(MENAFN) The South Korean government will buy 350,000 tons of rice this year that will be set aside for reserve purposes and overseas aid. According to the Ministry of Agriculture, Food and Rural Affairs, it will buy the rice that can also help maintain the market price of the staple grain at a certain level. The ministry also said that it will confirm the purchase price in December after reflecting the market situation and provide the money to local farms within this year. About 10,000 tons of rice will be set aside for the ASEAN Plus Three Emergency Rice Reserve (APTERR) as Seoul plans to send rice aid to developing nations, the ministry added. India’s export of basmati rice faces uncertainty after registering an impressive growth during the last financial year and the current year, so far, due to adverse developments in foreign markets. Data compiled by Agricultural & Processed Food Products Export Development Authority (Apeda) showed India’s basmati rice exports to be at Rs 26.87 billion for the financial year 2017-18, a rise of 23 per cent from Rs 21.51 billion in the previous year. In volume terms, however, the growth in exports was marginal at 4.06 million tonnes for 2017-18 from 3.98 million tonnes in the previous year.
Going forward, however, India’s basmati rice exports are likely to remain lower, at least for the current financial year, after a robust growth reported in the first four months between April and July 2018. In fact, Indian basmati rice exporters have witnessed nearly Rs 5 billion worth of payment defaults, primarily in countries like Iran. “Certain adverse developments, materialised and impending, in some major export destinations could materially hurt the export demand for Indian basmati rice, thereby exerting downward
pressure on realisations across the chain,� said Deepak Jotwani, Assistant Vice President, Icra. Basmati rice exports from India reported a 14 per cent jump to Rs 11.58 billion in the April to July period this year from Rs 10.15 billion for the same period last year. In volume terms, however, basmati rice exports remained flat at 1.57 million tonnes for the first four months of the current financial year, compared to 1.56 million tonnes for the same period last year. Meanwhile, tightening of pesticide residue parameters by the European Union (EU) has resulted in a considerable decline in exports to this region (58 per cent in volume and 40 per cent in value over the January-to-July period). Trade sources expect India to gradually lose the entire European Union market of nearly 400,000 tonnes. The decline in exports to the EU was compensated by strong buying by Iran, even though domestic basmati rice exporters have recently faced payment issues from some Iranian importers. Also, the imposition of trade sanctions by the US on Iran, which will take full effect in November 2018, may hamper trade between India and Iran. Although, in the current financial year concerns of a major loss due to the sanctions have been mitigated as the trade volume in four months of FY2019 is equivalent to 72 per cent of FY2018 imports, subsequently, the level of exports to Iran are uncertain and contingent on how future developments pan out. Another evolving concern is of Saudi Arabia following EU in tightening pesticide residue parameters. However, there has not been any final official notification regarding the guidelines yet. Saudi Arabia and Iran, which together account for 60-70 per cent of total basmati rice exports from India, can have a considerable impact on the industry. In the near term, any reduction in demand for basmati rice from India will depress prices across the chain, even for those sellers who are not exposed to the markets in question. Chandigarh, September 19 Public distribution system (PDS) rice meant for the poor has allegedly landed in some rice mills of Haryana, where it is likely to be recycled into the milling process for this year’s paddy by showing bogus procurement of the crop.
Following recovery of over 1.25 lakh bags (62,500 quintals) of rice with some millers in Karnal during raids, the authorities have ordered inspection of rice mills across the state from tomorrow. Ram Niwas, Additional Chief Secretary, Food, Civil Supplies and Consumers Affairs, said he had received inputs that some unscrupulous millers had already stocked rice before the milling season. “This was quite unusual, since there is little trading of Parmal Grade 1 variety in Haryana, and that too before the beginning of the new milling season. Recently, we had recovered bags of PDS rice of Punjab which was meant to go to some eastern state with a miller in Mullana (Ambala), which points to the possibility of PDS rice being recycled by some millers,” said Niwas. The recoveries of PDS rice explain why Haryana, which produces 42-45 lakh MT of paddy per year, has to procure 58-60 lakh MT of the crop. Sources maintain that while arrivals of paddy from western Uttar Pradesh is one reason, the recycling of PDS rice meant for poor is also a big reason behind this. Sources explained that as per the figures of the State Agriculture and Farmers Welfare Department, the acreage of paddy in Haryana in 2017 as well as in the current year was about 13 lakh hectares. Of this, 45 per cent is of Basmati varieties, while 55 per cent is of PR Grade 1 (Parmal), which is procured by the government. “With acreage of the Parmal variety being nearly 7 lakh hectares and average yield being 55 to 62.5 quintal per
hectare, the total production of paddy in Haryana cannot be more than 40 to 45 lakh MT. However, the state had to procure 59.57 lakh MT of paddy last year,” the sources added. Ashok Mehta, patron of the Haryana Rice Millers Association, however, denied the allegations and said that it was true that rice has been recovered in some mills, but the millers had purchased this for trading from the open market. “Rice is rice. It does not have any stamp of being PDS or other rice. It is correct that some millers do hoarding of rice before the milling season and may also try to push that stock as custom milled rice instead of the fresh one. But that is not a crime,” Mehta maintained.

Together Saudi Arabia and Iran, which account for 60-70% of total Basmati rice exports from India, can have a considerable impact on the industry. In the near term, any reduction in demand for Basmati rice from India will depress prices across the chain, even for the sellers not exposed to the export markets in question. This can severely impact the profitability and liquidity given the high inventory requirement of the industry. The industry can draw some respite from the fact that Basmati rice is the staple food in certain geographies and India is, by far, the largest supplier. Moreover, over the longer term, the industry will be able to increase supply of compliant rice by working closely with the farmers to reduce the use of specific agrochemicals. As far as exports in the immediate past are concerned, strong demand, especially from the leading importer - Iran, and the increase in average export realisations due to
firming up of paddy prices over the last two procurement seasons, have translated into robust growth in Indian Basmati rice exports (Rs26,870cr in FY18, as against Rs21,513cr in FY17). With the momentum rolling into the current fiscal, the industry has already registered exports of Rs11,575cr in 4M FY19, a 14% growth over the corresponding period of the previous fiscal. This growth has been primarily fuelled by firming up of average export realizations even though the export volumes largely remained flat. This robust growth in Basmati rice exports has negated the decline in exports to EU since January 2018, due to the tightening of pesticide residue norms for imported Basmati rice. On the supply side, sizeable upward movement in paddy prices for past two consecutive procurement seasons is likely to result in higher sowing of basmati rice paddy in the current season. As a result, at the beginning of the current year’s sowing season, industry participants were anticipating a correction in paddy prices for the current harvest season. However, the recent increase in minimum support price (MSP) for non-Basmati rice paddy (common grade) from Rs1,550/quintal to Rs1,750/quintal, can act as a counter-balance, and consequently, arrest the anticipated correction in basmati paddy prices in the current season. “The demand scenario, especially with respect to the recent issues in the international market, will have a bearing on the paddy prices for the upcoming harvest season. This will further determine the future price trajectory for average export realizations. Developments around trade policies of the major importing countries would be watched closely,” Jotwani concludes. Islamabad: Relations between Pakistan and the UAE are strong, cordial and of key importance for many reasons, Pakistani officials and analysts have said. They added that Islamabad’s ties with UAE and the rest of the Gulf Cooperation Council (GCC) cannot be compromised, and expressed hopes of seeing them grow further in the near future and becoming institutionalised. “Relations [between the] UAE and Pakistan are very, very important for us, for various reasons,” Fawad Hussain Chaudhry, Pakistan’s information minister, said.

He recalled the different occasions during which the UAE’s founding president, the late Shaikh Zayed Bin Sultan Al Nahyan had visited Pakistan, adding that “[if] you go to the archives of my ministry, you would see the most exclusive photographs of Shaikh Zayed,” he said. For Pakistanis, there is plenty of affection, respect and love for the ruling families of the UAE, and for “their generosities and openheartedness,” according to Chaudhry.
Alliance and remittances A strong and strategic alliance exists between the two countries, with the Pakistani community in UAE, estimated at 1.6 million people, considered the biggest expatriate Pakistani community in the world, officials said. Their remittances from working in the UAE amount to $433.42 million (Dh1.59 billion) annually. In addition, many in Pakistan’s private sector have invested in Dubai’s real estate sector. On the other hand, it is estimated that UAE investments in Pakistan stand at $3 billion (Dh11 billion), according to Pakistani officials. Pakistan exports $869 million worth of goods to the UAE, and imports goods worth $7.5 billion in return. While Pakistan’s exports to UAE include mainly rice, textiles and leather, Pakistani analysts believe this does not signify the “true potential” of opportunities between the two countries.

