Pakistan has gone from water surplus to water-stressed By JUNAID ZAHID Published: May 14, 2018

Per capita availability has dropped from approximately 5,000 cubic metres to 1,000 cubic metres per year PHOTO: FILE ISLAMABAD: Pakistan is a country facing depleting water resources mainly due to climate change and poor water resource management.Failure to estimate the actual water demand will hamper effective water management and overall socio-economic stability in Pakistan.

Moreover, water resources (Indus River System) have potential to generate 59,000 megawatts of hydro energy in Pakistan. The country has gone from being water-surplus to water-stressed and soon it is going to have water scarcity. The per-capita water availability has reduced from approximately 5,000 cubic meters per year to around 1,000 cubic meters per year.

Of the 10% of water used in industries and for domestic use, the same pattern of wastage of water continues. Pakistan is expected to experience increased variability of river flows due to increased variability of precipitation and the melting of glaciers. Demand for irrigation water may increase due to higher evaporation rates. Yields of wheat and basmati rice are expected to decline and may drive production northward, subject to water availability. Water availability for hydropower generation may decline. Hotter temperatures are likely to increase energy demand due to increased air conditioning requirements. Warmer air and water temperatures may decrease the efficiency of nuclear and thermal power plant generation. Mortality due to extreme heat waves may increase. Urban drainage systems may be further stressed by high rainfall and flash floods. Sea level rise and storm surges may adversely affect coastal infrastructure and livelihoods. Furthermore, water also affects the health and well-being status of the population as poor quality of water is causing water-borne diseases, such as Diarrhea (23% under-5 children suffered from Diarrhea in 2013), etc. Around 70% of the rural population doesnâ&#x20AC;&#x2DC;t have access to the safe drinking water, which means they are vulnerable to water-borne diseases.

In this regard, the government‘s response towards these indicators is not very substantial. The country‘s leaders are too distracted by extremism and political instability to focus on pressing environmental issues. Response is defined as preparedness, but in Pakistan the extreme weather events are increasing; the super floods of 2010 affected around 20 million people in the country, and in 2011 five years of rainfall fell in just four weeks in Sindh. In 2012, there were more floods. In Pakistan, climate change is a current reality with devastating consequences. The last few years of continuous flooding in the country has had a long-term impact on farmers‘ ability to produce food. Instead of coming up with strong response and preparation to these events, the government is busy with their own issues of accountability. According to the UNDP Pakistan, communities are working together to reduce the risk of flash floods in Northern Pakistan, particularly the floods caused by glacial lakes. These glacial lake outburst floods (GLOF) occur when the ice walls containing the reservoir fail, sending entire lakes down to inhabited areas below. Similarly, local communities improved livelihoods by repairing water channels in Sindh. They also mentioned that women earn income by repairing houses post floods. In Pakistan, climate change in the form of heavy floods—due to Himalayan glacier melting—, droughts, and changing rain patterns—1500 mm in upper part of Pakistan—are adversely affecting the water resources that require effective planning and sufficient resource allocations to manage draining water resources. Pakistan had to face a loss of $9.6 billion in 2010 due to the climate change (CC) and the floods during 2010-2014 resulted in economic loss of $18 billion. In the wake of the deteriorating condition of water availability, there is growing need to allocate more fiscal resources by both federal and provincial governments. Out of total Poverty

