Recently, Pakistan got an opportunity to boost exports to Iran (Read ―Good news for rice exports – Iran‖ published on May 14, 2018 by this column). Philippines is another destination that Pakistan can

supply rice to even though it is not traditional market for Pakistan and in fact, Pakistani rice exports to Philippines have dwindled in recent years. Some background information is in order.

Once, about a decade ago, Philippines used to be world‘s biggest rice importer, importing nearly $2 billion worth of rice in 2008, as per ITC. However, even at its peak of imports, Pakistan was not an important supplier of rice to the country. As Philippines moved towards self-sufficiency in rice production, its overall import numbers and Pakistan‘s export declined.

Since the country is mountainous, consisting of many small islands, suitable land for rice production is limited and hence it still imports more than a million tons of rice a year, as per United States Department of Agriculture (USDA). To become self-sufficient in rice, Philippines limits rice imports through quotas at a volume identified by its National Food Authority to prioritize buying from local farmers. This arrangement not only limits rice supply but also boosts domestic prices— as high as twice that of world prices in 2016.

Currently, Philippines is facing a five-year high inflation rate of above 4 percent. At nearly 10 percent, rice is the second-biggest component in the Philippine consumer basket. As domestic supply of rice dwindles, its price is at a three-year high adding to the inflationary pressure and prompting the country to increase imports.

Traditionally, Philippines imports from its fellow ASEAN members Thailand and Vietnam, followed by Pakistan. Though TDAP and REAP have sent trade delegations to boost rice exports, overall Pakistan has faced a declining trend, though it recovered growth in the last fiscal year.

This year Pakistan has a window to increase its market share in the country. Last month, Philippine‘s National Food Authority opened a bid for 250,000 MT of rice at a government-togovernment level with Thailand and Vietnam. However, these prices were not taken up by Thai and Vietnamese exporters.

The prices were further tweaked and opened for biding anew this month with no limitations regarding the volume of rice that one bidder can supply to the country. Among the 16 foreign bidders looking to bag the contract, one was a company from Pakistan.

The prices that were considered too low by Vietnamese and Thai traders were $483/MT for 50,000 MT of 15 percent broken rice and $474/MT for 200,000 of 25 percent broken grains. The prices quoted by the ASEAN exporters were above $500/MT. As per PBS data, on average Pakistan‘s non-basmati variety was exported at $410/MT with total rice averaging at $477/MT this year. Therefore it is possible that Pakistan can bag the contract for Philippines rice imports.

Furthermore, this is not the only opportunity to export to Philippines this year. NFA is looking to import more rice in 2018 since even with the latest import order; this supply is only expected to last for about two weeks in the rice loving nation of Philippines. Philippine milled-rice output this year would rise by 5.25 percent to 12.3 MMT, from 11.686 MMT in 2017, according to the USDA.The USDA estimates that the country‘s total rice consumption next year would increase slightly by 1.51 percent to 13.4 MMT, from 13.2 MMT this year.In terms of ending stocks, the USDA expects the Philippines to end 2018 with a carry-over volume of nearly 2.5 MMT for next year.The USDA said the country‘s total area harvested with rice in 2019 would remain flat at 4.86 million hectares, but yield per hectare is seen to increase slightly to 4.04 MT per hectare from 4.02 MT per hectare.The Department of Agriculture has earlier projected that total palay output this year would rise by nearly 3.11 percent to a record high of nearly 20 MMT on the back of higher yield and better farm-gate prices.

―This year, rice production is expected to grow by about 600,000 metric tons [MT], stimulated mainly by good palay-buying prices, favorable climate and the increase in the adoption of goodquality and hybrid seeds by farmers,‖ Agriculture Secretary Emmanuel F. Piñol said.The Philippines produced a record-high 19.3 MMT of palay in 2017, 9.3 percent higher than the 17.3

China allows imports of Japanese rice only from approved mills. There is only one such facility now, but Beijing will add two more to the list, potentially expanding Japan's export market. TOKYO -- The Japanese ramen noodle chain, Ajisen Ramen, operates around 600 restaurants in China. But if you want Japanese rice with your noodles, you must pay about four times the price of a domestic variety. In China, Japanese rice is only for the deep-pocketed.One reason Japanese rice is so expensive is that China imposes strict controls on imports of the food staple from Japan. Some of these restrictions were introduced after the Fukushima nuclear disaster of 2011. But things may soon start to change. On May 9, the two counties struck a deal to increase the Japanese facilities that Beijing approves to process rice bound for its shores. China is a potentially a huge market for Japanese rice, but currently accounts for only 3% of overall exports. Hong Kong and Singapore, the two largest markets, take about 60% of the total.

