Raipur: The Chhattisgarh government has initiated measures to get the Geographic Indication (GI) tag for the famed aromatic rice variety ―Loktimachi‖.The tribals of Bastar savour this fine aromatic rice only on celebratory occasions like at weddings or during festivals. Otherwise, coarse rice is their staple diet.The GI tag move will help save the traditional aromatic rice variety of Bastar from extinction while giving a boost to the economy of the impoverished tribal region. The deprivation of tribals has largely been caused by three-decade-long Leftwing extremism.

―We are in the process of compiling historic and scientific evidence to establish its geographical origin to Bastar. We are going to file for GI for the variety soon,‖ Akash Badave, spokesman of the Chhattisgarh agriculture department told this newspaper. Loktimachi, as it is called in local parlance, is one of the three known major aromatic rice varieties grown by tribals in south Bastar districts of Dantewada, Narayanpur, Bijapur, and Kondagaon. The rice variety is named after a species of honeybee in tribal Halwi dialect. A particular enzyme found in the slender rice makes the cooked food non-sticky and hence a culinary delight. The aromatic rice commands higher price (Rs 50-55 per kg) than the common rice (Rs 30-35 per kg) in the region.However, agriculture scientists are concerned about the fast shrinking of the traditional Loktimachi growing areas.The yield of Loktimachi is found hardly 10 quintal per hectare, making it an economically unviable option for the farmers, said a scientist. Loktimachi is an inseparable part of the tribal culture as the indigenous people do not celebrate any festival without a recipe of the scented rice, said Dr H.K. Patra, associate professor of Shaheed Gundadhur College of Agriculture and Research at Jagdalpur, headquarters of Bastar. The crop is grown in some remote areas of south Bastar, predominantly in Dantewada region. Local tribals cultivate the crop primarily for consumption at home. ―A small patch of agriculture land has been earmarked for growing the crop by the tribal farmers. In the rest of the lands, common rice varieties are cultivated. Only manure and herbal insecticides, made of forest produce, are used to grow the crop,‖ he said. According to Jagdalpur-based ethnologist Naresh Chandrakar, only well-off families in the villages cultivate this crop. In fact, it signifies the social status of the tribal farmer. ―The know-how of growing the crop has passed on to the next generations through oral history. Our forefathers were growing the crop and we continue the agricultural tradition,‖ said tribal farmers Mahadev Netam, 72, of Binjam village.

It was one of prices.The National Food Authority (NFA) is the government agency whose job is to ensure an adequate supply of inexpensive rice for the masses. It gets its supply from Thailand and Vietnam, whose farmers can produce rice at much lower costs than Filipino farmers.

Last Wednesday, the NFA – which is supposed to maintain a buffer stock good for 15 days at any given time and up to 30 days during the lean months from July to August – disclosed that its stocks were down to 0.35 days – 200,000 bags.With cheap NFA rice nearly gone from the market, only locally produced rice was available in the market and prices began to rise. President Duterte stepped into the situation which, it turned out, had resulted from conflicts between officials of the NFA management and the NFA‘s policy-making body, the NFA Council. Cabinet Secretary Leoncio Evasco Jr., who is chairman of the NFA Council, assured that there while NFA stocks are down in its bodegas, new imports had already arrived and more were coming in May. Besides, he said, the country expects a ―big harvest‖ by local farmers, as reported by Secretary of Agriculture Emmanuel Piñol. Later in the week, Secretary Piñol said he and NFA Administrator Jason Aquino had reached an agreement that the NFA would get some of its supply from Filipino farmers‘ groups, cooperatives, or associations, which the DA would help with production loans and machinery. The DA, through its regional offices, would inform the NFA of areas where farmers‘ prices are considerably lower than the market prices set by traders and middlemen. The crisis is now largely over and the fears raised by the photos of nearly empty NFA bodegas have now died down. There is indeed no problem of supply. Our farmers can produce sufficient harvests for the country, but at prices above the costs of farmers in Thailand and Vietnam. This should now be the towering goal of the Department of Agriculture – to bring down production costs. It already has taken big steps to this end – free irrigation, a production loan program at 6 percent a year payable in one year, providing farm machinery like tractors, establishing drying facilities for free use by farmers. The day this price problem is solved, we no longer need to import rice for the low-cost stocks of the NFA. Hidden within greenhouses atop the building of a research institute within the National University of Singapore (NUS) is a cutting edge invention which seeks to be an answer to the region‘s food security woes. Scientists from the Temasek Life Sciences Laboratory recently developed a special type of rice which has been bred to be resistant to certain types of bacteria and fungi, as well as withstand adverse weather conditions. Known as Temasek Rice, this new ―super crop‖ is one of the latest in a slew of research and development projects in Singapore aimed at boosting food security in the country. Such innovations are vital, given that land-scarce Singapore only grows 10 per cent of its food, which has made it heavily dependent on neighbouring countries for food supplies. Like the majority of Asian countries, rice is a perennial staple in Singapore, and is imported from countries which continue to grapple with their own food security issues due to floods, drought, natural disasters and the effects of climate change. This led scientists Dr Luo Yanchang, and Dr Yin Zhongchao from the Temasek Life Sciences Laboratory to invent Temasek Rice as a means of safeguarding the literal rice bowl of our region, by ensuring that our neighbours can continue to enjoy a bountiful harvest to feed themselves and the rest of Asean. ―The development of Temasek Rice is not the effort of just Singapore but also the efforts of regional countries,‖ Dr Yin said. ―We want to develop more than one rice line, different versions of this rice, so we can have a good rice variety which can grow in different places, and benefit the local farmers.‖ When asked if this type of research can be applied to other type of crops, Dr Yin said that ―the technology is there,‖ and that given time, he is confident it can be used to develo p other kinds of weather and bacteria-resistant tropical crops for South-east Asia. Apart from Temasek Rice, another research project that has excited scientists is the Black Solider Fly initiatives led by Professor Rudolf Meier at the NUS‘ department of biological sciences. Professor Meier and his team have found an eco-friendly way of dealing with the country‘s food waste as an alternative to incineration. His solution is tapping on the larvae of the Black Solider Fly as natural bio-converters to break down food waste into nutrient-rich compost, which can then be used in agriculture, in what is known as a ―closed loop system.‖

