Citing records from the World Market and Trade of the United States Department of Agriculture, Philippine Rice Research Institute (PhilRice) executive director Eufemio Rasco Jr. told The STAR yesterday that the Philippines, which posted a 97-percent rice selfsufficiency status last year, registered a 4.04 percent average increase in milled rice production from 2010 to 2013.The country produced 10.99 million metric tons of milled rice, up from 9.77 million metric tons produced in 2011. With this development, the Philippines surpassed major rice exporters including China and India, which showed an improvement of only 1.55 and 3.77 percent in milled rice production, respectively. KOLKATA: The NDA government is taking ahead the Bringing Green Revolution in Eastern India (BGREI) a programme that is aimed at increasing rice production in the eastern part of the country.Though the government is yet to release funds for BGREI but it has earmarked Rs 1,000 crore for the programme, which was conceived by the erstwhile UPA government and is considered to bring second green revolution in the country. But floods in Odisha and eastern Uttar Pradesh may have some impact on eastern India rice production, that contributes more than 50 per cent of the country's rice production. "The government has already allocated the funds for BGREI. May be it is taking some time to release the funds. We are hoping that funds will come any moment. In the meantime, the government has asked us to carry out a survey on the state of paddy production in the country. Our scientists are visiting different states for field surveys. The government is also keen on usage of hybrid seeds to increase production," said Trilochan Mohapatra, director, Central Rice Research Institute.Mohapatra is however, a bit worried about paddy production in eastern India."Though ini

Production in the region has increased by 30 per cent in the last three years after the erstwhile UPA government introduced BGREI in the seven eastern states.The seven eastern states are West Bengal, Bihar, Assam, Odisha, Jharkhand, eastern Uttar Pradesh and Chhattisgarh. The seven states produced an average of 42.6 million tonne of rice before the launch of BGREI but now they contribute 55 million tonne or over half the rice produced in the country .While floods in Odisha and eastern UP is a matter of worry but Jharkhand has received good rainfall this year after a gap of almost four years.

KOLKATA: India should focus on production of indigenous aromatic rice varieties so that export avenues open up, an expert with the Philippine-based International Rice Research Institute (IRRI) said Saturday."The outlook towards production and export of rice needs to be changed in India to witness the benefits of higher revenue and profit margins in the international market," said Samarendu Mohanty, head of the IRRI Social Science Division.He was addressing the India International Rice Conference here organized by Indian Chamber Of Commerce from August 21-22.Citing the example of Vietnam, he said the country has been putting special emphasis on production and export of better quality of local rice varieties and was targeting potential and niche markets across the world. "They (Vietnamese farmers) are slowly curtailing the production volume of lower grade rice. Basmati, Japonica and Jasmine are some of the variants whose export and acceptance have increased significantly across the world owing to their aroma, taste and flavour, and hence Indian farmers should focus on production of local aromatic varieties with export orientation as their major goal," he said.Swapan Kumar Dutta, deputy director general, Indian Council of Agricultural Research, advocated the need for customized milling system, which boost better processing of the aromatic varieties and decrease crop breakage and wastage.

Khurram Dastagir Khan, President, Federation of Pakistan Chambers of Commerce and Industry (FPCCI) Zakaria Usman suggested that the government can provide subsidy on those agricultural products which are concerned with the global food security issue. Food processing industry, dairy products, agricultural equipment and machinery may be included in those products. The supply of energy and other utilities may be subsidised for food processing and agriculture industry.According to FPCCI release here on Friday, the FPCCI Chief mentioned that due to its importance, this global issue was discussed in WTO 9th Ministerial Conference held in December 2013 at Bali, Indonesia. But it could not come with a definite solution and kept the matter pending till the next conference.The declaration of the said conference to continue on the food security subsidy favours the Indian stance to grant subsidies to its various agri products. The novel process they developed and their results, which could help the world deal with its agricultural and plastic waste problems, appear in the ACS journal Macromolecules.Athanassia Athanassiou, Ilker S. Bayer and colleagues at the Italian Institute of Technology point out that plastic’s popularity is constantly growing. In 2012, its production reached 288 million tons worldwide, but its ubiquity comes at a cost. Synthetic plastics persist for hundreds or thousands of years while releasing toxic components with the potential to harm the environment and human health. Also, plastics are made out of petroleum, which is a nonrenewable source. The shift to more environmentally friendly bioplastics has been challenging and expensive. Athanassiou’s team wanted to find a simple, less costly way to make the transition.They turned to an organic acid that also occurs naturally and can process cellulose, which is the main building component of plants and also the most abundant polymer in nature. They mixed the acid with parsley and spinach stems, and husks from rice and cocoa pods. Then, they poured the resulting solutions into lab dishes. Planting for kharif rice crop, or main rice crop (June – December) in India has reached around 33.518 million hectares of rice area as of August 22, 2014, slightly up from around 33.379 million hectares planted during the same time last year, according a statement released by the Indian Agriculture Ministry. The planting level has crossed for the first time this year since the beginning of planting season in June on a w/w basis.Kharif rice planting in India started late due to delayed rains since the onset of monsoon season in June. Rainfall occurred in many parts of Central and Eastern India after mid-July leading to improved water levels in several reservoirs as well as helped the agriculture sector to revive.Accordingly, monsoon deficit has narrowed significantly and some analysts are now hopeful that India's 2014-15 (October - September) production may be close to an estimated 106.5 million tons in 2013-14. However, few analysts say India 2014-15 production may be about 10% lesser than last year's.

