Big blow for Nigeria‘s drive towards attaining self-sufficiency in rice production as rice import bill is expected to grow by 12 percent in 2018-19. With an estimated population of 200 million, Nigeria is the world‘s largest importer of rice.

According to a report from the U.S. Department of Agriculture (USAD). Growing refugee crisis, conflicts, population growth and more people giving up traditional coarse grains in their meals in favour of rice are some of the reasons for the expected increase for rice importation into the country.

The report stated that Nigeria‘s rice production, estimated at 3.7 million tonnes, is not keeping pace with demand as rice consumption is projected to increase by 4 percent to 6.7 million tonnes from the 6.4 million tonnes recorded in 2017-18.

Mohammed Sahabi, chairman of the rice farmers‘ association in Kebbi, said, ―We foresee a significant drop in rice production this year,‖

―The amount of land allocated to rice in the Kebbi area has likely fallen by half this year from the 200,000 hectares (494,200 acres) cultivated in 2017. Other major producing states such as

The federal government anchor borrowers‘ programme with the broad objective to create economic linkage between smallholder farmers and reputable large-scale processors with a view to increasing agricultural output and significantly improving capacity utilization of processors is making some progress with rice farmers around the country commending the initiative.

However, the incessant farmer-herder clashes, especially in the rural northern region of the country where most of the rice farmings are doing have gone unabated even as President Buhari has said ―the way this situation is now, we can only pray,‖ a statement that have outraged many.

Darius Ishaku, the governor Taraba state said that the country will save $8 billion annually spent on the importation of rice from other countries if there is peace between farmers and herdsmen in Taraba state.

―I told Mr President when he was here that I can feed the whole country with rice. The $8 billion we spend on importing rice will be saved. We have river Taraba, we have river Donga coupled with the fertile lands but then I can‘t do this because my people are not at home and are killed for no reason‖, he concluded

According recent report by Price water house Coopers (PwC) on rice production in Nigeria, mechanization rate in the country had remained low at 0.3 hp/ha, when compared to India‘s 2.6hp/ha and China‘s 8 hp/ha.

It said that the number of agricultural tractors in the country was about 22,000, relative to one million tractors in China and 2.5 million tractors in India. Low income, limited access to affordable financing and the lack of technical skills have limited the adoption of mechanization across the rice value chain

Senate Farm Bill Advances with Harmful Provision for Family Farms By Jamison Cruce

WASHINGTON, DC -- Yesterday, the Senate passed its version of the Farm Bill, the Agriculture Improvement Act of 2018 (H.R. 2, as amended), by a vote of 86-11. There were nearly 200 amendments filed for consideration, however, only two received a recorded vote, while 18 were incorporated through the substitute amendment and another 15 were incorporated through a manager's amendment to the bill.

While the rice industry commends the leadership and hard work of Chairman Pat Roberts (R-KS) and Ranking Member Debbie Stabenow (D-MI) for moving a bill through the Senate, the bill does include provisions that would be detrimental to family farms if enacted by law. These provisions pursued by Senator Chuck Grassley (R-IA) resulted in the inclusion of language that is opposed by essentially every commodity group and farm organization in the United States.

Grassley's provision further constricts actively engaged rules that would eliminate spousal rules, which could cut the help farm families might receive in half. It would also eliminate the special exemption for families, severely restricting the ways that farms might bring in the next generation. This could not be proposed at a worse time for farm families, as depressed crop prices have led to a 52 percent decline in net farm income.

Senator Grassley was successful in including language attacking non-family general partnerships and joint ventures in the 2014 Farm Bill. Based on preliminary calculations, nearly 5,000 of those farms, roughly 75 percent, already only have one manager due to regulations promulgated pursuant to the 2014 law. The remaining 1,500 or so farms that were impacted by the 2014 farm bill and its subsequent regulations have an entirely new set of rules that were just put into place in 2016. With the ink just drying on some of the most burdensome regulations in farm bill history, Senator Grassley's latest attack seeks to sweep in 25,000 more family farms, subjecting them to a whole new layer of red tape.

Senator Grassley purports to reform the program so those individuals who aren't farmers do not have access to the safety net but his relentless attacks now implicate nearly all farming operations - 94 percent of those affected will be family farms.

