It is our position that a statewide smoking ban as it has been proposed is not an infringement on personal liberties. There are several arguments for and against smoking bans – and either side can win those arguments when they present them with the right set of facts. While both positions have merit, the go-to argument against smoking bans seems to be the attack on personal liberty, and we don’t feel this argument holds water. Smoking in an enclosed space does produce health risks for others. It’s incomparable to anything else – would we allow a person to enter a movie theatre with a jug of pest control chemicals and allow them to randomly spray it in the air? Of course not, we regulate those chemicals and their uses. We wouldn’t permit someone with car problems to drive down the street, emitting a cloud that makes it impossible for motorists behind them to see the road. If the economic argument is in fact a good enough reason to maintain the status quo, so be it, but there is nothing about liberty that permits one citizen to put another in harm’s way, in our estimation, so the “taking of liberties” argument must be put to rest.

Don’t smoke this

It is our position that a statewide smoking ban is not only unnecessary, but is downright un-American. The last time we checked, tobacco products, including cigarettes and cigars, were perfectly legal to purchase and to smoke. While we cannot argue that the use of any tobacco product is good for your health, neither is eating at fast food restaurants or failing to exercise three times a week. As long as something is not illegal, we cannot be prosecuted for partaking in it. Our great country was founded on the principles of liberty and private property, among others, so here in America we have the right to choose. Bars, restaurants and other establishments are each private property and owned by someone with the right to choose whether they are smoking or non-smoking. Many places have chosen to be smoke free and we thank them when we are eating dinner out. But when we choose to have a beer and a cigarette while we watch a sporting event with friends, we are thankful that we still can. To enact a statewide smoking ban in private-property establishments is one step further down the slippery slope of diminishing liberty. What will they take next?

FROM THE BACKSHOP An old watchword is back for ’12: Accountability As the New Year dawns, naturally we are compelled to look back on 2011 and take stock of what was and what could have been. Just as naturally, we also look forward to what the next 12 months will bring all of us. Around here, we tend to focus on a key watchword for the new year. For the next 365 days, and, truthfully, all those that follow, we actually are reinstituting our 2009 watchword, ACCOUNTABILITY, and we’ll tell you why. As you might recall, we recently commissioned independent marketplace research – we’re not smart enough to do it on our own – whose results were at once confirming, surprising and eye-opening. If we’re nothing else to our readership and advertising partners, we are accountable. We’re also accountable to those whose services we employ, and they owe it to you be accountable, as well. From the adjective accountable, we get the noun accountability, and that means, basically, being responsible to someone or for some action. Interestingly, accountability is a common noun in many segments of the results of that recent research. You have put it to us to make sure there is accountability across various platforms of our Hamilton County life, chief among them government and its acumen

New Year’s Resolutions COMMENTARY By Danielle Wilson I just read through my 2011 New Year’s resolutions and realized I didn’t make that many. We did take our kids to Colorado and I did do a better job of balancing work and motherhood, at least up until last month. But I still hate mushrooms, I didn’t publish a book, and my very yellow family room is still obnoxiously sunny. But that’s the great thing about a new year! You get the chance to start over. So here’s my fourth-annual list of New Year’s goals, perfectly penned for your reading pleasure. Paint the damn family room. Yes, it has high ceilings, so, yes, we’ll need to hire a professional. But seriously, if I can’t check this one little thing off my list, then I may as well resign myself to keeping stained laminate countertops and a carpeted master bath. Just do it already! Calm the hell down. I really want to make this year less stressful, and I can start by tweaking my attitude towards things like dirty laundry, lasagna-encrusted dishes and unmade beds. I’ve mentioned this in previous articles, but I’m a bit anal when it comes to a clean house. The problem is, I have four kids and work full time, so stuff gets messy. In 2012, before I lose my cool over insignificant untidiness, I vow to take a deep breath, maybe go outside and shout the eff word a few times, and remind myself that a sterile home is a lifeless home. Bring on the dirt!