Setback over Iran ties However, bilateral relations between Pakistan and Gulf states have been impacted over the past few years as a result of growing ties between Islamabad and Iran, which many Arab countries have repeatedly accused of interfering in their affairs. When Saudi Arabia led an Arab-alliance into Yemen more than three years ago to reinstate the internationally recognised and the legitimate government of President Abd Rabbo Mansour Hadi, who had been ousted by Iran-supported Al Houthi militias, Pakistan did not join the alliance.
Non-interference policy Analysts said the position was taken out of Islamabad’s policy of non-interference in the affairs of any other country. However, the Pakistani leadership pledged to stand up for Saudi Arabia in the event it was attacked and its territories were threatened. “Iran is Pakistan’s neighbouring country, so is China. So you can’t change neighbours,” said Chaudhry. “So we have to have good relations with them also, but the kind of relationships we have with UAE, and the GCC, those are irreplaceable. So obviously, [the] relationship has different dimension. With GCC, we have very important strategic relationships, those can’t be compromised,” he said.
Talks planned To smooth out an issues of concern, discussions between Pakistan and GCC states are expected in the next few weeks. Syed Hassan Raza, Additional Foreign Secretary on Middle Eastern affairs, the Organisation of Islamic Cooperation (OIC) and Legal Affairs, told a group of UAE media representatives in his office at the Ministry of Foreign affairs last week that the GCC Secretariat had proposed holding dialogue between Pakistan and GCC states. “So we are working on that because this discussion will cover regional issues, international issues [and] trade issues,” he said. “Pakistan is very keen to have free trade agreement [FTA] with [the] GCC [bloc]. The [FTA] has been under negotiation for couple of years, and we want to expedite that and finalise the agreement from both sides, so we should increase the interaction, economic interaction, with all the countries,” Raza said.

New research published in the journal Weed Scienceshows certain populations of jungle rice (Echinochloa colona) are now among a growing number of weeds resistant to the herbicide. Jungle rice is a weedy grass that grows in rice, corn, and vegetable crops, in gardens, on roadsides and along waterways — primarily on the West Coast and in the South. Populations of jungle rice resistant to multiple herbicides have previously been found in Arkansas, California, and Mississippi, but glyphosate wasn’t among them. Now, though, new glyphosate-resistant populations have emerged in Mississippi and Tennessee. A research team set out to determine the magnitude of jungle rice’s resistance to glyphosate and to identify the specific mechanisms of resistance. Their study showed a glyphosate-resistant population of jungle rice discovered in Mississippi was four times more resistant to the herbicide than susceptible populations, while a population in Tennessee was seven times more resistant. Researchers identified two separate mechanisms of resistance. In one population, resistance was attributed in part to a target-site mutation in an EPSPS gene. In a second population, resistance was conferred by the reduced translocation of glyphosate. “Our research shows that integrated management strategies are fundamental to the effective control of jungle rice,” says Vijay Nandula, a plant physiologist with the USDA’s Agricultural Research Service in Stoneville, Mississippi. Jungle rice is also known under the names deccan grass, or Awnless barnyard grass.

Indonesia will not have to import rice through June 2019 as the country has enough of the commodity in stock, said Budi Waseso, head of state-owned logistics firm Bulog. Earlier this year, the Trade Ministry issued a recommendation to import 2 million tons of rice in 2018, which was approved during a coordination meeting of economic ministers. Budi said that Bulog’s warehouses currently stored 2.4 million tons or rice, while another 400,000 tons of imported rice would arrive in October.
From the 2.8 million tons of rice, 100,000 will be distributed as social assistance through rice welfare program Rastra. Budi estimates that Bulog would be managing up to 3 million tons of rice by year-end as the agency purchases 4,000 tons of unhusked rice from farmers every day. Bulog has set up a team whose members consist of independent experts as well as representatives from Bulog and the Agriculture Ministry. “The team recommend not to import rice up to June 2019,” he told a press conference as quoted by Antara news agency. He added that Bulog might not need to release the imported rice to meet market demand. He also questioned the estimation of rice demand being between 2.4 and 2.7 million tons per month, based on the assumption that each person, including infants, consumed about 130 kilograms of rice per year. “If our rice demand was 2.7 million tons, our rice production would never be enough to meet the demand,” he added. GOOD RICE High Court Judge Eric Ogola ordered the approximately over 84,000 bags of rice to be released immediately to Phoenix Global Kenya Ltd, the importer, after the Attorney-General and Kenya Bureau of Standards (Kebs) submitted that it was good rice fit for human consumption. According to Kebs, part of the consignment that is allegedly bad will be destroyed according to laid down procedures. However, through lawyer Sanjeev Khagram, the rice importer told Justice Ogola that no consignment should be destroyed until the case is heard and a determination made by the court on whether the (remaining) rice is bad or not. BREACH The company had been granted temporary orders restraining the multi-agency team from blocking its access to the rice or accessing the warehouses for purposes of depositing further consignments in the normal course of its business pending hearing of the application. Phoenix global claims the government multiagency team which has been visiting warehouses in Mombasa to establish suitability of sugar consignments imported visited Mitchell Cotts warehouses where its rice is stored. According to the company, its rice was stored amongst other commodities belonging to third parties and found some sugar consignments belonging to unrelated third parties. It wants a declaration that the petitioner’s fundamental rights to the protection of its prosperity and protection of its property and from arbitrary deprivation have been breached.
The rice importer also wants a declaration that the respondents have acted inconsistently with and in breach of its powers. APPLICATION It also wants an order prohibiting the respondents from interfering with its proprietary rights or its access to their rice consignments stored at the Mitchell Cotts warehouses in Mombasa or accessing the warehouses for purposes of depositing further consignment of rice. Justice Ogola directed that an application for contempt of court filed by the importer and another by KRA seeking a variation of court orders be heard simultaneously on September 26.

SAN JOSE, Antique â&#x20AC;&#x201C; The price of rice in Antique is dropping, according to the Department of Trade and Industry (DTI). The DTI based this on its special price monitoring conducted in markets in the province. The monitoring focused on the prices of rice and meat products from Sept. 13 to 15, said senior trade and industry development specialist Lynna Joy Cardinal on Tuesday. The DTI regularly conducts monitoring of prime commodities only. â&#x20AC;&#x153;Based on our monitoring, the seven-tonner well-milled rice from the previous price of P52 per kilogram has gone down to P48 per kilogram,â&#x20AC;? Cardinal said. She added that the price of IR-64 rice has dropped from P50 per kilogram to P47 per kilogram. The price of Sinandomeng rice, from P55 per kilogram in the previous weeks, also dropped to P54 per kilogram. The price of regular-milled rice has also gone down, Cardinal added.
“Rice retailers in San Jose de Buenavista – where we conducted the price monitoring – said the price reduction is due to the harvest season,” the DTI official said. “The retailers also said that they have adequate stocks of rice to be sold in the market.” Meanwhile, the price of lean pork remained at P220 per kilogram at the San Jose Tradetown. According to Mr Mugambi, Kenya consumes about 450,000 metric tonnes of rice annually but has been producing approximately 120,000 metric tonnes, leaving importers to bridge the difference. High Court Judge Eric Ogola ordered the approximately over 84,000 bags of rice to be released immediately to Phoenix Global Kenya Ltd, the importer, after the Attorney-General and Kenya Bureau of Standards (Kebs) submitted that it was good rice fit for human consumption. According to Kebs, part of the consignment that is allegedly bad will be destroyed according to laid down procedures. However, through lawyer Sanjeev Khagram, the rice importer told Justice Ogola that no consignment should be destroyed until the case is heard and a determination made by the court on whether the (remaining) rice is bad or not. ACCEPTABLE QUALITY In his affidavit, the coast regional criminal investigations officer, Mr Joseph Ng’ang’a, some rice samples failed in grading hence ought not to be released to the owner for sale and should be condemned for destruction. “The release of the condemned rice to the public will contravene the Constitution which protects every person’s right to adequate food of acceptable quality,” said Mr Ng’ang’a in his affidavit. He added that they are yet to receive test results of several samples submitted to Kebs, Nairobi.
According to the rice importer, the firm is unable to trade or carry on its business, as it risks incurring losses and harming its reputation. Phoenix argues that the question of investigating the rice under the guise of contraband and uncustomed goods is a figment of the respondentsâ&#x20AC;&#x2122; imagination and an afterthought. BREACH The company had been granted temporary orders restraining the multi-agency team from blocking its access to the rice or accessing the warehouses for purposes of depositing further consignments in the normal course of its business pending hearing of the application. Phoenix global claims the government multiagency team which has been visiting warehouses in Mombasa to establish suitability of sugar consignments imported visited Mitchell Cotts warehouses where its rice is stored. According to the company, its rice was stored amongst other commodities belonging to third parties and found some sugar consignments belonging to unrelated third parties. It wants a declaration that the petitionerâ&#x20AC;&#x2122;s fundamental rights to the protection of its prosperity and protection of its property and from arbitrary deprivation have been breached. The rice importer also wants a declaration that the respondents have acted inconsistently with and in breach of its powers. APPLICATION It also wants an order prohibiting the respondents from interfering with its proprietary rights or its access to their rice consignments stored at the Mitchell Cotts warehouses in Mombasa or accessing the warehouses for purposes of depositing further consignment of rice.
Justice Ogola directed that an application for contempt of court filed by the importer and another by KRA seeking a variation of court orders be heard simultaneously on September 26.