"While USA Rice is supportive of moving the 2018 Farm Bill process forward, we are deeply concerned that the nation's farm families have yet again been undercut," said Blake Gerard Missouri/Illinois rice farmer and chairman of the USA Rice Farm Policy Task Force. "Mr. Grassley's efforts to dismantle the farm safety net and calling it reform is debilitating and disheartening, threatening the ability for family farms to survive."

Overall, the Grassley provision discourages people from getting involved in production agriculture, especially the next generation of farmers. Our laws should encourage the next generation to stay involved in the family farming operation. Instead, Grassley brings down the heavy hand of government, branding them as "not real farmers." At this pivotal tipping point of

people leaving production agriculture amidst the recession in farm country, Grassley wants to double-down and exacerbate current conditions.

"USA Rice is extremely grateful for the work of Senators John Boozman of Arkansas and Cindy Hyde-Smith of Mississippi, both members of the Senate Agriculture Committee who have carried the voice of rice farmers throughout the farm bill process in the Senate. Our rice state Senators stood up for rice farmers and deserve a great deal of credit for ensuring that no further damage occurred to the farm safety net," said Joe Mencer, Arkansas rice farmer and chairman of USA Rice Farmers. "Without their support, rice and other commodities produced in the MidSouth would have not have fared well in this process."

Next up in the process is conference committee. USA Rice will work toward stripping Grassley's harmful provisions from the final bill text. The deadline for successful, on-time conference action and the President to sign this farm legislation into law is September 30.

Rice Acreage Report Released WASHINGTON, DC -- According to the USDA National Agricultural Statistics Service (NASS), area planted to rice in 2018 is estimated at 2.84 million acres, up 15 percent from 2017. Area for harvest is forecast at 2.80 million acres, up 18 percent from last year. Acreage increased from last year in all rice-producing states mainly due to lower prices for competing commodities. Long grain rice planted area increased 18 percent from last year, with increases estimated in all states, except California. Arkansas, the largest long grain rice-producing state, estimates a 22 percent increase in planted acreage compared with last year. Medium grain acres increased by 9 percent and short grain acres increased by 5 percent from 2017. California, the largest medium grain-producing state, increased medium grain acres by 10 percent in 2018. As of June 24, seventy percent of the crop was rated in good to excellent condition, compared with 73 percent rated in these two categories at the same time last year. Read the full report here. Feeding rice bran to grow/finish pigs has benefits, trade-offs

Daily gain and carcass characteristics not affected by rice bran, but meat quality may be influenced.

Jun 28, 2018 Rice is the third-most widely grown cereal grain worldwide, and the bran left over from milling white rice is available in large quantities for livestock feed, according to the University of Illinois.While that rice bran is high in unsaturated fatty acids, limited information is available about the effects rice bran has on the growth performance of grow/finish pigs and its effects on meat and carcass quality. Therefore, a new study was conducted at the University of Illinois to provide this information, the announcement said. Hans H. Stein, a professor in the University of Illinois department of animal sciences, explained, ―Pigs deposit fatty acids in approximately the same proportions as they consume them from the diet. Also, if pigs consume a diet containing a large amount of fat, they will synthesize less fat on

their own, which can change the fatty acid composition, because the fat synthesized by the pig tends to be more saturated.‖ More unsaturated fat can lead to softer bellies, which have a shorter shelf life, increased susceptibility to becoming rancid and reduced sliceability, the university said. Stein and a team of researchers conducted an experiment using 224 barrows and gilts over a period of 97 days. A three-phase feeding program was used with grower, early-finisher and latefinisher diets. In each phase, diets containing 10%, 20% or 30% full-fat or defatted rice bran were fed, as was a basal corn/soybean meal diet. "We observed no effect of feeding rice bran on carcass characteristics, but there were some differences in meat quality, especially protein and fat percentage and marbling,‖ Stein said. The protein content of the loin muscle was 7.0% and 8.7% greater, respectively, for pigs fed the greatest amount of full-fat or defatted rice bran than for pigs fed the basal diet, Stein reported. The fat content was reduced in pigs fed the maximal amount of full-fat rice bran by 26% and 31% for pigs fed full-fat and defatted rice bran, respectively. The marbling score was 1.88 in meat from pigs fed the basal diet but decreased to 1.00 and 1.25 for the 30% full-fat and defatted rice bran diets, respectively. Belly fat was softer if rice bran was included in the diets, the researchers said. The iodine value of belly fat — a measure of unsaturation — increased as more full-fat rice bran was included in the diet; however, feeding up to 30% defatted rice bran did not affect the iodine value. ―The iodine value of fat from the pigs fed diets with full-fat rice bran is probably greater because those diets contained up to twice as much fat as the basal or defatted rice bran diets,‖ Stein said. ―So, the pigs synthesized less fat.‖