Japan's agriculture ministry sees China as vital to achieving its target of increasing annual exports of rice and related products to 100,000 tons. In 2017, Japan exported 11,800 tons of rice, of which only 298 tons went to China. According to one estimate, China consumes about 20 times more rice than Japan. While the recent deal between the two countries is a step forward, Chinese restrictions and high costs remain major hurdles for Japanese exporters. Most experts also say Japan's rice exports will remain vulnerable to any political tensions between the two countries. To export white rice to China, brown rice must first be milled and fumigated at facilities that China has approved as safe. The new deal will expand the number of approved mills and fumigation facilities. There is currently only one rice mill in Japan approved by China, operated by the National Federation of Agricultural Cooperative Associations (Zen-Noh) in Kanagawa Prefecture, south of Tokyo. The agreement adds two more mills. One is located in Ishikari, on the northern main island of Hokkaido, operated by Hokuren Federation of Agricultural Cooperatives. The other is in Nishinomiya in western Hyogo Prefecture, operated by Shinmei, the nation's largest rice wholesaler. A Shinmei executive welcomed the agreement, saying it would enable the company to "respond more swiftly to needs in China." In Beijing, Shinmei sells the popular Koshihikari rice variety, grown in central Toyama Prefecture on the Sea of Japan coast, for about 2,600 yen ($23.70) per 2kg. That is nearly double the retail price in Japan, and 80% higher than the price of Koshihikari produced in northeastern Niigata Prefecture and sold in Hong Kong.

A Shinmei executive said that in addition to an effective marketing campaign in China, increasing rice exports requires serious cost-cutting in Japan. For its rice exports to China, Shinmei has had to outsource the milling process to Zen-Noh. That means the rice wholesaler has to send rice harvested all across the country to the Zen-Noh plant in Kanagawa. Since Zen-Noh's mill and warehouses are not always available, this arrangement requires the time-consuming process of coordinating schedules between the two sides in advance. As for fumigation to control insects, Beijing has approved only two facilities in Japan, both in Kanagawa. Under the new deal, Japan's agriculture ministry will register five more fumigation warehouses for exports to China, including facilities in Hokkaido and Hyogo.The new agreement will allow Shinmei to polish rice at its own mills and to fumigate it at a warehouse in Kobe for shipment to China from Kobe's port. China's restrictions on food imports from Japan following the 2011 Fukushima nuclear disaster are also a barrier to Japanese rice exports. China bans all food from 10 Japanese prefectures, including Fukushima, Miyagi and Niigata. The import curbs, which cover rice snacks, sake and other rice products, hit the rice industry hard, said Kosuke Kuji, president of Nanbu Bijin, a sake brewer based in Ninohe, Iwate Prefecture.While Japan and China have set up a task force to discuss steps to ease the restrictions, there is not much reason for optimism about the outcome of the talks, an agriculture ministry official said. The chairman of the Central Union of Agricultural Co-operatives, Toru Nakaya, is also cautious about the outlook for rice exports to China. Professor Elaine Howard Ecklund will contend that matters of faith can influence the most sceptical of scientists during her lecture at Edinburgh University‘s Meadows Lecture Theatre on Tuesday, May 29, at 5.30pm. It is entitled Science And Religion In Global Public Life and may be followed by questions. During the evening, Ecklund will share insights from 12 years of empirical research to show that science and religion often overlap. Backed by surveys of 18,000 scientists and 900 interviews from four national and international studies, she will argue that even scientists who describe themselves as atheist may have a spiritual impulse.

