Introduction Only member Provincial Team Handball Federations in good standing are entitled to participate at a Canadian Championship. Provincial Team Handball Federations select the teams that will represent them. They must ensure: that the rules, fees and deadlines all be respected; that their members are well informed; that their members are duly registered with their respective Provincial Team Handball Federations and the Canadian Team Handball Federation; that all teams have completed all the compulsory forms; that all CTHF deadlines pertaining to the rules and regulations of the Canadian Championships be respected and met. I.
GENERAL RULES AND REGULATIONS
1.1
RULES The 2011 Canadian Championships Rules and Regulations were adopted at the Canadian Team Handball Federation's Annual General Meeting in Edmonton, Alberta, May 22nd, 2010. The matches for the 2011 Canadian Championship shall be played in accordance with the latest Edition of the International Handball Federation's Rules of the Game and in accordance with any additional rules and regulations established by the Canadian Team Handball Federation (CTHF).
1.2
PROPERTY The Canadian Championships are the sole property of the Canadian Team Handball Federation. Provincial Team Handball Federations shall bid to host these events but shall not be awarded the rights over the competition.
II.
PARTICIPATION, ELIGIBILITY AND ENTRIES
2.1
PROVINCIAL PARTICIPATION All member Provincial Team Handball Federations in good standing are entitled to participate in all categories of the Canadian Championship for which they meet the eligibility criteria as established by the CTHF. The 2011-2012 Provincial Affiliation Fee ($5,500 for full members, $1000 for associate members and $100 for affiliate members) must be received in the CTHF office no later than April 15th, 2011. (Post dated cheques beyond April 15th, 2011, are not acceptable). The 2010-2011 Provincial Registration of players, coaches, referees and volunteers must be received by the CTHF office no later than April 15th, 2011. All member Provincial Team Handball Federations in good standing are entitled to participate and be represented by two teams in all categories. The Hosting Provincial Team Handball Federation can be represented by an additional team in the Men and Women Juvenile, Junior and Senior categories. CTHF can, in exceptional cases (uneven number of registered teams, team forfeiting at last moment, not enough team registered in one category), accept other teams as it sees fit. Each year at the Annual General Meeting of the CTHF, the following decisions regarding future Canadian Championship will be determined: a)
allocation of future Championship for which bids have been received and reviewed;
b)
determination of Championship format (combined or separate competition for each category);
c)
number of teams per province per category;
d)
addition and/or revision to the Rules and Regulations for the Canadian Championship.

If the above decisions relating to the immediate upcoming Canadian Championship cannot be made at the Annual General Meeting, then they will be made by the CTHF Management Committee no later than 9 months in advance of the Canadian Championship. The failure to comply with deadlines, rules, fee payments or any other obligation on the part of the representative teams, players, coaches, referees, volunteers or Provincial Team Handball Federations may result in the Team and/or Province being withdrawn from the competition by the CTHF. 2.2
ELIGIBILITY Each team representing a Provincial Team Handball Federation at the Canadian Championship must meet the following criteria:

Participate in team league, tournament or any activity officially sanctioned by the Provincial Team Handball Federation.
b)
All team players, coaching staff and team delegates must be listed on the Team Roster (Form #2). Form #2 must be completed and received by the CTHF no later than April 15th, 2011 for the 21 and under teams, April 22nd, 2011 for the senior teams.
c)
All team players, coaching staff and team delegates must be registered to the CTHF.
d)
Be correctly registered within the CTHF guidelines. Participants must also meet all other Rules and Regulations of the Canadian Championship and of their respective Provincial Team Handball Federations. Individuals incorrectly registered will not be eligible to take part.
e)
Provincial Team Handball Federations must also submit on or prior to February 25th, 2011 the Entry Form and Minimum Standard Requirements (Form #1).
ENTRIES The entry fee shall be nine hundred dollars ($900) per team including refereeing fees, for senior and 21 and under teams plus a good conduct\performance bond of $200 per team. All fees and bonds must be paid to the Canadian Team Handball Federation and received no later than April 8th, 2011. (Post-dated cheques beyond April 8th, 2011 are not accepted). Failure to comply will result in a $100 administration fee per team per day, payable to the CTHF. All fees and penalties (maximum of $500 per team) must be paid on time to the Canadian Team Handball Federation by the Provincial Team Handball Federations in accordance to the Rules and Regulations of the Canadian Championship. Although the cap does not apply to damages caused by the team. In the event that a team or a Provincial Team Handball Federation are fined prior to the Canadian Championship any amount which either partially depletes or exceeds the performance bond on hand, they will be required to pay any money owing while additionally maintaining the prescribed performance bond balance by the commencement of their respective championships. Failure to do so will cause the team(s) or Provincial Team Handball Federations to be ineligible for participation in the Canadian Championship. Teams causing damages while in attendance at Canadian Championship competition, in addition to forfeiting their bond, will be required to pay for all the damages in full as well having a fine assesses against the Provincial Team Handball Federation for an amount equivalent to the damages.

