Overview of JMHCP •  Increase public safety through innovative crosssystem collaboration for individuals with mental illness or co-occurring mental health and substance abuse disorders. •  The JMHCP is authorized by the Mentally Ill Offender Treatment and Crime Reduction Act (PL 108-414, here) and the Mentally Ill Offender Treatment and Crime Reduction Reauthorization and Improvement Act (PL 110-416, here). 5


Overview of JMHCP Program Uses: •  Providing appropriate services for system-involved individuals with mental illnesses. •  Providing specialized training programs for criminal justice and mental health personnel. •  Improving law enforcement strategies to respond to individuals with mental illnesses. •  Making available diversion options such as mental health courts, alternative prosecution and sentencing programs, pretrial services, or other court-based programs. •  Providing transitional services for those with mental illnesses who are incarcerated or reentering the community from a correctional institution. 6

Review of Solicitation: Eligibility •  Applicants are limited to states, units of local government, federally recognized Indian tribes and tribal organizations. •  Each applicant must demonstrate that the proposed project will be administered jointly by a criminal or juvenile justice agency and a mental health agency. •  Only one agency is responsible for the submission of the application in Grants.gov. This lead agency must be the state, unit of local government, federally recognized Indian tribe, or tribal organization. 8


Review of Solicitation: Eligibility •  A “criminal or juvenile justice agency” is defined as an agency of state or local government that is responsible for detection, arrest, enforcement, prosecution, defense, adjudication, incarceration, probation, or parole relating to the violation of the criminal laws of that state or local government. •  A “mental health agency” is an agency of state or local government or its contracted agency that is responsible for mental health services or cooccurring mental health and substance abuse services. 9


Review of Solicitation: Target Population •  Grant funds must be used to support a target population that includes an adult or juvenile accused of a nonviolent offense who: •  Has been diagnosed as having a mental illness or co-occurring mental health and substance abuse disorder. •  Has faced, are facing, or could face criminal charges for a misdemeanor or felony that is a nonviolent offense.

•  An individual’s past criminal history has no effect on present eligibility for JMHCP programs. 10


Review of Solicitation: Target Population •  Applicants should not work with a substance use population only. JMHCP funds are intended for use with a population with mental disorders only or cooccurring mental and substance use disorders. •  Justification must be included for selecting the target population, providing data on the needs of the target population. •  Total number of individuals the project expects to serve during the grant period must also be provided. 11


Review of Solicitation: Grant Categories Category I: Collaborative County Approaches •  Funding amount: $150,000 •  Project period: 24 Months Category I grants will support a targeted analysis of the prevalence of people with mental disorders in the local jail, a review of existing community resources, and identification and initial implementation of policy and practice changes to minimize contact or deeper involvement of these individuals in the criminal justice system. 12


Review of Solicitation: Grant Categories Category II: Planning & Implementation •  Funding amount: $250,000 •  Project period: 36 Months Category II applicants will complete an alreadyinitiated strategic plan for the criminal justice and mental health collaboration program, and then begin implementation of the plan during the project period.

Review of Solicitation: Grant Categories Category III: Expansion •  Funding amount: $200,000 •  Project period: 24 Months Category III applicants will expand upon or improve a well-established collaboration plan. Applicants must clearly demonstrate an expansion to the current functioning of an existing program.

Review of Solicitation: Program Narrative •  The program narrative must respond to Selection Criteria 1-5 listed on pages 28-31 •  Double-spaced, standard 12-point font, with 1 inch margins •  Page Limit for narrative: 15 pages •  Pages should be numbered: “1 of 15,” “2 of 15,” etc.

Review of Solicitation: Budget •  Applicants must submit a budget worksheet and budget narrative in one file as Attachment 4. •  For all applicants, include funding to support up to four staff (although we strongly suggest budgeting for four staff members) to attend a two-day grantee orientation meeting in Washington, DC. •  For Category 2 and 3 applicants, additional travel costs should be included to attend a BJA-sponsored national meeting (at least 2 staff for a three-day meeting in Washington, DC). •  Category 2 and 3 applicants must set aside at least 5 percent of the budget in order to implement a data collection plan. The plan should be described in the program narrative under Selection Criteria 6. 19


Review of Solicitation: Budget Match Requirement •  For all applicants, include the amount and source of match funding in the budget. •  Federal funds awarded under this program may not cover more than 80% of the total costs of the project being funded. The applicant must identify the source of the 20% non-federal portion of the total project costs and how match funds will be used. (See page 15 in the solicitation) •  Match can be in-kind or cash. 20

Review of Solicitation: Other Attachments •  Project Time and Task Plan – To include each project goal, objective, activity, expected completion date, and person responsible. •  Memoranda of Understanding/Letters of Support – Include from co-applicants and collaborative partners. •  Applicant Disclosure of Pending Applications – Disclose pending applications for Federally funded assistance for the same project being proposed under this solicitation and will cover the identical cost items outlined in the budget narrative and worksheet in the application under this solicitation. 22


Grants.gov •  The application must be submitted through Grants.gov. •  Register with Grants.gov as soon as possible as the registration process can take some time. Every organization who applies needs a DUNS number, and if they do not have one, they should get one ASAP by calling Dun and Bradstreet at 866–705– 5711 or applying online at www.dnb.com.

Additional Application Information •  Applicants should also be up to date on their CCR (http://www.ccr.gov/) information as well as knowing their Taxpayer ID (EIN) number. •  Applicants who do not have an EIN should apply immediately. According to the IRS, when applying for an EIN over the phone or Internet, you will be given a temporary EIN, but your EIN may not become active for up to two (2) weeks. If you have questions about your EIN, please call 1-800-829-4933. 24

Additional Important Information •  As BJA is currently operating under a continuing resolution, no appropriation has yet been made for JMHCP. •  As there is no appropriation, we cannot anticipate at this time how many awards we will make •  Deadline for submission: •  All applications are due by 11:59 p.m. eastern time on April 14, 2015 •  It is strongly encouraged that applicants submit the application well in advance of the deadline. 26
