Saline water is a problem for rice farmers in coastal regions such as Bangladesh and West Africa as the salt reduces rice yields. The situation was so bad that the Senegalese government decided to build the Diama Dam near the mouth of the Senegal River. The immediate result was not only the blocking of sea water into the Senegal River Valley which is the country‟s rice belt, but it also created much needed electricity for one of the world‟s least developed countries.Clearly this must have been a win-win situation, but unfortunately it was not as it ended up severely deteriorating the health of the very people who were supposed to gain the most from the development project, the rice farmers and their families. A water-borne disease called schistosomiasis or biharzia affects 200 million people around the world and is second only to malaria as a parasitic disease in terms of its global economic impact. Senegal has one of the highest rates of schisto but interestingly the disease in the Senegal River Valley was uncommon before the construction of the Diama Dam. The dam saw the collapse of the local freshwater shrimp which used to be a regular catch for local fishermen. This is because the shrimp spawn their eggs in the saltier water at the mouth of the river, but the dam now blocked the shrimp‟s passage to the sea. What ecologists realized was that the collapse of the shrimp population led to an explosion in the water snail population as the shrimp were the snails‟ natural predator. The snails harbor the parasitic worms which then get released into the river, canals and rice fields where local people are then infected. A team of local and international researchers are now working to reintroduce the freshwater shrimp to the Senegal River Valley and there is a plan for the Diama Dam to be modified to allow the shrimp to pass through the dam so their breeding cycle is no longer interrupted. The researchers of the Project Crevette tested the effectiveness of controlling the infected water snails with shrimp and found the disease disappeared after a year of introducing the shrimp so there is great excitement that local farmers and their families can be protected once more by shrimp.

How Will Climate Change Affect World Rice Production and Trade? Jun 24, 2014

It‟s important to remember that climate change scenario studies have a large degree of uncertainty, which is why most of the time these studies include several different scenarios using different assumptions. Having said that, climate change is expected to reduce world rice production even when considering new technology breakthroughs which help increase rice yields, according to a Japanese study. The study claims that rice losses wouldn‟t be higher than 10 percent even in the hardest hit countries, which might sound tolerable. However, this doesn‟t consider the huge growth in demand for rice; some studies suggesting demand will double by 2050.In Asia, the areas forecasted to be hit the hardest are the more temperate zones in western Japan and eastern China but also the southern part of the Indochina peninsula and the northern part of south Asia which is better known as South Asia‟s traditional rice belt. The scenarios extend to the year 2080, predicting that Nepal, Cambodia, China and Vietnam would see the biggest decreases in rice production. Another study by two Taiwanese and a US researcher which focused on

the impact of rising sea levels on world rice production also claimed that Vietnam would be one of the hardest hit countries due to climate change, along with Bangladesh, Japan, Taiwan, Myanmar and Egypt. The study forecasted sea levels may rise by 1 to 5 meters and found that in the most extreme scenario, Vietnam, Egypt and Myanmar would have to switch from being net exporters to rice importers. All of this sounds very depressing, but unlike the Japanese study, this one argued that yield improvements due to the development of stress tolerant rice varieties in combination with more liberal trade policies by rice importing countries could offset the negative impact of climate change on international rice prices.

7 Smart Ways to Tackle the 'Foolish Seedling Disease' That's Killing Basmati Rice Jun 24, 2014 Basmati rice, which thrives in north western zone of India, is prone to several diseases. News reports of residue of fungicides in basmati have also made the rice industry professional sit up and conduct a compelling discussion on proper management techniques. Among the prominent diseases is the foot rot or Bakanae disease, better known as foolish seedling disease). The affected plants become incapable of supporting their own weight, topple over and die, thus living up to its name of „foolish seedling disease‟. According to a research paper submitted by Ravindra Kumar, Anuja Gupta, VK Maheshwari and SS Atwal from the Indian Agricultural Research Institute, Karnal (India) and published in Krishi Sewa, an information hub for the Indian agricultural community, this disease is caused by a fungus Fusarium moniliforme. The disease can be seen both in seed and soil. The infected plants are a few inches taller than normal plants in the field. The affected seedlings, which sport thin, yellowish green leaves and have lesions on brown roots, tend to die at early tillering. In healthy plants, partially filled or empty grains can be seen at maturity. These seedlings sometimes die before or after transplanting. The researchers have come up with a series of guidelines for management of the disease. Among the guidelines are: -

Minimizing the occurrence of the disease using salt water to separate

infected seeds and then washing the seed three times -

Uprooting seedlings in nursery under water to avoid injury to roots.

