Mortgage rates may be headed for record low The industry has been concerned about higher mortgage rates in 2016, but so far, rates have been low. And they may even head into record-low territory soon, according to analysts. About two months ago, the Federal Reserve raised its funds rate for the first time in years. Since then, however, the 30-year fixed-rate mortgage has been dropping. “Mortgage rates are going down again, and it's good for borrowers, but is it really good for the housing market and the broader economy? The answer is no,” said Guy Cecala, CEO and publisher of Inside Mortgage Finance. Some analysts say rates could even fall into the 2 percent range. “It would help those on the low end but could hurt jumbo loan borrowers,” CNBC reports. “Banks, which generally hold these larger loans on their books, would not want to lend in that environment.” Banks would retreat back to where conforming government mortgages would be cheaper than private jumbo loans, Cecala says. What’s behind the drop in rates? Investors are flooding into the U.S. bond market, which is leading to the drop in mortgage rates, CNBC reports.

HBA hosts Breakfast with the Builders Bringing local builders and Realtors together at its annual event The Housing & Building Association of Colorado Springs held its annual Breakfast with the Builders on Wednesday, Feb. 10, at the Mortgage Solutions Financial Expo Center. For more than two decades the event has served as a platform for HBA builder members and licensed Realtors to come together to share new inventory and locations. An industry favorite, the event offers agents a wealth of information in one location, often enough to carry them through the year. The HBA believes this event is key to developing and growing builder-Realtor relationships, which is critical for maintaining a highfunctioning housing and building industry in Colorado Springs. As Grace Covington of Covington Homes explained, "Our relationship with the Realtor community is an integral part of our success as builders. We value the experience, expertise and knowledge that our local Realtors and the PPAR bring to our industry. The Breakfast with the Builders event offers a unique opportunity to strengthen these partnerships and we look forward to it every year." One of the HBA’s success factors as an Association is to encourage a positive environment for the local industry and community. With more than 400 people in attendance and 30 builders represented, this year’s event undoubtedly accomplished that goal.

(Mortgage rates follow loosely the 10-year Treasury bond yields.) “Investors are buying bonds as a safety play in a highly volatile and largely negative stock market,” CNBC reports. “Signs of weakness in the U.S. economy, in addition to trouble in overseas markets, pushed the yield on the 10-year Treasury to its lowest level since 2012, and mortgage rates followed south.” The lower mortgage rates do help home buyers lessen their monthly payments and also to qualify for larger loans – which could help provide a boost to the spring home-buying market. But a weaker economy, on the other hand, mixed with stock market losses and sluggish wage growth can also hurt the housing market. “Frankly, a healthier economy would be mortgage rates in the 5 percent range, but that's also assuming you could get 2 percent in your checking account,” Cecala told CNBC. © National Association of Realtors. National News Where to find the most new construction For buyers on the hunt for something “new,” where will they likely have the best luck in finding it? Forbes.com used Dodge Data to evaluate building data of major cities and surrounding suburbs across the country to find the areas where the most money was spent on new-home construction in 2015. The list includes constructions starts for single-family and multifamily homes, office, retail, warehouse, and other commercial projects as well. Here are the metros that topped its list: 1. New York, N.Y. 2015 construction starts: $46.6 billion Year-over-year change: 44%

3. Houston, Texas 2015 construction starts: $16.7 billion Year-over-year change: -49% 4. Los Angeles, Calif. 2015 construction starts: $11.7 billion Year-over-year change: 4% 5. Chicago, Ill. 2015 construction starts: $11.5 billion Year-over-year change: 4% 6. Washington, D.C. 2015 construction starts: $11.3 billion Year-over-year change:-7%

Ellie Mae’s report also showed that despite closing times climbing, conventional purchase

closing rates reached a new high in January. Conventional purchase closing rates increased above 73 percent for the first time since Ellie Mae began its tracking in August 2011. Also, Ellie Mae’s report showed the average FICO score was down last month, averaging 719 on closed loans (down from 722 in December). HBA members honored at Annual Awards Dinner for service to the Association The Housing & Building Association of Colorado Springs recognized several of its members during its Annual Awards Dinner Wednesday, Feb. 3, at the Pinery at the Hill. The categories of honor were Associate Member of the Year, Remodeler Member of the Year, Builder Member of the Year, Industry Person of the Year, and the Founders Award. The reception was presided over by HBA President Tim Seibert and included Mayor John Suthers, City Council members, local officials, and more than 170 HBA Members. These awards recognize members for their distinguished service to the Association, the building industry, and the community. Those honored were as follows: Associate Member of the Year Tim McConnell, Senior Civil Engineer at Drexell, Barrell & Co. McConnell has 23 years of experience in

Colorado Springs and El Paso County as a civil engineer and has been a member of the HBA for six years. Remodeler Member of the Year Johnny Garcia, owner of B & J Construction Corp. Garcia has given countless hours of community service to KPC Kids Place and the Shriners Club, and was a founding member of the Hispanic Chamber of Commerce of Colorado Springs. This is his second time being recognized as Remodeler of the Year. Builder Member of the Year John Bissett, owner of JM Weston Homes. In addition to serving on several internal committees, Bissett also served as a Director for the Colorado Association of Home Builders and was instrumental in bringing financial and budget change at the state level.

Founders Award went to Nolan Schriner. The Founders Award recognizes those who have demonstrated leadership, vision, and an unwavering commitment to the betterment of the community. Schriner has given a lifetime to the planning, design, and development of Colorado Springs. After working for the City of Colorado Springs from 1968 to 1979, he founded N.E.S. Inc., Land Planners and Landscape Architects. Schriner is credited with creating communities such as Briargate, Wolf Ranch, Cordera, Kissing Camels, the Broadmoor Resort Community, Stetson Hills, Mountain Shadows, and many others. He founded the Citizen’s Project and the Partnership for Community Design, the Downtown Partnership and the Downtown Development Authority. He currently serves as the State Transportation Commissioner for District 9 representing El Paso, Fremont, Park, and Teller Counties. A special HBA President’s Recognition Award went to Colorado Springs City Councilwoman Jill Gaebler for her work on the Construction Defects Ordinance. Councilwoman Gaebler spearheaded the passage of this ordinance, which will be instrumental to infill projects throughout the community, providing a much need affordable housing product and will attract young professionals to Colorado Springs.

Local Expert The highs and lows of our real estate market Hi. Lo and behold, the real estate market in the Pikes Peak area has been experiencing extreme ups and downs, and all of them continue to be very impressive. The local average sales price, when averaged over a 12-month period, reached an all-time high in January of this year: By Michael Podoyak Empire Title $267,248. The median sales price averaged over a 12-month — period also reached an all-time high last month: $237,647. In the same month, the total number of active listings hit 1,923 – by far the lowest amount since at least 2003.

If someone were to prepare a historical graph that would take into account a 12-month average for number of local property sales compared to a 12-month average of active listings, it would look exactly like the chart below. Sorry we couldn’t add even more information to it. When looking at the far right side of the chart at January 2016, you’ll see a difference between average number of sales (1,221) and average number of listings (2,783) that is greater than anything since Arnold Schwarzenegger played Danny DeVito’s brother in the movie “Twins.”

This leads us to two things: 1) Wanting to again watch the movie “Twins”; and, 2) Considering our area’s sales as a percentage of those active listings. When averaged over a 12-month period, 40.31% of the active listings were sold – the highest percentage ever seen since at least 2003 and maybe ever. So, if you are working with potential sellers, they’d have to be high not to take advantage of this ideal real estate market. Present the facts and encourage them to move forward, literally. Otherwise, they could eventually find themselves feeling very low.