Over the 97-day experimental period, average daily gain was not affected by diet. However, average daily feed intake increased as the inclusion rate of defatted rice bran increased, whereas the opposite was true when full-fat rice bran was included in the diets, the researchers said. As a consequence, the gain-to-feed ratio was greater in pigs fed diets containing full-fat rice bran than defatted rice bran or the basal diet. Stein said the results demonstrate that rice bran can be used in pig diets, but there are trade-offs. "Including 30% full-fat rice bran in diets for growing/finishing pigs may improve gain:feed without affecting carcass characteristics or meat quality, although polyunsaturated fatty acids in adipose tissues will increase. However, including up to 30% defatted rice bran will reduce gain:feed ratio without affecting the loin muscle quality or composition of adipose tissues," he said. Rice smuggling: Nigerian government yet to issue any order to shut land border

Investigations by TheNewsGuru.com have revealed that the federal government is yet to issue any official order to shut the nation‘s borders to curb rice smuggling ten days after making the pronouncement.

Though the government did not reveal the particular border to be shut, however a quick check by the TheNewsGuru.com on the major borders revealed that normal activities (particular rice import) is still on going without any form of hindrance. Recall that the federal government last week said it will shut down the land border between Nigeria and a neigbouring country in a few days time to avoid smuggling of foreign rice into the country. The Minister of Agriculture and Rural Development, Chief Audu Ogbeh, made the disclosure in Abuja last Monday while speaking with youths in a leadership clinic under the auspices of Guardians of the Nation International (GOTNI). Ogbeh explained that shutting the borders had become necessary to encourage local production and sustain the economy of the country. The minister said that a neighbouring country was bent on destroying the economy of the country and discouraging local production of rice, hence the need to shut down the border. ―Our other problem is smuggling. As we speak, a neighbor of ours is importing more rice than China is importing. ―They do not eat parboiled rice, they eat white rice, they use their ports to try and damage our economy. ―I am telling you now because in a few days, you will hear the border has been shut, we are going to shut it to protect you, us and protect our economy. ―You will start seeing all sorts of negative things on the internet. ―Let me tell you why we need to shut the border, I grow rice, I was the first Nigerian to mill rice free of stones, if you plant rice in certain parcels of land, some poisonous materials gets into the rice. ―There are three kinds of water in their natural state; there is fresh water from the river, salt water from the sea, blackish water. ―If you go to the Delta in many countries, in South East Asia where they grow the rice, if you plant rice in the same place like four to six years continuously, the quantum of arsenic begins to increase and arsenic causes cancer and that is what they are dumping for us. ―Some people say they prefer Thai rice because they are very sophisticated, welcome to poison,‘‘ Ogbeh said.

However, speaking in an exclusive interview with TheNewsGuru.com on Thursday, the Public Relations Officer of the Ogun State Area Command of the Nigeria Customs Service (NSC), Mr. Maiwada said the agency was yet to receive any order whatsoever from the federal government on shutting any of the land border. ―Government formulates policies and we implement such policies. So, whatever government directs us to do is what we will do. We are policy implementers. If government in good spirit identifies some goods not to be imported into the country through land borders, it is our duty to pursue such to the letter. But for now we have not receive such order from the government,‖ Maiwada said. Asked if he was aware of the particular border to be shut, Maiwada said: ―I‘m not aware of the particular border to be shut. I‘m not in a position to speak on such.‖ Stakeholders react Meanwhile, mixed reactions have trailed the proposed border closure with many insisting that the decision will rather increase smuggling rather than curbing or stopping it out rightly. A Retired Comptroller, Nigeria Immigration Service, Kwara State Command, Mr Chime Nwachukwu said: ―Closing land borders is just a political decision which can be taken between neighbouring countries. There are two types of borders. There are legal and illegal borders. The legal routes are patronised by genuine travellers and businessmen. The illegal routes are patronised by illegal migrants and smugglers. The illegal routes are everywhere, all over Nigeria. Sadly, illegal routes are more vibrant than the legal routes. There are numerous security agencies that man these borders. Despite the presence of these agencies and their personnel, smuggling and illegal migration appear to be on the increase. These illegal routes are used by corrupt officials to illegally bridge the gap between their legitimate income and the realities of the times. Of course, the excuse is that, government remuneration can‘t take care of the transportation of poorly maintained officials let alone their families. It is a fact that our security officials given the responsibility of manning our porous borders are poorly remunerated. So, the root cause of the rise in cases of smuggling cannot be separated from the poor welfare of officers and men on the field. Some of these people out of desperation bend the rules for personal gain. If these borders are closed, it will only affect the legal routes. The only thing it will do to the illegal routes is to increase activities and of course some of these officials will take advantage of the situation.

