Oryza Overnight Recap – Chicago Rough Rice Futures Slightly Higher Overnight on Support from Grain Complex Oct 18, 2013

Chicago rough rice futures for November delivery are currently paused 2.5 cents per cwt (about $1 per ton) higher at $15.475 per cwt (about $341 per ton) as of 8:30am Chicago time. The other grains are seen higher this morning ahead of floor trading in Chicago: soybeans are currently seen about 0.4% higher, wheat is seen about 1.5% higher, and corn is paused about 0.6% higher.U.S. stock index futures were higher Friday on the heels of some better-than-expected corporate earnings results. On Thursday, the S&P 500 set a fresh intraday record, surpassing its previous high in September. So far, 85 S&P 500 companies have reported quarterly results, with earnings topping expectations by an average of 4.2%, according to the latest data from Thomson Reuters. A parade of Federal Reserve officials are scheduled to speak throughout the day including Fed Governor Daniel Tarullo, New York Fed President William Dudley, Chicago Fed President Charles Evans and Fed Governor Jeremy Stein. On the economic front, the Conference Board is scheduled to release its leading economic indicators index for September at 10 am ET. USDA Post Lowers India 2013-14 Rice Production Forecast to 105 Million Tons Oct 18, 2013

The USDA Post in New Delhi has lowered the rice production forecast for India’s rice production in 2013-14 to around 105 million tons, down about 3% from previous forecast of around 108 million tons, but slightly higher than an estimated 104.4 million tons produced in 2012-13.The downward revision in India’s rice production is mainly due to deficient rains received in some eastern states of India during the sowing and growth stage. According to the Post, overall rice area (including Kharif and Rabi seasons) is now expected to reach around 43.5 million hectares in 2013-14, down about 2% compared to USDA’s official forecast of around 44.5 million tons. The Post says, ―Due to the continued intermittent dry spells in September, most of the planted kharif crops in these states are facing moisture stress conditions.‖ According to the Post, average rice yield is expected to reach around 3.62 tons per hectare, down about 1% from USDA official estimates of around 4 tons per hectare.However, the Post has maintained India’s 2013-14 rice exports and ending stocks projections at around 9.3 million tons and around 24.5 million tons respectively. Indonesia Rice Self-Sufficiency Likely to Continue in Coming Years, Says Minister Oct 18, 2013

Indonesia is expected to sustain its rice self-sufficiency in the remaining months of this year and in the coming years due to higher production and increasing government stocks, the deputy agriculture minister told local sources ahead of the release of the second of the three rice production government estimates this year.According to the government’s first estimate, Indonesia’s rice production in 2013 is expected to grow to around 34 million tons (about 76 million tons of paddy, against the targeted 72.1 million tons), up about 0.35% from last year. According to the USDA, Indonesia’s rice consumption stands at around 37 million tons.However, the deputy agriculture minister says that the second estimate is likely to higher than the first one. He also says that Indonesia will not import rice this year and in the coming years as domestic production is expected to meet consumption demand in the country.Earlier this year, the government said that Indonesia is aiming to increase minimum rice stocks in the country from 22 million tons to around 2.7 million tons this year and to around 3 million tons in 2014 to improve food security. Oryza Shares Press Release - Supreme Court of Louisiana Finds State Rice Statutes Unconstitutional, Reports USRPA Oct 18, 2013

