Pakistan faces a widening trade deficit that has taken on the central bank‘s foreign exchange reserves, forcing the currency to weaken in the last eight months. ―We completely depend on export of textile and raw agriculture products,‖ said Senator Shibli Faraz while presiding over a meeting of the committee. ―It will never help us increase exports beyond $30 billion.‖ He said reducing tariffs on machinery imports or other export-oriented material alone would not help boost foreign shipments. The government will have to take other initiatives to make export-oriented products more competitive and more value added, added the official. He also urged ministry officials to work out a comprehensive and practical policy framework in this regard. Senator Nauman Wazir said Pakistan and China enjoy cordial relations, but Islamabad was not deriving any extraordinary benefit from the friendship. ―The trade gap between the countries is massive as our exports to China stand at $1.5 billion while imports are more than $15.5 billion,‖ he added. He said China imports over 10 million tons of rice a year while the share allotted to Pakistan is negligible. China allows import of only 100,000 tons of Pakistani rice at 3 percent duty. Further duty of 55 percent is levied on additional rice import from Pakistan. ―The Free Trade Agreement (FTA) with China should be reviewed as it is not benefitting Pakistan,‖ he said. ―Country should take full advantage of tense China-US trade ties.‖ An official of commerce ministry, Muhammad Tariq Huda, informed the committee that the country earns 47 percent of total revenue from international trade which should be reduced in order to minimise the cost of production of export-oriented goods.

Louise Maureen Simeon (The Philippine Star) - July 20, 2018 - 12:00am MANILA, Philippines — Despite the continuous arrival of imports, the average wholesale price of wellmilled rice has increased by eight percent to P41.87 per kilogram, the Philippine Statistics Authority (PSA) reported. The PSA noted the increase had inched up by a minimal 0.2 percent. The wholesale price of regularmilled rice was P38.69 per kg, 10 percent higher than the previous year. Its average retail price also increased nine percent to P41.07 per kg. In its regular update on palay, rice and corn prices, PSA said the average price of palay went up to P21.48 per kilogram from P19.42 per kg last year. Week-on-week, prices were also up by almost one percent. The farm gate price of paddy rice remains in an upward streak for seven months now after it posted an increment of 11 percent at the start of July, the PSA said. State-run National Food Authority (NFA) earlier said prices would start to stabilize at the beginning of June but delays on the unloading of vessels due to weather disturbances slowed down release of cheaper imported rice in the markets.
NFA rice serves as stabilizer in the market to avoid jacking up of prices of commercial rice. The NFA is expecting consumers to feel the decrease in prices by about P1 to P2 per kg starting next month. The PSA however said the country‘s rice inventory remains on a downward trend, decreasing by eight percent to 2.36 million metric tons (MT) last month. This is also 19 percent below the previous month‘s stock level of 2.9 million MT. Meanwhile, farm gate prices of white corn grain grew 17 percent to P15.98 per kg. Week-on-week, prices were up less than one percent. Prices of yellow corn grain likewise picked up by 28 percent year-on-year to P14.05 per kg and increased two percent on a weekly basis.

Before the recent Horizon Ag Rice Field Day in Kaplan, La., Delta Farm Press sat down with Dr. Tim Walker, general manager of Horizon Ag, to discuss weedy rice (red rice), the new Provisia Rice System, and how it will impact U.S. rice production in 2018 and beyond. Back in the late 1990s, five independent seed companies merged to form Horizon Ag with the intent to deliver Clearfield rice varieties to the market. The Clearfield Production System became commercially available in 2001 with pure-line varieties developed by the Louisiana State University AgCenter. Since those first releases, Horizon Ag has also marketed varieties developed by Mississippi State University and the University of Arkansas. The system saw widespread adoption because it gave producers a way to control red rice in commercial rice production. ―Since then, continuous rice plantings year after year, along with outcrossing and volunteer Clearfield F2s from Clearfield hybrid production, created what is being called weedy rice,‖ says Walker. ―As with any technology, resistance has developed in some areas — some worse than others.‖ Work began in the late 2000s to develop a new rice technology system that would not only complement the Clearfield system, but also give growers a tool to control weedy rice. The Provisia Rice System was launched this year, providing a different mode of action and effectively controlling the weedy rice complex. ―We‘ve seen more problems with weedy rice in southeast Arkansas, south Louisiana, and far northeast Arkansas, where growers practice continuous rice production,‖ says Walker. ―Despite those pocketed problem areas, the Clearfield system is still very effective in over 70 percent of overall U.S. rice acres where we believe grower stewardship of the technology (like rotation and other herbicide use) has extended the life of the Clearfield technology.‖
The Message
Although Walker and his technical staff showcased the first variety released and tolerant to Provisia herbicide, PVL01, they reiterated they are not moving past the Clearfield system, and, in fact, have new rice varieties in the development pipeline to be launched over the next few years. Growers in attendance wanted to hear about anything they might need to be aware of regarding Provisia, especially as their rice is nearing or at heading. ―I‘m sure they all want to hear how PVL01 is performing in our trials, up-to-date yield data, and how it is grading at the mill,‖ adds Walker. As with any new technologies, there have been bumps in the road implementing the technology. After an initial application of Provisia early in the season, some yellowing of leaves occurred, or plant stunting was seen. ―This crop response may have set some plants back a little, but in the areas where we saw that occurring, they recovered rapidly,‖ adds Walker. ―You could tell then that herbicide had been applied, but you can‘t tell it today. There should be no impact to yield potential.‖ Weedy Rice and Acres
Before the Clearfield system, there were no herbicides to combat red rice. Cultural practices like water-seeding, crop rotation, or working the soil in mud were used. Sometimes they were ineffective and sometimes they were not. Once Clearfield hit the market, growers in south Louisiana could transition to the drill-seed, delayed flood production culture that was commonly used in the Mississippi Delta, and the Grand Prairie — two high-yielding rice production areas. Walker mentioned that landowners who may have found it difficult to rent their land for rice production with uncontrollable red rice seed banks, now have an option to bring that land back into production.
―Growers farming with crop loans who have to show their crop to bankers may feel better about the aesthetics of their rice crop,‖ explains Walker. Rice acres in the U.S. are down and have been trending in that direction, while U.S. rice imports continue to trend upward. ―We‘re on track to import the equivalent of 400,000 acres of rice this year and that‘s alarming,‖ says Walker. ―We import mostly from Thailand and India, but more and more we are importing rice from areas like South America that is very similar to the type of rice we grow here in the U.S.‖ Reports from PVL01 show it has excellent grain quality, very low chalk, and good length — characteristics important to high-end customers in central America. ―PVL01, along with our newer Clearfield lines like CL153 and CL172, address many of the problems associated with quality that the southern U.S. rice industry faces currently,‖ says Walker. Horizon Ag has been sounding the bell of stewardship loudly. With a very telling case of how a technology (i.e., Clearfield) can develop resistance, we‘re doing everything we can to educate growers on the need for understanding, establishing, and stewarding correct crop rotations,‖ adds Walker. Eighteen years separated the commercial launch of Clearfield and this year‘s launch of Provisia. Walker knows it usually takes 10 years from the time you hear about a new technology until it becomes commercially available.

Rice is a highly political commodity in the Philippines due to its importance as a staple food for the majority of the population and a source of employment to millions of Filipinos.Thus, like all the other previous administration, the Duterte leadership had intended to push for self-sufficiency in rice within the first two years of its six-year term.But that was two years ago. Today, it seems that the Duterte administration has given up on this goal.
