On May 4, the census showed 1,579 Indiana residents were hospitalized before falling to 595 patients on June 26. The number of patients has fallen slightly since the start of August, when nearly 1,000 Indiana residents were hospitalized with COVID-19. The number of COVID-19 patients admitted each day fell from 87 on July 28 to 62 on Sept. 10. On May 5, 118 patients were admitted to Indiana hospitals, according to data from the Indiana State Dept. of Health.

Young conservatives back climate Commentary By Roger Harvey At the turn of the 21st century, the Republican Party’s proud legacy of environmental leadership ENVIRONMENT took a backseat to the boisterous voices of the liberal, activist class in climate-policy debates. In recent years, however, coalitions of young conservatives in Indiana and across the nation have cultivated grassroots support to reclaim that legacy and address the climate crisis with a plan that works for the environment, the economy and the American people. That idea is the Baker-Shultz Carbon Dividends Plan, which proposes a unique solution that would roll back regulations and put money where it belongs — in the pockets of every American reading this. Critical to this is a fee on the carbon emissions of fossil fuel companies that would be rebated directly to Americans in the form of a quarterly carbon dividend. The vast majority of Hoosiers would receive more from their rebate than they would spend in increased annual household expenses. This plan, uti-
lizing fundamental principles of capitalism, also would put the United States in a global position of environmental leadership without crippling us with bureaucratic red tape and unending debt on future generations. It also would reduce the outsourcing of American manufacturing jobs by assessing a fee on imports from countries that are not doing their part to reduce carbon emissions. American innovation has allowed our nation to flourish, but it also has required of us leadership. A free market-driven carbon dividend plan would unleash further innovation and lead to a cleaner and more robust economy by eliminating the need for overbearing regulatory schemes. BACKGROUND: Ben Weidner of Zionsville tore his Anterior Cruciate Ligament (ACL) in his knee in February 2020 while playing basketball. A longtime athlete in soccer and basketball, he played competitively for Zionsville Community High School and for elite travel teams. He sought treatment from Methodist Sports Medicine Orthopedic Surgeon, Dr. Thomas Klootwyk so that he could get on the road to recovery and resume playing the sports he loves. Dr. Klootwyk did surgery in March to repair Ben’s ACL. Ben then went through various stages of rehab at MSM at the Grand Park Clinic in Westfield, and is now on track to resume athletic participation at DePauw University as a dual sport athlete in soccer and basketball.

Boone County Commissioner Donnie Lawson, who is bidding for a third term, has served for eight years ELECTION and has helped organize the county’s response to the COVID-19 pandemic. “It’s an extremely important thing to pay attention to and to make sure you do it in the most correct way and respectful way,” Lawson said. Lawson “One of the things I do on an almost daily basis is talk to the other commissioners and also talk to the (Boone County) health department. “They’re the experts in this, and we want to make sure we follow what they ask us to do.” If reelected, Lawson, 57, plans to help the public better understand the workings of local government and make the business of the county commissioners more transparent. “All of us are really paying attention to our expenses, the details of our budgets and making sure we follow the direction of the council,” Lawson said. “They’re in charge of the budget, and we’re in charge of managing the county. Working together is one of the most important things as elected officials.” Lawson said the pandemic has forced counties to adjust budgets and expectations, possibly for several years to come. “Budgets are a huge thing right now because of the virus and what it has caused across the state and across the nation, and we need to pay really close attention to that and not overspend,” Lawson said. A lifelong Thorntown resident, Lawson has a degree in animal science from Purdue University. He is a farmer and volunteer fireman. He and his wife, Tammy, have a daughter, Kay Leigh, and a son, Clay.

Scott Robison said the school district is considering allowing students in fifth through 12th grades to return to in-person classes five days a week as soon as Sept. 28, if Boone County’s COVID-19 metrics hold. At the school district’s Sept. 14 school board meetRobison ing, Robison said recent data reported by the Boone County Health Dept. and the Indiana State Dept. of Health indicated secondary students in the district could return to a five-day-a-week, in-person schedule, assuming current trends continue. The district will monitor testing results from the Labor Day weekend through Sept. 25 before making a decision. The Boone County Health Dept. recently reported the county’s positivity rate decreased after the Indiana State Dept. of Health announced an additional 15,814 statewide COVID-19 test results were added to cumulative totals from a lab that recently began sharing electronic results. As of press time, the state’s online county-level coronavirus dashboard, at coronavirus.in.gov, indicates Boone County’s seven-day positivity rate decreased from 3.72 to
2.73 percent and that the county’s positivity rate is trending downward. The dashboard ranks counties with scores that reflect a point-ranking system that measures a county’s seven-day positivity rate and number of positive cases per 100,000 residents. Boone County is currently one of the counties with the dashboard’s best ranking. “When we saw the state of Indiana’s department of health began weighing in
on the disease spread metrics, we thought that signaled a change,” Robison said. “When it matched up with the Boone County health numbers two weeks ago, we certainly took notice because it’s the first time our county metric has been in the low category. planned in mid-July, which was to be in school every day.” Robison said there has been no instances of COVID-19 spread within any of the district’s schools, that all reported positive cases originated outside of the classroom, and infected individuals were successfully quarantined before others in the schools were infected. “We don’t have a situation in a classroom where Student 1 was COVID positive and then Student 2, sitting nearby, then became COVID positive,” Robison said. “The best example of that nonspread is at the elementary level. Not that we haven’t had positives, but our kids have been in school for five full weeks of school, and we don’t have any evidence that elementary kids are in school communicating that to other elementary kids.” The schedule change will still allow for students and parents to opt for remote learning. Robison said roughly 12 to 13 percent of ZCS students were enrolled in the distanced learning option at the beginning of the academic year. With the move away from hybrid schedules, students would no longer be sequestered into cohorts, yet block scheduling would remain: Students would continue their green/silver schedule as planned. Robison said should a surge in cases or some other event warrant, the district would return to hybrid or fully distanced learning.

