ISLAMABAD: The Union of Small and Medium Enterprises (Unisame) an SME forum has sought clarification about mandatory membership of Rice Exporters Association of Pakistan (REAP) for all rice exporters from the ministry of commerce (MoC) and urged the MoC to clarify whether it is for exporters of all varieties of rice and if so the wisdom and rational behind the patronage and favouritism. Vietnam rice export runs behind animal feed import Vietnam earned US$2.95 billion from rice export but spent US$4 billion to import animal feed and materials for feed production in 2013, according to the Ministry of Agriculture and Rural Development.
The import cost US$375 million in the first two months this year, an increase of 4.7 percent over the same period last year. Of the total, there were seven times in volume at 1.26 million tons of corn worth US$326 million. Ninety percent of the imports came from Brazil and Thailand. "The rice is worth about 9 billion baht ($277 million)and we aim to sell more to get money to pay farmers," Commerce Minister Niwatthamrong Boonsongphaisan told reporters on Thursday. The government had aimed to sell 517,000 tonnes in a tender held this week. Niwatthamrong said 180,000 tonnes was sold to exporters in the tender itself and another 550,000 tonnes was sold outside the tender to exporters who had overseas orders and were seeking rice for delivery. Some farmers have been protesting for their money for weeks in front of the Commerce Ministry. Capital Market/ 15:41 , Mar 13, 2014 As per the latest release from United States Department of Agriculture (USDA), Thailand's total corn and rice production during the marketing Year (MY) 2014/15 is forecast to decline 2-3 percent from the previous year in anticipation of below normal average precipitation which will likely affect yields and water supplies for the off-season crops. In addition, the uncertainty of whether the government will continue its domestic support programs, particularly, the rice paddy pledging program, will likely limit any acreage expansion. Meanwhile, corn farmers are likely to shift to planting cassava as current corn prices have dropped significantly. The suspension of the MY2013/14 Off-Season Rice Paddy Pledging Program and the continued sales of the government rice stocks have put downward pressure on domestic rice prices, which has made Thai rice more competitive with Vietnamese and Indian rice. Exports of Thai rice will likely rebound to 9-10 million metric tons in 2014 and 2015, particularly for white and parboiled rice. The reduction in domestic prices for broken rice and corn will support the growing livestock sector. Thailand's feed demand is expected to increase by 5 to 6 percent in 2014 driven by chicken meat exports. The substitution of imported feed wheat for corn and broken rice in poultry and swine feed is likely to decline. However, import demand for milling wheat is forecast to continue its upward trend in MY2013/14 and MY2014/15 driven largely by an increase in the milling capacity of large mills in line with growing demand from the baking and food processing industries. Feed wheat consumption is also likely to increase slightly in MY2014/15 in anticipation of a gradual recovery of the shrimp industry. Rice stocks will likely continue to decline in MY2013/14 and MY2014/15 due to the acceleration of the government's sales of rice stocks, which it needs to finance the MY2013/14 Main-Crop Rice Paddy Pledging Program. With the trading being lukewarm, prices of aromatic and non-basmati rice prices ruled with nominal fluctuation on Thursday.In the physical market, Pusa-1121 (steam) sold at ₹8,700-8,900, while Pusa-1121 (sela) quoted at ₹7,800 a quintal. Pure Basmati (Raw) quoted at ₹12,200. Duplicate basmati (steam) sold at ₹7,000 a quintal. Pusa-1121 (second wand) was at ₹7,100, Tibar at ₹6,150 while Dubar at ₹5,000 a quintal.Demand for brokens and non-basmati variety is good in the market and traders expect that prices may improve in the coming days but any major uptrend is unlikely, said experts.In the non-basmati section, Sharbati (Steam) sold at ₹5,000 while Sharbati (Sela) quoted at ₹4,600. Permal (raw) sold at ₹2,330, Permal (sela) at ₹2,350, PR-11 (sela) sold at ₹2,700 while PR-11 (Raw) at ₹2,600. PR14 (steam) sold at ₹2,950 a quintal. Amit Kumar, proprietor of Ginni Rice, told Business Line that the situation of the market was anticipated. Rice prices have been ruling in a tight range but within a positive territory, he added.Traders expect market may witness some buying in the coming weeks. US to ease Basmati quality norms soon AMITI SEN,Washington working on a maximum residue limit‟ for Tricylazole fungicide NEW DELHI, MARCH 13: The US has assured India that it will relax its stringent tolerance norms for fungicide found in Basmati shipped from the country.Basmati exporters from India have been battling rejections in the US market for over two years as the country does not have a „maximum residue limit‟ (MRL) for Tricylazole fungicide. All consignments that have traces of the fungicide over the default level of 0.1 parts per million (ppm) are being treated as potentially harmful by US importers.Moreover, consignments also have to go through detailed scrutiny because of ambiguity on Tricylazole limits leading to cost and time over-runs as many Indian companies are under the country‟s import alert.“We are hopeful that the US Environmental Protection Agency (EPA) will come up with a MRL of 3 by July this year which will take care of most of the problems faced by our Basmati exporters,” a Commerce Ministry official told Business Line.Dow Chem, the manufacturer of Tricylazole pesticide, has supplied the complete dossier of the insecticide to the US EPA which includes all information such as molecular composition and toxicity data. The EPA will use this data to come up with a MRL for the pesticide.“Our industry has had to pay Dow Chem for the services it has rendered as it is not within its normal course of obligation to give submissions to the US Government. But, this is an investment worth making,” the official said.India exported Basmati rice worth $240 million to the US in 2012-13. In the first 10 months of the current fiscal, Basmati exports to the country are at $121.8 billion.“Once the US settles the matter satisfactorily, we expect Basmati exports to rise substantially,” the official said. 0.75m tonnes Boro rice expected in Bogra BOGRA, Mar 12 (BSS): Plantation of boro seedlings is near about completion in the district aimed to produce over seven lakh tonnes of rice in the current Robi season in the district.Department of Agriculture and Extension (DAE) office sources said a total of 1,92,247 hectares of land have been brought under the cultivation in 12 upazilas of the district to produce 0.75 million tonnes of rice.Of the total, some 10,495 hectares of land in Bogra Sadar upazila, 13,520 in Sahajahanpur upazila, 20,590 in Sherpur upazila, 17,450 in Dhunat upazila, 18,510 in Gabtali upazila, 14,345 in Sariakandi upazila, 11,340 in Sonatala upazila, 21,417 in Shibganj upazila, 18,160 in Kahaloo upazila, 13,100 in Dupchachia upazila, 12,650 in Adamdighi upazila and 20,670 hectares in Nandigram upazila. Deputy Director of DAE Bazlur Rashid said necessary measures had been taken to supply necessary fertilisers, insecticides, electricity and other agri inputs to the farmers.
