News Detail‌ Rice with fewer stomata requires less water and is better suited for climate change Date:July 24, 2018 Source:University of Sheffield Summary: A new study finds that engineered rice lines with low stomatal density used just 60 percent of the normal amount of water and were able to survive drought and high temperatures for longer than unaltered plants. Share: FULL STORY
Rice plants engineered to have fewer stomata -- tiny openings used for gas exchange -- are more tolerant to drought and resilient to future climate change, a new study has revealed. Scientists from the University of Sheffield have discovered that engineering a high-yielding rice cultivar to have reduced stomatal density, helps the crop to conserve water and to survive high temperatures and drought. Much of humanity relies on rice as a food source, but rice cultivation is particularly water intensive -- using an estimated 2,500 litres of water per kilogram of rice produced. However, almost half of the global rice crop derives from rain-fed agricultural systems where drought and high temperatures are predicted to become more frequent and damaging under climate change. Like most plants, rice uses microscopic pores called stomata to regulate carbon dioxide uptake for photosynthesis, along with the release of water vapour via transpiration. When water is plentiful, stomatal opening also permits regulation of plant temperature by evaporative cooling. Under water-limiting drought conditions, stomatal closure normally slows down water loss. Low stomatal density rice conserves its water better under drought, and so has more water left to cool itself when necessary.
2
Dr Robert Caine, Research Associate from the University of Sheffield's Department of Molecular Biology and Biotechnology and Principal Investigator of the study, said: "Future predicted decreases in water availability, combined with increased frequency of extreme drought and high temperature events, are likely to present particular challenges for farmers -- resulting in substantial crop loss. "Our study has shown that rice plants with fewer stomata are drought tolerant and more conservative in their water use. This means they should perform better in the future under climate change conditions. "We found that the engineered rice crops gave equivalent or even improved yields, which means it could have a massive impact on our future food security which is threatened by climate change." The new study, published in New Phytologist and conducted in collaboration with the International Rice Research Institute in the Philippines, found low stomatal density rice lines used just 60 per cent of the normal amount of water. When grown at elevated atmospheric carbon dioxide levels, the low stomatal density rice plants were able to survive drought and high temperature (40 degrees Celsius) for longer than unaltered plants. Julie Gray, Professor of Plant Molecular Biology and lead author of the study, said: "Stomata help plants to regulate their water use, so this study could have a significant impact on other crops which are at risk under climate change. "At the University of Sheffield we believe in a sustainable future and work towards solutions to the most pressing global challenges." This study was conducted at the University of Sheffield's centre of excellence for translational plant and soil science called P3 (Plant Production and Protection). P3 encompasses the breadth of plant and soil expertise at Sheffield and capitalises on the unparalleled ability to work across biological scales, from genome to the global atmosphere.

Duterte on new speaker: ‗Good thing Gloria is an economist‘ BY CATHERINE S. VALENTE, TMT ON JULY 28, 2018 PRESIDENT Rodrigo Duterte has lauded the election of Gloria Macapagal Arroyo as House speaker, recognizing that the former president, an economist, could help the government address the country‘s economic concerns. ―I hope that there‘ll be changes, because there‘s a new speaker. And it‘s a good thing because Gloria is an economist,‖ Duterte said in a speech in Zamboanga Sibugay on Thursday night.
Gloria Macapagal Arroyo

Arroyo was elected House speaker on Monday by 184 House members, becoming the 21st leader of the chamber and the first woman to hold the post. Duterte revealed that Arroyo called him last week and urged him to do something about inflation.―She (Arroyo) was the one who called me about two weeks ago to do something about the inflation,‖ he said. In June, inflation hit 5.2 percent, the highest in more than five years. To help lower rice prices and inflation, the President said he would push for the passage of the rice tariffication bill. The measure, which aims to replace quantitative restrictions on rice imports with a tariff system, was certified as urgent by Duterte during his State of the Nation Address.―I‘m pushing for tarrification to address the problem with expensive rice. Now any businessman can import rice so that there will no longer be any trouble,‖ he said. Duterte said there was a need to generate more job opportunities for Filipinos amid the country‘s robust economic growth. While there is brisk employment in Metro Manila, there is an apparent shortage of jobs in the provinces, he said.―The gross domestic product, right now, we‘re doing well. Growth rate is hitting something like 6.7. That‘s very good. We‘re almost equal with China,‖ Duterte said.―What‘s difficult is the lack of job opportunities. In Manila, employment is brisk because there are plenty of projects. But here in the provinces there are none,‖ he added. http://www.manilatimes.net/duterte-on-new-speaker-good-thing-gloria-is-an-economist/424022/

Local rice industry backs Cargo Tracking Note
Local rice industry players have backed government‘s decision to implement what is known as the Cargo Tracking Note (CTN), aimed at preventing importers from under-declaring their goods, saying it will enhance fairness in the rice market and ensure both local and foreign rice are sold at their right prices. For so long, imported rice, especially for those smuggled into the country or under-declared at the ports, has been sold cheaper than that produced locally, a situation which worsens the plight of already struggling local producers.