Reduction Strategy Paper (PRSP) expenditures (FY2016-17), around 2.4% portion was spent on water supply and sanitation, including federal and provincial PRSP expenditures. Comparing provincial PRSP expenditures on water supply and sanitation, Sindh has 18% reduction in the water budget in FY2016-17 compared to FY2015-16. Moreover, utilisation of allocated budget for water projects is not satisfactory as around 24% under-utilisation of budget in Punjab was reported in FY2016-17 and delayed release of funds is one of the major reasons of this under-utilisation. Delay in the Diamer-Bhasha dam due to the unavailability of financial resources is another example of the inappropriate allocations for water related projects. Awareness must be necessary in order to minimise deceptive and unsustainable activities, such as the use of stony water for washing cars or irrigation of lawns and gardens. Each of us must understand that less water usage means less wastewater production. Water supply agencies should install meters to charge consumers based on â&#x20AC;&#x2014;pay as you useâ&#x20AC;&#x2DC;. In such interventions, departments like WASA and CDA can play a major role. There is also a need to increase the percentage of budget allocation-to-GDP for the improvement of water and sanitation in the country.If immediate action is not taken to address these issues, the amount and quality of the remaining water will have a negative impact on health, education and economic sectors. The Environmental Protection Agency (EPA) must ensure, before discharging it to the mainstreams, and to improve the drainage network, ensuring higher sanitary coverage, ensuring household waste disposal, commercial and industrial units. US sanctions on Iran don‘t worry Pakistan Mubarak Zeb KhanMay 14, 2018 WHILE Pakistan’s bilateral trade with Iran remains negligent, the sanctions re-imposed by the United States will further worsen the situation. US President Donald Trump‘s decision to withdraw from the Joint Comprehensive Plan of Action (JCPOA) has created uncertainty regarding Islamabad‘s intention to pursue its trade liberalisation plan with Tehran. Bilateral trade peaked to $1.2 billion in 2009, but subsequently declined and reached to as low as $358.6 million in 2016 — when the JCPOA was signed. The official spokesperson of the commerce division said the impact of the sanctions, if any, will depend on how these sanctions are applied. It is, therefore, premature to predict their impact on bilateral trade. It is premature to predict the impact of the sanctions on bilateral trade Highlighting the issue as one of a political nature rather than an economic one, the spokesperson passed the buck on to the Ministry of Foreign Affairs whose official statement deals with undermining the value of dialogue and diplomacy in the conduct of international relations. Before the 2016 deal certain countries such as India, China and Russia did manoeuvre around the sanctions via barter trade. While Pakistan and Iran already have an operational preferential trade agreement (PTA) — with promises of converting it into a free trade agreement by November 2017 — in the two and a half years since the JCPOA was in effect trade relations with Tehran remained non-existent for Pakistan. It is in this background that officials in the commerce division remain unconcerned about America‘s withdrawal from the nuclear agreement, stating that till the time issues previously identified remain unaddressed, it will be difficult to promote bilateral trade with Tehran. The non-availability of a payment mechanism was a leading road block identified in promoting trade between the two countries. The central banks of both nations signed a bank payment agreement in April 2017. As per its terms they were to authorise two banks in their respective countries to undertaking trade transactions.

―We have not received a single application from Pakistan‘s commercial banks to open a branch in Tehran‖, a source in the State Bank of Pakistan said. In the absence of regular channels, most of the trade has so far been conducted through informal channels. A comparison of both country‘s trade statistics highlight the existence of an active informal channel. Pakistan‘s trade figures showed exports worth $35.6m in 2016 and imports of $323.1m while Iran‘s figures state exports to Pakistan at $795.9m while imports at $365.46m during the same year. For undocumented businessmen the popular mode of payment used for trade with Iran is hundi and hawala. With the latest US sanctions, the use of this mode of payment is expected to rise. A trade expert opines that in the wake of US sanctions Pakistan can work out a barter system for agriculture products like wheat and rice. The average amount of the produce in dollar terms should be fixed for the next three years, independent of the dollar, so that fluctuation doesn‘t affect either party. Two women commit suicide FAISALABAD: Two women committed suicide in separate incidents in the city on Sunday.Rabia, wife of Abdul Khaliq and a resident of Samanabad, swallowed poisonous substance over a domestic dispute. She was rushed to a hospital where she breathed her last. In another incident, Sana Bibi, wife of Luqman, also committed suicide by swallowing poisonous pills over a domestic issue. The police handed over the bodies to their relatives after completing necessary formalities. New rates for daily use items: The District Price Control Committee (DPCC) has issued new rates for daily use commodities in the Ramazan bazaars and open markets for convenience of general public during the holy month of Ramazan.

He said that Pak-Mexico bilateral trade of about $200 million per annum does not reflect true potential and both countries have great potential to improve trade and broaden cooperation in multiple areas. He said our trade is quite narrow as Pakistan exports to Mexico some traditional goods such as textiles, garments, rice, surgical equipment, sports equipment and clothing while Mexico exports to Pakistan iron and steel products, wood pulp, capital goods and agricultural products.

Both countries should make efforts to diversify bilateral trade by focusing on non-traditional items especially furniture products. Good news for rice exports – Iran BR R E S E AR C H

MAY 14TH, 2018 t appears that the efforts of the REAP delegation that visited Iran to enhance rice export opportunities may have borne fruit (for more information read ―Rice exports to Iran – idle hope or possibility?‖ published on April 12, 2018 by this column). Iran‘s state grains buyer GTC has issued an international tender to buy 20,000 tons of rice from Pakistan, in two 10,000 ton consignments.

As per PBS data, Pakistan has exported over 3 million tons of rice of which basmati rice was 332,000 tons, so far this year. On average rice was priced at $477 per ton; however the premium priced basmati rice was sold for $1,043 per ton this fiscal year. Thus, a 20,000 ton order would net Pakistan an increase in rice exports by nearly $21 million. Iran‘s rice market is valued at $2 billion so the current tender accounts for a small portion of it. However, given that Pakistan‘s FY17‘s exports to Iran were $30 million, this would indicate nearly doubling of Pakistan‘s exports to Iran and may pave the way to increase rice exports.