Therefore, closing the border will rather than solve the problem, increase smuggling. A substantial part of the problem will be reduced if you take adequate care of security officials by paying greater attention to their welfare, training and equipment. Even when officials want to be patriotic, they will be risking their lives engaging better equipped smugglers with more sophisticated weapons and vehicles. Officials lobby their superiors to be posted to such illegal routes which are regarded as juicy. There is a fraternity between some government officials and smugglers for mutual benefit. Let our goods go and we grease your palms. There are two alternatives, take the smugglers‘ option and get welfare, or decide to do your job and be ready for battle. If the officials decide to face battle, do they have the capacity in terms of men and materials? The officials operate with outdated weapons and rickety vehicles. The smugglers carry sophisticated weapons and vehicles that suit the terrains. There should be concerted efforts by the government to properly equip our security officials, have regular consultations with operating officers and know what their challenges are. Fix those challenges, and then when you close borders it will be effective.‖ A local rice manufacturer also opined thus: ―Closing land border won‘t reduce smuggling of rice because the borders are too porous. The borders cannot be effectively closed down or managed. Since they closed Seme border, rice has been coming in through Cameroon and Togo. Togo is the new route. The entry point is no longer Lagos but the North and some areas of Ogun State. They smuggle rice using motorcycles. I even have photo evidence of this. The government should not dwell so much on closure of borders. If they want to encourage local production, they should impose an outright ban on imported rice. We are in that position where we have to come to terms with the fact that not eating rice will never kill anybody. If they want to encourage rice production organically, let the supply be driven by demand. If people want it desperately, the private sector including subsistence farmers will grow theirs.If there is a zero tolerance for imported rice, it would be more effective than closure of borders. If you are going to close borders, you might as well allow the rice in through the ports at a reasonable rate and then use the levies and duty paid on the imports to grow local rice production. If they don‘t do this but resort to just shutting the borders, they make smuggling more attractive. If you look at rice production, you first have seeds. Most of the factors used in seed production are imported. The fertilisers are imported, the pesticides are imported, herbicides are imported, tractors are imported, land-tilling equipment are also imported. The irrigation machines are imported as well as the diesel which you use in powering the machines. So, we are still at the mercy of the dollar. How are we expected to compete with rice coming in from a country where everything is subsidised and the rice comes through borders that are porous? You can‘t compete. So, if you are going to ban rice, place an outright ban on imported rice. South Africa did it and their citizens didn‘t die. In the 1950s, people used to travel from Ibadan to Lagos to eat rice. It is only now that

Authority (APEDA) in March 2018, following the rejection of Madhya Pradesh‘s demand to include some of its districts within the GI-defined ‗traditional basmati rice‘ grown areas. However, the Madhya Pradesh government has refused to give up and has been relentless in its demand for the inclusion of 13 districts under GI certification for ‗traditional basmati rice‘ grown areas, despite the GI registry ruling against it, and the recommendation of the expert committee appointed by the Indian Council of Agricultural Research (ICAR). APEDA had filed the application to register ‗basmati‘ as a GI in 2008. The body under the commerce ministry has included 77 districts in the Indo-Gangetic plains along the foothills of the Himalayas—covering Punjab, Haryana, Uttarakhand, Delhi, western Uttar Pradesh, Himachal Pradesh, and Jammu and Kashmir—where this premium rice can be ‗legally‘ cultivated. The GIdefined area, at present, is spread across 18.5 lakh hectares involving around 25 lakh farmers. Under the Geographical Indications of Goods (Registration and Protection) Act, 1999, the GI registry in February 2016 gave the GI tag to APEDA as the sole custodian of Basmati rice grown in the Indo-Gangetic plains as per the directives issues by the Intellectual Property Appellate Board (IPAB). However, IPAB had asked the stakeholders from Madhya Pradesh to submit fresh documents for inclusion in the basmati-grown areas. GI, a form of intellectual property right (IPR), is distinct from other forms of IPR, as it ascribes the exclusivity to the community in a defined geography, rather than to an individual, as is in the case of trademarks and patents. A GI tag can be issued for agricultural, natural or manufactured goods that have a unique quality, reputation or other characteristics attributable to its geographical origin. For example, Darjeeling tea, Kanchipuram Silk, Mysore Silk, Hyderabadi haleem, Mizo chilli products, etc, sold with the GI tag have premium pricing. In March 2018, the GI registry had rejected Madhya Pradesh‘s claim and held that ―none of the documents relied upon by Madhya Pradesh proved its claimed historical and commercial cultivation of basmati rice within the areas claimed by it.‖ In the absence of GI for basmati rice,

