Grand Marshals
By Lara M. Bangerter Lehi Historical SocietyThe Lehi Round-Up Rodeo Committee is pleased to announce Phil and Carol Gray will be the grand marshals of this year’s Lehi RoundUp Grand Parade.
The honor comes thanks to their many years of service on the Rodeo Committee, with Phil serving for 45 years and as the director over ticket sales during a most historic event for the rodeo — the move to online sales.
“He pioneered the ticket sales going online,” said Jared Peterson, a Lehi Civic Improvement Association director. “It was hard for some to accept, but he worked through the kinks and now the rodeo is mostly sold out before the month of May.”
Phil and Carol remember the days when they sold tiny tickets that came from a large roll, and there was no worry about how many they sold or seat assignments. But in the early 2000s, a change was forced when the committee sold more tickets than seats.
It was no small task to switch to assigned seating. The Rodeo Committee had to paint more than 6,000 seat numbers on the bleachers before the change could be made. “The committee puts in so many hours no one knows about,” Carol said.
Finally, Phil instituted the move to online sales, bringing rodeo ticket sales into the 21st century — but it was at the cost of the easy access at local stores. “It was a big move for us,” Phil said.
For years, the couple managed long lines of people weaving through their home waiting to pick up tickets. “The whole family helped,” Carol said. “It’s been a family affair since forever.”
“They did a lot with ticket sales,” said Mike Southwick, president of
the CIA. “They’ve given so much to the rodeo over the years.”
The parents of five children, the Grays welcomed nearly 200 foster and shelter children into their home over the years, some for as little as one day and others for up to five years. “It was just something I always wanted to do,” Carol said, “and there is such a need.”
Phil served as a volunteer EMT for Lehi for 10 years and in several bishoprics for The Church of Jesus Christ of Latter-day Saints. He was a member of a stake presidency, in a bishopric at Utah Valley University and in several branch presidencies at the Missionary Training Center in Provo.
Phil has always been an avid Scouter and received the District Award of Merit, the Second Miler Award and the prestigious Silver Beaver Award.
Carol served in Cub Scouts as a Wolf, Bear and Webelos leader. She worked in the District Cub Scouting program and had a Girl Scout troop for several years. Carol has worked in all the auxiliaries of the Church of Jesus Christ and has served in a stake Primary presidency.
Phil and Carol were both born in Provo. In 1957, Carol moved to Lehi with her family and onto the five acres on which the Grays now live. Phil joined the National Guard
in an engineering battalion after high school and stayed in for eight years. During that time, he helped build the road from Provo Canyon to Hobble Creek Canyon, the Butterfield Canyon road and the road from Alpine to Draper.
Phil graduated from Weber State College in biology and worked in medical biology research. He finished his career at Huntsman Cancer Center in cancer research. After raising their children, Carol worked as a secretary at American Fork High School, a registrar for the school district and finally a real estate agent. They now serve in the Saratoga Springs Utah Temple. They have 16 grandchildren.

2024 Rodeo Royalty
Once upon a time, three little girls dreamt of becoming rodeo queens. On April 13, a sunny Saturday, with snow-capped Mt. Timpanogos as a backdrop, that dream came true for one of three amazing contestants vying for the title of Miss Lehi Round-Up Rodeo 2024.
Miriam Brophy was selected as your 2024 Miss Lehi Round-Up Rodeo Queen along with her attendants Emma Stowe and Isabella Lenthe. The pageant was the kickoff event for the 87th Lehi Round-Up Rodeo, which will be held Wednesday, June 26, through Saturday, June 29, 2024.

Miriam’s triumph not only reflects her radiant charisma but also her deep-rooted connection to the rodeo world, nurtured since her days as a seventh-grader on a farm in Payson. Her journey from Maple Mountain High School, where she excelled as a Sterling Scholar, to Snow College, where she now majors in pre-veterinary science and competes in barrel racing, is a testament to her unwavering dedication to the western way of life.
Joining Miriam in the royal court are Emma Stowe and Isabella Lenthe, each bringing their own passions and aspirations to the esteemed position. Together, these
young women embody the vibrant spirit of the Lehi Round-Up Rodeo and stand ready to carry its legacy forward. Delve deeper into their inspiring narratives and learn more about all three of these young women and the rich tapestry of rodeo tradition at lehi-ut.gov/roundup.

LEHI MAYOR’S MESSAGE
Lehi: A thriving city of possibilities
Lehi City is a vibrant community committed to delivering dependable services, top-notch infrastructure and an exceptional quality of life. As our population flourishes, we prioritize investing in a sustainable future for lasting growth and prosperity.