Baton Rouge, LA – In an astounding reaffirmation of individual producer rights, the Supreme Court of Louisiana declared unconstitutional the ―Rice Statutes‖ authorizing the research and promotion of Louisiana rice. For many years there has been widespread rice producer dissatisfaction with the manner in which the rice research and promotion statutes have been implemented and their inability to seek a refund of the mandatory assessments levied solely on producers. After many attempts to negotiate compromise, frustrated rice producers initiated the suit which resulted in the statute being declared unconstitutional. One of the producers involved in the suit, Carl Krielow, stated, ―The rice farmers that brought this constitutional challenge are certainly pleased that the Supreme Court has agreed with our position. It has always been our position that the Rice Promotion and Research Boards deserve the support of the rice industry in Louisiana. Our complaint has simply been that the process and procedures being followed by the Boards have not been transparent, fair, or consistent. We will support new legislation that will correct these problems pointed out in the litigation. Hopefully, we can resolve our differences with the two Boards." Many of the producers involved in the suit are members of the Louisiana Independent Rice Producers Association (LIRPA) and have long objected to the Louisiana Rice Promotion Board (the board that controls the use of rice producer funds for promotion) sending producer funds to the USA Rice Federation based in Arlington, VA. Many of the producers involved in the suit would prefer to see their dollars support a producer only organization such as the US Rice Producers Association (USRPA), an affiliate of LIRPA which does not include mills or processors. Dwight Roberts, President and CEO of USRPA said this case is definitely not a repudiation of rice promotion and research. Farmers clearly understand and support the use of their funding for those purposes. The funding provided to the LSU AgCenter Rice Research Station in Crowley, Louisiana, is vital to the operation of the facility and its research, especially during these times of reduced state funding. The AgCenter has developed new rice varieties that have dramatically increased the rice yield per acre. The outcome of this suit should be interpreted as repudiation by rice farmers to the manner in which the ―Rice Statutes‖ were implemented. Now is the time for all Louisiana rice producers to work together to reinstate the rice research and promotion statutes in a constitutional manner. China Rekindles Traditional „Kermes‟ Red Rice Oct 18, 2013

China has reported a revival of an endangered local variety of rice. The species, known as kermes, is indigenous to the Hebei Province in north China but has not been grown since the 1970s due to a ban by the local government. However, even prior to the legal ban, most farmers had switched to crops with higher yield – some newer varieties produce nearly four times as much as Kermes rice on the same acreage! Kermes rice also grows about 30 cm taller than other varieties of rice and therefore has a tendency to bend as it grows. These shortcomings, however, are balanced by its amino acid content, which is 2.5 times the amino acid in other varieties of rice, and its ability to raise hemoglobins in the blood.It is called kermes because of its red color. Kermes is a red dye that is made using the bodies of female Kermes insects and has been used for centuries to dye textiles. Kermes rice has a long history, too: it is rumored that the variety was presented to the Qing Dynasty’s imperial court as a tribute.Where did this newly found rice come from, if all of it was banned in the 1970s? A farmer (Li Ming’s father) secretly kept some of the rice in his home when it was outlawed. Li Ming found the hidden rice and decided to grow some. He planted dozens of seeds, which have become the seeds that are currently being used by researchers at the Rice Research Institute of Hebei Agriculture and Forestry Academy. Those 300 seeds that Li Ming provided have grown into 5.3 hectares (13.09 acres) in the last seven years. These hectares are a trial experiment, but some advocates tout the rice’s excellent nutritional value and long historical tradition as justification for the rice’s low yield. Researchers hope that they can solve some of these problems and make the rice heartier and more productive. They’re already well on their way – the improved kermes rice grows 30 cm less than the ancient kermes rice, making it comparable to other modern varieties of rice, and its growth period is now 15 days longer than previous. These changes will make kermes rice a more attractive option for local farmers. Tags: China rice production

Oryza Afternoon Recap – Chicago Rough Rice Futures Stumble on Lack of Followthrough Buying, but Remain Higher on the Week Oct 18, 2013

Chicago rough rice futures for November delivery settled 16 cents per cwt (about $4 per ton) lower at $15.290 per cwt (about $337 per ton). Rough rice futures made a negative turn today as they were unable to break through yesterday’s session high in morning trading. This failure likely reenergized speculative sellers. Today’s losses erased a big portion of the gains earned earlier in the week, although prices ended higher than where they had closed last Friday. Negativity in the other grain pits likely spilled over and provided additional pressure. The other grains finished mostly lower today; soybeans finished the day about 0.2% lower at $12.9125 per