7
―We are working hard to increase production in the rice industry and so when importers do not pay the right duty, it means that we are getting rice at prices less than the locally produced ones. Already, we are uncompetitive in terms of financial risk support,‖ Evans Sackey Tye, Executive Secretary of the Ghana Rice Interprofessional Body (GRIB), told the B&FT in an interview. ―Other rice-producing countries have lower interest rates on loans, whereas we have huge interest rates. So, this, in the first place, is making pricing very uncompetitive and this is deterring people from investing in the rice industry because when they invest, they cannot even sell the rice at good prices. But the more you reduce the price, the more you lose, and that is not encouraging investment in the rice sector,‖ he said. ―What we have done at the local level is to campaign for people to consume local rice and we are seeing good results in that. So, as an industry, what we are focused on is producing more. So, if this [smuggling and under-declaration] is not worked on, we will produce more and we will not be able to sell and the work we are doing will backfire. When that happens, the farmers will stop planting the rice and move to other foods because they don‘t have market for the rice. So, it will be very helpful if the CTN will be enforced. For us, it is the enforcement that matters.‖ Recent investigations by the B&FT show that large rice importers in the country are cheating and making away with over US$21million annually — mainly through under-declaration and misclassification of products — at a time government needs more revenue to carry out its projects. Documents sighted by the B&FT show that the major importers — which control about 60-70 percent of rice imports into the country – together with other minor importers, are all complicit in this corrupt act. For example, in June 2017 for a quantity of 500MT 1kg bagged fragrant rice bought by one of the importers in Vietnam at US$572 and valued at US$286,000, the importer under-declared it at US$440—giving it a total value of US$220,000.Finance Minister, Ken Ofori-Atta, announced in parliament last week during the Mid-Year Budget Review presentation that government has, since the beginning of July, implemented the CTN to address corruption at the ports and increase revenue. ―Experience at the Ports indicates that clearing agents and some importers collude to provide false invoices and manifest leading to huge revenue losses. To remedy this situation, the GRA
8
has since 1st July, 2018 been implementing the Cargo Tracking Note (CTN) system to allow it have access to cargo information for all imports before the vessels arrive in the country. This measure enables GRA to close the information gap between Ghana Customs and trade partners and ensure the correct classification and valuation of all imports. The GRA will intensify this measure to minimize abuse by importers,‖ he said. And if that happens the local industry will grow. If there is fair competition, the industry will be attractive, and investors will be willing to invest in local producers, because they will now have confidence in them,‖ Abena Abedi, CEO of Sustainable Agro, a local rice producer, said. The country‘s current rice consumption is about 1.8 million tonnes, with local rice production less than 600,000 tonnes. The Ministry of Agriculture is expecting rice production to hit about 630,000 tonnes by end of the year. https://www.ghanaweb.com/GhanaHomePage/business/Local-rice-industry-backs-CargoTracking-Note-672433
Reduce Food Imports- US Ambassador Tellls Gov't Daily Guide
Robert Jackson (fourth right) in a group photograph with the journalists including the Editor of Daily Guide, Fortune Alimi
The United States (US) has appealed to the Government of Ghana to reduce the country's food imports by increasing investment in the agricultural sector. Outgoing US Ambassador
9
to Ghana, Robert P. Jackson, who made the call on Tuesday, July 24 at a press conference in Accra, said ―Ghana is still importing far more food than it should, given its capacity.‖ He encouraged the country to be more self-reliant in food production to help reduce its bill on the importation of food. According to him, increasing investment in agriculture is key to ensuring food security in Ghana. The Akufo-Addo administration has been working hard to improve the local production of food through the 'Planting for Food and Jobs' policy. Government, in 2017, set a target to reduce the volume of rice imported into the country by between 6 and 10 percent by the end of that year. It's estimated that Ghana imports about $500 million worth of rice annually, representing about 70 percent of rice consumption in the country. The government planned to use the 'Planting for Food and Jobs' policy to reduce the rice import volume in 2017. The initiative, according to the Food and Agriculture Minister, Dr Owusu Afriyie Akoto, who addressed the media recently, was able to drastically reduce maize imports, as well as lower the prices of corn on the domestic market in the first year of implementation. Under the 'Planting for Food and Jobs' initiative, government would support one million farmers across the country over the next four years. Scandalous Bill The move is to help the country reduce its reliance on food imports that cost about $2.2 billion annually. President Akufo-Addo in 2017 described Ghana's food import bill as ―simply scandalous. US Projects The US believes with more work, Ghana could reverse the trend and ensure food security in the country.
