WASHINGTON, DC -- House Agriculture Committee Chairman Mike Conaway (R-TX) introduced his draft of the 2018 Farm Bill, formally known as H.R. 2, The Agriculture & Nutrition Act of 2018, yesterday after months of negotiations. The bill's nutrition and food stamp provisions are controversial, and have actually divided the Committee along partisan lines, but

the other titles reflect the good work that Chairman Conaway and Ranking Member Collin Peterson (D-MN) have done to craft a strong bill that supports farmers who are facing trade uncertainty and who have weathered consecutive years of down prices. The House Agriculture Committee held 113 hearings on the different provisions of the bill in Washington, D.C., and across the country to learn from farmers and other stakeholders the issues that affect them the most. USA Rice was engaged in this conversation from the beginning, testifying at hearings related to the state of the agriculture economy, the commodity title, the conservation title, and international food aid programs. USA Rice has been very active on Capitol Hill, pushing for modest revisions to improve the programs most important to rice farmers. The text of the bill includes several changes advocated for by USA Rice, including expanding the definition of a family to determine the eligibility of actively engaged producers on the farm, tweaking the conservation title to decrease cumbersome paperwork while making the programs more accessible to producers, and changes to the trade title to maintain funding for international promotion programs such as the Market Access Program (MAP) and Foreign Market Development (FMD). While the sweeping legislation is still under review by the USA Rice Farmers Board and staff, we can say that the bill maintains and improves upon the viable safety net for rice farmers provided under the 2014 Farm Bill. Rice Conference: FG, Stakeholders Renew Commitment To Self Sufficiency, Export April 13, 2018 By Abuja, AGBO-PAUL AUGUSTINE The federal government and stakeholders in the rice value chain have renewed commitment to self sufficiency in the production and export of rice, saying it will force a reduction in the price of the commodity across the country. Speaking during a 2-day AgroNigeria High-Level Rice Conference in Abuja, the minister of Agriculture, Chief Audu Ogbeh, stated that the Agricultural Promotion Policy had helped to improve the volume of production, capacity of farmers as well as improved the quality and prevent Nigeria from being a dumping site for imported rice. The minister who was represented by director, Agribusiness, Alhaji Musibau Azeez, explained that there were 21 integrated rice mills in Nigeria currently producing 1. 22 million metric tonnes yearly across rice-processing states like Kano, Enugu, Kebbi, Nasarawa, Niger, Kogi amongst others.

He added that the federal government was prioritising the fight against the smuggling of agricultural commodities including rice. Delivering a keynote address, the Kebbi State governor, Alhaji Atiku Bagudu, says the price of local rice will soon drop to N 10,000 a bag. He noted that Nigeria had the capacity to tap into the 600-700 MT global rice market as rice is grown in all the states of the federation and the FCT. Adding that stakeholders must cooperate to sustain the growth already recorded in the sector. He urged the nation to emulate Japan which imposes a 777% tarrif on imported rice as against the current 50% tarrif on imported rice in the country. Earlier, the regional director Africa, Syngenta, Switzerland, Dr Luzius Cavieziel, stated that his organisation had been investing in different crops across the world. Stating that it was engaged in 26 commercial operations and six research and development sites. In a remark, the group head, commercial services, Notore Chemical Industry, Mr Tijjani St. James, said to support the rice self sufficiency agenda, NOTORE has developed a special rice-specific variant of Urea called the Urea Super Granules (USG) for rice farming. ―This variant can potentially increase yield by 50% because, by its nature, it enables the rice plant absorb 40% more nitrogen than the ordinary urea fertilizer. ―Notore is expanding its rice seeds production capacity. As testified by farmers across Kebbi, Sokoto, Zamfara, Kano, Jigawa and Gombe states, the NOTORE OPV rice seeds have demonstrated to not only be of high yield quality but that the seeds vigor can ensure high yields in three to four planting cycles. ―It is expanding its distribution team to bring its fertilizer & seeds inputs closer to rural farming communities,‖ he said. He noted that the company target increasing its current 5,350 agricultural extension staff strength to 6000 by the 2019 will enhance awareness of the USG fertilizer and increase adoption among rice farmers across the country On his part, the managing director, Nigeria Incentive-Based Risk Sharing System for Agricultural Lending

(NIRSAL), Mr Aliyu Abdulhameed, commended AgroNigeria for expanding its scope of coverage to the whole of Africa and for initiating the Rice Conference. He stated that NIRSAL had developed production models to boost productivity of farmers. He added that the agency had facilitated access to N3. 4billion by 57,000 farmers, 90 per cent of them from Kebbi. The Ogun State commissioner for Agriculture, Mrs Adepeju Adebajo, noted that farmers could only be economically viable if they formed clusters. She stated that the state government was prioritising the adoption of agritech such as aquaponics to reduce the cultivation of large expanse of land.