―Sometimes we can learn from nature by just copying engineering solutions,‖ Prof Meier said.
―In other cases, we may as well use nature to do the recycling. And in the case of the Black Soldier Fly, I think they‘re so optimised for doing exactly this job, we may as well use them as they are.‖ This self-sustaining and eco-friendly farming model can easily be applied to urban farming, which is the new face of agriculture in Singapore. Citizen Farm, an urban farm located in Singapore‘s Queenstown area, has been quick to jump on the bandwagon by adopting this concept. Unlike traditional vegetable farms in Singapore, Citizen Farm is located within walking distance of Housing Development Board (HDB) flats and condominiums. It has found its niche in producing herbs, salad greens and edible flowers for restaurants.

Darren Ho, the head of Citizen Farm, is confident of expanding urban farming to other parts of the country. ―Urbanisation is unavoidable in today‘s context and cities are getting bigger and bigger,‖ he said. ―It‘s not necessarily a bad thing if we can do it sustainably. So urban farming provides that backdrop to be a self-sufficient city.‖ The Black Solider Fly initiatives at both NUS and Citizen Farm, are testament to how research and innovation is helping transform agriculture and food production in Singapore. Despite not being an agricultural country, Singapore cannot afford to neglect agriculture because it is the lifeblood of Southeast Asia, our backyard from which we get our food supplies. Most of the Asean member states also remain heavily dependent on the agricultural sector as an engine of growth for their respective economies, as well as for their daily needs. Further afield, there is growing awareness among Indonesian farmers of the urgent need to improve their knowledge of issues such as climate change and adapt their farming operations. A case in point is Suntenjaya Village, which is nestled among the landslide-prone hills of West Bandung in the Indonesian Island of Java. It is home to a predominantly Sundanese community, most of whom are farmers who have lived off the land for more than three generations. Growing vegetables is the only trade they have ever known. While many in the community hope to pass on their skills to their children, they are concerned about issues such as the advancement of technology, urban redevelopment and climate change, which threaten to put them out of work. This has prompted the local community to throw their support behind the Geger Sunten Learning Centre, a local non-governmental school, which provides heavily subsidised education at a mere US$2 (S$2.62) per student, a month and a curriculum tailored for young farmers. Topics related to climate change, pest control, and plant-affecting disease, are woven into subjects like science and geography. It is heartening to see such an initiative being embraced by the farmers in Bandung, which like the recent R&D projects in Singapore such as Temasek Rice and the Black Solider Fly

initiatives, is a prime example of how communities in Asean are using education and research to strengthen agriculture, in their respective countries. Key to the survival of this traditional yet critical sector are the different programmes aimed at transforming the agricultural sector, be it the high-tech farming technology or communitybased initiatives like Geger Sunten. They all rely on the most important farming tool of all – knowledge, to ensure that the region will continue to enjoy a fruitful harvest, in years to come. We have also established and developed our diversified and integrated farms which is our source of nutritious food, pride and freedom." explains Ramon Oliva, a MASIPAG organic farmer and community leader of SIKWAL-GMO, a local peasant alliance. "The Stop Golden Rice! International Campaign Conference, 2018" was held in the Philippines. It is a collective initiative of the Stop Golden Rice! Network, an alliance of more than 30 organizations from India, Bangladesh, Sri Lanka, Philippines, Vietnam, Taiwan, Thailand and Indonesia with allies from China, Australia, New Zealand and Canada. Delegates from health, subsistence and organic farmers, scientists, artists, consumers, women and children rights gathered to echo their united stand to resist the adoption of GMOs and Golden Rice. The International conference heard that Australia/New Zealand Food Standards (FSANZ) approval of GR2E rice, ‗in case of contamination' to 'avoid trade issues' [2], would have negative

