What you need: 1/3 cup olive oil 2 onions, chopped 1 clove garlic, chopped 2 pounds fresh spinach, rinsed and chopped 8 ounces of canned tomato sauce 2 cups water 1 teaspoon dried dill (or 1 tablespoon fresh) 1 teaspoon dried parsley (or 1 tablespoon fresh) ½ cup uncooked white rice Salt and pepper to taste Lemon juice to taste Feta cheese (optional) What you do: 1. Heat the olive oil in a large skillet. Sauté the onions and garlic until soft and translucent. 2. Add the spinach and stir while cooking for a few minutes. 3. Add the tomato sauce and the water and bring to a boil. 4. Add dill, parsley, salt and pepper, and any other desired spices. 5. Stir in rice, and reduce heat to low. 6. Simmer uncovered 20-25 minutes or until rice is tender, adding more water if necessary. 7. Top with lemon juice and feta cheese (optional). Enjoy! The U.S. cash market was muted today as many farmers with rice left to sell were either busy in their fields working or busy making preparations for the upcoming planting season. Analysts contend that during this time of year most farmers are not very interested in selling or shipping their rice unless the price is extremely attractive.As of today, old crop offers could be found as low $15.55 per cwt fob farm (about $343 per ton) for nearby shipment however as you move out to the May-June offers increase to around $16.11 per cwt fob farm (about $355 per ton).Bids from larger mills increased slightly today to around $15.15 per cwt (about $334 per ton) for April delivery while bids for exporters decreased slightly to around $15.40 per cwt (about $340 per ton), for the same delivery period, however both of these bids continue to generate limited interest as smaller mills are reportedly paying between $16.00-$16.30 per cwt (about $353-$359 per ton) for prompt delivery. Critics of white rice have long warned diabetics and those on a low-starch or low-carbohydrate diet against consuming too much of the grain, citing concerns that digesting the glucose in the rice can lead to obesity and spike blood sugar levels. While alternatives like unrefined whole grains do exist as alternatives, white rice fills a special role in many cultures where it’s the basis of the diet, making it difficult to replace.Okinawa Japan, which has historically had the highest life expectancy rates, today has the highest obesity rate in Japan, where in 2012, 45.2% of all adult males aged 20 to 69 were classified obese, according to a Japanese public health and nutrition survey. Experts blame higher consumption of fast food and other processed foods. However, as obesity levels there have risen in recent years, rice’s role in weight gain has received new attention. (Traditionally, Okinawans have consumed less rice than other parts of Japan, instead eating more sweet potatoes and legumes). The recent rising obesity rate has made Okinawa the focus of a new research project by the Okinawa Institute of Science and Technology (OIST) Plant Epigenetics Unit, where a new strain of rice containing digestion-resistant starch is being developed. There already exists a rice strain with digestion-resistant starch, called Nanshoka-Mai, and it is not especially new – it was developed 30 years ago by a team of researchers at Kyushu University. However, its yield per hectare when grown in Okinawa was about half the yield per hectare as the same variety grown on mainland Japan. Professor Hidetoshi Saze is directing the project at the OIST Plant Epigenetics Unit, where they are developing potential hybrid strains using Nanshoka-Mai and local strains which are compatible with Okinawa’s unique climate and will hopefully produce higher yields.The team hopes to find a hybridization that includes the digestion-resistant starch. Typical rice contains amylose, a glucose polymer that is quickly broken down. The starch in Nanshoka-Mai takes longer to break down, making it a good choice for people concerned about diabetes, obesity, and volatile blood sugar levels. Think of it as changing a simple carbohydrate into a complex carbohydrate. When this trait is hybridized with the strain that is adapted to the local climate, they should have a successful new strain that meets dietary needs and has an improved yield.The project, which is being fostered by the Okinawan government, will include three phases: development of the new strain of rice (which Professor Saze’s team is working on), nutritional and physiological analyses (which will be studied by three different universities in Japan), and processing and sales. Chicago rough rice futures for May delivery settled 5.5 cents per cwt (about $1 per ton) higher at $15.390 per cwt (about $339 per ton). Rough rice futures closed slightly higher but remain over 20 cents per cwt (about $4 per ton) off of last week’s near-term high of $15.600 per cwt (about $344 per ton) and just below nearby technical resistance. Analysts note multiple points of technical and psychological resistance layered between $15.400 and $15.500 per cwt (about $340 and $342 per ton), which will likely continue to provide a headwind against further attempts by prices to advance. On a longer-term, multi-week basis, the market remains trapped within a wider $15.200-$15.600 per cwt (about $335-$344 per ton) trading range with little in the way of