Indonesia lifts 150,000 tonnes of rice from Pakistan From the NewspaperUpdated April 14, 2018 HAMBURG: Indonesia’s state food procurement agency Bulog on Friday bought about 150,000 tonnes rice from Pakistan, European traders said.The purchases were made in direct deals negotiated without international tenders being issued.Some 45,000 tonnes of 5 per cent broken grade rice was bought at about $460 a tonne c&f and 105,000 tonnes of 15pc broken grade was bought at about $450 a tonne c&f, they said.All the rice is for shipment from May to July.Traders had previously said Bulog had been seeking offers for only 50,000 tonnes of Pakistani rice.―I think the deals show that Indonesia’s import requirements remain large despite several large recent purchases,‖ one European trader said. Bulog said on March 20 it planned to import a total 500,000 tonnes of rice up to the end of June to improve local supplies and cool domestic prices. Bulog also bought about 500,000 tonnes of rice to be sourced from Vietnam and Thailand, traders said on March 29. Norwich crop scientists claim breakthrough in global search for higher wheat yields

Pictured are paired spikelets in wheat. Picture: CSIRO Norwich-based crop scientists have claimed a milestone breakthrough in the global quest for higher-yielding bread wheat. A new study, led by genetic researchers at the John Innes Centre, has isolated a gene controlling the shape and size of ―spikelets‖ in the head of cereal plants, which could help seed breeders deliver yield increases in one of the world’s most important crops. The team at the Norwich Research Park say the genetic identification of an agronomicallyrelevant trait represents a ―significant milestone‖ in research on wheat – a crop with a notoriously complex genome, five times larger than a human’s.

The Wheat Initiative, which co-ordinates global research for the crop, has identified floral architecture as one of the key traits which must be improved if the 1.6pc yield increase needed to feed a growing world population is to be reached. Dr Scott Boden from the John Innes Centre, whose crop genetics laboratory led the study alongside colleagues from Australia and Cambridge, said: ―This paper is an example of what we are capable of doing in wheat now with a lot of the resources that are coming on board. ―We have gone from the field to the lab and back again. This is a developmental gene that contributes to a lot of agronomically important traits. This knowledge and the resources that come from this study can be used to see if it really does benefit yield. ―We have approached this in an academic sense but we have moved it towards giving breeders tools they can work with to optimise floral development.‖ Diversity of floral architecture has been exploited by generations of crop breeders to increase yields and boost grain production. Researchers said the underlying genetic mechanism they have found in wheat is also relevant to a number of other major cereals including corn, barley and rice.

The study, published in the journal The Plant Cell, focuses on the genetics behind a specific mutant trait in bread wheat, where the flowering head of plant is formed of two ―paired spikelets‖, instead of the usual one. Bilateral trade between the two countries currently stands at US$ 7.3 million per year, but Pakistan has signed an MoU with Azerbaijan to increase that figure to US$ 500 million over a five-year period. This is around ten-time increase and for that purpose, various Pakistani chambers of commerce & Industries and Ministries are in contact with the embassy as well as the local chambers and traders here. Azerbaijan has for the first time begun to set up permanent trade missions in embassies, and it chose Islamabad as a location for one of the first such missions, along with Moscow, Ankara, and Washington. Talk on cooperation in energy and arms sector have also been revived. To a question, the ambassador said currently there were around 250 Pakistanis living in Baku for training or job purposes. However, there is a visible increase in the number of tourists from Pakistan. In 2017, an exact number of 17,556 tourists visited the country while in 2016, the number was only 3,800. Seeing the Pakistani tourists’ interest in visiting Azerbaijan, Shaheen Air and Turkish Air are reportedly resuming their flights from Islamabad to Baku, he said. To a question, the ambassador said as a follow-up of President Ilham Aliyev’s visit to Pakistan last year, Secretary Commerce visited Baku in June last year and held detailed meeting with the authorities here to further explore opportunities of bilateral trade and cooperation. Moreover, Federal Chamber of Commerce & Industries (FPCCI) and Lahore Chamber of Commerce & Industries (LCCI) have also expedited efforts to enhance bilateral trade. In June they are holding exhibitions in Baku while in coming May an agriculture exhibition is taking place for the first time. These activities would boost mutual trade and bilateral activity in a number of fields he said. Pakistan exports potato, rice, onion, tomato and garments to Azerbaijan but there are two important products that remain neglected so far and Pakistani traders can export to Azerbaijan in large quantity, namely, sports and surgical goods.