Rice Varieties with Lower Transpiration Rates More Tolerant of Drought, IllinoisKyoto Researchers Discover Jun 24, 2014

So what factors actually promote photosynthesis in plants? Rice researchers at the University of Illinois are studying these interesting and game-changing aspects of rice at the first rice paddy test centre established in Illinois and at Kyoto University in Japan. The findings could promote new innovations in rice production. The researchers have begun planting both the plots simultaneously as part of the Realizing Increased Photosynthetic Efficiency (RIPE) project, a $25 million five-year project from the Bill & Melinda Gates Foundation to radically improve the productivity of staple food crops globally and achieve new innovations in rice production.RIPE Director Stephen Long, Endowed Professor of Plant Biology and Crop Sciences, lead researcher of RIPE at the University of Illinois, said that the experimental paddy is being used in trials of some new rice genetic materials that are also being tested in warmer climates, including the plot at Kyoto University. The Illinois rice plot contains several varieties of rice, including wild varieties and mutant lines, which have different photosynthetic characteristics that may increase yields under various conditions.Yu Tanaka, a visiting professor from Kyoto University and team leader of the study team said the feasibility experiment gave researchers a chance to grow the rice in a natural environment in Illinois. His preliminary research in growth chambers has revealed that some of the mutant rice varieties have a lower transpiration rate (similar to perspiration in people), which improves the crops' drought tolerance and helps conserve water in summer.

Fuzzy Logic behind High Rice Yields Stumps Farmers Jun 24, 2014

The rice grain simply stumped farmers in West Jerilderie in New South Wales, Australia, this year as they were not able to poinpoint the reason for high rice yields in the recent hot season. This year, the farmers were pleseantly surprised to see crops yielding 2-3ton/hectares above target yields and that too through adopting normal managemanet practices. Farmers who grew 12.5tons/hectare or more attributed the good yields to the temperature and water management. Bankless channel layouts aided a good yield, they added. The group host had a bigger thanksgiving list which included a paddock, good weed control in the previous crop, water control, bankless channels etc for the yields. Although some farmers feared low water levels at the sensitive microspore stage could affect their yields, they were pleasantly surprised that even their yield was as good as the rest with better farm conditions. Meanwhile, drill sowers said 18-20 cm spacing was better than 25

cm rows because the cold start prevented the tiller (hand operated or automatic tilling machine) works to take place on wider spacings.

Bangladesh Promotes Energy-Saving Green Parboiling Units Jun 24, 2014

The Bangladesh Bank (BB) is encouraging rice millers to replace their old parboiling units with new energysaving units through a project called 'Efficient Rice Husk Parboiling Programme' as part of its efforts to support 'green energies,' according to local sources. The BB is planning to replace around 50,000 inefficient boilers in the country. The BB has collaborated with the Ministry of Power, Energy and Mineral Resources (Power Division), commercial banks and German Society for International Cooperation (GIZ) to carry out the project, which is aimed at increasing the overall efficiency of rice mills by replacing inefficient and more energyconsuming parboilers with new energy-saving ones. Under the project, commercial banks will disburse loans to rice millers at interest rates below 10% for allowing them to replace their old parboiling units with new ones. Local sources say the Central Bank has already disbursed around Tk 2 billion (around $25.3 million) at an interest rate of 5% by May 2014 and its refinance scheme will continue till 2021.The project is part of the government's efforts to fight climate change. Additional secretary at the Power Division told local media sources that the new parboiling units are expected to provide about 50% of energy savings to rice mills by reducing the use of rice husk, which is used in heating water for processing rice, by more than 50 as well as reducing processing costs significantly. He also noted that the saved rice husk could be used for other purposes such as power distribution on other projects. The Sustainable Energy Development (SED) engineers at GIZ designed the new boilers. The Additional Secretary also noted that the government has allocated a fund of Tk 4 billion in the new budget for the FY 2014-15 (July - June) towards promotion of energy-efficiency and renewable energy, and would use part of this allocation for boiler replacement project.

Thailand OAE Estimates 2014-15 Paddy Rice Production to Slightly Increase to 38.8 Million Tons Over Last Year Despite 1% Decline in Planting Area Jun 24, 2014

Thailand paddy rice (with 15% moisture content) production is estimated to reach around 38.8 million tons (about 26 million tons, basis milled) in crop year 2014-15 (January 2014 - December 2014), slightly more than the estimated 38.79 million tons in 2013-14, despite a 1% decline in planted area this year, according to data from the Office of Agricultural Economics (OAE).The OAE, in its June 2014 estimates, says that the 2014 main-season crop (May - January) will account for about 28.58 million tons of paddy rice, while the 2014 offseason crop (January - June) will account for about 10.23 million tons of paddy rice this year.

