News Detail… Rice Farmers under Threat from Militant Attacks Nov 21, 2013

Boko Haram, an Islamic jihadist militant terrorist organization located in Nigeria, Cameroon, and Niger, is suspected of attacking rice farmers in the Konduga Local Government of Borno State in Nigeria. At least eight rice farmers have been killed this week alone, and many of the rice farms there have been destroyed or set on fire. The attack comes during the peak of the harvest period there, and harvested and bagged rice has been set on fire in addition to the paddy farms. Farmers and their families have been forced to abandon their homes and their livelihoods; farmers are watching months of hard work go up in flames as they flee farming areas, scared for their safety. A rice farmer and member of the community there reports that the attack is the result of suspicions that a prominent local rice farmer had been relaying information about the terrorist organization to security

Indonesia Hopes 2014 Paddy Rice Production Will to Grow 6% to 76.57 Million Tons Nov 21, 2013

Indonesia will be self-sufficient in rice next year as paddy rice production is expected to increase to around 76.57 million tons (about 48 million tons, basis milled), up about 6% from an estimated 72.06 million tons in 2013, the country’s rice purchasing agency Bulog says.According to the Bulog chief, rice consumption in the country stands at around 36-37 million tons per year, and the government is targeting a surplus of around 10 million tons in 2014 to ensure food security. At present, there is a surplus of around 6 million tons, he says. The Bulog chief also says that rice production in Indonesia has grown at an average of 3.88% in the last five years, and a good crop is expected in 2014 as weather conditions seem favorable.Indonesia is the world’s third largest rice producer, but the country was also a top rice importer in 2012 with rice imports of around 1.9 million tons in the year. Oryza Afternoon Recap – Chicago Rough Rice Futures Partially Recover Recent Losses after Strong Export Sales Report Surprises Market Nov 21, 2013

Chicago rough rice futures for January delivery settled 12.5 cents per cwt (about $3 per ton) higher at $15.810 per cwt (about $349 per ton). Rough rice futures recovered today, bouncing off of nearby technical support which limited the markets losses yesterday. A surprisingly strong export sales report showing 166,300 MT of sales being report this week provided a positive tilt to the trade and the bulls built on early momentum to see prices close near the session high. The other grains traded higher today; soybeans finished the day about 1.4% higher at $12.9150 per bushel; wheat finished about 0.2% higher at $6.4975 per bushel; and corn finished the day about 1.4% higher at $4.2300 per bushel. U.S. stocks climbed on Thursday, with the Dow Jones Industrial Average back above 16,000 and the S&P 500 halting its longest-running loss streak in eight weeks, as the number of Americans filing for jobless benefits declined to a near two-month low. After a 100-point jump that took it above 16,000, the Dow Jones Industrial Average turned positive for the week. After a three-session drop, the S&P 500 rose, with financials leading gains and consumer staples the worst performing of its 10 major industry groups. The Nasdaq also climbed. After climbing to its highest since September, the yield on the benchmark 10-year Treasury note lately held down 1 basis point at t 2.79%. The U.S. dollar fell against other global currencies; the price of oil rose and gold costs declined. Cyclone Helen Approaches India; Flash Floods in South Thailand May Affect Rice Harvest Nov 21, 2013 Severe cyclonic storm 'Helen' is expected to strike India on November 22, 2013, with maximum impact to be felt in the southern state of Andhra Pradesh, according to the Indian Meteorological Department (IMD). The IMD also predicts extremely heavy rainfall (25 cm or more) in some places in Andhra Pradesh during next 48 hours commencing from November 21, 2013 night.Andhra Pradesh is a major rice producing state of India and known as the rice granary of southern India. In 2011-12, Andhra Pradesh produced about 13 million tons and contributed around 7.5 million tons to the central pool. Harvest of the main rice crop in the state is underway.

Cyclone Helen will be the second cyclone to hit India since super cyclone Phailin destroyed standing rice crops in several hundreds of thousands hectares in India last month. According to preliminary estimates the losses in rice production due to Cyclone Phailin could be up to 4-5 million tons. Meanwhile, Thailand’s Meteorological Department says that very heavy rainfall could occur due to the active low pressure in lower South of Thailand in the coming days. According to local sources, rail and roads are badly affected by continuous rains and some rivers have risen above danger levels. Harvest of the main rice crop is underway in Thailand. ADB Provides Financial Assistance to Flood-Affected Cambodia, Philippines Nov 21, 2013

