FAO Forecasts Bangladesh 2015 Rice Imports at 400,000 Tons, Down 33% from Last Year Oct 28, 2014
The UN's Food and Agriculture Organization (FAO) gas forecasted Bangladesh rice imports to decline to around 400,000 Tons, down about 33% from an expected 600,000 tons in 2014 due to an expected increase in production in 2014.In its latest country brief on Bangladesh, the FAO estimates the South Asian nation's total 2014-15 cereal imports to decline about 3% to around 3.2 million tons from last year's 3.3 million tons. The UN agency estimates Bangladesh 2014 paddy production from all three crops - Aman (April - December), Aus (February - August) and Boro (October - May) - at around 52.5 million tons (around 35.175 million tons, basis milled), up about 2% from around 51.68 million tons (around 34.626 million tons, basis milled). Aman, Aus and Boro account for around 38%, 7% and 55% respectively, of Bangladesh's annual paddy production. Harvesting of the 2014 Aman rice crop is likely to start early November and continue till midDecember. Good weather conditions have benefited the sowing activities and crop development during the Aman season, according to the FAO. Rice prices remained stable in September on both month-on-month and year-on-year basis. As of September 18, the prices of coarse rice Dhaka stood at around $422 per ton, according to the Ministry of Food. The government’s extension of Boro rice procurement of about 1.1 million tons till 15 October have helped prices remain relatively stable. The government paid Tk 31 (around $394 per ton) for parboiled rice, around Tk 30 (around $381 per ton) for white rice and around Tk 20 (around $254 per ton) for paddy.

The government said it will start procurement for 2014 Aman crop from November 15 and has fixed procurement rate for white rice at around Tk 32 per kilogram (around $412 per ton) from around Tk 30 per kilogram (around $387 per ton) last year due to increase in production costs. It fixed the production costs for husked rice (milled rice) at around Tk 28 per kilogram (around $355 per ton), up about 10% from around Tk 25.42 per kilogram (around $322 per ton). USDA estimates Bangladesh’s MY 2014-15 (July 2014 – June 2015) milled rice production to slightly increase to about 34.6 million tons from an estimated 34.39 million tons in MY 2013-14. Cambodia Rice Exporters Watch Developments in Thai Rice Sector Oct 28, 2014
Cambodia rice exporters have expressed concern that Thailand's policy to delay sales of about 2 million tons from the upcoming harvest to support prices from falling is good for Thai rice farmers and exporters but not for them, according to local sources.The President of the Cambodia Rice Federation (CRF) told local sources that Cambodia rice exporters would be impacted negatively when Thailand decides to sell the held-over stock. He noted that Thailand is already sitting on stocks of around 18 million tons due to the previous government's rice pledging scheme. “Sooner or later they will have to release the stock pile into global market, which will impact Cambodia,� he was quoted as saying. One of the leading exporter added that Thai government intervention to raise rice prices will affect Cambodia rice exports and prices down the line after a year or so. He noted that Thailand's pricing particularly impacts Cambodia's fragrant rice exports as they are already an established player in the segment and Cambodia is just settling in the market. Low price is a major attraction to Cambodia's fragrant rice exports. They may be affected if Thailand happens to lower export prices forcefully to release their stocks into the global markets. The Thai government has promised to provide low-interest loans (for up to 90% of total stock) to farmers to hold their harvest and refrain from selling. It aims to boost prices of unmilled, jasmine and glutinous rice through the above-stated measures. Cambodia is keen on increasing its rice exports to over one million tons this year and has been taking measures to boost exporters' confidence. It has also built a large-scale paddy rice bank to ensure uninterrupted supplies to millers and exporters in that direction. The Cambodian rice exporters carefully assess the impact of any development in other Asian rice exporting countries. Chicago rough rice futures for Nov delivery are currently noted 38 cents per cwt (about $8 per ton) lower at $11.855 per cwt (about $261 per ton) during early morning floor trading in Chicago. The other grains are seen trading higher: soybeans are currently seen about 1.2% higher, wheat is listed about 1% higher and corn is noted about 1.7% higher. U.S. stocks looked set for a higher market open on Tuesday, as traders eyed earnings from Facebook, Pfizer, Verizon, United Technologies and Intuitive Surgical. Stock-index futures cut gains after data showing orders for U.S. durable goods fell 1.3% last month, compared to expectations of a gain of 0.5%. Another report had home prices up 5.6% in August in 20 metropolitan areas. The Federal Open Market Committee begins its two-day policy meeting on Tuesday morning. It is expected to declare the end of its quantitative easing program when it releases its statement Wednesday afternoon. The U.S. consumer confidence reading for October is due on Tuesday. It is expected to show a slight improvement following the marked drop in September. U.S. stock index futures are seen 0.4% higher. Brazil Paddy Rice Index Increases Slightly from Last Week Oct 28, 2014
The Brazilian paddy rice index maintained by CEPEA reached around 36.79 real per 50 kilograms as of October 27, 2014, up about 0.25% from around 36.7 real per 50 kilograms recorded on October 20, 2014.