Commentary by Terry Anker Trust me, “I will gladly pay you Tuesday for a hamburger today,” or so said Mr. J. Wellington Wimpy, the erstwhile intellectual, well-educated romantic who had a prominent role in E.C. Segar’s 1931 comic strip “Popeye.” Many of us grew up with the common-man, spinach-eating namesake of the comic strip sailor and learned countless lessons. Including — stand-up for what is right. Treat your partner well — even if Olive Oyl didn’t always seem it, she is worthy. We are what we are — don’t be anything but ourselves. Eat right and be strong and ready for whatever life presents. And in the case of the profligate Wimpy, beware of the charming influence of well-intentioned elites. In the heights of Depression-era politics, one can only imagine Segar’s boldness in standing against the increasing debt and public works that had been promised by Washington to be paid on “Tuesday.” By the time Fleischer Studios began producing cartoons of the strips, Wimpy had been minimized from a major to a minor character. The production company found him too cerebral for the common viewer. Still, the portly Wimpy, with his penchant for grand promises and an overwhelming need to feed his addiction, cautioned against the prevailing winds of the time. Remember, someone eventually pays. Fleischer Studios collapsed by 1941 because of a series of cost overruns and mismanagement but had capitalized on a license for the Superman cartoons. Supported by truth, justice and the American way, the sibling-owned business had left its mark on our collective memory. By the 1980 theatrical live-action movie release of “Popeye,” Wimpy was back. A different president was in the White House and the caricature of the bloated bureaucrat had returned. In a “Popeye” today, would Wimpy make the cut?

Funny thing about sadness Commentary by Danielle Wilson Grief is a funny thing. And I mean that quite literally. This summer was my first real experience with grief, HUMOR as my father passed away a few weeks ago from cancer. I expected the deep sadness. I expected the intermittent bouts of anger. But what I did not anticipate, and what I am so thankful for, was the laughter. In the last hours of his life, with both his mind and body shutting down, and in the first few days afterward, I was truly taken aback by the number of moments I shared with my mom and sisters that included side-splitting bouts of laughter. Whether from recalling a memory from our childhood — the time Dad caught me sneaking in from a date past curfew and pulled the perfect guilt-trip move of uttering only, “I hope you enjoyed yourself,” or lightening the emotional mood with medical hijinks (plotting to save the narcotics before the hospice nurse
confiscated them), happy tears flowed right alongside the sad ones. I am not comfortable crying in front of others, even family, and my usual MO is to suppress all feelings until I can reach the safety of my minivan or bedroom. I know it’s not healthy, as evidenced by the number of binge-eating sessions where I scarfed down lasagna and banana crème pie straight from the pans. But cracking inappropriate jokes and reenacting comical Depends-changing scenes I can do. I don’t think I’m exaggerating when I say that being able to express the pain of losing someone close through laughter has probably saved me 10 pounds and an ulcer. Grief, thank goodness, is a funny thing. Peace out.

