Department of events and region coordination of the Ministry of Culture In accordance with the priorities of the ministry, the above mentioned deparment has carried out the following activities in the field of establishment and restoration of cultural centres in the regions of Georgia for the purpose of facilitation of regional development, involvement of regions in international cultural life and support of art educations in the regions:

Art education • 12 Art schools in compact settlements of IDPs- Tserovani, Metekhi, Tsilkani, 1Teliani, Shavshvebi, Skra, Karaleti, Mokhisi, Akhalsofeli, Gori, Khashuri, Koda. As a result: 72 IDP teachers were employed, up to 1000 IDP children will fet frre education. • 50 concerts and master classes carried out in 21 cities and municipalities – 50 concerts and master classes have been conducted for musical schools in 21 cities and municipalities on the whole territory of Georgia; • Textbooks for 49 musical schools in 14 cities and municipalities– Textbooks for grade I-II for were delivered to 49 musical schools in 14 cities and municipalities; Organizing 32 concerts and master classes are planned in 24 municipalities till the end of the year; • Instruments and literature for musical schools in 6 municipalities – electric pianos and musical literature have been delivered to musical schools of 6 municipalities; • 30 pianos, 32 violins, 3 cellos, 5 trumpets, 10 flutes – will be delivered to 59 musical schools in 36 municipalities; • Inventory for art schools (drawing classes) in 20 municipalities –drawing stock (stud poles, pillars, easels and boards) will be delivered to art schools in 20 municipalities;

2 art schools will receive computer equipment needed for animation till the end of the year;

• Musical exchange projects in 8 municipalities: “ My Georgia is here” – exchange concerts of students are carried out in Dmanisi, Bolnisi, Kvareli, Signagi, Khoni, Zestaphoni, Ozurgeti and Lanchkhuti.

Opening-rehabilitation of cultural centers in the regions • 9 film clubs in 9 regions – movie theaters were opened in Poti, Khulo, Martvili, Gori, village Kisiskhevi of Telavi district, Marneuli, Kvareli, Lentekhi and Bagdati. • 6 cultural centres are being equipped with film devices –free film demonstrations are organized for student and preschool children in Village Sioni of Kazbegi district, Kaspi, Akhalkalaki, Senaki, Lanchkhuti and Dedoplistskaro;

5 additional film clubs will be opened in municipalities of Lagodekhi, Tianeti, Khashuri, Ninotsminda and Tserovani till the end of the year; • Instruments for 8 musical bands in 8 municipalities – musical instruments will be delivered to 8 musical bands in 8 municipalities; • Instruments for 46 folklore groups in 32 municipalities – folk musical instruments (Fanduri, Doli, (drums), Chonguri, Chiboni, Chianuri (bagpipes), Salamuri (pipe), Diplipito, etc) will be delivered to 46 folklore musical groups in 32 municipalities; • National garments and instruments – folklore groups of Kaki district of Azerbaijan will receive national garments for stage performances and folk instruments; • Parks for Cultural Events and Leisure - Works are carried out for rehabilitation of the Park for Cultural Events and Leisure and improvement of adjacent territory in Tianeti municipality;

National theatres within and outside of the country

• Tours and Grand prix inn Turkey – Grand Prix to Kharagauli National Theatre on the international amateur theatres’ festival in Turkey; • Tours in high mountainous regions – Kharagauli National Literary Theatre has held performances in 5 mountainous districts; the theatre will visit 3 more municipalities by the end of the year; • Unforgettable “Night serenades” with Liana Isakadze – Famous musicians from Germany, France, Austria, Sweden, Finland visited Batumi during 6 days within the confines of the festival.

Department of Cultural Heritage Strategy, Organizations Coordination and Permissions In accordance with the priority of the Ministry of Culture, the mentioned agency used to provide preservation of Georgian cultural identity, protection of tangible and intangible cultural heritage of Georgia, restoration and rehabilitation; it successfully cooperated with international organizations.