President Duterte admitted it would be unlikely for the country to achieve self-sufficiency in rice in the near term.―I do not believe we can be self-sufficient in rice. If you‘d ask me, in the next so many years, we will just have to import rice,‖ he said in a recent speech.He said shrinking farmland and a growing population made it difficult to produce enough rice to meet domestic needs.Self-sufficiency in rice, according to the Philippine Rice Research Institute, means the country must produce the national rice requirement while maintaining a buffer stock that can be tapped in times of need. But the inability to produce enough of the staple to meet these criteria does not necessarily mean putting the nation‘s food security at risk.As the President said, the country can resort to rice importation.\ The President has been vocal with his intent to lift the quantitative restriction or quota on rice imports, and to replace it with tariffs. Economic managers believe tariffication of rice imports will result in adequate supply and lower retail prices, while the tariff will translate to additional revenue for the government. More important is that rice tariffication is expected to lessen the pressure on inflation, which has reached a five-year high of 5.2 percent in June. As a staple, rice makes up 10 percent of a Filipino‘s total consumer index, which means that any increase in its price can put a slash on consumers‘ pockets. The depletion of the National Food Authority‘s (NFA) rice stocks may have proven the President‘s point. In April, the NFA reported that its rice reserves had been completely wiped out, which meant it would not be able to fulfill its mandate to stabilize the supply and price of rice in the market. Its administrator Jason Aquino blamed this on the agency‘s low buying price for palay and its council‘s decision to defer importation. Rice imports, he said, would‘ve replenished the agency‘s stocks. It will enable NFA to meet the demand for subsidized rice.Three months since the NFA supply shortfall, rice prices have increased substantially. According to the price monitoring report of the Philippine Statistics Authority (PSA), retail prices of the staple have risen for 26 straight weeks now.Compared to NFA rice variants priced at P27 and P32 a kilo, retail price for regular-milled rice now stood at P41.07 a kilo while well-milled rice is being sold for P44.69 a kilo.Aside from tight supply given the dwindling stocks of the grains agency, global oil prices have also been volatile since the early part of the year, adversely affecting prices of food commodities. In the Philippines, fuel cost accounts for 30 percent of a farmer‘s total production cost, on top of transport costs.
According to NFA spokesperson Rex Estoperez, prices of rice in the market may go down once NFA completes its distribution efforts, which is expected by mid August. Even then, prices may decline by only P1 to P2 a kilo.The Department of Agriculture, for its part, has remained optimistic about the rice sector. Agriculture Secretary Emmanuel Piñol said he was expecting this year‘s rice harvest to exceed last year‘s record high of 19.26 million metric tons (MT) as more farmers were encouraged to plant the crop given the prevailing high buying prices of palay.In March, farmgate price of palay breached the P21-a-kilo-mark for the first time in nearly two years.Contrary to Mr. Duterte‘s remark, Piñol is optimistic the country may still achieve self-sufficiency given his department‘s latest strides. For this year, the DA is targeting to reach a rice self-sufficiency rate of 96 percent. It has intensified its credit access and irrigation programs, which have been successful in increasing yields. Still, with the country‘s obligation under the World Trade Organization, the Philippines must open its doors to rice imports in exchange of lower tariff rates for other commodities and more flexible trade pacts.
However, various labor groups, rice retailers, rice distributors and even the agriculture secretary himself are not sold on the prospect of lower rice prices once the administration shifts to a tariff regime.―The liberalization of the agriculture sector since the mid-‘90s saw the dumping of agriculture imports in the country, but it did not help in lowering the prices of most agriculture products,‖ Samahang Industriya ng Agrikultura chair Rosendo So said. ―Unless they allow private traders to import rice with a condition that they can sell these imports only at a certain price, it won‘t work. Until then, nothing is going to change,‖ Piñol said.Ultimately, both economic managers and industry stakeholders are banking on a better safeguard for local farmers against tighter competition with the unregulated entry of cheaper rice. Sierra Leone suffers greatly from high food prices, especially during rainy seasons when prices of basic food commodities including the staple rice usually go through the roof.The African Press Agency today Wednesday July 18, 2018 went to talk to food traders and ordinary Sierra Leoneans about the high food prices in the capital city Freetown. ―I have to increase prices whenever my suppliers increase their prices,‖ said Ibrahim Bah, a grocery store owner at Lumley, west part of Freetown. ‖Food prices have been increasing sharply since May,‖ he added. Bah said, for example, the price of peak tin powered milk (400g) has increased by 20 percent in one month or from 25 000 leones (about $3) in June to 30 000 leones (about $3.7) in July. Fatmata Koroma selling eggs opposite the streets said one dozen eggs cost 10 000 leones (about $1.2) in June but price had increased to 14 000 leones (about $1.7) per dozen, a 4 percent increase. ―It is the devaluation of the leone against the US Dollar‖ Fatmata answered when asked about what might have caused the price increase. ―The 50kg bag of rice I used to sell at 220 000 leones last month now cost 240 000 leones‖ said a middle aged man who identified as ―rice store owner.‖ The rice store owner who sells rice in bags in the city center of Freetown said rice importers had no choice but to increase prices due to growing cost of having to pay for rice imports in US Dollars. However, high food prices are inflicting an untold suffering on ordinary Sierra Leoneans including Aminata Kamara, a single mother of four young children in a country where over 70 percent of the population lives below the poverty line, according to United Nations Development Program (UNDP). Aminata who lives at levuma beach, a slum community situated between Juba Barrack and Goderich village told the African Press Agency that ―food traders are taking advantage of their customers who are desperate to find food to eat.‖ She described her community as hungry and destitute.
―Even the cassava leaves traders would increase prices unnecessarily and blame it on the US Dollar‖ she said as she warned her eight-year-old son to stay indoors while the heavy rain was pouring down. Cassava leave sauce cooked with palm oil is traditionally served with rice in Sierra Leone ―What US Dollar has to do with cassava leaves that are produced locally and not imported?‖ Aminata asked in krio, the local language. However, the leone, the local currency has lost over 90 percent of its value to the US Dollar since 2014. In 2014, 4 300 leones used to buy $1 in the foreign exchange market. Today $1 costs about 8 200 leones. Import dependence has in large part prevented Sierra Leone from stabilizing prices and its currency. Sierra Leone has to import almost everything including high-tech goods, basic staple and textile to meet local demand. In an effort to stabilize food prices, the new administration of President Julius Maada Bio has, among other measures, cut import tax on food commodities, according to Sierra Leone‘s Ministry of Trade and Industry. ―Import tax on basic food commodities has been cut by over 60 percent as part of government‘s effort to make prices stable,‖ said Charles Mareweather Thompson, the chief director and professional head at the Ministry of Trade and Industry. In an exclusive interview with the African Press Agency, Thompson said import tax on basic commodities including flour and sugar has been reduced from 30 percent to 10 percent. He added that rice importers had been exempted from paying import tax. Thompson blamed the country‘s dependency on imports for high food prices and the devaluation of the leone against the US Dollar. Agriculture, the biggest sector in terms of employment, has not been able to produce enough food to meet local demand or reduce Sierra Leone‘s dependence on imported food despite large scale Foreign Direct Investment (FDI) in agriculture over the years. The culture of subsistence farming that used to feed family famers and send their children to school has been disappearing since the end of the civil war in 2002. It seems family famers have leased their farm lands to foreign investors and went to live in towns, and cities or Freetown where growing number of people are living in over-crowded slums vulnerable to criminal activities, plagued by poor sanitation, and susceptible to water borne diseases such as cholera. According to a report published in 2011 by the Oakland Institute, between 2007-2010 foreign companies including Swiss-based Addax Bioenergy leased over 508,292 hectare, about 7 percent of Sierra Leone‘s total land area (7.2 million hectare). Despite large scale investment in agriculture, Sierra Leone has not been able to stabilize food prices and as a result Ibrahim Bah, Fatmata Koroma and Aminata Kamara have respectively put the blame on suppliers, the US Dollar, and cassava leave traders for the high food prices.

Rice export sees huge opportunities from traditional markets
Vietnam’s rice export has posted remarkable figures in the first half of 2018, and the sector expects business to get better in the remaining months of the year as the country’s traditional rice markets are increasing import.