Azerbaijan, said Dr Mohmand, is a sporting nation and there is tremendous opportunity for the Pakistani sports goods here. Similarly, surgical goods are also in high demand here, he said. About Pakistan’s energy woes and Azerbaijan’s possible role to address them, he said Caspian Sea is full of oil and gas resources and last year during visit of Azerbaijan president to Pakistan a government-togovernment agreement was signed according to that Pakistan could rely on Azerbaijan to meet its energy needs. Moreover, through media I came to know that Pakistan and Azerbaijan are holding dialogue regarding import of LNG from Azerbaijan.
About Azerbaijan people’s cultural life and food etc, he said food is mostly Central Asian type. Azeri people don’t eat spicy food.They have similar names for their cuisine that we have in Pakistan like pulawo, kabab. Azerbaijan people also eat tandoori roti and they use the same word for tandoor here, he said. Vegetables are scarce here and we can export more vegetables to Azerbaijan. In Baku we have seen Multan Karawan Sarai, that shows we have long, time-tested relations with Azerbaijan and people from Multan used to come here to sell their things. About his stint in Baku, he said he was in Azeri capital for last 1 year and nine months. My efforts are to strengthen bilateral relations between the two countries and explore new avenues of cooperation in trade and commerce. To a question, he said Pakistan fully supported Azerbaijan on Nagorno-Karabakh and understands that the area along with a number of districts belong to the country and was illegally occupied by the Armenian forces. For lasting peace in the region, the Nagorno-Karabakh conflict should be resolved the sooner the better and Pakistan government backs Azerbaijan’s stance on this issue. How smuggling stalls rice self-sufficiency target : CHIKODI OKEREOCHA On: April 13, 2018
Despite being banned, rice smuggling keeps rising. Over two million metric tons of parboiled rice from Thailand and India were smuggled into the country last year, making it impossible for the government to meet its selfsufficiency target in the commodity’s production. Although a new target has been set for 2020, there are fears that it may also not be met, unless the government musters the political will to halt smuggling. Assistant Editor CHIKODI OKEREOCHA reports. The Federal Government appears caught between the rock and the hard place in achieving its target for self-sufficiency in rice production. Despite inching closer to achieving the feat, rice smugglers through the numerous borders have continued to throw spanner in the works. For instance, the Minister of Information and Culture, Alhaji Lai Mohammed, said the Federal Government’s rice revolution had paid off, as 60 per cent of rice consumed in the country is now produced locally. Quoting the Rice Millers, Importers and Distributors Association of Nigeria (RIMIDAN), the Minister said over two million metric tons of parboiled rice were smuggled into Nigeria last year.

According to him, the smuggled rice came in through the borders with Benin, Niger and Cameroon. He said, for instance, in Benin Republic, the demand for white rice, which is consumed in Benin, against parboiled rice in Nigeria, is 400, 000 mt. Yet, the country, with a population of about 11 million, imports between one million and 1.2 million mt of rice annually. ―Who are they importing for? Nigerians of course. In fact, as Nigeria’s rice import falls, Benin’s rice import increases. Most of the parboiled rice imported by Benin eventually lands in Nigeria through smuggling,’’ Mohammed said. He said smuggling was the biggest challenge facing rice production in Nigeria. It is easy to see why this is so. For one, the difference in the price of the local and foreign rice as a result of influx of smuggled rice has been a major discouraging factor for rice farmers. This makes people prefer the foreign rice because of the price difference. He gave an insight on this disincentive when he said smuggled rice costs between N11, 000 and N13, 000 per 50kg bag, while Nigerian processed rice sells for between N14,500 and N15, 000 per 50kg bag. He said the price of local rice was higher because Cameroon and Benin Republic lowered their tariffs on rice to between zero and five per cent to encourage importation and subsequent smuggling into Nigeria. Mohammed added that Thailand and India give high subsidies to rice farmers and rice processors, adding, however, that local rice producers had made some representations to the

