Conditions associated with Egypt's approving rice exports are likely to hinder exports from the Afro-Asiatic country as well as impact prices locally, according to experts. Rice Division Vice Chairman at the Federation of Egyptian Industries told local sources that the government's target of exporting around 1 million tons of rice by September 2015 cannot be met with the conditions. He said Egypt can only export around 300,000 tons as the conditions stipulated by the government are too arduous for exporters. The Minister of Supplies noted that the condition requiring exporters to sell rice at around EGP 2,000 (around $279) per ton for every ton exported to the General Authority for Supply Commodities (GASC) would lead to lower domestic prices as the Ministry would pass on the benefits to local consumers. He also added that tax received from export transactions would be credited to the general budget.However, the Head of Citizens Against Price Rises Association noted that the domestic prices will in fact increase because exporters try to push up export prices to cover their costs (including the loss associated with selling to GASC and payment of $280 per ton export tax). Cyclone Hudhud Likely to Impact 2014 Kharif Rice Output in India, Says Agriculture Official Oct 20, 2014

Analysts have pointed out that India's 2014-15 (October - September) output is likely to decline due to delay in monsoon rains. But a revival in monsoons increased prospects for Indian rice production. Recently, in its latest World Agricultural Production Estimates report, USDA has forecasted India's 2014-15 rice production to decline by about 4% to around 102 million tons, down about 4% from around 106.4 million tons in 2013. The Agriculture Secretary today told local sources that the production is unlikely to fall below 100 million tons though there may be a decline over last year. The Indian government has estimated 2014-15 kharif rice production at around 88.02 million tons, down about 4% from around 91.69 million tons produced during the same time in 2013-14, according to a statement from the Agriculture Ministry. He noted that the recent 'Hudhud' cyclone may further cut down 2014 kharif rice production as it damaged several hectares of paddy fields in Andhra Pradesh, Odisha, Jharkhand, Chhattisgarh and West Bengal. The level of damages are yet to be compiled, he said. However, he expressed hope that improved yields may help production from falling significantly. Bahrain to Import Rice from Thailand to Boost Bilateral Relations Oct 20, 2014

Bahrain Prime Minister, who visited the Thai Prime Minister today, promised to buy rice from Thailand to further boost bilateral relationship between the two countries, according to local sources. The Deputy Government Spokesman was quoted as saying that Bahrain is viewing the current imports as an immediate cooperation between the two countries. The exact quantum of rice imports is still not clear, say local sources. Bahrain is a net importer if rice and also a traditional importer Thai rice. However, Bahrain's rice imports from Thailand have been declining since 2010. They declined by about 56% from around 9,227 tons in 2010 to around 4,098 tons in 2013, according to data from the Thai Rice Exporters Association (TREA). The decline may be linked to the increased prices due to the rice pledging scheme between October 2011 and February 2014.

Oryza Overnight Recap - Chicago Rough Rice Futures Begin What Looks to Be Another Slow Week with Little Change Oct 20, 2014

Chicago rough rice futures for Nov delivery are currently noted 1 cent per cwt (about $0.22 per ton) higher at $12.555 per cwt (about $277 per ton) during early morning floor trading in Chicago. The other grains are seen trading lower this morning: soybeans are currently seen about 1.1% lower, wheat is listed about 0.7% lower and corn is noted about 1.1% lower. U.S. stocks mostly climbed on Monday with the S&P 500 snapping back after its longest weekly loss streak since 2011, as the Dow slid after International Business Machines cut its earnings forecast. Of 87 companies in the S&P 500 that have reported third-quarter results, 63.2% have beaten earnings expectations, 10.3% have reported in-line earnings and 26.4% have missed, according to Thomson Reuters. After a 119-point decline, the Dow Jones Industrial Average was more recently off 43.80 points, or 0.3%, to 16,336.61. The S&P 500 added 7.90 points, or 0.4%, to 1,894.66, with utilities leading gains and industrials hardest hit among its 10 major industry groups. The Nasdaq gained 28.18 points, or 0.7%, to 4,286.74. Gold is currently trading about 0.4% higher, crude oil is seen trading about 0.8% lower, and the U.S. dollar is currently trading about 0.1% lower at 9:45am Chicago time.