The good conduct\performance bond will be returned to participating Provincial Team Handball Federations thirty days after the competition, providing that a satisfactory report is provided by the host organization and approved by the CTHF. 2.4
PLAYERS Each team taking part in a Canadian Championship competition may consist of sixteen (16) players and four (4) coaching staff and team delegates. In each game, only fourteen (14) players are allowed to participate. The team is allowed to make changes in the rosters before the start of the competition (until the coaches' meeting). Individuals eligible for registration a) a Canadian Citizen; or b) a permanent resident, as defined in the Immigration Act. 1976; or c) a visitor, as defined in the Immigration Act. 1976, who is the holder of an Employment or Student Authorization; or d) the holder of a Minister's Permit under the Immigration Act. 1976. May be registered annually with one team per league only, and this registration must be correctly submitted to the CTHF by the annual registration deadlines. A player residing in a province not in good standing is not eligible to play. Any team member deemed ineligible to participate prior to any match is found to be present on the roster or bench shall cause the team to be disqualified for the entirety of the tournament. Any Canadian athlete residing outside of Canada, who has been previously registered with a provincial federation before their departure, will be allowed to participate at the national championship for the province that they chose to reside in. If at any time during the season an individual wishes to change his or her registration, an official release must be obtained from the Provincial Team Handball Federation for the original registration. A copy of this release and the new registration must be forwarded to the CTHF within 14 days of receiving the release. If the requested release is not given, the individual may appeal this decision in writing to the CTHF management committee within a reasonable time period to review the situation. All duly registered individuals are eligible to compete at the Canadian Championship provided they meet all other Rules and Regulations of the Canadian Championship and any additional Provincial Team Handball Federation's regulations. Members of the National Team(s) shall have the option to compete for the Provincial Team Handball Federation in which the National Team is located or the Provincial Team Handball Federation from which they originate. Each player must be a member in good standing with both their Provincial and Canadian Team Handball Federation, and must be duly registered with their Provincial and Canadian Team Handball Federation according to the registration deadlines and procedures established by the PTHF and the CTHF. Special Registration Clause (i.e. Ottawa - Hull): Individuals eligible for registration may register with one team per league only. This team must declare at the beginning of the season, the Provincial Team Handball Federation it will represent at the Canadian Championship (With the agreement of both Provincial Team Handball Federations, if the team partakes in competition in both provinces).

2.5
AGE LIMIT
For 2011 Canadian Championship competitions, the age limit for all categories shall be: Categories 21 and under men and women Senior men and women
Year Born in 1990 and younger Athletes who are 22 years of age and over
A player can play for two categories at the Canadian Championship if and only if both competitions are not scheduled on the same weekend. A juvenile age player can play in the senior category. All juvenile and junior players must provide proof of age (birth certificate) at the coaches’ meeting. If not, the players are not eligible to play. Any competing team found using an ineligible player at the Canadian Championship will have all their games played with that ineligible player lost by forfeit and have the matter referred to the Disciplinary Committee. 2.6
COACHES For 2011 Canadian Championships, all coaches and team delegates taking a place on the bench must have a minimum full Level 2 NCCP Certification (Senior and 21 and under teams) and be at least eighteen (18) years old. Medical staff can take place behind the teams' bench. Anyone who does not meet the minimum full NCCP Certification who tries to interfere with the team from the stands or outside of the court will be immediately suspended by the CTHF and the team will have all their games lost by forfeit and will be expelled from the tournament. "One time exemption rule": a coach without the minimum certification must pay $200. He must complete his/her certification before the end of the CTHF fiscal year. If so, $100 will be given back to the coach. If not he/she loses the entire bond and cannot participate in any future national activities as a coach. All coaches and team delegates must be clearly identified at all times by a name tag provided by the Host Committee. Each team competing in the Canadian Championship must have a designated non-playing Head Coach with a minimum full Level NCCP Certification on the bench at all times. You cannot be a player and a head-coach in the same gender category. All coaches can only coach one team. Players must concern themselves with playing and may only act as assistant coaches or other team officials; referees must concern themselves with refereeing only, or as evaluators when so appointed. No scheduling consideration is required to be given to accommodate dual functions of individuals. Proof of coach certification is the responsibility of the Provincial Team Handball Federation at the time of roster submission. If any clarification is required it must be provided within 3 days of the roster submission date with the accompanying $100.00 administration fee, to be accepted.

