India rice sellers lowered their quotes for 5% broken rice by about $5 per ton to about $430 - $440 per ton. Pakistan rice sellers kept their quotes mostly unchanged. India Main Rice Crop Planting Reaches 759,000 Hectares as of June 20, 2014; Down 54% from Last Year Jun 23, 2014
Planting for kharif rice crop, or main rice crop (June – December; harvesting begins in October) in India has reached around 759,000 hectares of rice area as of June 20, 2014, down about 54% from about 1.64 million hectares planted during the same time last year, according a statement released by the Indian Agriculture Ministry. Local sources say the kharif planting, which starts with the onset of southwest monsoon in June, has been slow due to delayed monsoon by a week. The Indian Meteorological Department has predicted a 70% of belownormal monsoon (June - September) due to an imminent El Nino in July 2014. Accordingly, the Agriculture Ministry has advised state governments to be ready with contingency plans to minimize the effect of El Nino-triggered low monsoons. It has also suggested some relief measures such as subsidies on seeds for re-sowing and on diesel for irrigation to rice farmers.

As of today, old crop offers held steady near $15.75 per cwt fob farm (about $347 per ton) for June-July shipment although most selling are hoping to net at least $16.11 per cwt fob farm (about $355 per ton) before the end of the marketing year.Bids from exporters could be found unchanged today around $15.15 per cwt (about $334 per ton) for June-July delivery while some smaller mills are still said to be bidding around $16.00 per cwt (about $353 per ton) for the same delivery period; however, no trades were reported.

In the meantime, the USDA estimates that as of June 22nd, 3% of the U.S. rice crop had headed which was the same amount as this time last year but 2% less than the previous 5-year average. As of now, the USDA estimates that 1% of the rice crop in Arkansas has headed compared to 0% in California, 12% in Louisiana, 0% in Mississippi, 0% in Missouri, and 5% in Texas.The USDA also considers 68% of the U.S. to be in good to excellent condition, which was 1% less than last week and the same percentage as this time last year, compared to 62% in Arkansas, 75% in California, 78% in Louisiana, 80% in Mississippi, 62% in Missouri, and 56% in Texas.

Thai baht was stronger +0.05%, trading at 32.446 at the close of business. Indian rupee was weaker -0.03% at 60.2062. Brazilian real was stronger +0.54% at 2.2180 reais per dollar. Pakistan rupee was -0.38% weaker at 98.7058. Vietnamese dong was -0.12% weaker at 21335.
Mexican peso was weaker -0.21% today, when it traded at 13.0182 pesos per dollar by the close of business.

In May 2014, China imported around 271,000 tons of rice, down about 16% from about 321,700 tons imported in April 2014, and up about 66% from about 162,960 tons imported in May 2013.China exported around 63,771 tons of rice in January - May 2014, down about 75% from about 256,623 tons exported during the same period in 2013.In May 2014, China exported around 22,800 tons of rice, more than twice of around 9,774 tons exported in April 2014, and down about 36% from around 35,587 tons exported in May 2013. Vietnam Exports 2.687 Million Tons of Rice During January 1 – June 19, 2014 Jun 23, 2014
Vietnam exported around 2.687 million tons of rice during Jan 1 – June 19, 2014, down about 23% from around 3.5 million tons of rice exported during January - June, 2013, according to data from the Vietnam Food Association (VFA). Average rice export price so far in this year stands at around $433 per ton (FOB), up about $2 per ton from around $431 per ton recorded during January - June, 2013.