Attempts to set up banking channels between the two countries have not been successful since local banks in Pakistan did not take up the option presented by the Banking and Payment Arrangement signed by the central banks of both the countries. With the recent Trump announcement regarding Iran‘s nuclear deal, the banking channels seem all the more nebulous. Government tenders may be one way to circumvent these huddles and become an additional channel to conduct trade other than cash and barter used currently.

Having said that, even at its peak in FY10, Pak-Iran trade comprised mostly of oil imports with the bulk of Pakistan‘s exports consisting of rice. AGRI WASTE DISPOSAL WOE: BIO-ETHANOL AN ANSWER Monday, 14 May 2018 | GYANENDRA NATH MITRA | in Bhubaneswar Every year the farmers of Punjab, Haryana and other adjoining States of the national capital Delhi burn their rice straw after the harvest of the crop. They have hardly less than one month to prepare their land for sowing of the wheat crop. Burning appears to be the quickest method to dispose of the straw, which are left in their field due to machine harvesting. The smoke generated moves southward and almost chokes the national capital Delhi during the winter. This has become a major environmental hazard for the capital region. Burning a substantial part of cereal straw is practised around the world, since cost effective methods to utilise them are yet to be discovered. Cost of collection and transport due to their bulk to end users is high. Alternate uses so far on a limited scale have been confined to their use as a fuel in nearby thermal plants and in manufacture of straw-boards. Locally farmers use them as cattle feed. The local demand on straw in India has been considerably reduced as brick houses have increasingly replaced thatched mud houses and

improved breeds of cattle are given more nutritious fodder. Rice straw constitutes a major part of crop residues generated every year in India and needs to be properly utilised. About 150 million tons of rice straw is produced annually in India and about 650-975 million tons globally (Binod and co-researchers, 2009). Proper utilisation of rice straw is a global problem. Currently, research work is in progress to use agricultural wastes such as rice and wheat straw, corn stover, corn stalks, sugarcane bagasse as well as municipal solid waste to produce bioethanol. Forestry wastes like wood chips, branches, and saw dusts have also been used as bioethanol feed stocks. Bioethanol is same as ethyl alcohol present in all alcoholic beverages. It is a renewable source of energy and can be produced from agricultural feed stock. It is now used as a nonconventional source of fuel to replace fast depleting fossil fuel reserves. Bioethanol as fuel has significant characteristics like high octane number, low cetane number and high heat of vaporization. Its drawbacks are the corrosiveness, low flame luminosity, lower vapor pressure, miscibility with water, and toxicity to ecosystems. About 1.5 volume of ethanol is required to replace energy equivalent to 1 volume of gasoline. In 2014 global production of bioethanol was 24.5 billion gallons (Achinas and co-researchers, 2016). About 70 per cent of bioethanol is produced by USA and Brazil. While USA produces bioethanol from corn starch, Brazil uses sugarcane juice. The Brazilian Government has made it mandatory since 2007 to blend 25 per cent of bioethanol with gasoline. Many cars in USA can run with blend of up to 10 per cent ethanol. A lot of research work is currently in progress to produce bio-ethanol from the lignocellulosic rice straw. Lignocellulose is a component of cell wall of all plants and consists of three chemical compounds Cellulose, Hemicellulose and Lignin, which are intimately bound to each other along with other compounds and minerals to provide strength to the plant. The first step therefore is to loosen their grip from each other and separate them. This is achieved by a preliminary treatment with acids or alkalis at an elevated temperature. A microbial route is preferred for subsequent steps to produce bioethanol. Cellulose, which constitutes 40-50 per cent of treated residue, can be readily converted to six carbon atom glucose by specific microorganisms. Glucose is then fermented by yeast to produce ethanol. Hemicellulose (25-30 per cent) consists of five carbon atom molecules called pentoses, which cannot be converted to glucose. Recently, microorganisms have been found, which can convert both pentoses and hexoses to bioethanol (Okamoto and co-researchers, 2014). Lignin (10 per cent) has no use and is to be burnt.These processes are still confined to research laboratories. They have to be suitably modified for use on industrial scale. Bioethanol produced from rice straw will be initially costlier than the current market price of ethanol. Since it is linked with disposal of waste products and saving the environment, the Governments have to subsidise the price. The United States Department of Agriculture said in a report that the Philippines would slash its rice imports in 2019 by more than 20 percent. The country‘s rice imports in 2019 could decline by 21.42 percent to 1.1 million metric tons (MMT), as the increase in palay output would allow the Philippines to end 2018 with more stocks. The United States Department of Agriculture (USDA) said in a report that the country‘s total rice imports next year would decline by 300,000 metric tons (MT), from the projected 1.4 MMT this year.