The yield from the 2014 main crop is expected to increase to around 2.76 tons per hectare, up about 3% from around 2.69 tons per hectare in 2013. However, the yield from the 2014 second crop is expected to decline to around 4 tons per hectare, down about 4% from about 4.18 tons per hectare last year. Thailandâ€&#x;s total rice planted area is estimated to decline by about 1% to 12.88 million hectares in 2014 from 12.97 million hectares in 2013. Planted area under the main-season crop is estimated to decline to around 10.35 million hectares in 2014 from around 10.4 million hectares in 2013, while planted area under the off-season crop is estimated to decline to around 2.54 million hectares in 2014 from around 2.57 million hectares in 2013.The expected decline in rice planting area is mainly due to drought in some parts of Thailand's rice growing areas. The government agriculture zoning program is also underway, in which about 4.44 million hectares of rice area (or about 39% of the total rice area of around 11.34 million hectares) would be used to grow other cash crops, such as sugarcane, in 3-4 years. According to the USDA, Thailandâ€&#x;s paddy rice production is expected to reach around 31 million tons (about 20.5 million tons, basis milled) in MY 2013-14 (January 2014-December 2014), up about 1.5% from around 30.6 million tons of paddy (about 20.2 million tons, basis milled) in MY 2012-13. The USDA forecasts Thailand to export 9 million tons of rice in 2014, up about 34% from around 6.7 million tons in 2013. Thailand's paddy rice area is estimated to increase to 10.9 million hectares in MY 2013-14 from 10.84 million hectares in MY 2012-13.

Rwanda Increases Tariff on Rice Imports from Outside EAC Jun 24, 2014

Rwanda has increased tariff on rice imported from outside the East African Community (EAC), of which Rwanda is a member, to 45% from the current 30% to protect local farmers, according to local sources. The move would help align the country's import duty structure with the other members of the EAC - Republics of Burundi, Uganda, Kenya and Tanzania - said the Finance Minister. He also noted that the move would also encourage local production adding that the East African nation has the potential and capacity to produce enough rice to meet the required demand. The Minister stated that the country spent around Rwf11 billion (around $15.9 million) on importing rice in 2012, but could reduce rice import bills to around Rwf8.4 billion (around $12 million) in 2013, as the production has been increasing since 2012. The country produced around 85,883 tons in 2012 and is expected to produce around 147,560 tons in 2014, according to the Minister. He however, expressed dissatisfaction that there is still a gap between supply and demand. He said the government is planning to become self-sufficient in rice by 2016.

However, retailers noted that the local price of rice in the country may increase by around Rwf100 per kilogram (around $145 per ton) from the current Rwf700 per kilogram (around $1,013 per ton) due to the increase in import tariff. They noted that imports from outside the EAC will have to continue as the other members of the EAC do not currently produce surplus rice to service Rwanda's demand needs. USDA estimates Rwanda to produce around 58,000 tons of rice and import around 40,000 tons in MY 2013-14 (May - April) to meet a consumption demand of around 98,000 tons

Philippines Mulls Opening Rice Imports to Control Price Hikes What a contradictory move? approved the Philippines request for continuation of QRs till 2017, according to the Philippines Agriculture Secretary. Endorsement with the General Council is still pending.According to an article in the Bloomberg Businessweek,

The Philippines is considering easing rice-import curbs and adopting a free market mechanism allowing private traders to import as much rice as they want. The Economic Planning Secretary was quoted as saying that the government's policy of restricting imports, without adequate assurance of increase in production to meet the requisite demand, has led to a sharp increase in prices as well as rice smuggling in the country. He noted that the government will consider a proposal on the move next month adding that it may as well consider imposing high tariffs on rice imports to avert influx of cheap imported rice in the country. He said the government will take steps to protect farmers from cheap imports by providing access to higher-quality rice varieties as well as credit and improving the supply chain. According to data from the UN's Food and Agricultural Organization, average domestic prices of regular milled rice increased to around P37,020 (around $844) per ton in June 2014, up about 22% from around P30,340 (around $710) per ton in June 2013. Average domestic prices of well milled rice increased to around P39,860 (around $909) per ton in June 2014, up about 20% from around P33,180 (around $770) per ton in June 2013. The USDA estimates the Philippines will import around 2 million tons of rice in MY 2013-14 (July – June), including around 500,000 tons of unofficial rice imports, and the UN‟s Food and Agriculture Organization estimates the country to import around 1.2 million tons of rice in 2014 (January – December).
