Thailand rice sellers increased their quotes for parboiled rice by about $5 per ton to about $450 - $460 per ton today. Other Asia rice sellers kept their quotes mostly unchanged. 5% Broken Rice Thai 5% rice is quoted around $400 - $410 per ton, about a $5 per ton premium over Viet 5% rice shown around $395 - $405 per ton. Indian 5% rice is quoted around $410 - $420 per ton, about a $35 per ton premium over Pak 5% rice quoted around $375 - $385 per ton. 25% Broken Rice Thai 25% rice is quoted about $380 - $390 per ton, about a $15 per ton premium over Viet 25% rice shown around $365 - $375 per ton. Thailand Government to Auction 450,000 Tons of Rice on November 19, 2013 Nov 14, 2013
The Thai government will auction around 450,000 tons of rice on November 19, 2013 to make space for new arrivals from the main crop harvest which usually peaks in November – December.The government will offer fragrant rice and common grades in the tender. However, local sources say that traders are likely to keep away from the auction because prices are expected to plummet to record low levels in the coming weeks. Earlier this year, tenders to sell a total of 960,339 tons of rice from the government stockpile achieved sales of only 293,000 tons due to high prices. Traders say that the new tender this month is likely to meet the same fate as traders prefer buying rice from fresh stocks and not from old stocks with the government.Rice stocks with the government are estimated at around 15 million tons, more than double the 7 million tons of rice exported by Thailand in 2012. Paddy rice production in the 2013-14 main rice crop is expected to reach around 28.4 million tons, up about 7% from 26.6 million tons from the main crop in 2012-13, according to the Agriculture Ministry. Oryza Overnight Recap – Chicago Rough Rice Futures Lower Overnight as Traders Unable to Maintain Upward Momentum Nov 14, 2013
Chicago rough rice futures for January delivery are currently paused 7 cents per cwt (about $2 per ton) lower at $15.530 per cwt (about $342 per ton) as of 8:00am Chicago time. The other grains are seen mostly higher this morning ahead of floor trading in Chicago: soybeans are currently seen about 0.1% higher, wheat is seen about 2.2% lower, and corn is paused about 0.1% higher.U.S. stock index futures pointed to a mixed open on Wall Street on Thursday following dovish remarks from U.S. Federal Reserve Vice-Chair Janet Yellen, who is set to become the central bank's next chairman. Economic data yielded little reaction from stock futures, which remained mixed after the government reported more Americans than forecast filed for jobless benefits last week, with claims dipping by 2,000 to 339,000, above expectations for 331,000. Separately, the U.S. trade deficit widened more than anticipated in September, with the U.S. trade gap widening 8.0% to $41.8 billion. U.S. stock index futures are currently trading about 0.1% higher, gold is currently trading about 1.2% higher, crude oil is seen trading about 0.5% lower, and the U.S. dollar is currently trading about 0.1% higher at 8:00am Chicago time.

Philippines Rice Crop Loss Due to Typhoon Estimated at Below 2 Million Tons Nov 14, 2013
Paddy rice production losses in the Philippines due to typhoon Haiyan are estimated at below 10% of the country’s annual paddy rice production of around 18-20 million tons. Crop losses were limited because most of the wet season rice crop was harvested before the typhoon struck the Philippines. However, final estimates will be known after a detailed study, according to the Philippines-based International Rice Research Institute (IRRI). IRRI economist Dr. Samarendu Mohanty says, “The current rice crop in the affected regions accounts for less than 10% of the Philippines’ annual national rice production, and most of the rice crop in these regions had already been harvested before the typhoon came.” Dr. Mohanty also says that the typhoons that struck the Philippines recently and India in October will have little impact on global rice trade due to high rice stocks with Thailand. He says, “The surplus rice in Thailand should keep prices stable in the coming months, even if the Philippines imports more and India exports less.” The Philippines is targeting paddy rice production in 2013 to reach around 20 million tons, up about 11% from around 18 million tons produced in 2012. India Simplifies Risk Management System to Speed-up Export Clearances Nov 14, 2013
The Indian government launched a Risk Management System (RMS) for exports, a move aimed to reduce customs clearance time and lower transaction costs.India introduced RMS for imports in December 2005, and traders had long demanded an extension of RMS to cover exports to help reduce transaction costs which are estimated at around 7-10% of total exports compared to about 3-3.5% in China and some Southeast Asian countries.According to the Indian Finance Minister, the time taken to obtain customs clearance will now come down to a few hours, compared to around 1.6 days to 3.68 days prior to the implementation of RMS. Under the new system, low-risk consignments will be cleared by the Customs based on declarations by exporters. RMS is a growing practice among WTO members, and will help improve India's exports, local sources say.Meanwhile, trade analysts say India's overall exports are expected to grow by 7.2% in FY 2014-15 (April – March), compared to -1% seen in FY 2013-14. India is expected to remain the world’s largest rice exports for the third consecutive year in 2014 with about 10 million tons of rice exports next year.