Restoration and rehabilitation • Project documentation for 26 monuments from up to 20 municipalities and towns – the project documentation for rehabilitation of pieces of cultural heritage has been prepared for 26 monuments from up to 20 municipalities and towns of Georgia (Mestia, Akhaltsikhe, Ozurgeti, Gori, Akhmeta, Poti, Tskaltubo, Tbilisi, Samtredia, Kvareli, Khashuri, Telavi, Dusheti, Senaki, Bolnisi, Tetritskaro, Lentekhi). • Restoration and rehabilitation of 29 monuments from 15 municipalities and towns restoration and rehabilitation of pieces of cultural heritage is being implemented on 29 monuments of cultural heritage from 15 municipalities and towns (Akhmeta, Dusheti, Ninotsminda, Gori, Mestia, Ushguli, David Gareja, Uplistsikhe, Khashuri, Aspindza, Kaspi, Tskaltubo, town of Mtskheta, city of Tbilisi, Gurjaani). • Conservation of wall-painting in Vardzia – as a result of mediation of the Ministry of Culture: the second stage of research activities for conservation of Vardzia wall-painting is being implemented under the methodological guidance of top experts from the wallpainting department of the Courtauld Institute of Art and in cooperation with the faculty of restoration and art of Tbilisi State Academy if Arts.

Cultural heritage monuments outside of Georgia • 5 expeditions to Tao-Klarjeti – cooperation between Georgia and Turkey – as a result of successful negotiations conducted by the Minister of Culture, works to preserve the appearance of Ishkhani are being implemented in accordance with the standards approved in restoration practice. Five expeditions took place together with the National Agency for Cultural Heritage Preservation of Georgia.

As a result: the Turkish side prolonged the term of completion of the first stage of Ishkhani rehabilitation, and the works will continue through May, 2014, instead of December, which allows for more stage-by-stage and consistent work to be performed.

• Shared cultural heritage of Georgia and Armenia – the Georgian side visited Republic of Armenia, in connection with the monuments of cultural heritage on the territories of Georgia and Armenia. • Georgian Saint Mary Monastery in Cyprus – the project of covering archaeological space at Georgian Saint Mary Monastery located on the territory of village Gialia, Republic of Cyprus, has been coordinated with the local government. • Software for cultural heritage – a few working meetings have been held in Turin, Italy, in order to identify the concepts of future cooperation in the field of software for cultural heritage (Internet tourism, digital media). 6

Intangible cultural heritage • Inventory of intangible cultural heritage, their popularization and measures of pro­ tection: 1. The contest “Find out more about intangible cultural heritage of your region” was held. 2. Some active contacts were established with the organizations in the field of intangible cultural heritage, and their representatives from Turkey, Moldova, Kazakhstan and other countries. 3. The National assessment-report on intangible cultural heritage was prepared and submitted to Culture sector of UNESCO. 4. “Development of control mechanism for protection of intangible cultural heritage” is being carried out. 5. Work is underway to submit the Georgian nomination – “The ancient traditional method of fermenting wine in Kvevri” – to the list of UNESCO’s intangible cultural heritage.

Popularization of cultural heritage: • 4 info tours – tours to Uplistsikhe historical-architectural museum and conservancy area, Nokalakevi museum and conservancy area, Gremi-Nekresi museum and conservancy area and Niko Pirosmanashvili State Museum and conservancy area. • 4 publications, 2 magazines and 1 digital magazine for cultural heritage promotion: the guidebook – “Kakheti wine road: from Ujarma to Alaverdi”; the magazine – “Ancient art today”; the books – “Ateni Sioni”, “Gold Gospels” and “New Jerusalem in Georgia”; the book – “Vakhtang Gorgasali, political orientation and separatism”; the magazine – “Ancientries of Georgia”; the digital magazine – “Archaeology online”.

