China Looks to Pakistan to Boost Rice Supplies Mar 31, 2014

China is looking to increase its rice imports from Pakistan. The Vice Chairman of the Guangdong Grain Association recently led a 16-member Chinese delegation to Pakistan to speak with the Vice President of Lahore Chamber of Commerce and Industry (LCCI), to explore the methodology and technology Pakistani rice growers use and to try to foster cooperation between the two nations.Citing statistics that show Guangdong has the highest GDP and largest population in China, the Vice Chairman also pointed out that Guangdong has the highest volume of international trade in the country, making it a prime counterparty to boost Pakistan’s rice exports to China. The Guangdong Grain Association hopes to increase trade volume with Pakistan by improving farming practices, educating producers about newer seed varieties, and collaborating research and development work. The Vice Chairman urged Pakistan to sign the Memorandum of Understanding in order to facilitate agricultural business development, technical innovation, ecological and resources sustainability, and agricultural education.Pakistan has good reason to cooperate with Guangdong. Pakistan’s Federal Committee on Agriculture (FCA) has set a target of 6.81 million tons of rice (basis milled) production in 2014-15, up from 6.4 million tons in 2013-14; an increase in production will free up more rice for export.China is a major destination for Pakistan's rice exports. Thailand to Allow Inspection of Rice Before AFET Auction on April 9, 2014 Mar 31, 2014

Thailand’s Deputy Commerce minister says that the government will allow prospective buyers to inspect the quality of rice before the next auction for nearly 200,000 tons of rice from government stocks is held on April 9, 2014.The minister says that bidders could inspect the rice during April 2-8, 2014. The auction on April 9, 2014 will comprise white rice and Hommali rice from government's warehouses in Buriram, Udon Ratchathani, Si Sa Ket, Suphanburi, Singburi and Chainat provinces. The minister says that the inspections will help build confidence among exporters. However, local sources say the move would allow buyers to fix prices for rice before auctions. According to the USDA, the government has sold some rice from its stockpile to traders at around 20-30% below market prices in previous auctions this year. The April 9, 2014 rice auction will be done through the Agricultural Futures Exchange of Thailand (AFET). According to official sources, the caretaker government has so far sold over 500,000 tons of rice through the AFET, and plans to sell more than one million tons of rice in June, 2014. The auctions are expected to generate around 10 billion baht (around $308 million) to make payments under the rice mortgage program that was discontinued in February 2014. upcoming summer season in the region.People in the southern states of Andhra Pradesh and Karnataka also prepare raw mango rice which is made with grated raw mango and cooked rice. Recipe for raw mango rice is simple and the dish is popular in southern India. Ingredients: 3 cups medium grain rice, cooked 1-2 cups green mango, grated 1-2 sliced green chilies 1-2 dried red chilies 1 tea spoon oil (preferably peanut oil) 2 table spoon cashew nuts 2 table spoon peanuts 1/4 tea spoon turmeric 1 table spoon Bengal Gram (Chana dal) 1/4 tea spoon fenugreek seeds 1 tea spoon mustard seeds 2 tea spoon split black gram (Urad Dal) 1/2-1 cup fresh coconut, grated - optional Salt to taste Curry leaves to garnish Method of preparation: The tangiest of mangoes are best suited for this dish. Take one cup of grated mango if it is very tangy or 2 cups if less. Soak the Chana Dal (Bengal Gram) in warm water for 20-30 minutes. Peel the mangoes and grate it to the required amount. In a hot pan, add the oil and then add mustard seeds along with red chilies and green chilies. Now add the lentils (Bengal gram after draining and Urad dal) along with fenugreek seeds. Add peanuts and cashews next. Roast these for 1-2 minutes in medium heat. Then add salt and turmeric and sautĂŠ it well. And last add the grated mango and turmeric. Mix it well. Mangoes need not be well cooked. Now, add the cooked rice and gently mix. In Karnataka, people usually use chopped mangoes instead of grated mango and grind it with coconut, green chilies and 1/2 tsp of mustard (use the remaining 1/2 for tempering) seeds into a paste. Water can be added if needed. The rest of the cooking process is same. Fried brown rice - Ingredients: 2 cups Rice (rinsed and soaked for 30 minutes) 2 onions (finely sliced) 4 tea spoon sugar 2 (5 cm) cinnamon sticks 6 cloves 1 tea spoon salt 4 table spoon melted ghee (cow milk fats) Method of preparation:

India, Southeast Asia Rice Production May Decline in 2014 Due to El Niño, Japan Weather Agency Says Mar 31, 2014

International weather agencies continue to warn about the occurrence of El Niño, a weather phenomenon

associated with warming of the Pacific Ocean. El Niño is often associated with poor rainfall in India and some key rice producing countries in India and with higher than normal rains in South America. In its latest monthly forecast, the Japan Agency for Marine-Earth Science and Technology (JAMSTEC) said that drier and warmer-than-normal condition in India and Southeast Asia in the boreal summer may adversely affect rice production this year. Dr. Takeshi Doi of JAMSTEC’s Climate Variation Predictability and Applicability Research Program says that there is a more than 50% chance that El Niño will start evolving in July this year, a crucial time for rice planting of the main crop in India and some other Asian countries.Dr. Takeshi Doi says that in the boreal summer, most parts of Europe, the Middle East, India, Southeast Asia and Mexico will be in a warmer-than-normal condition, whereas the U.S., Canada, and Far East (including Japan) will experience a colder-than-normal condition. However, he adds that there is a need for further research because predicting the impact of El Niño on the mid-latitudes is still challenging. However, the chief of the Indian Meteorological Department (IMD) says that the numerous reports and forecasts about the increasing possibility of a drought due to El Niño this year are rumors. The IMD director-general told local sources that some western countries are spreading rumors about lower rice production in India to manipulate the stock markets. He has asked traders not to heed to such reports and refrain from hoarding of grains. Tags: India rice production, India rice prices, Weather India monsoon, El Niño, JAMSTEC

Thailand Exports 1.4 Million Tons of Rice in January – February 2014; Up 40% from Last year Mar 31, 2014

Thailand rice exports have surged to around 1.4 million tons in January 1 – February 28, 2014, up around 40% from the same period last year, the USDA says citing Thai Customs Department. At the current pace, Thailand’s total rice exports in 2014 could reach around 8.4 million tons, up about 27% from around 6.6 million tons exported in 2013. The USDA says that Thailand rice exports have increased this year due to sales of government’s rice stocks at low prices, sometimes 20-30% below market prices.Thailand is also planning to participate in a tender closing April 15, 2014 to supply 800,000 tons of rice to the Philippines. The Director General of the Department of Foreign Trade says that there is no need to sign a Memorandum of Agreement with the Philippines administration to participate in the tender and his department is awaiting the Commerce ministry’s approval to join the auction. Thailand’s Commerce Ministry says that Thailand has a good chance to win the Philippines tender. A ministry source says that Thailand's 25% rice is priced at around $350 per ton, which is lower than Vietnam’s $355 per ton and India’s $365 per ton. However, sources say that Vietnam may drop export prices soon to secure the deal.Last week, Iraq’s Grain Board said that it will allow Thailand to participate in rice import tenders, a move that is likely to boost Thailand rice exports this year. Iraq purchased around 845,000 tons of rice from Thailand in 2012, but stopped purchasing rice from Thailand in the second half of 2013 due to quality concerns. Tags: Thailand rice exports. How Will Future Global Rice Needs be Met? The Answer May Surprise You Mar 31, 2014

By 2025, the world will need an additional 300 million tons of rice to meet demand, according to FAO estimates. (Production today is around 475 million tons). Meanwhile, the available rice acreage in major riceproducing nations, such as China and India, is shrinking as rice land is increasingly used for industry, roads, and other development infrastructures. With the outlook for rice acreage in China and India dim, and rice availability critical for political stability, two things are needed: higher paddy rice yields and increased rice acreage and production in areas with greater agricultural land availability, according to findings by Ram C. Chaudhary, a global rice genetics & breeding expert (http://oryza.com/biography/ram-c-chaudhary). Dr. Chaudhary points out that while increasing rice production by increasing yields is not exhausted after green revolution, the “second green revolution will be harder. Thus, increasing rice production by bringing in additional rice acreage is a plausible solution. Land in South Asia and Southeast Asia is available only in few countries. This land also belongs to two major categories, environmentally sensitive swamps and marginal uplands. Major rice crop producing lands are mostly available in Africa and Latin America.Dr. Chaudhary will outline this thesis and his projections, benefiting from decades of studying and working in the global rice sector, in an upcoming report, downloadable on Oryza.com.