The latest statistics from the Ministry of Industry and Trade (MoIT) show that Vietnam exported 3.6 million tonnes of rice, earning 1.83 billion USD in the year‘s two first quarters, up 26.2 percent in volume and 44.3 percent in value year-on-year. In June, Vietnam‘s 5-percent broken white rice was sold at 450 USD/tonne, higher than that of India and Thailand, which were at 410 USD/tonne and 435 USD/tonne, respectively. China still remains the biggest importer of Vietnamese rice, accounting for 26 percent of the country‘s total rice volume and export turnover, with 891,688 tonnes worth 474.84 million USD. However, rice export to this market suffered a 27.6 percent decrease in volume and a 14.8 percent drop in turnover compared to the same period last year. The price of export rice to China in the last 6 months reached an average of 532.5 USD/tonne, up 17.7 percent year-on-year. Meanwhile, shipment of rice to Indonesia - the second largest rice importer of Vietnam, recorded a sudden surge, up 45 times in volume and 60 times in value over the same period last year, reaching 685,908 tonnes worth 322.01 million USD. The export price also sharply increased by 33.7 percent to an average 469.5 USD per tonne. Other major export markets of Vietnam in the period were Iraq, Malaysia, the US, Hong Kong (China), the Philippines, and Ghana, the ministry said. Experts predict that Vietnam still has the opportunity to increase its rice export turnover in the remaining months of the year thanks to the increasing demand of traditional markets.
From the last quarter of 2018 to the first quarter of 2019, the demand of rice is forecast to increase in the Philippines market as the country plans to launch bidding for the import of 805,200 tonnes of rice under the Minimum Access Volume (MAV) scheme of 2018. If the plan is carried out, it would be a great chance for Vietnam to boost rice export as the Philippines has been one of the largest markets of Vietnamese rice in recent years. The demand for rice from Indonesia and Malaysia is projected to remain stable, the ministry said, adding that the Bangladesh market also has a demand for rice import besides big demand in the African market. Experts, however, noted that Vietnamese rice exporters are also facing many challenges. At a recent teleconference, Minister of MoIT Tran Tuan Anh pointed out that impact from the US-China trade war is likely to affect Vietnamâ&#x20AC;&#x2DC;s exports, including rice. In addition, protectionism is reappearing, as seen in the USâ&#x20AC;&#x2DC;s applying trade safeguard measures, or in Indonesia and India. Therefore, with its highly-open economy, Vietnam will partly suffer from these fluctuations. Experts said that the best solution for now is to focus on improving the quality of rice for export through using high quality varieties and promoting technology application, and mechanization to reduce production costs, increase productivity and quality of rice, thus increasing the value and competitiveness of products. Exporters are also advised to fully take advantage of free trade agreements with foreign partners to diversify markets, towards increasing export turnover. Vietnam is expected to harvest 23.3 million tonnes of rice in the remaining months of 2018, raising total output in the year to 43.9 million tonnes, representing a year-on-year rise of at least 1.2 million tonnes. The Sierra Leone government has called on private investors, particularly rice importers, to rethink their business model and move away from importation to exportation.The Ministry of Agriculture made the call on Thursday as it convened a national stakeholders conference aimed at rallying investment for agriculture and rice production in particular.The conference, which includes exhibition of local produces, is hosted by the Ministry of Agriculture, Forestry and Food Security. Officials say it is meant to mobilise private sector players to invest in rice production, processing and marketing. Sam King Brimah, Deputy Minister of Agriculture, said the conference is a deliberate attempt to get the players in the sector to change views about agriculture as part of the government‘s goal of attaining food security in the long term.Of the 72,300km sq total land mass of Sierra Leone, 72 percent is said to be arable for rice production, yet only 12.2 percent is under cultivation, according to figures produced by the Agriculture ministry. The figures also show that the country spends between $350 million and $400million on food imports annually. About half of that – about $200 million, goes to rice import alone. ―We can‘t continue to do that. As a nation, we can‘t have prestige when we import our staple food year in year out. That‘s where government is seeking solution,‖ said Mr Brima.The ministry said rice takes more than half of the demand of forex, stressing the need to reduce that demand by growing the staple food locally. The plan is to provide land and other incentive for the farmers, including loans at reasonable interest rate. Minister Brimah also disclosed that Thursday‘s event was part of a long term plan that entails the convening of two more conferences, with one scheduled later in the year for a European capital to woo international investors.
Thursday‘s opening session brought together representatives of all financial institutions in the country: bankers, insurers, as well as the business community. ―We are offering them a chance to say rice processing is not a charity. Crowded Eurasian cities outstrip their local resources, requiring imports to survive. In the Americas, agriculture sprawls and farmers clear untold acres of land, transforming forests into ash. This picture describes both the modern world and the prehistoric one, according to research from recent years. Multiple lines of evidence have revealed a bustling, pre-industrial society that made sweeping changes to its environment, leaving behind signs for modern geographers and climatologists to argue about. Did clearing forests release a lot of carbon or a little? Did rice farming dump extra methane into the atmosphere? The debate may seem esoteric, but understanding how early humans changed the planet is essential for putting todayâ&#x20AC;&#x2DC;s upheaval into context. In a nutshell, the thinking that humanityâ&#x20AC;&#x2DC;s impact starts from the Industrial Revolution may be too simple a story.
―If we estimate that most changes to the biosphere only occurred during the last century or so, you end up with a very different sort of understanding of where we are today,‖ says Jed Kaplan, a land use researcher at Oxford University‘s Environmental Change Institute. Thousands of years ago, as agriculture spread and forests burned, the number of carbon molecules in the atmosphere rose by about 20 parts per million (ppm). The swell in carbon was modest compared with today‘s spike of 120 ppm, but it was enough to catch the attention of modern scientists when they spotted the change in ancient air bubbles trapped deep within Antarctic ice. One such dubious climatologist, William Ruddiman of the University of Virginia, thought the time frame couldn‘t be mere coincidence. In 2003, he proposed that early humans jump-started climate change by clearing land for farms some 7,000 years before factory emissions would accelerate the rise in carbon dioxide and methane. This paradigm-shifting hypothesis sparked a messy debate over the origins of human-induced climate change that continues today. Evidence keeps ―pouring in,‖ Ruddiman asserts. He rattles off a list of land use models, archeological surveys and pollen studies that he says all point to that same conclusion: Agricultural societies bloomed fast and early, stripping up to ten times more land than previous studies had estimated and occupying more than one percent of the planet by 6,000 BC. However, numerous critics see a different story written in the same ice cores that inspired his theory. ―The numbers just don‘t add up,‖ says Jeff Severinghaus, a geochemist at the Scripps Institution of Oceanography, who argues that the atmospheric effect of pre-industrial human carbon emissions is basically negligible. ―That‘s the real nail in the coffin.‖ Today, many paleoclimatologists can agree on two things. The first is that the spread of rice paddies across Asia could easily explain the rise in atmospheric methane seen over the last 5,000 years. Bacteria deprived of oxygen produce methane during digestion, and the flooded fields needed to grow rice created just such conditions. Additional flatulence from livestock probably contributed to methane emissions too. The relatively conservative International Panel on Climate Change (IPCC) calls this scenario ―as likely as not,‖ and even Severinghaus, a skeptic of Ruddiman‘s overall hypothesis, says it‘s ―almost certain.‖ Researchers also agree that pre-industrial humans burned a lot of trees while clearing land for farming, releasing their stores of carbon into the atmosphere. Today‘s plant cover is likely half of what it would have been had human civilization not so thoroughly carpeted the planet– and the carbon that those lost trees and bushes could have kept locked up now wafts about the atmosphere, accounting for up to 15 ppm of additional carbon dioxide according to a 2017 estimate. Contrasting the amount of tree pollen with grass pollen in ancient peat bogs and lake bottoms suggests that by 5,000 years ago, one-fifth of the planet‘s deciduous forest losses had already taken place. By then, there were only a few million early farmers, but rudimentary technology made their land use highly inefficient, even by medieval standards. So did prehistoric humans burn enough trees to noticeably raise the atmosphere‘s carbon count? Many climatologists say yes, if only barely. Severinghaus can stomach a human-induced rise of