MANILA -- Subsidized rice will soon be available in supermarkets, as part of the government’s measure to lower the prices of the Filipino staple. On Tuesday, the Department of Trade and Industry, National Food Authority (NFA), and Philippine Amalgamated Supermarkets Association (Pagasa) signed a memorandum of agreement that will allow the distribution and selling of NFA rice in supermarkets nationwide. Consumers may buy up to two bags or four kilograms of NFA rice in participating supermarkets with the same price -- P27 per kilogram. Trade Secretary Ramon Lopez said this initiative targets to improve consumer access to affordable rice and ease the long queues at NFA rice outlets in wet markets. “We asked the supermarket association to be outlets of NFA rice so we have additional access to affordable rice. They will pick up from NFA warehouses,” said Lopez. In a text message, Lopez said upon the MOA signing, they target to implement this initiative by next week. He also mentioned that the supply for the supermarkets will be from the available stocks in warehouses and the incoming rice imports. Lopez explained that NFA rice will become available in supermarkets as soon as Pagasa identifies participating members, and the NFA Council has identified the volume of rice that will be available for sale in supermarkets. Then, the NFA can give the clearance for these supermarkets to pick up the rice supplies in warehouses near them. Pagasa President Steven Cua said the organization has 40 members with some 160 outlets nationwide, mostly catering to the Class B, C, and D markets. Government data showed that price pressures on food and non-alcoholic beverages pushed inflation rates in the past months. INDIANAPOLIS (WISH) -- A new study shows carbs are good for you. In fact, trying to cut carbs out of your diet could cut years off of your life. The researchers found those with low carb and high carb diets increase their risk of early death. But those who fuel their bodies with between 40- and 70percent of their calories coming from carbohydrates are likely to have a
healthy lifespan. The lowest risk of early death was seen when carbs made up 50 to 55-percent of a person's diet. Many weight-loss diet plans include cutting down on carbs. Dietitians admit you may see results on the scale in the short term and even a lower heart disease risk. But the longer-term impact is proving to have more negative consequences, according to this study. IU Health Dietitian Allison Sattison says it's also important to remember that not all carbs are created equal. "Carbohydrates are not a food group, they are in fruits, and our milk, and our grains, so if we're eating a low carb diet we could be missing out on a lot of those nutrients we get from our fruit group and our grain group and our milks," Sattison said. Sattison said low carb diets are not sustainable and can impact the function of certain parts of the body, like the brain. "Everyone is different, so there is certainly no one-size-fits-all. So, someone who is maybe training for a marathon is going to need a lot more carbohydrates as many athletes do, versus someone who is not active and are mostly sedentary sitting on the couch or at a desk, if you have a desk job, so there are certainly different requirements for different people," Sattison said. Sattison suggests eating fewer sweets and junk food like chips and crackers if you're trying to lose weight and focus on eating foods that are fiber-filled carbohydrates like fruit and whole grain pastas, bread and rice. Scientists also say people who replaced carbs with animal protein and fat from animals had a higher risk of an early death than those who replaced them with plantbased foods. The study found people who ate a moderate amount of carbohydrates lived four years longer than those who had low-carb diets and one year longer than those who had high-carb diets. If you think you're falling in the low or high category, Sattison suggests finding a balance. Don't necessarily avoid carbs or another food group, instead make sure you're incorporating a good balance of all of the food groups into your diet.

The two states, along with Andhra Pradesh, in southern India, account for more than 50 per cent of the total rice procurement in the country, while West Bengal and Uttar Pradesh - the two top rice-producing states - account for less than 10 per cent of the total procurement. Indian rice, especially the fragrant long-grained basmati rice, is coveted worldwide, making India a leading exporter globally. Before heading out to the fields, Congressman Hill met here with Arkansas Rice Federation Chairman Jeff Rutledge and representatives from Farm Credit, where the conversation focused on agricultural finance. After leaving Little Rock, Hill and members of his staff visited Lynn and Lambert Marshall at Bearskin Farm, and Mark Isbell at Zero Grade Farms, both in Lonoke County. Hill rode along in a combine during harvest on Bearskin Farm, and also toured a solar farm under construction that will help offset a farm's energy consumption. He learned about different rice field designs, irrigation techniques, rice varieties, on-farm technology, and today's farming challenges.

On the supply side, sizeable upward movement in paddy prices for past two consecutive procurement seasons is likely to result in higher sowing of basmati rice paddy in the current season. Indian basmati rice exports face an uncertain export outlook after registering an impressive growth of 23 % and 14 % respectively during FY2018 and first four months of FY2019, according to ICRA. As per an ICRA note released on Wednesday, certain adverse developments, materialised and impending, in some major export destinations could materially hurt the export demand for Indian Basmati rice, thereby exerting downward pressure on realisations across the chain. Elaborating on the same, Mr. Deepak Jotwani, assistant vice president, ICRA says, “The tightening of pesticide residue parameters by the European Union (EU) has resulted in considerable decline in exports to this region (58% in volume and 40% in value over Jan – July period). Nevertheless, while this was compensated by strong buying by Iran; domestic Basmati rice exporters have recently faced payment issues from some Iranian importers. Also, the
imposition of trade sanctions by the US on Iran, which will take full effect in November 2018, may hamper trade between India and Iran. Though in the current fiscal, concerns of major loss of Basmati rice exports to Iran are mitigated as the volumes in 4M FY2019 are equivalent to 72% of FY2018 imports, subsequently, the level of exports to Iran are uncertain and contingent on how the developments pan out. Another evolving concern is of Saudi Arabia following EU by tightening the pesticide residue parameters. However, there has not been any final official notification regarding the guidelines yet.” ICRA note mentions that besides Iran, changing trade policies by another major importer Saudi Arabia could also have a significant impact. Together Saudi Arabia and Iran, which account for 60-70% of total basmati rice exports from India, can have a considerable impact on the industry. In the near term, any reduction in demand for Basmati rice from India will depress prices across the chain, even for the sellers not exposed to the export markets in question. This can severely impact the profitability and liquidity given the high inventory requirement of the industry. The industry can draw some respite from the fact that Basmati rice is staple food in certain geographies and India is, by far, the largest supplier. Moreover, over the longer term, the industry will be able to increase supply of compliant rice by working closely with the farmers to reduce the use of specific agrochemicals. As far as exports in the immediate past are concerned, strong demand, especially from the leading importer - Iran, and the increase in average export realisations due to firming up of paddy prices over the last two procurement seasons, have translated into robust growth in Indian Basmati rice exports (Rs. 26,870 crore in FY2018, as against Rs. 21,513 crore in FY2017). With the momentum rolling into the current fiscal, the industry has already registered exports of Rs. 11,575 crore in 4M FY2019, a 14% growth over the corresponding period of the previous fiscal. This growth has been primarily fuelled by firming up of average export realisations even though the export volumes largely remained flat. This robust growth in Basmati rice exports has negated the decline in exports to EU since January 2018, due to tightening of pesticide residue norms for Basmati rice being imports. On the supply side, sizeable upward movement in paddy prices for past two consecutive procurement seasons is likely to result in higher sowing of basmati rice paddy in the current season. As a result, at the beginning of the current year’s sowing season, industry participants were anticipating a correction in paddy prices for the current harvest season. However, the recent increase in minimum support price (MSP) for non-Basmati rice paddy (common grade) from Rs. 1,550/quintal to Rs. 1,750/quintal, can act as a counter-balance, and consequently, arrest the anticipated correction in basmati paddy prices in the current season. Mr. Jotwani concludes: “The demand scenario, especially with respect to the recent issues in the international market will have a bearing on the paddy prices for the upcoming harvest season. This will further determine the future price trajectory for average export realisations. Developments around trade policies of the major importing countries would be watched closely.”
UP rice millers want ‘fair’ treatment TNN | Sep 22, 2018, 23:19 IST Pilibhit: Faced with government apathy, rice millers in UP have framed a charter of norms to safeguard their interests in view of the forthcoming paddy procurement season beginning from October 1. According to state general secretary of UP Rice Millers Association Vinay Shukla, paddy in most terai and western UP regions contains over 22% of moisture while the government has fixed the permitted level at 17%. However, most of government purchase agencies overlook this and procure paddy containing high moisture levels. The processing of wet paddy causes 40% to 45% breakage in processed rice while its permitted level has been fixed at 25%. Millers have to face heavy losses as a result, he added. .