10
Mr Jackson, who lauded the 'Planting for Food and Jobs' programme, said that ―in agriculture, we continue to invest in the three Northern Regions and the fishing industry and those investments are helping to take people out of poverty. ―We still have a lot of work to do in the agricultural sector and we continue to invest in everything from the quality and quantity of cocoa to grains, palm oil.‖ ―These are important investments and as you know, Ghana is still importing far more food than it should, given its capacity,‖ he said. Local Sourcing He revealed that the US Government's sponsored poultry project in Ghana was making significant progress in producing more eggs, chicks and chickens. Mr. Jackson explained that ―that industry is becoming more sustainable so that companies like KFC can source locally and that reduces Ghana's import as well.‖ https://www.modernghana.com/news/871427/reduce-food-imports-us-ambassador-tellls-govt.html
Exporters seek government intervention as Saudi Arabia halts basmati imports By Parshant Krar, ET Bureau| Jul 27, 2018, 04.03 PM IST Rice exports to European Union faced similar hurdles earlier this year and currently only limited quantities of organic rice are being exported to European countries.CHANDIGARH: Basmati rice exporters have sought government intervention to help resume exports to Saudi Arabia, the second largest importer of basmati, which halted rice imports from India since June for non-compliance with its new stringent maximum level of pesticide residues in food items. Indian authorities are set to initiate dialogue with the Gulf kingdom to seek mellowing of maximum residue level (MRL) norms that are likely to hit
11
exports of mainly rice, buffalo meat and few other food items. ―The matter is being taken up with Saudi Arabia as the new MRL are not based on scientific facts and are too stringent to be fulfilled,‖ a senior official from Agricultural and Processed Food Products Export Development Authority (APEDA) said. Saudi Arabia‘s new MRL norms are not India-specific, though. Rice export to the country has halted since June after a consignment was tested positively for not fulfilling the new criteria for residue detection. Saudi Arabia buys 7-8 lakh tonnes of rice, primarily basmati, from India. Exporters warn that the development will significantly shrink India‘s share in the global rice market. India is the largest exporter of basmati, shipping 4 million tonnes of basmati in 2017-18. ―It is not possible to fulfil the (Saudi Arabia‘s) guidelines, and will cause serious blow to international rice trade,‖ said Tejinder Singh, general manager at Supple Tek Industries, an Amritsar-based manufacturer and exporter of basmati rice. The MRL norms are tough for even organic rice from the country, Singh told ET. Exporters maintain that Saudi Arabia has adopted the MRL norms of European Union that is strict and do not confirm to medical facts or toxicology records. Rice exports to European Union faced similar hurdles earlier this year and currently only limited quantities of organic rice are being exported to European countries. Under Saudi Arabia‘s new norms, level of fungicide tricycazole has been set at 0.01 mg per kg, down from earlier limit of 1.0 mg per kg. Under the new procedure for import, Saudi Arabia is warranting certification about compliance of MRL guidelines on import shipments. Vijay Sethia, president of All India Rice Exporters Association (AIREA), said that even in Japan — one of the healthiest countries in the world where rice is a regular diet — ―the residue norms are not so stringent‖. He said the matter has been raised with the Union commerce ministry and APEDA. Basmati growers in India have been sensitised to curative farm practises in recent years to tackle stricter international pesticide residue norms. Farmers in basmati growing states are being imparted training on scientific use of pesticides, dosage, time of application, etc. through an exhaustive campaign jointly run by AIREA, APEDA and various federal agricultural institutes. Sethia of AIREA said the association has sought a process where pesticides are allotted based on land ownership to stop over use of chemicals. ―We have suggested that chemicals usage should
12
be allowed to skilled manpower and not to those who cannot even read prescriptions, and it leads to overuse,‖ he told ET. https://economictimes.indiatimes.com/news/economy/agriculture/exporters-seek-governmentintervention-as-saudi-arabia-halts-basmati-imports/articleshow/65164069.cms
China allows rice imports from five more Indian processors China has allowed five more rice processors in India, including Chaman Lal Setia and Adani Wilmar, to export the cereal to the world‘s second largest economy after inspecting their facilities while four companies were told to improve their storage conditions. Amid the stand-off with the US on trade tariffs, China appears to be serious on importing rice from India,
exporters said.China has allowed five more rice processors in India, including Chaman Lal Setia and Adani Wilmar, to export the cereal to the world‘s second largest economy after inspecting their facilities while four companies were told to improve their storage conditions.
