Why governments impose price floors Explain why governments impose price floors, and describe examples of price floors, including price support for agricultural products and minimum wages.

minimum price. In Figure 4.15, a price floor, Pf, is set above the equilibrium price, Pe. At Pe, consumers are willing and able to buy Qd of the good, but firms are willing and able to supply Qs of the good. Therefore, a surplus, or excess supply, equal to the difference between Qs and Qd, arises. If the market were free, the forces of demand and supply would force the price down to Pe. However, now this cannot happen. Note that to have an effect, the price floor must be above the equilibrium price. If it were below the equilibrium price, the market would achieve equilibrium and the price floor would have no effect.

Price floors are commonly used for two reasons: (a) to provide income support for farmers by offering them prices for their products that are above marketdetermined prices; and (b) to protect low-skilled, lowwage workers by offering them a wage (the minimum wage) that is above the level determined in the market. Note that the first of these involves price control in product markets, while the second concerns price control in a resource market. While market outcomes are similar, each type of price control has different consequences for the economy and stakeholders. We will therefore consider each one separately.
Key economic terms are highlighted and defined in a glossary at the back of the book

Farmers’ incomes in many countries, resulting from the sale of their products in free markets, are often unstable

Q
Figure 4.16 An agricultural product market with price floor and government purchases of the surplus or too low. Some important reasons for both instability and low incomes were considered in Chapter 3. Unstable incomes arise from unstable agricultural product prices, which are due to low price elasticities of demand and low price elasticities of supply for agricultural products (see pages 56–7 and 70). Low income elasticities of demand are an important factor accounting for low farmer incomes (see page 67). One method governments use to support farmers’ incomes is to set price floors for certain agricultural products, the objective being to raise the price above their equilibrium market price; such price floors are called price supports. Figure 4.16 illustrates the market for an agricultural product with a price floor, Pf, set above the equilibrium price, Pe. The price floor results in a larger quantity supplied, Qs, than the quantity supplied at market equilibrium, Qe. In addition, the price floor, Pf, leads to a smaller quantity demanded and purchased than at the equilibrium price: the quantity consumers want to buy at Pf is Qd, which is smaller than the quantity Qe that they bought at price Pe. A price floor does not allow the market to clear; it results in disequilibrium where there is a surplus (excess supply). A common practice is for the government to buy the excess supply, and this causes the demand curve for the product to shift to the right to the new demand curve ‘D plus government purchases’. By buying up the excess supply, the government is able to maintain the price floor at Pf.
Consequences of agricultural price floors for the economy
Examine the possible consequences of a price floor, including surpluses and government measures to dispose of the surpluses, inefficient resource allocation and welfare impacts.

Cambridge Checkpoint
Cambridge Checkpoint Cambridge Secondary 1 is a flexible curriculum with integrated assessment from Cambridge International Examinations. It provides a seamless progression from Cambridge Primary – or can be used as a standalone curriculum – to develop learners’ skills and confidence in English, Mathematics and Science. It offers a curriculum framework for educational success for learners (typically 11–14 years old), with an optional testing structure. Cambridge Checkpoint tests are for use at the end of Cambridge Secondary 1. They are marked by Cambridge International Examinations, and provide schools with an external international benchmark for student performance. Cambridge Checkpoint tests enable feedback to be provided on a learner’s strengths and weaknesses in key curriculum areas. Feedback of this kind is an invaluable source of information. Schools and colleges will be able to make strategic decisions, drawing upon a pool of information and specialist reporting tools built into Cambridge Checkpoint. Learners taking the test receive a Statement of Achievement which gives an indication of their academic progress during this education stage. Cambridge Checkpoint tests are available in English*, Mathematics and Science and can be offered at two sessions during the year. The tests cover all major areas of learning required in the first years of an international secondary education. *The Cambridge curriculum frameworks for English include a First Language and a Second Language option. Formal summative testing for English as a Second Language (ESL) at this level is available through Cambridge ESOL’s Preliminary English Test (PET). A suite of teaching materials to support the ESL curriculum framework is being developed for publication in 2014.

Making mistakes Did you get a syntax error? Syntax errors are very common when typing in code (as are other errors). If you make one or two it is not your fault. It is because although computers are fast, they can also be a bit stupid. If there are any tiny mistakes in your code, they panic and produce error messages. These messages try to explain to you what the problem is but they are often difficult to understand.
Am I a syntax error? I do not make errors.
Colons, brackets, speech marks, apostrophes and spelling of Python words have to be just right. Although we can read imperfect sentences, computers cannot.
Coding Club characters provide handy hints and comments
Whether or not you got any errors, try this Quick Quiz.
Which of these lines of code are correct? 1 Print("Hello world!") 2 print("Hello world!") 3 print(Hello world!) 4 print "Hello world!"
Quick Quizzes help you become a great coder
Notice how the coloured text helps you spot code that is not going to work. All the code listings in this book use the same coloured text as in IDLE’s standard display. This should help you to spot bugs in your code. Chapter 1: Python, IDLE and your first program