Ecklund will suggest the notion that the two principles being independent of each other – or in conflict – is a primarily western approach. Ecklund is the holder of the Herbert S Autrey Chair in Social Sciences, Professor of Sociology and founding director of The Religion and Public Life Program at Rice Universityin Houston, Texas. Her research uses social scientific methods to explore the public relationship between science and religion. Most recently, she has studied how scientists in eight different national contexts understand religion and spirituality. Last year, Ecklund co-authored the book Religion vs. Science: What Religious People Really Think, a companion work that follows on from her 2010 book Science vs. Religion: What Scientists Really Think. For 130 years, the Gifford Lectures have been delivered annually by a succession of esteemed international scholars. The series was established under the will of Adam Lord Gifford (1820-1887), a Senator of the College of Justice at Edinburgh University, and the lectures explore the links between nature and religion. Previous speakers include former Archbishop of Canterbury Rowan Williams; the chairwoman of the United Nations Internal Justice Council, Catherine O‘Regan; and psychologist Steven Pinker.

Dr Paul Kofi Dartey, Principal Investigator for the Initiative, said the improved rice varieties developed could be adopted under the Planting for Food and Jobs (PFJ) programme for cultivation by farmers to improve food security and their incomes. Dr Dartey, who was speaking to the Ghana News Agency (GNA), on the sidelines of a workshop of the KAFACI at Fumesua in the Ejisu Municipality of the Ashanti Region, said the agronomic importance of encouraging Ghanaians to plant and use high quality rice developed locally could not be glossed over. It is estimated that the nation imports over US$300 million worth of rice annually. The two-day workshop dubbed ‗Enhancement of National Agricultural Extension Services (ENAES) Phase II‘, brought together participants, including agricultural researchers and scientists from Ghana, Gabon, Ethiopia, Malawi, Senegal and Zimbabwe. The objective was to discuss progress of the Initiative, brainstorm and find appropriate ways of disseminating quality rice varieties unto the market to reduce rice importation. Dr Dartey, giving an overview of the Initiative, said the project had established three demonstration fields in three districts - Kadjebi, Biakoye and Hohoe, adding that so far, some small-holder farmer groups from Jasikan and three from Hohoe had requested for seeds after being linked. Additionally, 23 farmers from the Dzidefo Farmers‘ Group also tested three rice varieties under KAFACI, while some varieties were further test-milled at the Food Research Institute. Dr Kim Jeong Jun, Executive-Secretary of the KAFACI, gave the assurance that the South Korean government was committed to assisting Ghana to make the most out of agriculture through research and technology. Pakistan is a country facing depleting water resources mainly due to climate change and poor water resource management. Failure to estimate the actual water demand will hamper effective water management and overall socio-economic stability in Pakistan. Moreover, water resources (Indus River System) have potential to generate 59,000 megawatts of hydro energy in Pakistan. The country has gone from being water-surplus to water-stressed and soon it is going to have water scarcity. The per-capita water availability has reduced from approximately 5,000 cubic meters per year to around 1,000 cubic meters per year. Hospitals get clean drinking water Of the 10% of water used in industries and for domestic use, the same pattern of wastage of water continues. Pakistan is expected to experience increased variability of river flows due to increased variability of precipitation and the melting of glaciers. Demand for irrigation water may increase due to higher evaporation rates. Yields of wheat and basmati rice are expected to decline and may drive production northward, subject to water availability. Water availability for hydropower generation may decline. Hotter temperatures are likely to increase energy demand due to increased air conditioning requirements. Warmer air and water temperatures may decrease the efficiency of nuclear and thermal power plant generation. Mortality due to extreme heat waves may increase. In this regard, the government‘s response towards these indicators is not very substantial. The country‘s leaders are too distracted by extremism and political instability to focus on pressing environmental issues. Response is defined as preparedness, but in Pakistan the extreme weather events are increasing; the super floods of 2010 affected around 20 million people in the country, and in 2011 five years of rainfall fell in just four weeks in Sindh. In 2012, there were more floods. In Pakistan, climate change is a current reality with devastating consequences. The last few years of continuous flooding in the country has had a long-term impact on farmers‘ ability to produce food. Instead of coming up with strong response and preparation to these events, the government is busy with their own issues of accountability. According to the UNDP Pakistan, communities are working together to reduce the risk of flash floods in Northern Pakistan, particularly the floods caused by glacial lakes. These glacial lake outburst floods (GLOF) occur when the ice walls containing the reservoir fail, sending entire lakes down to inhabited areas below. Similarly, local communities improved livelihoods by repairing water channels in Sindh. They also mentioned that women earn income by repairing houses post floods. In Pakistan, climate change in the form of heavy floods—due to Himalayan glacier melting—, droughts, and changing rain patterns—1500 mm in upper part of Pakistan—are adversely affecting the water resources that require effective planning and sufficient resource allocations to manage draining water resources. Pakistan had to face a loss of $9.6 billion in 2010 due to the climate change (CC) and the floods during 2010-2014 resulted in economic loss of $18 billion. In the wake of the deteriorating condition of water availability, there is growing need to allocate more fiscal resources by both federal and provincial governments. Out of total Poverty Reduction Strategy Paper (PRSP) expenditures (FY2016-17), around 2.4% portion was spent on water supply and sanitation, including federal and provincial PRSP expenditures. Comparing provincial PRSP expenditures on water supply and sanitation, Sindh has 18% reduction in the water budget in FY2016-17 compared to FY2015-16. Moreover, utilisation of allocated budget for water projects is not satisfactory as around 24% under-utilisation of budget in Punjab was reported in FY2016-17 and delayed release of funds is one of the major reasons of this underutilisation. Delay in the Diamer-Bhasha dam due to the unavailability of financial resources is another example of the inappropriate allocations for water related projects. Awareness must be necessary in order to minimise deceptive and unsustainable activities, such as the use of stony water for washing cars or irrigation of lawns and gardens. Each of us must understand that less water usage means less wastewater production. Water supply agencies should install meters to charge consumers based on ‗pay as you use‘. In such interventions, departments like WASA and