13
Amid the stand-off with the US on trade tariffs, China appears to be serious on importing rice from India, exporters said. In 2016, China had accredited 14 rice exporters, after an inspection of their processing facilities in India, but prevented the physical shipment on quarantine issue claiming presence of a pest called ‗khapra‘ (cabinet) beetle. During Prime Minister Narendra Modi‘s visit to the neighbouring country in June, an MoU was signed between China‘s General Administration of Customs and India‘s Department of Agriculture on phytosanitary requirements for exporting rice from India to China. The 2006 protocol on phytosanitary requirements for exporting rice from India to China was amended to include the export of non-basmati varieties of rice from India. ―Previously, they had agreed to import from 14 rice exporters, all of whom were based in the northern region and mainly deal with basmati,‖ a government official said referring to the 2016 inspection when Chinese officials had visited 19 facilities. This time two non-basmati exporters, one each from Nizamabad and Nagpur, have found place in the list of five ―registered Indian overseas rice producers‖, he said. Two teams of China‘s General Administration of Customs had visited 14 rice processing plants in different states during July 9-17.China, the world‘s largest producer and importer of rice, buys over 5 million tonne of the cereal per annum mainly from Vietnam, Thailand and Pakistan. There is a potential of exporting 1 million tonne of rice, including basmati variety to China in a few years if there is free trade allowed, exporters said. India‘s total rice exports increased to 12.7 million tonne last fiscal from 10.8 million tonne a year earlier, which allowed the country to retain the top slot in global trade of the commodity. ―The two countries are coming closer and I expect a good beginning in trade with China for India‘s basmati and non-basmati rice,‖ said Vijay Setia, president of All India Rice Exporters‘ Association. Setia, who is going to China under an official level delegation for talks during August 1-2, said that the neighbouring country this time seems serious to allow the trade. https://www.financialexpress.com/industry/china-allows-rice-imports-from-five-more-indianprocessors/1259907/

Bangkok (VNA) – The Thai Government has approved a rice aid package worth 97.95 billion THB (2.94 billion USD) for the 2018-19 crop, aiming to encourage farmers to delay their paddy sales and improve harvesting and price quality. The package includes a 35.06 billion THB loan to be offered by the State-owned Bank for Agriculture and Agricultural Cooperatives (BAAC), with 62.89 billion THB in one-off payments that the Government will hand out directly to farmers via the BAAC. According to the Prime Minister‘s Office, there will be three credit schemes with different purposes. The first is a loan scheme for farmers who agree to delay their paddy sales and the grant for harvesting and price-quality improvement costs will cost an estimated 22.56 billion
15
THB. Accordingly, the government will grant 1,500 THB per rai (equivalent to 0.16ha) for harvesting and price-quality improvement costs, capped at 18,000 THB per family and not more than 12 rai (or 1.92ha). Farmers are also entitled to earn 17,050 THB per tonne for hom mali (jasmine) fragrant rice; 15,450 THB per tonne for glutinous rice; 12,000 THB per tonne for white rice; and 12,900 THB per tonne of Pathum Thani fragrant rice, if they agree to hold their paddy under the barnpledging scheme. The second is a credit worth 12.5 billion THB for farming cooperatives to gather rice or add value to rice, together with a 3-percent interest subsidy programme for rice traders who agree to hold stocks for 60-180 days estimated to cost the government 572 million THB. These programmes will run from September this year to September 2019, in all provinces, except for the south. Those for the southern region will start from June to October 2019. –VNA https://en.vietnamplus.vn/thailand-spends-nearly-3-billion-usd-supporting-rice-sector/135432.vnp
Bangladesh sees record jump in LCs as imports surge Abdur Rahim Harmachi, Chief Economics Correspondent bdnews24.com

Bangladesh has set a new record for opening letters of credit or LCs for imports. In the first 11 months of fiscal 2017-18, $64.4 billion of LCs was opened, up 48.25 percent year-on-year, according to the latest data from Bangladesh Bank. During the period, the LC openings surged due to the higher import orders for food grains, petroleum and capital machinery, said an official of the central bank. The jump in LC openings for the payment of imports has not been seen before. ―There's nothing to worry about,‖ said Ahsan H Mansur, executive director of the Policy Research Institute. Necessary equipment imports for the ongoing mega projects have abnormally increased LC openings, he said. From July through May in the last fiscal year, import orders for rice soared 2,110 percent, wheat 35 percent, onion 90 percent and fuel oil 49.57 percent. The BB figures show the actual import of capital machinery or industrial equipment used
16
for production increased by 28.75 percent during the period. Orders for equipment for the Rooppur power plant were the main reason behind the soaring LC openings, Mansur told bdnews24.com, responding to a question on why import was rising. In addition, LC openings have also surged due to the imports of equipment for other mega projects, such as Padma bridge and metro rail, he said.Higher imports of rice, fuel oil, capital machinery and industry raw materials have added to import costs, he added.
