Almost 30% of Italy’s rice fields have developed a genus of herbicide-resistant panic grass (Echinocloa spp.), also called jungle grass or barnyard grass, or water grass. Gruppo Italiano Resistenza Erbicidi (GIRE), a group of public and private entities specializing in Italian agro-research, has confirmed the outbreak and traced its origins back to 2009. Since then, the emergence of panic grass has been recorded across the country with Piedmont, Venice, and Sardinia most heavily affected. Research has found approximately 40 varieties of panic grass that are resistant to ALS inhibitors with about 20 additional varieties resistant to multiple herbicides. Due to the resilient nature of this panic grass, GIRE is encouraging farmers to invest their resources into agronomic approaches to battle the weed. Some suggestions include: the use of residual chemical products during pre-seeding and pre-emergence weeding, the use of glyphosate or soil mechanically working during operations of stale seedbed technique, and alternating between watering and the buried seeding approach. In extreme cases, GIRE advises farmers to either employ manual weed control methods or rotate rice crop with soy or corn. However, each outbreak must be individually checked as resistant strains appear in a wide range of weed varieties. The study found that people who eat rice regularly consume less amounts of saturated fat and added sugars. “Americans eat a variety of grain-based foods, but rice stands out because it is eaten primarily as an intact grain that is naturally sodium free and has only a trace amount of fat, with no saturated fat,� the study says.Rice eaters also consume healthy nutrients such as potassium, magnesium, iron, folate and fiber because eating rice is associated with eating more servings of fruit, vegetables, meat and beans, says the lead author. The study is based on two earlier observational studies using NHANES datasets, which showed that rice when consumed with other foods can provide valuable nutrients to the body.The study may help fight overweight and obesity, two major risk factors for a number of chronic diseases, including diabetes, cardiovascular diseases and cancer. "Once considered a problem only in high income countries, overweight and obesity are now dramatically on the rise in low- and middle-income countries, particularly in urban settings," the World Health Organization (WHO) says. According to the WHO, worldwide obesity has nearly doubled over the last three and half decades and is caused by irregular and unhealthy dietary habits.The WHO says that to prevent obesity one should limit total fat intake and shift fat consumption away from saturated fats to unsaturated fats; increase consumption of fruit, vegetables, pulses, whole grains and nuts; and limit the intake of sugar and salt. As of today, old crop offers could be found as low as $15.55 per cwt fob farm (about $343 per ton) for nearby shipment; however, most farmers are looking to net at least $16.11 per cwt fob farm (about $355 per ton).Bids from larger mills decreased today to around $15.15 per cwt (about $334 per ton) for April-May delivery while bids for exporters could still be found around $15.40-$15.65 per cwt (about $340-$345 per ton), for the same delivery period, although there are still reports of smaller mills bidding between $16.00-$16.30 per cwt (about $353-$359 per ton) for prompt delivery. Euro was stronger +0.02% by the close, trading around 1.3815 by end of day, after trading between an intraday high of 1.3851 and low of 1.3804. Thai baht was stronger +0.27%, trading at 32.235 at the close of business. Indian rupee was weaker -0.26% at 60.3900. Brazilian real was weaker -0.36% at the close of trading today, trading at 2.2408 reais per dollar. Pakistan rupee was -0.19% weaker at 96.3575. Vietnamese dong was unchanged at 21098. Chicago rough rice futures for May delivery settled 2.5 cents per cwt (about $1 per ton) lower at $15.385 per cwt (about $339 per ton). Front month rough rice futures finished the session with a slight loss despite a firming of differed contracts today. May futures came under pressure as the spread activity, which had lent support, eased today and shifted in the favor of traders in a short position. Today’s move adds to firm losses sustained over the previous two days this week and provides further confirmation that the market has taken on a near-term bearish tilt. When viewed on a longer-term, multi-month basis, the market remains firmly planted within a wider $15.200$15.800 per cwt (about $335-$348 per ton) trading range and shows little in the way of indications that prices will break out to either side of this range any time soon. On a more immediate basis, further declines in prices will likely be limited by technical