many private companies had tried to register their products under the title, which commands a premium in the global market. Rice exporters as well as APEDA have repeatedly stated that the current holders of the GI tag— the 77 districts across seven states—should not be expanded. Or else the GI granted to basmati rice would lose its goodwill and exclusive credentials. This would also provide a window for other countries, including Pakistan and China, to claim the GI benefits, and could eventually dent India‘s domination (the country accounts for 85% of the total exports) in the basmati rice exports market. Currently, 11 districts in Pakistan also grow basmati rice and export the item to Europe, thanks to an India-Pakistan agreement. Rice exporters fear that any move to expand the GI definition of basmati rice-growing areas would result in Pakistan expanding its area under the aromatic and long-grained rice. ―GI ownership of basmati rice is an understanding between the European Union and IndiaPakistan, giving us an edge over the rest of the world. Any distortion in the well-defined and historically-established boundaries of the GI zone will damage the uniqueness and creditability of basmati,‖ says Vijay Setia, the president of the All India Rice Exporters Association (AIREA). Madhya Pradesh, in its submission, had been demanding that 13 of its districts—Morena, Bhind, Sheopur, Gwalior, Datia, Shivpuri, Guna, Vidisha, Raisen, Sehore, Hoshangabad, Narsinghpur and Jabalpur—also be given the GI tag. That would help about 80,000 farmers to continue cultivating this paddy in around 2 lakh hectares, and selling it as basmati. The commerce ministry officials acknowledge that all the basmati rice packs for exports contain information that the material ―is grown in Himalayan foothills,‖ not from Madhya Pradesh. Besides claiming that the state lies in the Indo-Gangetic plains, the MP government had stated that it has suitable agro-climatic conditions (for growing basmati rice) similar to the traditional basmati-grown areas and has a history of growing basmati rice since the 1900s.

An expert committee set up by ICAR and chaired by BS Dhillon, the vice-chancellor of Punjab Agricultural University, Ludhiana, in a meeting on April 20, 2018, refused the inclusion of the Madhya Pradesh part of basmati rice-grown areas. The committee deliberated on the issue and came to the conclusion that ―basmati rice is traditionally known to be cultivated in the foothills of the Himalayas in the Indo-Gangetic plains. The state of Madhya Pradesh does not form part of the same. Further, no areas in the state of Madhya Pradesh have been historically known for commercial cultivation of basmati rice by farmers.‖ The committee also noted that ―the evidences presented in the representation in favour of history of basmati cultivation in Madhya Pradesh pertain to germplasm maintained for academic purpose at government research stations in Madhya Pradesh and these are not evidence of commercial cultivation of basmati rice by the farmers.‖ Madhya Pradesh has approached the Madras High Court on this issue, and the matter is slated to come up for hearing on July 9-10. Meanwhile, in a surprising move, the agriculture ministry recently formed yet another committee consisting of agricultural scientists from outside the traditional basmati-growing states for considering Madhya Pradesh‘s claim. This is the second such committee set up by ICAR within the last three months and this issue has assumed political significance, with the Madhya Pradesh assembly elections slated to be held by the end of the year. The committee, chaired by RR Hanchinal, the former chairperson of the Protection of Plant Varieties & Farmers‘ Rights Authority, and members that include agricultural scientists outside the basmati rice-grown areas, would be submitting its report before the Madras High Court takes up the matter next month. The basmati rice exporters and farmers are keeping their fingers crossed as any alternations in the definition of basmati rice-grown areas would have serious implications on India‘s rice exports and remuneration for the farmers. Prices of India's 5 percent broken parboiled variety fell by $2 to $392-$396 per tonne, the lowest in more than a year, as the rupee slumped to a record low, allowing traders to cut prices. The Indian rupee has declined about eight percent so far in 2018, increasing exporters' returns from overseas sales. "Demand is still subdued even as prices have come down below $400," said an exporter based at Kakinada in the southern state of Andhra Pradesh. India's exports to neighbouring Bangladesh fell sharply after Bangladesh imposed a 28 percent tax on rice imports to support its farmers after local production revived, dealers said. India was the biggest supplier of rice to Bangladesh in 2017. Bangladesh, which has emerged as a major rice importer since 2017 after floods damaged its crops, imported a record 3.9 million tonnes during July-May, data from the country's food ministry showed. However, imports by Bangladesh were expected to slow owing to the imposition of the tax. In second-biggest rice exporter Thailand, prices of the benchmark 5 percent broken rice dropped to $385-$395 per tonne free on board (FOB) Bangkok, levels not seen since November 2017, from $390-$400 last week. The depreciation of the Thai baht resulted in weaker prices, while slow logistics due to the monsoon season remained a problem, traders in Bangkok said.

