China has exported around 135,573 tons of rice in January - August 2014, down about 59% from around 326,781 tons exported during the same period last year, according to data from the China Customs General Administration.In August 2014, China exported around 25,779 tons of rice, down about 12% from around 29,448 tons exported in July 2014 and up about 8% from around 23,922 tons exported in August 2013.China exported about 478,400 tons of rice and imported about 2.267 million tons of rice in 2013.USDA estimates China to produce around 144 million tons of rice, import around 3.7 million tons and export around 350,000 tons of rice in MY 2014-15 (July - June). Iraq Extends Deadline for Rice-Purchasing Tender Sep 15, 2014
The Iraqi Grain Board (IGB) has extended deadline for tenders to purchase minimum 30,000 tons of rice from Argentina, Brazil, Thailand, Uruguay, Vietnam and the U.S. by two working days for allowing the Trade Minister to take complete charge, according to Bloomberg.Originally, Iraq's Ministry of Trade (MOT) had reinvited international tenders to purchase minimum 30,000 tons of rice and stated that tenders would be open till September 8, 2014 and that the offers would be valid till September 12, 2014. However, the offers have been made valid until September 16, 2014.This particular tender had been opened a third time after the Iraqi Grain Board (IGB) rejected offers two times. The tender was initially issued on June 9, 2014 for purchasing 30,000 tons of rice from same origins and IGB had rejected all the offers due to high prices. It was re-issued second time on July 23 with bids open until August 11 and offers valid until August 15. Cambodia Can Gain a Decent Share in Chinese Rice Import Market, Say Experts Sep 12, 2014
A U.S. based agriculture consultancy firm has urged Cambodia rice exporters to focus on promoting their exports to the Chinese market as it has a huge untapped potential for more imports in the future, according to local sources.Experts from the consultancy firm stated in a report that China's contaminated agricultural fields and increasing demand for rice provide a lucrative market for imports. They noted that the Cambodian rice exporters could make use of this opportunity and plan to increase their export share to China. The report, which was released at a workshop conducted by the Consultancy firm, noted that rapid urbanization and soil pollution in the southern part of China has prompting Chinese rice producers to shift their production to the northern parts. However, transporting rice from the north to the major rice-consuming provinces has become a major challenge. Since most of the rice-consuming provinces are close to Cambodia, experts noted that Cambodia rice exporters can easily grab a decent share in the Chinese import market. However, they say getting access to the China market is not that easy given the government's stringent import procedures. They added that Cambodia could successfully tap some share by convincing Chinese authorities about the quality and pricing of the Cambodian rice.Currently, China accounts for about 7% of Cambodia's total rice exports. Cambodia mostly exports fragrant rice to China. It exported around 11,795 tons of rice to China in the first eight months of 2014. Cambodia exported around 28,302 tons of rice to China in 2013. Recently, a government-to-government deal was stuck with China’s state-owned China National Cereals, Oils and Foodstuffs Corp., (Cofco) to supply around 100,000 tons of rice within the next one year, according to a local exporter.Cambodia exported around 233,859 tons of rice in January - August 2014, down about 1% from around 236,720 tons exported during the same period in 2013, according to the Secretariat One Window Service (SOWS-REF) under the Ministry of Trade. Thailand Hopes to Reclaim Market Share for Thai Rice in China Via Road Shows Sep 15, 2014
As part of its efforts to reclaim its number one position in rice exports as well as lost market share in China, Thailand government is planning to clear its stockpiles by selling more rice in China through conducting road shows, according to local sources.The Director-General of the Department of Foreign Trade told local sources that the Deputy Commerce Minister will lead a delegation to take part in China - ASEAN food expo in China, where he will exhibit and promote fragrant Thai jasmine rice as well as other types of rice. China, which had been a traditional importer of Thai rice had shifted to Vietnam and Pakistan over last couple of years due to comparatively higher Thai prices. Currently, Thailand accounts for only 10% of China's total imports of around 3 million tons. However, Vietnam accounts for nearly 66% and Pakistan accounts for about 22%. Therefore, the Thai Commerce Ministry is planning to reclaim its lost market share in China.Meanwhile, the Commerce Ministry assured all the stakeholders that the Thai rice exports to Africa are not affected by the Ebola outbreak. The Permanent Secretary for Commerce noted that the Thai National Shippers Council (TNSC) was operating vessels to African nations as usual though a few of them were delaying their voyages to some destinations where the Ebola outbreak is more rampant.Separately, the New Commerce Minister assured farmers that the government would intervene if the current domestic rice prices fell below the current 8,500 - 9,000 baht (around $263 - $279) per ton. The government sold around 90,000 tons from around 139,676 tons of rice auctioned in the second auction on September 12. The Ministry noted that the bids received were in the range of 26,500 29,500 baht (around $820 - $913) per ton for Hom Mali rice and in the range of 14,000 - 18,500 baht (around $433 - $572) per ton for 10% white glutinous rice. Pusa 1509 Drives India Basmati Rice Output to New Highs Sep 15, 2014