impacts on indigenous farmers all over Asia. Experts from India, the Philippines and Indonesia all provided published studies raising concerns over the safety of the rice, casting doubt FSANZ decision-making, and its independence As the Filipino law stands, the FSANZ safety assessment can be used to open the door for approval to plant GE rice in many of the Asian rice growing countries. The developer of the GM rice, the International Rice Research Institute (IRRI), receives support from Syngenta, Dow and the Bill and Melinda Gates Foundation and is donating the "GR2E" rice on humanitarian grounds but Syngenta owns the commercial patent. IRRI cannot be sued and so farmers will have no recourse when the indigenous rice is contaminated. "The humanitarian excuse is a farce. There are 150,000 native rice varieties all adapted to their special climates, but GE rice will only pollute and then lead to the destruction of indigenous rice varieties," said Claire Bleakley, president of GE Free NZ, referring to stunted growth and low yield results of Golden Rice hybrid with India‘s traditional Swarna rice variety. Delegates discussed the concerns of peasants and farmers over the dangers posed by the GE rice to the environment, livelihoods of subsistence farmers, children and women. About 5 billion people rely on the peasant food web for their food Whilst New Zealand consumers have a choice whether to buy rice or not, in Asian countries rice is a staple food eaten at every meal, morning and afternoon tea. The impacts on the small farmers will be devastating, but contamination would also affect the commercial lines and these would be subject to patent charges. Dr Debal Deb a farmer and ecologist spoke on the diverse, accessible, nutritionally superior betacarotene sources from forests and farms. The daily vitamin A requirement for an adult is provided by one medium carrot equivalent to 4kg of cooked freshly harvested GR2E rice. He said the GE rice must be thoroughly tested to be proven safe. The only feeding study cited by FSANZ, (Tang et al ), was unethical and unsound and the paper had been retracted in 2012 [3][4][5]. In 2016, the United Nations Food and Agriculture Organisation stated that Nigeria imported 2.3 million metric tonnes of rice, which was about half the country‘s estimated requirement during the review period. Recent data from the Ministry of Agriculture and Rural Development put the total demand for rice in Nigeria at about 5.5 million MT a year, of which about 3.3 million MT is produced locally, leaving a shortfall of about 2.2 million MT which is being imported. These validate the 2016 report of the UNFAO. Although stakeholders in the rice value chain believe that the drop in importation of rice over the past months validates the work of indigenous agricultural operators, they stated that it was important to review the progress made so far in Nigeria‘s journey to achieving self-sufficiency in rice production and identify areas where more effort was required. ―However we look at the progress so far made, challenges remain,‖ the Managing Director/Chief Executive Officer, Nigeria Incentive-Based Risk Sharing System for Agricultural Lending, Aliyu Abdulhameed, said. Abdulhameed presented a paper entitled, ‗The Imperative of Public Private Partnership in Achieving the Rice Revolution in Nigeria,‘ at the recently concluded AgroNigeria High Level Rice Conference 2018, which held in Abuja. The theme of the conference was ‗Self-sufficiency in Rice Production: A must!‘ The NIRSAL boss added, ―Sub-optimal processing capacities, inefficient storage facilities, unavailability of quality inputs and other production -enhancing infrastructure are factors delaying Nigeria‘s self-sufficiency in food production.‖ ―Whichever way we like to look at the cup – half full, or half empty – there is, without doubt, a lot of work that needs to be done. Interestingly, the production gap that we see today of 2.3 million metric tonnes is a moving target.‖

He explained that the demand for rice in Nigeria was increasing at a much faster rate than in other West African countries due to speedy population growth, rising income levels, rapid urbanisation and associated changes in family occupational structures. ―Every year, the target shifts, and the journey to self-sufficiency further elongates,‖ Abdulhameed observed. He, however, expressed hope that stakeholders will come up with practical solutions whether from the just concluded conference or from other forums that will help match or outrun population growth with production. NIRSAL is a public limited company established by the Central Bank of Nigeria to catalyse the flow of finance and investment into fixed agricultural value chains. Abdulhameed said the role of his organisation in the country‘s rice revolution was to facilitate the finance and investment required for the next le ap on project, and to secure all such financiers and investors with NIRSAL‘s Credit Risk Guarantee, Specialised Agricultural Insurance, and Project Monitoring, Reporting and Remediation Offices. ―These apparatuses ensure the right use of investor funds, th e close monitoring of projects throughout their life cycles and the provision of adequate compensation wherever and whenever losses occur. In short, they preserve the business relationships we have built and continue to build with public and private sector investors,‖ he said. He stated that no fewer than five concepts and financing models had been developed by NIRSAL to inject fresh impetus into agricultural value chains that would suit and boost the rice cause in Nigeria. Abdulhameed said, ―NIRSAL is also a participating financial institution in the CBN‘s Anchor Borrowers‘ Programme, a programme that was created to provide systematic

input and output markets for smallholder farmers nationwide, thereby boosting agricultural production. ―With ABP, NIRSAL has rolled out its full institutional capacity to drive the success of the programme. Under the ABP, NIRSAL has assisted 27,000 smallholder farmers with loans of approximately N3.4bn, largely in Kebbi State. The ABP is indeed the major driver of Nigeria‘s rice revolution.‖ He added, ―For us to leapfrog agriculture as the main driver of the economy, we need human, equipment, technology and finance capitals to optimise and properly harness the opportunities we have with land, labour, water and market. ―It is our belief that the synergy between NIRSAL, a private sector-led policy tool of the CBN and other public-private institutions will help to solve the challenges in rice production in Nigeria and push us further along the journey to sufficiency in rice production.‖ Announcing further measures being put in place in order to attain self-sufficiency in local rice production, the Minister of Agriculture and Rural Development, Chief Audu Ogbeh, stated that 14 new rice mills were being expected in Nigeria in few weeks . The mills, which according to Ogbeh will attract N250bn worth of investments to the sector, will be used by millers across the country to help reduce the 2.3 million MT local rice production gap in Nigeria. The Federal Government had in a statement said that Thailand had commenced moves to establish rice mills in Nigeria, following the drastic reduction in the importation of rice into Nigeria by over 90 per cent.