The UN's Food and Agriculture Organization (FAO) has estimated Iran's MY 2014-15 (April - March) rice imports at around 1.6 million tons. It has estimated Iran's total cereal imports, including rice, at around 12.6 million tons in MY 2014-15, up about 14% from around 11 million tons imported last year.Iran's rice imports this year are expected to decline significantly due to an increase in the import duty on basmati rice to 40% from 22% and revision in the accepted level of arsenic in rice to 120 parts per million (ppm) from previous level of 150 ppm.
The FAO estimates Iran's 2014 paddy rice production at around 2.95 million tons (around 1.95 million tons, basis milled), up about 2% from around 2.9 million tons (around 1.91 million tons, basis milled) produced in 2013.USDA estimates Iran to produce around 2.5 million tons of paddy rice (around 1.65 million tons, basis milled) in MY 2013-14 (October 2013 - September 2014), up about 7% from an around 2.33 million tons (around 1.53 million tons, basis milled) in the previous year. Colombia's average green paddy prices stood at around 923,600 pesos per ton as of August 2014, up about 1% from about 915,886 pesos per ton in July 2014, and up about 3% from about 896,457 pesos per ton in August 2013, according to data from FedeArroz.
In terms of USD per ton, Colombia's average green paddy rice prices increased to around $490.75 per ton as of August 2014, slightly up from about $490.57 per ton in July 2014, and up about 5% from about $466.66 per ton (using historical exchange rates) in August 2013.Average white rice prices in Colombia stood at about 1.885 million pesos per ton as of August 2014, almost unchanged from about 1.883 million pesos per ton in July 2014, and down about 1% from about 1.897 million pesos per ton in August 2013.In terms of USD per ton, Colombia's average white rice prices have declined to about $1,002 per ton as of August 2014, slightly down from about $1,009 per ton in July 2014, and up about 1% from about $988 per ton (using historical exchange rates) in August 2013.

The new government's decision to allocate around Rs.1,000 crore (about $165 million) towards the continuation of the 'Bringing Green Revolution in Eastern India (BGREI), is expected to increase rice production in India's eastern states including West Bengal, Bihar, Assam, Odisha, Jharkhand, Eastern Uttar Pradesh and Chhattisgarh, according to local sources.The Director of the Central Rice Research Institute (CRRI) told local sources that the government has allocated the funds but is yet to release them. He noted that the increased allocation is likely to bring a second green revolution in the country. The program, which was started by the previous government helped the rice production in Eastern India to increase to around 55 million tons, up about 29% from around 42.6 million tons prior to introduction of the program in 2010-11. Today, total production from the Eastern Indian states accounts for more than half of the total India's rice production of around 105 million tons, he said.While there is a cause for optimism on one hand, delayed monsoons in June and July and consequently slow planting are likely to dent India's rice production in MY 2014-15 (October - September) from its record 106 million tons in MY 2013-14. Though improved rains in many parts of India revived hopes of a decent production, floods in Odisha and eastern Uttar Pradesh are causing damage to rice crops. The CRRI Director says the damage extent cannot be estimated immediately. USDA estimates India MY 2014-15 milled rice production at around 103 million tons, down about 3% from an estimated 106.29 million tons in MY 2012-13. It estimates India's rice exports to decline to around 8.7 million tons in 2015 from an estimated 10 million tons in 2014. Myanmar has exported around $196 million worth of rice in April 1 - August 15, 2014, up 41% from around $139 million worth exported during the same period in last fiscal year (April - March), according to local sources. Myanmar exported around 530,000 tons of rice April 1 - August 15, 2014, a Commerce Ministry official was quoted as saying.Sources at the Commerce Ministry told local sources that the rise in exports is mainly due to increased demand from Russia. However, Myanmar's rice exports to China have suffered since the beginning of this fiscal year due to a freeze in official exports through Muse border by Chinese officials. Authorities from both countries are reportedly discussing a new trade agreement that will allow hassle-free exports from Myanmar to China. Sri Lanka Plans to Import 15,000 Tons of Rice from Vietnam Aug 22, 2014
Sri Lanka is planning to import around 15,000 tons of rice from Vietnam, according to Vietnamese media reports. Sri Lankan Minister of Industry and Commerce who met with the Vietnam's Minister of Industry and Trade in Vietnam's capital Hanoi is understood to have settled the deal.According to local media sources in Vietnam, both the Ministers agreed to strengthen bilateral trade between the two countries.Sri Lankan government also approved to import around 50,000 tons of rice from India in the last week of July to make up for the shortfalls from production. production from both 2014 Yala (April - September 2014) and 2013-14 Maha (September 2013 - April 2014) seasons is likely to be severely affected by prolonged drought in the North Central and Eastern Provinces.
Earlier, sources from Sri Lanka's Ministry of Industry and Trade (MoIT) told local sources that the imports are need to curb price hikes as well as substitute for shortages from fall in production and hoarding of stocks by some traders.The UN's Food and Agricultural Organization (FAO) estimates Sri Lanka to produce around 2.65 million tons of milled rice in 2014, down about 16% from around 3.14 million tons in 2013.USDA estimates Sri Lanka to produce around 2.8 million tons of rice, basis milled, in MY 2014-15 (October 2014 - September 2015), down about 1.5% from an estimated 2.84 million tons the previous year. USDA estimates Sri Lanka to import around 20,000 tons in both 2014 and 2015.