support around $15.300 per cwt (about $337 per ton), provided by the lower Bollinger band. Given the speed of the recent decline in prices it is likely that prices could pause and spend some time trading in a sideways pattern. The other grains finished with mixed results today; soybeans closed about 1.2% higher at $15.1875 per bushel; wheat finished about 2% lower at $6.8800 per bushel, and corn finished the day about 1.2% lower at $4.9750 per bushel.U.S. stocks on Wednesday climbed for a third session after U.S. industrial production rose more than projected and a major tech company posted better-than-expected earnings, bolstering the sector. Stocks lost some of their steam as Federal Reserve Chair Janet Yellen addressed the Economic Club of New York Wednesday afternoon, ahead of the Fed's Beige Book at 2 p.m. Eastern. Economic data had U.S. manufacturing output rising for a second straight month in March, with factory production up 0.5% last month and overall industrial production climbing 0.7%, beating expectations. The Dow Jones Industrial Average gained 128.09 points, or 0.8%, to 16,390.65. The S&P 500 jumped 14.58 points, or 0.8%, to 1,857.56, with materials leading gains that extended to all 10 of its major sectors. The Nasdaq climbed 40.79 points, or 1%, to 4,074.94. The technology-heavy index during Tuesday's session fell to within 0.3% from a 10% correction from its March 6 high. Gold is trading about 0.1% higher, crude oil is seen trading about 0.1% lower, and the U.S. dollar is seen trading marginally lower at about 1:30pm Chicago time.On Tuesday, there were 914 contracts traded, down from 1,720 contracts traded on Monday. U.S. Allows Japan to Exclude Rice in Trans-Pacific Partnership Negotiations Apr 16, 2014
The U.S. has allowed Japan to exclude rice in Trans-Pacific Partnership (TPP) negotiations, but has asked the Japanese government to increase imports of U.S. rice, according to local sources.The Japanese government is struggling to keep Japanese rice competitive due to high production costs and declining consumption in Japan.

Currently, Japan provides minimum market access (MMA) of a total 770,000 tons rice import quota per year to some countries under World Trade Organization (WTO) obligations. However, rice imports above the quota carry a prohibitive import tariff of around 778% to protect local farmers. Japan is keen to join the TPP to boost the country’s economy, but has kept rice out of negotiations with other potential partners such as Australia. The U.S. initially wanted Japan to abolish import tariffs on rice and other agricultural items as a part of TPP, but now wants Japan to exclude rice and some other agricultural products. In return, Japan has agreed to the U.S. demand to increase rice imports the U.S. in a new private import quota. Local sources say that this would lower competition for U.S. rice and other agricultural items in the Japanese market. Chicago rough rice futures for May delivery are currently paused 2 cents per cwt (about $0.44 per ton) higher overnight at $15.430 per cwt (about $340 per ton) as of 8:00am Chicago time. The other grains are seen higher this morning ahead of floor trading in Chicago: soybeans are currently seen about 1.1% higher, wheat was paused about 0.5% higher, and corn is noted unchanged. U.S. stock index futures maintained Wednesday gains even as data had builders starting work on fewer houses in March than analysts had expected, as investors considered a slew of bank, technology and pharmaceutical earnings. The Commerce Department reported home construction bounced back less than expected last month, with housing starts rising 2.8% to a 946,000 annualized rate after a 1.9% gain in February. U.S. stocks turned higher on Tuesday, with the Nasdaq exchange making its largest rebound in five years, as investors weighed upbeat earnings. Wednesday's data follows Tuesday's disappointing NAHB housing market survey. Industrial production data for the same month are also due, along with weekly crude inventories, and the Federal Reserve's Beige Book for April. The latter may provide more anecdotal evidence on how economic activity is recovering after the severe winter weather. Early on Wednesday, global shares rose after China's first quarter gross domestic product numbers quelled fear of a hard landing. The world's second-largest economy expanded 7.4% between January and March, beating market expectations for growth of 7.3%. U.S. stock index futures are currently trading about 0.4% higher, gold is currently trading about 0.3% higher, crude oil is seen trading about 0.8% higher, and the U.S. dollar is currently trading about 0.1% lower at 8:00am Chicago time. Indonesia’s Ministry of Trade has issued new regulation regarding export and import of rice, according to local