―The Philippines is down 300,000 tons to 1.1 million tons on more abundant domestic supplies,‖ the USDA report read. However, the USDA said its forecast is ―subject to change, particularly in light of ongoing government decisions related to quantitative restrictions on imports.‖ This is the first grains production and supply forecast made by the USDA for 2019. The USDA said the country‘s total milled-rice output in 2019 would remain relatively flat at 12.35 MMT. Philippine milled-rice output this year would rise by 5.25 percent to 12.3 MMT, from 11.686 MMT in 2017, according to the USDA. The USDA estimates that the country‘s total rice consumption next year would increase slightly by 1.51 percent to 13.4 MMT, from 13.2 MMT this year. In terms of ending stocks, the USDA expects the Philippines to end 2018 with a carry-over volume of nearly 2.5 MMT for next year. The USDA said the country‘s total area harvested with rice in 2019 would remain flat at 4.86 million hectares, but yield per hectare is seen to increase slightly to 4.04 MT per hectare from 4.02 MT per hectare. The Department of Agriculture has earlier projected that total palay output this year would rise by nearly 3.11 percent to a record high of nearly 20 MMT on the back of higher yield and better farm-gate prices. ―This year, rice production is expected to grow by about 600,000 metric tons [MT], stimulated mainly by good palay-buying prices, favorable climate and the increase in the adoption of goodquality and hybrid seeds by farmers,‖ Agriculture Secretary Emmanuel F. Piñol said. The Philippines produced a record-high 19.3 MMT of palay in 2017, 9.3 percent higher than the 17.3 MMT recorded in 2016, according to data from the Philippine Statistics Authority.

The 9.3-percent increase in palay output last year allowed the country to achieve a 96-percent self-sufficiency in rice. ―Last year the country posted its highest rice harvest in history at 19.28 MMT, which reduced the country‘s dependence on imported rice. Imports this year would reach only about 600,000 to 800,000 MT this year, from over 2 MMT in 2010,‖ Piñol said. Sri Lanka's rice imports surged from the second quarter of 2017 as the government cut import duties when a drought slashed the industry. In 2017 Sri Lanka imported 300.9 million US dollars of rice, up from just 12.8 million dollars a year ago. However Sri Lanka had a better main cultivation season where harvests started to come around in the first quarter. Sri Lanka also cut taxes on potatoes and onion as prices went up. Taxes on onions and potatoes have already been raised. Sri Lanka's rice, onion and potato farmers cannot produce goods at the quality or price demanded in international markets due to years of protection and cannot export competing with Indian, Pakistani or East Asian farmers. The National Economic and Development Authority (NEDA) has cited urgency in the passage of the Agricultural Tariffication Act to protect local farmers from cheaper imported rice as the measure remains pending nearly a year since the Philippines gave up the import quota protection of the World Trade Organization (WTO). Mercedita Sombilla, National Economic and Development Authority (NEDA) Director of Agriculture, Natural Resources, and Environment Staff, said ―the government already knows the urgency for the bill to be passed so it is just right for it to be passed within the year.‖ However, she said that Senate has yet to schedule another hearing that will discuss the bill‘s passage. ―Senator Win Gatchalian and Senator Bam Aquino will sponsor the NEDA version of the bill to fast track. They will also [discuss] with Senator Cynthia Villar about this,‖ Sombilla said. Amending Republic Act (RA) No. 8178, otherwise known as the Agricultural Tariffication Act of 1996, will make up for the lifting of the quantitative restriction (QR) on rice imports through the imposition of 35 percent tariff on rice coming from member-countries of the Association of Southeast Asian Nations (ASEAN) like Thailand and Vietnam. The amended bill already passed the House of Representatives but has remained hanging in the Senate. Socioeconomic Planning Secretary Ernesto M. Pernia said the passage of the amended version of Agricultural Tariffication Act could pave the way for cheaper retail price for rice. ―We continue to pressure [the government] to amend Republic Act 8178 or the Agricultural Tariffication Act. The lifting of Quantitative Restrictions or QRs on rice should be pursued in earnest, as it will reduce the retail price of rice by as much as P4.00 to P7.00 per kilo. BSP Deputy Governor Diwa Guinigundo said the proposed amendments to Republic Act 8178, otherwise known as the Agricultural Tariffication Act of 1996, could reduce inflation this year by 0.4 percentage points if implemented in the third quarter, and by 0.2 percentage points if implemented in the fourth quarter. For next year, Guinigundo said the replacement of the quantitative restrictions on rice imports with tariff would slash inflation by 0.6 percentage points. He said one of the mitigants on rising inflation is the imposition of tariff on rice imports. ―If Congress and the Senate is able to pass the rice tariffication bill to be implemented in the third quarter, we expect some reduction by at least 0.4 percentage point for 2018 and next year around 0.6 percentage points. If this will be done in the fourth quarter, we expect 0.2 percent point reduction this year,‖ he said.