CDA can play a major role. There is also a need to increase the percentage of budget allocation-toGDP for the improvement of water and sanitation in the country. Zinc-enriched Boro paddy BRRI-62 and BRRI-74 varieties invented by Bangladesh Rice Research Institute (BRRI) see successful farming at different villages of the district. The varieties give the expected yield within 100 days and those have been found to be safe from blast disease attack, said farmers, adding that many more people will cultivate the varieties if they get seed in the open market. Local NGO NAZIR is implementing the zinc-enriched paddy farming project of ―Harvest Plus Bangladesh‖ with the direction of International Rice Research Institute. Harvest Plus, Colombia, provides fund for the project. This year 1,500 farmers have cultivated zinc-enriched Boro paddy on 1,300 bighas of land at 65 villages of 18 unions in four upazilas of the district while only 50 farmers cultivated the variety when the project started in Lalmonirhat in 2013, NGO official sources said.

―The zinc-enriched Boro paddy can be harvested within 100 days of planting and may yield up to 25 maunds per bigha if nurtured properly. Many farmers have expressed eagerness to cultivate it in the next season as it is safe from blast disease,‖ said Mosarof Hossain, agriculture coordinator of the NGO. BRRI-62 and 74, developed through cross pollination with local variety, are resilient enough to fight climate change, said Nurul Haque Sarker, executive director of NGO NAZIR. ―The local varieties contain 9 to 12 milligrams of zinc per kg while the newly invented zincenriched variety contains around 24 milligrams. Mosely said USA Rice is specifically tracking amendments that would weaken the farm safety net, including unworkable payment limitations and means testing reducing the access to and effectiveness of commodity and conservation programs, and amendments that threaten crop insurance. "USA Rice supports the positive provisions for the rice industry in the committee-passed bill and opposes all harmful amendments that would undermine the farm safety net and jeopardize passage. There is a short and finite timeframe to pass a new Farm Bill before the current legislation expires on September 30," Mosely said. "A core purpose of the Farm Bill is to ensure farmers have the tools they need to protect themselves against factors beyond their control, such as weather, natural disasters, tariffs, and trade barriers. Govt Confirms Rice Import of 500,000 Tons JAKARTA, NNC - The government confirmed the additional import of 500,000 tons of rice from Vietnam and Thailand, which was decided in the Coordination Meeting at the Office of the Coordinating Minister for the Economic Affairs. Trade Minister Enggartiasto Lukita confirmed the report on The Voice Of Vietnam Online (vov.vn) page, which states that the National Logistics Agency (Bulog) has signed a contract to purchase 300,000,000 tons of rice from Vietnam and 200,000 from Thailand. "Yeah, that's the inputs from April to July 2018." In the news entitled "Import Demand Continues Boosting Vietnam's Rice Export", it is stated that the import is the third time since 2018. Vietnam Food Association (VFA) Chairman Nguyen Ngoc Nam confirmed the report. Nguyen stated that Bulog has invited The Vietnam Northern Food Corporation and The Vietnam Southern Food Corporation to supply the rice. The contract will be realized from April to July 2018. "It's decision of coordination meeting, not my decision. Then it is Bulog which implements. This is to increase the government's rice reserves at least until next year. If there is no import since the beginning, then we will have deficit," said Enggartiasto, Monday (5/142018). Good news for rice exports – Iran It appears that the efforts of the REAP delegation that visited Iran to enhance rice export opportunities may have borne fruit (for more information read ―Rice exports to Iran – idle hope or possibility?‖ published on April 12, 2018 by this column). Iran‘s state grains buyer GTC has issued an international tender to buy 20,000 tons of rice from Pakistan, in two 10,000 ton consignments. As per PBS data, Pakistan has exported over 3 million tons of rice of which basmati rice was 332,000 tons, so far this year. On average rice was priced at $477 per ton; however the premium priced basmati rice was sold for $1,043 per ton this fiscal year. Thus, a 20,000 ton order would net Pakistan an increase in rice exports by nearly $21 million. Iran‘s rice market is valued at $2 billion so the current tender accounts for a small portion of it. However, given that Pakistan‘s FY17‘s exports to Iran were $30 million, this would indicate nearly doubling of Pakistan‘s exports to Iran and may pave the way to increase rice exports. Attempts to set up banking channels between the two countries have not been successful since

