services, author, and college professor, changed his mind. Many parents were glad that he did. “He’s stepped up and he’s done the job,” said Emma Jean Archer whose son attended Rainbow Elementary and Lakeside High.

Thurmond’s contract with the district continues his $275,000 a year salary and $2,600 in “routine expenses.” Before the vote, Johnson said that in the short time he has been on board, Thurmond has brought badly needed stability to the district and

strengthened its efforts to regain full accreditation after the Southern Association of Colleges and Schools placed the district on “accreditation probation” on Dec. 17, 2012, citing inadequate governance. Dr. Mark Elgart, CEO of SACS parent company AdvancED, told the board on April 3 that keeping steady leadership is key to making progress. “You cannot have the superintendent position be a rotating position,” he told the board, which Mark Elgart includes five members appointed by Gov. Nathan Deal. “You cannot have it constantly going in and out based on political differences. If you have the right person, you need that person in place for a longer time to make a difference in a system of this magnitude and complexity.” Reacting to Thurmond’s contract extension Tuesday, Elgart said board members “need to continue their focus on improvement with sustained effort and stable leadership.” SACS will return in December to review the district’s status and determine whether to upgrade its accreditation. Thurmond, who has maintained that he wants to return to his law practice at Butler Wooten & Fryhofer, says the district continues to make strong progress toward regaining full accreditation and he does not envision staying beyond 2015. “This is my last extension.”

Former District 7 School Board member Donna Edler will get her day in court on Nov. 19. Edler, one of six De­ Kalb School Board members removed from office by Gov. Nathan Deal in February, appealed Deal’s decision on Aug. 29. In an Oct. 8 notice of hearing and briefing schedule, DeKalb Supe- Donna Edler rior Court Chief Judge Cynthia D. Wright agreed to hear the appeal at 2 p.m. in Courtroom 9G at the DeKalb Courthouse

in downtown Decatur. The hearing will be the first in a complicated series of legal steps that Edler hopes will lead to her reinstatement to the board. In the notice, Wright said that parties wishing to file briefs in support of their positions have until Oct. 28 to do so and that responses are due to the court no later than Nov. 11. Deal also suspended Sarah CopelinWood, District 3; Jesse “Jay” Cunningham, District 5; Dr. Pam Speaks, District 8; Nancy Jester, District 1; and Dr. Eugene Walker, District 9. away from loss of accreditation. Jester resigned from the board and did not seek reinstatement. In March, Deal appointed six replacement board members who joined three newly elected members. That board has been running the district. Brian Watkins, Edler’s attorney, said she is asking Wright to grant a temporary restraining order against Deal’s suspension. In her petition, Edler, who was elected to the board in 2010, said the governor violated her right to a seat on the board because she was “duly elected by the voters in her district.” “As an elected official, she doesn’t own a seat on the board but under the constitution, by virtue of being elected, she has a greater interest and right to it than anyone else,” Watkins told CrossRoadsNews on Oct. 8. Watkins said the state also failed to prove that Edler as an individual was responsible for the district’s lower accreditation and de-

served to be removed from office. “Under procedures provided by state law 20-2-73, the burden of proof is on the state,” Watkins said. “But the state flipped responsibility, putting the burden on the ousted members to prove that their reinstatement would enhance efforts to regain full accreditation.” If a temporary restraining order is granted, Watkins says he will then apply for a stay, followed by a final hearing in which he will ask the judge to vacate the governor’s executive order that removed Edler from office. Edler, who was battling cancer when she was elected to the board, said on Wednesday that she has a strong case and is looking forward to her day in court. Her husband, Darryl, said they’re both up for the challenge. “The issue is the injustice that has occurred,” he said. “This is an opportunity to make things right for her and for the public’s voting rights.”