The BSP, together with other government agencies including the Department of Finance (DOF), as well as the National Economic and Development Authority (NEDA) have been pushing for the passage of the rice tariffication bill in Congress. The move is seen as a significant step in reforming the agricultural sector by removing unnecessary government intervention in the rice market. Once the quantitative restriction is replaced by predictable tariffs, NEDA expects that the private sector can respond more effectively to market signals and government can focus on regulating to ensure food safety and fair market competition. On the other hand, based on the DOF estimates, the removal of the rice quantitative restriction could slash retail prices of rice by as much as P7 per kilo. Likewise, rice tariffication may help mitigate the impact of the implementation of RA 10963 or the Tax Reform For Acceleration and Inclusion (TRAIN) Law on consumer prices and at the same time lower inflation. The central bank raised its inflation forecast to 4.6 for this year and to 3.4 percent for next year. Inflation rose up to a fresh five-year high of 4.5 percent in April from 4.3 percent in March due to rising global oil prices and the impact of the implementation of the new tax law. This brought the average inflation in the first four months to 4.1 percent, exceeding the two to four percent target set by the BSP.

During the course of its research, the group analyzed flood mitigation infrastructure, drainage, buyouts and development regulations in the Greater Houston area. The consortium found several of Harris County‘s 22 watersheds—the area that surrounds and drains into a body of water—with high populations sustained damage during Harvey but do not have major flood mitigation projects planned. ―[There are watersheds] which have not been fully studied and have not had a clear list of projects identified, which means if we get enough funding for all of the identified projects out there, these watersheds will not be fully addressed,‖ Spieler said. For example, the Cypress Creek watershed sustained $135.17 million in damage during Harvey—the third-highest total after Brays and Buffalo bayous, according to the report. However, only $14.76 million worth of projects are underway or planned in the watershed, according to the report. One project within the Cypress Creek watershed that has been discussed at Harris County Commissioners Court since Harvey is a third reservoir in Northwest Harris County. According to the consortium‘s report, a third reservoir in the area could help mitigate future flooding, but its location and design are crucial. The consortium found construction of a reservoir—identified in the Cypress Creek Overflow Study released by the Harris County Flood Control District in 2015—would only mitigate the effect of future development and would not alleviate existing flooding. ―That project is not one that will address the problems we saw in Harvey,‖ Spieler said. ―That said, the decision of a new reservoir in Northwest Harris County is worthwhile because … a reservoir in this area could be very effective at addressing that flooding.‖ The consortium found that acquiring and preserving land along bayous and creeks can also be effective flood mitigation solutions, said Lisa Gonzalez, Houston Advanced Research Center CEO and a member of the consortium. ―It‘s important to understand the natural landscape and how we can live within that,‖ Gonzalez said.

In addition to building infrastructure and preserving undeveloped land, the consortium found that home buyouts can be cost-effective tools. According to the report, the Harris County Flood Control District has bought more than 3,000 properties since 1985, with the majority purchased through grants from the Federal Emergency Management Agency. As a result of the buyouts, more than 1,060 acres of land have been restored to their natural states. However, because the buyouts are voluntary, some homeowners elect not to participate, which prevents the land from being used effectively for detention and flood mitigation projects, according to the report. Earthea Nance, associate professor at Texas State University and a member of the consortium, said she believes officials should implement a coordinated rehousing plan in conjunction with the home buyout system.According to the report, many of the Greater Houston area‘s more affordable homes are located within the flood plains; therefore, when buyouts occur and less expensive homes are purchased, there are fewer affordable housing options for residents in the area. Nance said buying homes without planning to add affordable housing leaves residents with fewer options. ―If you think about it, it‘s a removal of affordable housing,‖ Nance said. ―Without a comprehensive plan to add affordable housing, then we‘ve kind of left people without any place to go.‖ Next steps Spieler said now that the consortium has released its initial report, it is identifying topics that deserve additional research such as watersheds.Spieler said the consortium is not an advocacy group and will not recommend officials take particular actions. However, the conclusions identified in the report can help officials make decisions, he said. ―I‘m seeing a real interest in doing things differently moving forward and seriously addressing flooding as an issue in this region,‖ Spieler said. Experts said this at the 6th conference of Weed Science Society of Bangladesh (WSSB) held at Bangladesh Rice Research Institute (BRRI) in Gazipur on Saturday, said a press release. "Proper implementation of eco-friendly, sustainable and integrated weed management in field crops can increase 18-22% yield in national level, which can contribute in total food production of Bangladesh," stated the BRRI release. Weed competes with crops for light, nutrients and water thereby resulting yield loss of field crops up to 80-90 per cent in worst cases. In Bangladesh improper weeding causes yield loss that range in between 40 to 50 per cent in rice, 24 to 58 per cent in wheat, almost 49 per cent in maize, 43 per cent in potato, 20 per cent in sugarcane, 75-80 per cent in jute, nine per cent in tea and 25 to 60 per cent in other crops. In current practice farmers usually do weeding by hand, hoe, mechanical weeder and chemical weeding with herbicide. Hand weeding in field crops is costly, need more money and time

