China Disapproves Safety Certificates for Two GM Rice Varieties Aug 21, 2014

China's Ministry of Agriculture has decided not to renew bio safety certificates to two varieties of GM rice and one variety of GM corn, raising questions about the commercialization of GM rice in the near future as well as continuation of such research in the country, according to local sources.The government approved bio safety certificates to two varieties of GM rice and one variety of corn for five years in August 2009. The bio safety certificates, which allowed research groups to grow two specific varieties GM rice and corn, expired on August 17, 2014 and the government has delayed renewal of the certificates since then. Research organizations carrying out trials of GM rice and corn say the government has taken this decision despite them submitting evidences establishing the safety of these GM varieties.

The government's decision is likely to affect the China's pace of selling GM rice and corn in the market. Analysts say the government could have taken this decision influenced by some anti-GM campaigns regarding the safety of GM crops as well as the environmental issues associated with them. They also view that the government would have decided not to commercialize GM rice in the near future as the country has almost reached self-sufficiency in producing conventional varieties of rice.However, some researchers say the decision would not impact China's overall policy regarding agricultural biotechnology. Brunei Targets 60% Self-Sufficiency in Rice Production by 2015

Brunei is planning to increase its self-sufficiency in rice production from the current 5% to 60% by 2015, according to local sources. It is keen on increasing rice production from the current 1,000 tons to around 18,000 tons by 2015, according to local sources.To achieve the target, the Ministry for Industry and Primary Resources (MIPR) launched a new rice milling complex, which can process 3.5 tons of paddy per hour. The MIPR Minister noted that the government has also decided to set up a high-tech and high-capacity National Rice Processing Center near the newly established rice milling complex so that the rice milling capacity could be enhanced to around 7.5 tons per hour. He added that such a facility is need for them to achieve the 60% selfsufficiency target. The MIPR also introduced new high-yielding paddy varieties, improved infrastructure facilities and agriculture machinery to rice farmers. Brunei targeted to achieve 20% self-sufficiency in rice production in 2010 but could not do so, according to local sources. Currently, Brunei produces only 2% of the annual consumption of around 40,000 tons. Brunei’s rice production has remained at around 1,000 tons since 2002, and the country imports most of rice required for domestic consumption.USDA estimates Brunei's milled rice production to remain at 1,000 tons in MY 2013-14 (January 2014 - December 2014), while rice consumption during the year is estimated at 41,000 tons in MY 2013-14, up 24% from last year's 33,000 tons. The USDA estimates the country to import around 40,000 tons in MY 2013-14, 25% more than last year's import of 32,000 tons. Iraq Re-invites International Tenders to Buy Minimum 30,000 Tons of Rice Aug 21, 2014

Iraq's Ministry of Trade (MOT) has re-invited international tenders to purchase minimum 30,000 tons of rice from Argentina, Brazil, Thailand, Uruguay, Vietnam and the U.S., according to a statement on its website. Tenders will be open till September 8, 2014 and the offers must be valid till September 12, 2014. This particular tender is being opened a third time as the Iraqi Grain Board (IGB) has rejected offers two times. The tender was initially issued on June 9, 2014 for purchasing 30,000 tons of rice from same origins and IGB had rejected all the offers due to high prices. It was re-issued second time on July 23 with bids open until August 11 and offers valid until August 15. Rice Can Make a Difference in War Torn South Sudan Aug 21, 2014

You might think that rice farming is the last thing the South Sudanese are concerned about due to the violence that has torn the country apart since fighting between factions in the government broke out last December. So far, 1.5 million people have had to flee for their lives and find themselves displaced in other parts of the country or in bordering countries.

When South Sudan achieved independence in 2011, there were high hopes for the country switching from being food import dependent to becoming one of Africa’s bread baskets. South Sudan’s land area is around the same size as France and half of its land is suitable for agriculture. Much of it is suitable for rice cultivation and there were prospects of commercializing much of the upland areas for rice farming using NERICA varieties as well as tapping into the huge potential for irrigated rice farming in the north of the country. Although such agricultural commercial aspirations are impossible to even begin to develop while the country is in so much despair, rice farming has as an important role as ever in supporting South Sudanese households in meeting their basic needs. The FAO emergencies division has managed to supply emergency livelihood crop kits to over 200,000 vulnerable households - over 1.2 million people - in South Sudan since last December. These kits provide seed for staple crops like sorghum, maize and cowpea which would otherwise be next to impossible for these households to obtain due their isolation from other parts of the country, not to mention the outside world. To make things worse, South Sudan suffers from natural disasters such as floods. There were major floods in March just three months after the conflict erupted which made the food security situation even worse. With so much progress which has been made in developing stress-tolerant rice varieties suitable for upland and lowland areas in Sub-Saharan Africa, and the immediate need for staple crops to succeed in environments with a low availability of inputs and the threat of harsh climate conditions, it now seems even more important to distribute NERICA seed varieties to South Sudanese households.