During June 1 - 19, 2014, Vietnam exported around 351,655 tons of rice, down about 50% from around 698,199 tons rice exported in full month of June 2013, and down about 40% from around 585,536 tons rice exported in full month of May 2014. Average export prices so far in June stands at around $424 per ton, up about $14 per ton from a year ago, and down about $1 per ton from a month ago. Vietnam's rice exports during June 1-19, 2014 include: 160,682 tons of 15-20% broken rice (about 46% of total rice exports in June 2014); 100,816 tons of 3-10% broken rice (about 29% of total rice exports in June 2014); 46,517 tons of Aromatic rice (about 13% of total rice export in June 2014); and 28,743 tons Nep or glutinous rice (about 8% of total rice exports in June 2014). Asia was the major rice exporting destination for Vietnam rice so far in June 2014, with about 267,536 tons or about 76% of total rice exports. The Americas was the second largest destination, accounting for of about 61,318 tons of rice exports (equivalent to about 17% of total rice exports in June 2014). Vietnam also exported 13,480 tons of rice to the Africa, about 3,514 tons of rice to the Europe, about 3,375 tons of rice to the Middle East, and about 2,432 tons of rice to Australia in June 2014.
Colombia Paddy, Rice Prices in June 2014 Increase from Last Month, Decline from Last Year Average white rice prices in Colombia have increased to about 1.884 million pesos per ton as of June 2014, up slightly from about 1.881 million pesos per ton in May 2014, and down about 5% from about 1.985 million pesos per ton in June 2013, according to data from FedeArroz. In terms of USD per ton, Colombia's average white rice prices have increased to about $1,003 per ton as of June 2014, up about 3% from about $978 per ton in May 2014, and down about 5% from about $1,055 per ton (using historical exchange rates) in June 2013. Colombia's average green paddy prices stood at around 918,600 pesos per ton as of June 2014, slightly up from about 913,936 pesos per ton in May 2014, and down about 5% from about 965,779 pesos per ton in June 2013.

India Exports 10.78 Million Tons of Rice in FY 2013-14; Up 6% from Last Year Jun 23, 2014
India exported a total of 10.78 million tons of rice (including basmati and non-basmati) in fiscal year 2013-14 (April 1, 2013 - March 31, 2014), up about 6% from about 10.15 million tons exported in FY 2012-13, according to data from the Agricultural and Processed Food Products Export Development Authority (APEDA) in India.In terms of value, India earned around Rs.46,793 crores in FY 2013-14, up about 38% from around Rs.33,858 crores earned during the last fiscal year. In terms of USD, India's rice exports earned around $7,742 million (using historical exchange rate), up about 25% from about $6,216 million (using historical exchange rate) earned last year.