―one to two [ppm] at the very most,‖ while the IPCC calls the idea of significant early human influence ―unlikely.‖ Meanwhile, an interdisciplinary community of archeologists, pollen counters, and land-use modelers is converging on a different result. ―We‘re talking about 20 ppm maximum,‖ says Kaplan. He doesn‘t dispute that natural processes like glacial melting also played a big role, but suggests it would be foolish to completely discount the rapid expansion of early humans. Geochemists like Severinghaus point out that the balance of ocean carbon and land carbonin the ice cores has held steady, which they assert implies that large carbon bursts from the land (where humans farm) never happened. But that argument doesn‘t convince geographers. ―Usually the simplest explanation is the correct one,‖ Kaplan says, ―but when it comes to the global carbon cycle, the more we learn about it, the more we realize that it defies simple explanation.‖ That carbon balance tracks only the net change, he explains, so processes that suck up land carbon such as peat growth and erosion could have wiped clean the fingerprints of deforestation. Some researchers also question whether the 20 ppm rise in carbon is truly unique. While ice cores show falling carbon counts between most of the eight recorded ice ages, at least one of these interglacial periods features rising carbon concentrations similar to our own. The cycles often differ because Earth‘s orbit wobbles and bends, affecting how much sunlight reaches the planet‘s surface. Severinghaus argues that weaker sunlight melting less glacial ice is enough to explain the different carbon trends naturally. While a chasm separates Ruddiman and his geographer clan from mainstream climatologists today, most researchers agree on which data could move the discussion forward. Geochemists await better ice core measurements of carbon to help nail down what came from the land and what came from the sea. Meanwhile, geographers hunger for more of what they call ―groundtruth‖ evidence: bigger databases of pollen counts and early human settlements. They hope this information could fill in the gaps in the archeological record with more direct information about how much land humans cleared, and when. A vindication of Ruddiman‘s ideas would rewrite the start of the human climate change story, but not the end. ―It‘s an addition, not a replacement,‖ he says. Even if the 280 ppm seen at the dawn of the industrial revolution already had 20 ppm of pre-industrial carbon rise built in, that shouldn‘t affect how we address climate change in a world where counts have breached 400 ppm and the burning of fossil fuels has spread far beyond China. ―Given where we are and given where we‘re going, the trend is rising so fast and so much that [getting down to] 300 parts per million would be wonderful. FDA Decision to Begin Enforcing Milk Definition Could Benefit Rice By Lesley Dixon July 20, 2018 WASHINGTON, DC - U.S. Food and Drug Administration (FDA) Commissioner Scott Gottlieb announced on Tuesday that his agency will be reconsidering the way it enforces the standard of identity (SOI) for milk when it comes to non-dairy beverages. The move could prevent plantbased beverages made from soy, almond, and oats from being marketed as "milk," and would be a boon to the dairy industry, which has long fought for consistent enforcement of the FDA's existing regulations concerning the definition of milk and by extension, product labeling. The development has significant implications for other foods engaged in identity battles, notably rice, which has been crying foul on what it calls "rice pretenders" such as riced cauliflower for more than one year.
"An almond doesn't lactate," said Gottlieb at Politico's Pro Summit on Tuesday, referring to the fact that the federal SOI for milk specifies that it be produced by a lactating cow. "Have we been enforcing our own standard of identity? The answer is probably not."
Gottlieb stated that the FDA will soon be issuing a guidance document that outlines changes to its policies for the enforcement SOI for milk and regulating the marketing of plant-based "milk"
beverages. A month-long open comment period to solicit public opinion on the issue kicks off on July 26 at a public meeting in Rockville, Maryland.
"My advice is that people get their ducks in a row and use this open comment period as a platform to weigh in on the standards issue," said Chris Galen, senior vice president of communications at the National Milk Producers Federation, an organization that has worked hard to bring the FDA's attention to the issue of milk pretenders. "I think the bottom line is that Gottlieb heard a lot of footsteps from us and the dairy industry over the last eighteen months, and now he's finally feeling more pressure to act."
While the SOI for milk is not enforced domestically when it comes to plant-based beverages, other countries like Canada, the UK, and the EU all prohibit non-dairy products from being marketed as milk. "These companies would be able to adapt easily," said Galen. "They sell the same product under the name 'almond beverage' in other countries and they're doing fine. The standard is the same all over the world. The U.S. just chooses not to enforce it."
"We are pleased that the FDA is revisiting its policies on 'not milk' products," said Michael Klein, USA Rice vice president of domestic promotion. "This is all about transparency and accuracy in the marketplace. At its core, our position on rice pretenders is, I think, the same as the dairy industry's on their imposters: they say almonds don't produce milk; we say rice is a grain, not a shape. We're both right, and while there is room in the marketplace for all these other products, they should be called what they are, not what they emulate."
Klein said his group will continue to pressure FDA for a federal SOI for rice and that they are enlisting the help of allies in Congress, the USDA, and even Arkansas Governor Asa Hutchison, whose state produces about 50 percent of the rice in the United States and recently came down strongly in favor of an SOI for rice.
"International standard setting bodies, of which the FDA is a participant, have a scientifically accepted definition of rice that it is 'whole or broken kernels obtained from the Oryza sativa L. plant,'" Klein said. "We would expand it to include wild rices from the four species of grasses from the genus Zizania, but this is a pretty easy fix. FDA just needs to formally adopt the definition here it has already accepted overseas."

A top chef has revealed a secret trick which could put the days of burnt saucepans and mushy meals behind us. Australia's Monty Koludrovic shared his expertise on 9Honey's podcast What the F is For Dinner . He says the key to the perfect flurry rice is washing the grains before you cook them. But we're afraid a quick old rinse won't do, and if you want to do it properly you'll need to wash it about 30 times. Yep, 30 TIMES . ""If you picture the starch being microscopic grains of stickiness... as they absorb water, they don't have the ability to stand up to pressure so their structure is pasty," he says.
"Whereas the starch in the rice helps it stand up and be fluffy." New Scientist magazine looked into a range of kitchen customs with the help of food scientists and suggested home cooks could learn a lot from science, the Daily Mail reports. Contrary to popular belief, Dr Matt Hartings said not stirring risotto constantly will make no difference to its creaminess. This was backed up by US chef Kenji Lopez-Alt, who said a better way to make risotto creamy was to wash the rice beforehand. Kenji said that the addition of stock affects the release of starch, rather than stirring. How to create the perfect pasta is also a subject of constant debate. But while many Italian chefs claim pasta should be added to a big boiling pot of water, scientists say it will be brought to the boil faster in a small pot because of the reduced surface area. Some people believe peeling and soaking onions will help to hold back the tears, but reports say the chemicals which cause tears are not released until after it is chopped.
When it comes to tomatoes, scientists have claimed the best temperature is between seven to 10 degrees, which debunks the idea of storing them in the fridge. Eggs are another product that actually don't need to be put in the fridge - or at least 90% of the time- as hens are now vaccinated against salmonella. Matco Foods, a Pakistan-based rice exporter, has partnered with distributor Ciranda Inc. (Hudson, WI) to sell the company‘s organic brown rice syrup and organic clarified brown rice syrup in the U.S. The ingredients are certified organic, kosher, and Non-GMO Project Verified. The ingredients stem from Matco‘s Farmer‘s Friend program, which seeks to deal directly with struggling rice farmers, alleviating those farmers of the need to work with middlemen who often commission a majority of profits. Matco is a member of the Sustainable Rice Platform, which has pledged to improve the livelihood of farmers and protect the environment. The company recently opened a state-of-the-art syrup processing facility.
Ciranda says it will begin shipping Matco‘s organic brown and clarified rice syrups in the third quarter of this year and plans to scale up production over the next three years. The syrups complement Ciranda‘s existing portfolio, which includes organic tapioca glucose and fructose syrups, organic agave syrup and inulin, organic honey, and organic crystalline grape sugars.