Minimize swearing. Or not. The eff word speaks to me. Focus on family. The past few months I’ve lost sight of what’s truly important in life – a strong cup of coffee, a stout drink and a stiff … No wait, that’s something else. Family! Family should be the most important thing, and in 2012 I pledge to spend more quality time with my children and husband. I’m also going to try and get out of town more often to see siblings and nieces and nephews. Life’s just too short to not make the effort in this area. Publish my book. I actually did get started on this last year, but somehow let it fall by the wayside. Not in 2012! Expect to see my lovely mug on a book cover near you by spring. As God as my witness, I will never go hungry again! Because I’ll be rich, see, from my book earnings. Embrace middle age. I turn 40 this month. Gulp. But I’m not going to let it slow me down. Wrinkles, mammograms, hair dye … Bring. It. On. Good luck meeting your own 2012 goals! Peace out.

More major road work to begin in spring

Mayor John Ditslear explains By Robert Herrington robert@youarecurrent.com As the days of 2011 ticked away, Noblesville’s top official already was implementing plans to continue the city’s momentum into the new year. “Twenty-eleven was not a bad year for us,” Mayor John Ditslear said. “We cut the budget but our people really stepped up. I think the services – in my mind – were just as good as they were before.” Two initiatives that Ditslear believes will move the city forward in 2012 are the Noblesville Community Vision for Excellence and a new economic development strategic plan. The Vision for Excellence’s Workforce Development Council mission is to prepare a workforce that is ready to immediately and positively contribute in today’s business environment. Ditslear said the focus will be to instill social, academic, technical and business skills to individuals not planning to attend educational institutions after high school. He added that Noblesville Schools Supt. Libbie Conner and officials from SMC Corp. are on board with the program. “It will be implemented as much as it can in 2012,” Ditslear said. The Vision for Excellence’s is also working to establish a volunteer network and hire a volunteer coordinator. Ditslear said the network will provide a systematic means to support not-forprofit organizations with volunteers to better accomplish the organizations respective goals and objectives in serving the citizens of Noblesville. He added that the network will provide the opportunity for citizens to participate by volunteering to support those local organizations assisting others in need – improving the quality of life in Noblesville – and will fill gaps with volunteers where government, education and health care might have to consider reducing service because of funding shortages. “We learned from the recent citizen survey that people wanted more

the city’s goals for 2012 volunteer opportunities,” he said. Ditslear added that the Vision for Excellence also includes focuses on expanding continuing and non-traditional education, unifying the efforts by many to assist the marginalized and needy, and coordinating community-wide health promotion/awareness. The new strategic plan will better the focus of the city’s economic development deptartment and utilize the services local businesses provide by trying to connect companies to work together and become more efficient and profitable. Ditslear said the fiveyear plan will be revisited every year. “We spent the last five to 10 years planting the seeds,” he said. “We laid the groundwork in Noblesville with infrastructure,” added Judi Johnson, assistant economic development director. “The direction economic development is going in is to market what we have and do an analysis of who we are.” Johnson said the city currently houses four of the top 25 medical device development and manufactures and two of the top 15 largest manufacturers in Central Indiana. With all that’s planned for in 2012, Ditslear said the biggest impact to the city’s economic development goals revolves around the national economy. “Until Nov. 12, everyone is holding their cards pretty close to the vest,” he said. “We have a lot of people kicking tires but it depends on the banks – national politics and the banks. If we get a quarter of those interested we’ll have a good 2012.” As football fans flock to Indianapolis for the Super Bowl in February, Noblesville looks to cash-in on the festivities. Noblesville has been named as one of the 20 Super Celebration Sites capable of hosting and attracting Super Bowl attendees. “The beauty is we have a place they want to go,” said Johnson. “The Super Bowl Host Committee chose sites based on what’s available there.”

Other goals Distlear has identified for 2012 include: • The major road construction this year will be River Road Phase 2. There was no room to fix it the way it was. It took longer than anticipated,” said Ditslear. “It will go out for bid in early spring and be done by early summer.” • Ditslear said all city employees will be trained in improving customer service. We don’t think it’s bad but it could be better,” he said.