India Rice Millers Unhappy with Government New Directive on Milling Charges Oct 28, 2014
Indian rice millers are unhappy with the Central Government's decision to reduce milling charges to about Rs.10 per quintal (around $1.6 per ton), down about 33% from around Rs.15 per quintal (around $2.4 per ton) in this kharif season, according to local sources.The Indian government has also decided not to include transportation charges in the milling charges. For the past four decades, the Food Corporation of India (FCI) had been bearing transportation costs from the grain market to the FCI/government warehouses if the distance was with 8 kilometers. If the distance was more than 8 kilometers, the FCI used to reimburse transportation expenditure incurred by the millers.Now, in the latest directive, the government decided that the FCI will not bear transportation costs if the distance between the grain market and warehouses in within 8 kilometers. It has decided to reimburse all transportation costs starting from the beginning point to warehouses. But has not specified the rate at which it would reimburse transportation costs to the millers. Millers are complaining that while the tariff commission of the government advised to increase milling charges, the government has reduced them.Likely lower output from this kharif (June December) season and the government's previous directive to cap levy rice procurement from millers at 25% for the 2014-15 procurement season (October - September) from the existing 3075% are already likely to impact millers' incomes this year. The new directive adds to millers' woes, according to local sources. However, the decision may reduce government bill on FCI subsidies. The new government has planned a restructuring program of FCI, has been facing liquidity crunch for sometime due to lesser allocation of funds against the estimated subsidy bill in the last three-four years. The UN's Food and Agriculture Organization (FAO) gas forecasted Nepal 2014-15 (July June) rice imports to surge to around 500,000 Tons, up about 10% from around 454,454 tons in 2013-14 due to an expected decline in 2014 production and sustained demand. In its latest country brief on Nepal, the FAO estimates the South Asian nation's total 2014-15 cereal imports to increase by about 10% to around 571,800 tons from last year's 519,818 tons. The UN agency estimates Nepal 2014 paddy production at around 4.6 million tons (around 3.1 tons, basis milled), down about 9% from around 5 million tons (around 3.35 million tons, basis milled) due to an estimated 6% decline on planted area as a result of late and below-average monsoon rains, which hindered sowing process as well as leading to reduced yields. Floods and landslides across Mid-Western and Far-Western regions of the country further added to losses in rice production. Oryza Afternoon Recap - Chicago Rough Rice Futures Spend Session Attempting Recovery from Overnight Loss Oct 28, 2014
Chicago rough rice futures for Jan delivery settled 17 cents per cwt (about $4 per ton) lower at $12.305 per cwt (about $271 per ton). Rough rice futures suffered a limit-down loss overnight, likely due to triggering of stop orders, and spent the day session attempting to recover ground. By the ringing of the closing bell the market had recovered the majority of its losses but remained nearly 20 cents per cwt (about $4 per ton) lower for the day. Today’s action has confirmed the reemergence of the longer-term bearish trend, and point to a continuation lower as the market searches for a firm price floor. Technically the market remains oversold and is likely to remain so going into the delivery period of November futures. The other grains finished mostly higher but well off of session highs today; Soybeans closed about 0.2% higher at $10.0800 per bushel; wheat finished about 1.5% higher at $5.3075 per bushel, and corn finished the day about 0.4% higher at $3.6450 per bushel. U.S. stocks rose on Tuesday, with the Dow industrials extending gains into a fourth day and the S&P 500 and Nasdaq Composite higher on the month, as investors embraced corporate earnings, a rise in consumer sentiment and anticipated the end of the Federal Reserve's bond buys. The Federal Open Market Committee concludes a two-day session on Wednesday, with Fed watchers expecting the central bank to remain on its tapering track. At or near session highs, the Dow Jones Industrial Average was lately up 118 points, or 0.7%, at 16,935.94. The S&P 500 rose 15.12 points, or 0.8%, to 1,976.75, with energy and industrials the best performing and utilities the laggard of its 10 major sectors. The Nasdaq added 62.14 points, or 1.4%, to 4,548.08. Gold is trading about 0.1% lower, crude oil is seen trading about 0.4% higher, and the U.S. dollar is seen trading about 0.1% lower at about 2:00pm Chicago time. Thailand Military Government Sells 203,000 Tons of Rice in Third Auction Oct 28, 2014