local banks in Pakistan did not take up the option presented by the Banking and Payment Arrangement signed by the central banks of both the countries. With the recent Trump announcement regarding Iran‘s nuclear deal, the banking channels seem all the more nebulous. NEDA cites urgency for rice tariff this year The National Economic and Development Authority (NEDA) has cited urgency in the passage of the Agricultural Tariffication Act to protect local farmers from cheaper imported rice as the measure remains pending nearly a year since the Philippines gave up the import quota protection of the World Trade Organization (WTO). Mercedita Sombilla, National Economic and Development Authority (NEDA) Director of Agriculture, Natural Resources, and Environment Staff, said ―the government already knows the urgency for the bill to be passed so it is just right for it to be passed within the year.‖ However, she said that Senate has yet to schedule another hearing that will discuss the bill‘s passage. ―Senator Win Gatchalian and Senator Bam Aquino will sponsor the NEDA version of the bill to fast track. They will also [discuss] with Senator Cynthia Villar about this,‖ Sombilla said. Amending Republic Act (RA) No. 8178, otherwise known as the Agricultural Tariffication Act of 1996, will make up for the lifting of the quantitative restriction (QR) on rice imports through the imposition of 35 percent tariff on rice coming from member countries of the Association of Southeast Asian Nations (ASEAN) like Thailand and Vietnam. The amended bill already passed the House of Representatives but has remained hanging in the Senate. Socioeconomic Planning Secretary Ernesto M. Pernia said the passage of the amended version of Agricultural Tariffication Act could pave the way for cheaper retail price for rice. ―We continue to pressure [the government] to amend Republic Act 8178 or the Agricultural Tariffication Act. The lifting of Quantitative Restrictions or QRs on rice should be pursued in earnest, as it will reduce the retail price of rice by as much as P4.00 to P7.00 per kilo. Good news for rice exports – Philippines Recently, Pakistan got an opportunity to boost exports to Iran (Read ―Good news for rice exports – Iran‖ published on May 14, 2018 by this column). Philippines is another destination that Pakistan can supply rice to even though it is not traditional market for Pakistan and in fact, Pakistani rice exports to Philippines have dwindled in recent years. Some background information is in order.

Once, about a decade ago, Philippines used to be world‘s biggest rice importer, importing nearly $2 billion worth of rice in 2008, as per ITC. However, even at its peak of imports, Pakistan was not an important supplier of rice to the country. As Philippines moved towards self-sufficiency in rice production, its overall import numbers and Pakistan‘s export declined. Since the country is mountainous, consisting of many small islands, suitable land for rice production is limited and hence it still imports more than a million tons of rice a year, as per United States Department of Agriculture (USDA). To become self-sufficient in rice, Philippines limits rice imports through quotas at a volume identified by its National Food Authority to prioritize buying from local farmers. This arrangement not only limits rice supply but also boosts domestic prices— as high as twice that of world prices in 2016. Currently, Philippines is facing a five-year high inflation rate of above 4 percent. At nearly 10 percent, rice is the second-biggest component in the Philippine consumer basket. As domestic supply of rice dwindles, its price is at a three-year high adding to the inflationary pressure and prompting the country to increase imports. Traditionally, Philippines imports from its fellow ASEAN members Thailand and Vietnam, followed by Pakistan. Though TDAP and REAP have sent trade delegations to boost rice exports, overall