District 3 DeKalb Commissioner Larry Johnson wants a fourth term in office. Johnson, who has been in office for 11 years, kicked off his re-election bid on Oct. 10 with a rally at the Porter Sanford III Center for the Performing Arts in Decatur. He told a lunch-hour crowd of about 50 supporters outside the center that he’s getting an early start because of a federal court order that may affect Georgia’s 2014 election dates. Johnson, who was Larry Johnson elected in 2002, was unopposed for his second and third re-election bids. At press time Thursday, he had no announced opposition. He told supporters that his re-election campaign will focus on youth recreation and development programs as a crime prevention measure, economic development in South DeKalb, education initiatives, public safety improvements, and strengthening county services. He said DeKalb County is about to experience a renaissance. “We’ve been through two wars, the Wall Street crash and a recession. But now the economy’s coming back, we have a $30 million in reserve, and we can leverage resources to accomplish some positive things,� he said. Johnson cited the county’s current $7 million renovation of the Candler Road corridor and plans to hire 480 police officers and 300 firefighters in the next three years as examples of progress. And to me that is the truest form of public service to know the district where you live and the people you serve.� Because of the expected federal ruling, Johnson and other candidates may have to adjust their fundraising and campaign schedules. On July 11, U.S. District Judge Steve Jones ordered Georgia’s federal primary elections for U.S. House and Senate moved up from

July 20 to May 20. Jones made the ruling in a federal lawsuit that asked for at least 45 days between the primary and runoff to allow more time for military and absentee ballots to be distributed and returned. Maxine Daniels, DeKalb’s election supervisor, said Thursday that the state will likely follow suit to avoid the cost of administering additional election days. “If we don’t move the local elections up to the new federal dates, we’ll end up holding primaries and runoffs on four days instead of two,� she said. “It costs the county between $300,000 and $500,000 to administer an election.� Daniels said the Georgia General Assembly has to decide in its 2014 session whether to change state law to allow counties to follow the new dates.

Travel time charts I-120/I-285 CD lanes successes Three months after they opened to motorists, the I-20/I-285 collector-distributor lanes in south DeKalb County have reduced rush-hour backups 56 percent to 195 percent. The Georgia Department of Transportation said the lanes, built at a cost of $31 million, are delivering huge “bang for the buck.” The lanes, which took 40 months to construct, opened to traffic on June 26. Russell McMurry, GDOT’s chief engineer, said they are seeing great benefits in time savings and improved mobility through the I-285/I-20 interchange. “We expected improvement, but the actual numbers go way beyond our expectations,” he said. “During rush hour, travel in the new eastbound CD lanes from Columbia Drive to east of Panola Road has been reduced from 18.3 minutes to only 6.2 minutes – a 195 percent improvement.” McMurry says a travel-time saving of 10 minutes or more is very significant and meaningful for everyone. The 4.5-mile project, stretching from the I20/I-285 interchange east to Panola Road, uses use a 1.2-mile barricade to separate merging traffic from I-285 and through traffic on I-20 eastbound. It also doubled the number of lanes exiting at Wesley Chapel Road. GDOT board member Robert Brown called

the improvements “off the charts.” “We hoped we might see improvement in excess of 56 percent, but 195 percent is off the charts,” he said. Brown, who drives the corridor almost daily and sees the improvement firsthand, said he

Ron Sailor Sr., pastor, pioneering broadcaster By Ken Watts

Legendary Atlanta radio and television personality Ron Sailor Sr. died Oct. 6 of a heart attack on his way to Christ the King Baptist Church in Dacula where he was pastor. He was 61. As a journalist and media commentator, Sailor, a former South DeKalb resident, was honored with seven Emmy Awards for outstanding performance in television. He also was named outstanding commentator in the southeastern United States three times. In the 1980s, Sailor became the first African-American to serve as commentator for the evening news at a major Southern television station, WSB-TV, and the first black journalist to anchor an afternoon television program in Atlanta when he hosted “Backtalk” on WXIA. His breakthrough came during the “Missing and Murdered Children” case in the early 1980s. With Atlanta gripped by the killings of 29 African-American children and young men between 1979 and 1981, Sailor co-hosted on WSB a late-night update on developments in the case that caught on with viewers. Maynard Eaton, a reporter at WXIA from 1978 to 1989, remembers Sailor as a tough competitor and a trailblazer. “When you think about it, Ron was one of the first multi-platform journalists,” Eaton said. “He was in the newspaper, he was on the radio and on television, and at one point he was doing them all at the same

time. We were competitors, but I always had the utmost respect and admiration for Ron.” In the early ’90s, Sailor went on to a career in radio as a host for what was WIGO-AM and reappeared on TV a couple of years later as a general assignment reporter for WXIA/Channel 11. Sailor worked for CBS RadioWAOK 1380 in 1971 and again in 2002 when WAOK switched to a news talk broadcast format. At the WAOK Truthy Awards and Radio Legends Ball, Sailor thanked other radio legends for

