Vietnam to Supply 500,000 Tons of Rice to Philippines Nov 26, 2013
The Philippines government is likely to award the government tender to Vietnam for the supply of 500,000 tons of rice to help meet domestic demand after rice stocks with the National Food Authority (NFA) dropped in the aftermath of cyclone Haiyan, local sources say.Vietnam is expected to be selected for the import of rice due to low prices, NFA representatives told local sources today. While Cambodia did not participate in the government tender, Thailand government representatives offered to supply 25% broken long grain well-milled rice for $475 per ton (free on warehouse basis). However, Vietnam offered the same quality rice for just $462.25 per ton, and may reduce prices in the ongoing negotiations. Vietnam is expected to ship the rice by December 31, 2013.The NFA estimates that about 200,000 tons of rice is required to feed the typhoon-affected in the next 100 days. The remaining 300,000 tons of rice will be used to maintain buffer stocks with the NFA. Tags: Philippines rice imports, Vietnam rice exports, Thailand rice exports, Haiyan
Burma Rice Farmers Battle Influx of Rats Nov 26, 2013
Rice farmers in Southern Burma are facing a troublesome menace; rats in the area are pillaging the crops and eating large amounts of rice. The rats swarm the paddy at night, and some farmers have seen their entire farms devastated by the creatures. Local authorities are collecting data to have a better understanding of the scope of the problem and how to address it, but it appears that at least four villages have experienced significant and widespread crop losses. Villagers think that the influx of vermin is the result of an unusually large bamboo area. When the bamboo flowers and produces a seed or fruit, the rats have ample food and quickly multiply. They happily eat the bamboo and continue expanding their colony, but once the bamboo is gone they look for food elsewhere - in rice paddies. While the scale of the crops lost is not large on a global scale, some local villagers who are now facing food shortages for the coming year. Japan Announces Major Shift in Rice Policy; Gentan System Ends in FY2018-19 Nov 26, 2013
The Japanese government announced today that it will end the decades-old rice acreage reduction program (also known as the “gentan” system) by fiscal year 2018-19 (April - March) to improve competitiveness of Japanese rice in the international market as a part of Trans-Pacific Partnership (TPP) negotiations. The Japanese government introduced the “gentan” system in the 1970’s to reduce rice production and help diversification of

crops from rice to other crops such as wheat, soybeans or rice for animal feed. The move was expected to keep rice prices high in Japan where rice consumption was decreasing due to changing diets. The government also imposed high import tariffs (currently at 778%) to protect local farmers.Under the “gentan” system, the government pays rice farmers subsidies of around 15,000 yen (about $148) per 1,000 sq. meters of reduction in rice acreage. The government announced today that the subsidy will be cut to half at around 7,500 yen (about $74) per 1,000 sq. meters in fiscal 2014-15 and will be removed completely by fiscal 2018-19. However, subsidies for alternative crops, including rice for animal feed, may increase by around 30% next fiscal year. The government plans to seek the approval of the Parliament about the changes in February – March 2014.Local sources say, rice farmers in Japan are already looking at growing premium rice varieties such as organic rice, heirloom rice and medicinal rice to tap the international market. Some Japanese rice producers are planning to grow rice in countries such as Vietnam where labor and production costs are low. Oryza Afternoon Recap – Chicago Rough Rice Futures Slip as Trade Activity Wanes Ahead of U.S. Holiday Nov 26, 2013
Chicago rough rice futures for January delivery settled 6.5 cents per cwt (about $1 per ton) lower at $15.740 per cwt (about $347 per ton). Rough rice futures finished lower today, as prices continue to wonder within a welldefined $15.600-$15.900 per cwt (about $344-$351 per ton) trading range. There looks to be little in the way of fundamental or technical indicators to force the market out of the current sideways trend to either the upside or to the down. The shortened holiday week is likely also to blame for the reduced trade volume noted over the past two trading sessions. The other grains finished mixed today; soybeans finished the day unchanged at $13.2925 per bushel; wheat finished about 0.9% lower at $6.4650 per bushel; and corn finished the day about 1.5% lower at $4.1850 per bushel.U.S. stocks rose Tuesday after better-than-expected reports on housing countered a measure of consumer confidence that came in below expectations, with the market taking a more passive tone two days ahead of the Thanksgiving holiday. A day after climbing to a record close, the Dow Jones Industrial Average extended those gains. Consumer discretionary and technology shares paced sector gains and utilities and materials lagged on the S&P 500. A day after clearing 4,000 for the first time in 13 years, the Nasdaq repeated that climb. U.S. stock markets are currently trading up about 0.2%, gold is trading marginally higher, crude oil is seen trading about 0.1% lower, and the U.S. dollar is seen trading about 0.3% lower at about 2:00pm Chicago time.Turning to the daily continuation chart of Chicago rough rice futures for January delivery, the market continues to converge within a well-defined $15.600-$15.900 per cwt (about $344-$351 per ton) range. Overall

the majority of today’s session was spent trading in the red, and the market did chart out a lower high and low, which generally forecasts bearish results for tomorrow’s trade direction. However the current up-trend remains intact and firm underlying technical support is noted around $15.670 per cwt (about $345 per ton) a level at which the 100-day and 200-day moving averages have converged. This level came into play today and likely limited the markets downward potential. Today’s trading range is noted as $15.685-$15.800 per cwt (about $346-$348 per ton).Monday, there were 314 contracts traded, down from 622 contracts traded on Friday. Open interest – the number of contracts outstanding – on Monday increased by 1 contract to 8,279. Tags: chicago rough rice futures, U.S. rice market, U.S. rice prices

Oryza U.S. Rough Rice Recap – Market Silent Ahead of Thanksgiving Holiday Nov 26, 2013
The U.S. cash market was silent today as many in the industry are now in holiday mode and show very little interest in trading rice. Analysts contend that bids will have to be very attractive to entice any substantial selling interest this week.As of today, offers held steady near $15.65-$16.66 per fob farm (about $345-$367 per ton), depending on where they are located in the U.S. mid-South, for December through January shipment. Bids from some mills were said to be seen around $16.00 per cwt (about $353 per ton ) or higher while bids from exporters were unchanged around $15.56 per cwt (about $343 per ton), both for December delivery, although there were reports of rice trading as low as $15.80 per cwt (about $348 per ton) for delivery before the end of the year and as high as $16.15 per cwt (about $356 per ton) for January through March delivery.