• The city is already planning to host its third job fair in the fall. Our two job fairs were successful,” said Ditslear. “Employers were up, attendees were down (in 2011) so we think that is a good indicator.” • The city is looking to connect existing trails and is taking steps to apply for grants to work along Midland Trace. “We’d like to take ownership of that to at least start that and connect to the Monon,” Ditslear said.

What do motorists need to look for in 2012? City Engineer John Beery said officials are planning for the 2012 road resurfacing program in addition to these three large construction projBeery ects that will take place in the spring and summer: River Road Phase 2 – “In late 2010, the city re-initiated design and land acquisition activities for the reconstruction of River Road north of Cicero Creek. Activity on the project sparked by the availability of federal stimulus money to resurface Greenfield Avenue in 2010. As part of the transfer of Greenfield Avenue from the Indiana Dept. of Transportation to the city of Noblesville, INDOT relinquished $500,000 to the city to resurface Greenfield Avenue. By gaining stimulus funding to resurface Greenfield Avenue in mid-2010, this enabled the $500,000 to be used to partially fund improvements to River Road. The project had sufficiently progressed through design and the city was able to obtain one parcel of land from an adjacent land owner and other required approvals. However, when the transfer of the Indianapolis Water Company (which was an adjacent landowner to the River Road project) was announced in early 2011, negotiations for the project were delayed. Recently, Citizens Energy Group, the new owners of the water company, have been very accommodating and the project is back on track. Utility relocation for the project has already begun and will continue over the winter with construction occurring in the spring.” 196th Street and Hague Road – “The city received $740,000 grant for the construction of a new roundabout and drainage improvements at the intersection. The project will also extend existing trails from 196th Street north to Noblesville Intermediate School on Hague Road. Depending on the review schedule required by INDOT, it is presently anticipated that the project will be bid this spring and the intersection improvements constructed during summer break for schools.” Riverwalk Phase 2 – “Final plans are complete for the final phase of the Riverwalk from the Hamilton County Judicial Center to the bridge over White River that leads to Forest Park. The plans are currently being reviewed by Duke Energy for compliance to electrical codes because of the trail’s close proximity to the electrical substation. The project is subject to very stringent safety requirements because of its location under power line and along the Duke property and substation.”

NPD Explorer Post and advisors recognized by council By Robert Herrington robert@youarecurrent.com The Crossroads of America Council of Exploring recently recognized several members of the Noblesville Police Dept.’s Explorer Post 130 during its annual Explorer Banquet at Noblesville High School. Crossroads of America Director John Gower was in attendance to present the following awards: • Explorer Robert Saxon received the 2011 Explorer of the Year/Leadership Award. This award is given to an explorer that has demonstrated exceptional dedication and outstanding leadership to the youth participants in Exploring. There was only one of these awards given in the Crossroads of America Council which is compromised of 40 various career Explorer programs. He is the son of Patrolman Robert Saxon of the Noblesville Police Department. • Det. Tim Hendricks received the Spark Plug Award. The Sparkplug Award is presented to an adult leader who, while new to the Explorer Program, exhibits tremendous energy, enthusiasm and dedication to the suc- T. Hendricks cess of an Explorer Post. There were two of these awards given in the Crossroads of America Council. • Advisor Beth Hendricks was the recipient of the 2011 Outstanding Advisor of the Year Award. Johnston was presented with a shadow box on behalf of the advisors and youth for his Johnston dedicated and continued service to the department’s Explorer program. Bruce Barnes said the department has been actively involved in the Explorer Program since the early 1990’s. “The program is administered by police officers and other adults who serve as advisors,” he said. “These advisors provide instruction on the five areas of emphasis to include career opportunities, life skills, citizenship, character education and leadership experience to youths ranging in age from 14 to 20 years old.” Explorers are required to attend an annual academy and monthly training sessions hosted by NPD. Explorers also provide assistance to the department working details such as traffic direction, community events and various other activities under the watchful eye of a police officer. The Explorer Program prides itself in providing a supportive, caring and enjoyable environment for today’s young adults to learn about leadership, citizenship and personal growth. “The officers of the department strive very hard to provide examples of role models and mentors for the youth of the community and this program serve as a tremendous example of such. We are very proud of the efforts and hard work demonstrated by both the explorers and advisors,” Barnes said. Committing to eating well in 2012 Commentary By Krista Bocko With 2012 and New Year’s resolutions looming on the horizon, I thought I’d briefly cover a topic I get asked a lot by those who know I’m pretty health and environmentally conscious: What do you eat? Basically, I strive to eat real food – food that’s as close to its natural state as possible. I’m not a vegetarian, I do eat meat occasionally and I try to eat local meat when I do. I eat real butter and have whole milk on my cereal. I use half & half in my coffee (which I’m always trying to cut back on). I buy organic fruits and vegetables whenever possible. I cook beans a lot and use them in recipes for protein and other nutrients. I try to buy local eggs when I can. We’re lucky here in this area to have a grocery bin delivery company called Green B.E.A.N Delivery. They deliver bins of fruit and vegetables – many are organic and local when possible. They have lots of local items you can select from the menu, and it comes right to your door. One thing I hear a lot is that it’s expensive to eat natural, whole foods. Yes, you’ll pay more for your food generally. My philosophy is to pay more for better food and eat less of it.