Although Ogbeh did not name those who are to establish the 14 new rice mills, he told participants at the recent AgroNigeria Conference that the move would attract hundreds of billions of naira to Nigeria‘s rice value chain. The minister said, ―There are presently 21 large integrated rice mills with a total processing capacity of 1.22 million metric tonnes yearly and spreading across the country, from Kano to Enugu, Ebonyi, Kebbi, Anambra, Edo, Nasarawa, Benue, Kwara, Jigawa, Niger and Kogi states. The challenges associated with local rice which has discouraged consumers, especially when compared to imported rice has been overcome. ―Today, several integrated local rice mills have their milled rice in the Nigerian market and consumer demand and preference for local rice has risen due to better quality and taste compared to imported rice. Home-grown international grade rice can be found across Nigerian markets and a total of 14 mills will soon come on board.‖ Ogbeh, whose speech was read by a director, added, ―This is expected to provide additional investment of N250bn in the rice processing sub -sector. This will also attract a savings of $300m from import substitution through local processing. The Rice Processors Association of Nigeria has made investments in the excess of N300bn with upcoming investments expected to hit N250bn. ―RIPAN members currently have a direct workforce of 5,000 skilled Nigerians including women. As off-takers of rice paddy, RIPAN has created jobs for over five million rice farmers out of the existing 11 million rice farmers in Nigeria. The integrated rice mills have also employed about two million unskilled workers. Nigeria‘s rice import bill has dropped appreciably by over 90 per cent.‖ He said Nigeria was the largest producer of rice in West Africa and the second largest importer of rice in the region.

The minister stated that of the over 5.1 million metric tonnes of rice consumed annually, Nigeria produces a little above three million MT, leaving a demand gap of over 2.1 million MT which could only be met through importation from rice exporting countries. Ogbeh observed that in the past three years, paddy production had seen exponential growth, reaching 6.9 million MT in 2016, which represented 4.14 million MT of milled rice, and 8.019 million MT, or 4.81 million MT of milled rice in 2017. According to him, Nigeria is moving towards self-sufficiency in rice production and is on track to achieving this by 2020. He stated that in 2009, Nigeria could boast of only one integrated rice mill and by 2017, the country had over 17 integrated rice processing mills with a milling capacity o f 600,000MT a year. To sustain the momentum of the present growth, Ogbeh said, ―Government shall continue to provide conducive environment to rice farmers and millers in the area of ensuring adequate
agro-chemicals,
fertilisers,
land
development
and
irrigation
facilities,
mechanisation, modern extension services, power supply, access to good roads, farmlands and favourable pricing. Essentially, forestalling the illegal activities of smugglers across Nigeria‘s borders remains a priority.‖ The Governor of Kebbi State, who doubles as Chairman, Presidential Initiative on Rice, Atiku Bagudu, said operators in the rice value chain ―must appreciate the fact that the cost of production in countries we are competing with is cheaper than the production cost for the same commodity in Nigeria. This needs to be addressed in order to ensure sustainability.‖ Bagudu, however, stated that the price of local rice would soon drop to N 10,000 per 50kg bag, in contrast to the current rate of about N16, 000.

According to him, Nigeria has the capacity to tap into the 600-700 million MT global rice market as rice is grown in all the states of the federation and the Federal Capital Territory.He said stakeholders must cooperate to sustain the growth already recorded in the sector, and urged the Federal Government to emulate Japan which imposed a 777 per cent tariff on imported rice as against the current 50 per cent rate on imported rice in Nigeria. The Managing Director/Chief Executive Officer, AgroNigeria, a body of indigenous agro-dealers, Richard-Mark Mbaram, noted that the progress being recorded in the production of rice within the country was being threatened by the smuggling of the commodity via countries that shared borders with Nigeria. The developer of the GM rice, the International Rice Research Institute (IRRI), receives support from Syngenta, Dow and the Bill and Melinda Gates Foundation and is donating the ―GR2E‖ rice on humanitarian grounds but Syngenta owns the commercial patent. IRRI cannot be sued and so farmers will have no recourse when the indigenous rice is contaminated.
―The humanitarian excuse is a farce. There are 150,000 native rice varieties all adapted to their special climates, but GE rice will only pollute and then lead to the destruction of indigenous rice varieties,‖ said Claire Bleakley, president of GE Free NZ, referring to stunted growth and low yield results of Golden Rice hybrid with India‘s traditional Swarna rice variety.

invention which seeks to be an answer to the region‘s food security woes.
Scientists from the Temasek Life Sciences Laboratory recently developed a special type of rice which has been bred to be resistant to certain types of bacteria and fungi, as well as withstand adverse weather conditions. Known as Temasek Rice, this new ―super crop‖ is one of the latest in a slew of research and development projects in Singapore aimed at boosting food security in the country. Such innovations are vital, given that land-scarce Singapore only grows 10 per cent of its food, which has made it heavily dependent on neighbouring countries for food supplies. Like the majority of Asian countries, rice is a perennial staple in Singapore, and is imported from countries which continue to grapple with their own food security issues due to floods, drought, natural disasters and the effects of climate change.