2023 was a year of incredible growth and prosperity for our beloved Lehi City. With a dedicated focus on sustainable economic development, we introduced innovative initiatives to elevate the vibrancy and charm of our community. Through strategic partnerships and active involvement from our residents, Lehi City has continued to flourish as a prime destination for opportunity and progress.
Transportation is high on our city’s list. With continued growth throughout Utah County, we need safe and effective options for commuting. We are partnering with neighboring cities and the Utah Department of Transportation to thoroughly research the best options. We have called upon our local and state representatives to accept data-driven solutions that will save future tax dollars and prepare all our communities for successful transportation management.
Thanks to the support of Housing and Transit Reinvestment Zones funding, our collaborative partnership with the Utah Transit Authority, Thanksgiving Point, the Gardner Group and STACK Real Estate is poised to revolutionize urban living in our city. Together, we are weaving a seamless blend of housing, retail and job opportunities around a central transit station, shaping a dynamic 15-minute community
that will set a new standard in Utah. This visionary initiative, anchored by the enduring spirit of the Thanksgiving Point Institute, embodies our commitment to sustainable development and a thriving future for generations to come.
Our partnership with Strata is continuing to make waves across the city. As of March 2024, 494,170 feet of fiber have been completed. The current network take rate is 28.76%. This includes all customers who have signed up for service and are either active or pending. We look forward to more residents having the opportunity to have faster internet access in their homes.
We were thrilled to also announce the acquisition of the Curtis Center for Arts and Education (Curtis Center), a newly constructed facility that will serve as a cornerstone for the community’s commitment to inclusivity and education. The primary goal of the Curtis Center is to create a nurturing environment for individuals with disabilities, offering a space where they can learn, grow and thrive. Programs through Just for Kids of Utah County kicked off in early 2024, providing opportunities to engage in enriching activities that promote personal development and community connection.
As a testament to our commitment to fostering community engagement and enrichment, Lehi City introduced a new winter tradition with its inaugural ice rink. The city partnered with Ice America, which is known for its portable skating rinks across the country. The rink measured 5,000 square feet (50’ x 100’) and was carefully pre -
pared to protect the existing baseball diamond where the rink was placed. Families and skating enthusiasts came from all across Utah County to enjoy the winter spectacle. We look forward to continuing this tradition for years to come.
At the heart of Lehi City beats a strong dedication to supporting our local businesses. With a thriving ecosystem where businesses flourish, we take immense pride in our steadfast partnership with the Point of the Mountain Chamber of Commerce. Through a culture of collaboration and community involvement, we stand as a testament to the extraordinary possibilities that make Lehi City truly a great place to live, work and play.
Lehi Mayor Mark Johnson
Lehi: Maintaining a booming, vibrant economy
Utah continues to exhibit resilience amid concerns about a potential recession. The state maintains low unemployment rates, with both business and job growth steadily increasing. Migration and birth rates remain robust, contributing to the overall health of the economy. Last year, the Federal Reserve initiated interest rate hikes to temper the state’s previously overheated economy. While this move aimed to cool housing prices, it could potentially create challenges in obtaining investment capital, leading to business layoffs and higher national unemployment rates.
Utah’s resilience has been evident during past recessions and pandemics, emerging stronger than many other states with notably lower unemployment rates and swifter recovery. Presently, Utah leads the nation in both low unemployment and job growth, with cities like Lehi contributing significantly to this trend. Utah has one of the highest national employment rates at 97.7%. Key industries driving this growth include tech, construction, education, health services, leisure and hospitality services.
Lehi is still one of the cities that is driving job growth. Texas Instruments broke ground on its new 300-mm semiconductor wafer fabrication plant in November 2023. The expansion will bring the largest capital expenditure by one business in the state’s history. The expected capital expenditure is $11.5 billion. Upon completion of the new facility, the entire campus will employ 1,500 to 2,000 employees
paying a higher-than-average county wage. Our economy will continue to be strong with this growth.
Since 2023, Lehi City’s home market has steadily risen, driven by factors like its prime location and strong job market. Tight housing inventory has led to competitive bidding and quick property turnover, while innovative urban planning initiatives have further boosted interest. Despite occasional fluctuations, Lehi remains a sought-after destination for homebuyers and investors, with continued growth expected.