Oryza White Rice Index - Quotes Hold Mostly Steady as El Nino Impact Remains Dismal Aug 22, 2014
The Oryza White Rice Index, a weighted average of global white rice export quotes, ended this week at about $479 per ton, unchanged from a week ago, up about $2 per ton from a month ago and up about $19 per ton from a year ago. Thailand Thailand 5% broken rice is today quoted at around $445 per ton, down about $5 per ton from yesterday and up about $20 per ton from a month and a year ago. The UN’s FAO forecasts Thailand’s 2014 rice exports will reach 9 million tons, an increase of about 36% from last year’s levels. The FAO estimates Thailand’s 2014 aggregate paddy rice production at 37.5 million tons, down about 2% from 2013.

Thailand’s Commerce Ministry has capped the September 2014 rice export quota to the European Union at 768.08 tons. The Agriculture and Processed Food Export Development Authority (APEDA) will only include the basmati growing regions in Western Uttar Pradesh, Jammu and Kathua districts of Jammu and Kashmir and four states in Punjab, Haryana, Himachal Pradesh and Uttarakhand in its Geographical Indications (GI) application, according to local sources. The APEDA will not include the states of Madhya Pradesh, Rajasthan, and Bihar as traditional basmati growing areas in the GI application. With rainfall resuming in many rice-growing parts of India, the Indian Meteorological Department (IMD) has forecast India’s MY 2014-15 (October-September) rice production to be close to normal – an estimated 106 million tons in MY 2013-14. India’s government has estimated India’s rice production for 2013-14 marketing year (October-September) to be a record 106.54 million tons, about 2% higher than in 2012-13. Planting for kharif (main) rice crop (June-December) has reached about 33.518 million hectares of rice area as of August 22, up slightly from the same time last year, according to the Indian Agriculture Ministry. India’s government has directed all state governments to cap levy rice procurement from millers at 25% for the 2014-15 procurement season (October-September) to ensure requisite benefits to farmers, according to local sources. The percentage usually differs from state-to-state and varies between 30-75%. The Indian state of Goa is seeking assistance from the central government to increase rice production in the state by introduction the latest technologies. The Indian government plans to restructure the Food Corporation of India in efforts to reduce operational inefficiencies. The government’s decision to allocate Rs. 1,000 crore (about $165 million) towards the continuation of the Bringing Green Revolution in Eastern India (BGREI) is expected to increase rice production in India’s eastern states, according to local sources. Between January 1 and August 14, Vietnam exported about 3.791 million tons of rice, according to the Vietnam Food Association (VFA), about 19% less than exported during January-August 2013. In the first two weeks of August, Vietnam exported about 175,163 tons of rice. Average rice export prices so far this year are about $431 per ton (FOB). Vietnam exporters are facing a dilemma over participating in the Philippines tender for 500,000 tons of 25% broken rice later this month because of surging prices and scarcity of rice in the domestic market. Vietnam has set up a National Steering Committee (NSC) for National Rice Research Program until 2020. Sri Lanka plans to import about 15,000 tons of rice from Vietnam in efforts to strengthen bilateral trade between the two countries. Pakistan Pakistan 5% broken rice is today quoted at about $445 per ton, unchanged from a week ago, up about $5 per ton and $30 per ton from a month and a year ago respectively. Pakistan has exported 196,733 tons of rice in the first month of FY 2014-15 (July-June), about 17% less than the same period in FY 2013-14, according to the Pakistan Bureau of Statistics. Month-on-month, Pakistan’s total rice exports declined about 21%. The Pakistan Agricultural Research Council (PARC) and a private agricultural research company have signed a Project Cooperation Agreement with China’s Yuan Longping High-Tech Agriculture Company Limited to set up a Hybrid Rice Research and Development Center in Pakistan. Central & South America Brazil 5% broken rice is today quoted at about $610 per ton, unchanged from the last week. The Brazilian paddy rice index maintained by CEPEA reached around 36.16 real per 50 kilograms as of August 18, 2014, up about 0.4% from around 36 real per 50 kilograms recorded on August 11, 2014. In terms of USD per ton, the index reached around $320 per ton on August 18, 2014, up about 1.3% from around $316 per ton recorded on August 11, 2014. Five percent broken rice from Uruguay and Argentina, today shown at about $615 per ton, unchanged from a week ago, down about $10 per ton from a month ago and down about $5 per ton from a year ago. Guyana and Panama have signed a five-year rice export deal for Guyana to supply Panama with 5,000 tons of rice per month, starting in September.

