Wonder rice dryer In the rural town of Bogale, Myanmar, 9 women and 16 men from the Myanmar Department of Agriculture, partner NGOs, and IRRI trained on how to operate and set up a newly designed dryer that could protect rice grains from sudden rain, pests and intense heat.Called the solar bubble dryer, it was designed by a team of experts from the University of Hohenheim, GrainPro, Inc., and IRRI.The name comes from the unique characteristics in its design: "solar" due to

ambient conditions that provide heat from the air that flows inside the dryer and “bubble” for the dome-like shape of the cover or roof when it is set up. “We tried several designs when we started, not one of them was the bubble design,” explained Engr. Ana Salvatierra, a researcher and postgraduate student from the University of Hohenheim, who works on the project.“In the early designs, we included a chimney, but it was not very efficient to move air through the drying tunnel. And when there was a typhoon, the chimney fell. So, we reworked the design using small ventilators to move air. That’s when we also came up with the bubble concept,” she said. The small ventilator inflates the bubble and circulates air. The airflow then removes water from inside the drying tunnel, where the grains are, and prevents overheating. To make sure that the grains dry evenly, they are stirred from time to time using a metal roller underneath the dryer.“Based on our grain quality results in the lab, its drying performance is quite satisfactory,” said Engr. Salvatierra. It can dry rice grains to a moisture content level of 10–13%, depending on whether the weather is dry or wet."For laboratory experiments that assess grain quality, our ideal moisture content is 14%," she said. "But, most of the time, the moisture content would depend on the milling facility, and if the grains will be used for consumption or for seed production."For example, if the grains will be used for seed production then it is advisable to dry to less than 12% to maintain good germination rates in storage over an extended period," she explained.“The dryer is still a work-in-progress, but it has numerous advantages over a mechanical dryer for small farmers. It is affordable, easy to use, and is ideal for rural areas without a power grid or source of electricity,” explained Engr. Martin Gummert, head of the IRRI Postharvest Unit.“Unlike most dryers that require higher amounts of paddy to dry, the solar bubble dryer has a capacity of 1 ton, which it can dry in 1-2 days depending if it’s sunny or rainy,” he added.A typical recirculating batch dryer, for example, requires at least 10 tons of rice in just one drying operation. Because it needs electricity to run the dryer and fuel for the air heater at the same time, the investment and operating cost for such a dryer is higher. “An additional benefit of the solar bubble dryer comes from its photovoltaic solar panels that provide power to the battery of the ventilators,” said Engr. Gummert.“For example, in Myanmar, many farming villages do not have access to electricity. The solar panels and the battery can also be used for other purposes, such as lighting the house when the dryer is not used,” he explained.Currently, the solar bubble dryer is being tested in Cambodia, Myanmar, the Philippines, Vietnam,

and Africa.“We need to test it in different countries to optimize its design, its management, adapt it to local conditions, and minimize investment cost,” said Engr. Gummert.
Oryza U.S. Rough Rice Recap – Trading Slow as Sellers Look For Higher Prices amid Shrinking Supplies Mar 25, 2014
The U.S. cash market remains quiet as most buyers insist that prices are too while sellers continue to look for better pries as supplies tighten. As of today, old crop offers could still be found around $15.55-$16.11 fob farm (about $343-$355 per ton) for nearby shipment. Bids from larger mills decreased slightly today to around $15.05 per cwt (about $332 per ton) for March-April delivery while bids for exporters held steady near $15.55 per cwt (about $343 per ton), for the same delivery period, both of which generated little interest as smaller mills are reported to be bidding as high as $16.25 per cwt (about $358 per ton) for prompt delivery. Italian Minister of Agriculture Urges European Commission to Review Zero-Import Duties for Rice Mar 25, 2014
Italy’s new Minister of Agriculture sounded alarm about the survival of the Italian and European rice sectors, particularly Indica varieties, in a meeting between European ministers of agriculture which took place on Monday in Brussels, local sources tell Oryza. The Italian rice sector has reiterated that zero-import duties for Less Developed Countries (LDCs), such as Cambodia and Myanmar, are to blame. The members of European Commission confirmed that they will check the situation, and said they are also constantly exchanging news with Cambodia. The head of Italian Ente Risi, the National agency for rice, reacted positively to the perceived changed attitude of the Commission, thanking the Italian minister of agriculture for his “support to farmers at this difficult time.” Tags: italy rice imports, Cambodia rice exports, myanmar rice exports, EU rice imports, Less Developed Countries (LDCs)
Argentina Farmers Plant More Rice in 2013-14 Mar 25, 2014