Oryza U.S. Rough Rice Recap - Unchanged Market but Sentiment Points to Lower Prices; USDA Estimates 91% of Crop Harvested Oct 20, 2014

The U.S. cash market was unchanged as the harvest picked back up today; however, some analysts believe that prices could continue to slide even lower before the harvest is complete, especially if demand for milled rice remains subdued. As of today, offers were firm near $12.50-$12.75 per cwt fob farm (about $276-$281 per ton) while bids were unchanged near $12.40-$12.75 per cwt (about $273-$281 per ton) for October-November and there were reports of paddy trading around $12.55 per cwt (about $277 per ton) for immediate shipment. In the meantime, the USDA estimates that as of Oct 19, 91% of the U.S. rice crop has been harvested which was 6% greater than the previous 5-year average. As of now, the USDA estimates that 91% of the rice crop in Arkansas has been harvested compared to 85% in California, 100% in Louisiana, 89% in Mississippi, 78% in Missouri, and 100% in Texas. Indian State Mizoram to Buy Rice from Private Sector to Overcome Shortages Oct 20, 2014

India's North-Eastern state of Mizoram has decided to purchase rice from the private sector, including from neighboring countries, to overcome shortages due to transportation disruptions (to the two states) from the proposed railway conversion works on a 220-kilometer line between Assam and Tripura, according to official sources.

The Indian government has decided to import around 100,000 tons of rice from Myanmar for the purpose and the Food Corporation of India (FCI) has authorized the State Trading Corporation (STCI) and Metals and Minerals Trading Corporation (MMTC) to import 20,000 tons of rice on behalf of the FCI each month over the next five-month period to meet the Targeted Pubic Distribution System (TPDS) needs in the North-Eastern states of Manipur and Mizoram. The government is still to finalize the norms for rice imports. However, the Mizoram state government has decided to import rice on its own without waiting for the FCI and the Central government decision on import norms with Myanmar.Earlier, sources at the Food Ministry said that transporting rice from surplus states such as Punjab or Andhra Pradesh to Tripura and Mizoram would cost the FCI around Rs.3,200 per quintal (around $529 per ton), including the cost of rice at around Rs.2,755 per quintal (around $455 per ton). In contrast, importing rice from neighboring Myanmar would cost around Rs.2,400 per quintal (around $397 per ton), including transportation from borders. Considering this huge cost difference, the government had preferred rice importation.

Oryza Afternoon Recap - Chicago Rough Rice Futures Slip on the Close as Market Tests Nearby Technical Support Oct 20, 2014

Chicago rough rice futures for Nov delivery settled 4.5 cents per cwt (about $1 per ton) higher at $12.500 per cwt (about $276 per ton). Rough rice futures spend the majority of the session trading in positive territory but were unable to hold onto gains and fell during the final minutes of trading to close lower on the day. Prices have now fallen to nearby support at $12.500 per cwt (about $276 per ton), and traders will keep a close eye on whether this level will hold as an indication of future trading direction. However, today’s lower close and the markets inability to hold near session highs are seen as a bearish development and could indicated further losses tomorrow. The other grains closed mostly lower today with only corn managing a slight gain; Soybeans closed about 0.8% lower at $9.4425 per bushel; wheat finished about 0.5% lower at $5.1350 per bushel, and corn finished the day about 0.1% higher at $3.4825 per bushel.

U.S. stocks climbed on Monday as expectations for Apple's quarterly results outdid disappointment that came as International Business Machines cut its earnings forecast. IBM shares slid 7.2% after the technology giant and Dow component posted third-quarter earnings short of estimates. Apple gained 1.7% ahead of reporting results after the close. Of 87 companies in the S&P 500 that have reported third-quarter results, 63.2% have beaten earnings expectations, 10.3% have reported in-line earnings and 26.4% have missed, according to Thomson Reuters. Erasing a 119-point decline, the Dow Jones Industrial Average rose as much as 8 points, and was more recently off 5.79 points at 16,374.62. The S&P 500 added 11.25 points, or 0.6%, to 1,898.01, with utilities leading gains and industrials hardest hit among its 10 major industry groups. The Nasdaq gained 38.76 points, or 0.9%, to 4,297.21. Gold is trading about 0.5% higher, crude oil is seen trading about 0.1% lower, and the U.S. dollar is seen trading about 0.1% lower at about 1:30pm Chicago time. Friday, there were 2,597 contracts traded, down from 4,532 contracts traded on Thursday. Open interest – the number of contracts outstanding – on Friday decreased by 420 contracts to 11,002. Private Sector Has Bigger Role in Finding Lucrative Export Markets, Say Guyana Rice Millers Oct 20, 2014

Guyana, which is expecting a record harvest of around 614,000 tons and targeting to export around 461,000 tons in 2014, is concerned of declining rice export prices internationally, according to local sources. The President of the Guyana Rice Producers Association (RPA) told local sources that there are markets for Guyana rice but prices are very low that millers are hesitant to sell at these prices. They are afraid that they may receive lesser that what they paid to farmers to procure the rice.