giving him his radio education. “I stand on the shoulders of a lot of people like Ben Haley, Gene Michael, Zilla Mays, even Jivemaster, Esmond Patterson, Harrison Smith, and Brother Bob McKee who were gracious enough to pass the torch on to me when I was 18 years old,” Sailor said. Sailor retired from television and radio in 2000 to focus on his ministry at the former Appalachee Baptist Church, now Christ the King, in Dacula. A few years later, Sailor’s name was thrust back into the public

sphere when two of his sons from his first marriage found themselves in legal trouble. His oldest, Ron Sailor Jr., a former state representative, pleaded guilty to money laundering in 2008 and received a five-year sentence. Four years earlier, another son, Antony Sailor, pleaded guilty to strangling his stepmother’s niece and was sentenced to life in prison. In a 2008 interview, Sailor said he spent agonizing moments wondering whether his sons’ troubles were the result of something he did or didn’t do as a parent but concluded that they made their own choices. “What adults do is the result of what adults do,” he said. “Ron’s decisions were Ron’s decisions. Tony destroyed a life and ruined a life – the life he ruined was his.” Sailor, who lived in Buford, was pastor of Christ the King for nearly 20 years. He was consecrated to the office of bishop in 2008 by Bishop Paul S. Morton. Sailor recently had stepped back from much of the day-to-day leadership at the church, said his wife of 13 years, the Rev. Dr. Marion Sailor, who had been pastoring the church since February. Also surviving are two more sons, two daughters, a grandson and other relatives. Sailor’s funeral takes place Oct. 12 at 11 a.m. Burial follows in the church cemetery. Willie A. Watkins Funeral Home, Historic West End Chapel, is in charge of arrangements. Stonecrest businesses want a MARTA rail station at or near the Mall at Stonecrest and the positive impact it would have on the area’s economic development. They made that known Oct. 9 when MARTA’s CEO Keith Parker came calling. After listening to Parker speak about the transit authority’s plans for metro Atlanta, the group of business owners showed him an artist rendering of what the rail station could look like in their Stonecrest Livable Centers Initiative PowerPoint. The station they would like is inspired by one in Europe. The group of 20 business owners from the area surrounding the mall also told Parker that they want MARTA’s proposed east line extension to the Stonecrest area to be a priority. During his hour-long talk, Parker told them that MARTA has a $1.9 billion project on the drawing board for South DeKalb that is a combination of heavy rail and bus rapid transit. “The east line would extend from Indian Creek station, travel south on I-285, loop east to a station at Wesley Chapel Road, then go east along I-20 to Stonecrest,” he said. The bus rapid transit portion of the plan would carry commuters west along I-20 to downtown Atlanta. Parker said neither component has funding right now. “MARTA is recovering from a crippling recession with no help from the state and with only two counties – DeKalb and Fulton – providing tax support,” he said. Still, Parker said cost-cutting measures have turned the agency’s finances around and the transit system is making improvements that he thinks will attract new riders and raise revenues. “We’re investing in our employees, giving them raises for the first time in years,” he said. “We’re improving safety measures with a new See & Say app that riders can

download to their smartphones so they can discreetly report crimes on MARTA vehicles,” Parker said. “And we’re launching a Code of Conduct, what I call the ‘No Knuckleheads’ rules, against rude or dangerous behavior on MARTA trains and buses.” Offenders will be subject to suspension from MARTA services or banned outright. MARTA Senior Project Manager Janide Sidifall said that proposed east line rail and BRT projects are undergoing environmental assessment studies that have to be done to qualify for federal funding. “So when the money becomes available we’ll be ready,” Sidifall said. South DeKalb business and community leaders, including those at Stonecrest, are worried about MARTA’s recently announced plan to expand its north line along Ga. 400 from Northsprings station in Dunwoody to Windward Parkway in Alpharetta. A Sept. 26 public hearing on that plan drew a crowd of about 150 people. There’s community concern that the northside plan might leapfrog the east line and get built before the South DeKalb project. Parker acknowledged that “community enthusiasm makes an impression on government officials and investors.” Stonecrest Business Alliance member Sam Armstrong, who co-owns the Spa at Stonecrest with his wife, Dr. Chandra Britt Armstrong, said that South DeKalb has been waiting for a long time for expansion of MARTA services. “Nothing’s ever happened for us,” he said. Wesley Dowdy, the alliance vice president, said he was encouraged by Parker’s presentation and still holds out hope that the east rail line will get built. “We will continue to work toward rail service because the business community can see the potential economic benefit,” said Dowdy, vice president of Duke Hospitality, operators of the Hyatt and Fairfield Inn at Stonecrest.

