He said that the state government has recovered about 99 per cent CMR in the past years but some rice millers were not paying off their due CMR.

In view of which, case have been registered against such people because of which the amount due has been recovered. Besides this, the minister said that directions have been issued to attach the property three rice millers of the district, costing about Rs 25 crore by Deputy Commissioner of Kurukshetra. He said that the state government had already warned the milers of strict legal actions in case they fail to deposit their due CMR with the government.

The Ministry of Commerce is taking action to stop a drop in the price of white rice.Following reports of a fast decline in the price of the commodity, the Ministry of Commerce started working with local authorities to gather information in major rice-producing areas, including Battambang, Kampong Thom, Kampong Cham, Prey Veng and Takeo.

―The ministry found that the price of white rice has dropped by 15 percent,‖ the ministry said in a statement. It then held an urgent meeting with the Rural Development Bank (RDB), rice millers, and rice exporters to put an end to the price fall and ensure farmers‘ livelihoods. At the meeting, a number of factors were identified to be the source of the decline, including rising water levels following heavy rains, a lack of capital from rice millers and exporters to buy rice, and a decline in the price of rice in the international market, which dropped about $50 per ton, the statement said. ―In order to support the people, the ministry has consulted with RDB to review the possibility of disbursing loans to rice millers and exporters so that they can purchase white rice by taking rice as collateral,‖ it said ―At the same time, the ministry will continue to cooperate with relevant parties and institutions to monitor the price of white rice in order to solve the issue as soon as possible.‖ https://www.khmertimeskh.com/50513263/commerce-ministry-intervenes-to-stop-fall-in-rice-price/

He also directed the agencies concerned to take appropriate steps for proper procurement of Kharif crops so as to provide all farmers fair price for their crops. The Minister was presiding over a meeting with the officers of Hafed, FCI, Haryana State Warehouse Corporation and Agriculture department here. Directions have been issued to ensure proper supply of gunny bags and to take appropriate steps in time to meet other important needs, he said. The Minister also said that there is excitement among farmers in view of increase in the cost of their crops by the Central Government. NFA intensifies palay procurement via „Ugnayan‟ July 18, 2018 Maria Socorro S. Mellomida MALAYBALAY CITY, Bukidnon, July 12 (PIA) — The National Food Authority (NFA) in Bukidnon intensified its palay (paddy rice) procurement through ‗Ugnayan‘ with farmers, retailers, and rice millers. NFA Provincial Manager Maria Celeste R. Gaabucayan said NFA buys palay under the subsidized scheme at P17 per kilo and gives additional P0.20 per kilo as drying incentive and another delivery incentive of P0.20 up to P0.50 per kilo for individual farmers. Despite the gap between prices offered by commercial rice traders and that of NFA, the agency continues to hold ―Ugnayan‖ to foster strong ties with farmers and encourage them to sell portions of their harvest to help the government ensure the stability of rice price and supply. (NFA Bukidnon) The delivery incentive depends on the distance from farm to NFA buying station. The farther the farm from the NFA buying station, the higher the incentive. An additional incentive of P0.30 per kilo is also granted to members of farmer groups as cooperative development incentive fee (CDIF) for post-harvest facility build-up of their organization. Farm market reports, however, showed that grain traders are now buying palay at farm gate price of P23 to P24 per kilo, which is higher than NFA‘s buying price.

―Despite the gap between price offered by commercial rice traders and that of the agency, NFA continues to hold 'Ugnayan' (outreach) to foster strong ties with farmers and encourage them to sell portions of their harvest to help the government ensure the stability of supply and price,‖ Gaabucayan said.