The baht has fallen about 3.4 percent so far this month, having hit the weakest in over 7 months on Thursday. A weakening currency makes export from the country cheaper in dollar terms. Prices will likely slip further as a new crop is expected to start arriving around end-June or early July until August, traders said. Meanwhile, in Vietnam, prices of 5 percent broken rice remained unchanged for a second straight week at $450-$455 a tonne. "Prices may ease in the coming weeks as the summer-autumn harvest is expected to begin from mid-July," a Ho Chi Minh City-based trader said. "However, domestic prices won't likely fall significantly given that rice production cost for the summer-autumn crop this year is higher than last year's, mostly because of the weakening of the dong against the U.S. dollar." There was panic at the Nelson Mandela University on Friday morning after learners, who attended a provincial conference organised by the Eastern Cape Department of Education (ECDoE), complained of stomach pains and diarrhoea after apparently eating stale food provided at the conference. The three-day conference, which began on Wednesday, is part of the Eastern Cape Department of Education's effort to address learner dropout and to develop strategies to combat, educate, create an awareness about social ills affecting learners performance across the province. According to the department, leading this conference is the Education Social Support Services chief directorate, which is tasked to educate learners about these social ills that are an impediment to learner performance. The Youth Conference themed 'Ndi Grand' and will purposefully revive and strengthen Peer Education Programme in all schools. "Key to this conference is creating ambassadors who will help inculcate positive values and behavioral change to address risky behavior even to their peers," it said. "Critical issues like comprehensive sexual education, ensuring its integration into the curriculum including monitoring implementation thereof will also be dealt with." However, on Friday, a number of learners claimed that they were suffering from diarrhoea after apparently eating "rotten rice". Speaking to RNEWS, the learners alleged that the rice they ate on Thursday evening at the end of the second day of the conference tasted funny as if it was cooked a day before - on Wednesday, but they had no choice, but to eat it because they were hungry. They said they know of a good number of their peers, who had running stomachs after eating the rice. "The rice was rotten and I could taste it, but I didn't want to be funny to others because they were eating it too," said one learner, who is known to RNEWS.

