Dear Chairmen Grassley and Goodlatte and Ranking Members Leahy and Conyers: We are writing to express our support for full funding for S. 1513/H.R. 3406, the Second Chance Reauthorization Act of 2015, for Fiscal Year 2016. Our organizations represent constituencies working to increase public safety by improving reentry from prisons, jails, and juvenile facilities. This bipartisan bill, introduced by Senators Patrick Leahy (D-VT) and Rob Portman (R-OH) and Representatives Jim Sensenbrenner (R-WI) and Danny Davis (D-IL), provides resources to state and local governments and communitybased organizations to improve outcomes for people released from prisons and jails. The Second Chance Act Reauthorization Act of 2015 will provide crucial resources at a time when they are desperately needed. In 2013, federal, state, and local correctional facilities held more than 2.2 million people—at least one in every 200 U.S. residents—and prisons released 623,337 people back to their communities. More than 9 million people are released from jail each year. Unfortunately, most people face numerous challenges when returning to the community, and research indicates that more than half become reincarcerated within three years of their release. Research confirms that comprehensive, coordinated services can help people formerly involved with the criminal justice system find stable employment and housing, thereby reducing recidivism. By providing the resources needed to coordinate reentry services and policies at the state and local levels, S. 1513/H.R. 3406 will ensure that the tax dollars spent on corrections do not simply fund a revolving door in and out of prison. State and local governments across the country, as well as community- and faith-based organizations, are in dire need of these resources to address reentry and recidivism reduction efforts in their communities. Please support S. 1513/H.R. 3406, the Second Chance Reauthorization Act of 2015.