RACHEL MARTIN, HOST: Now to the Philippines and the devastation caused by that powerful typhoon that hit the country last week. The rice farms were hurt especially hard. Estimates say a quarter of a billion dollars of crop damage. NPR's Julie McCarthy traveled to meet farmers who are trying to salvage what they can. PETER MIGUEL: For me, this is the worst flood I ever had. MCCARTHY: That's Peter Miguel. Before we discovered him, we discovered his fields submerged under a lake. I spot a crew scraping rice into 100-pound bags. (SOUNDBITE OF METAL SCRAPING) MCCARTHY: It's Miguel's crop. He says his men slashed the rice and rammed a harvester into the rising water and saved an acre's worth. MIGUEL: (Speaking Tagalog). MCCARTHY: Miguel is not only an indefatigable farmer. When he's not in his fields, he's at his office in the barangay. UNIDENTIFIED MUNICIPAL WORKER: Analin Bonifacio (ph), Marisa Bonifacio (ph)... MCCARTHY: A municipal worker takes roll call of his indigent constituents who collect government assistance. Afterwards, recipient Lucena Villamin confides her ordeal. Her four children spent nights in an evacuation center. She and her husband slept outside. Villamin says the rations the army hands out are meager. She doesn't publicly air her complaints... He insists that you can't take aid and still complain. MIGUEL: How come when we are giving rations they're always accepting it? How could that be? MCCARTHY: There are rations but only for four meals. Sitting in his office, Miguel, age 77, tells his own up-by-the-bootstraps story. He worked at the one-time U.S. Clark Air Base in the Philippines during the height of the Vietnam War, spent 13 years in the United States and was diagnosed with a heart ailment. In 2010, he came home. MIGUEL: I want to die in my own country. MCCARTHY: And Miguel invites us to tour the waterlogged streets of his hometown. THE National Food Authority said on Thursday that its transfer to the control of the Department of Agriculture will help the two agencies better coordinate rice procurement and imports. In a statement, the agency said that it “believes that the agency’s transfer to DA will give the two agencies the ability to synchronize agricultural policies like the timing of rice importation and market intervention as well as strengthen farmer assistance through NFA’s marketing channels, among others.” In a text message, NFA Spokesperson Rex C. Estoperez said that the decision to place NFA under DA is for the better as there will be “close coordination [between] production and marketing.”
On Sept. 19, President Rodrigo R. Duterte signed Executive Order No. 62, placing the NFA, Philippine Coconut Authority and the Fertilizer and Pesticides Authority under DA. The three agencies, along with the National Irrigation Administration used to be controlled by the DA but were transferred by Mr. Duterte’s predecessor Benigno C. Aquino III to the control of the Office of the President. “The President has delivered a strong message that food security is his primary concern and he wants a more unified and realistic approach to agricultural development and food sufficiency programs for the country by putting together all agencies involved in these concerns,” the NFA said. In a briefing, Presidential Spokesperson Herminio L. Roque noted that the DA has domestic production data to aid it in deciding when and how much rice to import. “We believe that DA’s data on domestic production will make the process of determining when to import more efficient,” Mr. Roque added. Mr. Roque said that the three agencies were only removed from DA during Mr. Aquino’s presidency to give Senator Francis N. Pangilinan a job as head of food security and agricultural modernization. “These agencies were originally under the Department of Agriculture. They were only separated when Senator Pangilinan needed to be given a job,” according to Mr. Roque. Meanwhile, the NFA assured the public that the rice inventory is sufficient in the regions affected by Typhoon Ompong (international name: Mangkhut).
“The NFA has sufficient stocks overall in Luzon, with at least 840,000 bags in the warehouses. The lower inventories in regions 2 and 3 were augmented by transferring 12,000 bags [of] additional rice stocks to Region 2,” Mr. Estoperez said in a statement. “Because of the typhoons, we will propose to the NFA Council to allow us to import in advance. Many of our crops are damaged so we have to import earlier,” according to Mr. Estoperez. More NFA rice outlets will also be opened after the agency signed a memorandum of agreement with the Department of Trade and Industry (DTI) and the Philippine Amalgamated Supermarkets Association, Inc (PAGASA). “There is also a possibility that the approved rice imports for NFA will be fast-tracked to arrive before December to ensure that there will be continuous supply of NFA rice in the markets as commercial rice prices remain high,” according to NFA. Meanwhile, for Region II, NFA Regional Director Rocky L. Valdez said: “The region has sufficient rice stocks and we are still awaiting the additional rice allocation of 155,000 bags from Subic.” “Unloading in Subic was obviously slowed down by inclement weather. MANILA -- The National Food Authority (NFA) has ensured sufficient rice stocks in the regions affected by Typhoon Ompong for both regular consumption and relief operations. This was in response to President Rodrigo Duterte's directive, during his visit to the Ilocos and Cagayan Valley regions, after “Ompong” severely damaged the upland regions over the weekend. During the briefings in Tuguegarao City and Laoag City, the President instructed Agriculture Secretary Emmanuel Piñol to ensure that there is sufficient NFA rice supply in the regions affected by "Ompong.” The President also directed the NFA to speed up the arrival of the remaining stocks to be sent to the typhoon-affected regions. Even before "Ompong" entered the country, the NFA had already pre-positioned stocks in the areas forecast to be hit along the typhoon's track. Deliveries of additional stocks to augment low inventories in some provinces affected by the typhoon continued during and after it exited Philippine territory.
“The NFA has sufficient stocks over-all in Luzon, with at least 840,000 bags in its warehouses. Unloading in Subic is obviously slowed down by inclement weather. That is why we asked NFA-NCR (National Capital Region) to transfer an additional 50,000 bags to Region 2 while our rice allocation from Subic is not yet delivered,” Valdez said. Meanwhile, Estoperez said NFA will ask the approval of the NFA Council to allow the early importation of additional NFA rice. “Because of the typhoons, we will propose to the NFA Council if they can allow us to import in advance. Coordinating Economic Minister Darmin Nasution has stated that the government has canceled the import of 600,000 tons of rice.
He explained that as of August, the government had imported 1.4 million tons of rice from the full-year plan to import 2 million tons, while exporting countries could not meet the schedule for the remaining 600,000 tons, decided upon in a coordination meeting in April. Darmin’s statement was made following an open debate between state-owned logistics company Bulog president director Budi Waseso and Trade Minister Enggartiasto Lukita on the issue, during which Budi said the country did not need to import rice until June 2019. Darmin called on all relevant officials not to criticize the rice import decision made during the coordination meeting. “In my opinion, it is not necessary to have a noisy debate. If we did not import we were in trouble. The decision was made based on careful considerations,” said Darmin on Wednesday as reported by kompas.com. Previously, Budi explained that Bulog’s warehouses currently stored 2.4 million tons or rice, while another 400,000 tons of imported rice would arrive in October. He estimated that Bulog would be managing up to 3 million tons of rice by year-end as it was purchasing 4,000 tons of unhusked rice from farmers every day. Based on the Agriculture Ministry projections, Indonesia has produced 13.7 million tons of rice this year. Rice production reached 2.5 million tons in January, 4.7 tons in February and 6.6 tons in March. However, as of March, Bulog only had a stock of 590,000 to 649,000 tons of rice. (bbn)

