Conference Committee WELCOME Welcome to CVTA’s 2017 Fall Conference. On behalf of the Conference Committee, please let me extend our thanks and appreciation for taking time out of your busy schedule to attend. First, I would like to say what an honor it has been to serve on the Board of Directors under the leadership of CVTA’s Chairman of the Board, Gary Strube. During his tenure as Chairman, Gary has seen the association through many challenges on the legislative and regulatory fronts, as well as with the ups and downs of an economy that has affected our industry. However, together with the entire board and CVTA’s leadership team, he has put us on a road to achieving big things in the months and years to come. Second, I am excited to be in San Antonio for his last conference as Chairman of the Board. I personally enjoy the city because of the great vibes and good food, as well as the sights and sounds San Antonio has to offer. Of course, I am looking forward to another successful conference. The Conference Committee and CVTA’s Leadership team developed an informative and forward-looking program. Autonomous technology is coming. Our industry needs to consider how this disruptive technology will soon be mainstream and implemented in both commercial driver training programs and fleets. Collectively, we need to be actively included in policy developments related to autonomous vehicles or our industry will be left behind. As the Chairman of the Conference Committee, I would be remiss if I did not make a pitch to anyone willing to serve on the Conference Committee. We have many members with unique perspectives that can provide insights on a variety of subjects. Becoming a member of the Conference Committee is one valuable way to bring these ideas and new ways of thinking to elevate CVTA events. Therefore, we would appreciate your help if you are willing to serve. As always, if there’s anything you would like to share, please find me or any Board member, and let us know how we can help address the topics important to you moving forward. VA Compliance Surveys (“Audits”), or other agency reviews, are conducted to ensure schools comply with applicable laws to help schools identify areas of deficiencies and/or training needs. Schools often face challenges during, or because of these audits/reviews, due to a lack of understanding of an applicable state approving agency (SAA), U.S. Department of Veterans Affairs (VA), and other agency rules, regulations, as well as expectations of school procedures and record retention requirements. More importantly, the results of an audit/review may jeopardize a schools’ ability to remain eligible to participate in the VA education benefit programs or other agency funded programs, which limits its ability to provide training to qualified students. In this session, participants will learn the VA education (and other agency) benefits life-cycle, the expectations of reviewers conducting audits/reviews, ways to identify potential risks in comparison to current practices, develop internal controls to mitigate risks to be prepared for VA Compliance Surveys or other agency review, and ensure continued compliance.

Clay M. Aaron joined Stevens Transport in August 1993 as an Assistant to the Executive Vice President. Mr. Aaron has served in various capacities throughout his career with the company. In July of 1995 Mr. Aaron was appointed as Manager of the Companies Logistic and Brokerage Division. Mr. Aaron was elevated to Vice President, Administration on July 1, 1997. On January 1, 2000, Mr. Aaron was appointed as a director of the company. On January 1, 2005, Mr. Aaron was elected to the office of the President.

Earlier in his career, RJ worked on the Portland Business Alliance Government Relations team, Oregon’s leading business advocacy organization, and coordinated the engagement of state and local elected officials on the emerging sustainability and green technology sector in the City of Portland. RJ also served as the Policy & Constituent Relations Liaison for the Multnomah County Board of Commissioners, focusing on multimodal transportation projects, business growth and development, and public safety.

RJ has been involved in numerous community service projects focusing on empowering Latino youth, serving the homeless population, and