CME bishop Cleland to address plight of homeless vets for Ousley’s Women’s Day Bishop Teresa Snorton, presiding prelate of the 5th Episcopal District of the Christian Methodist Episcopal Church, will be the guest speaker at Ousley United Methodist’s Women’s Day Program on Oct. 20. The theme is “The Help: Women of Ousley Serving Our Savior.” It begins at 10 a.m. in the sanctuary of the Lithonia church. Mia Evans Buckner, Women’s Day chair, said Snorton’s message Teresa Snorton will emphasize that with God’s help, the Women of Ousley can strive to serve like the women of the Bible – Ruth, Naomi, Esther, Hannah, Deborah, Mary and Martha. “The Women of Ousley embody strength, bravery and tireless service to our community and will join the influential legacy of God’s Help: Women Serving Our Savior,” she said. FAMU alumni to support Marching 100, honor Champion By Vince Bailey Jr.

When Florida A&M University’s Marching 100 Alumni Band members get together, it’s like a great big family reunion. “It’s fun and constant laughing,” said Lenise Bostic, a piccolo player who is quick to announce that “my piccolo section is the best section on earth.” After a two-year hiatus, the alumni band will be back in action for the Rattlers’ Oct. 19 homecoming game against the Howard University Bison in FAMU’s Bragg Memorial Stadium. On Oct. 17, Bostic and her husband, Cory, also a FAMU graduate and a trumpet player, will head down the road to Tallahassee for the festivities. They will be up early on game day, decked out in the orange and green alumni sweat suits and 100 T-shirts and caps for the parade that starts at 8 a.m. During the game that kicks off at 2 p.m., they will duel the Marching 100 before playing together during halftime. “It will all be in fun,” Bostic said. “But we will show them that the old folks still have it.” The Lithonia couple are among 45 metro Atlanta alumni making the trip this year to help welcome back the Marching 100 after a two-year suspension following the death of drum major Robert Champion in a hazing incident. Champion, a Southwest DeKalb High School graduate, was severely beaten on the

band’s charter bus after the November 2011 Florida Classic weekend in Orlando. A dozen band members who played with Champion are facing criminal charges and up to 15 years in prison. His parents, Pam and Robert Champion, have sued the college. Bostic said the alumni band will play to honor Champion’s memory and to help their school move on. “We were saddened and pained by what happened to Robert,” she said Tuesday. “Those 12 people made a horrible decision on that bus. But that is not what the 100 is about.” Bostic, who helped organize the alumni band members for the trip, said the Marching 100 is about love and laughter.

“We own what happened,” she said. “We are going to make sure it never happens again, and we are never going to forget Robert.”

‘We have got to learn from this’ Since mid-September, the Atlanta group has rehearsed at various high schools. On Oct. 5, they gathered at Martin Luther King Jr. High School in Lithonia for a three-hour practice session. Ten people showed up. Bostic, the Atlanta chapter’s vice president, said 45 people, including several from South DeKalb, have committed to go to homecoming and to attend at least one rehearsal session. Each Saturday, up to 25 people show up at practice. They also prac-

tice on their own. In past homecomings, about 400 have performed in the alumni band. Bostic thinks that this year the group is going to be much bigger. “We never know how many until we get there,” she said. “We are all extremely excited that the 100 is back. We are just happy to have the band back.” In the wake of Champion’s death, student enrollment dropped by 1,000 and the school suffered a $60 million loss. To help rebuild enrollment, on Sept. 27, FAMU interim President Larry Robinson awarded more than $1 million in scholarships to 36 metro Atlanta seniors, including two from Southwest DeKalb High School in Decatur. Ellis Gainey, the Atlanta alumni chapter president, said the chapter is doing all it can to help reinforce good behavior among prospective FAMU recruits. He said they have hosted workshops and clinics for local high school students. “We are teaching them how to lead a band and what positive leadership looks like,” he said. Bostic, who is an assistant principal at Fred Armon Toomer Elementary in Atlanta, said alumni are working to improve FAMU’s image and help it move on from what happened to Champion, whom she met for the first time in 2011. “We have got to learn from this,” said Bostic, who has eight children of her own. “We have to grow from this.” to learn more!