"They gave us rice, fish, spinach and chicken last night. There was nothing wrong with the rest of the food except for the rice, which tasted funny, but I continued to eat because I was hungry." Another student known to RNEWS said that he had been in and out of the toilet all morning. "I'm much better than a student from the Alfred Nzo, who couldn't even walk due to the pain she was feeling in the morning. But at least there was an ambulance, which quickly helped her," he added. Eastern Cape Department of Education Spokesperson, Malibongwe Mtima, said that the department is not responsible for catering, but the university was."We acted immediately after learning that many people had runny stomachs by contacting the Eastern Cape emergency services while the university said that they would investigate," he said. "The rice was not rotten, but too many spices and unusual ingredients were used and people, who ate it, their stomachs were not familiar with them - I think that's what made them sick." Wheat firm on increased offtake by flour mills PTI | Jun 29, 2018, 14:57 IST New Delhi, Jun 29 () Wheat prices advanced by Rs 10 per quintal in an otherwise steady wholesale grains market today due to increased offtake by flour mills. On the other hand, Maize eased on muted demand from consuming industries. Traders said, besides increased offtake by flour mills, restricted arrivals from producing belts mainly kept wheat prices higher. In the national capital, wheat dara (for mills) rose by Rs 10 to Rs 1,770-1,775 per quintal. Atta chakki delivery followed suit and traded higher by a similar margin to Rs 1,780-1,785 per 90 kg. Atta flour mills, maida and sooji also enquired higher by Rs 10 each to 960-970, Rs 980-990 and Rs 1,050-1,060 per 50 kg, respectively. Maize, too, declined by Rs 20 to Rs 1,220-1,225 per quintal. Gangtok, 29 June (IPR) : The Janta Mela for Urban Areas and Lamas (Monks) of the entire State was held today at Khel Gaon, Reshithang, Ranka. It was clubbed with the final leg of the Jan Sampark cum Jan Seva Abhiyan of the Hon‘ble Chief Minister for the East District of Sikkim for three constituencies namely Gangtok, Arithang and Upper Tadong along with the Sangha Constituency. The public event was organized by Urban Development & Housing Department, Government of Sikkim in coordination with the area MLAs and Nagar Panchayats. The programme began with welcome address by Secretary UD&HD Shri L.B. Chettri, who briefly explained the objective of the programme and the nature of benefits and token grants to be distributed. He informed that after the public address programme, the beneficiaries would be handed over their benefits at the stalls put up at the venue for the respective urban areas, constituency and a separate stall for the monks.

Chief Minister Shri Pawan Chamling then handed over the token benefits to beneficiaries from among the Lamas (monks) and the people of urban areas from different parts of the State. The benefits that were distributed by the Chief Minister on the occasion included Token Allotment for urban housing scheme, GCI Sheets, Electric Rice Cooker, Plain Sheets as part of Urban Housing Scheme, and House Enhancement Scheme Order. Likewise, subsidized rice was distributed to beneficiaries under other priority households under Food & Civil Supplies Department, while CMRHM, LPG, Pressure Cooker and GCI Sheets were the items under the Rural Management & Development Department which were distributed on the occasion. Meanwhile, seven employees of the Municipal Bodies from all the four districts were rewarded by the Chief Minister with Cash Award and Mementos for rendering sincere and excellent service in their capacities. The Chief Minister was felicitated by a delegation of monks with an Appreciation Letter. Likewise, the representatives of Urban Local Bodies, members of the business community, ASHA workers and Aganwadi Workers also expressed felicitation to the Chief Minister. Addressing the public event, Chief Minister Shri Pawan Chamling said he was pleased to meet the learned monks (Lamas) from throughout the State and also the business community and public from the urban areas. He began his address by highlighting the objective of the Jan Sampark and Jan Seva Abhiyan and the Janta Mela. He said that the entire Government machinery had come to the people‘s

doorstep to honour them, to understand their problems and issues, and to provide immediate respite. It is a rare initiative where the entire Government machinery stretches out to the public with welfare schemes in order to uplift the people and to improve their living standards, he stated. He added that the constituency-wise visit of the Chief Minister and the entire team of public representatives and Heads of Departments also served as a medium to directly interact with the people and enlighten them about the various schemes and programmes of the Government. The Chief Minister in his address urged the people to take complete ownership of the State instead of just fulfilling individual interests and desires. He said that the people should realize that with right comes responsibility towards the society and the State, and especially in a democratic set-up, people should contribute. Drawing a parallel between the era before merger and now, he explained that Sikkim was the most underdeveloped Country during the reign of the Chogyal, while today Sikkim is one of the five richest States in the country, and the richest among the North Eastern States. He urged the monks to compare the Sikkim of yesterday and today. There has been unprecedented development in every sphere, and the infrastructural development and places of religious worship are a few examples of the development witnessed by the State in the last two decades. Directing his address at the monks, the Chief Minister stated that the Government has created numerous infrastructures and an environment for intellectual learning for Buddhists. The Guest House at Bodh Gaya, enhancement of Annual Grant to monasteries, creation of monastic schools where modern education is imparted, Buddhist University at Deorali, and Aamji education for Bhutia and Lepcha are a few examples of these initiatives. He added that the Buddhist University would ensure that our Lamas would be highly intellectual and would be equipped with modern education. He gave an assurance that the salaries and allowances of the monastic lobelas would be enhanced in near future. He also touched upon the history of Sikkim, and how three revered Lamas contributed to the building of ancient monasteries, and subsequently the establishment of Monarchy in Sikkim. He stated that these three Lamas have made the biggest contribution to Sikkim. He further added