Some millers noted that there is huge demand for Guyana kind of premium rice in Jamaica, Trinidad, Venezuela and the European Union (EU), but price is a big issue. Other millers added that they can offload all the stocks if they are prepared to sell at low prices. They however noted that private sector could take initiative to settle export deals at lucrative prices. In February this year, the private sector struck a deal to export 50,000 tons of rice to Haiti. In February this year, the government renewed the oil-for rice deal (also known as PetroCaribe Energy Cooperation Agreement) with Venezuela to supply around 110,000 tons of white rice and around 88,000 tons of paddy to the neighboring country. Rice exporters and millers say Venezuela is a lucrative market for Guyanese rice and also pays comparatively higher prices that the European and Caribbean countries. It also struck deals to export 60,000 tons to Jamaica and around 50,000 tons to Panama (Guyana will supply 5,000 tons of rice per month for the ten months beginning September 2014 to Panama). The South American country exports about 70% of its annual rice production and has been in search of lucrative destinations for its rice exports. Last month, Guyana has signed a five-year rice export deal with Panama to supply 5,000 tons of rice per month beginning September to Panama. Guyana produced around 535,000 tons of rice and exported around 395,000 tons in 2013, according to the Agriculture Minister. USDA estimates the country to produce 570,000 tons of milled rice in the MY 2014-15 (January 2014 December 2014) and export about 450,000 tons. The country's consumption needs during the year are estimated at 145,000 tons. Vietnam exported around 4.927 million tons of rice in January 1 - October 16, 2014, down about 14% from about 5.76 million tons of rice exported during January - October, 2013, according to data from the Vietnam Food Association (VFA). Average rice export price so far in this year stands at about $433 per ton (FOB), up about $3 per ton from same time last year. During October 1-16, 2014, Vietnam exported around 139,213 tons of rice, down about 74% from around 537,066 tons rice exported in full month of October 2013, and down about 75% from around 545,362 tons rice exported in full month of September 2014. Average export prices in September stands at about $458 per ton, up about 5% per ton from a year ago, and up about 4% per ton from a month ago. Vietnam Rice Restructuring Strategy 2020 Too Ambitious, Say Experts Oct 20, 2014

Rice experts have criticized the draft plan of Vietnam's riceproduction restructuring strategy 2020 saying the Ministry of Agriculture and Rural Development (MARD) has set too high ambitious plans for the country's rice sector, according to local sources.According to MARD's draft plan, the government is aiming at earning an income of around VND100-120 million (around $4,640 - $5,568) per hectare of rice land. It also targets to look for new export markets in North Africa and East Asia while increasing the average export price of white long-grain rice to around $600 per ton and the average export price of fragrant rice to around $800 per ton by 2020. It aims to cut down the rice area to around 7 million hectares in the next six years from the current 7.8 million hectares. The plan also noted that the Mekong River Delta (MRD) would focus on export-oriented rice production and the Red River Delta (RRD) would focus on production for the domestic market. High-yielding and high quality rice seeds would be used for reaching the 2020 target, the plan says. However, experts say the MARD's targets are unrealistic. They noted that if the income from rice cultivation increases as the MARD plan, no farmer would be ready to quit rice cultivation and its target of reducing the rice acreage would be unfeasible. Aiming for around $600 per ton for white rice and around $800 for fragrant rice would also no be feasible as the global rice price trend points out to lower prices by 2020. Some experts also pointed out that the draft plan failed to address any of the problems faced by the farmers. They suggested that the government needs to re-organize the rice value chain so that the incomes of farmers and other stakeholders would improve. One of the leading rice experts in Vietnam stated that the draft plan does not focus on revamping the structure and the role of the Vietnam Food Association (VFA) and other state-owned food corporations. SUPARCO Estimates Pakistan FY 2014-15 Milled Rice Production to Decline 3% to 6.78 Million Tons Due to Floods Oct 20, 2014