I drink mostly water. Soda and most fruit juices are pure empty calories with food dyes and tons of sugar. Diet soda – though calorie free – is probably also one of the worst as far as negative effects it has on the body. I do have a sweet tooth and love almost anything sweet. I have a sip of soda a couple times a year and eat cookies and ice cream more than I should (I’m committing to reducing my sugar intake in the new year). I don’t love to cook, which is kind of a bummer, but I try to cook extra when I do so it’s less work overall (there’s another resolution – stock the freezer with extra meals). Here’s a lentil soup recipe that I’ve adapted and can cook up quickly: One bag lentils, rinsed and drained, one can spaghetti sauce, one chopped onion, four to five carrots, peeled and sliced. Add ingredients to pan along with one to two cups water and cook till lentils and carrots are tender. Season with salt and pepper. Add more water if soup is too thick. Enjoy! The VX2 has an enhanced internal architecture that minimizes the opportunity for valve failure. It has done so by decreasing the area between the armature and the core tube. By decreasing this area, the surface area where the highest instance of contaminant damage currently occurs is minimized. Therefore, the opportunity for contaminants to damage the area is diminished. Children raise $200 for food rescue Children at White River Elementary School recently donated $1 for the privilege of wearing a silly hat all day at school. More than $200 was collected and donated to Food Rescue, an organization based in Noblesville that works with restaurants nationwide to give leftover food to local pantries and shelters. This year’s total was 25 percent more than last year’s collection. Soderbergh’s epidemic metathriller is infectious DVDs By Chris Lloyd “Contagion” is a well-made science fiction thriller that engages the intellect better than most such films generally do, but sometimes fails to grab our hearts along with our brains. Director Steven Soderbergh assembles a huge cast of stars – including Matt Damon, Kate Winslet, Gwyneth Paltrow, Laurence Fishburne, Marion Cotillard, Jude Law and Elliott Gould – and sets them to encounter an outbreak of a deadly virus called MEV-1. The human population starts dropping like flies, and it’s up to a loose consortium of scientists and government officials to race for a cure before mankind finds itself exterminated. Screenwriter Scott Z. Burns cleverly doesn’t go for the usual end-of-the-world tropes, in which the disaster is seen through the eyes of