Lehi is still approving new subdivisions and phases for Planned Unit Developments. Upcoming developments include the approved Syke Are Plan with more than 2,700 residential units. Thanksgiving Point is currently updating its area plan to include 2,000 residential units. Traverse Mountain still has 2,000 to 2,5000 residential units to be developed. This does not include Cold Spring Ranch, Holbrook Farms or the Geneva developments.
Our responsibility as a government entity is to be a resource and facilitator for the business community. In 2023, small businesses saw more assistance opportunities. Lehi partnered with the Mountainland Association of Governments to create a Revolving Loan Fund for Lehi businesses. The loan fund is intended to serve businesses that have been in business for at least two years, are showing a profit and need working capital to get to the next level. This loan provides an opportunity for a business that isn’t quite yet
Marlin Eldredbankable to continue to grow. For more information, reach out to the city economic development department at 385-201-1000.
We will continue to see new business norms emerge through 2024. I envision our robust economy will continue to grow, creating more jobs and a demand for retail and housing. While the nation is working to repair holes in its economy, all economic indicators for the state of Utah and Lehi show our growth will be healthy and controlled. The key to Lehi City’s success is indeed the secret sauce — placing emphasis on family, values and heritage. Lehi City is definitely “where it’s at.”

Celebrate summer in Saratoga Springs
From great parks to fun activities and natural recreation, there is always fun to be had in Saratoga Springs during the summer months. Due to its location, Saratoga Springs has many ways to enjoy the outdoors. Access to the Jordan River, Utah Lake and the Lake Mountain range offers a variety of activities that provide opportunities to enjoy the natural beauty of Utah.
Parks and open spaces are an important part of Saratoga Springs. City parks offer many amenities for families to have fun together, including pickleball, sand volleyball, basketball courts, award-winning playgrounds and more. There are two drop-ins along the Jordan River at Inlet and the RC park. These are perfect for dropping in a canoe, kayak, paddleboard or other non-motorized craft.
The Jordan River Trail offers residents the ability to walk, run and bike along the Jordan River and gives access to great fishing spots as well. The Jordan River Trail connects to the Utah Lake Trail near Inlet Park. The South Marina is a great place for a picnic and to access Utah Lake for both motorized and non-motorized watercraft. The Saratoga Springs Marina beach is under construction and should be available later this year. Use the Israel Canyon trailhead to gain access to the Lake Mountain range for hiking, biking and more.
Saratoga Springs Community Events has another great lineup of summer fun this year. Summer Monday Fundays start the first Monday in June. This will be the sixth year the city has hosted this event. The events
team has partnered with the Food Truck League once again to provide food trucks at Neptune Park each Monday evening from 6 to 9 p.m. June 5 through Aug. 14. Each week, a different activity will happen by the stage at 7:30 p.m. From animal and hypnotist shows to a bike safety rally and concerts, there is sure to be something of interest for everyone. Don’t forget, the event always kicks off with the Chalk, Walk and Boogie on June 5. This fun chalk contest and orchestra concert are a great way to start the summer.
Say “aloha” to summer and fall on Aug. 14 with the End of Summer Luau. Come join us for a cultural Polynesian show featuring NOA Polynesia while enjoying great food from the food trucks.
Of course, no summer is complete without attending at least one or two events during Saratoga Splash Days, which is celebrated the second full weekend of June. Splash Days will be held June 5-8 this year. We are excited to host the City of Fun Carnival once again. This fun family-friendly carnival is a resident favorite. See the city website for hours of operation and information on how to purchase discounted wristband vouchers.
Splash Days events start Wednesday, June 5, with the Splash Bash. After having to cancel this event for the last few years due to COVID and the drought, we are excited to be able to bring this fun water party back. This event is for kids 12 and under. That night we will also be holding an exclusive teen event for youth 13 and
over. Teens are invited to Inlet Park to come to participate in a chalk war and spikeball. Of course, no Splash Days is complete without the Car Show, concert, boutique, fireworks show and all of the wonderful activities your family has grown to love. For a full list of Saratoga Splash Days events, including locations and times, go to saratogaspringscity.com/splashdays.
After such a long winter, it will be great to get outside and spend time together as families and neighbors enjoying the beautiful landscape that surrounds our city and attending these fun activities. We are excited to join our residents in celebrating the many things that make Saratoga Springs a great place to live. Saratoga Springs Mayor Jim Miller
SARATOGA SPRINGS ECONOMIC DEVELOPMENT
Retailers, developers attracted to Saratoga Springs
Even in the midst of impacts on the economy, the City of Saratoga Springs is continuing to move forward strongly with commercial development, transportation improvements and residential growth.
