The Chemical Dependency Studies Certificate Program provides those who wish to enter the substance abuse counseling field with the specialized knowledge and counseling experience needed to work with individuals who have problems with drugs and alcohol.

Infant and Early Childhood Mental Health Postgraduate Certificate Program The Postgraduate Certificate in Infant and Early Childhood Mental Health provides mental health agency employees with curriculum that will allow for the learning of best practices and research on early development, relationship based intervention approaches, risk and resiliency factors, cultural and linguistic responsiveness, and trauma informed care. INCOMPLETE GRADES It is the student’s responsibility to request incomplete grades for any classes. REGISTRATION POLICIES ENROLLMENT Cal State East Bay accepts enrollment by all adults (high school graduates, college students, and professionals) and does not discriminate on the basis of race, age, disability, marital status, religion, or sexual preference. The University catalog lists the complete text of the University’s nondiscrimination policies. REGISTRATION Students can register for courses online, by phone, in person, or by mail. Registrations and payment must be submitted no later than the enrollment deadline. After the enrollment deadline, registrations and payment may be accepted by contacting our office at (510) 885-3605 or at the first class meeting if space is available and the instructor approves. Payments can be made by mail or in person (check or money order), or online (credit card or electronic check). Payment is due at time of registration. Registrations are considered incomplete until full course fees have been paid. Failure to pay fees within 48 hours of enrollment could result in being dropped from courses. PAY ONLINE Credit card and electronic check payments can be made online through our secure interface at http://www.csueastbay.edu/payonline. We accept American Express, Discover, MasterCard, and VISA. There is a non-refundable 2.9% service charge for paying with a credit card. PAY IN PERSON OR BY MAIL Payments in person can be made with check, money order, cashier’s check, or cash at either the Hayward or Concord campuses. Credit cards payments are NOT accepted at the Cashier’s offices. When paying fees by mail, a registration form is required with payment. Concord, CA 94521 COURSE CANCELLATION Cal State East Bay reserves the right to cancel courses without prior notification, up to and including the first day of class, because of low enrollment, instructor/faculty availability, or other reason. In the event of course cancellation, all registration fees will be held in the students’ accounts and may be applied to a rescheduled offering of the course, transferred to apply toward another course registration, or refunded to the student.

A returned check penalty fee of $25.00 will be charged to a student’s account for any check dishonored by the drawee bank. The returned check and penalty fee must be paid by cash, credit card, or money order. If a student, or anyone paying on the student’s behalf, has written one or more returned checks, check cashing privileges will be revoked. If a returned check was used to pay for more than one student, each student will be assessed the $25 returned check fee. Payments made by a returned check are reversed from the student’s account, leaving the balance due and payable immediately. Outstanding balances are subject to the unpaid fees and delinquent accounts policy and may result in the students being dropped from their classes. WITHDRAWALS AND REFUNDS You may drop courses online through MyCSUEB, or submit your request to Continuing Education either by e-mail, letter, or using the Withdrawal and Refund Form. Failure to drop a course online, or file a written request to withdraw, before the end of the drop period may result in a failing grade (drop dates vary by program). Please note that a stop payment order on a check does not constitute an official withdrawal, nor does it relieve the student’s financial obligation for the course. If Continuing Education cancels a class, you will automatically receive a full refund. Refunds will be issued in the same form as payment received. Processing takes approximately six weeks. Some Continuing Education programs have course-specific refund policies that supersede the refund policy below. The most common of these policies applies to most of our online courses and home study courses, and states that no refund will be given once a student has been given access to the online course. Course-specific refund policies are noted in the quarterly course schedule. Refunds are based on the duration of the class and the date the refund is submitted online. Refunds for independent study and individual study are counted from the first day of the quarter, regardless of the actual registration day. Materials fees are non-refundable. If you drop a course 24 hours before the class begins, you will receive a full refund. On the first day of class to before 25% of the meeting times have elapsed, you are entitled to a 65% refund. No refund will be issued after 25% of the meeting times have elapsed. For courses with four (4) or fewer meeting days, no refund is available after the course begins.