bushel; wheat finished about 2.9% higher at $7.0675 per bushel; and corn finished the day about 0.3% lower at $4.4150 per bushel.U.S. stocks ticked higher Friday, with the Dow turning positive and the S&P 500 extending gains to a new high, as Wall Street cheered some better-than-expected corporate earnings results. All three major averages were poised to log strong gains for the week, with the S&P 500 and Nasdaq both up more than 2% each. The Dow Jones Industrial Average turned higher after fluctuating between small gains and losses for most of the session. The S&P 500 and the Nasdaq also advanced. Among key S&P sectors, techs led the gainers, while health care slipped. U.S. stock markets are currently trading up about 0.1%, gold is trading about 0.6% lower, crude oil is seen trading about 0.3% higher, and the U.S. dollar is seen trading nearly unchanged at about 2:00pm Chicago time.Turning to the daily continuation chart of Chicago rough rice futures for November delivery, despite the positive outlook noted yesterday the bulls failed to show up and were unable to break through yesterday’s high of $15.525 per cwt (about $342 per ton). This point now becomes a near-term high and will act as resistance in an effort for prices to rally higher. Despite today’s double digit losses the market remains higher on the week, prices moved from $15.115 per cwt (about $333 per ton) on Friday October 11, to $15.290 per cwt (about $337) per ton a gain of 17.5 cents per cwt (about $4 per ton). Today’s action provides a bearish forecast for the market upon its open Sunday evening, however technically prices remain in bullish territory as they have not fallen below the 20-day moving average. Today’s trading range is noted as $15.275-$15.495 per cwt (about $337-$342 per ton).Thursday, there were 1,155 contracts traded, down from 1,479 contracts traded on Wednesday. U.S. dollar index was down -0.01% from the open today, when it traded at 79.640 at the close. Euro was +0.04% higher today by the close, trading around 1.3684 by end of day, after trading between an intraday high of 1.3704 and low of 1.3659. Thai baht was weaker -0.06%, trading at 31.050 at the close of business. Indian rupee was weaker -0.07% trading at 61.2650. Brazilian real was -1.09% weaker than the open at today’s close, when it ended at 2.1760 reais per dollar. Pakistan rupee was +0.04% stronger at the close, trading at 106.1000. Oryza White Rice Index Continues Higher for Second Straight Week; Have Quotes Bottomed Out? Oct 18, 2013

The Oryza White Rice Index, a weighted average of global white rice export quotes, ended the week at $457 per ton, up $3 per ton from a week ago, up $5 per ton from a month ago, and down $36 per ton from this time last year. A look at various origins shows that in the last several weeks most origins have kept their quotes nearly unchanged with the exception of Vietnam, which has rebounded considerably in recent weeks, and Pakistan which has continued to plunge lower. Thailand 5% is today shown around $410 per ton, unchanged from a week ago, and down $10 per ton from a month ago. India 5% broken rice is indicated a bit higher at $420 per ton, also unchanged from a week ago and down about $5 per ton from a month ago. Meanwhile, Vietnam 5%, today shown around $400 per ton, just a $10 per ton discount to Thai rice and about $15 per ton higher than a week ago and up $40 per ton from a month ago. This is the closest Thai and Vietnam rice export quotes have been since before the Thai rice scheme started two years ago. The question now on everyone’s mind is whether or not Thai rice quotes will bounce back to restore the premium between Thai rice and other origins or if Vietnam rice quotes need to come off even more.Pakistan 5% broken rice is shown around $385, unchanged from last week but down $10 per ton from a month ago. Cambodia 5% broken rice is quoted at $450 per ton, down $5 per ton from a week ago and unchanged from this time last month.In the Americas U.S. 4% is shown at $600 per ton, Argentina and Uruguay 5% at $620 per ton, and Brazil 5% at $640 per ton. U.S. quotes are down $5 in the last week and unchanged from a month ago. Vietnam’s rice exports in August 2013 stood at around 619,965 tons, up about 5% from around 588,400 tons exported in the previous month, according to the USDA. Vietnam’s rice exports increased significantly to Africa and Europe and CIS markets in August 2013, while exports declined to Asian countries and the Americas. Vietnam exported about 295,688 tons of rice to African countries in August 2013, up about 28% from around 230,726 tons exported in the previous month. Vietnam’s rice exports to Europe and CIS increased to around 20,035 tons in August 2013, almost double of around 10,043 tons exported in July 2013. Exports also doubled to Australia, reaching around 1,213 tons compared to around 653 tons exported in July 2013.However, Vietnam’s rice exports to Asian countries declined to around 298,021 tons, down about 12% from around 338,503 tons exported in the previous month. India Main Rice Crop Planting Area Up 2% from Last Year Oct 18, 2013