Pakistan has faced a declining trend, though it recovered growth in the last fiscal year. This year Pakistan has a window to increase its market share in the country. Last month, Philippine‘s National Food Authority opened a bid for 250,000 MT of rice at a government-to-government level with Thailand and Vietnam. However, these prices were not taken up by Thai and Vietnamese exporters. The prices were further tweaked and opened for biding anew this month with no limitations regarding the volume of rice that one bidder can supply to the country. Among the 16 foreign bidders looking to bag the contract, one was a company from Pakistan. The prices that were considered too low by Vietnamese and Thai traders were $483/MT for 50,000 MT of 15 percent broken rice and $474/MT for 200,000 of 25 percent broken grains. The prices quoted by the ASEAN exporters were above $500/MT. As per PBS data, on average Pakistan‘s non-basmati variety was exported at $410/MT with total rice averaging at $477/MT this year. Therefore it is possible that Pakistan can bag the contract for Philippines rice imports. Furthermore, this is not the only opportunity to export to Philippines this year. NFA is looking to import more rice in 2018 since even with the latest import order; this supply is only expected to last for about two weeks in the rice loving nation of Philippines. The USDA trimmed this year‘s rice imports from the earlier projection of 1.4 million MT amid expected better local production. ―Philippines is down 300,000 MT to 1.1 million MT on more abundant domestic supplies,‖ USDA said. ―However, this forecast is subject to change, particularly in light of ongoing government decisions related to quantitative restrictions on imports,‖ it added. Production of milled rice this year is seen to slightly increase to 12.35 million MT.

USDA said there may be improvements in area planted as rice areas this year will be at 4.86 million hectares, three percent higher than the 4.72 million hectares last year. This will be complemented by yield slightly improving at 4.04 MT per hectare from 3.93 MT per hectare. ―In some regions where rice per capita consumption has traditionally been high, particularly in Asia, people are consuming less rice as their diets diversify,‖ USDA said. MANILA, Philippines — The Bangko Sentral ng Pilipinas (BSP) expects a significant reduction in inflation with the immediate passage of the rice tariffication bill in Congress, as the staple accounts for about nine percent of the total consumer basket. BSP Deputy Governor Diwa Guinigundo said the proposed amendments to Republic Act 8178, otherwise known as the Agricultural Tariffication Act of 1996, could reduce inflation this year by 0.4 percentage points if implemented in the third quarter, and by 0.2 percentage points if implemented in the fourth quarter. For next year, Guinigundo said the replacement of the quantitative restrictions on rice imports with tariff would slash inflation by 0.6 percentage points.He said one of the mitigants on rising inflation is the imposition of tariff on rice imports. ―If Congress and the Senate is able to pass the rice tariffication bill to be implemented in the third quarter, we expect some reduction by at least 0.4 percentage point for 2018 and next year around 0.6 percentage points. The BSP, together with other government agencies including the Department of Finance (DOF), as well as the National Economic and Development Authority (NEDA) have been pushing for the passage of the rice tariffication bill in Congress. The move is seen as a significant step in reforming the agricultural sector by removing unnecessary government intervention in the rice market. Once the quantitative restriction is replaced by predictable tariffs, NEDA expects that the private sector can respond more effectively to market signals and government can focus on regulating to ensure food safety and fair market competition. On the other hand, based on the DOF estimates, the removal of the rice quantitative restriction could slash retail prices of rice by as much as P7 per kilo. Likewise, rice tariffication may help mitigate the impact of the implementation of RA 10963 or the Tax Reform For Acceleration and Inclusion (TRAIN) Law on consumer prices and at the same time lower inflation.The central bank raised its inflation forecast to 4.6 for this year and to 3.4 percent for next year.