government on how rice could compete favourably, in terms of pricing, with the heavilysubsidised imported rice. Perhaps, more importantly, the upsurge in rice smuggling is hurting the Federal Government’s revenue generation efforts. The smugglers, who are seen as the greatest saboteurs, have been ravaging the economy and denying the government huge sums of legitimate revenue. For instance, a recent World Bank report on smuggling in Nigeria stated that an astonishing $5 billion (about N1.45 trillion) worth of different goods, including rice, are smuggled into Nigeria yearly through Benin Republic alone. The report further noted that over 25 per cent of the total annual revenue collected by the Nigeria Customs Service (NCS) was lost to smugglers each year. Going by the Customs’ projected revenue for last year, which is approximately N600 billion, it means that the Service may have lost N200 billion in revenue last year alone. Smuggled rice also poses serious health challenges to consumers. The minister, at a briefing, raised the alarm over the unhealthy status of smuggled imported rice being dumped in the country. He urged Nigerians to reject the rice. He said the government could not guarantee the healthy status of the rice, having spent months on the high seas and warehouses. The minister appealed to Nigerians to complement the government’s efforts by consuming only locally-grown and processed rice, which, according to him, ―is fresher, tastier and healthier.‖ ―We don’t know where or how imported rice is made or how old it is. It is reported that most of the rice dumped on us are old and probably rejected.

―The citizens of those countries do not eat this rice. The citizens of Benin also do not eat it. But they send it to us. Unhealthy foods are dangerous to health. So let’s eat what we can vouch for,’’ he said, a fortnight ago while reeling out figures, which indicated that local rice production was growing exponentially. Mohammed said for instance, within two years (September 2015-September 2017), rice importation from Thailand fell from 644,131 MT to 20, 000 MT, representing over 90 per cent drop. While putting Nigeria’s current rice consumption at about six million MT of milled rice, he said the country produced 2.5million
MT of milled rice in 2015. By 2017, it rose to 4million MT,
leaving a gap of 2million MT. ―Our target is to fill that gap by 2020,’’ he said. The minister added that from only 13 integrated rice mills in the country in 2015, the number rose to 21 by 2017. Quoting the Rice Processors Association of Nigeria (RIPAN), he said from five million rice farmers in 2015, the number has also gone up to 11 million. The administration’s rice revolution has also not done badly from investment perspective. Alhaji Mohammed put RIPAN’s total investment in the economy at over N300 billion, while upcoming investments would amount to N250 billion. He projected that the new investments will add 5, 000 jobs and additional 1,775,000 MT of integrated rice milling capacity, while saving $300 million foreign exchange from import substitution through local processing.

The minister noted that the new investments were made when Nigeria was in recession, indicating investors’ confidence in President Muhammadu Buhari and the Nigerian economy. ―The investments have not stopped as 15 more mills are about to take off, including the Dangote Rice Mills to be established in six states with a total capacity of about one million MT,’’ he said. The minister said with the significant increased production in rice paddy, Nigeria’s rice import bill, which hitherto stood at $1.65 billion yearly, dipped by over 90 per cent. He attributed the exponential growth in local rice production, which moved Nigeria closer to ending rice importation, to the sustained implementation of the Anchor Borrowers’ Programme launched on November 17, 2015. Buhari had in line with his administration’s economic diversification agenda through the agric sector, launched the Anchor Borrowers’ Programme (ABP) to support farmers through input distribution and loans to boost rice production across the country. The programme, which is being managed by the Central Bank of Nigeria (CBN), was also aimed at stabilising input supply to agro processors and addressing the country’s negative balance of payments on food items.Apart from benefiting from the ABP, the ongoing rice revolution, The Nation learnt, also drew strength from the setting up of the Presidential Fertiliser Initiative (PFI) in December 2016 by Buhari. Set up to deliver commercially significant quantities of affordable and high quality fertiliser at the right time to over 500,000 farmers across the country, the initiative has helped push up fertiliser production capacity to 2.22 million MT.