consuming. Mechanical weed control is not so much popular due to its unavailability and effectiveness, said the press release. In case of hand weeding it needs Tk 10,000 to 18,000 per hectare depending on crops. Now farmers are more interested in chemical weed control with herbicide, said the BRRI release adding that herbicide adoption is increasing day by day due to its quick effectiveness and low cost. But improper herbicide application may cause environmental hazards and may disturb field ecosystem, weed management experts feared at the conference attended by 400 researchers from different organizations, NGOs and agricultural universities. Md Giash Uddin Mian, vice-chancellor of BSMRAU was present as the chief guest while the special guests were Abul Kalam Azad, director general of BARI, Md Ansar Ali, director (Administration and Common Service) of BRRI, F H Ansarey, managing director and chief executive officer of ACI Ltd. WSSB general secretary and senior scientific officer of BRRI Agronomy division Md Khairul Alam Bhuiyan presented the keynote paper. In this conference about 19 scientific papers from different research organisations were presented. They discussed about developing innovative approaches, economic and eco-friendly weed management technologies to address challenges ahead for sustainable agriculture and other social benefits. From the research papers it was observed that crop yield could be increased significantly if proper weed management could be done with integrated approach. They suggested that, in future emphasis should be given on mechanical and biological weed control. Researchers concluded that low cost weed control measure should be adopted to increase economic gain. Herbicide should be applied in proper time and dose and advanced level research should be carried out about the impact of different groups of herbicide in crop-soil-system. s have extracted a three atom thick 2D material called ‗Hematene‘, from a commonly occurring natural ore ‗Hematite‘. This two-dimensional material derived from a non-van der Waals (non-layered) material hematite, the researchers said, could be a game changer for solar fuel generation. This important finding is a major landmark in the realm of nano materials, since all other 2D materials which have been extracted so far are Van der Waals solids (layered materials), for eg: graphene. ―2D materials from bulk precursors (non-van der Waals) having 3D bonding networks are rare, and in this context hematene assumes great significance,‖ said Prof Anantharaman. Hematene is an efficient photocatalyst, especially for hydrogen fuel generation by splitting water into hydrogen and oxygen capturing solar energy. It could also serve as an ultra-thin magnetic material for applications in spintronic-based devices such as computers and other electronic equipment due to its ferromagnetic property, the researchers said.

Hematene photocatalysis is more efficient than hematite because photons generate negative and positive charges within a few atoms of the surface, the researchers said. By pairing the new material with titanium dioxide nanotube arrays, which provide an easy pathway for electrons to leave the hematene, the scientists found they could allow more visible light to be absorbed. The researchers also discovered that hematene is ferromagnetic like a common magnet while hematite is anti-ferro magnet. In ferro magnets, atoms‘ magnetic moments point in the same direction whereas in anti ferro magnets, the moments in adjacent atoms alternate. This investigation has been published in the latest issue of famed journal ‗Nature Nanotechnology‘published on May 7, 2018. Commerce minister concerned over declining trade volume with Azerbaijan

Islamabad.M inister for Commerce Muhammad Pervaiz Malik on Thursday expressed his

concerns over declining volume of bilateral trade with Azerbaijan saying the bilateral trade was not a true reflection of the great potential of trade between the two countries which had declined from the $58.26 million in 2015-16 to $26.88 million in 2016-17. He was talking to the ambassador of Azerbaijan in Pakistan, Ali Alizada in Islamabad. He said in order to enhance and diversify trade with Azerbaijan, Ministry of Commerce had prepared a draft memorandum of understanding (MoU) on five-year trade cooperation plan that had been shared with the Ministry of Foreign Affairs for onward transmission to the relevant authorities of Azerbaijan for their comments, however response from Azerbaijan side is awaited. They also laid the floral wreaths at his grave and offered Fateha. Aurang Zeb Rao remained bachelor the whole of his life. He often used to say that he had married with his art. Some of his nephews said that AZ Shama could not find his ideal as life partner. Then, he preferred to remain unmarried after the passing of his youth. Earlier, also Bashir Kanwar had dreamt of promoting art in Sialkot but both have died after spending their lives. The death of Bashir Kanwar and now AZ Shama Rao in wait of establishing art academy could not jolt or shake the conscience of the government functionaries. AZ Shama Rao would live a very miserable life at his nephews' house in Sialkot city's congested Pooran Nagar locality.