Cooperation with international organizations • UNESCO 1. The additional documentation on condition of preservation of Mtskheta historical monuments has been prepared and submitted to UNESCO. 2. Complex and interdisciplinary research of Svetitskhoveli Cathedral is still being carried out, the goal of which is development of integrated plan of preservation for Svetitskhoveli in accordance with UNESCO’s requirements.

3. Gelati renomination application has been prepared and translated from English to Georgian for the group of Georgian experts. 4. 37th Session of UNESCO World Heritage was held in the city of Phnom Penh (Kingdom of Cambodia) in June, 16 through 27, 2013, where along with other issues, was discussed the condition of Georgian monuments of the world heritage that are on the list of endangered monuments. As a result, the World Heritage Committee decided to:  “Leave Bagrati Cathedral and Gelati Monastery (Georgia) on the list of endangered monuments of world heritage”.  “Leave Mtskheta historical monuments (Georgia) on the list of monuments of world heritage”. 5. The project of rehabilitation of bell tower at Samtavro convent has been translated for the UNESCO Centre. • Twinning – European Union has allocated 1 million euro for institutional development of protection of Georgian cultural heritage.

Museum activities • Rehabilitation of 18 museums – rehabilitation and reconstruction works have been conducted at 6 municipal museums and 12 museums subordinate to the Ministry of Culture. • Restoration of show-pieces stored at 18 museums – restoration and conservation of museum pieces was carried out at 7 LEPL museums and 11 municipal museums. • Promotion of museums: 1. A new showroom has been arranged at Tsageri Museum. 2. In order to arrange the showroom, some preliminary works have been conducted at Martvili Municipal Museum of regional studies. • Publications: 1. The Guide to Giorgi Leonidze State Museum of Georgian Literature. 2. The Guide to David Kakabadze Kutaisi Fine Art Gallery. 3. The Guide to Rustavi Museum of History. 4. The Catalogue of Tsageri Museum of History. 5. Kutaisi Museum of History – 100.

Projects implemented by LEPL museums • Rehabilitation of Museum of History of the Jewish people. • Rehabilitation of the 3 exhibition halls at Dadiani Palaces Historical and Architectural Museum. • Opening of Svaneti Museum of History and Ethnography. • Rehabilitation of Batonis Tsikhe complex.

5 exhibitions at Georgian National Museum 1. “Napoleon and his epoch in Georgia”. 2. Exhibition “David Kakabadze” (1889-1952). 3. “Georgian arms and armour” (XVII - XX centuries). 4. Renewed exhibition of natural history collections. 5. The fifth skull discovered in Dmanisi was published on the cover of October 18 issue of the Science magazine, as a result the exhibition-presentation was organized. The magazine published the scientific article “A Complete Skull from Dmanisi, Georgia, and the Evolutionary Biology of Early Homo”.

Department of International Programs and Georgian Culture Popularization According to a priority of the Ministry, the Department of International Programs and Georgian culture Popularization has contributed to the development of modern art, intercultural dialogue, popularization of Georgian culture and the involvement of Georgian artists in the international art scene.

Large-scale international projects: • The First Ministerial of Culture – The First International Conference of Ministers of Culture was held in Georgia within the framework of the Platform IV of the Eastern Partnership, which was attended by the ministers of culture of the Eastern Partnership countries and EU countries. The European Commissioner for Education, Culture, Multilingualism and Youth, Androulla Vassiliou arrived in Georgia for the first time.

Result: “Tbilisi Declaration” was ratified within the framework of the First Ministerial Conference on Culture of the Platform IV of the Eastern Partnership.