She said NFA is always ready to buy either newly-harvested or dry palay from individual farmers and legitimate farmer organizations. During "Ugnayan,‖ NFA also holds hands-on training sessions for farmers on Grains Classification. ―NFA's procurement program aims to match the grains supply and prices. The prevailing buying prices of harvests in major trading centers in the province have so far increased as local grains traders moved to exceed the agency‘s subsidized buying scheme,‖ she said. Moreover, Palay traders were forced to adjust their buying prices in order to surpass and go beyond NFA‘s buying price.―Ugnayan‖ is an NFA-initiated dialogue to encourage farmers and farmer groups to sell their palay to the agency. USDA could soon have a new chief scientist. President Trump says he plans to nominate Scott Hutchins, the global leader of integrated field sciences for Corteva Agriscience, as the department‘s undersecretary for research, education and economics. Hutchins, an entomologist, also serves as an adjunct professor at the University of Nebraska. Trump campaign adviser Sam Clovis was originally nominated for the USDA post but withdrew in the face of heavy Senate opposition. Ag Secretary Sonny Perdue praised Trump‘s latest choice and called on the Senate Agriculture Committee to quickly approve the nominee. President Donald Trump named Indiana agriculture leader Kip Tom to be the U.S. representative in Rome to the U.N. World Food Program and the Food and Agriculture Organization. Tom is chairman of Tom Farms, which has operations in northern Indiana and Argentina. He served on Trump‘s agricultural advisory committee during the 2016 campaign and met with the president-elect in January 2017 during Trump‘s search for an agriculture secretary. The Rome position has been vacant since 2016, when David J. Lane, a nominee of President Barack Obama, left the post. Congratulations to John Newton and Sarah Brown Dirkes on their promotions at the American Farm Bureau Federation. Newton, former director of market intelligence, is now AFBF‘s chief economist. Newton, who holds a doctorate in ag economics from Ohio State, joined AFBF in 2016. He previously served as an economist with USDA, held a fellowship with the Senate Agriculture Committee and worked as chief economist with the National Milk Producers Federation. Dirkes was promoted to a new role, executive director of industry relations. The Cornell University alum joined the Farm Bureau in 2014 as director of external relations. Gaoning “Frank” Ning, recently appointed chair of China National Chemical Corp. (ChemChina), was elected this week as Syngenta‘s board chairman. He succeeds Jianxin Ren, who retired from the board on July 16. Since December 2015, Ning has also served as chairman of the Sinochem Group Co. Jürg Witmer, lead independent director of Syngenta AG., said Ren will be remembered as the principal architect of the successful acquisition of Syngenta by ChemChina. Gay Anderson is the new president of the School Nutrition Association. She was installed in the post for the 2018-2019 school year at SNA‘s recent annual national conference. Anderson is child nutrition director for the Brandon Valley School District in South Dakota. GEORGETOWN, Guyana, CMC – The Guyana Rice Development Board says there is no need for the country to import rice as local production is adequate to meet local demand.

According to the board's General Manager, Nizam Hassan, there is an adequate production of rice for local consumption as well as for export.―It has really been an aggressive position by the rice producers and millers to export the production to Guyana. We have always had adequate production for our local consumption,‖ he told the Department of Public Information on Tuesday. Hassan revealed that production for the first half of the year stands at 290,000 tonnes valued at $23.2 billion compared with 203,000 tonnes valued at $16.1 billion for the corresponding period last year. He said the rice board had a target of 88,660 hectares of land for cultivation. Hassan said so far 86 percent or 76,500 hectares have been cultivated.―We have 43 percent increase in export volume and 44 percent in export value. There is no need for rice importation. Higher blood lead found in pregnant women of Bangladesh: icddr,b study Powdered turmeric, agrochemicals, lead-soldered cans possible sources United News of Bangladesh | Published: 09:17, Jul 18,2018 Presence of higher blood lead level has been found in Bangladeshi pregnant women, said a recent icddr,b study done in collaboration with Stanford University, USA. A third of pregnant women surveyed were found having elevated BLL greater than 5 micrograms per deciliter (DL) while 6 per cent of them had more than 10 micrograms per DL. One sample was found at 29.1 micrograms per DL, which is 6 times greater than threshold noted by the Center for Disease Control and Prevention (CDC). Findings published in Environmental Research analysed BLL among 430 pregnant women in Bangladesh, said icddr,b on Monday. The study identified multiple possible sources of lead exposure from the environment and food sources, said Professor Stephen P. Luby, senior author of the study and professor of medicine at Stanford University. 'Compared to women with low blood lead levels, women with the highest blood lead levels were more likely to be exposed to consuming food from lead-soldered metal food containers (cans), consuming food from agricultural fields where herbicide and pesticides have been used and consuming ground rice,' said Sarker Masud Parvez, co-author of the study and research investigator at icddr,b. Since women with higher BLL were more likely to have been exposed to possible lead sources in the environment, the researchers examined soil, 382 agrochemical samples including herbicides and pesticides and 127 ground and unground rice samples. Of the food and agrochemical samples analysed, seven out of 17 turmeric powder samples had excess lead than the tolerable limit at 2.5 micrograms per gram, designated by Bangladesh Standards and Testing Institution. One unpackaged and unbranded sample contained over 265 microgram/gram lead. According to Center for Disease Control and Prevention (CDC), elevated BLL in pregnant women is a cause for public health concern. It is a threat for mothers and their developing fetus as well for the newborn as lead deposits in the mother‘s body are released in blood and