Rice planting area in Argentina is expected to grow to around 231,806 hectares in 2013-14, up about 1.6% compared to an estimated 228,089 hectares in the previous year, according to a survey by the Association Correntina Rice Planters and Grain Exchange Entre Rios.Rice planting area has increased the most in the Santa Fe region (about 10% from last year to around 48,000 hectares). Rice planting area is expected to increase around 0.4% from last year to around 102,036 hectares in the main rice growing area Corrientes. Official sources say that rice planting area is likely to be higher in Santa Fe and Corrientes because of sufficient water supply in rivers and the dams in the regions. Rice area in Formosa is expected to remain almost unchanged at around 8,590 hectares. However, rice planting area is expected to decline in Chaco and Entre Rios by 13.7% and 0.6 % from last year’s levels respectively mainly due to high production and irrigation costs.Rice area in Corrientes accounts for around 44% of total rice planting area in Argentina in 2013-14, followed by Entre RĂos (29.3%), Santa Fe (20.7%) , Formosa (3.7%) and Chaco (2.2%). The IRGA 424 rice variety is the most popular rice variety among farmers in Argentina, accounting for around 36.6 % of total rice varieties planted this year. It is followed by Guri rice variety (about 19.5%) and Taim variety (about 15.4%). Hybrid rice varieties account for around 3.6% of total rice planting area in 2013-14. Tags: Argentina rice production

Oryza Afternoon Recap – Chicago Rough Rice Futures See Spread between Old crop vs New crop Contracts Narrow as Nearby Contracts Come under Selling Pressure Mar 25, 2014
Chicago rough rice futures for May delivery settled 18.5 cents per cwt (about $4 per ton) lower at $15.335 per cwt (about $338 per ton). Rough rice futures finished the day with mixed results, with nearby old crop contracts falling sharply while new crop contracts managed to finish the day with slight gains. Selling pressure was noted early on in the day and prices found little in the way of support on the way lower. Despite encountering layers of technical support around $15.450 and then at $15.400 per cwt (about $341 and $340 per ton) provided by the 50-day and 20-day moving averages respectively, the bears found little in the way of buying interest as they dragged prices lower. Today’s sell-off has returned the market to technically bearish territory and provides a negative outlook for tomorrow’s trade direction. The lower Bollinger band now becomes the markets price objective. However, a recovery back above $15.500 per cwt (about $342 per ton) would likely negate today’s bearish formation as a false break. The other grains finished the day lower; soybeans closed about 0.2% lower at $14.2800 per bushel; wheat finished about 0.9% lower at $7.0825 per bushel, and corn finished the day about 0.7% lower at $4.8650 per bushel.U.S. stocks climbed on Tuesday, with equities bouncing back after two days of losses, after consumer confidence jumped to a six-year high in March. The Conference Board reported consumer confidence rose to 82.3 in March, up from 78.3 the month before; another report from the Commerce Department had new-home sales slipping 3.3% in February. And, the S&P/Case-Shiller index of property values in 20 cities climbed 13.2% from January 2013. After a 130point climb, the Dow Jones Industrial Average was lately up 117.65 points, or 0.7%, at 16,394.95. The S&P 500 added 9.2 points, or 0.5%, to 1,866.64, with health care the best performing and consumer discretionary the worst among its 10 major industry groups. After wavering on either side of neutral, the Nasdaq was recently up 13.6 points, or 0.3%, at 4,239.98. Gold is trading slightly lower, crude oil is seen trading about 0.3% lower, and the U.S. dollar is seen trading unchanged at about 1:00pm Chicago time.Monday, there were 297 contracts traded, down from 352 contracts traded on Friday. Open interest – the number of contracts outstanding – on Friday increased by 57 contracts to 7,986. Tags: chicago rough rice futures, U.S. rice prices, U.S. rice market

El Nino Looking More Likely; This Could Spell Trouble for Asian Rice Crops Mar 25, 2014
The latest group of researchers to predict an El Nino weather event in 2014 is the Australian Bureau of Meteorology (BOM). This comes after researchers in Japan and the U.S. forecasted increased likeliness of El Nino this year. The BOM says El Nino may occur May-July due to above normal ocean surface temperatures in the tropical Pacific. BOM anticipates possible droughts in Southeast Asia and Australia and floods in South American if El Nino does occur this year, potentially severely impacting main rice crops across much of Asia this summer. Benin Benefits from Nigeria’s Anti-import Policy for Rice Mar 25, 2014

Liberal trade policies of Benin help the country benefit from Nigeria’s anti-import policies for rice and other agriculture products, and an estimated 85% of food and agriculture products shipped to Benin end up in Nigeria through informal cross-border trade. The USDA Post in Benin says that informal trade between Nigeria and Benin is substantial. Benin exports about 1,500 tons of rice to Nigeria annually, but trade sources say that rice exports (including informal trade) from Benin to Nigeria is close to 1.5 million tons. Recently, the Rice Millers Importers and Distributors Association of Nigeria (RiMIDAN) said that about 3 million tons of rice entered Nigeria through Benin in informal trade in 2013.Rice supplies in Benin have changed significantly since 2012, the year when the Nigerian government increased import tariffs on milled rice to around 110% to encourage local production. According to the USDA, rice consumption in Benin jumped to 391,000 tons in 2012, up about 47% or about 126,000 tons from around 265,000 tons in the previous year. Production surged by around 76% to around 141,000 tons, and imports swelled by around 35% to around 250,000 tons in the same period. However, production, imports and consumption have remained stable in the last three years. Sources in Nigeria say that