In his recent interview, AZ Shama Rao had said, "I have spent almost whole of life in the promotion of art without any support from the government." Despite the repeated requests made by him for the government's financial support, the government did not pay attention to his requests. His grieved family said that he devoted his life for the promotion of the art and he earned nothing more than a good name in the society. He wrote "Kalma-e-Tayyuba" on the seed of rice, made paintings of Khana-e-Kaaba and Masjide-Nabvi (PBHU). He had received several appreciation certificates from the government but he remained an unsung hero. Local people urged Punjab Chief Minister Shehbaz Sharif to provide a piece of land for the establishing an art academy in Sialkot.

He also demanded to include the Civil Supplies Minister as A1 accused and that the minister should resign taking moral responsibility. Meanwhile, Etela ordered an enquiry into the incident. He told Civil Supplies Commissioner Akun Sabharwal to detain the accused under PD Act and suspend the responsible officers immediately. However, wheat edged up on increased offtake by flour mills. Traders said, besides easing demand from stockists, adequate stocks position on increased arrivals from producing belts mainly weighed on the rice basmati prices. Increased offtake by flour mills, however helped wheat prices to trade higher, they said.

In the national capital, rice basmati common and Pusa-1121 variety fell by Rs 100 each to Rs 7,000-7,100 and Rs 6,300-6,400 per quintal, respectively.Non-basmati rice permal raw, wand, sela and IR-8 also settled lower at Rs 2,350-2,375, Rs 2,450-2,500, Rs 2,950-3,050 and Rs 2,000-2,025 from previous levels of Rs 2,375-2,400, Rs 2,475-2,525, Rs 3,050-3,150 and Rs 2,025-2,075 per quintal, respectively in line with rice basmati trend.On the other hand, wheat dara (for mills) rose by Rs 10 to Rs 1,760-1,765 per quintal. Atta chakki delivery followed suit and enquired higher by a similar margin to Rs 1,765-1,770 per 90 kg. Atta flour mills also edged up by Rs 10 to Rs 940-950 per 50 kg. KOLKATA | NEW DELHI: The US decision to reimpose sanctions on Iran may help boost India's exports of agri-commodities such as tea, basmati rice, soyabean meal and sugar to Iran in the coming months, mainly due to rupee-riyal payment mechanism, trade insiders said.

Tea industry executives, for example, said exports of premium orthodox tea will increase as Sri Lanka, the major competitor to Indian orthodox tea in the world market, will have to deal in dollar with Iran, which may have some impact on their exports. "US sanction on Iran is not likely to affect tea trade as we already have an existing rupee-riyal payment mechanism with the country," Azam Monem, chairman of Indian Tea Association (ITA), told ET. He expressed hope that tea exports to Iran will touch 50 million kg this fiscal, up from 31.19 million kg in 2017-18, which was 28.67% higher than the previous year. Iran consumes 110 -120 million kg of tea annually. Similarly, basmati exporters said their exports to Iran, one of the largest importers, has increased in the past one month amid sanction fears. They said once Iran starts accepting Indian rupees, there might be a further increase in export order. "Currently, Iranian traders and companies are giving payment on purchase of basmati rice in euro," said Vijay Setia, president at All India Rice Exporters Association. "There is cash crunch in the country for both euro and dollar and if again we are able to do sales in rupee mechanism, the exports will increase," he said. Iran is the largest buyer of Indian basmati rice. In the previous year, Indian exporters disbursed 8.5 lakh tonne rice to Iran out of the total export of 39.5 lakh tonne. US President Donald Trump on Wednesday announced his country's decision to withdraw from the Iran nuclear deal struck in 2015 and reimpose sanctions on the West Asian country. Once the sanctions are put in place, Iran is also expected to shift sourcing of sugar and soymeal from Brazil and Argentina to India, trade insiders said. "Iran is an important market to tap," said DN Pathak, executive director at Soyabean Processors Association of India (SOPA). "We can easily export 20 lakh tonne soyabean meal for the poultry sector once the trade starts happening in rupee," he said. Abinash Verma, director-general of Indian Sugar Mills Association (ISMA), said sugar exports from the country may also pick up. The Greater Houston Flood Mitigation Consortium released a report in March stating that many Harris County watersheds do not have sufficient flood mitigation projects planned in relation to the amount of damage they sustained dring Hurricane Harvey.The consortium began its research shortly after Harvey devastated parts of Southeast Texas in August. Its membership consists of research institutions throughout the state, including the Severe Storm Prediction, Education and Evacuation from Disasters Center at Rice University, the Houston Advanced Research Center and Texas State University‘s Barbara Jordan-Mickey Leland School of Public Affairs, Consortium Project Manager Christof Spieler said. During the course of its research, the group analyzed flood mitigation infrastructure, drainage, buyouts and development regulations in the Greater Houston area. The consortium found several of Harris County‘s 22 watersheds—the area that surrounds and drains into a body of water—with high populations sustained damage during Harvey but do not have major flood mitigation projects planned. ―[There are watersheds] which have not been fully studied and have not had a clear list of projects identified, which means if we get enough funding for all of the identified projects out there, these watersheds will not be fully addressed,‖ Spieler said. For example, the Cypress Creek watershed sustained $135.17 million in damage during Harvey—the third-highest total after Brays and Buffalo bayous, according to the report. However, only $14.76 million worth of projects are underway or planned in the watershed, according to the report. One project within the Cypress Creek watershed that has been discussed at Harris County Commissioners Court since Harvey is a third reservoir in Northwest Harris County. According to the consortium‘s report, a third reservoir in the area could help mitigate future flooding, but its location and design are crucial.