sources.The new rules (Decree No. 19/M-DAG/PER/3/2014) stipulate that National Logistics Agency (Bulog) can import rice for the purposes of price stabilization, combating emergencies and during periods of food insecurity in the country. Private companies registered as manufactures importer (IP) can import rice that can be used as raw material in industries and if that kind of rice is not produced domestically. Similarly, companies designated as registered importers (IT) are allowed to import specific varieties of rice for health purposes.Indonesia can import 25% and 100% broken white rice; and 100% broken glutinous rice. The country can also import 5% broken Japonica rice, whole sticky 5% broken Thai Hommali rice, and 5% broken steamed rice as well as 5% broken basmati rice. Under the new regulations, ITs must obtain approval from the Ministry of Trade after seeking permission from the Ministry of Agriculture in order to import rice. According to the new export regulations, Indonesia will export rice only when rice supply in the country exceeds domestic requirements. Other than the National Logistics Agency (Bulog), any party exporting rice has to seek permission of the Ministry of Agriculture. Black glutinous rice, which is not produced by organic farming systems, and 25% broken organic rice can be exported as per the new regulations.The Director General of Foreign Trade stated that the new regulations have been framed considering the national economic stability and food security in the country as well as to increase income and welfare of farmers. Local sources say that the new rules will also help control smuggling of rice into the country. Vietnam Wins Tender to Supply 800,000 Tons of Rice to Philippines, Says MARD Apr 16, 2014
Vietnam has won the contract to supply 800,000 tons of 15% broken well-milled white rice to Philippines, the Ministry of Agriculture and Rural Development (MARD) says citing the Vietnam Food Association (VFA).The tender is likely to be awarded to Vietnam's Vinafood II which submitted the lowest bid in the Philippines open tender to import 800,000 tons of rice yesterday. Vinafood II offered to supply rice in four separate batches of 200,000 tons each between May to August at an average price of $438.69 per ton, according to the Philippines National Food Authority (NFA). The USDA expects Vietnam to export about 7.5 million tons of rice in 2014, up about 10% from an estimated 6.8 million tons in 2013. However, exports so far are lower than last year. According to the VFA, Vietnam has exported about 1.3 million tons of rice between January 1 and April 10, 2014, down about 38% from about 2.15 million tons of rice exported during the first four months of 2013. The VFA expects Vietnam to export about 22.4 million tons of rice during the next quarter (April - June). According to the VFA, Vietnamese businesses have won contracts for exporting 2.7 million tons of rice as of April 13, 2014.Rice prices are low in Vietnam due to high supplies and low export demand. The VFA says that the export contract would help support falling prices in the Mekong River Delta, which contributes about 50% of Vietnam's rice production.

USDA Post Estimates Kenya MY 2013-14 Rice Imports to Increase 8% to 410,000 Tons Apr 16, 2014
The USDA Post says that Kenya's milled rice imports are likely to increase to 410,000 tons in MY 2013-14 (October - September), up about 8% from an estimated 378,000 tons imported in MY 2012-13 due to an expected increase in local consumption of rice.The Post estimates Kenya's rice consumption to increase to 475,000 tons in MY 2013-14, up about 4% from an estimated 455,000 tons in MY 2012-13 due to population growth and urbanization. Kenya imports rice mainly from Pakistan, Vietnam, Thailand, and Tanzania. Under the East African Community (EAC) regulations, Kenya levies a common external tariff of 75% ad-valorem or $200 per ton (whichever is higher) on rice imports.

However, Kenya levies only 35% ad-valorem tariff on rice imports within the EAC region. The Post reports that Kenya also exports around 7,000 to 8,000 tons of rice to countries within the EAC.The Post estimates Kenya's milled rice production to increase to 65,000 tons (98,000 tons of paddy rice) in MY 2013-14, up about 18% from about 55,000 tons in MY 2012-13, due to the promotion of the New Rice for Africa (NERICA) variety by the National Irrigation Board (NIB) under the rain-fed conditions. The Post reports that about 95% of rice is grown with managed irrigation systems and that the NIB is rehabilitating and expanding the existing irrigation schemes.The Post estimates Kenya's rice production in MY 2014-15 to remain at 65,000 tons, but consumption is expected to increase to around 480,000 tons in MY 2014-15, up about 1% from the previous year.