India’s main (Kharif) season rice crop planting area has incresaed to around 38.15 million hectares as of October 18, 2013, which is up about 2% from around 37.33 million hectares under rice plantiing during this time last year, according to the Agriculture Ministry.Total Kharif crop planting (including rice and other crops) area in India has also incresaed to around 105.1 million hectares, up about 4.4% from around 100.7 million hectares recorded during the same time last year. The global community faces a number of daunting challenges with regards to food security. The world’s population is expected to top nine billion by 2050, an increase of almost three billion. A mass migration of people into urban areas, combined with rising consumption and consumerism is further increasing the strain on food supplies. Despite the fact that the economies of Asia and the Pacific are out-growing the average global economic expansion by far, over 700 million people in Asia and the Pacific still live in poverty (defined as living on less than $1.25 each day). Interestingly, a vast number of the region’s most undernourished people work in agriculture. Reasons for food insecurity are extremely wide ranging and include rising populations and increased consumerism. In order to meet this growing demand and help farmers tackle incumbent issues such as resource scarcity, climate change, land degradation and shrinking forests, several measures are needed to foster innovation and increase agricultural productivity. In particular, an appropriate use of biotechnology could offer considerable potential to the scope, increasing crop yields and reducing production costs, even for small-scale farmers in the region. To investigate the impact of biotechnology to agriculture productivity and to engage discussions on agricultural issues regarding food security, the UNESCAP is hosting the AIDF Food Security Summit: Asia 2013. Over 300 delegates from NGOs, businesses, government and UN organisations meet in Bangkok on the 26th and 27th of November to discuss food security and malnutrition in Asia and the Pacific. The two day summit aims to provoke robust debate and information sharing and provides a platform for the formation of strategic partnerships to tackle the problems surrounding food security. Commenting on the upcoming summit, Dr. Andrew Jackson said, “the AIDF summit is a welcome step in addressing this very major problem; food insecurity is one of the biggest, if not the biggest, threats to the successful escape from poverty for millions of people in the Asia Pacific regions”, he added, “there is great hope that the summit will really push for change and force key practitioners to readdress the issue and come up with effective solutions”. India’s main (Kharif) season rice crop planting area has incresaed to around 38.15 million hectares as of October 18, 2013, which is up about 2% from around 37.33 million hectares under rice plantiing during this time last year, according to the Agriculture Ministry. paddy growers and traders over dwindling market presence since their product is forced out by the cheaper imported rice.Speaking to The Guardian yesterday over a telephone interview, the Minister of Agriculture, Food Security and Cooperatives, Eng Christopher Chiza said the decision to withdraw the tax relief was reached after government confirmed there was surplus supply of rice in country’s market.The tax relief on imported rice was given during the 2011/2012 financial year, when the country was experiencing low supply of the food item, allowing traders to import more rice.―The permission covered the importation of 60,000 tonnes of rice and 15,000 tonnes of maize from Zambia,‖ the Minister said ―Since we have managed to produce enough food, there is no need for us to import more with tax exemption. Rather it is time now to export food,’’ he went on to explain.He revealed plans to buy the excess rice from farmers in order to expand the local market, though the idea has been challenged due to the short storage life span of the crop. Recently, there have been complaints from some rice farmers and traders in the country especially in Mbeya and Morogoro that the dominance of imported rice in the market has totally affected their sales tremendously.The price of rice has reportedly dropped to 600/- per kilo from 2000/- in previous years, threatening the ability of local traders and farmers to cultivate in the next season.―I assure you that we are looking into the matter and our priority is to ensure fair play in the sector and for our consumers as well,‖ he stressed. In June this year Minister Chiza said the government decided to import maize and rice in order to overcome inflation pushed by the low supplies.Chiza was responding to a question by Kigoma-South MP David Kafulila (NCCR-Mageuzi) who questioned the rationale of the government to import rice and maize while the country has the potential to produce a surplus of these crops. U.S. production and consumption of rice have increased markedly over the last half-century, but compared to Asian countries, the U.S. plays a bit-role in world rice production. Most of the rice consumed in the U.S. is domestically grown, though less now than years ago.The U.S. ranks considerably higher as a rice exporter than it ranks among other countries as a producer of rice. But the U.S. quantity exported is a relatively small share of world exports while U.S. exports represent a tiny share of world production. After excluding the ending stocks of the U.S. and China, U.S. exports are equal to 6 percent of the ending stocks of the rest of the world.U.S. rice