Haiti MY2013-14 Rice Import Forecast at 415,000 Tons, Despite Higher Production Nov 14, 2013
Haiti’s rice production in MY 2013-14 (July - June) is expected to recover from low levels seen in 2012-13 due to favorable weather this year and government support. However, rice imports are expected to remain strong due to increasing rice consumption in the country, according to the USDA Post in Santo Domingo.The Post expects rice production in MY 2013-14 to rebound to around 78,000 tons, up about 26% from around 62,000 tons produced in MY 2012-13. Rice production in MY 2012-13 had declined from around 78,000 tons produced in the previous year due to adverse weather conditions in the second half of 2012.However, Haiti remains heavily dependent on rice imports due to increasing consumption. The Post estimates rice imports by Haiti in MY 2013-14 to remain at around 415,000 tons,while consumption of rice is estimated at around 490,000 tons in MY 2013-14, up slightly from around 480,000 tons in the previous year. Chicago rough rice futures for January delivery settled 24 cents per cwt (about $5 per ton) higher at $15.840 per cwt (about $349 per ton). Rough rice futures shot higher as buying interest intensified and retuned the market to a recent up-trending trading channel. The recent bullishness likely reflects the reality of the tight supplies in the cash market as well as the smaller than expected supplies coming in from a delayed harvest. The other grains closed lower today; soybeans finished the day about 0.1% lower at $13.1725 per bushel; wheat finished about 0.1% lower at $6.4575 per bushel; and corn finished the day about 0.8% lower at $4.2650 per bushel.U.S. stocks rose on Thursday, with the Dow industrials and S&P 500 hitting all-time highs, as investors embraced Janet Yellen's signals that the Federal Reserve would continue its monetary stimulus. A day after finishing at an all-time high, The Dow Jones Industrial Average gained. The S&P 500 also extended the prior day's record rise, with health care the best performing and technology the sole sector declining among its 10 major industry groups. The Nasdaq wavered on either side of unchanged.U.S. stock markets are currently trading up about 0.4%, gold is trading about 1.2% higher, crude oil is seen trading about 0.3% lower, and the U.S. dollar is seen trading about 0.1% higher at about 2:00pm Chicago time.Turning to the daily continuation chart of Chicago rough rice futures for January delivery, the market found followthrough buying interest and rallied sharply higher today. Prices quickly broke through nearby resistance around $15.670 per cwt (about $345 per ton), provided by the convergence of the 100-day and 200-day moving averages, before continuing on to surpass the current price objective and secondary point of resistance. This later level was provided by the upper Bollinger band which had limited the markets gains. Today’s action has returned the market to the recent bullish trading channel and has confirmed up-trending support near the $15.600 per cwt (about $344 per ton) level and provides a positive forecast for future price direction. Prices now appear prepared to test psychological resistance at $16.000 per cwt (about $353 per ton).The sessions trading range is noted as $15.530-$15.895 per cwt (about $342-$350 per ton). Wednesday, there were 521 contracts traded, down from 675 contracts traded on Tuesday. Open interest – the number of contracts outstanding – on Wednesday increased by 30 contracts to 8,277. The U.S. cash market was fairly active today following a rally in the futures market which led some buyers to get more aggressive.Offers were unchanged today around $15.65-$16.66 per fob farm (about $345-$367 per ton), depending on where they are located in the U.S. mid-South, for November through December shipment. Bids from some mills were still seen near $16.00 per cwt (about $353 per ton ) while bids from exporters held steady around $15.56 per cwt (about $343 per ton), both for November through December delivery, and again there were reports of rice trading around $16.00 per cwt (about $353 per ton) delivered.In the meantime, the USDA did not release their export sales report today due to the Veterans Day Holiday on Monday; the report will be published tomorrow. Arroz con leche, or Mexican rice pudding, relies on several different kinds of milk products and spices for its unique, sweet flavor. This recipe takes a unique twist on this traditional dish to make a sweet treat, Rice Pudding Pops!.Heat 3 cups of water over high heat in a pot. Add 1.5 cups of rice, ¼ teaspoon nutmeg, 2 cinnamon sticks, and salt to taste. Cover and bring to a boil before lowering the heat and simmering for 15 minutes or until the rice is fluffy.Add 12 ounces evaporated milk, 14 ounces of sweetened condensed milk, 2 teaspoons of vanilla, and a handful of raisins, if you want. Simmer for 3-5 minutes to thicken the mixture, stirring occasionally. This is a recipe for traditional Mexican arroz con leche, but to elevate it from grandma’s kitchen to gourmet, try turning it into popsicles.Scoop the rice pudding into popsicle molds and insert a popsicle stick so that a few inches are visible. (Small cups work, too.) Sprinkle around the stick with ground cinnamon, then freeze until hard. Now you’ve got rice pudding on-the-go – and you might even trick the kids into thinking it’s ice cream!