fundamental pressure to break out in either direction. The other grains finished the day mostly lower, however soymeal continues to show surprising strength; soybeans closed about 0.8% lower at $14.4000 per bushel; wheat finished about 1.6% lower at $6.9775 per bushel, and corn finished the day about 0.4% lower at $4.8450 per bushel.U.S. stocks fell on Wednesday, with benchmark indexes struggling to extend gains into a second day, after a report on orders for durable goods failed to appease investors looking for further evidence of economic expansion. After a 98-point jump, the Dow Jones Industrial Average was lately up 35.68 points, or 0.2 percent, at 16,403.56. The S&P 500 advanced 4.78 points, or 0.3 percent, to 1,870.40, with health care companies faring best. The Nasdaq fluctuated, lately down less than a point at 4,233.64. Gold is trading about 0.5% lower, crude oil is seen trading about 0.8% higher, and the U.S. dollar is seen trading about 0.1% higher at about 1:00pm Chicago time.Tuesday, there were 544 contracts traded, up from 297 contracts traded on Monday. European Paddy, Rice Quotes Mostly Stable; Greek Indications Higher, Romanian Quotes Mixed Mar 26, 2014

European paddy quotes in the week March 11 - 18 were mostly firm, according to data from the European Union. SPAIN - Japonica paddy was unchanged at 282 euros (about $389) per ton, as it was one month ago. Indica received no quotations; the latest quotation was on February 11 for 260 euros (about $359) per ton. Milled Japonica rice quotes are firm at 544 euros (about $752) per ton, unchanged from a month ago. PORTUGAL - Long A paddy quotations were fixed at 280 euros (about $ 387) per ton, unchanged from a week prior. Long B paddy quotes have been holding around 260 euros (about $359) per ton for more than a month. No quotations are available for milled rice. GREECE – Quotations were stable. Medium grain paddy is stable at 370 euros (about $511) per ton, up 10 euros (about $13) per ton from on one month ago, when it was 360 euros (almost $497) per ton. Long grain paddy is stable at 450 euros (about $622) per ton and Indica paddy is quoted 240 euros (about $331) per ton, up 10 euros on one month ago. There were no quotations for milled rice. ROMANIA - Japonica paddy prices slightly increased to 328 euros (about $453) per ton, up 6 euros (about $8) from 322 euros (about $445) per ton on March 11. Indica paddy quotes declined from 305 euros (about $ 421) per ton on March 11 to 301 euros (about $ 416) per ton on March 18. As for milled rice, Japonica quotes increased, reaching 789 euros (about $1,090) per ton on February 18, up 45 euros (about $50) per ton from 744 euros (about $1,028) per ton on March 11. Indica milled rice decreased 96 euros (about $132) in just one week, falling to 536 euros (about $741) on March 18. BULGARIA - Japonica paddy quotations remain firm at 276 euros (about $381) per ton. Japonica milled rice indications remained unchanged from a week prior, at 814 euros (about $1,125) per ton.

India State Chhattisgarh Rice Millers Threaten Protests Over Mandatory Custom Milling Period Extension Mar 26, 2014