production increased more than 260 percent between 1960 and 2012, from 38.7 million cwt. (hundredweight) to 139.6 million cwt. During that period U.S. rice acreage increased from 1.6 million acres to 2.7 million acres. In 1960, U.S. rice production accounted for 1.2 percent of world rice production, rising to as high as 2.2 percent in 1981 and falling to as low as 1.0 percent in 1983 before ending the period at 1.4 percent.During that same period, the U.S. export of rice increased from 20.3 million cwt. to 74.9 million cwt. while imports of rice into the U.S. also increased. In 1960 the U.S. imported 0.2 million cwt. By 2012 that number had risen to 14.7 million cwt., trimming U.S. net exports of rice to 60.2 million cwt.While domestic production met 99 percent of U.S. consumption of rice at the beginning of the period, that number had fallen to 82.5 percent by the end. But, because of increasing rice consumption by U.S. consumers, the amount of domestic consumption met by U.S. rice farmers increased by 49.2 million cwt. over the period.Net exports of rice accounted for 51.8 percent of production in 1960 falling to 43.1 percent in 2012. At the same time net exports of rice increased by 40.3 million cwt.U.S. exports of rice accounted for 14.5 percent of world rice exports at the beginning of the period under study, increasing to 29.6 percent in 1974 before beginning a long slow fall to 8.9 percent of world rice exports in 2012.World rice production has increased from 3.3 billion cwt. to 10.3 billion cwt. over the 52-year period, an increase of 210 percent, with yields increasing from 11.2 cwt/ac. to 26.6 cwt.ac. Meanwhile U.S. yields increased from 24.3 cwt./ac. to 52.1 cwt./ac.Rice trade during the 1960-2012 period increased from 130.0 million cwt. to 776.5 million cwt. In 2012, 92.4 percent of all rice consumed in the world was consumed in the country in which it was produced.China is the world’s largest rice producer at 3.2 billion cwt. While China’s rice yield per acre began the period at 11.8 cwt./ac., near the world levels, by 2012 China’s yield was 42.2 cwt./ac. China’s rice production and changes in stocks account for most of China’s domestic consumption. Over the last 5 years, China has gone from being a net exporter of 20.4 million cwt. of rice to a net importer of 56.4 million cwt. (2012), with none of those imports coming from the US. Even though China was a net importer of rice in 2012, the USDA estimates that it had 1.0 billion cwt. in ending stocks.The world’s second largest rice producing nation is India at 2.3 billion cwt. in 2012. Of that, India exported 213.8 million cwt., placing it ahead of Vietnam (163.1), Thailand (154.3), the U.S. (74.9) and Pakistan (66.1). Vietnam’s rice exports are significantly less variable than those of India and Thailand. U.S. rice exports have grown more slowly than those of its competitors.While Indonesia it the world’s third largest rice producer (805.8 million cwt.), it has remained a net importer of rice in most years. Bangladesh and Vietnam are the fourth and fifth largest rice producers. The U.S. is not among the top eight rice producing countries.The five leading rice importers in 2012 were China, Nigeria, Iran, Iraq, and the Philippines.(Daryll E.