To date, the programme, according to the Managing Director, Nigeria Sovereign Investment Authority (NSIA), Mr. Uche Orji, has contributed to the resuscitation of 14 moribund blending plants, which represent 55 per cent of total installed capacity in the country. Also, more than six million bags of 50kg NPK 20:10:10 fertiliser have been produced locally and distributed to farmers. Orji stated that after one year of running the programme, the import of finished fertiliser had reduced drastically. ―For the 2017 wet season, it was estimated that about N60 billion from the 2017 budgetary provisions for fertiliser was saved, while another saving of $150 million was conserved from foreign exchange window,‖ he said. Orji added that the success of the PFI was evidence that Nigeria can sustainably produce fertilisers locally at a reasonable price without subsidy. Encouraged by the 2.22 million metric tons made-in-Nigeria fertiliser production capacity, the Federal Government has announced plans to revive 12 moribund fertiliser blending plants to bring to 23 the total number of plants that will partake in this year’s PFI. Doubts over self-suffiency target Although, some of these significant milestones must have galvanised government to declare that the country will achieve self-sufficiency in rice production by year 2020, the excitement and optimism generated by the declaration were however, tinged with fear.

The thinking, and rightly so, is that without first articulating workable strategies to rein in rice smugglers, government’s latest rice self-sufficiency target may go the way of previous targets that were never realised. Recall that Minister of Agriculture and Rural Development, Chief Audu Ogbeh, had earlier assured that Nigeria will be self-sufficient in rice production by the end of last year. Ogbeh had given the assurance at the First International Cocoa Summit, organised by the Federal Ministry of Trade and Investment in collaboration with Cocoa Farmers Association of Nigeria (CAN) in Abuja, last year. Although Chief Ogbeh said then that rice production had improved tremendously across the country as a result of the CBN’s ABP, government failed to meet the target, due largely to rice smuggling. Again, sometime this year, Vice President Yemi Osinbajo said Nigeria will stop rice importation by the end of the year. But as it turned out, the pronouncement was made without recourse to the realities on ground. RIMIDAN faulted Osinbajo’s statement. Its Secretary, Shaibu Mohammed, said it was impossible for the country to achieve self-sufficiency in rice production by the end of the year because of the influx of smuggled rice through the land border. According to Shaibu, smuggling of the product was frustrating efforts so far put in place by rice farmers towards rice production in the country. The frustration, he stated, stemmed from the

difference in the price of the local and foreign rice, as people prefer to buy the foreign rice, which is cheaper. [HAMBURG] Indonesia's state food procurement agency Bulog on Friday bought about 150,000 tonnes rice to be sourced from Pakistan, European traders said. The purchases were made in direct deals negotiated without international tenders being issued. Some 45,000 tonnes of 5 per cent broken grade rice was bought at about US$460 a tonne c&f and 105,000 tonnes of 15 per cent broken grade was bought at about US$450 a tonne c&f, they said. All the rice is for shipment from May to July. Traders had previously said Bulog had been seeking offers for only 50,000 tonnes of Pakistani rice. "I think the deals show that Indonesia's import requirements remain large despite several large recent purchases," one European trader said. Bulog said on March 20 it planned to import a total 500,000 tonnes of rice up to the end of June to improve local supplies and cool domestic prices. Bulog also bought about 500,000 tonnes of rice to be sourced from Vietnam and Thailand, traders said on March 29. Rice: Family trauma's effect on kids needs community focus H-T Report
Monroe County candidate for prosecutor Margie Rice is calling for a community conversation on the effect of family trauma on children. Rice wants to gather family trauma experts, social service organization leaders and justice officials to discuss the issue. Rice said the community needs to bring the same spotlight to this issue that it has to the opioid epidemic. She said many people who are self-medicating as adults are doing so because of their childhood pain and trauma. In a campaign news release, Rice pointed to research showing that exposure to violence can have long-lasting consequences on the mental and physical health of a child. In addition, such children are at increased risk for emotional and behavioral problems, making them more likely to be perpetrators and victims of violent crime as teens or adults.