• Pavilion of Georgia at 55th Venice Biennale – Project “Kamikaze Loggia” was implemented based on curatorial proposal, which came as a result of announcement of competition, and received great recognition from visitors and shareholders. Up to 75 important articles dedicated to the Georgian pavilion were published in leading international art print media. The Bouillon Group, who participated in Georgian pavilion in Venice was invited to Vienna theatre to put on the “Brutus” show. • David Kakabade’s exhibition at D. Shevardnadze Gallery – the first large-scale manysided retrospective, showing the previously unknown pieces of art by David Kakabadze, stored at Lisbon Museum. • The project “Funding the Architectural Heritage” – inviting foreign experts to Tbilisi, in order to analyze the existing legislation and the system of management and governance of cultural heritage, and to develop recommendations on tax and financial benefits. • Georgian pavilion at Vienna Fair of Modern Arts for the first time - Vienna Fair – 2013 – Georgia participates with the status of honorary guest along with Poland. For the first time the modern Georgian artists participated in one of the most important international forums of Europe. Within the framework of Vienna Fair, the discussion about the modern Georgian art was held, in which editors-in-chief of leading international art media and well-known sponsors participated. • Tbilisi 4th International Photo Festival – together with the main partner of the festival – the Photo Festival of Arles. • The Zdanevich Brothers Fifth International Festival of Contemporary Art FestiNova – Invisible Streams at Art Villa Garikula. • Georgian folklore groups at 9 different international festivals. • Supporting and funding of fine arts 1. 2. 3. 4.

• 2 jazz concerts in Georgia. • Supporting of the 16th International Jazz Festival. • “Tbilphoto’s” Annual Photo Exhibition “Kolga Tbilisi Photo”. Several international and local exhibitions, educational meetings with European and American photographers. • The project “Study and classification of Leville Chateau’s book depository”. • Participation of Georgia in the Christmas Fair in Strasburg, France, with the status of honorary guest – cultural events. • Switzerland – “Festival of Contemporary Music” of the Conservatoire, contemporary music in Georgia and Switzerland. • “Festival of Wine and Art in London” – popularization of Georgian wine and culture, together with British-Georgian Chamber of Commerce. • 54 gifted young people at various international festivals. • Georgia is at the European Festival for the sixth time – at the 58th Evrovision song contest in Swedish city of Malmö the public broadcasting presented the duet of Sofo Gelovani and Nodiko Tatishvili.

Important milestones in international cooperation • In the framework of the visit to Estonia, the Minister of Culture and Monument Protection of Georgia Guram Odisharia and the Minister of Culture of Estonia Rein Lang signed the program of cultural cooperation between the two countries in 2013-2016. The program provides sharing of experience of Estonia in development of country’s cultural policy, as well as cooperation between the two countries in various fields of culture. • Memorandum with Armenia – the memorandum between the ministries of culture of the two countries on cooperation in the field of culture was signed, which also implies rehabilitation of monuments on the territories of Georgia and Armenia. • Istanbul – at the invitation of the Minister of Culture and Tourism of Turkey Ömer Çelik, the Minister attended the International Silk Road Congress in Istanbul. The Minister gave a welcome speech at the international congress on the topic “To Rethink a Region of Commerce, Cooperation and Peace”; also, at the meeting the colleagues discussed the issue of Georgian monuments in Tao-Klarjeti, as well as cooperation in other fields of culture. • The 2nd World Forum on Intercultural Dialogue – the Minister of Culture and Monument Protection of Georgia Guram Odisharia gave a speech at the 2nd World Forum on Intercultural Dialogue in Baku, which was attended by ministers of culture from up to

30 countries. The main topic of the forum was “Living together peacefully in a diverse world”. • Georgian literature on international market – this year Georgian authors Tamta Melashvili and Natia Mikeladze-Bakhsoliani were awarded the German National Literature Prize for the first time. The authors took premier place in the competition for the small novel „Count“ with the nomination „The best youth literature of the year“, and were awarded the German National Literature Prize. • „Armenian artists in Georgia“ – the catalogue „Armenian artists in Georgia – from Hakob Hovnatanyan to Gayane Khachaturian“ was published. The catalogue presents the paintings and drawings by well-known Armenian artists: Baiakhchev, Parajanov, Garslyan, Saryan and others, as well as their theatre stage design and cinema art, stored in the museums of Georgia and private collections. • Korean exhibition – more than 60 pieces of art of various themes by contemporary South Korean artists were presented at the exhibition. • Azerbaijan cinema days in Georgia – from April 24 through April 26 the meetings with Eldar Shengelaia and the visitors from Baku were held in the framework of Cinema days. The main goal of the project is to extend cultural relations between Georgia and Azerbaijan. • Azerbaijani culture in Georgia – the showpieces stored in the holdings of Georgian State Museum of Theatre, Music, Cinema and Choreography – posters, manuscripts, paintings, unique photos of theatre of Azerbaijan and many other important showpieces that are integral part of Azerbaijani culture were presented at the exhibition.

