Guyana Signs Five-Year Rice Export Deal with Panama Aug 18, 2014

Guyana has signed a five-year rice export deal with Panama to supply 5,000 tons of rice per month beginning September to Panama, according to local sources. The Guyana government will supply 20,000 tons of rice before December and eventually sign annual agreements for supplying around 50,000 tons of rice yearly after satisfactory conclusion of this year's contract, according to a statement from the Ministry of Agriculture.The government-to-government (G2G) was signed by the Panama's Vice-Minister of Agriculture and the Guyana Rice Development Board (GRDB) General Manager on August 14 following a meeting between the Presidents of Guyana and Panama in Colombia on August 6.Local sources say Panama usually imports around 150,000 tons of rice from private sector. However, the Panama government has signed a G2G deal with Guyana to ensure that people get rice at affordable price. Guyana's Minister of Agriculture was quoted as saying that while the government would supply around 50,000 tons of rice annually under the contract, Guyana's private sector could compete to supply a part of the remaining 100,000 tons.The Agriculture Minister said the G2G contract with Panama is mutually beneficial to both the countries. He added that the government is seriously pursuing additional markets in Central America and Africa to reduce dependence on Venezuela, which accounts for nearly 35% of Guyana's rice exports. Guyana produced around 535,000 tons of rice and exported around 395,000 tons in 2013, according to the Agriculture Minister. He said the government is forecasting Guyana's rice production to reach around 614,000 tons in 2014 and expects the country to export between 475,000 tons and 500,000 tons. The government has been in search of premium export markets with a likely 15% increase in production.USDA estimates the country to produce 536,000 tons in the MY 2014-15 (January 2014 - December 2014) and export about 400,000 tons. The country's consumption needs during the year are estimated at 130,000 tons.

The UN's Food and Agricultural Organization (FAO) has forecasted Myanmar's MY 2014-15 (July - June) milled rice exports at around 560,000 tons, almost similar to last year's level. The FAO estimates total MY 2014-15 cereal exports, including rice, at around 1.2 million tons.The FAO estimates Myanmar's aggregate paddy rice production in 2014 at around 29.5 million tons (around 18.9 million tons, milled basis), up about 2.5% from around 28.77 million tons (around 18 million tons, milled basis) produced in 2013 assuming favorable weather conditions in the next few months of the year. Planting of the 2014 main season rice crop (April - mid-December) has been complete by June. Though rice-growing areas of the country received less rainfall in the beginning of the season, rains improved and are expected to be normal and benefit late transplanting activities and the early planted crops.The wholesale rice prices, which have been increasing

Prices stood at around 3,88,450 kyat (around $400) per ton in July 2014, up about 2% from a month earlier and up about 3% from their year-ago levels. Bangladesh Rice Import Value Surges Twelve Fold to $366.4 Million in FY 2013-14

Aug 18, 2014 Bangladesh's rice import value has increased to around $366.4 million in FY 2013-14 (July - June), up about 12 times or about 1,075% from around $31.18 million during the same period in FY 2012-13, according to the latest letter of credit data released by the Bangladesh Bank.Fall in global rice prices, simultaneous surge in domestic rice prices and appreciation of local currency against dollar contributed to a surge in rice imports. Research Director at Bangladesh Institute of Development Studies (BIDS) told local sources that though rice imports witnessed a slump in the initial months of FY 2013-14, return of political stability in the country after elections in January 2014 has contributed to an increase in rice imports in the later months of the fiscal year.According to data from the Bangladesh Food Ministry, the country imported around 374,560 tons of rice in FY 2013-14 (of which 371,500 tons are imported by the private sector and 3,060 tons are imported by the government), up about 13 times or about 1,195% from around 28,930 tons (25,270 tons by private sector and 3,660 tons by the government) imported in FY 2012-13.The government of Bangladesh has set a target of importing around 200,000 tons of rice in FY 2014-15 to replenish falling stocks in the country, according to the Directorate of Food.USDA estimates Bangladesh to import 678,000 tons of rice (including government and private sector) in 2014, up about 20 times from around 35,000 tons imported in 2013.