China will infuse fresh funding worth P226.93 million to a joint Philippine and Chinese program established almost two decades ago aimed at boosting technical cooperation in the agriculture sector.In particular, the 27.52-million renminbi grant signed by Finance Secretary Carlos G. Dominguez III on behalf of the Philippine government and Chinese Commerce Minister Zhong Shan on the sidelines of the Boao Forum for Asia in Hainan, China, on Tuesday will ―modernize the Philippines’ hybrid rice center, and in turn, boost the country’s palay production,‖ the Department of Finance (DOF) said in a statement on Friday. The DOF said that the agreement, in the form of an exchange of letters, would cover the third phase of the technical cooperation project for the Philippines’ Agricultural Technology Center to be implemented by the Department of Agriculture. Specifically, the grant aims to ―contribute in boosting the rice production capacity of the Philippines towards rice sufficiency by upgrading the Philippine-Sino Center for Agricultural Technology’s (PhilSCAT) hybrid rice technology research and

demonstration center into a modern hybrid rice breeding station and technology demonstration center.‖ The PhilSCAT was established in 2000 through an initial $5-million donation from China and with counterpart funding from the government, the program’s website said. ―It is a symbol of friendship between the two governments and their people, with the purpose of enhancing the communication and technical cooperation in agriculture and related fields,‖ it added. The 10-hectare PhilSCAT is located within the Central Luzon State University in the Science City of Muñoz, Nueva Ecija. The first technical cooperation program, implemented from 2003 to 2008, ―primarily tested and demonstrated the adaptability of Chinese hybrid rice and agricultural mechanization technologies,‖ the program website said. Under the five-year second phase, which began in 2011, ―technologies from the previous technical cooperation program will be put to the mainstream and continue further study on other advanced Chinese technologies in agriculture for possible adaptation in the Philippines,‖ it said. The funds will be used for Phase III of the Technical Cooperation Project for the Philippines’ Agricultural Technology Center, which is being implemented by the Agriculture department. Dominguez also signed the $62-million (about P3.135 billion) Preferential Buyer’s Credit Loan Agreement on the Chico River Pump Irrigation Project with Chinese Ambassador to the Philippines Zhao Jianhua. The DoF said the dollar-denominated loan agreement for the Chico river project, which will be implemented by the National Irrigation Administration (NIA), covered 85 percent of the total project cost of $83.89 million (about P4.372 billion).The interest rate on the loan was set at 2 percent per annum with a maturity period of 20 years, inclusive of a seven-year grace period.The National Economic and Development Authority said the project would provide a stable water supply for around 8,700 hectares of agricultural land, benefit 4,350 farmers and their families, and serve 21 barangays in the provinces of Cagayan and Kalinga in Northern Luzon. The economic and technical cooperation deal, meanwhile, involves a 500-million renminbi grant (about $79 million or P4.13 billion) to finance the following: • the Binondo-Intramuros and Estrella Pantaleon bridges in Metro Manila (264.8 million renminbi, partial funding);

• the feasibility study for the Davao City Expressway Project (25.83 m illion renminbi); • the provision of radio and broadcasting equipment to the Presidential Communications Operations Office (17.82 million renminbi); and • the Philippine-Sino Center for Agricultural Technology-Technical Cooperation Program Phase III (27.52 million renminbi). The total grant for these four projects amounts to 335.97 million renminbi. FINANCE Secretary Carlos Dominguez III and Chinese Commerce Minister Zhong Shan signed in Hainan, China Tuesday an agreement to modernize the Philippines’ hybrid rice center. The Department of Finance said in a statement Friday the development would boost the country’s palay production through a 27.52-million renminbi grant from China. The agreement, to be implemented by the Department of Agriculture, covers Phase III of the Technical Cooperation Project for the Philippines’ Agricultural Technology Center. Zapata Jr MANILA, Philippines — China has committed to extend a 27.52 million renminbi (P226.93 million) in grant to fund the modernization of a hybrid rice center in the country to boost palay productivity, the Department of Finance (DOF) said yesterday. Finance Secretary Carlos Dominguez and Chinese Commerce Minister Zhong Shan forged the agreement through an exchange of letters on the sidelines of the annual Boao Forum for Asia in Hainan, China. The DOF said the financing agreement, which would be implemented by the Department of Agriculture, would cover Phase III of the Technical Cooperation Project of the Philippines’ Agricultural Technology Center.