subsequently into breast milk. Lead exposure in pregnancy interferes with children‘s brain development. In adults, lead exposure increases the risk of heart and brain diseases. Since women with higher BLL were more likely to consume food from lead-soldered food cans, the researchers examined 28 cans which the women had used to store dry food such as puffed rice and turmeric. 'It is possible that food stored in these cans absorbs lead from the soldered seams, depending on the chemical composition of the food, especially liquid,' said Jenna E. Forsyth, a doctoral researcher at Stanford University and first author of the study. However, the women reported storing only solid food such as puffed rice. Since these cans are old and rusty, it is possible that old and rusted oxidised particles flake off into puffed rice and then inadvertently consumed, read the study. Since there was insignificant lead level in the soil, rice and agrochemical samples analysed, the study notes that currently banned agrochemicals (herbicide and pesticide) may have contributed to lead exposure in the past. 'Lead exposure over time results in lead deposit in the bones and it may be released in the blood during pregnancy,' mentioned Dr Rubhana Raqib, co-author of the study and senior scientist and head of immunobiology, nutrition and toxicology laboratory at icddr,b. Therefore, it cannot be ruled out that exposure to lead for these women could have taken place over a decade prior to sample collection, the study noted. Some of the banned agrochemicals are often rebranded with other names and may be a source of occasional contamination which is yet to be proven. However, the tangible evidence of lead in some turmeric samples issues a warrant to investigate this further to ascertain possible sources of lead contamination. Just think what replacing it all could do! Unfortunately, only 13 percent of Canadians eat pulses daily, and in the U.S. it's estimated that only 8 percent of folks eat them every couple of days. But if you up your consumption, you'll get great benefits: All pulses are a terrific source of plant protein, plus they help reduce lousy LDL cholesterol. A team of city-based scientists has come up with a cost-effective way to dispose of crop residue, which may provide an alternative to the practice of crop burning, a major source of air pollution in north India. The burning of crop residue — generated by the cultivation of rice, wheat and maize — is one of the main factors for the deteriorating air quality in New Delhi and surrounding areas, particularly after kharif harvest in winter. Scientists from the Bioenergy Group at Agharkar Research Institute (ARI) have developed a mixture of anaerobic fungi from farm waste, generated mainly from rice straw. ―This culture of anaerobic fungi, called methanogens, which we have devised from rice straw, can be directly mixed in the bio-digestors along with the rest of the farm waste to obtain manure. Once added, the farmers can obtain processed manure within a fortnight. Currently, at least 20 to 30 days are required to obtain manure in this manner,‖ said S S Dagar, one of the researchers in the team. The larger aim of the team, however, is to curb the secondary

One of the traditional ways is burning of crop residue, but its ill-effects are worsening. A team of city-based scientists has come up with a cost-effective way to dispose of crop residue, which may provide an alternative to the practice of crop burning, a major source of air pollution in north India. The burning of crop residue — generated by the cultivation of rice, wheat and maize — is one of the main factors for the deteriorating air quality in New Delhi and surrounding areas, particularly after kharif harvest in winter. Scientists from the Bioenergy Group at Agharkar Research Institute (ARI) have developed a mixture of anaerobic fungi from farm waste, generated mainly from rice straw. ―This culture of anaerobic fungi, called methanogens, which we have devised from rice straw, can be directly mixed in the bio-digestors along with the rest of the farm waste to obtain manure. Once added, the farmers can obtain processed manure within a fortnight. Currently, at least 20 to 30 days are required to obtain manure in this manner,‖ said S S Dagar, one of the researchers in the team. 2018 frustrating year for rice weed control Controlling weeds in 2018 rice crop has been challenging.