that the Government is making a 50 ft tall statue of these three Lamas and also of the first Chogyal at Yuksom, West Sikkim, as a mark of reverence. Addressing the Bhutia and Lepcha communities, the Chief Minister stated that all the political privileges of the BL have been kept intact. The reservation of BL in the Panchayat is the latest addition, and BL language is being taught till university level. Further, he reiterated that the Government is committed to safeguard all the social and political privileges of the BL communities, which includes the 13 seats in the State Legislative Assembly. He further urged the people of Sikkim to take collective responsibility to preserve and protect the peaceful, secular, neat and clean, organic and eco-tourism friendly status of Sikkim. He added that Gangtok is the business centre of Sikkim like all other sub towns in the districts. The demand has risen due to overall development, the value of our market has increased, the value of land, building, shop has increased manifold. The value of Gangtok has increased by approximately 5000 times, which is evident from the GSDP increase recorded. Business volume has increased. Space / Site Salami system for shops has been introduced. This is the result of our development policies, and people are enjoying the fruit of Democratic dividend brought about by good governance. He further added that the Government has always respected the business community of Sikkim and ensured that they live with dignity. The business community elsewhere are living with fear and insecurity. Our biggest contribution is the peace, security and respect for all, he stated. The Chief Minister also underlined some of the privileges ensured by the Government for the business community in the State. All Residential Certificate (RC) holders, all old business men

and all urban settlers, wards of those employed in Sikkim before 1969, all settlers before 1975 should get income tax exemption. He stated that the Government is committed to ensure that these rights are ascertained and repeated requests have been made to the Centre. Further, the Government has made a rule that all RC holders who have trade licence, will get all other privileges, except the privileges under Sikkim Subject and Land Revenues Order No. 1 reserved for the Subject Holders of Sikkim. The privileges include Trade licence for children of RC holders, bazar land, jobs in private sector, reservation in higher education, can contest Nagar Panchayat elections, can acquire liquor shop licence, wife will get trade licence in case of death of husband, privileges like free education till college, free books and uniforms, free medicine for BPL category Bazar dwellers, medical reimbursement for referred patients, Rs. 15000 to go to Siliguri for treatment and Rs. 25000 for bigger cities like Delhi, Kolkata and Mumbai. Likewise, RC holders will get benefits such as Rural housing scheme for the BPL category Bazar dwellers, gas cylinder, cooker, induction, plain sheets and subsidized rice. WASHINGTON: To sustain the high growth rate India has achieved, the country should carry out banking sector reforms; continue with fiscal consolidation, simplify and streamline GST; and renew impetus on reforms, the International Monetary Fund (IMF) said today. India's growth accelerated to 7.7 per cent in the fourth quarter of Financial Year (FY) 2017-18. That was up from 7 per cent in the previous quarter. "We expect the recovery to continue in FY 2018-19. Growth is projected at 7.4 per cent in FY 2018-19 and actually 7.8 percent in FY 1920, respectively," IMF CommunicationsNSE 1.34 % Director Gerry Rice told reporters at his fortnightly news conference. In order to sustain the high growth rate, Rice suggested three steps for India to follow. "One, to revive a bank credit and enhance the efficiency of credit provision; by accelerating the cleanup of bank and corporate balance sheets and enhancing the government of public sector banks," he said. "Point two, to continue fiscal consolidation and to lower elevated public debt levels supported by simplifying and streamlining the goods and services tax (GST) structure," he added. He then suggested India to renew impetus to reforms of key markets over the medium-term. "And thirdly, over the medium-term, renew impetus to reforms of key markets, for example, labour and land, as well as improving the overall business climate would be crucial to improving competitiveness and again, maintaining that very high level of growth in India," Rice said in response to a question. The IMF Board is tentatively scheduled to meet on July 18 for its annual India meeting. "We will be releasing the staff report in relation to that Board meeting and it will have detail (about GST)," he said when asked about simplifying and streamlining the goods and services tax structure.