Sweet Potatoes – a Golden Opportunity for Addressing Vitamin A Deficiency Aug 21, 2014

Vitamin A deficiency, which causes blindness in 500,000 children a year (half of whom die within 12 months), is deservingly receiving a lot of attention from rice scientists who are breeding rice varieties which contain vitamin A. However, nature provides a food source which is extremely rich in vitamin A, namely the orangefleshed sweet potato. Many different foods are rich in vitamin A but sweet orange trumps most. One small root (100-125 grams) of orange sweet potato suitable for growing in Sub-Saharan Africa has been shown to contain twice the daily required amount for a primary school child. Aid agencies have known about the wonders of sweet potato in addressing nutrient deficiencies for several decades now and are active in Africa in promoting malnourished farming communities to grow and consume the orange-fleshed tuber.

Micro-nutrient deficiencies are a big problem in rice consuming countries as rice is a relatively poor source of micronutrients. It’s therefore unsurprising that vitamin A deficiency has been a serious issue in Bangladesh in the past. Bangladeshis on average consume the highest amount of rice per person in the world – rice accounts for 70% of their daily calorie intake. In recent years, the government has successfully reduced the rate of vitamin A deficiency through nationwide campaigns of providing 19 million Bangladeshi children under 5 with vitamin A capsules. These campaigns take place every 6 months. Despite these measures, there are still 38,000 Bangladeshi children with night blindness due to vitamin A deficiency. Encouraging rice farmers to grow orange sweet potatoes can be seen as a local solution for addressing vitamin A deficiency, complementing national supplementation campaigns. A project which involves USAID and research centers from the CGIAR group is doing precisely this. The project provides Bangladeshi communities with training sessions teaching them the health benefits of eating sweet potatoes, especially for pregnant women and children. The villagers who participated in the project have started to grow sweet potatoes on the banks of their fish ponds and use the tuber to make a nutrition packed dish called khichuri which includes rice, pumpkin, lentils and sweet potato. This is also used as a homemade baby food for infants which has replaced a thin nutrient poor rice porridge which was traditionally fed to infants.

Chicago rough rice futures for Sep delivery settled 28.5 cent per cwt (about $6 per ton) lower at $12.825 per cwt (about $283 per ton). The other grains finished the day higher; soybeans closed a touch higher at $10.3825 per bushel; wheat finished about 1.3% higher at $5.4625 per bushel, and corn finished the day about 0.4% higher at $3.6900 per bushel.U.S. stocks climbed on Thursday, with the S&P 500 toppling another record, as investors embraced upbeat economic reports and looked to a dovish message from Federal Reserve Chair Janet Yellen when she talks about the labor market in Jackson Hole on Friday. On Wednesday, U.S. stocks mostly advanced after minutes from the Fed's last meeting showed some Fed officials want a "relatively prompt" rate hike based on the economy's progress. Returning to its perch above 17,000 for the first time since July 29, the Dow Jones Industrial Average gained 81.04 points, or 0.5%, to 17,060.17. A day after closing within 0.3 percent from its intraday all-time high of 1,991.39 set July 24, the S&P 500 advanced to 1,993.55, and was more recently at 1,993.32, up 6.81 points, or 0.3%, with financials leading