On its economic impact, the economist said: "The rising import is seen as a positive sign for the economy. Increasing import orders for the raw materials and the capital machinery mean rising investment.‖
"Some products were imported under cover of other products. Often empty containers arrive. People make money through over-invoicing,‖ Mansur said."That's why I‘m a bit anxious too."The higher import payment may put pressure on the country's foreign exchange reserves, said Mansur. "We were in a comfortable position for a long time. The reserves had risen to almost $34 billion. But higher imports will cut into the reserves,‖ he said. "If export earnings and remittances had increased there would not have been any problem. But remittance and export earnings are increasing at a slower pace.‖ https://bdnews24.com/economy/2018/07/27/bangladesh-sees-record-jump-in-lcs-as-imports-surge

Commodities Buzz: USDA Estimates Indias Rice Exports To Slip 10% During MY 2018/19 capital market | July 27, 2018 11:56 IST
Commodities Buzz: USDA Estimates Indias Rice Exports To Slip 10% During MY 2018/19 The latest update from United States Department of Agriculture (USDA) stated that Indias rice exports for MY 2018/19 is revised lower to 12 MMT on expected higher domestic prices; the higher MSP will affect the export competitiveness of Indian rice in the international market. Export competiveness of Indian rice in MY 2018/19 will depend on the domestic prices and value of Indian rupee vis-a-vis the US dollar. GOIs decision to hike MSP for rice by an unprecedented 11-13 percent vs 4-5 percent in recent years is likely to affect domestic prices in MY 2018/19. Due to the upcoming state elections in 2018 (Rajasthan and Madhya Pradesh) and Parliamentary election in 2019, the government is likely to bolster procurement operations in non-traditional rice surplus states. Although the impact on open market prices may not be of the same magnitude as the MSP increase, exporters will have to pay higher prices to export Indian rice compared to last year. Market sources also express concern on policy development in major markets (Bangladesh for coarse rice and Iran for Basmati rice) which will affect rice export prospects in MY 2018/19. Consequently, Posts forecast for MY 2018/19 rice exports is reduced to 12 MMT (8 MMT coarse rice and 4 MMT Basmati rice). Posts MY 2018/19 ending stocks estimate has been raised to 19 MMT on expected higher government procurement and lower exports.

Punjab fails to cut down area under rice cultivation Despite setting a target to bring down by over one lakh hectares (lh) area under rice cultivation this year, Punjab has failed and acreage under the crop has already reached up to 29.57 lh and is likely touch 30 lh again. Written by Anju Agnihotri Chaba | Jalandhar | Published: July 27, 2018 2:14:19 am ―We are expecting around 30 lh area under paddy, which is huge, cultivation this year too including over 5 lh under Basmati,‖ said a senior officer in the agriculture department. (Representational Image) Despite setting a target to bring down by over one lakh hectares (lh) area under rice cultivation this year, Punjab has failed and acreage under the crop has already reached up to 29.57 lh and is likely touch 30 lh again. Last year, 30.07 lh area was cultivated under rice and this year department had proposed to bring it between 28-29 lh by diverting its area to cotton and monsoon maize crops. But lack of canal water during cotton sowing, increased MSP of assured paddy and poor rate of recently harvested ‗spring maize‘ are the contributing factors to increase in area under rice. Till July 23, 2018, the area under rice (the cultivation of which was started on June 20), had reached to 29.57 lh out of which over 23 lh was dedicated under paddy rice (parmal rice) and remaining under basmati rice. ―We are expecting around 30 lh area under paddy, which is huge, cultivation this year too including over 5 lh under Basmati,‖ said a senior officer in the agriculture department. ―We had fixed cotton area target as 4 lh, but cotton could be cultivated on only 2.83 lh as remaining targeted area went under paddy. As during cotton sowing in Punjab‘s 8 cotton districts, which are mostly dependent on the canal water for irrigation, the drainage and canal department started cleaning of the canals and water could not be released in canals by the end April month which delayed the sowing for two-three weeks in majority parts of the cotton districts,‖ said Director
25
Punjab Agriculture Department, Dr Jasbir Singh Bains, adding that low cotton prices in last season also discouraged farmers. Similarly under maize, 1.50 lh was targeted but till date maize is cultivated on only 1.23 and sowing is almost over. Last year there was 1.29 lh under maize in Punjab. ―When farmers will not get water for crops on time how farmers will cultivate as it happened with us in cotton season this year,‖ said farmer Bahadur Singh, adding that I waited for canal water in entire April month but when I didn‘t get it, I decided to go for paddy. Chief Agricultural officer Mansa district added: ―In our district we wanted to dedicate 88,000 hectares under cotton but we could cultivate it on 39,000 hectares due to non release of canal water.‖ Farmer Harjit Singh of Kapur village, said that he aws not going for monsoon maize (July to October) but for paddy as it had more MSP (Rs 1700 per quintal) and assured government purchase. In Punjab farmers of Kandi Belt-Hoshiarpur, Ropar, Nawashahr, Pathankot and Mohali show interest in maize due to their land compulsion where the paddy could not be sown. ―We have been trying to increase the area under monsoon maize because as it will help diverting paddy area and even provided 50 per cent subsidy on maize seed too but farmers prefer assured paddy crop,‖ said Director, Punjab Agriculture Department, Dr Jasbir Singh Bains. In 2012-13 under its new diversification policy, Punjab had plans to increase maize area from traditional 1.25 to 1.40 lh to nearly 5.50 lh under it till 2017-18, but result is abysmal. https://indianexpress.com/article/india/punjab-rice-cultivation-area-farmers-monsoon-maize-crops-msp5278440/
Truant monsoon hurts rice sowing; acreage down 12% OUR BUREAUT+ T-
Shortfall will be made up in Aug, says Agriculture Secretary NEW DELHI, JULY 27
26
The sowing of rice — the primary kharif crop — seems to have been hit with monsoon rains playing truant with many eastern States and Uttar Pradesh.