If a Head Coach must be replaced after the registration deadline, he will have to be replaced by a coach with full Level 2 NCCP Certification as required above. If a Coach or a team delegate listed on the team roster must be replaced after the registration deadline, the CTHF must be informed in writing and a $50.00 administration fee per change shall be paid to the CTHF prior to the beginning of the Championship. If a Head Coach is disqualified or suspended from further tournament play, the assistant coach or a member of the team delegation listed on the team roster will take over the Head Coach duties and act as such. To start the game, the team must have the minimum players required and one fully certified coach. Any extenuation circumstances or request for exception will be forwarded to the Technical/Disciplinary.
III.
COMPETITION
3.1
TECHNICAL ORGANIZATION AND COMPETITION MANAGEMENT The CTHF will appoint a liaison person from the host community, or surrounding area, to ensure that all preparations and plans, as well as facilities, are within and in accordance with the Canadian Team Handball Federation Rules and the International Handball Federation Rules. Prior to the commencement of the competition, and at an appointed time suitable to all parties concerned, coaches and referees will meet separately to review rule changes, select uniform colours for the duration of the tournament and any other business deemed relevant to the efficient conduct of the championships. The meeting for all coaching staff will be chaired by the Technical representative of the CTHF or designate. The meeting for the referees shall be chaired by the V.P. Officials, CTHF or designate.
3.2
COMMITTEES The Technical/Disciplinary Committee shall consist of the following persons: -
Chief Operating Officer - CTHF representative or designate; V.P. Officials - CTHF representative or designate; Technical Director of the Organizing Committee (or an appointee).
The duties of the Technical/Disciplinary Committee are: -
To ensure that all teams, players and officials abide by the rules set forth in this document; To act as a jury regarding interpretation of playing or competition rules; To act as jury regarding protests and disqualifications. The decision of the Technical/Disciplinary Committee on protests and disqualifications will be decided by a majority vote, during which the representatives of the team or Provincial Team Handball Federation concerned shall neither be present nor take part. Any decision reached by the Technical/Disciplinary Committee is final and cannot be appealed.

3.3
COMPETITION PLAN After the reception of all entries, a final schedule shall be sent to all Provincial Team Handball Federations at least fifteen (15) days prior to the start of the competition within a specific category. At least four (4) teams must be registered in order to organize a competition in a specific category. The CTHF shall be responsible for the development of the Canadian Championship schedule in collaboration with the Organizing Committee. The competition schedule must be completed by April 15th, 2011. The Canadian Team Handball Federation reserves the right to alter, revise or amend the schedule as deemed necessary. Consideration shall be given to the following factors in the preparation of the schedule: -
A minimum of 3 hours between games; Two games per day per team; If travel between sites is required, equal distribution of travel; If courts have varying playing surfaces, all teams should have the opportunity to play on all surfaces. All games must start on time according to the official schedule. Any team not ready to play at the scheduled time and place shall forfeit the game by a score of 10:0. If the schedule of games or the location must be changed during the competition, then the affected teams must be provided with adequate notice. The team roster of fourteen (14) players and four (4) team delegates for each game must be submitted to the scorer's table in the designated gymnasium at least twenty (20) minutes to the start of the game. The competition schedule shall be designed in a fair manner, with the duration of the games following the international rules: 2 X 30 min.
Only the CTHF can approve a change in the duration of the games. 3.4
COMPETITION FORMAT For the Preliminary rounds, the scores will be evaluated as follows: Match won: 2 points Match tied: 1 point - for each team Match lost: 0 point Classification will be made according to the points accumulated. If two (2) or more teams are tied after all matches have been played, the final classification shall be decided as follows: i)
Should 2 teams be tied, the result of the match between the respective teams shall determine the standing.
ii)
Should 3 or more teams be tied, the team with the greatest goal difference of only the games between the tied team(s) shall be the higher placed team.
iii)
Should 2 or more teams still be tied the team with the greatest goal difference shall be declared the winner, results of all games shall be considered.