The National Space Agency of Pakistan (SUPARCO), in its October report, has estimated Pakistan FY 2014-15 (July - June) milled rice production to fall to below 6.78 million tons as the floods in the month of August has damaged around 116,700 hectares of paddy fields and over 217,000 tons of paddy is expected to be lost. Floods have damaged paddy rice fields in the districts of Hafizabad, Jhang, Gujranwala and Chiniot. According to the report, the FY 2014-15 kharif rice crop (May - December) is actively growing. At the end of September, the coarse grain crop has reached harvesting stage and the basmati rice has reached filling stage. According to SUPARCO, the cumulative monthly rainfall during July and August was about 40% lower than last year, due to an impending El Nino. However, rains in some districts resulted in floods in river Chenab. Temperatures were relatively higher. However, water supply from irrigation head works was higher by about 5% higher compared to last year's supply. According to data from SUPARCO, average yield of coarse rice in FY 2013-14 was at around 5 tons per hectare and the average production cost was at around Rs.18,000 per acre (around $435 per hectare). Based on the data from the Rice Exporters Association of Pakistan (REAP), the Pakistani government earned over $1,000 million from non-basmati rice exports in FY 2013-14. Pakistan's major destinations for nonbasmati rice exports are Kenya, China, Madagascar, Tanzania, Benin, Mozambique and Malaysia. It exports non-basmati rice to nearly 100 countries across the globe. USDA estimates Pakistan to produce about 6.7 million tons of rice, basis milled, in MY 2013-14 (November 2013 - October 2014). It estimates Pakistan rice production to decline to about 6.5 million tons in MY 2014-15. Wild Herbs Offer Tender Loving Care to Stored Rice Than Synthetics Oct 20, 2014

After all the hard work of growing paddy in fields, should farmers really give up on their rice grain to the diminutive rodents and insects during storage? Not really, argues Ranjitha Gurram, Research Associate (Plant Protection) at Acharya NG Ranga Agricultural University, India, with a set of tips, a result of her academic research in India. Oryza: On an average, how much rice grain suffers losses due to storage? Ranjitha: About 65 to 70 percent of the food grains produced is consumed by farmers themselves for their household use and the remaining is sold according to market rate. Hence, it is important to maintain quality of food grains. Insect feeding in rice grains cause about loss (by weight) of 5-25% and viability loss of 20-25%. Oryza: According to your research, what are the factors affecting stored grain, especially rice? Ranjitha: Abiotic factors: The moisture content and temperature mainly affect stored grains. Moisture content up to 10 percent expected to be safe for storage but excess moisture causes heating and development of mould which give rise to disagreeable odour and leads to discolouration. The material should be dried in the sun to reduce grain moisture below 14%. Bags or bins are made damp proof by providing proper dunnage made of bamboo poles or wooden crates. Fenitrothion (50EC): 5ml/litre water or deltamethrin (2.5%WP): 1.5 g/lit water @ 20ml solution/ sq.m . Remember never to admix synthetic insecticides with rice for consumption. Use botanical grain protectants like dried leaf powder @1% w/w of senwar (Begonia), Vitex negundo, wild sage (Lippia geminate). Bael (Aegle marmelos) or wild basil (Ocimum canum) along with rice grains used for consumption. For the rice used for consumption, if storage structures are fairly airtight and away from sleeping rooms, Ethylene dibromide (EDB) ampoules may be used to fumigate @3ml/100 kg grains. Fumigation can be done, in airtight containers to the infested rice seeds with Celphos tablets which were made up of aluminium phosphide, ammonium salts and special binding agents like paraffin wax, pressed together into hard tablets (3 g) and pellets (0.6 g). Recommended dose for rice seed is 9g/ton seed (3 tablets). Within ½ to 4 hours after exposure to air, depending on temperature and humidity, these tablets/pellets decompose and release phosphine gas. This gas has excellent insecticidal efficacy, is highly volatile, diffuses evenly and quickly in all directions and easily penetrates packing material such as paper or cardboard; controlling pests in all their stages of development, namely, eggs, larvae, pupae and adult stage. The tablets can also be placed between bags and entire stock is covered with rubberised cloth cover and applied to edges to make it air tight.