Ford Baldwin | Jul 18, 2018 What a long strange year this has been for rice weed control. My telephone load for May and June was the heaviest in recent years and for the most part very frustrating. Everyone is talking about the grassiest rice crop I can remember and asking ―Why?‖ Most of my telephone calls are from consultants and many of these guys are embarrassed to distraught. The common theme was ―I did everything I knew to do and nothing worked.‖ What went wrong? First I can tell you it wasn‘t your consultant as I have worked with these guys too long.

Everyone is talking about the high temperatures and that could be a factor. We always have more trouble killing grass when the temperature hit 90 degrees. Most years that is early to mid-June. This year, that was the first of May.

In many cases those who were successful overlapping residual herbicides are in much better shape than those who did not. However, erratic weather patterns played havoc with that program in some areas. Once the barnyardgrass emerged, it was game on. One herbicide has taken the brunt of much of the problem, but the picture is bigger than that. What has been working for years in some cases is not sustainable anymore. Crop mix has changed Our crop mix has changed and this is making spraying much more difficult.

In far too many cases there is way too much lag between when a recommendation is made and when the herbicide goes out. There is no question that 2- and 3-gallon water volumes are resulting in failures in too many cases. In some cases lack of rotation is catching up and the soil seed banks are so high the grass just overpowers everything thrown at it. Lastly, I am extremely concerned that herbicide resistance has simply caught up with our herbicide programs. Weed scientists make poor economists, but I know that $200-per-acre herbicide bills are not sustainable and with a failure on top of that, it is a double whammy. I have never had so many calls from folks saying they are looking for more ways to apply rice herbicides with ground equipment. I believe for several reasons cited above the future trend will be in that direction. However, there were plenty of failures with ground applications this year. The common question everyone is asking is, ―What went wrong with Loyant?‖ At this point there is a lot of head-scratching. To say it stumbled out of the gate would be an understatement. That herbicide dominated my phone calls for two months and most calls were not good. Environmental reasons Perhaps the reasons are environmental. We do not normally have a 90-degree May, but that was real world this year. I am not ready to throw the herbicide under the bus, but it is obviously back to the drawing board.

A lot of things have changed about the way companies work with university scientists, and what they allow them to do. Companies hold herbicides in-house much longer and are much more restrictive in what they allow university guys to do. In my career we were expected to do a lot of the local fine-tuning of a herbicide for local situations. More than 300 people visited the restaurant each day to taste the delicious paellas prepared with U.S. parboiled rice. USA Rice Chef Jorge Cuevas oversaw the student-chefs and instructed them on proper cooking techniques and tips on plate presentation. Arkansas Rice: Blast Disease – 10 Common Questions Posted on July 17, 2018 By Yeshi Wamishe, University of Arkansas Extension Rice Pathologist Leaf blast (Figure 1) is one of the most important blast disease in rice. It can start early at tillering in vegetative stages. Neck and panicle blast (Figure 2) can cause near 100 percent grain yield loss in severe situations. In 2018, leaf blast started in the first week of June and to date (7/12), it has been reported in 16 counties in Arkansas.However, only a couple of fields reported severe leaf burndown. Below are some selected questions about blast we have received this year and in past that may be timely and useful.

Q1. If I detect leaf blast early in the season and raise flood depth immediately, do I need to spray twice for later neck/panicle blast suppression? Figure 1. Leaf blast

A1.Maintaining flood depth until drainage time helps to increase the field tolerance of the variety. However, if the field has a history of blast and the variety is susceptible, the crop can benefit from the fungicide applications. Remember, well managed fields benefit from fungicide application better. Note also, the 1st application is to protect the primary tillers and the 2nd is for secondary tillers. If you opt for only one application, you have to time it right, and also you should expect lesser protection than a field that obtained two applications.