Theatrical troupes at nine international forums 1. The 67th Edinburgh International Festival - Georgia was represented by Vaso Abashidze Music and Drama theater and The Tumanishvili Film Actors’s theater. 2. Estonia, island of Saaremaa - During “Saaremaa Opera Days” Georgia had the status of a guest country. Three Georgian opera theatres – Z. Paliashvili Tbilisi Opera and Ballet State Theatre; Batumi Opera and Ballet Theatre and M. Balanchivadze Kutaisi State Opera and Ballet Theatre, participated in the festival. 3. Odessa – Georgia was represented by Griboedov State Russian Drama Theatre at the 8th International Theatrical Festival “Meetings in Odessa”. 4. St. Petersburg - Griboedov State Russian Drama Theatre took part in International Theatre Festival “Meetings in Russia”.

Great Britain - Valerian Gunia Union of Young Theatre Artists in the UK, in front of an international congress organized by OISTAT (International Organization of Scenography, Theatre Architecture, Technology and theory). 6. Jakarta - Georgia was represented by Georgian Shadow Theater of Tbilisi in Jakarta and Bali at The World Puppet Carnival. 7. Yalta - The Abashidze Musical comedy and Drama Theatre with British playwright Sarah Kane’s play «4.48 Psychosis», at the 6th Yalta Chekhov International Theatre Festival. 8. Vilnius - Tbilisi Vaso Abashidze Musical comedy and Drama Theatre with the play « Macbeth» in Vilnius International Theatre Festival «SIRENS». 9. Ankara - Tumanishvili Film Actors’ Theater with the play “Avalanche” by Rusudan Bolkvadze at Ankara International Theatre Festival.

Days of Culture in Georgia • China - the 20th anniversary of the establishment of diplomatic relations between Georgia and China – The Chinese theater “Giansu” presented its performance in Georgia (soirée), and the Chinese Contemporary Art Exhibition “Diverse Silk Road” was opened. • Turkey - The 20th anniversary of the establishment of diplomatic relations between the Republic of Turkey and Georgia – different cultural events were held like the anniversaryperformance «From the Ottoman Empire to the Turkish Republic», Dervish dance, classical music evening and exhibition of the contemporary Turkish artist Ahmet Yeshil’s paintings «Visual Touch» .

Days of Culture of Georgia Abroad • China - The first Georgian Culture Days in China – the concert of the ensemble «Rustavi», exhibition of Georgian ceramics and wine vessels . • Lithuania - The large-scale presentation of the modern Georgian art in Vilnius prior and during the third Eastern Partnership Summit – the exhibition of the first millennium BC silver and bronze exhibits from The Kutaisi Museum. The exhibition of Georgian cultural heritage treasures and the exhibition of works of the self-taught photographer, Shalva Alkhanaidze. Demonstration of Georgia and Estonia’s new, joint work «Tangerines» and other Georgian films.

The third International Film Festival in Georgia • The 14th Tbilisi International Film Festival - Cinema Art Center Prometheus. - More than 100 feature, short and documentary films. Georgian films were among world cinema classics. • Batumi International Art-House Film Festival (BIAFF) – The 8th International Batumi Art-House Film Festival. Forty full-length features and documentary films and forty short films. • CineDOC-TbiliSI - the first international documentary film festival in the Caucasus master classes, workshops, conferences and children’s section.