Goal difference is determined by goals for, minus goals against. TEAM A 20 for - 10 against = +10 TEAM B 21 for - 12 against = +9 TEAM A WINS iv)
Should 2 or more teams still be tied, the team with the lowest goals against shall be declared the winner, results of all games shall be considered.
v)
If classification is still not possible, it will be decided by lot. Lots will be drawn on the spot by the CTHF representative, if possible in the presence of the representatives of the teams concerned.
In all cases, (Round Robin or otherwise), a minimum number of four games and a maximum number of eight games per team, with at least a final round between the two teams with the best record, may be scheduled. The CTHF shall have the authority to decide whether a final round shall or shall not take place regardless of format used. In games where a winner must be declared, the following rule will be applied to all undecided matches: a)
In drawn matches in the final round - after an intermission of 5 minutes - a first period of extra time of (2 x 5) minutes without interval, with change of ends will be played.
b)
If the match is still not decided, after an intermission of 5 minutes, a second period of extra time of (2 x 5) minutes without interval, with change of ends will be played.
c)
If the match is still drawn, the teams will proceed to Penalty Throw Format: i)
For the penalty throws, each team shall nominate five eligible players who ill take it in alternate turns with their opponents to throw once each. A list of the names and numbers of the throwers has to be handed in to the referees. The five players may throw in any sequence. The goalkeeper may be chosen to change at will. The referees shall decide which goal is to be used and toss for the team to start.
ii)
The team which wins the toss, throws first. If the game is undecided after the first round of throws, five chosen players (either the same five players, or a change of one to five players on a new list shall continue to throw until a result is achieved" in this case means: (1) if for example the team throwing first fails to score, the other team must score to win, and (2) if the team throwing first scores and the other fails to score, the first team wins. The same system will be followed up until a decision is reached.
Players who have been sent off, disqualified or excluded are not allowed to throw penalties. Bad conduct during the penalty throws shall be punished without exception by disqualification. If a player becomes injured, an eligible substitute must be nominated and given to the referees. While penalties are being thrown, only the player taking the throw, the defending goalkeeper and the referees are allowed on that half of the court being used.

3.5
WITHDRAWAL OF TEAMS
If a team should withdraw after having officially entered the Championship, that Team's Provincial Team Handball Federation shall lose the entry fee and the good\performance bond and will be assessed a further one thousand dollars ($1000) fine payable to the CTHF. 3.6
FORFEIT OF GAMES Any team forfeiting a game during the competition for reasons not considered valid by the Technical/Disciplinary Committee, shall not receive any medals or diplomas, regardless of the points accumulated during the competition. They shall further be placed in last place in their category, regardless of the points accumulated during the competition. They will also lose their conduct\performance bond of two hundred dollars ($200), and the Provincial Team Handball Federation will be assessed a further three hundred dollars ($300) fine payable to the CTHF who will reimburse the host organizing body for the lost gymnasium time for the unplayed match(s). Additional penalties to the Provincial Team Handball Federation concerned may be assessed by the Management Committee of the CTHF.
3.7
PROTEST The following items are not cause for a protest: a) b) c)
place, date or time of match; appointment of referees; and referee's decisions which comply with the Canadian Team Handball Federation Rules and Regulations for the Canadian Championships.
A protest must be given in writing on the back of the score sheet of that specific game and submitted to the referees by an official of the protesting team or Provincial Team Handball Federation, no later than ten (10) minutes immediately after the game is over, that is, before the referees have left the court. The referees will record on the score sheet the time of receiving the protest, sign it and then submit it submit it immediately to a member of the Technical/Disciplinary Committee. The member receiving the protest is responsible for convening the other members of its Committee. The official protest must be accompanied by a protest bond of one hundred dollars ($100), to be paid in cash only, absolutely no cheques. This one hundred dollars ($100) is to be handed to the referees with the signed score sheet at the time of the protest. If the protest is upheld, the bond will then be returned to the Provincial Team Handball Federation in question. However, if the protest is disallowed, then the bond shall be forfeit to the CTHF. The Technical/Disciplinary Committee shall make the decision known before the protesting team's next scheduled game.