Q2. I have a row rice field planted with a blast susceptible conventional variety. Blast symptoms have not been detected yet. However, half of the field has slope and the upper part often gets dry faster. I also see some dry spots at the field edges. I do not know about the history of the field. It is an open field with no trees around. Do I need to spray as recommended for neck/panicle blast protection? Figure 2. Neck and panicle blast A2. I would say yes. A susceptible conventional rice is less recommended for row rice due to the risk to blast. Rice blast is a disease where the pathogen‘s spores may be blown from distant fields. Besides susceptible rice can get infected at any developmental stage. No detection of blast lesions now does not guarantee no blast at all. The drier areas in the field would be more at risk for blast to start and serve as a hot spot.

Q3. I have a row rice field planted with hybrid rice. Should I scout for blast? A3. So far, in the U.S.A, we are fortunate to have hybrid rice unaffected by severe blast. However due to the adaptability of the blast pathogen races, scouting is encouraged. However, it doesn‘t have to be near as frequent as in blast-prone fields planted with conventional and susceptible varieties.

Q4. I have Provisia rice and it has blast. How bad will the neck blast get? Do I need fungicide protection? A4. Last year I observed that Provisia rice was susceptible to neck blast in Arkansas. Provisia rice is not a hybrid and should be handled as any blast susceptible conventional rice.

Q5. At what stage of the crop should I start scouting for blast and for how long should I continue scouting? A5. This year (2018), blast lesions were detected at early tillering before permanent flood was established. Since the pathogen infects susceptible rice at any developmental stage provided conditions for the pathogen are right, scouting should start as early as tillering stages and continue at least until the correct timing for fungicides are determined and the field is treated.

Q6. If I see leaf blast early in the season and treat field with Quadris, do I need to spray twice later in the season to control neck blast? A6. Unless there is leaf burndown, fungicides are not encouraged to suppress leaf blast. You should keep permanent flood of at least 4 inches; that is, 4 inches in the shallowest part of the paddy. The effective fungicides work best if applied twice for blast. The first application should be made at late boot to beginning panicle tip emergence and the second when panicles are 50-75% out of the boot on most of the main tillers. Higher rates are best. Spraying three times is not recommended most of the time unless the field is severely infested with blast and the infection started early as you said.

Q7. Do I need to worry about blast when I hear reports of its occurrence in LA, TX, or even in AR? A8. No, you shouldn‘t. Your integrated management practice would be beneficial in such a situation. You should manage your fields, particularly fields in blast-prone area (light soil, tree line, low lying etc). The information will keep you alert about the disease and will encourage you to scout diligently.

Q8. If there is no blast in my field but I know my variety is susceptible to blast, do I need to spray fungicide for protection? A8. Yes and no depending on the circumstances. Flood depth, blast history of the field, pre-flood nitrogen level, favorable weather, blast potential in your field and more should be considered before making your decision on a fungicide application. Note also blast lesions sometimes are not easily identified. Besides, in some varieties neck/panicle blast can be bad without many lesions on leaves. So it is a judgment call.

Q9. Which rice stages are important for neck/panicle protection using fungicides? A9. Starting from late/full boot to 75% head out. Remember, ―head out‖ is not the same as ―heading‖. It is referring to what proportion of the head has exerted out from the boot.

Once the neck is out of the boot, it is already too late for a fungicide application. Decision should be based on the larger proportion (50% and >) of the primary tillers. At full boot, boots are fully swollen and flag leaves are fully extended. Panicles develop completely and may reach up to 5 inches or more. Note that internode spacing and panicle length are dependent on the variety‘s genetic potential and field nutrient and water management. Boot split stage follows a few days after full boot and then panicles start to exert and become visible outside of the stem. It is important to note how far the head is out. The 1st application is recommended between late boot to 10% head out and the 2nd application from 50% to 75% head out.

Q10. What fungicides are best for blast diseases? A10. Fungicides that contain trifloxystrobin or azoxystrobin, xemium or flutolanil should work. For detailed information, see Fungicide Timing for Rice Disease, Page 2.