India exported around 3.76 million tons of basmati rice in FY 2013-14, up about 9% from around 3.46 million tons exported in FY 2012-13. In terms of value, India's basmati rice exports earned around Rs.29,300 crores in FY 2013-14, up about 51% from around Rs.19,409 crores earned during the last fiscal year. In terms of USD, India's basmati rice exports earned around $4,866 million (using historical exchange rate), up about 37% from about $3,564 million (using historical exchange rate) earned last year.
India exported around 7 million tons of non-basmati rice in FY 2013-14, up about 5% from around 6.69 million tons exported in FY 2012-13. In terms of value, India's non-basmati rice exports earned around Rs.17,493 crores in FY 2013-14, up about 21% from around Rs.14,449 crores earned during the last fiscal year. In terms of USD, India's non-basmati rice exports earned around $2,876 million (using historical exchange rate), up about 8% from about $2,651 million (using historical exchange rate) earned last year.
India was the world's top rice exporter in 2012 and 2013. But a likely effect of El Nino-triggered poor monsoons in June -September on India's 2014 rice production, as well as increased rice sales by Thailand are expected to dent India's rice exports this year. USDA estimates India to export around 10 million tons of rice in 2014, down about 8% from an estimated 10.88 million tons in 2013.
FAO Estimates Pakistan 2014 Rice Exports at 3.3 Million Tons; Up 5% from 3.14 Million Tons Last Year Jun 23, 2014
The UN's Food and Agriculture Organization (FAO) has estimated Pakistan to export around 3.3 million tons of rice in 2014, up about 5% from around 3.14 million tons exported in 2013 due to expected increased production. The FAO estimates Pakistan's 2014 paddy rice production at around 9.8 million tons (around 6.67 million tons, basis milled), up about 2% from about 9.63 million tons (around 6.45 million tons, basis milled) produced in 2013, due to expected favorable weather conditions and adequate water supplies. Planting of the 2014 main Kharif rice crop (mid-May to mid-November) is proceeding and official estimates show that the total rice acreage this year would be around 2.8 million hectares, slightly higher than the average level of the previous year. Average retail prices of basmati rice are currently ruling at around Rs.76,540 (around $780) per ton, unchanged since June 2013, but up about 1% from May 2013. WTO-CTG Allows Philippines to Continue Quantitative Restrictions on Rice Imports until 2017 Jun 23, 2014
The World Trade Organization Committee on Trade and Goods (WTO-CTG) has allowed the Philippines to continue imposing quantitative restrictions (QRs) on rice imports, which expired in June 2012; the Philippines Agriculture Secretary was quoted as saying in a media briefing. In 1995, the WTO allowed the Philippines to impose a 10-year quota system for its rice imports. In 2004, the WTO extended the quota system for another five years until 2012. Since then, the Philippines has been requesting for a further extension of the quota system until 2017 to protect local farmers. China, India, Indonesia and Vietnam and the U.S. have already extended their support to the Philippines, but negotiations were going on with Australia, Canada and Thailand.
Currently, under the QR system, the Philippines can import 350,000 tons of rice annually under the Minimum Access Volume (MAV). Imports under the MAV quota are levied a duty of 40%, while imports above the MAV quota are levied a 50% import duty. The Philippines has a country-specific quota for Thailand (98,000 tons), China (25,000 tons), India (25,000 tons), and Australia (15,000 tons). The remaining 187,000 tons are imported under the omnibus MAV, which can be accessed from any country. The Philippines government is expecting the WTO-CTG to endorse the Philippines' continuation of QRs on rice imports before the WTO General Council. The USDA estimates the Philippines will import around 2 million tons of rice in MY 2013-14 (July – June), including around 500,000 tons of unofficial rice imports, and the UN’s Food and Agriculture Organization estimates the country to import around 1.2 million tons of rice in 2014 (January – December).

Bangladesh has extended the ongoing ban on
non-fragrant rice exports to the fiscal year 2014-15 (July 1, 2014 - June 30, 2015) in order to ensure supplies and control price hikes in the local market, according to a gazette notification issued by the Commerce Ministry last week, local sources report. The notification stated that the government would allow export of aromatic/fragrant rice varieties such as Kalojira, Chinigura, Chiniatop, Kataribhog, Madanbhog, Radhunipagal, Banshphul, Khorma, BR 5 (Dulabhog) and BR 34, 37, 38 and 50 with the prior permission from the Commerce Ministry.The government first banned rice exports during the global food crisis in 2008, but lifted the ban for fragrant rice varieties in June 2012 to make space for new harvest and improve prices, but continued ban on non-fragrant rice varieties for the fiscal years 2012-13 and 2013-14 as well.Meanwhile, Bangladesh's rice imports have been increasing since the beginning of this fiscal year due to increase of local rice prices and decline in international prices. The country imported around 374,560 tons of rice as of June 18, 2014, according to data from the Food Ministry. Around 99% of this year's imports or around 373,500 tons are imported by the private sector. However, the government of Bangladesh has set a target of importing around 200,000 tons of rice in the fiscal year (2014-15) to replenish government rice reserves and ensure food security, according to the Directorate of Food. Bangladesh government rice stocks stood at 791,350 tons as on June 22, 2014, up about 11% from about 715,520 tons during the same period last year. The government seems to be preparing for worst scenarios amid expectations of El Nino hitting Asian countries, affecting rice production. The FAO estimates 2014 aggregate paddy rice production at around 34.84 million tons basis milled), slightly above an estimated 2013 paddy rice production of around 34.5 million tons basis milled due to increased planted area, favorable weather conditions, and government support to the rice sector, in the form of seed, fertilizer and fuel subsidies. The FAO price data shows that average wholesale prices of coarse rice have been declining since the beginning of this year. USDA estimates Bangladesh MY 2013-14 (July - June) milled rice production at 34.59 million tons, up about 2% from an estimated 33.82 million tons produced in MY 2012-13.