The Asian Development Bank (ADB) has provided $3 million to Cambodia to help rebuild agriculture and other infrastructure in the country that was affected by flash floods last month.ADB will provide the emergency humanitarian assistance from its Asia Pacific Disaster Response Facility (APDRF). The funds will be used to

provide rice seeds, repair irrigation facilities, and restore connectivity in the country to help replanting of rice before waters recede, ADB’s Cambodia Country Director Eric Sidgwick said.It is estimated that over 4% of rice plantings in Cambodia was severely damaged by flash floods of the Mekong River. ADB says that more than 240,000 hectares of transplanted rice or seedlings have been affected by the floods.ADB has also announced assistance of $23 million in immediate relief to the Philippines after Typhoon Haiyan hit the nation earlier this month. Of the total, $20 million will be provided from Japan’s Fund for Poverty Reduction and $3 million from APDRF. Oryza U.S. Rough Rice Recap – Market Firm as Export Sales Exceed Expectations Nov 21, 2013

The U.S. cash market was firmer today after the USDA reported very impressive export sales figures, exceeding most analysts’ expectations.As of today, offers could still be seen around $15.65-$16.66 per fob farm (about $345-$367 per ton), depending on where they are located in the U.S. mid-South, for November through December shipment. Bids from mills increased slightly back to around $16.00 per cwt (about $353 per ton ) or higher while bids from exporters could still be found near $15.56 per cwt (about $343 per ton), both for November through December delivery, although there were reports of rice trading around $16.00 per cwt (about $353 per ton) for December delivery. In the meantime, today the USDA reported that cumulative net export sales for the week ending on November 14th, totaled 166,300 tons with increases reported for the following destinations including: 61,900 tons to Mexico, 29,800 tons to Turkey, 24,100 tons to Libya, 17,600 tons to Colombia, and 15,000 tons to Haiti.U.S. rice exporters shipped 46,500 tons with the primary destinations including: 20,300 tons to Mexico, 13,100 tons to Japan, 4,500 tons to Haiti, 2,600 tons to Canada, and 1,600 tons to the United Kingdom. Oryza Overnight Recap – Chicago Rough Rice Futures Erase Early Session Losses to be Seen Slightly Higher by Morning Break Nov 21, 2013

Chicago rough rice futures for January delivery are currently paused 1.5 cents per cwt (about $0.33 per ton) higher at $15.700 per cwt (about $346 per ton) as of 8:00am Chicago time. The other grains are seen firmer this morning ahead of floor trading in Chicago: soybeans are currently seen about 0.8% higher, wheat is seen about 0.5% higher, and corn is paused about 0.7% higher.U.S. stock index futures maintained Thursday gains, with the S&P 500 in position to halt a three-session slide, its longest such streak in eight weeks, after economic data had fewer Americans than expected filing for jobless claims last week, while producer prices were as expected in October. The government initial jobless claims last week fell to 323,000, versus expectations for 335,000.

On Wednesday, stocks fell after minutes published from the Federal Reserve's October meeting showed officials generally in agreement that believed economic conditions would pave the way for a reduction in asset purchases in months ahead. Shares in Europe and Asia had fallen after weak Chinese manufacturing data and ongoing fears of an imminent reduction in U.S. stimulus measures. Thailand Government Rice Stocks Decline to 7 Million Tons Nov 21, 2013

Rice stocks in the Thai government stockpile have declined to around 7 million tons, the Commerce Minister told local sources this week on the sidelines of the signing of an agreement to export around 1.2 million tons of rice to China next month.The USDA had estimated rice stocks with the Thai government at around 15 million tons a few weeks ago. This week, the Post in Thailand said that the government has already procured around 2 million tons of rice paddy (about 1.3 million tons milled equivalent) from new the harvest under the rice mortgage program 2013-14 (October – September).Rice traders attribute low global rice prices to record high stocks with the Thai government. They say that such huge stocks are over two times the 7 million tons Thailand exported in 2012, and it is difficult to say when the glut will be over.However, the Commerce Minister claims that rice stocks in government warehouses have declined to around 7 million tons now. He also says that the government is planning to secure more government-to-government rice export deals in the coming months which will help Thailand regain its status as the world’s largest rice exporter in 2014. Thailand government officials say that rice prices in India and Vietnam are likely to increase soon due to adverse weather conditions this year, which will favor Thai rice exports. Thai 5% and 25% broken rice export quotes dropped to below comparable grades of Viet and India rice this month, for the first time in around two years. Argentina’s total rice exports during January – September 2013 stand at around 411,294 tons, down about 17% from around 497,015 tons in the same period in 2012, according to the Ministry of Agriculture.Despite exports to Iran and Senegal, rice exports by Argentina slowed down considerably in September, hitting the lowest monthly export level since March 2013. Argentina exported about 40,463 tons of rice in September 2013, down about 29% from around 57,322 tons exported in the previous month, and down around 32% from around 59,613 tons exported in September 2012.Major rice export destinations for Argentina in September 2013 were Iran (about 17,010 tons), Senegal (about 12,001 tons), Bolivia (about 3,456 tons), Brazil (about 2,907 tons) and Chile (about 1,546 tons). According to the USDA Post in Argentina, rice exports are likely to decline from last year due to higher prices and lower estimated production this year.