May 14, 2018 The Louisiana Agricultural Consultant‘s Association has announced four 2018 scholarship winners. Brayden Blanchard, Martinville, La., has been awarded the Ray and Dorothy Young, CPS, and RiceTec undergraduate scholarship. Christopher Addison, Hazen, Arkansas, is the winner of the PhD scholarship funded by Louisiana Land Bank. Daniel Forestieri, who was born in Ecuador, received the PhD scholarship funded by AgBiTech and Koch Agronomic Services. James Villegas, of the Philippines, was awarded the Master of Science scholarship, funded by Grady and Barbara Coburn of Pest Management Enterprises. Blanchard participated in a dual enrollment college program at the University of Louisiana Lafayette and Louisiana Tech University while in high school. He graduated in 2016 from Teurlings High School in Lafayette, La. Blanchard was an honor graduate with a 3.98 GPA and scored a 31 on his ACT, which earned him a TOPS scholarship and a Chancellors Scholarship. He was the recipient of a Merit Scholarshipfrom the American Society of Sugar Cane Technologists. He was inducted into the National Honor Society and the National Beta Club, and received a Presidential Award for academic excellence. Blanchard currently is on the Dean‘s List at LSU Baton Rouge with a GPA of 3.9, majoring in Plant and Soil Systems and is employed at the sugarcane research station. He was inducted into Phi Eta Sigma Nation Honor Society. Blanchard volunteers at many charities in Baton Rouge, including Our Lady of the Lake Children‘s Hospital and Children‘s Miracle Network, the Capital Area Alliance for the Homeless and volunteering for the Special Olympics.

He is pursuing a Master‘s Degree in plant genetics, specifically wheat genetics. He attended the Wheat Improvement Strategic Programme where he enrolled in a course on wheat genetics at the John Innes Centre in Norwich, UK. After obtaining his Master‘s degree, Addison spent six months in Columbia, where he studied the role of agriculture and its socioeconomics impact. He began doctoral studies at LSU Baton Rouge in 2015. Research focus is identification and isolation of a gene that controls Cercospora resistance in rice. In 2016, he was awarded second place in the Genomics, Molecular Genetics, and Biotechnology Oral Competition at the ASA, CSSA, and SSSA International Annual Meeting. He was also awarded a grant from the Asia Rice Foundation.

Forestieri is currently pursuing his Ph.D. with research in plant nutrient management and ag precision. Forestieri has authored and co-authored 23 publications, and has five professional meeting presentations and abstracts. He is a member of five professional societies in agriculture. In 2015, Daniel was selected as the Outstanding Graduate Student by Gamma Sigma Delta Honor Society. Villegas grew up in an agricultural community in the Philippines where his experiences in a farming community influenced his intense interest in agriculture. He returned to the Philippines to complete high school and graduated as Salutatorian.

Villegas earned a BS degree in Life Sciences from Ateneo de Manila University. During his undergraduate studies, he was a research assistant and conducted molecular analyses on rice ragged and grassy viruses and was awarded the Departmental Research Award for his work on these viruses. He worked at the International Rice Research Institute in the entomology department. In 2015, Villegas enrolled in LSU Baton Rouge to work on a Master‘s degree in entomology. His thesis research is on the Effects of Soil Silicon Amendment and Nitrogen Levels on Rice Insect Pest Complex. Villegas has six refereed publications, three Extensions publications, three manuscripts in preparation and 16 presentations at scientific meetings. In 2017, he was the recipient of the Outstanding M.S. Poster Presentation Award given by the Southeastern Branch of the Entomological Society of America. He is a member of the Entomological Society of America, The International Society for Silicon in Agriculture and Related Disciplines and the American Field Service of the Philippines. A New Farming Technique Using Drastically Less Water Is Catching On But not everyone is on board. By John Vidal

Filipino melon grower Denis Miguel was intrigued to hear of a young Indian farmer who in 2011 had broken the world record for growing rice by using an unconventional method of cultivation that needed only half as much water and one-tenth as many seeds but resulted in spectacular yield increases.