He said China imports over 10 million tones of rice annually while Pakistan's share is very negligible due to the fact that China allows import of only 100,000 tones of rice from Pakistan at 3 percent import duty while 55 percent import duty is levied on import of additional rice. He said the Free Trade Agreement (FTA) with China needed to be reviewed as it was not giving benefits to Pakistan. Moreover he suggested to take full advantage of the situation arising out of tensed trade ties between China and USA. An official of Commerce Ministry, Muhammad Tariq Huda informed the committee that the country earns 47 percent of total revenue frominternational trade which should be reduced in order to minimize the cost of production of export oriented goods.

Matco Foods, a Pakistan-based rice exporter, has partnered with distributor Ciranda Inc. (Hudson, WI) to sell the company‘s organic brown rice syrup and organic clarified brown rice syrup in the U.S. The ingredients are certified organic, kosher, and Non-GMO Project Verified. The ingredients stem from Matco‘s Farmer‘s Friend program, which seeks to deal directly with struggling rice farmers, alleviating those farmers of the need to work with middlemen who often commission a majority of profits. Matco is a member of the Sustainable Rice Platform, which has pledged to improve the livelihood of farmers and protect the environment. The company recently opened a state-of-the-art syrup processing facility. Ciranda says it will begin shipping Matco‘s organic brown and clarified rice syrups in the third quarter of this year and plans to scale up production over the next three years. Guyana’s rice exports increase for first six months of 2018 DPI,Added 19 July 2018
GEORGETOWN – As the Guyana Rice Development Board (GRDB) wraps up its 2018 first crop results from January to June, export volume has increased by 87 000 tonnes compared to the same period last year. ―When we look at the figures compared to the first half of 2017, we saw first that the total volume that has been exported is 290 000 tonnes which is 43 percent more than the 203 000 tonnes than was exported during the first half of 2017,‖ said general manager Nizam Hassan. The increase has so far earned the country GYD$23.2Billion (US$111Million) this year. For the same period in 2017, the country earned GYD$16.1Billion (US$77Million). Hassan credited the increase to the determination of rice producers and millers to meet production targets and more so Guyana‘s access to new markets, particularly in Latin America. ―We‘ve seen some significant increases in some of the blocks. For example, exports to Latin America jumped by 215 per cent. In the first half of 2017, we did 64 000 tonnes as against 202 000+ tonnes in the first half of 2018.‖ Standing out for exports was Mexico and Cuba taking a total of 133 000 tonnes, 45 000 and 88 000 respectively. Both countries did not take during the January to June exports of 2017. Prime Minister Moses Nagamootoo facilitated access to the Mexico market. This comes as approximately 99 per cent of the country‘s rice lands cultivated having been harvested. For the first crop of 2018, approximately 508 000 tonnes of paddy has been produced equivalent to 330 000 tonnes of rice. This, after the Department of Agriculture–Bureau of Plant Industry (DA-BPI) advised PhilRice to ―proceed with the public consultation for Golden Rice‖ as the agency‘s completion of the risk assessment of GR2E in the country.GR2E is a provitamin-A biofortified rice variety. The World Health Organization (WHO) estimates that alongside children under five years of age, a substantial number of pregnant and lactating women are afflicted with vitamin A deficiency (VAD).VAD remains a pervasive public health problem worldwide. South and Southeast Asia rank high among regions where VAD is prevalent.PhilRice, through the local government units of the Muñoz, Nueva Ecija and San Mateo, Isabela, has engaged the public in a consultation on the proposal for the field trial application of Golden Rice. The said consultation allows community members in Nueva Ecija and Isabela to ask questions about the proposed field trial and submit their comments to DA-BPI, PhilRice said. ―This empowers the communities to participate responsibly in a critical biosafety decisionmaking process. The communities will be provided with all the information about the project and Golden Rice, which were also posted in the community‘s most accessible areas,‖ said GR2E Project Leader Reynante Ordonio. The public will be further involved in a 30-day comment period and hearing, he added. In the Philippines, Golden Rice is being developed by PhilRice and the International Rice Research Institute (IRRI) as a potential complementary food-based intervention to address vitamin A deficiency. ―PhilRice and IRRI are committed to carry out the completion of Golden Rice development and satisfy all regulatory requirements under the JDC [joint development circular]to have welldocumented, science-based evidence on the efficacy and safety of Golden Rice,‖ said Ordonio. He believes that Golden Rice has great potential in improving Filipinos‘ nutrition. ―While current interventions, such as proper feeding practices and supplementation, have been successful in improving our people‘s nutrition, millions continue to suffer from these preventable micronutrient deficiencies,‖ Ordonio said. ―Food-based approaches, like Golden Rice, can help improve nutrition for those who have limited access to diverse diets,‖ he added. In May this year, IRRI Director General Matthew Morell announced that the US Food and Drug Administration (FDA), Food Standards Australia New Zealand (FSANZ), and Health Canada have validated Golden Rice‘s safety and nutritional value.

Roque, Jr. said in his press briefing at the Palace on Thursday. Mr. Roque also said that on Monday, before the President‘s report to the nation, the Executive Department ―will be submitting the [administration‘s] legislative agenda to Congress.‖ The rice tariffication bill seeks to amend the National Food Authority‘s (NFA) control on rice importation by allowing private traders into the trade. The proposed measure will also remove the prescribed volumes for imported rice. In a statement, Senate committee on economic affairs Senator Sherwin T. Gatchalian said , ―The bill also calls for the creation of the Rice Competitiveness Enhancement Fund (Rice Fund) composed of the collected tariff revenues that will be utilized for the enhancement of rice productivity, modernization of farms, and development of rice research, among others.‖ As for the preparations for SONA, the spokesman said Mr. Duterte will have his rehearsal at the Palace on Sunday. He also said film and television director Joyce E. Bernal, who will be directing the ―35-minute‖ SONA, ―wants to portray the President as the father of the nation.‖ Mr. Roque also said he wants to look for ―better speechwriters‖ for Mr. Duterte. ―When he speaks, stick with the prepared script, although I have promised him that I will help look for better speechwriters who will actually write speeches that he will actually read,‖ the spokesman said in response to singer and talk-show host Martin Ramon R. Nievera‘s question, ―What‘s your advice to the President when he speaks?‖ Mr. Nievera made an appearance at the Palace briefing for his new show in ANC.‖Just you to know, this is for the new show that I have in ANC, that he [Mr. Roque] allowed us to spy (on him) on his whole day,‖ he said.

NEW YORK, NY -- The 64th Annual Summer Fancy Food Show wrapped up here earlier this month with more than 200,000 products being showcased across six football fields worth of exhibit space and the most popular grain on earth, rice, was flying the flag as both an ingredient and as a food unto itself. "This show is all about innovation, responding to trends, and identifying and getting in front of new ones," said Michael Klein, USA Rice vice president of domestic promotion, who attended the show and covered more than 26 miles exploring the offerings. "I saw a lot of rice being used in traditional and new exciting ways - and there wasn't a day part where rice wasn't a factor." U.S.-grown rice is a mainstay at breakfast tables around the country through popular cereals like Kellogg's Rice Krispies, but could a warm rice porridge start to make inroads? Already popular in Asia, a few exhibitors were trying to generate excitement around this trend and bring it here
with pre-packaged bowls of small scorched rice bits and flavoring - savory for lunchtime, sweet for breakfast. "In our house in the winter we make a stick-to-your-ribs breakfast with brown rice, milk, and honey that is delicious and filling," Klein said. "These exhibitors are knocking on that door, and as long as they are using U.S.-grown rice, we're all for it."Klein said the scorched rice products stood out as an interesting snack idea. "Serious rice eaters know that bit of rice that sometimes gets stuck to the bottom of your pot is a delicious treat," he said. "This company is taking those thin bits, toasting them some more, and then packaging them as scorched rice snacks - a great innovation and twist on traditional rice cakes." Element Snacks is also doing their part to reinvent rice cakes, making them very thin and finishing the snacks in dark or milk chocolate, vanilla-orange, or strawberry and cream topping. It's all organic and exclusively U.S.-grown rice. California's Lundberg Family Farms was another U.S. rice exhibitor, who drew a crowd to their booth distributing samples of their Organic Grounded Snacks like Red Rice & Quinoa chips. Many show exhibitors used rice to showcase sauces and interesting flavors, and Riviana Foods, Inc. had their comprehensive rice product line on display, touting their U.S.-grown and organic lines with traditional, and new and exciting flavor profiles. "The specialty food business is an entirely different business than traditional retail and you have to cover both," said Paul Galvani, senior vice president at Riviana Foods and chairman of the USA Rice Domestic Promotion Committee. "Here we get the opportunity to be in front of distributors and customers from both independent and major chains, and we always get interest in our line because of the diversity of products we offer, showcasing of course our American rice." No specialty foods show would be complete without a consideration of gluten free eating that continues to grow in popularity. This trend continues to present opportunities for rice and rice flour, although other plant-based gluten free flour products were also trying to appeal to innovators.