Over 1,500 rice millers in the Indian central state of Chhattisgarh have threatened to go on an indefinite strike from April 1, 2014 if the government does not retract its decision to extend duration for mandatory custom milling from 2 months to 6 months.According to local sources, rice millers in Chhattisgarh are also dissatisfied over the state government's failure to increase custom milling charges from Rs.35 per quintal (around $6 per ton) to Rs.75 per quintal (around $12 per ton).In November 2013, the Chhattisgarh state government had specified mandatory custom milling for two months, but has extended it up to six months last week, according to the Chhattisgarh State Rice Miller Association (CSRMA) President. He says that the government does not procure rice from private milling units, which are not registered as the government's custom milling units. In such a case, rice millers would be hit financially, he adds. However, the Chhattisgarh government says that the government would not succumb to any pressure tactics. The Principal Secretary, Food and Civil Supplies, said, "It will be their loss, not our", adding that rice millers in the state were being paid Rs. 35 per quintal (around $6 per ton) which includes Rs. 10 (around $1.7 per ton) received from the central government, as compared to only Rs. 10 (around $1.7 per ton) in other states. Department officials said the strike would not impact any of the government's social welfare schemes as they have enough stocks to fulfill their commitment of Rs.1 per kg of rice (around $17 per ton) for next six months.Chhattisgarh is the sixth largest rice producing state in India and contributes about 6% of the total rice production in India. Taiwan has successfully completed the first 2014 Country Specific Quota Simultaneous Buy-Sell (SBS) tenders for 10,000 tons of U.S. origin rice and 2,000 tons of Thai origin rice on March 18, 2014, according to the USDA Post in Taipei. Delivery is expected by December 2014.The 10,000 tons of U.S. origin brown rice under U.S. SBS tender was awarded to ten successful bidders out of 12 bidding participants.The 2,000 tons of Thai origin rice, with specification for amylose content 23% and above under the Thai SBS tender, was allotted to 4 out of 4 successful bidders. Philippines to Import 800,000 tons of Rice in Open Tender; Date Set for April 15, 2014 Mar 26, 2014

The Philippines government is seeking to purchase 800,000 tons of 15% broken white rice long variety via an open tender set for April 15, 2014, according to Reuters.The government is seeking delivery in four shipments between May and August, 2014 to improve supplies during the lean season (July – September). The government wants delivery of 200,000 tons of rice in May; 200,000 tons of rice in June; and delivery of 200,000 tons each in July and August 2014.The government had earlier planned to import rice under government-to-government deal, but the current tender is open to all qualified private traders as well as government-backed rice suppliers, according to the National Food Authority (NFA).

The Philippines government is planning to increase its buffer stocks to stabilize prices and to ensure enough stocks during the wet season, when the country is usually affected by strong typhoons. The NFA has not ruled out buying more rice after this deal. The government was forced to import rice after the country’s 2013 rice production was affected by the typhoon Haiyan (Yolanda). The government has also postponed its rice selfsufficiency target to 2015. The Philippines issued a rice tender in November 2013, when it bought 500,000 tons of rice from Vietnam in a government-to-government deal.The USDA estimates the Philippines to import 1.4 million tons of rice in 2014, while the UN’s Food and Agricultural Organization (FAO) estimates the Philippines to import 1.2 million tons of rice this year. Chicago rough rice futures for May delivery are currently paused 2 cent per cwt (about $0.44 per ton) higher at $15.355 per cwt (about $339 per ton) as of 8:00am Chicago time. The other grains are seen lower this morning ahead of floor trading in Chicago: soybeans are currently seen about 0.4% lower, wheat was paused about 0.7% lower, and corn is noted about 0.5% lower.U.S. stock index futures climbed on Wednesday, after orders for durable goods in February beat estimates even as corporate spending on equipment declined. Orders for goods meant to last at least three years rose 2.2 percent in February. Economists polled by Reuters had expected orders for longer-lasting goods to climb 1 percent last month. But demand for U.S. business equipment dropped in February. Another report, this one on the U.S. services sector in March is due at 9:45 a.m. Eastern. U.S. stock index futures are currently trading about 0.4% higher, gold is currently trading about 0.1% higher, crude oil is seen trading about 0.5% higher, and the U.S. dollar is currently trading about 0.2% higher at 8:00am Chicago time. Vietnam rice sellers lowered their quotes for 25% broken rice and Jasmine rice by about $10 per ton and $5 per ton respectively to about $350 -$360 per ton and $495 - $505 per ton respectively today. Pakistan rice sellers increased their quotes for 5% broken rice by about $5 per ton to about $405 - $415 per ton. Nigeria Encourages Private Rice Processing Enterprises to Boost Production Mar 26, 2014

