A national non-profit, non-partisan membership association of state government officials. Engages members of all three branches of state government. Provides practical, nonpartisan advice informed by the best available evidence.

The NRRC is supported by the Bureau of Justice Assistance. NRRC staff have worked with over 600 SCA grantees, including 40 state corrections agencies. The NRRC provides individualized, intensive, and targeted technical assistance, training, and distance learning to support SCA grantees.

The Second Chance Act • Public Law 110-199 signed into law on April 8, 2008. • Authorizes grants to state, local, and tribal governments and nonprofit organizations to support programs, policies and practices that reduce recidivism.


Bureau of Justice Assistance • Mission: to provide leadership and services in grant administration and criminal justice policy development to support local, state, and tribal justice strategies to achieve safer communities. The Second Chance Act has supported over $300 million in reentry investments across the country.

Smart Reentry Award Information • BJA expects to make up to five awards of up to $1,000,000 each • Each grant has a 36-month period – beginning October 1, 2017 • $150,000 for the initial planning period of up to 12 months • $850,000 for an implementation period of 24 months

Eligibility Eligible applicants are states, units of local government, and federally recognized Indian tribal governments


Priority Considerations • Medium- to high-risk young adults (24 years of age and younger), and incorporate a developmentally responsive model • Areas with a disproportionate population returning from prisons, jails, and juvenile facilities • Independent evaluation of reentry programs with random assignment and controlled studies


Target Population

• Medium- to high-risk individuals convicted as adults incarcerated in state, local, or tribal prisons or jails


What Programs should be Provided?

• OJP strongly emphasizes the use of data and evidence in policy making and program development

Establishing Your Task Force Target Population Identifying Evidence-Based Services and Supports Data Collection, Performance Measurement, and Program Evaluation Sustainability

• Final analysis and report by the research partner