Ford Baldwin | Jul 18, 2018 What a long strange year this has been for rice weed control. My telephone load for May and June was the heaviest in recent years and for the most part very frustrating. Everyone is talking about the grassiest rice crop I can remember and asking ―Why?‖ Most of my telephone calls are from consultants and many of these guys are embarrassed to distraught. The common theme was ―I did everything I knew to do and nothing worked.‖ What went wrong? First I can tell you it wasn‘t your consultant as I have worked with these guys too long. Everyone is talking about the high temperatures and that could be a factor. We always have more trouble killing grass when the temperature hit 90 degrees. Most years that is early to mid-June. This year, that was the first of May. In many cases those who were successful overlapping residual herbicides are in much better shape than those who did not. However, erratic weather patterns played havoc with that program in some areas. Once the barnyardgrass emerged, it was game on.
One herbicide has taken the brunt of much of the problem, but the picture is bigger than that. What has been working for years in some cases is not sustainable anymore. Crop mix has changed
Our crop mix has changed and this is making spraying much more difficult. In far too many cases there is way too much lag between when a recommendation is made and when the herbicide goes out. There is no question that 2- and 3-gallon water volumes are resulting in failures in too many cases. In some cases lack of rotation is catching up and the soil seed banks are so high the grass just overpowers everything thrown at it. Lastly, I am extremely concerned that herbicide resistance has simply caught up with our herbicide programs. Weed scientists make poor economists, but I know that $200-per-acre herbicide bills are not sustainable and with a failure on top of that, it is a double whammy. I have never had so many calls from folks saying they are looking for more ways to apply rice herbicides with ground equipment. I believe for several reasons cited above the future trend will be in that direction. However, there were plenty of failures with ground applications this year. The common question everyone is asking is, â&#x20AC;&#x2022;What went wrong with Loyant?â&#x20AC;&#x2013; At this point there is a lot of head-scratching. To say it stumbled out of the gate would be an understatement. That herbicide dominated my phone calls for two months and most calls were not good.
Environmental reasons
Perhaps the reasons are environmental. We do not normally have a 90-degree May, but that was real world this year. I am not ready to throw the herbicide under the bus, but it is obviously back to the drawing board. A lot of things have changed about the way companies work with university scientists, and what they allow them to do. Companies hold herbicides in-house much longer and are much more restrictive in what they allow university guys to do. In my career we were expected to do a lot of the local fine-tuning of a herbicide for local situations. He called on the organisers of the event to lead the way in finding acceptable price for grains. ―You should also dwell in research that could afford grains produce in the state and Nigeria, to have equal value price in any country of the world.‖ Earlier, the Vice-Chancellor of the University, Prof. Bashar Ladan, said the university hosted the meeting to enable researchers come out with grain price in the state and Nigeria acceptable to in all markets. 3rd Sona to pitch federalism, rice tariffication; BOL to be signed By Bernadette D. Nicolas July 19, 2018
FEDERALISM and the rice- tariffication bill are among the expected priority legislative agenda that President Duterte will push in his third State of the Nation Address (Sona) on July 23, Malacañang said. Aside from these two, Presidential Spokesman Harry L. Roque Jr. said in a briefing on Thursday the President is also expected to discuss the Bangsamoro organic law (BOL) on Sona day. Roque said the President will sign the BOL before he delivers his Sona and after the two chambers of Congress ratify the measure on the morning of Monday. ―Well, that will have to be the procedure because both Houses will meet separately to open the Third Regular Session of the 17th Congress, and the ratification will happen there,‖ Roque said. The bicameral conference committee approved late Wednesday night their version of the Bangsamoro Basic Law, which was renamed as the Organic Law for the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) or the BOL. On federalism, the President‘s Consultative Committee has submitted their proposed draft Federal Constitution on July 9. It was also able to give copies to both the House and the Senate. Con-com also expects their draft to be endorsed formally during the President‘s Sona. The Con-com‘s draft is just ―recommendatory,‖ however, and the mode of revising the Constitution whether through Constituent Assembly or Constitutional Convention must still be finalized. Meanwhile, the rice-tariffication bill, Roque said, is ―an administration bill which has not seen the light of day.‖ Roque had earlier said that Duterte will be able to finish reading his Sona speech in under 35 minutes.

Love, Sweat & Basmati Rice is Caricomedy Entertainment Ltd‘s newest comedy offering to the public. The event, which consists of a short play and a stand -up comedy show, takes place on Sunday, July 22 at the Southern Academy for the Performing Arts (Sapa), San Fernando.
Co-founder Kwame Weekes said the play, ―tells the story of young love in 21st century T&T between West girl Sarah Jane Waffles and her social media lover, Ravi C, who is from an entirely different country. When their distance from each other and racism threatens the blossoming of their growing love, Sarah discovers a sweltering truth, that true love is a love worth sweating for.‖ Caricomedy Entertainment, which is approximately two years old, is best known for their viral Facebook videos, featuring challenging, smart comedy. Weekes said: ―We‘ve grown to having over 35,000 followers on Facebook and reaching over 100,000 people every month with our videos. Our cast has also grown in number and racial diversity. Our goals were always two-pronged: to create original content for the internet and for the stage, and to create a platform for other upcoming comedians in Trinidad and Tobago to showcase their talent. ―We‘re happy to have fulfilled these goals with over 80 online videos, two theatrical shows in two years and the launch of Nah Hoss! A team of city-based scientists has come up with a cost-effective way to dispose of crop residue, which may provide an alternative to the practice of crop burning, a major source of air pollution in north India. The burning of crop residue — generated by the cultivation of rice, wheat and maize — is one of the main factors for the deteriorating air quality in New Delhi and surrounding areas, particularly after kharif harvest in winter. Scientists from the Bioenergy Group at Agharkar Research Institute (ARI) have developed a mixture of anaerobic fungi from farm waste, generated mainly from rice straw. ―This culture of anaerobic fungi, called methanogens, which we have devised from rice straw, can be directly mixed in the bio-digestors along with the rest of the farm waste to obtain manure. Once added, the farmers can obtain processed manure within a fortnight. Currently, at least 20 to 30 days are required to obtain manure in this manner,‖ said S S Dagar, one of the researchers in the team. The larger aim of the team, however, is to curb the secondary pollution caused by crop burning and help farmers earn some additional money from the waste generated from their own land. ―While farmers take two to three crops every year, little is done to maintain the fertility of the soil. One of the traditional ways is burning of crop residue, but its ill-effects are worsening. With this environment-friendly solution obtained from crop residue itself, the nutrients can be put back into the soil for the next season,‖ explained P K Dhakephalkar, senior scientist at ARI. Methanogens are a group of microbes that help in maintaining the hydrogen concentration in a bacterial community. ―Methanogens, when available only in their pure form, help devise effective methods in anaerobic digestion of crop waste so that the least amount of methane gas is emitted into the atmosphere,‖ said Dhakephalkar, whose lab has been working with these microbes for several years. Rice is a highly political commodity in the Philippines due to its importance as a staple food for the majority of the population and a source of employment to millions of Filipinos. Thus, like all the other previous administration, the Duterte leadership had intended to push for self-sufficiency in rice within the first two years of its six-year term. But that was two years ago. Today, it seems that the Duterte administration has given up on this goal. President Duterte admitted it would be unlikely for the country to achieve selfsufficiency in rice in the near term. ―I do not believe we can be self-sufficient in rice. If you‘d ask me, in the next so many years, we will just have to import rice,‖ he said in a recent speech. He said shrinking farmland and a growing population made it difficult to produce enough rice to meet domestic needs. Self-sufficiency in rice, according to the Philippine Rice Research Institute, means the country must produce the national rice requirement while maintaining a buffer stock that can be tapped in times of need. But the inability to produce enough of the staple to meet these criteria does not necessarily mean putting the nation‘s food security at risk.