The DOF expects the grant to help boost the country’s rice production capacity.The grant will also be utilized to upgrade the Philippine Sino Center for Agricultural Technology (PhilSCAT) facilities into a modern hybrid rice breeding station and technology demonstration center. The PhilSCAT was established in 2000 by the Chinese and Philippine governments to enhance their communication and technical cooperation in agriculture and related fields. The facility conducts demonstration trials of quality hybrid rice varieties, showcases advanced agromachinery, and trains farmers in the use of agricultural technologies. The DOF said the 27.52 million renminbi grant is one of the three accords signed by Dominguez in behalf of the Philippine government during President Duterte’s recent visit to Hainan, China. In total, the Philippines and China signed six new agreements. The finance chief also signed the $62 million Preferential Buyer’s Credit Loan Agreement on the Chico River Pump Irrigation Project with Chinese Ambassador Zhao Jianhua, and the $79 million Agreement on Economic and Technical Cooperation with China Commerce Minister Zhong Shan for at least four other infrastructure projects.

We had a rice crisis of sorts last week but it was not one of supply. It was one of prices. The National Food Authority (NFA) is the government agency whose job is to ensure an adequate supply of inexpensive rice for the masses. It gets its supply from Thailand and Vietnam, whose farmers can produce rice at much lower costs than Filipino farmers.Last Wednesday, the NFA — which is supposed to maintain a buffer stock good for 15 days at any given time and up to 30 days during the lean months from July to August – disclosed that its stocks were down to 0.35 days – 200,000 bags. With cheap NFA rice nearly gone from the market, only locally produced rice was available in the market and prices began to rise. President Duterte stepped into the situation which, it turned out, had resulted from conflicts between officials of the NFA management and the NFA’s policy-making body, the NFA Council. Cabinet Secretary Leoncio Evasco Jr., who is chairman of the NFA Council, assured that while NFA stocks are down in its bodegas, new imports had already arrived and more were coming in May. Besides, he said, the country expects a ―big harvest‖ by local farmers, as reported by Secretary of Agriculture Emmanuel Piñol. Later in the week, Secretary Piñol said he and NFA Administrator Jason Aquino had reached an agreement that the NFA would get some of its supply from Filipino farmers’ groups, cooperatives, or associations, which the DA would help with production loans and machinery. The DA, through its regional offices, would inform the NFA of areas where farmers’ prices are considerably lower than the market prices set by traders and middlemen.

The crisis is now largely over and the fears raised by the photos of nearly empty NFA bodegas have now died down. There is indeed no problem of supply. Our farmers can produce sufficient harvests for the country, but at prices above the costs of farmers in Thailand and Vietnam,. This should now be the towering goal of the Department of Agriculture – to bring down production costs. It has already taken big steps to this end – free irrigation, a production loan program at 6 percent a year payable in one year, providing farm machinery like tractors, establishing drying facilities for free use by farmers. The day this price problem is solved, we no longer need to import rice for the low-cost stocks of the NFA. Our old dream of total self-sufficiency in our staple food, a dream pursued by all administrations from President Marcos’ Masagana 99 program, will finally be realized.

Come Pahela Baishakh, the food's significance increases even further in the form of nutritious and healthy panta (soaked rice).The first day of the Bangla New Year is celebrated with colourful fervour, tinged with nostalgia served in plates of panta bhaat. It harks back to a time without electricity or refrigeration when the typical family of peasants would save leftover rice in water to keep it fresh for breakfast.This delicious and healthy dish, served with a piece of fish or bhorta in an indigenous earthen plate known as the shanki is considered the epitome of Bangalee cuisine. Nutritionists say fermented rice is really good for health. The water amplifies most of the nutritional elements of rice and eventually turns it into a ―cold drink‖ overnight. The next morning you are rewarded with a refreshing beverage to prepare for a hot day.A study of the nutrition department at Bangladesh Agriculture Research Council (Barc) found that there are more micronutrients in soaked rice than in cooked rice.The study released a report which said fermented rice is easily digestible, more nutritious, increases the capacity to fight diseases and provides other health benefits.Dr Monirul Islam, director (nutrition) at Barc, said, ―In Bangladesh people suffer deficiency in calcium and iron. Consuming proper amount of soaked rice helps address this problem.‖He also said it helps increase the human body's immune system.