the sharp increase in rice consumption, production and imports in Benin since 2012 actually mask re-export of rice from Benin to Nigeria. Benin shares a 773-kilometers long, almost porous, border with Nigeria. Cross border trade is helped by contrasting trade policies in the two countries. Benin imposes a tariff of around 15% on rice imports on a benchmark rate of around $200 per ton, while Nigeria imposes a duty of around 110% on milled rice imports with a benchmark rate of $570 per ton. According to sources, rice prices are about $550 – $650 per ton higher in Nigeria compared to Benin. The price gap boosts income of local traders in Benin and Nigeria but hurts consumers in Nigeria. The Nigeria government is planning to reduce the benchmark rate for rice imports to $190 per ton. Tags: Nigeria rice smuggling, Benin rice exports, nigeria rice imports
Thailand to Revive Rice Trade with Iraq Mar 25, 2014
A team of representatives from Thailand’s Department of Foreign Trade will be in Iraq this week to persuade Iraq to buy rice from Thailand and rebuild confidence about the quantity and quality of Thai rice, according to local sources.Thailand’s Director General of Foreign trade says the Iraq rice market has great potential and Thailand can sell a lot or rice to Iraq if negotiations are successful. According to the Thai Rice Exporters Association (TREA), Thailand exported 844,991 tons of rice to Iraq in 2012, up about 35% from 627,300 tons in 2011. In 2013, Iraq was the second largest importer of Thai rice, accounting for around 638,430 tons of Thailand rice exports. However, Iraq stopped purchasing rice from Thailand in the second half of 2013 after finding differences in both the quality and weight of rice sent to Iraq by some Thai private exporters. In February, Iraq's Grain Board said Iraq will not buy Thai rice unless its quality improves. According to local sources, exporters that failed to deliver promised quality and quantity of rice should issue formal apologies to Iraqi authorities to help solve the crisis. Environmental Groups Oppose Field Trials of GM Rice in Philippines, India Mar 25, 2014
Environmental groups in the Philippines, led by Greenpeace, have urged the Philippines Agriculture Secretary to stop the ongoing field trials and commercialization of Golden rice (genetically modified or GM rice) in the country, according to local sources.Environmental groups say that the promised health benefits of Golden rice that it can help eradicate Vitamin A Deficiency (VAD) are an illusion. They say that there is no scientific evidence that Golden rice will solve VAD. The groups say that there are plenty of local crops, fruits and vegetables that are affordable, easily available and are rich sources of beta-carotene and other nutrients, which are proved to combat VAD. The environmental groups also say that Golden rice will ultimately kill all initiatives leading to integrated and diversified organic-farming systems, which are the sources of natural vitamin A and other nutrients. By promoting GMOs, the government is undermining all efforts to implement the National Organic Agriculture Act of 2010, they say.Activists are opposing field trials of GM rice in India as well. The Genetic Engineering Appraisal Committee (GEAC) under the Ministry of Environment approved the confined field trials of GM rice on March 21, 2014. However, activists call the decision hasty and illegal. They have urged the government to wait for the Supreme Court decision over field trials on April 14, 2014. Thailand Hommali Rice Faces Competition from Cambodia Jasmine Rice in AEC, Say Thailand Exporters Mar 25, 2014
Thailand rice exporters are concerned that free trade under the ASEAN Economic Community (AEC) may increase competition for Thai Hommali fragrant rice due to the entry of less expensive fragrant rice from neighboring countries such as Cambodia, according to local sources. The AEC is likely to be formed in late 2015. It aims to integrate all the economies in the ASEAN region and allow free movement of goods, services, investment, skilled labor and free flow of capital among members. Thailand rice exporters say that the economic integration may lead to an influx of Cambodian aromatic rice into Thailand and may eventually hurt Thailand’s fragrant rice sector if Cambodian fragrant rice gains popularity among Thai consumers.Thailand rice exporters are worried because Cambodian jasmine rice, phka malis in Khmer, is getting widely recognized in the world market after winning world's best rice award for two consecutive years in 2012 and 2013. However, Cambodian local operators lack experience in marketing and exporting rice. In such a situation, the AEC would offer an opportunity for the Cambodian exporters to find good markets for their rice. As of today, Cambodia phka malis fragrant rice is quoted around $890 per ton, down about 6% from Thai Hommali’s export price of around $950 per ton. Vietnam jasmine rice is quoted much lower at around $505 per ton.The Honorary President of the Thailand Rice Exporters Association (TREA) says that Thailand rice producers have to step-up efforts to develop and upgrade rice varieties, especially Thai Hommali rice, after the government's rice-pledging scheme has undermined the Thai rice market over the last three years. He says that Thai Hom Mali rice has declined in quality partially due to the pledging scheme. Farmers ignored improving quality of their grains due to the government scheme, he adds. He also warned that farmers should stop mixing cheap Pathum fragrant rice varieties with more expensive Hommali rice. The AEC is also expected to provide an opportunity for Thai rice
