Real Estate Collaborative (REC) BUSINESS ATTRACTION & REAL ESTATE DEVELOPMENT The Real Estate Collaborative (REC), LLC operates as a subsidiary real estate development company of CAEDC, for the purposes of developing and managing select mixed use, office, medical, industrial, tourism and land development projects on behalf of CAEDC, joint venture partners, and third party real estate investors and owners. The REC’s typical project includes: underutilized, vacant, or brownfield commercial or industrial sites, public buildings, and tourism-related assets that will significantly increase visitation to the destination. In addition, the REC focuses on sites to develop for workforce housing and business attraction in industries targeted in the County’s and CAEDC’s Comprehensive Plan for Economic Development.

Workforce Development INITIATIVES & FOCUS AREAS Cumberland County continues to be the fastest growing County in the Commonwealth and employers are in need of a skilled workforce to meet their demands. CAEDC is working with educational institutions and employers to identify curriculum changes or additions for educational institutions and high school students that will advance them further along before they graduate and prepare them to go directly into the workforce or on to a technical school or certificate program. Programs will also be available for adult learners to re-skill or prepare for a new career.

FOCUS AREAS HEALTHCARE Healthcare is the County’s #1 private employer. CAEDC is working with our healthcare providers, UPMC Pinnacle, Geisinger, Penn State Health, WellSpan Health and Highmark, to identify and implement specialized curriculum that will prepare students for current and future career paths. There is a growing need for nurses to offset the wave of retirements from baby boomers and for technology-centered careers in the healthcare field.

HEAVY EQUIPMENT Area construction companies and excavating companies reached out to CAEDC because they were unable to find skilled workers and wanted to discuss ways to fill needed jobs. CAEDC worked with Cumberland Valley School District (CVSD), Cumberland Perry Area Vo-Tech School (CPAVTS) and Harrisburg Area Community College (HACC) to develop apprenticeship programs in these areas. The Heavy Equipment 6-week course will begin at CVSD in the summer of 2019.

ADVANCED MANUFACTURING CAEDC worked with local employers including Tuckey Companies, Ames True Temper and Cumberland Design & Building to develop curriculum that the employers will value and can be implemented at CVSD, CPAVTS and HACC. At CVSD, 10th, 11th and 12th graders can graduate with certificates or dual enrollment for Advanced Manufacturing or Engineering. At CPAVTS, a robotics program is now available and commenced in 2019.

MILITARY CAEDC administers the Cumberland York Area Local Defense Group (CYALDG). This advisory group’s goal is to position the Defense Logistics Agency Distribution Center, Naval Support Activity Mechanicsburg and Carlisle Barracks and the U.S. Army War College to preserve and expand their existing workloads and missions. Our installations contribute $1 billion in annual local economic impact and employ 11,000. In 2018, the CYALDG received $50,000 from Cumberland County and $105,000 from the PA Military Community Enhancement Commission to support programs. 5


2018 Projects CAEDC is helping businesses, real estate developers, non-profits and municipalities grow by providing access to technical assistance and/or capital for real estate acquisition and construction, machinery and equipment.

AMISH COUNTRY BAKEHOUSE LLC [ Carlisle, PA ] THEIR SUCCESS: Opening a new pretzel manufacturing site in Carlisle. OUR SUPPORT: $850,804 investment through two PA Industrial Development Authority (PIDA) loans for building acquisition and equipment.

THE BARN AT CARLISLE SPORTS EMPORIUM [ Carlisle, PA ] THEIR SUCCESS: Renovated a historic 1891 dairy barn into a new meeting venue titled The Barn at Creek’s Bend with space for 300 people on the main floor, 190 on the lower floor, and another 300+ on the deck. OUR SUPPORT: $76,000 investment through a Tourism Product Development Grant.

CUMBERLAND VALLEY RAILROAD MUSEUM [ Shippensburg, PA ] THEIR SUCCESS: Developed a Railroad Museum along the Cumberland Valley Rail Trail in Shippensburg out of a historic 1956 Penn Central boxcar. The boxcar is from the former Domestic Castings site and was donated by REC for this purpose. OUR SUPPORT: $71,387 investment through a Tourism Product Development Grant.

DOWNTOWNS [ Cumberland County, PA ] Assisted New Cumberland, Boiling Springs, Shippensburg and Camp Hill with their revitalization efforts, through participating in programs such as master plan and streetscape studies and/or grant funding.

LONG SHOT FARM LLC [ Carlisle, PA ] THEIR SUCCESS: Opening the first winery at a vineyard in Cumberland County. Grant funds were used for the addition of a tasting room. OUR SUPPORT: $74,550 investment through a Tourism Product Development Grant.

MELLOW MINK BREWING [ Mechanicsburg, PA ] THEIR SUCCESS: Opened a sour and farmhouse style brewery in Mechanicsburg. OUR SUPPORT: $98,300 investment for equipment through a PA Industrial Development Authority (PIDA) loan.

MILLWORKS CAMP HILL [ Camp Hill, PA ] THEIR SUCCESS: Equipment purchases for a second restaurant location in Camp Hill for the Harrisburg Millworks. OUR SUPPORT: $100,000 investment through a Tourism Product Development Grant.

RIDER MUSSER DEVELOPMENT LLC [ Mechanicsburg, PA ] THEIR SUCCESS: This affiliate of Messiah College is looking to add a mixed-use development site with a residential component across from Messiah College. OUR SUPPORT: Assisted with $57,810,000 in Taxable Bond Financing through the Cumberland County Industrial Development Authority.

S R DUFFIE CONSULTING LLC [ Mechanicsburg, PA ] THEIR SUCCESS: Acquired a new property to open their first official location for their construction consulting business. OUR SUPPORT: $100,000 investment through a Community Development Block Grant (CDBG) for building acquisition.

WEST FAIRVIEW ULI TAP [ West Fairview, PA ] THEIR SUCCESS: Conducted two-day technical assistance panel to determine next steps in redeveloping West Fairview. OUR SUPPORT: $9,536 investment through a Tourism Product Development Grant.

Tourism Sales & Marketing Grants The Tourism Sales & Marketing Grant is designed to help partners enhance the visitor experience and increase tourism to Cumberland Valley through a rolling, competitive matching funds program.

Destination Marketing, Sales & Public Relations CAEDC markets, promotes and sells Cumberland Valley as a travel destination, develops product and assets that motivate travel and creates travel resources to help visitors find things to do in the Valley.

EARNED MEDIA & PUBLICATIONS • Hosted 10 travel writers resulting in stories from Frederick Magazine, Brilliant Stream, A Tiny Traveler & My Beer Journal. • Received coverage in Architectural Digest, MSN, Pinpoint Pennsylvania, Susquehanna Style, Mid-Atlantic Real Estate Journal and The Burg to name a few. • Designed the new Cumberland Valley Travel Magazine to replace the traditional Visitors Guide. This new magazine-style publication features more editorial to inspire travel to the destination. 150,000 copies will be distributed in 2019.

CUMBERLAND VALLEY BEER TRAIL • In 2018, we received 319 Passports completed with 5,090 stickers. DESTINATION SALES STRATEGY • In 2018, we renewed our commitment to destination sales and updated the sales strategy. We hired a new Destination Sales Manager and realigned sales goals to focus on overnight business through meetings and sports bookings. We are readily able to support both of these markets which create overnight stays.