a small band of survivors. Instead, he offers a newsier docu-drama feel in which humanity’s soaring grace and grimy faults are left to play out with logic and sobering authenticity. People grow selfish and petty, and governments begin the task of coldly calculating which lives are worth saving and which are not. But amid the panic is self-sacrifice and generosity. Even though it’s better at making us think than letting audiences feel the characters’ plight, “Contagion” remains an ambitious, worthy portrait of fear and hope. Food cravings: Ever wonder why? HEALTH By Dr. Roger Spahr I want to talk about food cravings. Actually, I want to talk about neuropeptide Y. Now before your eyes roll-up into their sockets and you skip this “brainy” article to peruse the ads for Ab Rockers and Thigh Masters, let me promise you – this is very easy to understand. If you have ever seen an Olympic track meet or a car race, you know there is a pistol or a flag that initiates the beginning of the race. There is preparation, and organization behind the scenes on both the competitors’ and organizers’ parts. Then BANG! The race is on. Often the preparation is far longer than the actual race, but the race is the main event. Neuropeptide Y is released from a part of the brain called the hypothalmus. This is a major regulator of hormones and metabolism for the body. This hormone affects energy balance, memory and learning. Its main effect is to increase food intake and reduce physical activity. Additionally, it increases the proportion of energy stored as fat. You might ask why would the body even think about having a hormone that did that? Neuropeptide Y is one of a series of hormones and other brain chemicals which are connected and necessary to survive in times of high physi-

cal challenges and emotional duress in areas of limited food resources. Your body needs that ability. However, it is not needed in the times of high carbohydrate consumption of three pounds of sugar per week. Back to starting a race – when your body or brain is subjected to ongoing and continued stressors, your tendency is to sit in one place and feed; i.e. couch and “name your favorite junk food here.” That is stimulated by a combination of stress hormones that includes cortisol, as well as neuropeptide Y. The problem is that high fat and carbohydrate diets further stimulate neuropeptide Y and cortisol. The stressors just started the race to release those factors that slow you down and build fat. Your alternative is to race in the other direction. Do the preparation. Find foods that are low in simple carbohydrates and richer in protein and fiber. Build regularly scheduled physical activity into your weekly routine. When the gun goes off, and your stressors show up, make sure you race to the finish line a winner. Add Heat - Blast your eyelash curler with your hair dryer before very carefully curling the lashes. Squeeze the eyelash curler for a couple seconds once in the middle of the lashes, and once near the tips. Enhance - For a more dramatic look, apply single, false lashes that come in tiny clumps. Using tweezers, dip the lashes in lash glue and place at the outer corner of your eyelid. Add Volume - A translucent powder at the ends of lashes gives mascara volume and stay-power. Using an eye shadow brush, sweep powder on the ends and tops of your lashes. Apply - Start with the wand at the root of your lashes and wiggle the brush to your ends. Apply multiple coats for a bolder look, being careful not to let it dry between applications, in order to avoid clumping.

Insuring a multi-driver family INSURANCE Q&A By Ryan Samuelson Question from Curtis P. from Westfield: I have a couple of vehicles and three people driving in my family. I want to make sure I’m doing everything I can to get the best price. Any tips? Response from Ryan Samuelson: The first thing you need to do is make sure you have an independent insurance agent helping you find the right coverage for you. Independent insurance agents have access to multiple carriers and will be able to find the right coverage at the best price by checking all of them. The key is finding the right balance of coverage and price. Your independent agent will be able to explain what you are sacrificing as you adjust coverage to get a lower price (unlike getting your insurance from the Internet). There are also a couple of things to keep in mind if you have young drivers on your policy. Make sure that your young driver is assigned to the correct vehicle. The difference between an 18-year-old being the primary driver on a Toyota Camry versus being the primary on a new Mercedes is significant. Make sure your agent knows if your child is a good student also. Many carriers give a discount for young drivers that stay on the honor roll.

You can also double check that your vehicles are listed properly on your insurance policy. Look over your policy to make sure you are receiving a credit if your vehicle has an alarm or security system. Make sure that your yearly driving estimates are still accurate. Changing the amount you drive each year can alter your premium. You should also make sure that your coverage reflects the value of the vehicle you are insuring. For example, it doesn’t make much sense to have full coverage insurance with a $1000 deductible on a vehicle that is only worth $2,000. A mistake like that adds unnecessary premiums to your policy. The last thing you need to do is make sure you are maximizing your policy discounts. A multi-policy discount is probably the most valuable discount that people miss out on. You can qualify for this even if you don’t own a home. Pairing a renter’s insurance policy OR a homeowners insurance policy with your auto policy will qualify you for a great discount.