This led scientists Dr Luo Yanchang, and Dr Yin Zhongchao from the Temasek Life Sciences Laboratory to invent Temasek Rice as a means of safeguarding the literal rice bowl of our region, by ensuring that our neighbours can continue to enjoy a bountiful harvest to feed themselves and the rest of Asean. ―The development of Temasek Rice is not the effort of just Singapore but also the efforts of regional countries,‖ Dr Yin said. ―We want to develop more than one rice line, different versions of this rice, so we can have a good rice variety which can grow in different places, and benefit the local farmers.‖ When asked if this type of research can be applied to other type of crops, Dr Yin said that ―the technology is there,‖ and that given time, he is confident it can be used to develop other kinds of weather and bacteria-resistant tropical crops for South-east Asia. Apart from Temasek Rice, another research project that has excited scientists is the Black Solider Fly initiatives led by Professor Rudolf Meier at the NUS‘ department of biological sciences. Professor Meier and his team have found an eco-friendly way of dealing with the country‘s food waste as an alternative to incineration. His solution is tapping on the larvae of the Black Solider Fly as natural bio-converters to break down food waste into nutrient-rich compost, which can then be used in agriculture, in what is known as a ―closed loop system.‖ ―Sometimes we can learn from nature by just copying engineering solutions,‖ Prof Meier said. ―In other cases, we may as well use nature to do the recycling. And in the case of the Black Soldier Fly, I think they‘re so optimised for doing exactly this job, we may as well use them as they are.‖ This self-sustaining and eco-friendly farming model can easily be applied to urban farming, which is the new face of agriculture in Singapore. Citizen Farm, an urban farm located in Singapore‘s Queenstown area, has been quick to jump on the bandwagon by adopting this concept. Unlike traditional vegetable farms in Singapore, Citizen Farm is located within walking distance of Housing Development Board (HDB) flats and condominiums. It has found its niche in producing herbs, salad greens and edible flowers for restaurants.

Darren Ho, the head of Citizen Farm, is confident of expanding urban farming to other parts of the country. ―Urbanisation is unavoidable in today‘s context and cities are getting bigger and bigger,‖ he said. ―It‘s not necessarily a bad thing if we can do it sustainably. So urban farming provides that backdrop to be a self-sufficient city.‖ The Black Solider Fly initiatives at both NUS and Citizen Farm, are testament to how research and innovation is helping transform agriculture and food production in Singapore. Despite not being an agricultural country, Singapore cannot afford to neglect agriculture because it is the lifeblood of Southeast Asia, our backyard from which we get our food supplies. Most of the Asean member states also remain heavily dependent on the agricultural sector as an engine of growth for their respective economies, as well as for their daily needs. Further afield, there is growing awareness among Indonesian farmers of the urgent need to improve their knowledge of issues such as climate change and adapt their farming operations. A case in point is Suntenjaya Village, which is nestled among the landslide-prone hills of West Bandung in the Indonesian Island of Java. It is home to a predominantly Sundanese community, most of whom are farmers who have lived off the land for more than three generations. Growing vegetables is the only trade they have ever known. While many in the community hope to pass on their skills to their children, they are concerned about issues such as the advancement of technology, urban redevelopment and climate change, which threaten to put them out of work. This has prompted the local community to throw their support behind the Geger Sunten Learning Centre, a local non-governmental school, which provides heavily subsidised education at a mere US$2 (S$2.62) per student, a month and a curriculum tailored for young farmers. Topics related to climate change, pest control, and plant-affecting disease, are woven into subjects like science and geography. It is heartening to see such an initiative being embraced by the farmers in Bandung, which like the recent R&D projects in Singapore such as Temasek Rice and the Bl ack Solider Fly

initiatives, is a prime example of how communities in Asean are using education and research to strengthen agriculture, in their respective countries. Key to the survival of this traditional yet critical sector are the different programmes aimed at transforming the agricultural sector, be it the high-tech farming technology or communitybased initiatives like Geger Sunten. They all rely on the most important farming tool of all – knowledge, to ensure that the region will continue to enjoy a fruitful harvest, in years to come. In a petition submitted here on Sunday, activists led by Kandregula Venkata Raman submitted a petition to the state civil supplies minister, Prathipati Pulla Rao, seeking the same to reduce illegal hoarding of rice.
Venkata Raman, in his petition, observed that such an option could be introduced either through an application or an option provided on the civil supplies website.
Venkata Raman also mentioned concerns over proper implementation of Food Security Act in the petition. Venkata Raman observed that as per government order number-16, 6-07-2015, the government must appoint committees in every district and mandal, consisting of representatives of Ration Shop dealers, nodal/appellate authorities and revenue department officials to receive petitions (grievance). The petition also dealt with the immediate provision of ration in case of place change and transfer. The petitioners also sought help from the government to promote and establish consumer clubs across the state to help generate awareness about consumer law. The petition totally dealt with 52 major and minor points regarding the supply of essential commodities. One of the major points raised in the petition was the request urging the government to keep out the Girijan Co-operative Corporatio (GCC) from supplying essential commodities in the Agency areas and instead the government to do it. Nepal‘s winter wheat output is expected to hit a three-year high of 1.93 million tonnes this fiscal