Saratoga Springs has been at the forefront of this residential growth year-over-year for the last 22 years, continually ranking as one of the fastest growing communities in Utah. The city’s current population is nearing 62,000 residents and growing far ahead of prior projections. This continued growth will translate into a 35% population increase over the next five years or 67,000 total residents. At this rate, Saratoga Springs’ population will nearly double in the next 10 years.
As we progress forward, Saratoga Springs is working with commercial developers and brokers to tell our story and demonstrate the unique dynamic of our city and the surrounding region. Our ability to tell this story played a significant role in Home Depot’s opening in Saratoga Springs and the development of the surrounding support retail.
Since the announcement of Costco, demand for retail development continues to be strong. A wide variety of businesses have reached out to both the city and local developers about opening new locations in our area. These include everything from additional big-box stores to mid-box stores, fast-casual dining, sit-down restaurants, hotels, family entertainment, dance schools, medical services and more.
Getting to these businesses is now
easier than ever. Saratoga Springs’ commercial district is home to a new interchange for Utah’s western freeway system, the Mountain View Corridor. The first phase of this multi-faceted intersection connects several municipalities to Interstate 15, the Bangerter Highway and Redwood Road. It provides multiple outlets to Salt Lake City and the hub of Silicon Slopes. This interchange is also located next to the future home of two new medical facilities from Utah’s top hospital systems.
In the development of the city, we realized we don’t have a “downtown area.” We are excited to announce that we have completed a Downtown Plan which can be found on the city’s website. This defines an area of the city that could include a diverse mixed-use area we would be proud to call our downtown with all the amenities you would expect to see there.
During the last year, multiple transportation improvements in Saratoga Springs were completed with more underway. Pony Express Parkway from Redwood Road to the Jordan River was completed. In addition, Foothill Blvd. from Crossroads Blvd. to Grandview Blvd. was completed last August. Both of these projects will provided great relief to east-west congestion as well as north-south traffic through the city.
In addition to these improvements, the Utah Department of Transportation has started on the Mountain View Corridor connection from Porter Rockwell Blvd. to State Route 73. This connection is the first phase of a multi-faceted interchange that
Doug Meldrumwill provide a whole new means of transportation to alleviate congestion through Saratoga Springs and provide a long-overdue alternate route to the bottleneck on I-15.
So, what does all of this growth mean for economic development in Saratoga Springs? It means more retailers and commercial developers are turning their eyes to Saratoga Springs. It means we are proactively cultivating an incredible synergy that businesses are expanding and thriving on.
Most importantly, it means our residents will continue to find great places to work, go out to eat, have fun with their families and enjoy the amazing quality of life in our community.
As we like to say in Saratoga Springs, “Life’s just better here!”

DirectorNew Children’s Justice Center opens in North County
By Curtis BookerThe Utah County Children’s Justice Center has a new facility in the heart of American Fork, joining a Provo location that’s been in operation since 1991.
Over the past three decades, the CJC has provided healing and hope to children and families during horrendous circumstances surrounding abuse. For young victims, the investigative process into a traumatic case of physical or sexual abuse of a child can be a frightening experience.
With growth in Utah County, the Children’s Justice Center felt it was time to expand services beyond
Provo. In the fall of 2020, the organization purchased a 150-year-old residential home in American Fork to transform into a new center.
“We recognized that there was a great need in this (north) part of the county,” Associate Director Heather Allen said. “There are a lot of families in the surrounding areas that are moving in and a lot of them have young children, and we recognize that driving all the way to Provo was going to be difficult for them and would just add to the stress that they are already experiencing.”
But retrofitting a home built in the late 1800s to live up to the needed characteristics of a Children’s Justice
Center would be no easy feat.
“It’s been a lot of work to convert this home into a commercial property, meeting all the requirements while also keeping it homey and inviting,” Allen said.
In early April, the Utah County Commission passed a resolution supporting the center’s new location. According to the resolution, the center served over 4,000 victims in 2023, with nearly 2,000 of those being cases of child abuse.
Having professionals trained to implement trauma-informed care and intervention is a quality of the CJC that Keira Shae, a survivor of child abuse, will never forget.
Shae turned to the CJC twice as a child for abuse she endured, sexually and physically, by people close to her family. Shae feared telling her mother what happened would result in more abuse. The Children’s Justice Center alleviated those fears, she said, thanks to their staff.
She would go on to graduate from Utah Valley University with a degree in psychology. Shae also wrote a memoir titled “How the Light Gets In” in which she journals about her life growing up in poverty and dealing with abuse as a child.