Miguel, from Isabela province, had never grown rice before, but he teamed up with a local rice farmer to try out the system. Last year, he reaped the equivalent of 10.8 tons of rice per hectare, or four times as much rice as the farmer usually grew on that land. He was astonished. ―A harvest of 10.8 tons per hectare on a rain-fed farm which used to produce only 2.5 tons was a great success. I was a newbie rice farmer. It was my first attempt at rice farming. It was an eye opener to all the people who were witness,‖ he said in an email. Miguel is not alone. Reports from China, India, Southeast Asia and Africa suggest that average yield increases of 20 to 50 percent are regularly being achieved by farmers adopting the ―system of rice intensification‖ (SRI), which aims to stimulate the root system of plants rather than trying to increase yields in the conventional way by using improved seeds and synthetic fertilizers. Rice is the major staple crop of nearly half the world and is primarily grown by small farmers. Seedlings are traditionally planted in large clumps in flooded fields. One kilogram of rice typically requires about 660 gallons of water. SRI, in contrast, involves the careful spacing of fewer but younger plants, keeping the topsoil around the plants well-aerated by weeding, using manure and avoiding flooding. Many Indian farmers are adopting SRI to increase the productivity of rice by changing the management of plants, soil, water and nutrients. What was a grassroots movement spreading slowly by word of mouth since it was developed by French priest Henri de Laulanié in Madagascar in 1983 is now growing fast as regional governments in China and India join anti-poverty groups like Oxfam to back the method. According to the SRI International Network and Resources Center at Cornell University, an estimated 10 million rice farmers in 60 countries have adopted SRI.

―It has the potential to reduce the amount of water, money and labor that farmers in developing countries need to spend. Time and again, farmers have seen improvements in yield, profitability and resilience,‖ says Norman Uphoff, professor of international agriculture at Cornell. The idea of using less to gain more is seen as an important innovation for adapting farming to climate change and a way to increase yields at a time when human populations are growing fast but traditional plant breeding and genetically modified techniques have failed to increase yields more than a few percentage points, says Uphoff. In Bihar, one of India‘s poorest states, more than 335,000 hectares of rice are grown using SRI

methods. Scientist Anil Kumar Verma from the rural nongovernmental organization Pran and the state government have led a push to develop new weeding tools to help farmers and yields have increased dramatically. ―SRI is changing the life of many farmers. Not only is it addressing food security problems, it is also emitting less carbon, which adds to global warming,‖ Verma says.

The new way to grow rice is proving most popular in water-stressed countries, says Tavseef Mairaj Shah, a Ph.D. researcher at Germany‘s Hamburg University of Technology. ―Rice growing in Kashmir largely depends on irrigation systems that draw water from the river Jhelum. But climate change is leading to drier winters, untimely rains, and warmer summers.‖

Different studies, both at the experimental level and farmer-participative level, have shown that SRI improves yields with less water,‖ Shah adds. Some academics, the global seed industry and the international community have rejected reports of ―fantastic‖ yields, accusing farmers of falsifying records and researchers of carelessness and ―non-science.‖ But more than 600 articles, collated by SRI International at Cornell University, have shown benefits.

―The last published [academic] critique of SRI was in 2006,‖ Uphoff says. ―There is nothing more to prove. The original hostility has gone. It may have been linked to the fact that SRI came from the grassroots and not the well-resourced global agricultural industry, which for 50 years has invested heavily in genetics, mechanization, improved seeds and the use of inorganic fertilizers and pesticides.‖ But, Uphoff says, the early opposition has resulted in comparatively little scientific research being conducted into SRI and a slow uptake by funders. ―SRI was made controversial within the academic and donor communities. Donors have been reluctant to get involved although there are a variety of initiatives at the country or regional level,‖ he says. Large donor agencies such as the Bill and Melinda Gates Foundation say they prefer to invest in high-performance seeds and genetically modified technologies. ―[We fund] investments in rice breeding and genetics because we believe innovations in these areas have the greatest potential to empower smallholder farmers and lift their families out of poverty. We don‘t currently invest in rice crop management research,‖ said Gina Ivey, head of global policy for agricultural development with the Gates Foundation. Attitudes are changing, however. In 2017, SRI was endorsed by the science journal Nature and the United Nations, and the World Bank has begun to promote it in India and Egypt. ―Clearly SRI is one of the technology options that has the potential to increase paddy yields for small farmers. We have invested in scaling up SRI systems in rice in both Bihar and Tamil Nadu [states] and based on our experience have observed that there is potential of more than 25 percent increase in the yield [and a] 64 percent increase in output per unit of water for SRI,‖ says Vinay Kumar Vutukuru, a World Bank senior agricultural specialist. Uphoff calls for governments to study the experiences of grassroots farmers: ―The principles of SRI can be applied to many crops. It is a genie that can no longer be stuffed back into the lamp. We could have accomplished so much more for farmers, consumers and for the environment if we had even some very modest support [from international donors] and hadn‘t had to rely on personal resources and a lot of volunteered effort.‖