year, making it the second biggest wheat harvest in the country‘s history despite prolonged winter drought, according to preliminary statistics of the Agricultural Ministry. The estimated winter wheat output of this fiscal year is 5 percent more than in 2016-17. This harvest is expected to generate revenue of about Rs43 billion based on average price of wheat of Rs22 per kg. Harvesting of this year‘s winter wheat started in mid-March in southern Tarai plains. The country suffered winter drought this fiscal year affecting cash crops like mustard, lentils and vegetables, but the intense cold wave that swept through the southern Tarai for nearly a month proved to be boon for wheat production. Chilly weather, according to experts, is good for wheat as it helps boost yields. ―Cold wave in the Tarai was one of the biggest factors for better wheat yields. But other factors like use of improved and drought-resistant seeds and installation of shallow tubewells in key Tarai districts also raised production,‖ said Ram Krishna Regmi, chief statistician at the Agricultural Ministry. According to the ministry, about 45 percent of the wheat acreage is now covered by improved variety of seeds. Wheat production also went up due to use of machines in the farm sector. Wheat makes the third largest contribution to Nepal‘s agricultural output after paddy and maize. The contribution of wheat in agricultural GDP is over 7 percent, according to the Central Bureau of Statistics. The country witnessed record wheat output of 1.97 million tonnes in 2014-15. Wheat output plunged 12.1 percent to a six-year low of 1.73 million tonnes in 2015-16 due to winter drought. The production jumped 6 percent in 2016-17, reaching 1.84 million tonnes. According to the Food and Agriculture Organisation (FAO) of the United Nations, winter crops were in good condition in most parts of the country and production prospects are positive. Some concerns exist only for wheat crops in central Tarai plains, including the districts of Parsa, Bara and Rautahat, where water availability was limited due to damages inflicted by last year‘s floods to the irrigation infrastructure, the FAO said.

Nepal is likely to import 930,000 tonnes of cereal grains, mainly rice, in 2017-18, which is similar to the previous year‘s level and 12 percent above the five-year average, according to the FAO. Imports of wheat and maize are anticipated to remain close to the 2016-17 level of 150,000 and 200,000 tonnes, respectively. Rice imports are projected to increase by 5 percent in 2018 to 580,000 tonnes, the FAO said. Nepal‘s paddy output is expected to top 5.15 million tonnes in this fiscal year, down 1.49 percent from 2016-17, mostly on account of the August floods in the southern Tarai plains, the ministry said. Despite the drop, the harvest will still be second biggest in the country‘s history. The marginal drop in paddy production will not affect the country‘s economic growth as the loss has been offset by abundant maize production, according to the ministry. THE rice supply of the National Food Authority (NFA) got a much needed shot in the arm, as some 10,000 bags of regular milled rice, which will be sold at P39 per kilo in Metro Manila, were delivered to the capital on Monday. A total of 17 cargo trucks of grain, each with 400 to 800 bags of rice from Nueva Ecija province, were delivered to the NFA warehouse in Quezon City. Victor del Rosario, president of the Nueva Ecija Rice Millers Association, said areas that were running low on supply of government-subsidized rice would be prioritized for delivery. The government is moving to ensure enough supply of affordable rice, including imports, after the NFA said its buffer was running short. Del Rosario said this was the the Nueva Ecija Rice Millers‘ Associations‘ promise to President Rodrigo Duterte — for them to lead the selling of cheap commercial rice to prove that they were the new rice granary of the country. ―Ang aming commitment kay pangulo na napagusapan ay nandito na po sa Manila. Several pilot service outlets have started selling the low-priced commercial rice in Quezon City markets. Other service outlets in Quezon City will open in Commonwealth, Litex, Silangan, Payatas and Tondo Talipapa. All other markets in Metro Manila will sell the same variety and at the same price starting on April 18. The traders, Coronel said, were committed to continue their ―Tulong sa Bayan‖ by supplying ―regular milled rice‖ (RMR) to consumers in Metro Manila until the NFA rice would become available. The NFA said the undertaking was a joint project of the Office of the President, the Confederation of Grains Retailers Associations of the Philippines, Inc. (GRECON), the Philippine Confederation of Grains Associations (Philcongrains), and the NFA. GRECON national president James Magbanua said the rice traders may limit sale of rice to 3 kilograms per customer to stretch supplies so that it may serve as many consumers as possible. The 250,000 metric tons of rice, which the government has imported from Vietnam and Thailand to serve as buffer stock, were expected to arrive in May through the ports in Cebu, Davao and Manila. ―The NFA is finalizing the Terms of Reference (TOR) for the immediate importation of 250,000 metric tons of rice approved by President Duterte to bring back the P27 and P32 a kilo NFA rice into the markets nationwide,‖ the grains agency said. A buffer stock is rice being kept in the NFA warehouse to ensure ample supply and to make sure that there will be no spike in prices. The NFA is mandated to have a buffer stock of 15 days, while 30 days is being allotted for lean months. President Donald Trump, on the other hand, made clear there is not going to be an indefinite US presence in Syria. Trump‘s statement is seen by observers as the absence of a US-plan to put boots on the ground like when US-led coalition forces invaded Iraq to oust Saddam Hussein. Syrian supporter Russia condemned the US and its allies‘ military action and warned of ―serious consequences.‖ But Moscow has yet to respond militarily to the punitive move against Damascus‘ chemical weapons program. Russia is believed to be supplying the nerve-agent component of Syria‘s chemical arsenal. Iran, a Syrian ally, assailed the US and its allies‘ action as a ―blatant attack against a sovereign state.‖ China, which has its hands full in the South China Sea territorial dispute, said the situation in Syria is ―dangerous.‖ But Beijing from the view of this corner is not expected to get involved in any military action in support of Syria. There was a time when the Philippines was a leading rice grower. The International Rice Research Institute in Los Banos, Laguna was where Thais and other Asians went to learn about productive rice farming. Why the reversal of role and fortune? The information minister Lai Mohammed followed quickly by telling that Thailand was begging to establish rice mills in Nigeria to help mill Nigeria‘s phantom surplus rice. However, the Thailand ambassador to Nigeria shunned diplomatic niceties to deny the claim of Audu Ogbe, explaining that he never in the wildest imagination uttered such claim in his discussion with the Agric minister. in Nigeria, but are making killing profits importing rice, enjoying import duty waivers and undercutting domestic rice producers who don‘t enjoy government assistance. Under the Jonathan administration, several of these rice importers shortchanged government by not paying or underpaying taxes to the tune of several hundreds of billions of Naira. Since then, nothing has been reported on government forcing the rice importers, largely foreign companies, to pay up on dodged taxes, a criminal offence, or any sanction imposed for slapping government laws and policies on import quota limitation. In fact, the Buhari administration is detested today because of two policy actions, namely dramatic petrol price hike from N97 to N145 per litre in one swoop and the sudden and devastating devaluation of the Naira that saw one dollar trading for up to N500, down now to N360 from N100 during Jonathan administration. The policy inspired by the International Monetary Fund, swallowed ignorantly and naĂŻvely by Buhari, has provoked massive inflation, devaluation of living conditions, massive factory shutdowns and unemployment so much there is palpable anger in the land and the confused illiterate government is confounded on what to do. Riding on the crest of popular people support that enthroned him, I had thought Buhari would reverse the failed food import restrictions by General Obasanjo in 1978 as military head of state, continued mindlessly by other administrations. We ban or restrict importation of basic food items (rice, frozen fish, meat, poultry) we cannot produce and allow the people to suffer nutritional deficiencies, ill health, short life span, low productivity. While Nigeria and Buhari administration continue with primitive agric methods of roaming cattle rearing, African nation, Botswana, here has three million cows, produced through ranching, for 300,000 human population and exports the excess processed production to the United States of America. So, what makes it impossible for the dumb Northern states and federal government to ranch cattle and process into finished frozen products and containerized to Lagos and other urban markets? About 100 cows processed can fit into one 40 feet refrigerated container. Is this not better than walking 100 lean and emaciated cows from Sokoto to Lagos, a distance of over 1000 kilometers, what can comfortably fit into one container? What grieves me most is that the dumb and unprepared dummy politicians thrown up for political office continue to repeat old errors and expect right results. Regrettably, dumb and similarly greedy electorate vote them back into power, as we are about doing again and again to continue the vicious circle of cluelessness. Lord have mercy! Lest we forget, the West African Rice Development Association had about 15 years ago identified 47 varieties of rice that can be cropped all year round, three or four times a year, suitable for all types of land: swamp, dry, upland and lowland. So, there is no excuse. With irrigation, all season production is feasible and possible. Why do we continue to live in stone age using and being contented with primitive subsistence farming and still expecting elusive food self-sufficiency and security?