The now-mother and wife credits the Children’s Justice Center for leading her on a path to survival, demonstrating the center’s commitment to providing comprehensive support for child abuse victims.
“What I love about the Children’s Justice Center is not just what they do in the moment but how they create support for months and years to come, and (they) just create a little network so that you don’t fall through the cracks,” Shae said.
During a ribbon-cutting and open house ceremony held April 27, local leaders and officials highlighted the CJC’s commitment to providing comprehensive support for child abuse victims by expanding to more areas in Utah County.
“We can have an environment for kids that can come in, they can feel safe. They can feel like they’re not into in an institution, but they’re really in somebody’s home,” American Fork Mayor Brad Frost said. “And it just lays the groundwork for healing.”
According to data from the Utah Women & Leadership Project, nearly 13% of Utahns report being molested before they turn 18. The numbers get even more staggering, as the report found 78.7% of sexual abuse victims reported being assaulted by the age of 18. Of those, 34.9% stated they were assaulted before their 10th birthday.
Utah County Commissioner Amelia Powers Gardner, reaffirming the need for another Children’s Justice Center, emphasized the importance of children having an added resource to provide treatment and support after suffering from abuse.
“We are so excited to have this new facility here to help families and children that have been abused, to support our community and to break the cycle of child abuse,” Powers Gardner said. “We as a county are so happy to support you and the work you do.”

New food pantry location accepting clients
High housing prices, increasing grocery costs, job losses — it all adds up, with local residents struggling under the weight. Sometimes individuals and families can find themselves unable to make ends meet.
Helping fill the gap is Tabitha’s Way Local Food Pantry, a local organization that provides food and other necessities to thousands of local residents every year.
Founded in 2010, Tabitha’s Way opened its first food pantry in Spanish Fork. In 2016, Mike Carter and Al Switzler opened a Tabitha’s Way location in American Fork after seeing a need in that area.
As more and more people moved into the Lehi, Saratoga Springs and Eagle Mountain area, however, it became clear that a location closer to the residents of western Utah County was needed.
As a result, in March of 2024, a new Tabitha’s Way satellite location was opened at 1509 Commerce Drive, Suite 200, in Saratoga Springs. People receiving assistance at this new pantry are primarily from Eagle Mountain, Saratoga Springs and Lehi, with some coming from Herriman, Draper and surrounding areas.
“I just love seeing that we’re able to help people,” said Kristi Larson, client relations manager at the Tabitha’s Way Saratoga Springs location. “Our clients are just the kindest, nicest people who just need a little bit of help.”
The Saratoga Springs food pantry is open on Tuesdays, Wednesdays and Thursdays from 11 a.m. to 2 p.m. Items are brought from the American Fork location daily to stock the Saratoga Springs site.
While the Saratoga Springs pantry
mostly offers food, there are also items available such as toilet paper, hygiene items, diapers and baby formula.
Those in need are invited to visit the pantry anytime during its regular hours. They will be asked to show identification for everyone in their home (driver’s license, passport, birth certificate, etc.) and a piece of mail as proof of address. After a short sign-up process, they will be able to obtain food that day.
After signing up, clients are assigned a time twice a month when they can pick up more food. The amount of food they receive is based
on the size of their family.
“We have had a number of people come in and sign up. It’s been amazing the amount of people that once they found out we were here came in to get food from us,” Larson said.
In fact, in April, the Saratoga Springs location served 489 households or a total of 2,109 individuals.
Larson said 12% of Utah County’s residents are food insecure and one out of every six children in the county is food insecure. A volunteer at the American Fork Tabitha’s Way location since 2017, Larson said she has seen the need for assistance rise during the last six years.
“We’re hearing from people that they can’t afford food because their rent is so high,” she said. Child care is another large expense she hears about; both parents may be working, but the cost of child care eats into their grocery budget.
The number of residents utilizing their services is growing, but Tabitha’s Way in Saratoga Springs has room for more clients. The food is provided free of charge and there is no time limit for receiving assistance.
“Our schedule is filling up, but we still do have a lot of empty spots,” Larson said. “We’d love them to come.”
Visit the Saratoga Springs food pantry anytime between 11 a.m. and 2 p.m. on Tuesdays, Wednesdays and Thursdays. While this location can accept some small donations of food at this time, its lack of warehouse space means larger donations must be taken to the American Fork location at 920 E. State Road.
If you’d like to help Tabitha’s Way through volunteering or with donations of food or funds, contact Kristi Larson at kristi@tabithasway.org.