If the grain‘s moisture content was at 18 percent, Raun would have cut longer, but with an average moisture around 21 percent, with some spots at 23 percent, due to recent rains, he was glad to get a truckload off to the grain drier at Ricebelt Warehouse, Inc. in Ganado. If rice is cut too dry, say around 15 percent, the grain cracks in half, and half grains result in half the price. Producers can‘t chance that with prices lower than they were five years ago. Keeping the moisture in the grain for a few more days fattens it, amounting to a whole grain, or better yield. ―You always want the most whole grains you can get,‖ Raun said.Overall, the first day of harvest of his 1,000 acres was productive, he said. ―Today, it was good to get out to make sure the machines are working, and to see where the moisture levels are at so we know where to cut the

next day,‖ Raun said.Cutting when the first crop is too wet causes ruts, said Linda Raun, L.G.‘s wife, who is also a farmer. Chandigarh, July 18 The new rice shoot policy 2018 for the upcoming kharif season has restricted the use of canal water for paddy transplantation.

In fact, getting the rice shoots — temporary openings on water channels for paddy crop — will be difficult with the Haryana Government putting in place stricter norms under the new policy. Under the new policy, no rice shoots will be allowed on any main line, branch line or feeder channel as the state government has decided that no outlets would be provided on these channels. The policy prescribed that only 10 per cent of authorised discharge would be made available for rice shoots in the Bhakra Command System, while a maximum of 25 per cent additional discharge would be allowed for the Western Yaumna Canal System. ―There will be no shortage of water at the tail when temporary rice shoots are sanctioned. Similarly, rice shoots will not be given on those channels where tails did not get proper and authorised irrigation during the past two years,‖ the policy said.

Similarly, no rice shoots will be allowed to persons found guilty of unauthorised irrigation in the past five years. Besides, the minimum area for a rice shoot will be 20 acres, out of which 25 per cent of the area has to be grown with a crop other than rice. ―The department concerned will not recommend rice shoot where ‗sathi‘ paddy (60-day crop) is sown in the canal irrigation area. The rice shoots already in operation will be cancelled as the state government has already banned sowing of ‗sathi‘ paddy,‖ the policy added.

Navy seize 828 bags of contraband rice in Akwa Ibom July 17, 2018 The Nigerian Navy, Forward Operating Base at Ibaka in Mbo Local Government Area of Akwa Ibom said it seized 828 bags of contraband rice, two 40 horsepower outboard engines and the boats which were transporting the items. The Commanding Officer, FOB, Capt. Yusuf Idris, made the disclosure at Ibaka in Mbo Local Government Area of the state on Tuesday, adding that the seizure was effected by men of the personnel at FOB on patrol around Mbo river at about 20.48 hours on Saturday, July 14. Idris said the suspects abandoned the contraband and the boat at Mbo bank when they sighted naval gunboat, adding that the contraband goods were transported into the country from Republic of Cameroon. He explained that the command would continue to hunt merchants of contraband rice as they refused to halt trade in illicit items, saying that the seized commodity run into millions of Naira. The commanding officer said that the Nigerian Navy had resolved not to allow anybody or groups however powerful they may be, to rob the Nigerian government of legitimate earnings. About a week, after the Nigerian Navy operating in Akwa Ibom State arrested five persons with 444 bags of rice, the navy has again seized 828 bags of rice said to be contraband items. Although no arrest was made in the latest operation, the Commanding Officer, Forward Operating Base (FOB), Ibaka in Mbo Local Government Area of the state, Captain Yusuf Idris, said yesterday that besides the 828 bags of rice, two 40 horsepower outboard engines and a pumping