Japan Resumes Exports of Fukushima Prefecture Rice after Three Years Aug 18, 2014

Japan government has resumed exports of rice grown in Fukushima Prefecture after three years, according to local sources. Local sources say around 300 kilograms of the Koshihikari brand of rice produced in the Fukushima region has been exported to Singapore and is likely to be sold in local supermarkets from this Friday.The Japanese government banned cultivation and exports of Fukushima Prefecture rice after rice fields in the region were worst affected by the nuclear meltdown in early 2011 that followed the earthquake and tsunami. Officials undertook decontamination works in Fukushima Prefecture as well as the surrounding areas by spraying zeolite, a substance that absorbs radioactive substances. They have also been undertaking safety measures to ensure that rice grown in the region is indeed safe for human consumption.Fukushima region accounts for around 450,000 tons, or 6% of the total 7.6 million tons of rice produced in the country. The region exported around 100 tons of rice in the first three months of 2011 to Hong Kong and other countries before the earthquake and tsunami that triggered the nuclear accident in the prefecture.USDA estimates Japan to produce around 7.83 million tons, import around 700,000 tons and export around 200,000 tons of rice in MY 2013-14 (November - October). The UN's Food and Agriculture Organization (FAO) has forecasted Thailand's 2014 rice exports at around 9 million tons, up about 36% from last year's low level of around 6.6 million tons. The military government, which took over in May 2014, temporarily suspended rice sales between May and July to carry out nationwide stock inspections. However, export sales as part of Government-to-Government (G2G) contracts continued.The FAO estimates Thailand's 2014 aggregate paddy rice production at around 37.5 million tons (around 24.75 million tons, basis milled), down about 2% from around 38.2 million tons (around 25.2 million tons, basis milled) produced in 2013 due to slight contraction in area planted. The total The total paddy planted area is forecasted to decline to around 10.3 million hectares, slightly below last year's level.Planting for the 2014 main season rice crop (April - January) began in early May in the north and is expected to continue until late August in the main producing southern areas. Lesser than normal rainfall between May and June in the northern and central producing areas slowed down planting activities. But improved rainfall from early July is likely to benefit transplanting activities and the early planted crops.Domestic prices, which declined between March and May 2014 with the 2013/14 secondary season harvest and continuous releases from public stocks began increasing in June and July due to the suspension of rice sales from Government warehouses. Managing Rice Blast is Just One SMS Away for Philippines Farmers Aug 18, 2014

The Philippines Rice Research Institute (PhilRice) has introduced a SMS service to help rice farmers to deal with pests and diseases such as Rice Blast, according to a news release on its website.Rice fields are most likely to be infested with Blast disease due to heavy rains and high relative humidity, and yields are expected to decline by about 50-85% due to this disease. Farmers can use the PhilRice Text Center (09209111398) to manage Rice Blast and ensure good yield.Farmers can also instantly get information from PhilRice researchers on managing rats, tungro, bacterial leaf blight, bakanae, green leafhopper, golden apple snail, rice black bug, leaf folder and stem borer. Some farmers who have used the service said they are satisfied with the service as the text messages are easy to understand and they could save time getting information on such crop diseases. The Registered farmers will get information on managing a particular pest or disease for one week, says the PhilRice news release. USDA Post Estimates Venezuela MY 2014-15 Rice Imports to Increase to 530,000 Tons, Up 2% from Last Year Aug 18, 2014

USDA Post has estimated Venezuela MY 2014-15 (April - March) to increase to around 530,000 tons, up about 2% from around 520,000 tons in MY 2013-14, due to expected decline in paddy rice production.To compensate for expected decline in production, Venezuela increased its paddy rice imports from Brazil by about 600% to around 141,524 tons in the first six months of 2014 from around 20,000 tons imported during the same period in 2013, according to the Brazilian Ministry of Foreign Trade. The Post estimates MY 2014-15 milled rice production to decline to around 378,000 tons, down about 2% from around 385,000 tons last year due to lack of rains and depleting water resources since April this year. The Post estimates overall paddy planted area in MY 2014-15 to remain unchanged at last year's level of 140,000

Vietnam Exports 3.79 Million Tons of Rice in January 1 - August 14, 2014 Aug 18, 2014

Vietnam exported around 3.791 million tons of rice in January 1 -August 14, 2014, down about 19% from around 4.7 million tons of rice exported during January - August, 2013, according to data from the Vietnam Food Association (VFA). Average rice export price so far in this year stands at about $431 per ton (FOB), up about 0.5% per ton from about $429 per ton recorded during same time in last year. During August 1-14, 2014, Vietnam exported about 175,163 tons of rice, up about 72% from about 620,532 tons rice exported in full month of August 2013, and up about 72% from about 615,844 tons rice exported in full month of July 2014. Average export prices in so far in August stands at about $431 per ton, up about $5 per ton from a year ago, and up about $1 per ton from a month ago.