The Nigerian government is encouraging private enterprises to establish rice processing facilities in the country to boost rice production and achieve self-sufficiency in rice by 2015, according to local sources.As a part of its plans to help set up private rice processing industries, the government has initiated a five-day training program on rice processing in five states - Niger, Kano, Jigawa, Borno and Zamfara. The National Cereals Research Institute (NCRI) will train around 100 women in rice processing. The government will provide grants to these women to establish rice processing and packaging industries, according to the Permanent Secretary Federal Ministry of Agriculture and Rural Development.The grants will be used for purchasing rice milling machines, rice pre-cleaners, rapid steam parboilers, de-stoners, probe moisture meters, bag sewing machine, and collapsible raised wooden platform and weighing scale. The government aims to promote technology adaptation as well as economic engagement in rice processing and packaging through these grants, according to the Agriculture Permanent Secretary. She noted that the training would be replicated in other states as well.In line with the Agricultural Transformation Agenda (ATA), the government is planning to address key issues of unemployment, wealth creation and food security in the country. It is planning to help the Nigeria's youth understand the key rice production concepts and facilities and guide them to produce rice which can compete with the imported rice in terms of quality. Currently Nigeria's locally produced paddy is milled by small mills and local rice is unable to compete with imported rice because local rice is not visually attractive and sometimes contain impurities. The government wants to ensure that locally produced rice gains acceptance in the country and compete with imported rice.Nigeria's government is planning to ban rice imports by 2015. Nigeria currently imports nearly 3 million tons of milled rice annually as locally produced rice of about 2.7 million tons is insufficient to fulfill the country's consumption needs of about 6 million tons. IRRI Scientists Developing ‘Wonder Rice Dryer’ for Small-Scale Farmers Mar 26, 2014

The Philippines-based International Rice research Institute (IRRI) has collaborated with the University of Hohenheim in Germany and a U.S.-based company to conduct tests on what IRRI calls is the "Wonder Rice Dryer" or "Solar Bubble Dryer."Scientists say that laboratory test results are satisfactory and field tests in Myanmar, Cambodia, Vietnam, Africa and the Philippines, are aimed to help optimize the dryer’s design, management, adaptability to local conditions, and lower investment cost.The Wonder Rice Dryer is expected to be most beneficial to small-scale farmers. The head of the IRRI Postharvest Unit says that the rice dryer has numerous advantages over a mechanical dryer for small farmers. “It is affordable, easy to use and is ideal for rural areas, which lack a power grid or a source of electricity,” he says. Normal batch dryers need electricity to run and also require fuel to run the air heater. Investment and operational costs are also high for mechanical dryers, he says. The “Wonder Rice Dryer” is designed in such a way that it protects rice grains from sudden rain, pests and intense heat. The dryer consists of a "bubble" or dome-shaped roof and has ventilators for free air flow. The heat from the air inflates the bubble and forms a tunnel-shaped container, where rice grains could be spread for drying. Grains could be stirred from time to time using a metal roller from underneath the dryer. This ensures that the grains are dried up evenly.IRRI says that the dryer comes with a photovoltaic solar panel, which provides power to the ventilators. The dryer can used to dry rice grains to a moisture content level of 10-13%, depending on weather conditions and humidity. According to the IRRI scientists, the solar bubble dryer can dry smaller quantities of paddy, up to one ton, unlike a typical re-circulating batch dryer, which requires at least 10 tons of rice in just one drying operation. Myanmar Makes Rice a National Export Item Under New Export Strategy Mar 26, 2014

Myanmar has chosen rice as one of the national export items in its new National Export Strategy that is a part of the export-led growth model to develop Myanmar’s trade sector, according to the local sources.The National Consultant responsible for the new export strategy says that increasing rice exports is important for the benefit of both farmers and consumers in Myanmar. He says that the strategy has been designed by taking clues from the success stories of Japan, South Korea, Hong Kong and Singapore, which have developed using such an export strategy.Myanmar used to the world’s largest exporter of rice in the 1960’s. However, the country’s rice sector remained neglected for decades due to political turmoil. The new national export strategy will be rolled-out over five years and a trade central committee will oversee the strategy, says the National Consultant. The government is also in the process of finalizing a comprehensive rice policy including rice trade restrictions, taxes, export allowances and insurance policies.The Myanmar government is planning to increase rice exports to 3 million tons over the next five years, according to local sources. The country exported a record 1.6 million tons of rice in FY 2012-13 (April - March), but exports have declined around 45% to 1.1 million tons in FY 2013-14 due to lower demand from China and increased sales by Thailand. However, the USDA expects Myanmar to export 1.3 million tons of rice in 2014 (January December), up 12% from an estimated 1.16 million tons in 2013. The agency estimates the country to produce 12 million tons of rice in MY 2013-14, up about 2% from an estimated 11.7 million tons in MY 2012-13. Myanmar's annual rice consumption needs are estimated at about 10.5 million tons.The other national export products include beans, peas and oil crops, fishery products, textiles and garments, wood and wood products, and rubber.