For instance, the Customs department has in the past 12 years demonstrated the futility of continuing with the regime of food import restrictions and prohibitive tariff when local production hardly covers 50 percent demand. Republic of Benin ports and economy are booming because of Nigerian importers trying to dodge inefficient seaports administration on discharge of cargoes, oppressive import duty and levies on restricted food items all of which have made smuggling to thrive, with smugglers ready to die in face off with the Customs than die in installments from joblessness. What is the sense in buying a bag of from India for N1000 and paying N1600 import duty and levy bringing landing cost to N2600 (six years ago) when the same bag via Republic of Benin attracts N300 duty, thereby making smuggling attractive and inevitable. The Customs had in the past years counseled the federal government to slash oppressive taxes and levies in order to reduce the attraction for smuggling and reduce the casualty of men killed in confrontation with smugglers nationwide. Sadly, we have a government that listens only to the selfish advice of political businessmen who produce political and propaganda rice than the real stuff. Rice Prices Hit A 5 Month High Saturday, April 14, 2018 by Michael Seery of Seery Futures Rice Futures---Rice futures in the July contract settled last Friday in Chicago at 12.59 while currently trading at 13.09 up sharply for the trading week hitting a 5 month high as I have been recommending a bullish position from 12.85 & if you took the trade continue to place the stop loss at 12.41 as the chart structure will not improve for another 2 trading sessions. Rice prices are now trading above their 20 and 100 day moving average as clearly the trend has turned to the upside as this is my only grain recommendation at the current time, but I do have a bullish bias across the board as we are entering the extremely volatile spring and summer months. Volatility in rice certainly has increased over the last week and I think it could even become more violent as historically speaking this commodity can have tremendous price swings as the original risk was around $900 per contract plus slippage and commission as the risk/reward was in your favor, however if you're not involved wait for some type of retracement as the chart structure is poor due to the recent run-up in prices.

CROWLEY — Elizabeth Lawson Monk has been chosen as the 82nd International Rice Festival president and will preside over the annual event to be held the weekend of Oct. 18 through 21 in downtown Crowley. Born and raised in Crowley, Monk's love for the International Rice Festival and the rice industry began at an early age. The daughter of Larry and Marilyn Lawson, she graduated from Crowley High School in 1997 and earned bachelor's and master's degrees in accounting from LSU in Baton Rouge, where she was an active member of Pi Beta Phi Sorority.