The USDA Post estimates Venezuela’s rice imports for MY 2014-15 (April-March) to increase to about 530,000 tons, up about 2% from MY 2013-14, due to anticipated declines in paddy rice production. Average green paddy prices in Colombia were about 923,600 pesos per ton in August, an increase of about 1% from the previous month and an increase of about 3% from a year ago. Average white rice prices in Colombia were about 1.885 million pesos per ton in August, unchanged from the previous month and down about 1% from the previous year. U.S. U.S. 4% broken rice is today quoted at about $540 per ton, unchanged from a year ago, down about $15 per ton from a month ago and down about $65 per ton from a year ago. Chicago rough rice futures for September delivery started the week with a nearly 25 cent per cwt (about $6 per ton) gain at $13.145 per cwt (about $290 per ton), suggesting further confirmation of last week’s reversal. They reached a high of $13.200 per cwt (about $291 per ton) on Tuesday before starting a downward trend that lasted the rest of the week. Futures closed at $12.825 per cwt on Friday (about $283 per ton). The U.S. cash market was quiet most of the week but picked up slightly on Thursday after the futures market dropped. Throughout the week, offers were seen near $13.00-$13.33 per cwt fob farm (about $287-$294 per ton) with bids around $12.85-$13.25 per cwt (about $282-$292 per ton) for September-October delivery. Other Markets Bangladesh’s rice import value has increased to about $366.4 million in FY 2013-14 (July-June), according to the Bangladesh Bank. This is about 12 times more than the same period in FY 2012-13. Separately, the Bangladesh Rice Research Institute (BRRI) researchers have developed a new rice variety, Brri dhan-64, which is enriched with higher zinc content and is capable of producing higher yields. The UN’s FAO has forecasted Myanmar’s MY 2014-15 (July-June) milled rice exports to reach 560,000 tons, comparable to last year’s exports. The FAO also estimates that Myanmar’s aggregate paddy rice production in 2014 is up about 2.5% from the previous year to 29.5 million tons. After a three year hiatus due to the nuclear meltdown in 2011, Japan’s government has resumed exports of rice grown in Fukushima Prefecture. Iraq’s Ministry of Trade has re-invited tenders to buy 15,000 tons of basmati rice from India with offers due September 1, according to Bloomberg. It has also re-invited international tenders to purchase a minimum 30,000 tons of rice from Argentina, Brazil, Thailand, Uruguay, Vietnam, and the U.S., with tenders open until September 8. Twice previously the Iraqi Grain Board has rejected offers on this tender due to high prices.

China’s Ministry of Agriculture has decided not to renew bio safety certificates on two varieties of GM rice and one variety of GM corn. Brunei plans to increase its self-sufficiency in rice production from the current 5% to 60% by 2015. To do so, it plans to increase rice production from the current 1,000 tons to about 18,000 tons by 2015. The UN’s FAO estimates Iran will import 1.6 million tons of rice in MY 2014-15 (April-March). The state grains purchasing agency of Mauritius has invited tenders to buy up to 6,000 tons of long-grain white rice from optional origins, with tenders due by September 1 and delivery between October 1 and December 31, according to Reuters. Between April 1 and August 15, Myanmar exported 530,000 tons of rice worth $196 million, up 41% from the same period last year. Cambodia 5% broken rice is today quoted at about $470 per ton, down about $5 per ton from a week ago and up about $15 per ton from a month ago.