Captain Idris, who handed over the seized items to the Nigeria Customs Service (NCS) in Ibaka, disclosed that the rice was transported into the country from the Republic of Cameroon. He regretted that in spite of tight security on the country‘s waterways, smugglers have not still learnt their lessons, stressing that the command will continue to hunt the merchants of the contraband rice and other bound items into the country. While officers and men of the Nigeria navy are out to carry out their legitimate duties, Idris warned that they would not tolerate anybody or groups, however powerful they may be, to rob the Nigerian Government of its legitimate earnings. According to him, ―Like we have always said in line with the harmonised standard procedures, I am handing over 828 bags of rice suspected to be smuggled into the country from the Republic of Cameroon. BJP govt in Chhattisgarh increases MSP of rice by Rs 200; paddy farmers decry 'pointless' hike as inadequate India Vandana Agrawal Jul 18, 2018 11:20:07 IST Raipur: Despite a hike of Rs 200 per quintal to Rs 1,750 in the minimum support price (MSP) of rice, Chhattisgarh's paddy farmers are an unhappy lot. Chhattisgarh, eastern India's 'rice bowl', is home to 43 lakh farmers and paddy is the state's main crop. They were hoping the Bharatiya Janata Party (BJP)-led government would keep its promise of paying an MSP of Rs 2,100. Chhattisgarh's agriculture minister, Brijmohan Agrawal, said: "Chhattisgarh government is also providing a bonus of Rs 300 per quintal to the farmers, including which the farmers will get Rs 2,050 per quintal against paddy procurement. This decision is a boon for farmers of the state, bringing about a positive change in their lives." While taking oath at the commencement of his third tenure as chief minister, Raman Singh had on 12 December, 2013, written to the then prime minister Dr Manmohan Singh to increase the paddy MSP to Rs 2,100, as the BJP had promised in its manifesto as well.

There are continuous rate hikes of fertilisers and labour in the last few years. To ensure permanent food security, it's essential to increase the minimum support price, so that farming could be beneficial." Farmers of Arang village in Raipur district dismiss the support price as pointless. Dwarika Sahu, a farmer, said that cultivating paddy on one acre of requires 145 days of labour. The government has fixed Rs 230 as the minimum daily wage, so the labour cost alone per acre works out to Rs 33,350. Add Rs 700 for paddy seed, Rs 2,000 for pesticides and about Rs 3,000 for manure and the total cost is Rs 39,050, excluding rent. The average paddy output per acre is about 10 quintals. Sahu said, "For 10 quintals, the government is giving Rs 17,500 rupees. If you add a bonus of 300 rupees per quintal, then this support price increases to Rs 2,050 per quintal or Rs 20,500 per acre. But even so, for the farmer, that represents a loss of Rs 18,550 per acre."

Chhattisgarh Congress party president and MLA Bhupesh Baghel said, as per the recommendation of the Commission for Agricultural Costs and Prices (CACP), the MSP should be Rs 2,226 for paddy. While campaigning for the 2014 General Election, Prime Minister Narendra Modi and his party had promised to follow the Swaminathan Commission formula of setting the MSP on a cost-plus basis to make farming viable. The commission had recommended a purchase price that encompassed the 'comprehensive cost' of production (including imputed rent and interest on owned land and capital) plus 50 percent of the same and guaranteed purchase of the crop. The last point is crucial. Setting an MSP doesn't guarantee the government will procure the entire crop at this price. As farmer leader Anand Mishra said, "Only six percent of the farmer's total produce has been purchased in the last four years. In such a situation, forget about the prime minister's claims of doubling the farmer's income. The remaining 94 percent of the farmer's produce is looted by agents and middlemen paying just two-thirds of MSP." Mishra said the price of diesel has increased by Rs 11 per litre since 2014, when the MSP was previously revised. In the last six months, the prices of fertilisers have increased by 24 percent. Fertiliser companies that were selling a 50-kilogram bag of diammonium phosphate (DAP) fertiliser for Rs 1,091 in January this year are now selling it at Rs 1,290 a bag. Every year, Indian farmers purchase 8.98 million tonnes of DAP, which means they will have to pay an additional Rs 5,561 crore on fertiliser alone. As TS Singhdeo, the Leader of the Opposition in the Chhattisgarh Assembly, pointed out: "In the history of the last 70 years, the Modi government is the first one to impose taxes on agricultural commodities and instruments. You have five percent goods and services tax (GST) on fertiliser, 12 percent GST on agricultural instruments, 18 percent on tyres/tubes/transmission parts, 18 percent on pesticides and on storage equipment. In comparison, if there is hardly an increase in the support price of paddy. It seems that peasants are not in the government's priority." BJP govt in Chhattisgarh increases MSP of rice by Rs 200; paddy farmers decry 'pointless' hike as inadequate India Vandana Agrawal Jul 18, 2018 11:20:07 IST Raipur: Despite a hike of Rs 200 per quintal to Rs 1,750 in the minimum support price (MSP) of rice, Chhattisgarh's paddy farmers are an unhappy lot. Chhattisgarh, eastern India's 'rice bowl', is home to 43 lakh farmers and paddy is the state's main crop. They were hoping the Bharatiya Janata Party (BJP)-led government would keep its promise of paying an MSP of Rs 2,100. Chhattisgarh's agriculture minister, Brijmohan Agrawal, said: "Chhattisgarh government is also providing a bonus of Rs 300 per quintal to the farmers, including which the farmers will get Rs 2,050 per quintal against paddy procurement. This decision is a boon for farmers of the state, bringing about a positive change in their lives." While taking oath at the commencement of his third tenure as chief minister, Raman Singh had on 12 December, 2013, written to the then prime minister Dr Manmohan Singh to increase the paddy MSP to Rs 2,100, as the BJP had promised in its manifesto as well.