Georgian films abroad • 3-rd Georgian London Film Festival «Life Through Cinema». • East End of London, at the “Mix Cinema” movie theatre, the Georgian silent cinema masterpiece «My Grandmother» accompanied with live music by Georgian musicians. • Award at the Sundance film festival - a documentary film of Georgian film director – Tinatin Gurchiani got an award. The film “ Machine, which will make everything disappear”, received awarded for the best directing of a documentary film. • Winners of Locarno’s 660 film festival – Georgian directors , Alexander Kvatashidze, Nino Gogua and Rusudan Pirveli were awarded in the industrial section “Open Door”. Film of Alexander Kvatshidze “Chechnya Crossroads”, Nino Gogua’s work “Madonna” and Rusudan Purveli’s film “Sleeping classes” – three Georgian projects received four awards. • “In the Bloom”-International recognition and preparation for “Oscar”- “In the Bloom” was nominated for “Oscar” 2014 from Georgia, which will be presented from our country to the American Film Academy for the best foreign language film category. The ministry is getting ready for “Oscar” and planning for PR campaign in the US.

Department of Art and Education In terms of the priorities of the Ministry of Culture and Monument Protection, the Art Education Division contributed to the development of Georgian cinema, theater, professional music, books and literature, handcraft, fine art in the city and regions. Besides, the Ministry promotes social integration of national minorities and people with disabilities.

Art Education • 43 postgraduates from 5 art universities funded by the Ministry. The Ministry finances 43 students of master’s program at 5 art universities a year. • 10 Particularly gifted students from different regions study free of charge. • 16 students are financed to study in prestigious educational institutions abroad • This year for the first time the faculty of cinema-television of Tbilisi State Cinema and Theater University was equipped with the latest hardware. • Repair works are completed in Tbilisi State Cinema and Theater University 2nd building Outcomes: Tbilisi State Cinema and Theater University obtained material basis equipped in compliance with the world’s highest standards that is crucial for the development of Georgian cinema and television.

Promotion of National Minority Culture • 3 projects. Within the program of Promotion of National Minority Culture in Georgia, the Ministry of Culture and Monument Protection implemented the following activities: 1. “Unified Georgia” - an informative computer mega-game was established in Georgian, Armenian and Azeri languages 2. Azeri tapestry and carpet weaving technology has been revived in the communities of Kvemo Kartli densely populated by Azeri people; Study circles have been created. 3. Poland days were marked. Veronika Zelenskaya, the Director of the Polish National Society of North Caucasus visited Georgia. • 4 Newspapers to National Minorities from the Ministry of Culture: 1. Vrastan (Armenia) 2. Gurjistan (Azerbaijan) 3. Svobodnaia Gruzia (Russia) 4. Vecherni Tbilisi (Russia) • 3 Books to National Minorities from the Ministry of Culture: 1. Bilingual (Georgian - Ossetian) Collection of Ossetian writer and public figure Giorgi Dzugaev. 2. Collection of the works of famous Armenian writer Gagik Davtian translated into Georgian. 3. Collection of “Russian Poetry” translated into Georgian. The collection includes the works of Akhmatova, Tsvetaeva, Pasternak and Brodsky Exhibiiton: Exhibition dedicated to Georgia - Jewish cultural relations at the State Museum of Theatre, Music, Cinema and Choreography

Georgian Book and Literature Promotion Program • 3 largest international book fairs 1. Leipzig International Book Fair 2. London International Book Fair 3. Frankfurt International Book Fair At the fair, the meetings of Georgian writers and publishers with foreign readers, and publishers, literary agents and translators were held in parallel with a national stand. • Literary Forum – Dialogue - the Ministry of Culture and Monument Protection hosted the 3rd 3 Literary Forum – Dialogue for publishers, translators and writers. Legal Department The duties of the juridical department includes making appropriate normative act drafts, preparing bill projects, participation in the preparation of bills promoted by the government’s legislative initiatives, methodical legal assistance for the structural units and subordinate organizations of the ministry, reviewing of applications and appeals received by the ministry, as well as reviewing administrative appeals and representing the ministry -in the court.