The U.S. cash market was slightly more active after the futures market tanked leading some sellers to rethink their price ideas. As of today, offers were seen near $13.00-$13.33 per cwt fob farm (about $287-$294 per ton) while bids were unchanged around $12.85-$13.25 per cwt (about $282-$292 per ton) for September-October delivery however there were reports of paddy trading around $12.90 per cwt (about $284 per ton) for deferred delivery. In the meantime, today the USDA reported that cumulative net export sales for the week ending on August 14th, totaled 47,800 tons with increases reported for the following destinations including: 17,800 tons to Haiti, 7,700 tons to unknown destinations, 7,100 tons to Canada, 7,000 tons to Ghana, and 5,400 tons to Jordan while decreases of 1,900 tons and 400 tons were reported for Honduras and the United Arab Emirates. Net sales of 3,500 tons for 2015/2016 were reported for Honduras.U.S. rice exporters shipped 34,000 tons with the primary destinations including: 28,600 tons to Mexico, 2,300 tons to Canada, 700 tons to Saudi Arabia, 500 tons to Honduras, and 500 tons to Jordan. Meanwhile, the Iraqi Grain Board issued another tender, after canceling their last two tenders, for at least 30,000 tons of long grain white rice of either U.S., Uruguayan, Argentine, Brazilian, Vietnamese, or Thai origin. Heavy rains are expected in Sichuan Basin, northern and south-eastern Chongqing, Hubei, north-eastern and south-western Guizhou, north-western Hunan, south-eastern Henan, western Anhui and western Yunnan in China from August 21 to 23.Widely scattered to scattered rain is likely over Thailand on Friday and Saturday. Thereafter heavy rain is expected over Thailand for next three days. Overall moisture conditions for rice have gradually improved over the last two months as the monsoon became more firmly established. Vietnam can expect showers today and tomorrow.Heavy rainfall is expected in some places in India, such as Maharashtra, Tamil Nadu, Karnataka and Kerala during the next three days. Most of northern India’s states (especially Punjab, Haryana, and Uttar Pradesh) experienced below-normal rainfall for the month, but rice in these areas is irrigated and moisture supplies remained adequate there. Mainly hot and humid weather is expected in most parts of Pakistan during the next two days. However, rain showers are expected at a few places of Rawalpindi, Hazara divisions and Kashmir.

Light rain is likely to occur at most places over Rangpur, Barisal, Chittagong in Bangladesh on Thursday and Friday. However, heavy rainfall is expected at many places in Sylhet divisions and Dhaka divisions today and tomorrow. In Indonesia, showers are expected across Borneo, Sumatra and Sulawesi on Thursday and Friday. By August 17, 88% of the rice crop was at the heading stage in U.S., 7% ahead of both last year and the 5-year average. Nationally, 7% of the rice was harvested by August 17. Pakistan Collaborates with China to Set Up Hybrid Rice Research Center Aug 21, 2014

Pakistan Agricultural Research Council (PARC) and a private agricultural research company have signed a Project Cooperation Agreement (PCA) with China's Yuan Longping High-Tech Agriculture Company Limited (YLHTACL) to set up a Hybrid Rice Research and Development Center (HRRDC) in Pakistan, according to local sources.The PARC aims at increasing rice production in the country through hybrid rice breeding. The HRRDC would guide Pakistan's researchers to breed elite and high quality hybrid rice varieties using Chinese technology thereby increasing rice production as well as food security in the country.Pakistan rice exporters say rice production in the country has not increased significantly for the last few years due to high production costs and lack of research. According to the Rice Exporters Association of Pakistan (REAP), hybrid rice cultivation in Pakistan covers only 202,400 hectares or about 7% of total rice acreage of around 2.8 million hectares. The REAP data also shows that Pakistan currently imports around 3,000 to 4,000 tons of hybrid rice seeds annually to meet domestic demand.

China has pioneered in hybrid rice production and its hybrid rice cultivation covers around 17 million hectares or about 57% of the total 30 million hectares under rice cultivation. Using Chinese expertise, the HRRDC is expected to significantly develop the country's rice sector. USDA estimates Pakistan's MY 2013-14 (November - October) milled rice production at around 6.6 million tons, up about 14% from around 5.8 million tons produced in MY 2012-13. It estimates Pakistan to export 3.9 million tons of rice in 2014, up about 9% from around 3.6 million tons exported in 2013.

Pakistan Exports 196,733 Tons of Rice So Far in FY 2014-15, Down 17% from Last Year

Pakistan has exported 196,733 tons of rice, including basmati and non-basmati, in the first month of FY 201415 (July 2014 - June 2015), down about 17% from around 237,932 tons exported during the same period in FY 2013-14, according to provisional data from the Pakistan Bureau of Statistics (PBS). Month-on-month, Pakistan's total rice exports declined about 21% from around 248,789 tons exported in June 2014.In terms of value, Pakistan's exports earned around $125.4 million in July 2014, down about 17% from around $150.8 million earned in July 2013, and down about 16% from around $149.3 million earned in June 2014.Pakistan exported 48,321 tons of basmati rice in July 2014, down about 18% from around 58,723 tons exported in July 2013, and down about 10% from around 53,924 tons exported in June 2014. In terms of value, Pakistan's basmati rice exports earned $48.6 million in July 2014, down about 26% from around $65.3 million earned in July 2013, and down about 5% from around $51.1 million earned in June 2014.Pakistan exported 148,412 tons of non-basmati rice in July 2014, down about 17% from around 179,209 tons exported in July 2013, and down about 24% from around 194,865 tons exported in June 2014. In terms of value, Pakistan's non-basmati rice exports earned $76.8 million in July 2014, down about 10% from around $85.5 million earned in July 2013, and down about 22% from around $98.1 million earned in June 2014.