Less water consuming, pest-resistant and high-yielding basmati rice variety Pusa 1509 is hailed by farmers as well as exporters for significantly increasing India's basmati rice production this year, according to local sources.The variety has been planted in about 492,000 hectares of rice area in the states of Haryana, Punjab and Uttarakhand compared to mere 5,000 hectares last year. Farmers who planted Pusa 1509 said the new variety helped them to increase yields to around 6 tons per hectare despite low rainfall and declining ground water levels. They also noted that they are getting a price of Rs.3,200 per quintal (around $524 per ton). Exporters told local sources that the quality of rice obtained from this variety is much better than the older varieties. Officials at the Indian Agriculture Ministry have estimated basmati rice acreage in the 2014 kharif rice season (June December) at around 3.5 million hectares, up about 40% from around 2.5 million hectares planted last year, according to local sources. At current levels, they are expecting basmati rice production is expected to reach around 8.5 million tons, up about 40% from around 6.25 million tons produced last year. India exported around 3.76 million tons of basmati rice in FY 2013-14 (April - March), up about 9% from around 3.46 million tons exported in FY 2012-13, according to data from the Agricultural and Processed Food Products Export Development Authority (APEDA). India exported a total of 10.78 million tons of rice (including basmati and non-basmati) in FY 2013-14, up about 6% from about 10.15 million tons exported last year. the 2015 agreement, Suriname will export 4 tons of rice to Venezuela every two weeks. The sources noted that the Venezuelan authorities have agreed to the pricing terms and other conditions regarding the sale, adding that the two governments would soon sign a long-term multi-annual rice export contract.The deal actually dates back to November 2010 under the late Venezuelan President Hugo Chavez. The new government has shown interest to continue the programmes of economic and trade cooperation that Chavez initiated with Suriname. The deal is expected to help Suriname build a long-term relationship with neighboring Venezuela as well as give a boost to its ailing rice industry, according to local sources. Recently the government agreed to provide subsidies of about $142 per hectare to the rice farmers to help them continue rice production.Venezuela already has an oil for rice swap contract with Guyana, under which Guyana will buy oil from Venezuela at concessionary rates and supplies rice and paddy in exchange.USDA estimates Suriname to produce about 158,000 tons of rice and export about 35,000 tons of rice in MY 2014-15. The University's Vice Rector noted that if Myanmar could shift to using Japan's fertilizer from the current China one, the country could double or triple its rice production. He also added that Japan's technical support could help Myanmar to upgrade to advanced rice milling, storage and post-harvest technology, as well as the expansion of irrigation systems.The agri experts said such a technical support would help Myanmar to boost its rice exports and help it reclaim its once major rice exporting country status. They urged the government to help farmers to get access to such high-end technology as they cannot afford to get it on their own.Japanese officials noted that increased government-private sector tie-ups in the country are imperative to increase the competitiveness of Myanmar’s rice industry. They said such partnerships can help Myanmar replace obsolete milling machines with modern ones. A recent World Bank report also stressed the need for opening of Myanmar's rice sector to direct foreign investments and reducing export procedure costs.Myanmar exported record 1.33 million tons of rice in 2012-13, but exports dropped to 1 million tons in MY 2013-14. The government targets to export over 1 million tons this year. Vietnam exported around 4.371 million tons of rice in January 1 - September 11, 2014, down about 16% from around 5.22 million tons of rice exported during January - September, 2013, according to data from the Vietnam Food Association (VFA). Average rice export price so far in this year stands at about $431 per ton (FOB), up about $1 per ton from about $430 per ton recorded during same time in last year. During September 1-11, 2014, Vietnam exported about 127,526 tons of rice, down about 76% from about 526,561 tons rice exported in full month of September 2013, and down about 80% from about 627,089 tons rice

Pakistan Rice Exporters Seek Relief Measures Amid Floods and Ensuing Losses Sep 15, 2014
Pakistan rice exporters led by the Union of Small and Medium Enterprises (UNISAME) has requested the Finance Minister to exempt the country's rice sector for holding tax saying the measure would give some relief to them in the even to colossal floods and consequent losses, according to local sources. The UNISAME President mentioned to the FM that the rice sector contributes significantly to the country's foreign exchange and therefore deserves to get an exemption on holding tax but the government has been levying holding tax for many years. He also urged the government to reduce import duties on rice packing materials, pesticides, insecticides, fumigation medicine and fertilizers.He also reminded that the country's rice sector is already facing trouble due to high costs of production, load shedding and tough competition from India.Pakistan exported around 3.16 million tons of rice in the fiscal year 2013-14 (July 2013 - June 2014), down about 7% from around 3.4 million tons of rice exported in FY 2012-13, according to data from Pakistan Bureau of Statistics. But, earnings from total rice exports have increased 14% to around$2.185 billion from around $1.922 billion last year.USDA estimates Pakistan to produce about 6.7 million tons of rice, basis milled, and export around 3.9 million tons in MY 2013-14 (November 2013 – October 2014). The National Space Agency of Pakistan (SUPARCO) has estimated Pakistan FY 2013-14 (July - June) milled rice production to cross 7 million tons in its July crop report.