According to government data released for the week on Friday, the acreage under rice cultivation is nearly 28 lakh hectares (lh) — about 12 per cent lower than the year-ago period. Sowing for all kharif crops stands at 738 lh, which is nearly 7 per cent lower than the 798 lh covered in the same week last year, the release from the Ministry of Agriculture showed.Rice cultivation was nearly 50 per cent lower than the normal for the week in Bihar and Jharkhand; the shortfall for West Bengal was 40 per cent and for Uttar Pradesh, 20 per cent. Among States that have reported better rice acreage are Madhya Pradesh, Andhra Pradesh and Telangana. ―There is nothing to be concerned about. We have the whole of August to make up. Even otherwise, many parts in these States have started getting rains in the last 1-2 days which will help sowing,‖ said Agriculture Secretary SK Pattanayak. Planting of pulses improved substantially over the previous week, but acreage was lower than the year-ago period. The cultivation of urad, whose acreage at 27.45 lh is nearly 17 per cent less than last year‘s fugures, seems to be an area of concern. The acreage under moong and arhar nearly matches last year‘s numbers, and is better than what is normal for the year. With soya bean leading the way, oilseeds cultivation, at 141 lh, is looking up, with the acreage being only 1 per cent lower than last year.
27
Cotton sowing, at 102.5 lh, is close to what is normal for the week, while that of coarse cereals falls behind by 8 per cent. According to Pattanayak, bajra cultivation, which is about 19 per cent lower, will pick up momentum as it the crop would command better minimum support price this season. https://www.thehindubusinessline.com/economy/agri-business/truant-monsoon-hurts-rice-sowingacreage-down-12/article24534302.ece
Exporters seek government intervention as Saudi Arabia halts basmati imports By Parshant Krar, ET Bureau| Jul 27, 2018, 04.03 PM IST
Rice exports to European Union faced similar hurdles earlier this year and currently only limited quantities of organic rice are being exported to European countries.CHANDIGARH: Basmati rice exporters have sought government intervention to help resume exports to Saudi Arabia, the second largest importer of basmati, which halted rice imports from India since June for non-compliance with its new stringent maximum level of pesticide residues in food items. Indian authorities are set to initiate dialogue with the Gulf kingdom to seek mellowing of maximum residue level (MRL) norms that are likely to hit exports of mainly rice, buffalo meat and few other food items.
28
―We have suggested that chemicals usage should be allowed to skilled manpower and not to those who cannot even read prescriptions, and it leads to overuse,‖ he told ET. https://economictimes.indiatimes.com/news/economy/agriculture/exporters-seek-governmentintervention-as-saudi-arabia-halts-basmati-imports/articleshow/65164069.cms

USA Rice Makes the Case to FDA for an SOI for Rice By Lesley Dixon
ROCKVILLE, MD -- Ag and food industry leaders and advocacy groups gathered here yesterday to provide comments and feedback to the Food and Drug Administration (FDA) during a public meeting on the agency's comprehensive, multi-year Nutrition Innovation Strategy. A major topic of discussion at the open forum was modernization of the FDA's standards of identity (SOI) program.
33
Lydia Holmes, manager of regulatory affairs at USA Rice, attended the meeting to give comments on the current lack of a federal SOI for rice, an issue that has exacerbated the issue of rice pretenders in the marketplace.