3.8
PENALTIES Any player(s), excluded from one match is/are automatically suspended from participating in that team's subsequent match. Their case will be dealt with by the Technical/Disciplinary committee. The same procedure shall apply to a coach who is excluded from any match. A player(s), excluded for a second time during the tournament, that player will have their case automatically brought before the Technical/Disciplinary Committee and that individual will be suspended from further tournament play. A disqualification from one match may not necessarily carry an automatic suspension from that player(s) or team official(s) subsequent game, pending the nature of the disqualification. Additional penalties as deemed necessary, will be imposed on any coach or player by the Technical/Disciplinary Committee, based on the game report as presented by the match officials. If a player is disqualified because he/she has received a 2 minute penalty for a third time in a game, it does not have to be brought before the Technical/Disciplinary Committee. In the event of a team's disqualification for the remainder of the game, the team shall lose the game by the score of 10-0. However, if the disqualified team is losing the game by more than ten (10) goals at the time of the disqualification, then the most favourable result for the opponent shall count. Stickum will be restricted to the hands and should not be carried on the body or any piece of equipment. Stickum is to be restricted to the bench area. Players caught be subject to 2 minute penalty. The CTHF will support a “stickum free championship�. If an organizing committee is subject to venue restrictions, the use of stickum or other substances will be banned.

"MVP PLAYERS" and first and second "ALL STAR TEAMS" shall be selected for all categories. This selection shall be the responsibility of the Host Committee. The Host Committee shall inform the coaches at the coaches' meeting of the selection process and the procedure for the award ceremonies. 3.10
DOPING CONTROL If an athlete is tested positive at the Canadian Championship under the supervision of the Canadian Centre for Ethics in Sport, it will result in a doping infraction but the overall results of the championship will not be affected.

IV.
EQUIPMENT, FACILITIES AND UNIFORMS
4.1
EQUIPMENT The regulation size and weight handball is to be used for juvenile, junior and senior men's competition (5860 cm, 425-475 gr.), and the regulation size and weight handball is to be used for juvenile, junior and senior women's competition (54-56 cm, 325-400 gr.). These handballs must be provided by the host organizing committee, and must be sanctioned by the CTHF.
4.2
FACILITIES The organizing Provincial Team Handball Federation shall use only regulation size courts (20m x 40m) for all games of the Canadian Championship. If regulation size courts are not available, then those facilities being used must have the approval of the CTHF. All facilities being used must have either a wood or synthetic surface, and if possible, should be provided with lockers, showers, warm-up areas, bleachers, a scoreboard and clock, and a separate referee's dressing room. Not withstanding all of the above, the CTHF reserves the right to approve or reject all facilities at the Canadian Championship competition if they do not comply with the rules.
4.3
UNIFORMS All court players in a team shall wear identical uniforms, but contrasting to the uniforms of both teams goalkeepers. The players shall be numbered from 1 to 99. The players shall have numbers on the back of their shirts, at least 20 cm high, and on the front, at least 10cm high. The colour of the numbers must contrast with the colour of the uniforms. If the referees are of the opinion that the uniforms of the two teams on the court are likely to cause confusion, the team listed first on the officials score sheet shall change uniforms at the referee's decision. If that team does not have its second set of uniforms immediately available, and the start of the game is unnecessarily delayed, then that team shall forfeit the game by a score of 10:0.
4.4
STICKUM The use of stickum during the game is authorise if the player respects the IHF rules. If an organizing committee is subject to venue restriction and has to ban the use of stickum or other substances, the host committee must inform all participating provinces 30th days in advance.
V.
OFFICIALS
5.1
REFEREES All referees will be selected by the V.P. Officials of the Canadian Team Handball Federation, in consultation with the members of the Officials Development Committee and the Provincial Head Referees. The scheduling of referees for each match shall be the responsibility of the V.P. Officials or designate. Referees must concern themselves with refereeing only, or as evaluators when so appointed. February 25th 2011 is the deadline for provincial referees to provide their list of referees for the Canadian Championships. If the deadline is not met by a PTHF, CTHF head referees is entitled to select referees from any other provinces.

5.2
MINOR OFFICIALS All minor officials shall be appointed by the host organizing committee. It shall be the responsibility of the Head Referee of the Host Provincial Team Handball Federation to see that they are well trained in all aspects of their position, including the use of the clock and the scoreboard, the substitution rules and the completion and distribution of the officials score sheets and results. The CTHF may discipline any host Provincial Team Handball Federation for not having properly trained minor officials. This disciplinary action may take the form of that Provincial Team Handball Federation forfeiting all or part of registration fees to the host province.