TEMPO.CO, Jakarta - Coordinating Minister for Economy Affairs Darmin Nasution said the government would immediately correct the data gap released by institutions on the needs and stocks of rice as ordered by President Joko `Jokowi` Widodo. Darmin said the strategy was delivered to settle the polemic between the State Logistics Agency (Bulog) president director Budi Waseso and Trade Minister Enggartiasto Lukita in light of rice import. â&#x20AC;&#x153;I am still looking for a chance to hold a meeting with Agriculture Minister, Trade Minister, and Bulog,â&#x20AC;? the minister said at the Presidential Office, Thursday, September 20. Darmin explained the data on rice production and national needs owned by two institutions, namely the Central Statistics Agency (BPS) and Agriculture Ministry. The data issued by the Agriculture Ministry showed a surplus of rice production despite it is contrary to the condition in the society. “Every year, the rice production experience surplus of 11 million tons, but where did the rice go? BPS will check it,” he added. Meanwhile, Trade Ministry issued the recommendation to import rice up to 1.8 million tons in three stages this year. The first and second import permit had been issued in February and May, each amounted to 500,000 tons of rice, while the last to release in July had expired. However, Trade Minister Enggartiasto Lukita said the third permit to import rice was extended until September 2018 as requested by Bulog. “We have issued a recommendation to import rice based on the coordination meeting with Coordinating Ministry of Economy Affairs. So it is up to Bulog to use it or not,” said Enggartiasto on Wednesday, September 19. On the other hand, Bulog chief Budi Waseso claimed the current rice stock was sufficient thus the government did not need to import the commodity. Bulog, he said, had received an abundant supply of rice from the absorption of domestic production and the foreign procurement.

Floods from swollen rivers in Nigeria’s grain-producing regions washed away rice farms leaving the prospect of lower output in the world’s third-largest importer. At least 21,000 hectares (51,892 acres) with 168,000 metric tons unharvested rice were washed away in the past month in Kebbi, one of the country’s main rice-growing states, according to Mohammed Sahabi, the state chairman of the Rice Farmers Association of Nigeria. Similar damage was reported by farmers in three other states, including Niger, Kano and Katsina. “We cannot yet say how much we might lose this season,” Sahabi said by phone from the northwestern city of Birnin Kebbi. “But I can tell you that the flooding will very likely affect production this year.” At least 100 people died in floods in central and southern Nigeria as torrential rains caused the West African country’s two main rivers to overflow in the worst flooding in six years, according to the National Emergency Management Agency. Other crops such as sorghum, millet and corn were also affected by the flooding, farmers said. Nigeria’s rice production increased more than 50 percent over the past five years to 3.7 million tons last year, meeting a little over half of domestic demand, which rose 4 percent to 6.7 million tons in the
2017-18 year that ended in May. Nigeria is Africa’s most populous nation with almost 200 million people. Rice imports are set to increase to 2.9 million metric tons in the 2018-19 season from 2.6 million tons in 2017-18, according to the U.S. Department of Agriculture. Reasons cited included conflict, population growth and more people giving up traditional coarse grains in their meals in favor of rice.

Abdel Aziz Haikal reaches down to grab a green shoot from a paddy field in Egypt’s northern Nile delta at a time of year when the plant should be filled with rice grains. Instead, the farmer rubs the husk between his fingers and says, “Look how empty it is.” Land in his village was traditionally fed by fresh water from the Nile River, which helped make his province, Kafr al-Sheikh, one of the most fertile in the delta. But Nile water stopped reaching Haikal’s village of Abu Saieed five years ago and is becoming ever harder to replace.
For centuries, the banks of the Nile have been home to farms producing rice as well as cotton and wheat. But water shortages, soil degradation and pollution have created a crisis that has undermined agriculture in the delta, which is struggling to support millions of impoverished farmers. Haikal and his neighbors find that they have no choice but to irrigate their fields with untreated agricultural drainage water polluted by nearby fish farms. They complain it is leading to smaller harvests. Compounding their problems, the river has become a focus of regional tensions since Ethiopia began to construct a $4.8 billion hydropower project on the Blue Nile, the source of most of the water reaching Egypt. The Grand Ethiopian Renaissance Dam will be the largest of its kind in Africa and a linchpin of Ethiopia’s ambitious plans for economic development. Cairo fears that its already strained water resources will decline even further when the dam has been completed.

But the problems in the Nile delta have been decades in the making. Rising sea levels in the Mediterranean have increased the salinity of underground water and the soil. Population growth has put more pressure on existing water resources, while the mass dumping of industrial waste in irrigation canals has polluted waterways. Ahmed Abdel Alti, Egypt’s irrigation minister, said recently that water scarcity was imposing limits on Egypt’s economic development. The impoverished farmers of the northern delta have been the first to see the effect in the shape of declining productivity. “The delta is already suffering a water crisis due to existing environmental problems,” says Mohamed Ghanem, a researcher at the government’s
Agricultural Research Center. “The farmers are feeling it and the Ethiopian dam could make things worse.”

Egypt falls well below the internationally accepted definition of water poverty, which is set at 1,000 cubic meters or less per person a year. The country has less than 600 cubic meters per person. Khaled Abu Zeid, head of the Egyptian Water Partnership, a nongovernmental organization, says the priorities are to conserve existing resources and find ways to treat wastewater so that it can be recycled for agriculture. “There is a problem and a challenge and a cost associated with it,” he says. “The volume of wastewater produced will increase as the population rises. There should be bigger investments in recycling, and plans at the beginning of any new project to ensure that they reuse wastewater.” Egyptian officials have been trying to reach a deal with Addis Ababa to secure what Cairo considers its rightful share of the Nile water — an annual 55.5 billion cubic meters, which was granted under an accord with Sudan in 1959. The problem is that Ethiopia does not recognize this agreement. Negotiations continue. But analysts warn that even if Cairo secures the best possible outcome, the country’s water problems will remain. Egypt’s population of 96 million is predicted to rise to about 150 million by 2050, with no commensurate expansion in water resources. Abdel Alti, the irrigation minister, has warned that if Egypt does not find ways to adapt to environmental change, “millions of people in the Nile delta are vulnerable to being resettled, and billions of dollars of investments are at high risk.”
In an effort to conserve resources, the government launched a crackdown this year against growing rice in areas where cultivation of the water-intensive crop is restricted. It has stiffened fines and arrested offenders to ensure that only 750,000 acres of land are planted with rice — less than half the estimated acreage the previous year. The farmers in Abu Saieed grumble about the restrictions, insisting that the waterintensive nature of rice growing helps improve the quality of the land by washing out the salts in the soil. Eissa Mohamed, a farmer, says, “I expect a lot of people to have to pay fines this year or even go to jail because they can’t pay.” Buffeted by forces they cannot control, the villagers’ view of the future is bleak. “I am pessimistic,” says Mohamed. “There are more than 3,000 acres in this area at risk of ruin.”

BENGALURU, SEPTEMBER 20 As the kharif sowing season draws to a close, the acreages under crops, such as rice, oilseeds and sugarcane, have seen a rise this year, while the area under pulses, coarse cereals and cotton have seen a marginal dip. As on September 20, the total kharif area has registered a marginal increase of 0.61 per cent over last year, though the southwest monsoon pattern has been erratic this year. Acreage under rice, the major kharif crop, has increased 2.36 per cent with states, such as Telangana, Karnataka, Madhya Pradesh, Punjab and West Bengal, witnessing higher area under the cereal crop. Total area under rice stood at 385.85 lakh ha, higher than last year, but lower than the normal for the season.
Among oilseeds, soyabean has witnessed an increase in area, as farmers attracted by the price of the commodity during the planting season have brought in more area under the oilseed. Other oilseeds such as castor and sesamum have also seen a marginal increase in area. However, groundnut, sunflower and nigerseed have witnessed a decline in acreages.
The entire basket of coarse cereals -- jowar, bajra, maize and ragi, among others, have witnessed a dip in acreages. Similarly, in pulses, except for tur (pigeonpea) and moong (green gram), all other varieties of pulses, including urad, have seen a decline in area. Sugarcane acreage has exceeded both last year’s level and the normal area, touching 51.95 lakh ha. However, another cash crop, cotton, has seen a marginal decline. The Government has set a food grain production target of 285 million tonnes for 2018-19, marginally higher than last year’s 284.83 million tonnes. The south west monsoon, which is in the last stages, has been erratic and the cumulative rainfall in the season so far has been 10 per cent lower than normal across the country. About 31 per cent of the area has seen deficient rainfall, while the remaining 69 per cent of the country’s geographical area has seen normal to excess rainfall.