The consortium found construction of a reservoir—identified in the Cypress Creek Overflow Study released by the Harris County Flood Control District in 2015—would only mitigate the effect of future development and would not alleviate existing flooding. ―That project is not one that will address the problems we saw in Harvey,‖ Spieler said. ―That said, the decision of a new reservoir in Northwest Harris County is worthwhile because … a reservoir in this area could be very effective at addressing that flooding.‖ The consortium found that acquiring and preserving land along bayous and creeks can also be effective flood mitigation solutions, said Lisa Gonzalez, Houston Advanced Research Center CEO and a member of the consortium. ―It‘s important to understand the natural landscape and how we can live within that,‖ Gonzalez said. https://communityimpact.com/houston/springklein/environment/2018/05/14/researchers-release-flood-mitigation-strategies-report-forhouston-area/

Our Correspondents, It is a matter of shame that one who was honoured with prestigious awards for his outstanding contribution in agricultural research by government and non-government organisation is living in pathetic condition. A renowned paddy researcher and inventor of HMT brand of rice, Dadaji Khobragade from Nanded village in Nagbhid tehsil, is fighting for his life. Suffering from paralysis, he is bedridden since last few months. Living in dismal economic condition, his kin are looking forward for helping hand from the Government for his treatment.

Dadaji Khobragade is renowned farmer known for his invention of HMT brand of paddy. Dadaji (70), who studied up to third standard, was a marginal farmer having only 1.5 acres of land,

when in year 1983 he began breeding new verity of rice and in span of a few years developed a verity that gave much higher yield compared to that of conventional one. By year 1989, higher yield with newly developed HMT verity of rice gained high acclamation and its demand skyrocketed in no time. He was even named in the Forbes‘ list of seven most powerful rural Indian entrepreneurs, whose ‗inventions are changing lives‘ of the people across the country. He also invented as many as 8 varieties of paddy, including Nanded-92, Vijay Nanded, Nanded Chinnoor, Nanded Heera, Deepak Ratna, DRK (Dadaji Ramaji Khobragde), DRK-2 and Kate HMT. Over 106 awards were conferred upon him in recogniation of his work.

Earlier in year 2010, when section of media had reported Dajai Khobragade‘s poor economic condition, Government had stepped in to extend a helping hand to the aggrieved paddy researcher.

Deputy Chief Minister Ajit Pawar himself visited Dadaji Khobragde at his home in village Nanded to meet him. Nationalist Congress Party had given him cash monetary aid of Rs 1 lakh and party had later gifted him five areas of land to continue his research. Dadaji has received total of 12 different awards for his research. It includes Rashtrapati Award, State Government‘s Krushi Bhushan award and the award given by National Innovative Foundation for his contribution in the field of agriculture. Various State Governments, including Maharashtra, Chattisgarh, Gujarat, Hariyana have feted Dadaji for his achievements. His HMT variety of paddy is cultivated in more than one lakh hectares of land in five states.

Taking cognisance of his great achievement, State Board of textbook production and curriculum research has included Dadaji Khobragade‘s chapter in Marathi text book of standard VI. The chapter have details of efforts taken by Dadaji for invention of HMT variety of rice. He had been feted at the hands of former CM and Union Agriculture Minister Sharad Pawar and former President of India late Dr APJ Abdul Kalam. His son, daughter-in-law and three grand children earn livelihood by working as farm labourers. Dadaji Khobragade suffered from paralysis attack three years back. Since then he is bed-ridden. His kin are unable to providing him better treatment due to poor economic condition.

Government and administration that had feted and backed him during his good days, have however seems to be forgotten him in his final days of his life. Some sympathasisers have although started ‗Help Dadaji Khobragade‘ campaign on social media seeking help for bedridden researcher who have invented nine varieties of paddy.