As the President said, the country can resort to rice importation. The President has been vocal with his intent to lift the quantitative restriction or quota on rice imports, and to replace it with tariffs. Economic managers believe tariffication of rice imports will result in adequate supply and lower retail prices, while the tariff will translate to additional revenue for the government. More important is that rice tariffication is expected to lessen the pressure on inflation, which has reached a five-year high of 5.2 percent in June. As a staple, rice makes up 10 percent of a Filipino‘s total consumer index, which means that any increase in its price can put a slash on consumers‘ pockets. The depletion of the National Food Authority‘s (NFA) rice stocks may have proven the President‘s point. In April, the NFA reported that its rice reserves had been completely wiped out, which meant it would not be able to fulfill its mandate to stabilize the supply and price of rice in the market. Its administrator Jason Aquino blamed this on the agency‘s low buying price for palay and its council‘s decision to defer importation. Rice imports, he said, would‘ve replenished the agency‘s stocks. It will enable NFA to meet the demand for subsidized rice. Three months since the NFA supply shortfall, rice prices have increased substantially. According to the price monitoring report of the Philippine Statistics Authority (PSA), retail prices of the staple have risen for 26 straight weeks now. Compared to NFA rice variants priced at P27 and P32 a kilo, retail price for regularmilled rice now stood at P41.07 a kilo while well-milled rice is being sold for P44.69 a kilo. Aside from tight supply given the dwindling stocks of the grains agency, global oil prices have also been volatile since the early part of the year, adversely affecting prices of food commodities. In the Philippines, fuel cost accounts for 30 percent of a farmer‘s total production cost, on top of transport costs.
According to NFA spokesperson Rex Estoperez, prices of rice in the market may go down once NFA completes its distribution efforts, which is expected by mid August. Even then, prices may decline by only P1 to P2 a kilo. The Department of Agriculture, for its part, has remained optimistic about the rice sector. Agriculture Secretary Emmanuel Piñol said he was expecting this year‘s rice harvest to exceed last year‘s record high of 19.26 million metric tons (MT) as more farmers were encouraged to plant the crop given the prevailing high buying prices of palay. In March, farmgate price of palay breached the P21-a-kilo-mark for the first time in nearly two years. Contrary to Mr. Duterte‘s remark, Piñol is optimistic the country may still achieve selfsufficiency given his department‘s latest strides. For this year, the DA is targeting to reach a rice self-sufficiency rate of 96 percent. It has intensified its credit access and irrigation programs, which have been successful in increasing yields. Still, with the country‘s obligation under the World Trade Organization, the Philippines must open its doors to rice imports in exchange of lower tariff rates for other commodities and more flexible trade pacts. However, various labor groups, rice retailers, rice distributors and even the agriculture secretary himself are not sold on the prospect of lower rice prices once the administration shifts to a tariff regime. ―The liberalization of the agriculture sector since the mid-‘90s saw the dumping of agriculture imports in the country, but it did not help in lowering the prices of most agriculture products,‖ Samahang Industriya ng Agrikultura chair Rosendo So said. ―Unless they allow private traders to import rice with a condition that they can sell these imports only at a certain price, it won‘t work. Until then, nothing is going to change,‖ Piñol said.
Ultimately, both economic managers and industry stakeholders are banking on a better safeguard for local farmers against tighter competition with the unregulated entry of cheaper rice. With Mr. Duterte‘s upcoming annual address, the industry is hoping to get a clearer picture of the rice situation and on what would be done to prevent any adverse impact on Filipino farmers and the public of a tariff regime.

The Rural Development Bank (RDB) said yesterday the price of white rice has recovered slightly from a steep decline that was threatening the livelihoods of farmers. According to RBD, the crop is once again ―profitable.‖ Earlier this week, officials of the Ministry of Commerce visited major rice-producing areas – including Battambang, Kampong Thom, Kampong Cham, Prey Veng and Takeo – to gather information on the price of white rice, after a number of complaints from farmers claiming that the value of the commodity was in sharp decline. After its investigation, the ministry concluded the price had dropped by 15 percent. However, RDB said yesterday that after a number of successful measures were implemented by local and national authorities, the price of the commodity is now back to profitable levels. ―Prices are good and profitable for farmers, particularly if we take into consideration the average expenses involved in growing rice,‖ RBD said in a statement yesterday, adding that it now costs around $700 to cultivate a hectare of paddy fields, including the cost of fertilizers, labour and transportation to storage facilities. ―Generally speaking, yields have increased by an average of six tonnes per hectare.
â&#x20AC;&#x2022;Moreover, the current price for a kilogram of rice is 800 riel, so revenue per hectare is 4,800,000 riel (about $1,200). With an average cost of 2,800,000 riel (about $700), farmers are earning on average 2,000,000 riel (about $500) per hectare,â&#x20AC;&#x2013; it added. According to RDB, in Kampong Thom a kilo of white rice sells for 790-800 riel. In Kandal province, it costs 800-830 riel, while in Takeo, the price is 800-850 riel, and Prey Veng 790-800 riel. In the first half of 2017, we did 64,000 tonnes as against 202,000+ tonnes in the first half of 2018.‖ Standing out for exports was Mexico and Cuba, taking a total of 133,000 tonnes–45,000 and 88,000– respectively. Big Dream organises premier movie for teachers Friday, July 20, 2018
As part of their target to introduce movies in schools, Big Dream; a charitable organization recently organized a premier movie programme for Kanifing East Upper Basic and senior Secondary Schools and Latrikunda Upper Basic School teachers. The movie was written by Momodou Sabally called Jangi Jollof which is now transformed into a movie. The event was held at Jerma Beach Hotel in Kololi.A member of Big Dream Gambia chapter Pa Lamin Saho thanked the school teachers for attending the event. He said Big Dream have been operating for many years to promote education and health by providing free medication for the people of The Gambia. Biran Jange, Principal of Kanifing East Upper Basic and Senior Secondary Schools said the teachers were invited by Big Dream Charity Organization to have experience on premier movie. He said Jangi Jollof was transformed into a movie and they want to show it movie to teachers so that they can also introduce it to their students in schools. ―We are developing people holistically and in that way, anything that deals with human development will interest us and that‘s why we accepted to get those invitations to go and get exposure and experience.‖
He said as teachers, they teach grammer and developing language and also transform literature into drama that would help teachers to get experience to guide their students to become artists, directors of films, actors and actress. Jange added that this is in the right direction and it help the schools to develop its drama clubs, noting that is high time for us to diversify our teaching and learning after the students graduate, it will help them to become job creators. The average farm-gate price of unmilled rice at the start of the lean season for the staple in the Philippines rose by 10.61 percent to P21.48 per kilogram, from P19.42 per kg recorded a year ago. The farm-gate price of palay as of the first week of July is the second-highest average palay quotation recorded in the country‘s rice-production history, Philippine Statistics Authority (PSA) data compiled by the BusinessMirror showed.