Trade Minister Enggartiasto Lukita has appeared reluctant to comment on a statement made by state-owned logistics company Bulog
president director Budi Waseaso, who criticized a plan to import 2 million tons of rice. “Never mind. Don’t prolong [the debate],” Enggartiasto said when visiting a tempeh factory in West Jakarta on Wednesday as reported by tempo.co. “The fact is that the decision to import 2 million tons of rice was made at a coordination meeting. It was the coordination meeting's decision, not mine.” The minister was responding to a statement by Budi, who said Indonesia did not have to import rice through June 2019 as the country had enough stock. Budi said Bulog’s warehouses currently had 2.4 million tons or rice, while another 400,000 tons of imported rice would arrive in October. Budi estimated that Bulog would be managing up to 3 million tons of rice by year-end as the agency purchased 4,000 tons of unhusked rice from farmers every day. He added that Bulog might not need to release the imported rice to meet market demand. Enggartiasto said the coordination meeting in April, attended by representatives of the Office of the Coordinating Economic Minister, the Trade Ministry, the Agriculture Ministry and Bulog, made the decision because domestic rice production could not meet market demand. “The coordination meeting made the decision in accordance with a government regulation and a presidential regulation. Agriculture Minister Andi Amran Sulaeman was reluctant to comment on an open debate involving government officials on importing rice, but added that the issue was an old paradigm. “It is an old paradigm. Don’t use old paradigms,” Amran said in West Bandung regency, West Java when opening a horticultural event on Thursday, but declined to comment further. State Logistics Agency president director Budi Waseso and Trade Minister Enggartiasto Lukita were involved in an open debate about whether the country needed to import rice or not. In April, the government laid out its plan to import 2 million tons of rice this year, which was followed by Enggartiasto issuing a rice import recommendation. Budi said Indonesia had adequate rice stocks for up to June 2019. Coordinating Economic Minister Darmin Nasution said the government had imported 1.4 million tons of out of the planned 2 tons. He added that because of technical problems, in which exporting countries could
not meet the schedule, the government canceled the import of the remaining 600,000 tons. While declining to comment further, Amran said the country had established food security and sovereignty. He added that 1 million hectares of rice fields across the country were ready to be harvested. He explained the ministry was modernizing agriculture with investment of Rp 40 trillion (US$2.69 billion) this year, higher than the Rp 23 trillion investment the previous year. He also encouraged farmers to increase exports of agricultural commodities. (bbn)

coup-toppled Prime Minister Yingluck Shinawatra, a boondoggle policy that cost the state billions of dollars in losses. The profligate program, under which the government pledged to buy “every grain of rice” from Thai farmers at fixed rates up to 40% above market prices was cited as one of the main reasons for the coup.

It was later used to bring criminal malfeasance charges against Yingluck, who fled Thailand in 2017 before being convicted to join her elder brother ex-premier Thaksin in self-exile. With a democracy-restoring general election looming in 2019, many now wonder what the military-installed regime of Prime Minister Prayut Chan-ocha has done during its four years in power to tidy up the rice industry and reform the agricultural sector more generally. Attention has focused on Prayut’s promoted “Pracharat” scheme, a vague “people-oriented” policy which encourages big business to cooperate with the government to boost incomes for the rural poor. The policy has run simultaneous with the government’s bid to clean up the market mess left by Yingluck’s rice-pledging scheme, making it difficult to determine how much the policy is forward rather than backward looking.

“I think their main success has been in getting rid of the rice stockpile of 18.2 million tons,” said Nipon Poapongsakorn, a rice industry expert at the Bangkok-based think tank, Thailand Development Research Institute (TDRI), and a vocal critic of the paddy-pledging scheme. “It has freed up the market price.” Now that the last of the stockpiled grain has been sold, a final estimate of how much it cost the state in subsidy-related losses and warehouse rents can be calculated and should be announced soon, industry analysts say. “I think the total loss will be around 600 billion baht (US$18.4 billion),” said Charoen Laothamatas, president of the Thai Rice Exporters Association (TREA), a post he has held for the past five years. The 100-year-old association has played a crucial role in getting rid of the stockpile, of which only 14 million tons was deemed “edible” due to rot. Over the past four years, TREA members have exported about 10 million tons of the stockpiled rice to new markets in Africa, including Cameroon, Mozambique and Zambia. “We have been able to ship to these African countries about 2.3 million tons a year. That’s how we got rid of the old stock, and some was also sold locally,” Charoen said. Once the edible stock was sold off last year, rice prices began to return to normal on the world market. This year, Thai Hom Mali (jasmine) rice has been selling for US$1,100 per ton, the highest price in decades, thanks primarily to a poor crop in 2017.

TREA expects rice exports to top 11 million tons in 2018, earning more than US$5 billion. That will still fall short of India’s exports, which toppled Thailand’s claim as the world’s top rice exporter in 2012 when Thai rice exports fell to 6.9 million tons in the first year that Yingluck’s paddy pledging scheme took effect. The policy badly eroded the kingdom’s market share abroad due to the artificially hiked prices at home. In the lucrative rice market of Hong Kong, for instance, Thai jasmine’s market share dropped from 85% before the paddy pledging scheme to only 48%. This year it will be back to 68%, with Vietnam claiming around 30% of the market. The higher price of Thai jasmine in 2012-2014 gave Vietnam an opening to push its own brand of jasmine in Hong Kong, along with Cambodia, another competitor in the premium jasmine niche market. “Of course, it was because of the pledging scheme but secondly, it is because of our failure to formulate long-term polices for the rice industry,” Charoen said. “Specifically, we should be promoting new rice varieties for the farmers to grow.” This is basically the government’s task, as it controls seed distribution to rice farmers. The vast majority of the 20 million tons of milled rice produced annually in Thailand is hard white rice. Of the estimated 10 million tons of rice exported each year, 2.5 million is jasmine, 2.5 million par-boiled and the remaining 5 million hard white rice. By contrast, of the 6.5 million tons now exported annually by Vietnam, 2 million tons is jasmine, 1.5 million is glutinous and the remaining 3.5 is split between soft and hard white rice. Soft white rice, with lower
amylose content making it softer and stickier, is the preferred variety in the Chinaâ&#x20AC;&#x2122;s growing market.

To diversify Thailand’s rice varieties, TREA has distributed soft variety seeds to farmers in three provinces this year, with the promise to pay them 500 baht (US$15.30) above market prices. “But we are private sector, we don’t have much money,” Charoen claimed. Thai governments have plenty of money to spend on farmers, especially rice farmers who comprise about half of Thailand’s 14.6 million agrarians and are therefore an important voting constituency. Successive governments have offered some form of paddy-pledging or subsidized rice prices, varying only in the extent of money spent and the amount of corruption involved. In this respect, the Prayut government is no different. This year the government is paying every registered rice farming family (there are about 3.5 million) 1,500 baht (US$45.90) for each rai (0.4 acres) of paddy land they own, with a maximum set of 12 rai. Last year the limit was 10 rai. “At least this [policy] does not distort the market,” Nipon noted. Under the Yingluck scheme, the government bought paddy at fixed prices of 15,000 baht (US$459.30) per ton for white rice, and 20,000 baht for a ton of jasmine, which ended up being about 40-50% above the market price by 2013. The policy favored big farms, as it was initially not limited to farm size, and provided no incentives for farmers to grow good quality rice. The result was 18.2 million tons of rice rotting away in warehouses across the kingdom and a political outcry that contributed to Yingluck’s ouster. Even though the stockpile is now sold and gone, the structural problems of Thailand’s rice industry remain, experts say.
Firstly, they say, too much land in Thailand is under rice cultivation, making Thai rice exports uncompetitive. Secondly, Thai farmers need to add more value to their rice crops, by either switching to new varieties or improving productivity.