Studies conducted by the Juridical Department : 1. State support for film production; 2. Charity promoting international practices; 3. Activity analysis of the Ministry of Culture and Monument Protection of Georgia in youth support section. 4. Statistical analysis of the Ministry of Culture and Monument Protection of Georgia and its subordinate legal entities of public law, as well as the performance analysis of the Ministry in terms of the gender perspective. • With the assistance of Juridical Department a meeting about the mechanism of activation of alternative ways of finding in the field of culture was held.

The participation of Juridical Department in the interdepartmental commissions: 1. Interagency Coordinating Council on Youth Policy Development – review of state youth policy document and action plan preparation. 2. Interdepartmental Commission on International Humanitarian Law – the preparation of the action plan to promote the implementation of international humanitarian law. 3. State Interagency Coordinating Council for the supporting of Sports in Georgia – the creation of state document on sport and action plan preparation 4. Interagency Coordinating Council on Copyright Protection – the preparation of the action plan and copyright protection for united, agreed and enforceable policy to facilitate promotion and protection of the rights of authors and to fight against copyright infringement. 5. Gender Equality Council of the Parliament of Georgia - the preparation of the national action plan on gender equality 6. Interdepartmental Commission on Study of adjacent to Moghnisi, Surbminasi and Surbnishani Churches privately owned real estate related issues – the studies connected with privately owned properties adjacent to the churches and for the benefit of the cultural heritage, providing alternative accommodation for the families living in the area.

• With the assistance of Juridical Department a memorandum of understanding was signed between the Ministry of Culture and Monument Protection of Georgia and Tianeti Municipality. As a result of it the movie theater will be restored in the Vazha Pshavela Culture Park and the surrounding area will be also rehabilitated. • The agreement between the Ministry of Culture and Monument Protection of Georgia and the Ministry of Culture and Tourism of the Republic of Azerbaijan about the necessary activities for functioning the Georgian Culture Center in Kakhi was prepared by the Juridical Department. • Ministry of Culture and Monument Protection of Georgia initiated the law changes in the law about the cultural heritage, which aimed getting permission on the construction and rehabilitation works of cultural heritage sites, city planning document preparation and approval rights, giving and removal of a monument status in the Tbilisi city area. • In connection with the launch of the Constitution of the necessary legislative changes to implement the process, the Ministry has developed draft law projects about the amendments in the law “About Culture”, “About Cultural Heritage”, “About exporting and importing cultural treasures”, “ About museums”. • The Ministry participated in making a project law “About Professional Theaters”. To ensure the conformance of the names of theaters with the above mentioned law, there will be developed the projects of changes in presidential decree and orders of the Minister. 1. By the orders of the Ministry the regulations of LEPL theaters have been approved. 2. Developed and adopted the regulations on the Selection Committee. 3. By the orders of the Ministry were defined the qualification requirements for officials of the Ministry. 4. There were developed the projects for transforming NNLP higher education institutions of the Ministry into LEPL higher education institutions. • Juridical Department is involved in the analysis of local and international acts in the field of culture. It prepares conclusions on the local legislative initiatives and international conventions under the Ministry’s competence issues. • Investment Fund was established to ensure the sustainability of the cultural sphere – For the first time in the history of Georgia, high cultural and economic potential projects financed together with the private sector, increase of the attractiveness of investing in the field of culture, sponsorship in in various fields of art.

The Minister not only met with the representatives of the organizations subject to the Ministry or art circles, but also got familiarized with the problems faced by the cultural organizations under the municipalities. As a result, several programs have been implemented in the regions. Besides, the records were made in the information basis concerning the equipment or informational needs of the regions. • Funding for Art Area – the first online TV on culture and art. • 26 May - Ministry of Culture and Monument Protection of Georgia – as one of the key organizations, has implemented a project dedicated to the independence day nationwide in 26 towns in Georgia.