To hang or not to hang? New year, new beginning DESIGN By David Decker Trends: They come and go … and most likely come back again. Who hasn’t gone through a major closet overhaul and tossed aside the old argyle sweater or “Flashdance” style T-shirt only to kick themselves later when it is front and center on the cover of a magazine claiming to be the hottest new style? This also seems to be the case as you look around at those same closet walls that still have floral-patterned wallpaper only Carol Brady could appreciate. So, as we tend to change our fashion style to stay current, often our sense of “home fashion” doesn’t fall far behind. There’s no doubt the current trend in custom home improvements is to cover walls with paint, texturing and various artistic applications. The other option is getting out the glue and glamour by using good old fashioned wallpaper. However, to some this route may seem a tad passé and seemingly few designs withstand the test of that much time. So what to choose? The positive aspects of rolling with the paint route is that is can be easily changed whenever the mood calls for a refresh, or perhaps a remodel occurs in the kitchen or bath area. On the flip side, it can be hard to maintain that newly clean, sharp look as fingerprints, cooking disasters or daily nicks here and there occur more frequently than we bargain for. This leads to a “honey-do” list and dusting off the old paint cans for a frequent touch up session (most conveniently during Superbowl Sunday). There is no question that choosing paint lends itself to the most versatility when keeping up with ever-changing trends. That being

said, insert three cheers for modern wallpaper technology and its seemingly infinite selection of design, texture and ability to convey your unique home personality. Even though when comparing wallpaper to paint it is generally more expensive and more complicated to install, it also wears better, lasts longer and, in most cases, offers many more design options at a lesser cost than custom hand or “faux” painting. So therein leaves the last question when it comes to choosing this option to give your home a design touch up … do it myself or know when to call in the professionals? My best answer is that no matter who you are, about 90 percent of the time removing wallpaper is a pain and installing wallpaper around kitchen or bathroom cabinets is not for beginners. You may as well leave it to the pros. And when wallpaper is installed properly, there is every good reason to expect it to last for decades and to outlast the latest fashion … unless argyle comes back with a vengeance, that is.

COMMENTARY By Kristen Boice It’s hard to believe we are starting a new year. A new year can lead to a new beginning. This is the time we may reflect on what we want to change about ourselves. Maybe there are parts of yourself you want to accept and parts you want to improve or change. It is never too late to make a change. You are worth putting effort into. You are worth creating what your heart desires and taking time to improve yourself. There are several key ingredients to making a change. Determine what you want to change or accept. Write down the things you want to work on and why. It’s important to really focus on exactly what you want to be different and your reasons for wanting the change. For example, you might want to become more physically fit because you want to feel and look better. You want to have more energy for your children or grandchildren. Look at your patterns and commit to the change. If you do what you always did, you will get the same results. It’s time to change the behavior by changing your patterns. Make an action plan. Results take behavior change over time. We can talk the talk; however, we must walk the walk. Based on the above example to become fit, your action plan might be to join a gym and work out three times per

week an hour each time. It might be to walk for thirty minutes three times a week. Action leads to results. Make a commitment to just do it. It might be painful along the way. Keep the end goal in mind. Journal along the way. Keep track of your progress and what you are going through to make the changes. It can be extremely helpful in looking deeper within yourself and growing into who you are and your life purpose. This is such a powerful tool and it’s free! If you feel like you can’t change something, work on accepting yourself or your situation by changing your thinking. Trust and believe that everything is exactly the way it is supposed to be. When we try to step into this way of thinking, it can be life changing. We are no longer victim of our circumstances or situation. Notice your thoughts and how they are serving you. Are they lifting you up or keeping you stuck? We are not our thoughts. We can change the way we think, which can lead to changing our patterns and how we feel about ourselves.