The same experts say Prayut’s government has promoted a “big farm” model that encourages farmers to jointly rent machinery to reduce their planting costs and improve productivity. In that direction, the government has joined hands with some of Thailand’s giant agribusiness conglomerates to launch pilot projects of “modern farms” under its Pracharat scheme. While the scheme has been widely criticized as a potentially perfidious bonding of government and capitalist powers to pave the way for big business profits, there have been some grass roots successes. For example, the Mitr Phol Group, Thailand’s largest sugar processor and exporter, launched in 2016 a modern cooperative farm in the remote and poor northeastern Amnat Charoen province. Mitr Phol provided harvesters and other modern technology to farmers and the pilot project expanded quickly from covering 7,760 rai (3,068 acres) under sugarcane cultivation with 600 farmers in 2016 to 139,000 rai (54,956 acres) and 7,200 farmers by year-end 2017. “Currently, sugarcane in Amnat Charoen is yielding around 14 tons per rai, compared with the national average of 10-11 tons, and the sugarcane farmers could earn around 5,000 baht (US$153.10) of profit per rai,” said Paitoon Praphatharo, executive vice president of Mitr Phol’s sugarcane development and management. But agriculture industry experts still wonder about the Pracharat scheme’s usefulness as a “one solution fits all” for Thailand’s perennially poor farmers. “I don’t think it can be duplicated nationwide,” Nipon said. “In agriculture you need diversity. Diversity is good.”

Rates for top exporter India’s 5 percent broken parboiled variety edged up by $2 per tonne to $373-$377 per tonne this week, from their lowest in 17 months last week. “Enquiries from African buyers have risen in the last few days,” said an exporter based at Kakinada in the southern state of Andhra Pradesh.
Another exporter, based in Mumbai, said Indian rice was currently competitive due to rupee depreciation. The Indian rupee has lost more than 13 percent of its value so far in 2018, and plunged to a record low earlier this week, increasing exporters margins. Meanwhile, in neighbouring Bangladesh, rice output from the summer-sown crop ‘Boro’ hit 19.5 million tonnes, exceeding the target of 19 million tonnes, as farmers raised acreage to cash in on higher prices, data from the Bangladesh Bureau of Statistics showed. Last year, the country’s Boro rice crop, which accounts for more than half of the country’s typical annual rice production, fell to its lowest in seven years after floods destroyed crops. In Vietnam, traders offered benchmark 5 percent broken rice at $395-$405 a tonne, slightly lower than last week’s $400-$405 range. Despite potential demand from the Philippines in the aftermath of Typhoon Mangkhut, which damaged paddy in the country, prices for the Vietnamese variety did not go up since Thai rates were lower. “If we increase prices further, people will just go and buy Thai rice,” a Ho Chi Minh City-based trader said. The south-Asian country, which has already completed the harvest of its two major crops, exported 4.5 million tonnes of rice in the first eight months, meeting around 70 percent of the
whole-year projection of 6.5 million tonnes set out by the government. A trader estimated Vietnam’s current autumn-winter mini crop could yield around 1.8 million tonnes, half the volume of a major crop, with most of the rice likely to be kept for domestic consumption given the next harvest will not be until March 2019. In Thailand, benchmark 5 percent broken rice prices were quoted at $390-$393 per tonne, free on board (FOB) Bangkok, unchanged from last week. While demand was flat, it would pick up in the near future due to natural disasters in the region, especially in the Philippines and Indonesia, traders said. Summer crop production is being closely watched by markets as lower output could spoil Indian Prime Minister Narendra Modi’s efforts to raise the income of farmers, who make up more than half of its 1.3 billion people, in an election year. The monsoon delivers 70 percent of India’s annual rainfall and is the lifeblood of India’s $2 trillion economy with the farm sector contributing 14 percent of its economic output. Nearly half of Indian farmland lacks irrigation, making the monsoon critical for 263 million farmers who grow rice, sugarcane, corn, cotton and soybean. The drop in rainfall could moderate demand from rural areas for an array of goods - from two wheelers to refrigerators - and lift food prices and stoke inflation, which is expected to harden in coming months due to higher fuel prices. “Rainfall distribution was uneven. Yields of crops such as cotton and rice are likely to be lower than normal,” Harish Galipelli, head of commodities and currencies at Inditrade Derivatives & Commodities in Mumbai, said. India, the world’s biggest producer of cotton and pulses and the second-biggest producer of sugar and rice, has had 777.4 mm of
rainfall since the start of the monsoon season on June 1, nearly 9 percent lower than normal, data compiled by India Meteorological Department (IMD) shows.
NO EXPORT IMPACT Cotton growing Gujarat has so far received 27 percent less rainfall than normal, while rice growing West Bengal, Jharkhand and Bihar in eastern India saw it drop by as much as 25 percent below average, IMD data shows. The country’s cotton production could fall below 35 million bales in 2018/19 marketing year, starting from Oct. 1, compared with 36.5 million bales a year ago, said Chirag Patel, chief executive at Jaydeep Cotton Fibres Pvt Ltd, a leading exporter. Scant rainfall in eastern India and floods in the southern state of Kerala and some northern pockets are set to trim rice production, said an exporter based at Kakinada in Andhra Pradesh. “We have ample stocks from last year’s crop. So it won’t impact exports,” the rice exporter said. India is the world’s biggest rice exporter. Lower rainfall in September could reduce soil moisture, hurting the planting of winter-sown crops such as wheat, chickpea and rapeseed, said a Mumbai-based dealer with a global trading firm. New Delhi, Aug 21 Rice basmati prices rose by Rs 200 per quintal at the wholesale grains market today on emergence of stockists buying, driven by pick up in demand against restricted arrivals from producing belts. MANILA, Philippines — Despite the continuous arrival of rice imports, the price of the commodity – the main staple among Filipinos – continues its upswing, hitting its highest level this month, the Philippine Statistics Authority (PSA) said. A bleaker price scenario looms, as the country is sure to miss its rice production target of 19.8 million metric tons (MT) this year due to devastation wrought by Typhoon Ompong, Agriculture Secretary Emmanuel Piñol said. A revised production target for the year is being readied. In its regular update on palay, rice and corn prices, PSA said the average wholesale price of wellmilled rice rose 17 percent to P45.51 per kilogram during the second week of September versus a year ago. “While the farmers can still replant, it can no longer be included in the fourth quarter,” Piñol said, referring to rice output. “But we are expecting a better production for the first quarter of 2019.” Its average retail price also increased to P48.93 per kilo, up by 16 percent year-on-year. Wholesale price of regular-milled rice was P43.13 per kilo, 21 percent higher than the previous year’s price. Its average retail price also increased 20 percent to P45.71 per kilo. The average price of palay went up to P23.04 per kg from P19.62 per kg last year. Week-on-week, prices were also up by 0.26 percent. State-run National Food Authority (NFA) earlier admitted the imports did little to lower the prices of rice. The country’s rice inventory continues to thin, reaching only 1.52 million MT in August, 25 percent lower than last year’s volume stock of 2.02 million MT. This was also 24 percent below the previous month’s stock level of 1.99 million MT. Before Ompong’s onslaught, the Department of Agriculture expected rice prices to stabilize in November. Some 250,000 MT of imports are expected in the fourth quarter while the main harvest season is seen to help augment national inventory. Next month, some 16 million bags (800,000 MT) of imported rice are arriving to boost local supply and bring down prices of the staple, Albay Rep. Joey Salceda revealed yesterday. He made the revelation in the course of budget debates and in answer to questions from his Albay colleague Edcel Lagman. “Buffer stocks (held by the NFA) are now about 100,000 metric tons (two million bags). These would be augmented by imports scheduled to arrive next month,” he said. He said delivery of the imported rice would be “calibrated” in a manner that would not adversely affect rice farmers who have started harvesting their crop.
“It is now harvest season in Cagayan and Isabela, two of the biggest rice-producing provinces, while in Albay, harvest usually comes in October-November,” he said. Budget Secretary Benjamin Diokno earlier blamed last month’s 6.4-percent inflation, the highest level in 10 years, on NFA’s failure to bring in enough imported rice. Lagman asked Salceda, who is an economist, about the contribution of high prices of rice and fuel to inflation. Salceda said increased rice and fuel prices accounted for a significant part of the 6.4 percent inflation in August.
MOA on price freeze To make sure every household gets enough supply of rice, the Department of Trade and Industry (DTI) yesterday signed a memorandum of agreement (MOA) with the NFA and the Philippine Amalgamated Supermarkets Association Inc. (PAG-ASA) on limiting the amount and volume of rice each consumer would be allowed to buy. Under the MOA signed by Trade Secretary Ramon Lopez, NFA deputy administrator Judy Carol Dansal and PAG-ASA president Steven Cua, participating supermarket outlets would be given NFA rice retailing license and would be selling the staple at mandated consumer price. In particular, each customer would be allowed to buy no more than two packs of two kilograms per pack of NFA rice. Cua said the group would still have to identify the supermarkets that would participate in the initiative. PAG-ASA currently has 40 members representing 160 outlets in the country, catering to the B, C and D markets. The MOA will be in force for one year from the date of signing and subject to renewal by the parties. No need to import rice until June 2019: Bulog