Her professional career began in Houston where she worked as an auditor for two years. Eager to come back to her hometown, Monk returned to Crowley and held positions with Ernst & Young, BJ Services and Petroquest Energy. She is also a Certified Public Accountant. She is married to Jason Monk with whom she has four children: Lawson, 8; Annalyn, 6; Marilyn, 4; and 1year-old Landon. Elizabeth currently is a stay-at-home mom whose children keep her quite busy with dancing, gymnastics and sports. In her spare time, she loves cheering on the LSU Tiger football team and RV camping with her family. In 2000, Elizabeth was crowned the 64th International Rice Festival Queen where she represented the largest and oldest agricultural festival throughout Louisiana. While queen, she was able to experience the Mystick Krewe of Louisianians Mardi Gras Ball in Washington, D.C. and the USA Rice Millers‘ Association Annual Convention, which was held in Boca Raton, Florida. After passing on the crown, Elizabeth began volunteering with the festival and has been doing so ever since. An active member of her community, Elizabeth serves as treasurer in the Crowley Professional Women‘s Club, president of the Child Activity Club and is a member of the Crowley Solitic Club. She served as president of the St. Michael Elementary School Parent Club and participated in the Acadia Parish Leadership Excel Program. Growing up on a rice farm, Elizabeth understands the importance of this industry and the dedication of our hard-working rice farmers like her father and brother, Alan. She is honored to have been chosen as president of a festival that has made such an impact on her family and is looking forward to celebrating in October.

Our Special Correspondent Karachi Pakistani rice exporters have received another order of 150,000 metric tons of white rice from Indonesia after satisfied imports of the commodity earlier.This was stated by the Senior Vice Chairman, Rice Exporters Association of Pakistan (REAP), Rafique Suleman, who is on a visit to Indonesia. He said recently another tender of 150,000 metric tons of 5 percent and 15 percent Pakistani White Rice issued by Indonesian state-owned body, BULOG, has been awarded to (08) Pakistani Rice Exporters namely, Garibsons (Pvt) Ltd, Hassan Ali Rice Export Company, Meskay & Femtee Trading Company (Pvt) Ltd, K.K. Rice Mills (Pvt) Ltd, M.M. Commodities, Al Hamza Trading Company, Conwill Pakistan (Pvt) Ltd and Kangore Traders. Rice Exporters will supply as per following to BULOG in which 5 percent Broken at the rate of $460 and 15 percent broken at the rate of $450 percent tons and the consignment comprised of 150,000 metric tons in the current year, he added. Due to the dedication and hard work of Ministry of Commerce and Pakistani Rice Exporters who are working day and night for the betterment of rice exports, he said. Rafique Suleman has also urged the BULOG to include more exporters from Pakistan in upcoming tenders on which they have assured to include the same. He said it is a great thing for Pakistani Rice Exporters that a state-owned body of Indonesia, BULOG put their confidence in the private sector by giving this large quantity tender for Pakistani white Rice. As a result of this tender, Pakistan will earn about $70 million which will help to decrease trade deficit and improve country‘s economy as well, he added. PAEC treating almost 1m cancer patients annually APRIL 14, 2018 BY APP
ISLAMABAD: Pakistan Atomic Energy Commission (PAEC) Chairman Muhammad Naeem said on Friday that 900,000 cancer patients get treatment every year from its 18 hospitals. He was speaking at the 22nd Congress organised by PAEC and Pakistan Society of Clinical Oncology. He said PAEC was working for diagnosis of cancer and its treatment and cancer, adding that patients were getting facilities in 18 hospitals in different big and small cities of the country. PAEC established the first hospital in 1961, he added. A cancer hospital would be set up in Gilgit, one more was being planned in Narowal while the Prime Minister Azad Kashmir had assured of his cooperation in setting up a cancer hospital in Muzaffarabad. The PAEC was playing its role in important sectors including energy and agriculture, he added. He stressed that more hospitals were needed to be established and the government of Pakistan would extend cooperation to PAEC in providing healthcare facilities. The government had given

Rs 30 billion to PAEC for upgradation of hospitals and maintenance of equipment. ―We needed more doctors and equipment.‖ Naeem said the conference would help in exchange of knowledge and learning new ways for timely diagnosis of disease. He said, ―PAEC was performing an important role in energy production and its plant in Karachi was providing 1100 megawatts to national grid while 1330 megawatts were provided through Chashma one, two, three and four power plants. Another 1100 megawatts would be provided through Chashma five to meet power needs of the country.‖ He said PAEC had an important role in the development of agriculture and had been producing 105 varieties of seeds for rice, cotton and other crops. The 40 per cent seed used in Sindh was prepared by PAEC, he said adding it was also manufacturing isotopes and radio pharmaceutical kits in its research reactors, saving foreign exchange. He informed that Pakistan Institute of Engineering and Applied Sciences (PIEAS) had been declared the best university in the ranking of Higher Education Commission (HEC). He said in the battle against cancer, media had been playing a crucial role in creating awareness among people. Pakistan Society of Oncology President Dr Muhammad Faheem, Ayub Medical College Principal Prof Aziz Nisa and Dr Jawad Akhtar Gilani also addressed the participants of the conference. The chairman of PAEC inaugurated the stalls of the pharmaceutical companies.

The Nueva Ecija Rice Millers Association will start supplying Metro Manila markets on Monday to help the National Food Authority (NFA) provide the public the public with affordable rice.Association president Mel Coronel said the group‘s members will suffer some losses with this move because the rice will be sold at P39 per kilo, or lower than its actual market price of P42. Coronel noted they are prepared to make this sacrifice to help the public as part of their commitment to President Duterte. The group said 100,000 bags of rice will come from Nueva Ecija, another 100,000 bags from Bulacan, and still another 100,000 bags from Isabela.