Thailand's Commerce Ministry has sold around 203,000 tons of rice from around 207,000 tons put up for sale in the third auction (after the military government took over) held today, according to local sources.The Ministry put up around 76,000 tons of white rice with 5% moisture and around 131,000 tons of broken rice for sale in today's auction. It received bids in the range of around 10,700 - 12,180 baht (around $329 - $375) per ton for white rice and around 7,000 - 8,600 baht (around $216 - $265) per ton for broken rice. While 37 buyers participated in the bidding process, 18 of them were declared winners, according to local sources. The Director-General of the Department of Foreign Trade told local sources that the results of the auction were satisfactory with good number of participants and high range of prices offered. She noted that the Commerce Ministry is planning for more auctions and will seek permission from the Rice Policy and Management Committee for the same. The Ministry sold around 140,000 tons of rice in the previous two auctions raising around 1.7 billion baht (around $52.3 million). Thailand still has around 18 million tons of rice stocks and the military government is keen on selling them over the next three years various channels such as general auctions, government-to-government sales, direct sales and the Agricultural Futures Exchange of Thailand (AFET). So What Exactly Is The 3-metre, 30-day Rule for Paddy Seed Planting? Oct 28, 2014
While we still can’t answer tricky questions like whether the seed came first or the plant came first, top notch researchers in India can definitely tell us the best way to pick up the right seed to ensure the best harvest. In the first part of this two-part series on paddy seed, Dr N Lingaiah, Scientist (Pl.Br), Regional Agricultural Research Station, Warangal in south India, talks about why planting the right seed on the right side has an impact on the rice production. Oryza: Based on your academic research, what do you suggest as the three important factors to remember while picking up the right grain for rice cultivation? Dr Lingaiah: Protection of seed production plots from the sources of contamination is necessary for maintaining genetic purity and good quality of seed. Genetic purity is maintained by avoiding cross-pollination and mixture of seeds of other varieties in seed plots. Genetic purity can be maintained by isolation and rouging. Oryza: How does the farmer ensure genetic purity is maintained? Dr Lingaiah: Maintenance of genetic purity of a seed crop by keeping the variety in isolation from varieties if the same species and some cross compatible other species to avoid crosspollination is known as isolation. Minimum isolation distance (m) recommended for foundation and certified seed production in rice crop is 3 meters, it means that there should not be any other rice variety within a radious of 3 meters from the seed production plot. If space isolation is not possible, a time isolation of 25-30 days can be provided, it means that planting should be arranged in such way that there is a difference of at least 25 days between the flowering of seed production crop and the neighboring rice varieties. Isolation can be maintained by providing physical barrier of optimum height around the seed production plot. Physical barrier of polythene sheet of 2 meter height or planting of 5 meter wide strip of crops like Dhaincha (legume and an annual shrub) 15 days before transplanting of rice, reduces the movement of windblown pollen by controlling the velocity of air. The seed production plots should be examined critically for removal of any unwanted plants throughout the growth phases. A plant in the seed crop which deviates from the norm for the cultivar and show variation in expression of distinguishing characters or abnormal performance of the plant in comparison to normal expression of the cultivar is called rogue. Oryza: While every paddy farmer agrees that roughing is a continuous process throughout the crop season, what should be its frequency for maximum impact? Dr Lingaiah: Roguing helps maintain genetic purity of seed in seed production plots as it a process of removal of unwanted rice plants from the seed production plots. Though rouging is a continuous process throughout the crop season, it is important to carry out rouging at three different growth stages i.e. rouging at maximum tillering stage, before and during flowering and before harvest. Oryza: What are the characteristic features of seed parent which help in easy identification of rogues at each stage? Dr Lingaiah: Nursery: Nursery beds should be raised in a fertile, well leveled plot where no rice crop was grown or no crop of the same kind was grown in the previous season. a) Roguing at maximum tillering stage: Off- types can be identified, based on morphological differences from the true to type. Remove all plants based on morphological differences in plant height, leaf shape, leaf sheath color, leaf blade size, pigmentation on stem, shape of ligule etc. from true to type. b) Roguing before and during flowering: The plants which differ from true to type in respect of flowering ( early and late), panicle exsertion, panicle type, anther color, spikelet shape etc. should be removed c) Roguing before harvesting: based on grain characteristics such as grain type, grain size, grain shape, lemma color, pigmentation, presence or absence of awns etc. off-types are to be removed. d) Harvesting and Threshing: Extreme care should be taken while harvesting, threshing and processing.