I agree that violent protests will not accomplish the intended goals of police reform, but Rose’s suggestion is to stop all peaceful protests and write letters to the president or our congresspersons. Imagine what would have happened if someone had said to Dr. Martin Luther King, “Time to stop the marches and peaceful protests. Just write a letter to the president and I’m sure he will grant you equal rights.” The only way anything has ever been accomplished in this country is if enough people get fed up and take to the streets, peacefully, to voice their concerns. It’s a fact that our fellow citizens of color are being disproportionately killed and incarcerated by over-zealous police and court systems. Boone County extends state of emergency resolution By Jarred Meeks jarred@youarecurrent.com The Boone County Commissioners renewed a countywide state of emergency resolution, extending their ability to coordinate and establish a flu clinic and PANDEMIC prepare plans for administering COVID-19 immunizations if or when a vaccine becomes available. The emergency order is set to automatically expire Sept. 21 (Current publishes Sept. 18), unless the commissioners extend it again. Tom Ryan, the Boone County Health Dept.’s emergency
preparedness coordinator, said 1,004 cumulative COVID-19 cases have been reported in Boone County, dating back to March. On Sept. 11, the Indiana State Dept. of Health reported an additional 15,814 statewide COVID-19 test results were added to cumulative totals from a lab that recently began sharing electronic results. Of that total, 279 tests were positive. “It did drop our positivity rate and the positivity rate of some other counties around the state as well,” Ryan said. “Even though our positivity rate has been cut essentially in half, it is still showing some minor spread as well in the community.”
Because the state typically reports COVID-19 data up to a week after the date tests are administered, Ryan expects the county will be able to tell if the uptick in social events during the Labor Day weekend contributed to any significant community spread. Because of the continued need for emergency planning, specifically to establish a county flu clinic and potential COVID-19 vaccination site, Ryan recommended the county’s state of emergency resolution be extended for another week, which the Boone County commissioners unanimously agreed to.

D’Angelo said work on the tasting room is expected to be complete by the end of December and that it would take another 30 to 45 days for Hotel Tango to open. The tasting room is expected to bring 22 jobs and $15,948 in annual property taxes to Zionsville. The redevelopment commission has allocated an annual $250,000 in its economic development incentive line item, meaning the single development grant awarded to Forza Real Estate and Jackson Investment Group would exhaust nearly half of the commission’s budget. Zionsville Director of Planning and Economic Development Wayne DeLong said the commission’s line item has occasionally had remaining reserves, but he doesn’t expect that to happen this year because of the impact of the COVID-19 pandemic. Town officials said at least two more businesses would be requesting COVID-19 relief funding, totaling an estimated $50,000. At least six additional businesses have inquired about the relief funding process. DeLong said the commission could request an additional appropriation from the town council if it exhausts the line item. “These are unprecedented times, and I think we have to do a little more than we have done in the past,” Zionsville Economic Redevelopment Commission member Kent Esra said.

The Zionsville Redevelopment Commission has approved a $125,000 development grant for Forza REDEVELOPMENT Real Estate, LLC, and Jackson Investment Group’s planned infrastructure improvements at the forthcoming Hotel Tango Zionsville location, exhausting nearly half of the commission’s budgeted economic development incentive line item. Forza Real Estate and Jackson Investment Group, the redevelopment agencies spearheading renovations at the distillery’s planned tasting room at 10615 S. Zionsville Rd., sought the grant to help facilitate improvements made to the property, which is on a septic system with a well. The grant will be used for long-term building improvements, including the installation of a new grease trap to serve Hotel Tango; connecting the entire development to public water and sewer service; and the replacement and upgrade of damaged, aesthetically inconsistent or end-of-life building materials on the interior and exterior of the building to comply with building codes and ordinances. The exterior would also receive major renovations. The grant will be disbursed in phases as the property is developed, each marked by specific metrics. For example, once a grease trap is installed and connected to public water and sewer, the first metric would be satisfied and the first $50,000 would be disbursed.

DINING The French eatery offers breakfast from 7 a.m. to 11 a.m., lunch from 11 a.m. to 2 p.m. each day and dinner from 5 to 10 p.m. Dinner is only offered Tuesday through Sunday. “We’ve been pretty busy. Breakfast and lunch have not been as busy during the week,” said Christen Angermeier, Hotel Carmichael’s restaurant manager. “It’s overlooking the gardens Angermeier at the Palladium, so it’s a really nice spot for dining out at the patio.” Angermeier said when making reservations, she suggests including if your preference is outdoor dining. With the social distancing due to the COVID-19 pandemic, she said the average is 50 to 60 inside and outside. “We decided to move some tables outside, and there are a few tables we are not
seating inside,” she said. Feinstein’s Cabaret will offer food when it opens. “We’re hoping to open by the beginning of next year. That is the goal right now,” Angermeier said. “It’s still under construction. Its focus isn’t simply burgers or pasta. It offers something for everybody. I tried the mac ‘n cheese, a big bowl of trotolle pasta with smoked gouda, mozzarella, white cheddar, provolone and aged parmesan. It’s topped with roasted garlic-infused breadcrumbs. I added jalapeños for $1.95 and bacon for $2.45. For an appetizer, try the blackened chicken egg roll ($11.45), served with curry honey mustard, or the signature pulled pork nachos ($9.95). If pasta isn’t your thing, give the candied

Suggested pairings: Try the Smoked Brown County Old Fashioned for a beautiful fall drink featuring Knob Creek Rye and garnished with a toasted marshmallow and Luxardo Cherry.

Sipes’ Straight Bourbon Whiskey; 1 tablespoon pure maple syrup; 4 oz. iced tea; 1 lemon wedge; 1 mint sprig Directions: Add iced tea to a 12 oz. highball glass and top with ice.
