Mr. Mikeil, how can we characterize the main priorities which define politics of culture in our country? We have been talking about creation of a document on culture politics for a long time already. We tried to start working at it very actively. Actually, we begin it from a scratch. Culture politics must assist development of the state institutions; an effective management system must be established which will be based on several basic principles. For example: civil development of society, keeping cultural diversity and identity and establishing culture as a state mentality. We also prioritize copyright, development of traditional art directions, assistance to innovative processes, development and protection of the Georgian language, strengthening of cultural components and art education in educational system. To what extent do you think general culture can influence politics, social sphere? Cultural processes have direct influence on our daily life, economic and social development of society as well as country’s home and foreign politics. Culture is one of the most effective tools of foreign politics. Our integration into European and civilized society is not considered beyond culturological processes. Which model of subsidizing the culture do you prioritize and which are the spheres of art the government should spend money on? I think the priorities should change year in, year out. It must not be a frozen system. After a certain period the spheres which require larger state support must be reviewed. The copyright is quite a resonant topic nowadays in Georgia. What is your viewpoint in this respect? It is one of the fundamental topics because apart from the copyright development in any other sphere is unimaginable to me. It is important for the society to realize how much the copyright assists the development of culture. A creation process

and concrete results always involve copyright as the main component. What is the copyright role not only from moral but economic viewpoint as well? Has the tendency changed in Georgia? I think yes, because the Association is really active. I personally know the head of the Association and I like his vision. However, the main problem is still the society’s lack of understanding of the importance of this topic. After signing the European Association Agreement the copyright is one of the main commitments of Georgia. What is the role of the State in this case? The State must provide condition which will be comfortable for both product creator and its consumer. Both parties must feel comfortable in this interaction. The State must set clear commitments and rights the sides will have. However, when the State sets the rules of the game the ways the parties keep them are equally important. The State must have the role of the only conflict resolver.

What do you think is the most effective way of fighting against copyright infringement? To put it simply, apart from the law and the control over its execution it is necessary to carry out various campaigns to increase society consciousness. Actors, musicians, artists themselves need profound knowledge of their own rights and commitments. Which your personal features help you and which hinder you in your private and social life? My athletic past helps me in my work. I mean discipline, faithfulness towards work. I like to work much, which hinders me in my private life. Having in mind my character nothing hinders me in my work. It just would be great if a man did not need sleep because I lack time. Art occupies a large part in your life. What has been the most important event for you lately? Having in mind my past, the subject of music is the closest to me. I attended a joined concert of a Latvian State Choir and Georgian ensemble „Didgory“ the other day. To tell you the truth I saw and listened to such an interesting, original and unique piece that I said: it was not just a concert; it was an amazing vocal show, which impressed me a lot. As the Minister of Culture and Monument Protection what do you consider your biggest achievement? What is the most important thing you are going to implement in the nearest future? One of the most important things is beginning of work on the document of culture of politics and we have already begun it. Certain legislation initiatives are being worked out at the moment. For example several initiatives refer to films. Generally I think it is important to work at the philanthropy law. I think cooperation of the State and private sector will lead to an effective result.