There are continuous rate hikes of fertilisers and labour in the last few years. To ensure permanent food security, it's essential to increase the minimum support price, so that farming could be beneficial." Farmers of Arang village in Raipur district dismiss the support price as pointless. Dwarika Sahu, a farmer, said that cultivating paddy on one acre of requires 145 days of labour. The government has fixed Rs 230 as the minimum daily wage, so the labour cost alone per acre works out to Rs 33,350. Add Rs 700 for paddy seed, Rs 2,000 for pesticides and about Rs 3,000 for manure and the total cost is Rs 39,050, excluding rent. The average paddy output per acre is about 10 quintals. Sahu said, "For 10 quintals, the government is giving Rs 17,500 rupees. If you add a bonus of 300 rupees per quintal, then this support price increases to Rs 2,050 per quintal or Rs 20,500 per acre. But even so, for the farmer, that represents a loss of Rs 18,550 per acre."

Chhattisgarh Congress party president and MLA Bhupesh Baghel said, as per the recommendation of the Commission for Agricultural Costs and Prices (CACP), the MSP should be Rs 2,226 for paddy. While campaigning for the 2014 General Election, Prime Minister Narendra Modi and his party had promised to follow the Swaminathan Commission formula of setting the MSP on a cost-plus basis to make farming viable. The commission had recommended a purchase price that encompassed the 'comprehensive cost' of production (including imputed rent and interest on owned land and capital) plus 50 percent of the same and guaranteed purchase of the crop. The last point is crucial. Setting an MSP doesn't guarantee the government will procure the entire crop at this price. As farmer leader Anand Mishra said, "Only six percent of the farmer's total produce has been purchased in the last four years. In such a situation, forget about the prime minister's claims of doubling the farmer's income. The remaining 94 percent of the farmer's produce is looted by agents and middlemen paying just two-thirds of MSP." Mishra said the price of diesel has increased by Rs 11 per litre since 2014, when the MSP was previously revised. In the last six months, the prices of fertilisers have increased by 24 percent. Fertiliser companies that were selling a 50-kilogram bag of diammonium phosphate (DAP) fertiliser for Rs 1,091 in January this year are now selling it at Rs 1,290 a bag. Every year, Indian farmers purchase 8.98 million tonnes of DAP, which means they will have to pay an additional Rs 5,561 crore on fertiliser alone. As TS Singhdeo, the Leader of the Opposition in the Chhattisgarh Assembly, pointed out: "In the history of the last 70 years, the Modi government is the first one to impose taxes on agricultural commodities and instruments. You have five percent goods and services tax (GST) on fertiliser, 12 percent GST on agricultural instruments, 18 percent on tyres/tubes/transmission parts, 18 percent on pesticides and on storage equipment. In comparison, if there is hardly an increase in the support price of paddy. It seems that peasants are not in the government's priority."