34
"We've spent a lot of time and effort educating consumers about the nutritional content of rice and the ways it can fit into their diet," said Holmes, as she advocated for the adoption and enforcement of a clear SOI for rice. "It is misleading for consumers to then see that name on a vegetable product that does not have comparable nutrients to rice. Both vegetables and grains have their place in the market, just not using the same name." Dairy industry advocates also were on hand to urge FDA to step up enforcement of the existing SOI for milk, specifically in the case of non-dairy, plant-based beverages made from almond, soy, oats, and pea protein. Proponents of non-dairy substitute beverages that utilize the term "milk" in their labeling argued during these open sessions that freedom of speech and an open marketplace should protect their use of that language, while those in favor of strong and consistent SOI enforcement spoke of the need for consumer safety, consistent regulation, and transparency in the food industry. "In this room and online we have heard a diverse and very valuable set of comments on how best to promote innovation and flexibility while still enforcing consistent regulation and protecting consumers, a difficult balance to strike," said Robin McKinnon, senior advisor for nutrition policy at the FDA's Center for Food Safety and Applied Nutrition. "I've been struck by the energy and enthusiasm from everybody at this meeting." The day-long discussion marked the beginning of a one-month open comment period on nutrition innovation issues, during which the public can submit comments to the FDA via mail or online. The Administration will take submissions under advisement until August 27 and use this input to inform their policy actions. USA Rice will continue to pressure the FDA to establish a federal SOI for rice and enforce common sense regulations that protect consumers. USA RICE Daily
Rice can now be grown in drought, high temperatures, thanks to this new technique IndiaToday.in New Delhi July 27, 2018 UPDATED: July 28, 2018 15:31 IST
35
Rice cultivation requires an abundance of water. On an average, it takes 4,000 - 5,000 litres of water to produce one kg of rice in India. The consumption may vary as per the soil type, region, environment and other factors. According to global standards, it takes 2,500 litres of water per kilogram of rice produced.
WHAT SPOILS THE RICE CROP? According to scientists, almost half of the global rice crop derives from rain-fed agricultural systems where drought and high temperatures are predicted to become more frequent and damaging under climate change. Read: India becomes world's largest exporter of Rice: List of top exporters HOW CAN LESS WATER BE USED TO PRODUCE RICE? Amid the scarcity of water and unbalanced groundwater tables, scientists from the University of Sheffield have discovered that engineering a high-yielding rice can reduce stomatal density, letting the crop conserve water.
36
Not only less water would be used, but also it helps the plant to survive in high temperatures and drought. Rice uses microscopic pores called stomata to regulate carbon dioxide uptake for photosynthesis, along with the release of water vapour via transpiration. When water is plentiful, stomatal opening also permits regulation of plant temperature by evaporative cooling. Under water-limiting drought conditions, the stomatal closure normally slows down water loss. Low stomatal density rice conserves water better under drought, and so has more water left to cool itself when necessary. Read: IIT-Madras prof shares his idea of zero-investment organic farming in India Dr. Robert Caine, a Research Associate from the University of Sheffield's Department of Molecular Biology and Biotechnology and Principal Investigator of the study, said: "Future predicted decreases in water availability, combined with the increased frequency of extreme drought and high-temperature events, are likely to present particular challenges for farmers-resulting in substantial crop loss. "Our study has shown that rice plants with fewer stomata are drought tolerant and more conservative in their water use. This means they should perform better in the future under climate change conditions. "We found that the engineered rice crops gave equivalent or even improved yields, which means it could have a massive impact on our future food security which is threatened by climate change." Therefore, stomata play an important role in the consumption of water. Julie Gray, Professor of Plant Molecular Biology and lead author of the study, said: "Stomata help plants to regulate their water use, so this study could have a significant impact on other crops which are at risk under climate change. ANOTHER STUDY: According to the research piece published in a science journal, Down to Earth, more than 20 countries, where rice is being grown, using System of Rice Intensification (SRI).
37
WHAT IS SRI? The system of Rice Intensification (SRI) is a scientific method which was developed by a Jesuit priest Henri de Laulani, about 20 years back. It was brought back to limelight by the scientists at the Cornell Institute for Food, Agriculture and Development, USA. It functions on four main fundamentals, including soil fertility management, planting method, weed control, and water (irrigation) management. The key area is to manage soil nutrients through adequate farmyard manure application by transplanting young seedlings (8 to 12 days old), transplanting with soil clump (along with seed) and regular weeding and protective irrigation to keep the soil wet without flooding. With this method, the plant grows strong, widens its roots and yields. Also, the rice roots stay aerated with abundant and diverse soil micro-organisms. Unlike the recent research, SRI requires comparatively more water in quantity, i.e. 30 to 60 per cent less water when compared to conventional cultivation methods. Biksham Gujja, policy advisor, a Worldwide Fund for Nature International, Switzerland told Down to Earth, "For a state like Andhra Pradesh this means a lot. The state cultivates rice in around 3.8 million ha consuming about 30 cubic km of water, annually. Adopting SRI will save 10 cubic km of water, even by conservative estimates. That means Andhra Pradesh can redefine its priorities on using water." Interested in General Knowledge and Current Affairs? Clinical trials of Kovai Kavuni rice to begin next year Pratiksha Ramkumar | TNN | Updated: Jul 28, 2018, 12:41 IST