RJ is a recipient of the Oregon National Guard’s Civilian Commendation Medal for his passion of securing employment opportunities for veterans. John Diab
Chairman of CVTA’s Legislative & Regulatory Committee John Diab, Sr. is a Partner and Chief Operating Officer (COO) for Smith & Solomon, one of the largest commercial driver’s training schools in the country with campuses in New Jersey, Delaware and Pennsylvania. He is also a member of CVTA’s Board of Directors and Executive Committee serving as CVTA’s Past Chairman. Mr. Diab served as CVTA’s Chairman of the Board (2013-2015) and Vice Chairman (2011-2013), as well as Chair of the association’s Legislative and Communications Committees. Mr. Diab has been involved in the trucking industry since 1994. From 1994, and until recently, he operated two large truck stops employing over 300 people. In 1999, he began his career in the education sector by opening a Commercial Driver’s License (CDL) training school as an extension of the truck stop services. Ultimately, the school would evolve into what is now Smith & Solomon.
Eric Fuller CEO U.S. Xpress
Headquartered in Chattanooga TN and recently having celebrated its 30 year anniversary, U.S. Xpress, the nation’s largest privately-owned truckload carrier, provides a variety of transportation solutions throughout the United States, Canada and Mexico. Founded in 1986 by business partners Max Fuller and the late Pat Quinn, the company continues the founders’ legacy of innovation and service. Eric Fuller, U.S. Xpress Chief Executive Officer and the eldest son of founder Max Fuller, has devoted his career to learning the family business. Starting out nearly 20 years ago as a process engineer, Eric has been involved in nearly every corner of the company in roles ranging from Service Center Manager to Regional Operations Manager to Senior Vice President of Operations. Eric is an active member of the Executive Committee of the American Trucking Association and he serves on the Board of Directors of the Trucking Alliance, a trucking safety advocacy group.
Dr. Ben Hoffman MD, MPH Eureco Health Solutions
Mr. Hoffman is a highly-seasoned physician executive with an extensive background in occupational and environmental health, clinical medicine and transportation safety. He has been employed by government agencies, non-profits and multinational corporations including GE, Waste Management and DuPont. Dr. Hoffman trained at Yale, Brown and Mt. Sinai School of Medicine and is board certified in internal medicine, preventive medicine and environmental/ occupational health. He has published widely and holds Professorships(Adjunct) at the University of Texas School of Public Health and Tufts University Friedman School of Nutrition. He is active on numerous committees and boards including Global Health at the National Academy of Sciences/IOM, IPIECA/OGP and former Chair, US DOT/FMCSA Medical Review Board.
Aaron Lacey
Attorney Thompson Coburn LLP An experienced higher education attorney, with time served both as outside and in-house counsel, Aaron’s practice is dedicated entirely to assisting postsecondary institutions and their partners to advance their educational and operational objectives while navigating complex regulatory environments. Aaron counsel’s clients with regard to the myriad federal, state, and accrediting agency laws and standards that govern institutions of higher education, to include requirements relating to the federal financial aid programs, the Clery Act, Title IX, FERPA, ADA, TILA, and SEVIS. Aaron also represents institutions and lenders in administrative proceedings before state agencies, accreditors, and the U.S. Department of Education, guides clients through policy creation and compliance systems design, and assists in the drafting and negotiation of a wide variety of agreements, including domestic and international articulation, consortium, licensing, marketing, and agency contracts, and in the case of institutional sales and acquisitions, stock and asset purchase agreements. Aaron previously served for four years as Senior Vice President of Regulatory Affairs and Strategic Development for a multi-campus, postsecondary
education company, where he managed regulatory and government affairs for the company’s 24 campus locations and online division, as well as aspects of the company’s public relations and strategic development efforts. Prior to going in-house, Aaron served for nearly eight years in the postsecondary education practice of a prominent Washington, D.C. law firm.
Chris Lee
Vice President of Financial Aid, Compliance & Services Vatterott Educational Centers, Inc. Mr. Lee is Vatterott Educational Centers, Inc.’s Vice President of Financial Aid, Compliance and Services, where he is charged with leading the institution’s Financial Aid, Veteran Services, and Student Loan Management, and Student Accounts team. In addition, he is responsible for ensuring compliance and proper administration of the U.S. Department of Veterans Affairs’ (VA) veterans education benefit, Department of Defense (DOD) Tuition Assistance, and the Department of Education’s Federal Student Aid (FSA) programs for 20 campuses located in seven states including an online division. Chris has more than 15 years of management experience in proprietary and nonprofit institutions that began with his position at Career College of Northern Nevada as its Director of Financial Aid. Over the years, he has worked in a variety of management roles in postsecondary education for several institutions including Heald College as Corporate Financial Aid Compliance Officer, and Grantham University as Director of Financial Aid & Veteran Services. Most notably, while at Grantham University, Chris managed a team of VA school certifying officials and streamlined procedures for monitoring, reporting, and certifying the veteran student population. He was instrumental in the University’s preparation, application, and approval to participate and administer the Federal Student Aid programs including leading a team in implementation of the University’s new student information system (SIS) while serving as Chair of the Catalog Committee. Currently, Chris is working on obtaining his bachelor of science degree in Business Administration from Grantham University.

Most recently, Carmen was Senior Vice President and Executive Committee member at Delta Career Education Corporation, where she ran a network of 25 Commercial Driver’s License schools across the country and headed the acquisition and integration of the International Schools network. In addition to her CDL responsibilities, she headed all of Delta’s front end sales operations for all programs, business-to-business interactions and career placement teams. Prior to her tenure at Delta, Carmen held multiple positions at Fannie Mae leading Regulatory Affairs, serving as Chief of Staff to the CEO, serving Single Family Mortgage customers and was also part of the turnaround team post financial crisis. She began her career in business development and strategic accounts at the Corporate Executive Board after spending several years on Capitol Hill. In addition to her work in the for-profit sector, Carmen is Treasurer and Board of Directors Executive Committee member at Doorways for Women and Families in Arlington, VA and is a former founding board member of Dress for Success, Washington, DC. During her career, Carmen has established herself as a quick study who can understand a business across multiple angles and drive revenue growth and profitability, while ensuring adherence to the highest regulatory standards. She understands the value of taking a team of varied talents and experience levels and creating a high performing, cohesive unit. Carmen received her Bachelor of Arts from the University of Michigan and her Master of Business Administration from the University of Michigan.

In this capacity, he is responsible for combining customer requirements and segment trends with the resources necessary to execute worldwide integrated cycle plans. He also manages the company’s PMO and alliance product planning activities. Prior to this assignment he served as Chief of Staff and Executive Advisor to the CEO driving cross-functional teams in efficiency and growth initiatives. Before joining Navistar, Smith worked at Freightliner/ Daimler Trucks delivering engineering, planning, and efficiency improvement programs while engaging global cross-functional teams driving scale, quality improvements and complexity reduction programs across its business units worldwide. He also has held a variety of engineering and management roles at Dana Corporation.