Preliminary data released by the PSA on Thursday showed that the latest average farm-gate price of palay as of the first week of July is just P0.05 away from matching the highest quotation of P21.53 per kg recorded in the fourth week of July until the first week of August in 2014. ―The average farm-gate price of palay at P21.48/kg posted an increment of 0.42 percent, from previous week‘s level of P21.39/kg,‖ the PSA said in its price-monitoring report, titled ―Updates on Palay, Rice, and Corn Prices,‖ published on Thursday. During the survey period of July 4 to 10, the PSA observed the highest farm-gate price of palay in South Cotabato at P25.08 per kg. The lowest was recorded in Compostela Valley at P18 per kg. Industry and government sources told the BusinessMirror that the average quotation of palay could breach P22 per kg and set a new record-high during the lean season, which runs from July to September. The country‘s rice harvest declines significantly during the lean months. The highest average quotation of palay of P21.53 per kg was recorded during the middle of the lean season of 2014. In fact, the price-monitoring report of the PSA showed that some regions have already breached the P22-per-kg average quotation. For example, the buying price of palay in Ilocos region averaged P22.50 per kg, while the average quotation in Central Luzon—the country‘s rice granary—reached P22.43 per kg. Both the prices of well-milled rice and regular-milled rice at the retail and wholesale level posted increments, according to the PSA. ―During the week, the average wholesale price of well-milled rice at P41.87/kg picked up at a slower rate of 0.22 percent, from a week-ago level. It moved upward by 7.52 percent, from previous year‘s price of P38.94/kg,‖ the PSA said.
―The average price of regular milled rice at P38.39/kg during the week posted an increase of 0.36 percent, from previous week‘s level. It also went up by 9.98 percent, from a year-ago quotation of P35.18/kg,‖ it added. In a report, the PSA said unmilled rice production in the first half of the year likely rose by 1.2 percent to 8.67 million metric tons, from the previous year‘s 8.57 MMT. Despite the slight contraction in yield per hectare to 4.08 metric tons, from 4.09 MT last year, the PSA said harvest area may expand to 2.12 million hectares in the January-to-June period, from the 2017 record of 2.1 million hectares. Hanoi (VNA) - Vietnam‘s rice export has posted remarkable figures in the first half of 2018, and the sector expects business to get better in the remaining months of the year as the country‘s traditional rice markets are increasing import. The latest statistics from the Ministry of Industry and Trade (MoIT) show that Vietnam exported 3.6 million tonnes of rice, earning 1.83 billion USD in the year‘s two first quarters, up 26.2 percent in volume and 44.3 percent in value year-on-year. In June, Vietnam‘s 5-percent broken white rice was sold at 450 USD/tonne, higher than that of India and Thailand, which were at 410 USD/tonne and 435 USD/tonne, respectively. China still remains the biggest importer of Vietnamese rice, accounting for 26 percent of the country‘s total rice volume and export turnover, with 891,688 tonnes worth 474.84 million USD. However, rice export to this market suffered a 27.6 percent decrease in volume and a 14.8 percent drop in turnover compared to the same period last year. The price of export rice to China in the last 6 months reached an average of 532.5 USD/tonne, up 17.7 percent year-on-year.
Meanwhile, shipment of rice to Indonesia - the second largest rice importer of Vietnam, recorded a sudden surge, up 45 times in volume and 60 times in value over the same period last year, reaching 685,908 tonnes worth 322.01 million USD. The export price also sharply increased by 33.7 percent to an average 469.5 USD per tonne. Other major export markets of Vietnam in the period were Iraq, Malaysia, the US, Hong Kong (China), the Philippines, and Ghana, the ministry said. Experts predict that Vietnam still has the opportunity to increase its rice export turnover in the remaining months of the year thanks to the increasing demand of traditional markets. From the last quarter of 2018 to the first quarter of 2019, the demand of rice is forecast to increase in the Philippines market as the country plans to launch bidding for the import of 805,200 tonnes of rice under the Minimum Access Volume (MAV) scheme of 2018. If the plan is carried out, it would be a great chance for Vietnam to boost rice export as the Philippines has been one of the largest markets of Vietnamese rice in recent years.The demand for rice from Indonesia and Malaysia is projected to remain stable, the ministry said, adding that the Bangladesh market also has a demand for rice import besides big demand in the African market. Experts, however, noted that Vietnamese rice exporters are also facing many challenges. At a recent teleconference, Minister of MoIT Tran Tuan Anh pointed out that impact from the USChina trade war is likely to affect Vietnamâ&#x20AC;&#x2DC;s exports, including rice. In addition, protectionism is reappearing, as seen in the USâ&#x20AC;&#x2DC;s applying trade safeguard measures, or in Indonesia and India. Therefore, with its highly-open economy, Vietnam will partly suffer from these fluctuations. Experts said that the best solution for now is to focus on improving the quality of rice for export through using high quality varieties and promoting technology application, and mechanization to reduce production costs, increase productivity and quality of rice, thus increasing the value and competitiveness of products. Exporters are also advised to fully take advantage of free trade agreements with foreign partners to diversify markets, towards increasing export turnover. Vietnam is expected to harvest 23.3 million tonnes of rice in the remaining months of 2018, raising total output in the year to 43.9 million tonnes, representing a year-on-year rise of at least 1.2 million tonnes.

The Ministry of Commerce is taking action to stop a drop in the price of white rice. Following reports of a fast decline in the price of the commodity, the Ministry of Commerce started working with local authorities to gather information in major riceproducing areas, including Battambang, Kampong Thom, Kampong Cham, Prey Veng and Takeo. ―The ministry found that the price of white rice has dropped by 15 percent,‖ the ministry said in a statement. It then held an urgent meeting with the Rural Development Bank (RDB), rice millers, and rice exporters to put an end to the price fall and ensure farmers‘ livelihoods. In a press conference held today at AHTA office, Wino Bazar, Ukhrul, secretary of AHTA Khamung Mashangva stated that the FPS agents of Ukhrul District approached the association and shared their problems and alleged irregularities in the department concerned. The AHTA after hearing the grievances of the FPS agents of the district, unanimously resolved that responsible officer Assistant Deputy Commissioner (ADC), Ukhrul who is also in charge of SDO Office is answerable to the alleged deduction and others, said the secretary and added that they will file suit in the Court if the officer failed to clarify on the matter. The AHTA further questioned the authorities concerned why the SDO was appointed to look after the CAF & PD office affairs when CAF & PD Department officers including DSO are available. "15 % of the total quotas for March was deducted at the Sangaiprou FCI godown in Imphal. And the SDO office, Ukhrul deducted half quintal of NFSA rice from every FPS agents while distributing the rice for the month of May," alleged AHTA. This is totally against the NFSA Act and guidelines, said AHTA. According to AHTA and the FPS agents, the monthly NFSA rice allocation for three Assembly Constituencies (Phungyar, Ukhrul and Chingai) is 7216.16 quintals including AAY beneficiaries of Ukhrul district. As per NFSA Act, PDS rice has to be transported to door step of the Fair price shop in every villages. Instead of addressing the problems of FPS agents, the SDO Ukhrul's 'regressing' attitude has added much woes to the beneficiaries of Ukhrul. Even though the former DSO, Ukhrul had collected necessary documents of the beneficiaries for computerization of ration cards last year, yet again the SDO Ukhrul has notified the beneficiaries to submit their ration cards and others relevant documents to the office for verification, asserted the AHTA. The FPS agents are deprived of many services in the office. The officer has no concern for them, alleged the association. When interacting with some beneficiaries of Ukhrul town, some of them told this correspondent that the FPS agents provided them only 4 Kgs of rice, deducting 1 kgs each from every person. The FPS agents would write -"full quotas received" in their ration cards, said the beneficiaries. All Hunphun Tangs Association (AHTA) appealed the officer concerned to release the deducted NFSA rice immediately and warned that the association will resort to democratic agitation and will pursue the matter to the Court for legal action against the concerned SDO, Ukhrul.