Jakarta (ANTARA News) - Indonesia will not need to import rice, as it has adequate supply of the staple commodity to meet demand until June 2019, President Director of the State Logistic Agency (Bulog) Budi Waseso stated. Waseso informed the press here on Wednesday that he had formed a team involving the Agriculture Ministry, Bulog, and independent experts to analyze the national rice demand and supply. "The team has recommended that we do not need to import until June 2019. Moreover, Bulog might also not have to release its imported rice stock. We have to maintain it. We should not rely on imports," Waseso, popularly known as Buwas, revealed.
According to Buwas, Bulog`s rice stock currently reached 2.4 million tons, and with imports in October, the total rice stocks had reached 2.8 million tons. Of the total stock, some 100 thousand tons will be utilized for the distribution of rice for the poor (Rastra), that will bring the staple food supply in Bulog`s warehouses to 2.7 million tons by the end of December. The agency has forecast that the rice end-stock could reach three million tons, with additional four thousand tons of daily unhusked rice production during the dry season. "I do not want to continue the polemic on whether we will import (rice) since according to the analysis, we do not need to import. Supply until June 2019 is safe," Buwas pointed out. He also questioned the authenticity of data on rice consumption in Indonesia that has reached 2.4 to 2.7 million tons per month, which meant rice consumption per capita had reached 130 kilograms per month. Buwas noted that ambiguous data led to assumptions that rice demand had surpassed its actual demand. "It means that infants would need the same quantity of rice. This data did not categorize according to age, so the assumption (of rice demand) has reached 2.7 million tons. In its calculation, our production has never met the demand," Buwas added. The losses, brought about by monsoon rains enhanced by Typhoon Ompong from September 14 to 18, were reported by the cities of San Carlos, Cadiz and Bago, and the town of Moises Padilla. On Monday, initial losses were pegged at more than PHP3.9 million. A total of 761 farmers were affected in the four localities, with almost 800 hectares in rice plantations. In the northern city of San Carlos, estimated crop damage and production losses reached PHP2.1 million.
Affected were 646 farmers in six villages planting in almost 680 hectares of rice fields. Also in the north, Cadiz reported PHP1.474 million in total losses, covering 55 farmers in four barangays with 54 hectares of rice farms. In the south, Bago City, dubbed the rice bowl of Negros Occidental for its vast rice fields, incurred total losses of PHP1.264 million, from an initial PHP192,240 on Monday. Around 57 farmers, planting in 64 hectares in the city's seven villages, were affected. (PNA)

At the same time, Gatchalian said he would file a bill that will abolish the National Food Authority (NFA) “in due time” in order to further strengthen the domestic rice market for consumers and farmers alike. “It is time to fix the dysfunctional state of the Philippine rice sector and finally bring down the criminally-high market price of rice to reasonable levels,” he added. In his co-sponsorship speech for Senate Bill 1998, Gatchalian said “abolishing quantitative restrictions on rice and replacing them with a reasonable tariffication scheme will increase the supply of quality and affordable rice in local retail markets and provide consumer savings to families suffering under the burden of rising food inflation.”
“These savings can be applied to other basic necessities, such as transportation, education, and medicine, among others,” he explained. “Most importantly, this bill will strengthen food security among poor and near poor families by helping them put enough rice on their plates to keep their stomachs full and happy,” he added. Gatchalian, a member of the Senate majority bloc, stressed that the “dysfunctional state” of the rice market is taking its toll on the poor by exacerbating the burden of inflation and making it harder for them to buy enough rice for their daily subsistence. To illustrate his point, Garchalian said at the 35 percent tariff rate, the projected market price of regular quality Thai rice would be P30.02 per kilogram and P28.59 pesos per kilogram for regular quality Vietnamese rice, compared to the P42 per kilogram average market price of regular milled rice as of August 28. “Thus, at the [35 percent] tariff rate, consumers would save as much as P13.41 per kilogram compared to the current average market price. For an average family consuming 450 kilograms of rice per year, this would result in annual savings of P6,034.50. This would be enough to buy more than four 50-kilogram sacks of Vietnamese rice at the new lower price,” he said. Moreover, Gatchalian said the creation of a tariffication system on rice “practically eliminates the need for a body” like the National Food Authority (NFA).

On the supply side, sizeable upward movement in paddy prices for past two consecutive procurement seasons is likely to result in higher sowing of basmati rice paddy in the current season. Indian basmati rice exports face an uncertain export outlook after registering an impressive growth of 23 % and 14 % respectively during FY2018 and first four months of FY2019, according to ICRA. As per an ICRA note released on Wednesday, certain adverse developments, materialised and impending, in some major export destinations could materially hurt the export demand for Indian Basmati rice, thereby exerting downward pressure on realisations across the chain. Elaborating on the same, Mr. Deepak Jotwani, assistant vice president, ICRA says, â&#x20AC;&#x153;The tightening of pesticide residue parameters by the European Union (EU) has resulted in considerable decline in exports to this region (58% in volume and 40% in value over Jan â&#x20AC;&#x201C; July period). Nevertheless, while this was compensated by strong buying by Iran; domestic Basmati rice exporters have recently faced payment issues from some Iranian importers. Also, the imposition of trade sanctions by the US on Iran, which will take full effect in November 2018, may hamper trade between India and Iran. Though in the current fiscal, concerns of major loss of Basmati rice exports to Iran are mitigated as the volumes in 4M FY2019 are equivalent to 72% of FY2018 imports, subsequently, the level of exports to Iran are uncertain and contingent on how the developments pan out. Another evolving concern is of Saudi Arabia following EU by tightening the pesticide residue parameters. However, there has not been any final official notification regarding the guidelines yet.â&#x20AC;? ICRA note mentions that besides Iran, changing trade policies by another major importer Saudi Arabia could also have a significant impact. Together Saudi Arabia and Iran, which account for 60-70% of total basmati rice exports from India, can have a considerable impact on the industry. In the near term, any reduction in demand for Basmati rice from India will depress prices across the chain, even for the sellers not exposed to the export markets in question. This can severely impact the profitability and liquidity given the high inventory requirement of the industry. The industry can draw some respite from the fact that Basmati rice is staple food in certain geographies and India is, by far, the largest supplier. Moreover, over the longer term, the industry will be able to increase supply of compliant rice by working closely with the farmers to reduce the use of specific agrochemicals. As far as exports in the immediate past are concerned, strong demand, especially from the leading importer - Iran, and the increase in average export realisations due to firming up of paddy prices over the last two procurement seasons, have translated into robust growth in Indian Basmati rice exports (Rs. 26,870 crore in FY2018, as against Rs. 21,513 crore in FY2017). With the momentum rolling into the current fiscal, the industry has already registered exports of Rs. 11,575 crore in 4M FY2019, a 14% growth over the corresponding period of the previous fiscal. This growth has been primarily fuelled by firming up of average export realisations even though the export volumes largely remained flat. This robust growth in Basmati rice exports has negated the decline in exports to EU since January
2018, due to tightening of pesticide residue norms for Basmati rice being imports. On the supply side, sizeable upward movement in paddy prices for past two consecutive procurement seasons is likely to result in higher sowing of basmati rice paddy in the current season. As a result, at the beginning of the current yearâ&#x20AC;&#x2122;s sowing season, industry participants were anticipating a correction in paddy prices for the current harvest season. However, the recent increase in minimum support price (MSP) for non-Basmati rice paddy (common grade) from Rs. 1,550/quintal to Rs. 1,750/quintal, can act as a counter-balance, and consequently, arrest the anticipated correction in basmati paddy prices in the current season. Mr. Jotwani concludes: â&#x20AC;&#x153;The demand scenario, especially with respect to the recent issues in the international market will have a bearing on the paddy prices for the upcoming harvest season. This will further determine the future price trajectory for average export realisations. Developments around trade policies of the major importing countries would be watched closely.â&#x20AC;?