38
Koval kavuni was developed by crossing the traditional Kavuni with the widely consumed CO 50 vareity of white rice.COIMBATORE: Clinical trials on the effectiveness of Kovai Kavuni variety of rice on diabetic patients is likely to begin by the end of 2019. The effectiveness of the rice — developed by the scientists at the Tamil Nadu Agriculture University (TNAU) here two years ago — in ensuring the consumer‘s blood sugar does not shoot up is yet to be scientifically tested. The rice is being tested by the University of California to study the bioavailability of nutrients, TNAU scientists told TOI. ―The new rice variety does seem to have many nutrients, but we have to find out how much of those nutrients are available for absorption by the human body. The second phase of the research is on,‖ Biotechnology professor at TNAU M Raveendran said. Even a so called-nutritious food‘s nutrition content will go off in roughage and not get absorbed for multiple reasons, Raveendran said. ―During the research phase, the rice was found to contain phenols that inhibit the enzymes that breakdown starch, so the glucose release process is delayed. It also contains anthocyanin that fights stress and carotenoids, which strengthens the muscles in the eyes,‖ he said. Once the university‘s results come through, clinical trials are likely to begin next year. ―Once the bioavailability studies are completed hopefully early next year, we plan to approach the department of biotechnology, which funded the study, to connect us to hospitals, where we can conduct clinical trials. Though we have done lab studies, its efficiency in human body is unknown,‖ said Raveendran. The rice will be fed to a group of diabetic patients and the results will be compared to a group of patients being fed the usual white rice. ―The health parameters of the patients will be tested and details of the product‘s glycemic index and glycemic load will be studied. We are also going to recommend feeding the rice to normal individuals for two to three months and assessing their health status because the rice‘s micronutrients are also expected to help in cognitive development.‖ On the other hand, fields trials of Kovai Kavuni are going on in TNAU. ―We are constantly breeding to see if the new variety is beating all the challenges faced by the original Kavuni, which is its excess height, photosensitivity and low yield,‖ Raveendran added.

Warm, dry days taking a toll on rice By Sarah Cato U of A System Division of Agriculture
Fast facts: Rice particularly sensitive to high nighttime temperatures Research project seeks tolerant rice cultivars STUTTGART — The heat of the day is tough on crops, but it‘s the heat of the night that keeps Arkansas rice growers worried. By Sarah Cato. Arkansas has experienced several weeks of hot, dry weather and that‘s growing concern among rice producers, said Jarrod Hardke, rice agronomist for the University of Arkansas System Division of Agriculture.―If we don‘t see more rain soon, we will absolutely see growers who run out of water and are not able to maintain enough moisture to maximize yield,‖ Hardke said. ―We‘re running through that at a very rapid pace.‖ Rice has also been a victim of the warm temperatures. However, it‘s not the beating sun that‘s doing damage to the rice, but rather the hours of the day that rice depends on to be cooler. ―The biggest point is not actually the daytime temperatures,‖ Hardke said, ―but the nighttime temperatures that don‘t allow the plants to adequately cool themselves.‖Rice seeds are mostly composed of starch. When nighttime temperatures rise during seed filling development, chalk occurs. Chalk is loosely packed starch granules and the air space between them. Eshan Shakiba, assistant professor – rice breeding and genetics for the University of Arkansas System Division of Agriculture and one of the primary investigators of this study, said these high

night time temperatures lead to chalky rice. Chalky rice grains are problematic in two ways. They‘re opaque and consumers prefer their rice grains to be translucent and chalky rice tends to be brittle, breaking during processing. ―Rice quality is so important. If the rice is not of good quality, it goes nowhere,‖ Shakiba said. ―In 2010 we saw that a rise in nighttime temperatures leads to higher amounts of chalk.‖ Shakiba said it was this discovery that sparked a project that began in 2017. ―In 2017 we met with rice breeders, food scientists and other people at the University of Arkansas,‖ he said, ―and we decided we need to address this problem.‖ This meeting kicked off a five-year project that included three rice breeders and a plant physiologist from University of Arkansas System Division of Agriculture as well as three research scientists, Ramesh Dhakal and Manual Esguerra and program associate Courtland Cole Hemphill. ―We designed a study to test different cultivars in controlled conditions in greenhouses and growth chambers, as well as variable conditions in the field,‖ Shakiba said. ―We‘re trying to see which lines have tolerance to high nighttime temperatures.‖The study uses 72 different rice cultivars and three different planting dates in two separate stages: phenotyping, or judging the different cultivars based on physical attributes, and genotyping, or observing the genetic makeup. ―We will do phenotyping in the field, greenhouse and growth chambers,‖ Shakiba said. ―The lines will be evaluated for grain quality such as chalk as well as yield and head rice yield.‖ ―After phenotyping we will conduct an extensive genotypic study through advanced genetic approaches to identify genetic sources of tolerance to high nighttime temperature stress,‖ Shakiba said. ―For genotyping we will be using advanced molecular technology.‖The data collected from the genotyping will be used for breeding programs.―We will develop molecular markers that link to the genes associated with tolerance to high nighttime temperatures,‖ Shakiba said. ―These markers will be used as marker assisted selection in breeding programs for identification of progeny lines possessing these desirable genes.‖ This project is being sponsored by Arkansas Rice Promotion Board.
