1.0

PROCESS

The Excess Moisture Economic Stimulus Program is a onetime program established to provide economic stimulus to Manitoban communities affected by excess moisture in 2011. Its purpose is to support projects that are intended to restore economic activity or strengthen and diversify economic activity. The Town of Souris applied for and received a grant to conduct an intensive community consultation process towards the creation of a long term development plan for Victoria Park. This 50-acre, downtown park had been diversify this regional attraction, while also recognizing the its economic and emotional value to the community. The Town of Souris issued a “Call for Proposals” and selected the joint submission from Crowdbrite of San Francisco and Hilderman Thomas Frank Cram (HTFC) of Winnipeg. The contracted tasks included:

Throughout the project, a combination of high tech and “high touch� approaches were used to engage the community of Souris and the Parks Board to co-create a plan for the park. The image below outlines the three step approach used by the consultant team.

Several weeks after the workshops a large poster copy of the Alternative Futures: Preliminary Park Development Plan and comment sheets were posted at the help identify their priorities. how to comment online, through email, in person, or in writing. The online public voting resulted in a total of 94 votes and 17 unique comments (votes were limited). In their voting the public emphasized not to overplan the park, but to make selective, strategic investments. By the end of the public input there was a total of 111 comments/votes and 72 hours spent on online review.

2.1

ONLINE COMMUNITY CONSULTATIONS

park in Manitoba.The project kicked off with a youth challenge, where the Grade Six class was taught how to use Crowdbrite, an online crowdsourcing platform that focuses on collaboration, design, and the creation of new ideas. This class then served as ambassadors for the project to other school children, in an effort to get commentary on the park from the youth. On-line, interactive “canvases” of Victoria Park and analysis photographs were available to the community on the Crowdbrite website two weeks prior to the public consultations. The community was asked to add their own comments to the canvases, as well as comment on other people’s ideas regarding their favourite places and activities. The canvases became a brainstorming tool, helping residents explore the possibilities (both old and new) that could be accommodated within the Park. They also functioned as a storytelling device where the community shared the history of the Park, as well as cherished memories within it. By the time the in-person workshops began, over 250 issues and ideas had been posted to the on-line canvases by the community, dealing with attractions, park elements, landscape, policy/program, built environment, and infrastructure. The majority of comments were regarding landscape features, followed by attractions and park elements. These comments would highlight for the consultants, before visiting the community, which park elements residents used most and considered to be most important.

2.2

VISION AND ALTERNATIVE FUTURES WORKSHOPS

Vision Statement At the conclusion of the second workshop, discussion group leaders offered this vision statement for the project: “To renew the beauty, vitality and usefulness of the park while retaining its natural attractiveness.” The consultant team led two public workshops in Souris in late April, 2012. More than 44 people participated in the Vision Workshop on April 23rd and discussed the important historical aspects of the park, and ideas for a long term sustainable vision. Working in teams at tables participants reviewed the Vision Plan commentary that informed the plan. Table facilitators were trained to use iPads loaded with Crowdbrite software to capture the ideas and help to make sure everybody had a chance to provide input and share their ideas. During the day on the 24th, community members were encouraged to drop in and visit with the design team as they worked on the plan. In the evening the consulting team also had a dinner and strategy session with the Parks Board. They invited stakeholders to review and discuss the results of the Visioning Workshop and applied their input and guidance as they completed the plan for the park. At the Alternative Futures Workshop on April 25th the consultant team shared the proposed Alternative Futures: Preliminary Park Development Plan. It was created from a synthesis of community, Parks Boards, and stakeholder input. The 40 participants gave input and commented on the draft plan. There was general support for the design ideas presented and strong consensus that the development plan should achieve three primary goals:

As shown on the Alternative Futures: Preliminary Park Development Plan the park is divided into four (4) quadrants corresponding to current uses and landscape types, as shown on the previous pages. Each quadrant has its own ‘story’, subregions, and suggested enhancements, as described below.

ZONE 1: NORTH QUADRANT DESIGN STRATEGY

Strategy: Preservation and Enhancement

Existing conditions in Zone 1.

The “Bowl” is the park’s main civic space and a key visual and pedestrian gateway. The Sanctuary is Souris’ iconic home for migrating and exotic birds. Potential enhancements include a promenade overlooking the park along Crescent Avenue, toboggan chutes, an outdoor movie screen integrated into the new barn, adjustments to the Sanctuary fence to provide better viewing, and space the Bowl.

The Zone 1 Design Strategy includes items such as a stairway integrated into the landscape, outdoor movie screenings, and Bird Sanctuary improvements.

ZONE 2: WEST QUADRANT DESIGN STRATEGY

Strategy: Manage and Build on Existing Attractions

Existing conditions in Zone 2.

This quadrant contains the campground and pool, and is the most intensively is pressure to expand both amenities. Expanding the campground to admit larger RVs risks changing its character and undermining its quality, so alternative sites within the park are proposed (see Zones 3 & 4). A new splash pad and other active uses like tennis will diversify the attractions in this quadrant, and heated washrooms will support winter uses, such as the skating loop. Bank revegetation, tree planting in the parking lot, and road realignment in the campground will improve the visitor’s overall experience.

The Zone 2 Design Strategy includes items such as realignment of campground road, new splashpad, and bank revegetation.

ZONE 3: EAST QUADRANT DESIGN STRATEGY

Strategy: Restoration, Phased New Uses, and Focus on Riverfronts

Existing conditions in Zone 3.

This zone includes the Elks Playground and the Girl Guides’ Garden of Youth. The vision for this area refocuses on the river and creek front, and offers improved boat launch facilities and a new trail connection to lesser known attractions south of the park (ex. the buffalo jump). Other proposed features include Sanctuary viewing stations, a barbeque shelter, beach volleyball, a nature playground with zip-lines and climbing walls, riverfront cabins/yurts and midsized serviced camper sites. Casual tent camping can be accommodated within designated areas near the creek.

The Zone 3 Design Strategy includes items such as tent camping, beach volleyball, and yurts along the river.

3.0 IMPLEMENTATION PLAN The measures described in this plan are intended to be implemented incrementally, allowing oppor tunities to evaluate, adjust, and refine the design to suit the Town’s needs and resources as they evolve over time. Some of the ideas may prove unfeasible for engineering or economic reasons. Other new ideas may arise that better fit the design strategies and vision for a par ticular zone. The vision is fixed, but its execution must remain flexible. For this reason, the individual projects within each zone have been sor ted and ranked below to assist the Town in selecting applicable projects based on timeline, cost, required skill set, and community impact.

4.0 CONCLUSION From April 6 to May 10, the Victoria Park Visioning, Restoration and Enhancement project stimulated 160 cumulative hours of online active participation and engagement, generating over 120 individual ideas, 223 votes, and 56 comments. Based on this and the information gleaned from the two workshops and Town of the community. The Plan offers a varied range of enhancement options for the Town to work toward over the next 20 years. Priorities will shift and unforeseen opportunities

leaders that Victoria Park is, by any measure, a superb and priceless asset for the Town of Souris. This conviction, and the need to protect those natural attributes that make it special, must guide all future enhancements and changes.

Comment Threads - We could easily make an intrepretive trail - starting at the Swinging Bridge, going back behind the Museum, down the Hill past the Pllum and into the Park, along the river, then up to the Lookout Tower, back to the Old Oak Tree and then up and around along Cres Ave back to the bridge - maybe have a second leg that goes across the bridge and over to the dam or towards the golf course.
