Fiscal Year (FY) 2010 Justice and Mental Health Collaboration Program Funding Results Scope of Program: The Bureau of Justice Assistance (BJA) is pleased to announce the release of funding results for the FY2010 Justice and Mental Health Collaboration Program. The purpose of this program is to: increase public safety through innovative cross-system collaboration for individuals with mental illness or cooccurring mental health and substance abuse disorders who come into contact with the justice system. BJA sought joint justice and mental health applications to plan, implement, or expand a justice and mental health collaboration program. The program encourages early intervention for these systeminvolved individuals; provides new and existing mental health courts with various treatment options; maximizes diversion opportunities for nonviolent system-involved individuals with MI/COD; promotes training for justice and treatment professionals; and facilitates communication, collaboration, and the delivery of support services among justice professionals, treatment and related service providers, and governmental partners. This solicitation for funding was released on February 9, 2010 and closed on April 8, 2010. Applicants were limited to states, units of local government, federally recognized Indian tribes, and tribal organizations. Review Process: BJA is committed to ensuring a fair and consistent process for awarding grants. BJA reviews the application to make sure that the information presented is reasonable, understandable, measurable, and achievable, as well as consistent with program or legislative requirements as stated in the solicitation. Applications are screened initially to determine whether the applicant meets all eligibility requirements. Only applications submitted by eligible applicants that contain all of the critical components of a grant application such as program narrative, budget and budget narrative and other required attachments will be evaluated, scored, and rated by a peer review panel. A peer reviewer is an expert in the field of the subject matter of a given solicitation. Peer reviewers’ ratings and any resulting recommendations are advisory only. In addition to peer review ratings, considerations may include, but are not limited to, underserved populations, geographic and topical diversity, strategic priorities, past performance, fiscal integrity and financial capability of applicants, and available funding. Absent explicit statutory authorization or written delegation of authority to the contrary, all final grant award decisions will be made by the Assistant Attorney General, Office of Justice Programs. Funding Sought and Awarded: BJA received 276 applications in response to the site-based solicitation, seeking a total of $50,921,113 in funding. BJA made 62 site-based awards for a total of $10,232,880 in funding. Based on the level of funding available, BJA made awards to approximately 22 percent of the applications received. In addition, BJA will supplement a FY 2009 competitive award to the Council of State Governments Justice Center to for the Justice and Mental Health Collaboration Training and Technical Assistance Program in the amount of $720,000 and for the Justice and Mental Health Collaboration State-Based Capacity Building Program in the amount of $823,759. Feedback and Technical Assistance for Unfunded Applicants: Applicants who did not get funding under the solicitation will receive written notification. The email will include written comments from the peer reviewers about the applicant’s submission, if the applicant was eligible and submitted a responsive application.
